6 6 Een thought leader is erkend als de gezaghebbende leider op een bepaald vakgebied. Wat een thought leader onderscheidt van andere kennisorganisaties is de erkenning door de buitenwereld dat de betreffende organisatie haar tak van wetenschap volledig kent, de behoeften van haar klanten kent, en de omgeving begrijpt waarin zij opereert. Het vraagt om een vrijgevige houding vrijgevig met tijd, informatie en kennis en dus om het vertrouwen dat een open en royale opstelling op termijn zal worden beloond door je omgeving. 1 A thought leader is a recognized leader in one s field. What differentiates a thought leader from any other knowledgeable company is the recognition from the outside world that the company deeply understands its business, the needs of its customers, and the broader marketplace in which it operates. Thought leadership requires a spirit of generosity generosity of one s time, intelligence and knowledge. It requires a trust that by being open with what you know, and by sharing your time and knowledge, the world will reward your efforts. 1

8 8 strategic plan introduction Introduction In the first decade of the 21 st century, the Faculty of Science focused primarily on strengthening its research and increasing the number of students enrolling in its Bachelor s degree programmes. It has been highly successful in both areas: the faculty has flourishing research institutes employing top researchers, and its Bachelor s and Master s degree programmes are highly valued by both students and peers. This is something to be proud of. The faculty has continually focused on quality: whatever we do, we do it well. However, the time has now come to take this excellent teaching and research a step further, by adapting it wherever possible to the external conditions. It is not just government and society in general that are increasingly critical of universities and the contribution they make to society; future students, teachers and researchers will no longer look at the quality of a programme or research group alone, but will also consider whether the faculty is a good fit for their goals and potential. The faculty therefore needs to increase its contact with its stakeholders 2 and enter into partnerships that benefit both sides. If its teaching and research is to appeal to its stakeholders, the faculty needs to ensure not only that it provides quality, but that it makes clear what it has to offer. The faculty will increase its visibility and appeal to the outside world by being clear in what it does and does not do. What we do, we must do with absolute conviction, and we must let it be known. The faculty can set itself apart by introducing a focus on a limited number of priority areas. By making clear choices, therefore, the faculty can excel and be seen. This plan is a supplement to the university s Strategic Plan and must therefore be considered as such. Each section includes objectives that the faculty aims to achieve by 2016 at the latest. The activities that are to result in the objectives and therefore the faculty ambitions being realised are formulated as projects. The institutes and service departments will free up resources for these projects by taking a critical look at existing budget items and finding savings for items that currently incur unnecessary costs. Each year, the Faculty Board will draw up an agenda on the basis of the budget, in consultation with the institute directors. This agenda will describe the projects to be carried out in the coming year.

9 strategisch plan inleiding 9 Inleiding In het eerste decennium van de 21 e eeuw heeft de Faculteit der Natuurwetenschappen, Wiskunde en Informatica haar aandacht vooral gericht op het versterken van het onderzoek en het vergroten van de instroom in de bacheloropleidingen. Zij is hierin zeer succesvol geweest. De faculteit kent bloeiende onderzoeksinstituten met toponderzoekers en door studenten en peers gewaardeerde opleidingen in bachelor- en masterfase. Dat is iets om trots op te zijn. Kwaliteit heeft bij deze ontwikkelingen steeds hoog in het vaandel gestaan: wat we doen, doen we op hoog niveau. Nu is het moment aangebroken om dit excellente onderwijs en onderzoek verder te ontwikkelen door het zo goed mogelijk af te stemmen op de omgeving. Niet alleen vanuit de politiek en de maatschappij wordt steeds kritischer gekeken naar wat universiteiten doen en welke bijdrage ze leveren aan de samenleving. Ook toekomstige studenten, docenten en onderzoekers zullen niet meer alleen kijken naar de kwaliteit van een opleiding of onderzoeksgroep, maar ook in hoeverre hetgeen de faculteit te bieden heeft, past bij de eigen doelen en mogelijkheden. De faculteit moet daarom meer contact zoeken met haar stakeholders 2 en coalities aangaan waar beide partijen voordeel van hebben. Om aantrekkelijk te zijn op het gebied van onderwijs en onderzoek voor haar stakeholders moet de faculteit er niet alleen voor zorgen dat ze kwaliteit biedt, maar ze moet ook duidelijk maken wat ze wel en wat ze niet te bieden heeft. De faculteit moet zichtbaar en aantrekkelijk zijn voor de buitenwereld door helder aan te geven wat ze wel doet en wat ze niet doet. Wat we wel doen, moeten we met volle overtuiging doen en in de etalage zetten. Door het aanbrengen van een focus met een beperkt aantal speerpunten kan de faculteit zich onderscheiden. Door duidelijke keuzes te maken kan de faculteit uitblinken en dus gezien worden. Dit plan is een aanvulling op het Strategisch Plan van de universiteit en moet dus ook als zodanig worden beschouwd. Per hoofdstuk zijn de doelen opgenomen die de faculteit uiterlijk in 2016 wil bereiken. De activiteiten die moeten leiden tot realisering van de doelen, en daarmee de ambities van de faculteit, worden geformuleerd als projecten. Voor de uitvoering van die projecten worden door de instituten en binnen de Algemene Dienst middelen vrij gemaakt door kritisch te kijken naar bestaande begrotingsposten en besparende oplossingen te bedenken voor posten waar nu onnodig kosten worden gemaakt. Het faculteitsbestuur stelt jaarlijks, na overleg met de directeuren van de instituten en op basis van de begroting, een Bestuurlijke Agenda op waarin de projecten zijn opgenomen die het komende jaar worden uitgevoerd.

