5 Voorwoord Delft wil op termijn een CO 2 -neutrale stad zijn. Om dit te bereiken streeft ze naar een reductie van 15 procent CO 2 -emissie in 2012, 5 procent meer aandeel duurzame energie bij de energieproductie en 15 procent minder energie gebruik ten opzichte van In de Actualisatie Klimaatplan zijn concrete projecten en maatregelen benoemd om deze ambitie te realiseren. pese partners kwamen onder andere uit Växjo (Zweden) en Grenoble (Frankrijk). Bij de ontwikkeling van klimaatbeleid keken ook Miskolc (Hongarije), Kaunas (Litouwen) en Vastseliina (Estland) over de schouders van de SESAC-partners mee om op termijn zelf deel te nemen aan een groot Europees project. In deze brochure komen personen aan het woord die nauw betrokken waren bij de diverse projecten. Hoe kijken zij terug op de samenwerking in Europees verband? Wat leverden de verschillende projecten op en wat hebben de deelnemers ervan geleerd? En welke adviezen zouden zij initiatiefnemers op dit gebied geven? Het was de eerste keer dat Delft deelnam aan een Europees project van deze omvang. Misschien bent u ook van plan een demonstratie- of samenwerkingsproject op te zetten, eventueel binnen Europees verband. Dan hopen we dat u profijt heeft van de kennis en ervaringen die Delft in de afgelopen zes jaren heeft opgedaan bij de diverse SESAConder delen. De partners Woonbron, EREA en de gemeente Delft hebben met enthousiasme meegewerkt aan dit project en er veel van geleerd. Het Warmtebedrijf en de energiezuinige woningen in Poptahof, Buitenhof en Harnaschpolder zijn concrete resultaten van het project. The people who were closely involved in the various tasks associated with SESAC will be offering their personal views on the project in this brochure. How do they look back on the cooperation on a European level? What yield did the different projects result in, and what have the participants learnt from it? Finally, what advice would they give to the initiators in this area? This was the first time that Delft participated in a European project of this size. Perhaps you are planning to set up a demonstration or cooperative project too, conceivably on a European level. In that case, we hope that you will benefit from the knowledge and experience that Delft has acquired over the last six years through the various elements of the SESAC project. As partners, the Woonbron Housing Corporation, EREA and the municipality of Delft have worked together on this project with great enthusiasm. It has taught us a lot. Duurzaam bouwen Ook Harry Meerwijk, directeur van de stichting EREA (Eerste Regionale Energie Agentschap) is tevreden met wat er is bereikt. Wij hebben ons vooral beziggehouden met monitoring van verbruiksgegevens en trainingen op het gebied van duurzame renovatie. Voor de cursus Duurzaam bouwen is nu zelfs Saskia Bolten, wethouder Duurzame Ontwikkeling van de gemeente Delft, wijst erop dat de grootste winst van het project zit in de concrete uitvoering. In Poptahof hebben de partners op zo n mooie manier energiezuinige woningen gerealiseerd dat er geregeld binnenen buitenlandse delegaties in Delft komen kijken. De nieuwe Sporthal Buitenhof is een mooi afgerond project en ligt nu energetisch ver onder het landelijk gemiddelde. En het uitgangspunt van het project Stadsverwarming staat nog altijd recht overeind: Delftse woningen op een moderne manier verwarmen met industriële restwarmte van de nabijgelegen afvalwaterzuiveringsinstallatie We have learned by doing The benefit of a European project To learn from each other. Three Delft leading figures share their views on the SESAC projects that their municipality participated in. Saskia Bolten, Vice mayor Participation and Sustainable Development of the Municipality of Delft, points out that the bulk of the benefit of this project lies in its concrete implementation. In Poptahof, the partners have created energy-efficient homes in such a wonderful way that delegations from both in and outside the country visit Delft on a regular basis to see them. Buitenhof, the new sports centre, is an attractive, finished project that remains far below the national average in its consumption of energy. Also, the objectives of the district heating system project continue to exist: to heat homes in Delft employing the modern method of using the industrial residual heat of the nearby waste water purification plant (AWZI). That will absolutely happen. Sustainable construction Harry Meerwijk, Managing Director of the EREA Foundation (First Regional Energy Agency) is also satisfied with the results thus far. We have mainly concerned ourselves with monitoring the consumption data as well as providing training in the area of sustainable renovation. There is a lot of interest in our training course Sustainable construction, even on a national level, and that is a direct spin-off of the SESAC project. Parts of it, like stripping a complete flat in Poptahof and then rebuilding it from scratch, were in fact nothing short of trailblazing. Wider horizons According to Karin Schrederhof, Managing Director of the Woonbron Housing Corporation, the benefit of the SESAC project primarily lies in the opportunity to broaden the participant s horizons. Along the way, we have learned a lot from each other. It is always a good thing to take a closer look at each other s specific situations to look behind the scenes. Sweden is an excellent example of that: due to their cold climate, they are more advanced in some areas than we are. To us, participating in SESAC was a pleasant experience anyway. Not only because of our public function, but also in light of our cooperation with the partners from Delft. Genuine cooperation is only possible when you are wellacquainted with each other. It would be fair to say that we have definitely become accustomed to each other by now. 7 landelijk veel belangstelling, dat is een rechtstreekse spin-off van SESAC. En op sommige gebieden, bijvoorbeeld in Poptahof een complete flat strippen en weer helemaal opnieuw opbouwen, was het een kwestie van pionieren. Verbreding Volgens