10 10 strategic plan mission statement Mission statement The Faculty of Science is a comprehensive, student-oriented science faculty with a strong research base. The faculty aims to be an academic community with an international character. The quality of its teaching and research must distinguish it from other science faculties in the Netherlands, also in the opinion of the stakeholders. The faculty challenges its students to take an active part in the academic community and trains them to be critical and committed academics, with their own views regarding science and society, who are willing and able to take up responsible positions in our increasingly international society. Through its research, the faculty contributes to expanding the limits of society s knowledge and skills, produces knowledge that leads to new applications and works together with its stakeholders to solve problems that affect society as a whole.

De faculteit wil een academische gemeenschap zijn met een internationaal karakter. De kwaliteit van onderwijs en onderzoek moet in positieve zin onderscheidend zijn van die van andere bètafaculteiten in Nederland, ook naar de mening van de stakeholders. De faculteit daagt haar studenten uit actief te participeren in de academische gemeenschap en leidt hen op tot kritische en geëngageerde academici, die met visie op wetenschap en maatschappij, verantwoordelijke posities in de steeds internationaler wordende samenleving willen en kunnen innemen. Met haar onderzoek draagt zij bij aan het verleggen van de grenzen van het kennen en kunnen, genereert zij kennis die tot nieuwe toepassingen leidt en werkt zij in dialoog met haar stakeholders aan het oplossen van problemen in het belang van de samenleving.

12 12 strategic plan teaching Teaching Both the government and the business community highlight the importance of excellent higher education in the Netherlands. Universities have been given the task to strengthen the academic profile of their programmes, which may involve more rigorous student selection procedures. The measures recently proposed by the Dutch government show how society has raised its expectations of academic teaching. Students beginning a degree programme are expected to complete it (completion rate) and, as far as possible, within the allocated time (completion time). Furthermore, programmes must be made more relevant to society. The faculty will increase the quality and level of its teaching, not by making programmes and individual subjects more difficult or abstract, but by increasing the focus on research and its place in society on the one hand, and better tailoring the teaching to the different types of science students on the other. As far as the teaching content is concerned, the faculty needs to differentiate itself more from other Dutch universities. Although they generally provide excellent teaching, the Bachelor s and Master s study programmes are hardly unique. The faculty will raise the profile of and promote its Master s tracks. The tracks tie in with top research carried out in the faculty, in accordance with agreements made within the framework of the Sector Plan Physics and Chemistry and taking into account the requirements of the relevant field. The faculty increasingly operates in a social context and regards the teaching it provides as part of a chain that begins with the recruitment of students (intake) who, from an academic point of view, are prepared as well as possible through study programmes and counselling (transfer) to take up a position in society in a company, research institute or other organisation (graduation). Successful student recruitment, which brings young school pupils into contact with the sciences at an early stage, shows that this vision is catching on. Focused recruitment enables the faculty to attract a growing number of students and, for most degree programmes, a large percentage of female students. However, the faculty would like to take further steps as far as intake, transfer and graduation are concerned. The number of students leaving school with a vwo (pre-university education) certificate is expected to increase. Not all these students will want an academic career, but it is very important to society that they choose to continue their studies at a suitably high level. Recent research shows that the faculty primarily attracts vwo students with a specific, innate interest in science: the pure scientists. Both our promotional activities and the curriculum focus primarily on these students. However, there are also students

Voor de universiteiten is de opdracht geformuleerd om het academisch profiel van haar opleidingen te versterken. Daarbij wordt ruimte geboden voor selectie. Uit de recent voorgestelde maatregelen van het kabinet blijkt dat de maatschappij de verwachtingen ten aanzien van het wetenschappelijk onderwijs heeft aangescherpt. Studenten die aan een opleiding beginnen moeten die in principe ook afronden (rendement) en ze moeten dat zoveel mogelijk in de daarvoor aangemerkte tijd doen (studieduur). Bovendien moet de aansluiting met de maatschappij worden verbeterd. De faculteit zal de kwaliteit en het niveau van haar onderwijs verhogen. Niet door de opleidingen en afzonderlijke vakken moeilijker of abstracter te maken, maar door enerzijds het onderzoek en de daaraan gekoppelde maatschappelijke opdracht een meer prominente plaats te geven binnen het onderwijs en anderzijds het onderwijsaanbod beter af te stemmen op de verschillende typen bètastudenten. Wat betreft de inhoud van het onderwijs onderscheidt de faculteit zich nog onvoldoende van andere Nederlandse universiteiten. Hoewel ze over het algemeen uitstekend onderwijs aanbiedt, zijn de bachelor- en masteropleidingen nauwelijks uniek te noemen. De faculteit gaat haar mastertracks verder profileren en in de etalage zetten. De tracks sluiten aan op het facultaire toponderzoek, waar relevant conform de afspraken in het kader van het Sectorplan Natuur- en Scheikunde, en houden ook rekening met de wensen van het afnemend veld. De faculteit opereert steeds meer in een maatschappelijke context en ziet het onderwijs dat ze verzorgt als onderdeel van een keten die loopt van het aantrekken van studenten (instroom) die via opleiding en begeleiding (doorstroom) vanuit academisch perspectief optimaal worden voorbereid op een positie in de maatschappij bij bedrijven, onderzoeksinstellingen of andere organisaties (uitstroom). Dat dit denken aanslaat, blijkt uit de succesvolle werving van studenten waarbij jonge scholieren al in contact worden gebracht met bètawetenschap. De faculteit weet door gerichte werving een groei in studentaantallen te realiseren en voor de meeste studierichtingen een groot percentage vrouwelijke studenten aan zich te binden. De faculteit wil echter verdere stappen maken op het gebied van de instroom, doorstroom en uitstroom. De komende jaren is er een groei te verwachten van het aantal vwo-gediplomeerden in Nederland. Niet al deze jongeren ambiëren een academische carrière, maar voor de samenleving is het wel van groot belang dat zij een vervolgopleiding op niveau kiezen.

14 14 strategic plan teaching who choose to study science because they see it as a good investment in a career: application-oriented scientists. In addition to a reputable degree programme, these prospective students also value a broad palette of teaching, work placements and projects. There is also a third group of students, with a broad, multidisciplinary interest and a focus on the social implications of scientific results: the generalists. This group is primarily interested in creative and innovative practical applications. The faculty has the social responsibility to interest all three groups of students (pure scientists, application-oriented scientists and generalists) in a science programme, and aims to achieve a balanced male-female ratio. In order to match its promotional activities and the range of degree programmes on offer to future students, the faculty wants to intensify its ties with secondary education. Expanding the profile of the science student requires not just high-quality fundamental research groups, but also groups that focus on applications and social relevance. With this in mind, partnerships will be entered into with other faculties and the various stakeholders will be involved more in the faculty s teaching. It is also important that the total number of students is high enough to allow each of the three groups of students to be sufficiently represented. This is important for the students, as they will then meet a reasonablysized group of similar-minded students in their first year, as well as for ensuring high-quality teaching that provides scope for differentiated teaching activities for the three groups. To safeguard the quality of the degree programmes, the faculty has set upper and lower limits on the number of students that may be admitted to them. A minimum number of students in each programme are necessary to achieve an active and stimulating group. On the other hand, the upper limit prevents groups from becoming so large that it is no longer possible to work in subgroups, and ensures that the faculty can continue to provide teaching at a small scale. Logistical factors also play a role in the upper limit. Furthermore, the faculty wants to discourage students deemed not suitable for a particular programme from starting that programme. As soon as legally possible, the faculty will also consider student selection, to ensure the quality and level of the programmes on offer. Furthermore, all teachers must meet the basic teaching requirements, and further professionalisation is to be explored through an approach where use is made of one another s skills and knowledge. To ensure that students gain international experience, the faculty wants to increase the international intake on the one hand, and stimulate its own students to study abroad on the other. As far as intake is concerned, the close proximity to Germany offers unique opportunities for a constant intake of foreign students in the Bachelor s phase. However, there is increasing competition from University Colleges (Utrecht,

15 strategisch plan onderwijs 15 Uit recent onderzoek blijkt, dat de faculteit vooral de vwo scholieren trekt met een concrete, intrinsieke motivatie en interesse in een bètastudie, de zogenaamde concrete bèta s. Zowel onze voorlichting als het curriculum richt zich vooral op deze studenten. Er zijn echter ook studenten, die een bètastudie kiezen omdat dit een goede investering is in een maatschappelijke carrière: toepassingsgerichte bèta s. Voor deze aankomende studenten is naast een degelijke opleiding ook een voldoende breed palet van onderwijs, stages en projecten belangrijk. Daarnaast is er een groep studenten met een brede, multidisciplinaire interesse en een focus op de maatschappelijke implicaties van wetenschappelijke resultaten: generalisten. Deze groep is vooral geïnteresseerd in creatieve en innovatieve praktijktoepassingen. De faculteit wil vanuit haar maatschappelijke taak alle drie groepen studenten (concrete bèta s, toepassingsgerichte bèta s en generalisten) interesseren voor een bètaopleiding, waarbij ze een gelijke man-vrouw verhouding nastreeft. Om de voorlichting en het onderwijsaanbod zo goed mogelijk af te stemmen op de aankomende studenten, wil de faculteit haar band met het voortgezet onderwijs intensiveren. Daarnaast vergt de verruiming van het profiel van de bètastudent niet alleen fundamentele onderzoekgroepen van excellente kwaliteit, maar ook groepen die zich op toepassingen en maatschappelijke relevantie richten. Hiertoe zal samenwerking worden aangegaan met andere faculteiten en zullen de diverse stakeholders meer bij het onderwijs worden betrokken. Tevens is het van belang om steeds een cohort studenten van een dusdanige omvang te hebben dat de drie groepen voldoende zijn vertegenwoordigd. Dit is waardevol voor de studenten, want zij treffen dan een substantiële groep gelijkgestemden aan in hun eerste studiejaar. Maar het is ook van belang voor een kwalitatief hoogstaand onderwijsaanbod waarin ruimte is voor naar de drie groepen gedifferentieerde onderwijsactiviteiten. Om de kwaliteit van de opleidingen te waarborgen, stelt de faculteit onder- en bovengrenzen aan de studentenaantallen per opleiding. Een minimum aantal studenten per opleiding is noodzakelijk om een actieve en stimulerende jaargroep te realiseren. De bovengrens voorkomt dat groepen zo groot worden dat er niet meer in subgroepen kan worden gewerkt en de faculteit het kleinschalige karakter van het onderwijs moet opgeven. Bovendien spelen ook logistieke overwegingen een rol bij de bovengrens. Daarnaast wil de faculteit studenten van wie ze denkt dat ze niet geschikt zijn voor een bepaalde opleiding, ontmoedigen om aan die opleiding te beginnen. Wanneer daarvoor de wettelijke mogelijkheid is gecreëerd, zal de faculteit ook selectie van studenten overwegen om de kwaliteit en het niveau van de opleidingen te waarborgen. Voor docenten geldt dat zij allemaal moeten voldoen aan de basiskwalificaties voor onderwijs. Verdere professionalisering van docenten wordt gezocht in een aanpak waarbij onder andere gebruik wordt gemaakt van elkaars vaardigheden en kennis.

16 16 strategic plan teaching Tilburg, Eindhoven and Maastricht), as well as from German institutions. Other international markets (Asia, Africa and South America) are yet to be explored. The faculty wants to attract more good foreign students by offering more English-language teaching in the Bachelor s phase and increasing the profile of its Master s programmes through the Master s tracks. The faculty will focus on retaining foreign Bachelor s students for the Master s phase and on the recruitment of excellent Master s students from other, particularly foreign, universities. All relevant efforts will be dovetailed to ensure the successful recruitment of foreign students for the Bachelor s and Master s phases. As far as stimulating our own students to study abroad is concerned, the faculty wants to create a mobility window 3 in the Bachelor s phase to make it easier to spend time abroad. A number of relevant foreign universities will also be selected at which students can follow part of their degree programme without falling behind in their studies. The personal approach, small-scale of the teaching, number of contact hours, available facilities, and choice and flexibility in the curriculum have all been assessed as positive by students. These factors also make it possible to introduce personalised programmes: programmes that provide students with the scope to make their own choices. This will also help meet the students need to broaden their learning. The faculty will therefore continue to develop and improve the minors on offer, and entrepreneurship will be encouraged throughout. The faculty would also like to continue to offer excellent students extra opportunities through the faculty s Radboud Honours Programme. The completion rate and completion time for our Bachelor s and Master s degree programmes compare poorly with national averages. All measures taken with respect to teaching must therefore contribute, either directly or indirectly, to improving these. The introduction of the binding recommendation regarding the continuation of studies (BSA) serves as an external incentive to improve student behaviour. However, it is more important that students retain the intrinsic motivation to complete their studies in time. The faculty wants to support this through the introduction of new teaching methods and study counselling initiatives. Use will also be made of video teaching. The Master s variants Communication (C), Education (E) and Management & Technology (MT) will be further developed to meet the needs of the applicationoriented scientists and generalists. The business community will be actively involved in this process.

17 strategisch plan onderwijs 17 Om ervoor te zorgen dat studenten internationale ervaring opdoen, wil de faculteit enerzijds de internationale instroom vergroten en anderzijds het buitenlandverblijf van de eigen studenten stimuleren. Wat dit eerste punt betreft biedt de nabijheid van Duitsland unieke kansen voor een constante buitenlandse instroom in de bachelorfase. Er is echter sprake van een toenemende concurrentie van University Colleges (Utrecht, Tilburg, Eindhoven, Maastricht) en aanbieders op de Duitse markt. Ook zijn andere internationale markten (Azië, Afrika en Zuid-Amerika) nog niet aangeboord. De faculteit wil haar aantrekkingskracht voor goede buitenlandse studenten verhogen door een groter aanbod van Engelstalig onderwijs in de bachelorfase en profilering van het masteraanbod via de mastertracks. De faculteit zal inzetten op het behouden van buitenlandse bachelorstudenten voor de masterfase en het werven van excellente masterstudenten van andere, in het bijzonder buitenlandse, universiteiten. Om de werving van buitenlandse studenten voor de bachelor- en masterfase tot een succes te maken, worden alle activiteiten op dit gebied gebundeld. Wat betreft het stimuleren van buitenlandverblijf van de eigen studenten, wil de faculteit een mobility window 3 in de bachelorfase creëren om een internationale uitstap makkelijker te maken. Ook zal een aantal relevante buitenlandse universi teiten worden geselecteerd waar studenten zonder studievertraging een deel van hun opleiding kunnen volgen. De door studenten positief beoordeelde persoonlijke aandacht, kleinschaligheid van het onderwijs, hoeveelheid contacturen, beschikbare faciliteiten, keuzeruimte en flexibiliteit in het curriculum bieden de mogelijkheid om personalised programmes te introduceren: opleidingen waarin veel ruimte is voor studenten om hun eigen pad te kiezen. Op deze manier kan ook tegemoet worden gekomen aan de behoefte van studenten aan verbreding. De faculteit zal in dit kader het aanbod van minoren verder ontwikkelen en verbeteren. De bevordering van ondernemerschap en ondernemendheid zal hierin een belangrijke plaats innemen. Daarnaast wil de faculteit ook de excellente studenten extra mogelijkheden blijven bieden door het facultaire Radboud Honours Programma te continueren. Het studierendement en de studieduur van onze bachelor- en masteropleidingen wijken in negatieve zin af van de landelijke gemiddelden. Alle onderwijsmaatregelen zullen dus direct of indirect moeten bijdragen aan een verbetering van de doorstroom van studenten. De invoering van het bindend studieadvies (bsa) is een externe prikkel om het studiegedrag te beïnvloeden. Belangrijker is echter dat de studenten de intrinsieke motivatie houden om nominaal te studeren. De faculteit wil dat ondersteunen door nieuwe onderwijsvormen en initiatieven op het gebied van studiebegeleiding. Ook zal Onderwijs in Beeld worden ingezet.

18 18 strategic plan teaching Finally, the faculty would like to help students, particularly in the Master s phase, to become more familiar with the world they will be entering once they have obtained their degree. Students who have a clear idea of what they want to do afterwards are more motivated to complete a programme. At the same time, society and potential employers in particular benefit from having a better idea of the knowledge and skills that students gain on their degree programmes. Completion of an academic work placement outside the academic world would seem to form the perfect link between university and society at this phase. Students will be supported by the faculty in this area. Objectives The minimum intake on every Bachelor s degree programme is 50 students (2011: Science 23, Chemistry 36 and Mathematics 49), and the maximum intake 250 students (2011: Biology 196). For the degree programmes named in the Sector Plan Physics and Chemistry, the objectives described in the Plan apply where they extend beyond the faculty objectives. All courses appeal to pure scientists, application-oriented scientists and generalists. At least 20% of the intake on every Master s degree programme is from another Dutch or foreign university. Every Bachelor s degree programme for which the proportion of females was less than 30% in 2011 (Computing Science 4%, Physics and Astronomy 11% and Mathematics 26%) has increased its intake of female students by 25%. At least 80% of first-year students receive a positive binding study recommendation. The completion rate after 4 years is 80% for all Bachelor s degree programmes (2011: between 16% and 44%). The completion rate after 3 years is 80% for all Master s degree programmes. The faculty has a wide and varied range of internal and external work placements on offer. The faculty has a broad, English-language Bachelor s degree programme (Science). Every Bachelor s degree programme has a mobility window of ects units. Every Bachelor s degree programme offers English-language teaching totalling 30 ects units, in preparation for a full English-language programme. Video recordings of all compulsory Bachelor s lectures are available on Blackboard. Every student spends some of his or her degree programme abroad. The C, E and MT Master s variants have improved. Every teacher has obtained the Basic Teaching Qualification (bko). All teachers are encouraged to ensure their English language skills are good enough to be able to teach well in English.

19 strategisch plan onderwijs 19 De mastervarianten Communicatie (C), Educatie (E) en Management & Toepassing (MT) worden verder ontwikkeld ten behoeve van de toepassingsgerichte bèta s en de generalisten. Het bedrijfsleven wordt hierbij actief betrokken. Tot slot wil de faculteit studenten vooral in de masterfase intensiever kennis laten maken met de wereld die op hen wacht na het behalen van het diploma. Wanneer studenten duidelijk voor ogen hebben wat ze na hun opleiding willen gaan doen, dan versterkt dat de motivatie om de opleiding af te ronden. Andersom geldt ook dat de maatschappij en in het bijzonder potentiële werkgevers gebaat zijn bij een betere indruk van de kennis en vaardigheden die studenten tijdens hun opleiding verwerven. Het lopen van een wetenschappelijke stage in een maatschappelijke omgeving lijkt in deze fase een ideale verbinding tussen universiteit en maatschappij. De studenten worden hierbij ondersteund door de faculteit. Doelen Iedere bacheloropleiding heeft een instroom van minimaal 50 (2011: Science 23, Scheikunde 36 and Wiskunde 49) en maximaal 250 studenten (2011: Biologie 196). Voor de opleidingen uit het Sectorplan Natuur- en Scheikunde gelden de in dat kader geformuleerde doelen wanneer die verder strekken dan de facultaire doelen. Alle opleidingen zijn aantrekkelijk voor concrete bèta s, toepassingsgerichte bèta s en generalisten. Minimaal 20% van de instroom van iedere masteropleiding komt van buiten (andere Nederlandse of buitenlandse universiteit). Iedere bacheloropleiding die in 2011 een instroom had met minder dan 30% vrouwelijke studenten (Informatica 4%, Natuur- en Sterrenkunde 11% en Wiskunde 26%) realiseert een stijging van de vrouwelijke instroom van 25%. Minimaal 80% van de eerstejaars krijgt een positief bindend studieadvies. Het bachelorrendement na 4 jaar is 80% voor alle opleidingen (2011: tussen 16% en 44%). Het masterrendement na 3 jaar is 80% voor alle opleidingen. De faculteit heeft een breed en gevarieerd aanbod van stageplekken binnen of buiten de faculteit. De faculteit biedt één brede, Engelstalige bacheloropleiding aan (Science). Iedere bacheloropleiding heeft een mobility window ter grootte van ec. Iedere bacheloropleiding biedt Engelstalig onderwijs aan met een omvang van 30 ec als opmaat naar een volledig Engelstalige opleiding. Opnamen van alle verplichte bachelorcolleges staan in Blackboard. Iedere student heeft een deel van zijn opleiding in het buitenland doorgebracht. De mastervarianten C, E en MT worden versterkt. Iedere docent heeft de Basis Kwalificatie Onderwijs (bko). Alle docenten worden gestimuleerd om hun Engelse taalbeheersing op een niveau te brengen waarmee zij op een goede manier Engeltalig onderwijs kunnen doceren.

20 20 strategic plan research Research National and European research policies give emphasis to the division of tasks and innovation in specific focus areas. Accordingly, a limited number of top sectors have been designated in Dutch business policy. The Netherlands Organisation for Scientific Research (nwo) is being forced to respond to this, with the reformulation of its socially-inspired themes and its focus on valorisation. The other nwo key strategy points are interdisciplinarity, international cooperation, access to high-quality research facilities and strengthening the national role of nwo institutes through increased partnership between institutes, universities and private organisations. The Royal Netherlands Academy of Arts and Sciences (knaw) also emphasises the importance of the sustainable clustering of top research and a focus on Dutch research with an international bearing. Furthermore, the Dutch government has decided to no longer allocate any of its natural gas revenues to science. This is a big loss of funding, and at present there seems to be nothing to take its place. The business community, and in particular large industry, has become increasingly dependent on publicly-funded research in recent years as it has hived off its research and development activities. As a result, the economic importance of publicly-funded research has increased. Companies expect universities and institutes to contribute to their innovation agendas and public-private partnerships have also become increasingly popular in recent years. Nevertheless, many companies find it difficult to access the relevant expertise in their specific field as such expertise is often spread over many different institutions and disciplines. Small and medium-sized enterprises would also benefit from the better organisation of such access. Many civil society organisations, such as cultural institutions and patient organisations, have identified knowledge gaps, or are in the process of doing so. The faculty also believes it has the responsibility to make the knowledge it generates more accessible to companies and other organisations. The faculty will strengthen its top research and focus on the potential application of the results. The best research consists of a number of plateaus, each of which are founded on successful PhD and postdoctoral research, a group of upcoming scientific talent and a team of excellent academic leaders who play a role both in research and teaching. Here, the principle of evolution, rather than revolution, is applied. Contact with the business community, public organisations and other universities at home and abroad is to be extended and/or intensified and the faculty will actively share its knowledge and skills with these partners. After all, better cooperation provides greater opportunities for implementing large research programmes, both directly with

In lijn hiermee is in het Nederlandse bedrijvenbeleid gekozen voor een beperkt aantal topsectoren. nwo wordt gedwongen zich daarbij aan te sluiten met de herformulering van haar maatschappij-geïnspireerde thema s en de aandacht voor valorisatie. De andere strategische punten van nwo zijn interdisciplinariteit, internationale samenwerking, toegang tot hoogwaardige onderzoeksfaciliteiten en versterking van de nationale rol van nwo-instituten door samenwerking tussen instituten, universiteiten en private organisaties te vergroten. Ook de knaw benadrukt het belang van duurzame clustering van toponderzoek en aandacht voor Nederlands onderzoek dat internationaal een rol speelt. Daarnaast heeft het kabinet besloten geen aardgasbaten meer aan de wetenschap te besteden. Dit is een grote aderlating. Het lijkt er voorlopig op dat daar niets voor in de plaats komt. De afgelopen jaren heeft het bedrijfsleven, met name ook de grote industrie, zich steeds afhankelijker gemaakt van publiek gefinancierd onderzoek, door het afstoten van hun research and development. Het economische belang van publiek gefinancierd onderzoek neemt hiermee toe. Bedrijven verwachten een bijdrage van universiteiten en instituten aan hun innovatieagenda s. Publiek-private samenwerking heeft de laatste jaren een vlucht genomen. Niettemin is het voor veel bedrijven moeilijk om toegang te krijgen tot de relevante expertise op hun terrein. Deze is vaak verspreid over verschillende instellingen en disciplines. Ook het midden- en kleinbedrijf heeft behoefte aan organisatie van deze toegang. Veel organisaties in het maatschappelijke middenveld, zoals culturele instellingen en patiëntenorganisaties, hebben kennisbehoeften geïdentificeerd of zijn hiermee bezig. De faculteit ziet het ook als haar taak om haar kennis toegankelijker te maken voor bedrijven en instellingen. De faculteit zal haar toponderzoek versterken en aandacht besteden aan de potentiële benutting van de resultaten ervan. Het beste onderzoek bestaat uit een aantal hoogvlaktes met ieder een uitstekende basis van succesvol promotie- en postdoc-onderzoek, een groep aanstormend wetenschappelijk talent en een team van excellente academische leiders met een rol in zowel onderzoek als onderwijs. Hierbij wordt niet het principe van revolutie, maar dat van evolutie gehanteerd. De contacten met het bedrijfsleven, maatschappelijke organisaties en andere universiteiten in binnen en buitenland worden uitgebreid en/of geïntensiveerd. De faculteit deelt haar kennis en kunde actief met deze partners. Een betere samenwerking biedt mogelijkheden voor het opzetten van gezamenlijke onderzoeksprogramma s, zowel direct met industriële partners, alsook indirect door het eigen netwerk en dat van de industriële partners te combineren voor externe projecten.

No research carried out in the faculty is rated lower than good, as every research assessment carried out in recent years shows. The faculty has achieved this position through the efforts of its staff. Given the developments taking place, however, the faculty needs to ask itself to what extent its research can (and can continue to be) called excellent, and to what extent this is also recognised and acknowledged by its stakeholders. Not all the research carried out at the faculty currently belongs to the best in the world. However, there are some research areas that distinguish the faculty from the rest. These are unique in the world and can be used by the faculty to promote itself both at home and abroad. These research areas are: Research into nano-processes and molecular processes using spectroscopy, in particular nonlinear optical techniques for single-spin manipulation. The theory of condensed matter, and in particular theoretical research into graphene. Organic chemistry, in particular biochemistry/nanochemistry research. Astrophysics, in particular radio astronomy and astroparticle physics. Microbiology, in particular anammox research. Future policy will focus on concentrating quality around the selected priority areas. The faculty wants to retain and attract excellent researchers in these areas, and to reinforce the corresponding unique infrastructure. Excellent researchers distinguish themselves through top publications and the award of prestigious, individual prizes or grants. Should these researchers require facilities that are beyond the budget of the respective institutes, the faculty will make a contribution proportionate to the corresponding academic output, as well as to the investment and the efforts towards maximisation of the use of this infrastructure made by the institute. The faculty also carries out research that has the potential to develop into top research. The research institutes play an important role in stimulating such research. In doing so, they make use of opportunities to cooperate with one another, partly to achieve innovation and quality improvements. The most important focal area for the coming years is to improve the PhD programme. The faculty wants to provide its young scientific talent with a good foundation for a possible academic career. The PhD completion time is too long and the completion rate too low. The number of students being awarded a PhD is also important to ensure a stable income through government funding.

23 strategisch plan onderzoek 23 Binnen de faculteit wordt geen onderzoek uitgevoerd met een kwalificatie, die lager is dan goed. Iedere onderzoeksvisitatie van de afgelopen jaren toont dit aan. Deze positie heeft de faculteit bereikt door de inzet van haar medewerkers. Gegeven de ontwikkelingen moet de faculteit zich echter afvragen in hoeverre haar onderzoek excellent is en blijft, en in hoeverre dit ook wordt (h)erkend door haar stakeholders. Momenteel behoort niet al het onderzoek van de faculteit tot de wereldtop. Wel heeft de faculteit onderzoeksgebieden in huis, die kwalitatief uniek zijn in de wereld en waarmee de faculteit zich nadrukkelijk zal positioneren in binnen- en buitenland: Nano- en moleculaire processen m.b.v. spectroscopie, in het bijzonder de nietlineaire optische technieken voor single-spin manipulatie; Theorie van de gecondenseerde materie, in het bijzonder het theoretisch onderzoek aan grafeen; Organische chemie, in het bijzonder bio/nanochemie; Astrofysica, in het bijzonder radioastronomie en astrodeeltjes fysica; Microbiologie, in het bijzonder het anammox onderzoek. Het toekomstig beleid is gericht op kwaliteitsconcentratie rond de geselecteerde speerpunten. De faculteit wil excellente onderzoekers op deze gebieden behouden en aantrekken en de bijbehorende unieke infrastructuur versterken. Excellente onderzoekers onderscheiden zich van de anderen door toppublicaties en door toekenning van prestigieuze, persoonsgerichte prijzen of subsidies. Wanneer deze onderzoekers faciliteiten gebruiken, die de draagkracht van de instituten overschrijdt, zal de faculteit hieraan bijdragen. Daarbij wordt wel gelet op de bijbehorende wetenschappelijke prestaties en de eigen investering en inzet van de onderzoeksinstituten op maximaal gebruik van deze infrastructuur. Daarnaast heeft de faculteit onderzoek dat de potentie heeft door te groeien naar topniveau. Bij de stimulering van dit onderzoek spelen de onderzoeksinstituten een belangrijke rol. Zij benutten daarbij de mogelijkheden tot onderlinge samenwerking, mede met het oog op kwaliteitsverbetering en innovatie. Het belangrijkste aandachtspunt voor de komende jaren is de verbetering van het promotietraject. De faculteit wil haar jong wetenschappelijk talent een adequate basis geven voor een eventuele wetenschappelijke carrière. De promotieduur is te lang en het promotierendement is te laag. Het aantal promoties is ook van belang voor stabiele eerste geldstroom inkomsten. De faculteit is zeer succesvol in het binnenhalen van externe middelen voor haar onderzoek. Dit moet zo blijven omdat de directe overheidsinkomsten verder zullen afnemen. De faculteit is een gewilde partner voor (Europese) projecten. In de toekomst is het belangrijk dat de faculteit vaker de coördinatie van projecten naar zich

24 24 strategic plan research The faculty is highly successful in securing external resources for its research. This must be maintained, as direct government funding is set to decrease further. The faculty is a popular partner for projects (including European projects). However, it is important that the faculty takes on the coordination of projects more often in the future, to gain it a greater influence over the research agenda and the choice of partners, and to increase its visibility. The faculty also has a responsibility towards the community in terms of research. The faculty therefore actively tries to make contact with academic and social partners and to build up sustainable relationships with them. The good partnership between the faculty and Radboud University Nijmegen Medical Centre is unique in the Netherlands. More use will be made of the opportunities to further strengthen this partnership. Objectives At least two excellent academic leaders working in each of the five top research areas in the faculty. The faculty research priority areas are translated into leading and attractive tracks within the existing Master s programmes. The average PhD completion time is reduced to 52 months. At least 75 students are awarded a PhD each year (2011: 66). The PhD completion rate has increased to 90% (2011: 80%, estimate based on previous years). Every research institute has a structural partnership with at least two larger companies or public organisations and four universities.

De goede samenwerking tussen de faculteit en het Nijmeegse umc is uniek in Nederland. De mogelijkheden om deze samenwerking te versterken, zullen meer worden benut. Doelen Op ieder van de vijf toponderzoeksgebieden van de faculteit zijn ten minste twee excellente academische leiders werkzaam. De facultaire onderzoeksspeerpunten zijn vertaald in toonaangevende en wervende tracks binnen de bestaande masteropleidingen. De gemiddelde promotieduur wordt teruggebracht tot 52 maanden. Het aantal promoties bedraagt minimaal 75 per jaar (2011: 66). Het promotierendement stijgt naar 90% (2011: 80%, schatting op basis van voorgaande jaren). Elk onderzoeksinstituut heeft een structurele samenwerking met ten minste twee grotere bedrijven of maatschappelijke organisaties en vier universiteiten.

26 26 strategic plan people People: students, staff, alumni and former employees Students The faculty wants motivated students. Study counselling, therefore, begins before a student starts a degree programme. The faculty wants to help students choose the right Bachelor s degree programme for them. Students knowledge and capacities change with time, as do their goals. The faculty will therefore continue to support students in the choices they make for the duration of the Bachelor s degree programme and when progressing to a Master s degree programme. Regular, full time students from abroad can count on extra support in the initial phase of their degree programme. However, the faculty also expects students to take an active attitude towards their studies, and is prepared to call them to account regarding the responsibility they have towards their own study progress. Initiative on the part of students will therefore be rewarded with adequate support. Many students with a higher professional education (hbo) diploma want to continue their studies with a Master s programme. The faculty also wants the best hbo graduates to continue their studies here. The transition from hbo will therefore be better organised. This concerns both the content of the hbo and Master s programmes and contact with the hbo institutions, as well as admission procedures. Staff The recruitment and selection of new staff requires continued attention. The faculty focuses primarily on attracting top talent, although the combination of research and teaching qualities is essential when selecting academic staff (assistant, associate and full professors). The faculty also wants to pay more attention to existing staff. Employees have the right to know what is expected of them and it is the task of their supervisor to ensure that this is made clear. When employee and supervisor discuss this during the annual appraisal interview, reference should also be made to the future. Some employees can and would like to develop within the faculty (a vertical career) and, where possible, will be given the chance to do so. Other employees would like to develop further within the position they currently hold, or are interested in a position at a similar level but in a different area or location (a horizontal career). Such a career change will be facilitated where possible by the faculty.

27 strategisch plan mensen 27 Mensen: studenten, personeel, alumni en oud-medewerkers Studenten De faculteit wil gemotiveerde studenten. Studiebegeleiding begint daarom al voor binnenkomst. De faculteit wil de studenten helpen de juiste keuze te maken voor een bacheloropleiding. Gaandeweg ontwikkelen de kennis en capaciteiten van studenten zich, en dus ook hun wensen. Gedurende de bacheloropleiding en bij de overstap naar de masteropleiding zal de faculteit de studenten daarom blijven ondersteunen bij het maken van keuzes. Reguliere studenten die uit het buitenland komen, kunnen rekenen op extra ondersteuning in de startfase. Hier staat tegenover dat de faculteit een actieve studiehouding verwacht van studenten en hen zal aanspreken op de eigen verantwoordelijkheid voor de studievoortgang. Eigen initiatief van studenten wordt beloond met adequate ondersteuning. Veel afgestudeerde hbo-studenten uit verschillende disciplines ambiëren een vervolgopleiding op masterniveau. De faculteit wil graag dat de beste hbo-afgestudeerden bij haar verder studeren. Daartoe wordt de aansluiting met het hbo beter georganiseerd. Dit betreft zowel de inhoudelijke afstemming, de contacten met de hbo-opleidingen alsook de aanmeldingsprocedures. Personeel Werving en selectie van nieuw personeel verdienen continu aandacht. Hierbij richt de faculteit zich met name op het binnenhalen van toptalent. Bij het selecteren van wetenschappelijke staf (ud, uhd en hoogleraar) is de combinatie van onderzoek- en onderwijskwaliteiten van wezenlijk belang. Ook wil de faculteit meer aandacht besteden aan het zittende personeel. Een medewerker heeft er recht op dat hij weet wat er van hem wordt verwacht. Het is de taak van de leidinggevende om ervoor te zorgen dat dit duidelijk is. In het jaarlijks gesprek dat medewerker en leidinggevende hierover hebben, moet ook steeds naar de toekomst worden gekeken. Een deel van de medewerkers kan en wil binnen de faculteit doorgroeien (verticale loopbaan). Waar mogelijk krijgen zij die kans. Anderen willen zich verder ontwikkelen in de functie die ze hebben of ambiëren een gelijkwaardige functie met een andere inhoud of op een andere plek (horizontale loopbaan). Zo n carrièrestap wordt waar mogelijk gefaciliteerd door de faculteit. Onze medewerkers komen voor 30% uit het buitenland. Dat is een mooi percentage. Klaarblijkelijk is de faculteit een aantrekkelijke partij voor buitenlandse medewerkers. De ondersteuning moet hier echter meer bij aansluiten dan nu het geval is.