Karin Schrederhof, directeur van woningcorporatie Woonbron, zit de winst van SESAC vooral in de verbreding van het blikveld. Gaandeweg hebben we veel geleerd van elkaar. Het is sowieso goed om bij elkaar in de keuken te kijken. Daarmee bedoel ik onder meer de Zweden, waar ze met hun koude klimaat op bepaalde terreinen verder zijn dan wij. Voor ons was het sowieso prima om mee te doen aan SESAC, niet alleen vanwege onze maatschappelijke functie, maar ook met het oog op onze Delftse partners. Samenwerking gaat pas goed als je elkaar echt kent. En je kunt rustig stellen dat we nu wel aan elkaar gewend zijn. Uitdragen Volgens wethouder Bolten was het ook goed dat de partners hebben uitgedragen dat ze met innovatieve demonstratieprojecten bezig waren. Kennis moet worden doorgegeven, zeker omdat in de energiewereld de technologische ontwikkelingen erg snel gaan. In Delft zijn we nogal eens bescheiden en vinden we het redelijk normaal dat we een ambitieus Klimaatplan hebben, maar op congressen en andere bijeenkomsten merk je dat hierover wordt gepraat. Enthousiast En hoewel het SESAC-project in mei 2011 officieel is afgerond, zullen partners langer genieten van de erfenis. Saskia Bolten: Europees gezien profiteren we op de lange termijn van SESAC: we hebben in Europa tal van enthousiaste gemeenten ontmoet die graag kennis delen en die, net als wij, gezamenlijk willen optrekken om het klimaat te verbeteren. Bovendien hebben we onze Delftse partners beter leren kennen. We weten nu beter hoe je om kunt gaan met verschillende belangen, want bijvoorbeeld een corporatie heeft andere doelstellingen dan een gemeente. Harry Meerwijk (EREA) onderstreept dat laatste facet: De samenwerking met de Delftse partners was al goed, maar als je samen, met de helmen op, in een flat rondloopt, wordt die samenwerking verdiept. Ook dat soort ervaringen nemen we in de toekomst mee. the fact that the partners were widely communicating that they were involved in innovative demonstration projects was another advantage. Saskia Bolten: On a European level, the benefit of SESAC is a long-term benefit. We have met several enthusiastic municipalities in Europe who are keen to exchange knowledge and who share our desire to work together toward a better climate. Moreover, we have gotten to know our partners in Delft better. We have learned how to manage diverse interests; a housing corporation has different objectives from a municipality, for example. Harry Meerwijk (EREA) agrees: The partners in Delft already cooperated well with each other. Still, when you are walking around a flat in your hardhat together, that sense of cooperation becomes much more tangible and profound. 8 Wij hebben Europa nodig, Europa heeft ons nodig Samenwerken is geven en nemen Niet samenwerken om het samenwerken, maar aan de slag met collegasteden die hetzelfde willen: met concrete projecten het energieverbruik terugdringen of energie uit duurzame bronnen gebruiken. Wat Johan van Reenen, vakteamhoofd Milieu van de gemeente Delft, betreft was het SESAC-project niet het laatste Europese samenwerkingstraject waar de gemeente aan meedeed. Wij hebben Europa nodig, maar Europa heeft ook ons nodig. Het Zweedse Växjö, het Franse Grenoble, het oer-hollandse Delft: heel verschillende steden, maar met dezelfde ambities op het gebied van milieu. In het SESAC-project hebben we partners gevonden waar we gevoel mee hebben, die inhoudelijk op één lijn zitten, aldus Van Reenen. Daarbij hebben we de sterke punten van elkaar kunnen benutten. De Franse manier van bouwen en hun enthousiasme waren voor ons leerzaam. Växjö was bijvoorbeeld verder dan wij op het gebied van stadsverwarming. En wij hebben de partners weer iets kunnen leren over energiebesparing in woningen en vooral op het gebied van wetgeving, daar zijn wij weer voorloper in. Brussel Europees samenwerken is dus een kwestie van geven en nemen. Dat geldt ook voor de relatie met Brussel. Achterliggende gedachte van Europa en het SESAC-project is immers energiebesparing en duurzame energie op de Europese kaart zetten én zorgen voor een gelijk speelveld voor alle lidstaten. Om dat te realiseren, heeft Brussel immers gewoon enthousiaste steden, voorlopers, nodig die concrete energieprojecten willen realiseren. Van Reenen: En voor de steden is het goed dat er subsidie beschikbaar is (10,4 miljoen euro voor het hele project, 2,86 miljoen euro voor Delft-red), zodat ze worden getriggerd om aan de slag te gaan. Om die gedrevenheid nog eens te onderstrepen, ondertekenden de SESAC-partners in 2009 een Covenant of mayors. We need Europe, but Europe needs us too. Växjö in Sweden, Grenoble in France, and the so-very-typically Dutch City of Delft in the Netherlands: however different these cities may be, they share a common goal when it comes to the environment. In the SESAC project we have found partners with whom we share a definite connection and who are on the same wavelength as we are in terms of content, says Van Reenen. What s more, we have all been able to benefit from the strengths that each of us brings to the project. The French construction method, as well as their enthusiasm, have been very instructive to us. Växjö, for instance, had come a lot farther than us in the area of district heating. Likewise, we were able to teach the partners something about reducing energy consumption in homes, and more specifically about the legislation issues pertaining to that topic. When it comes to that, we are forerunners in the field. Brussels Cooperation on a European level is thus a question of giving and taking. That is also true for relations with Brussels. After all, the underlying idea of Europe and the SESAC project is to call attention to energy saving and renewable sources of energy, and to ensure a level playing field for all member states. To that end, Brussels now simply needs normal enthusiastic cities, forerunners who are willing to implement those concrete energy projects. Van Reenen: For the cities, it is an advantage that there is a subsidy available (10.4 million euro for the entire project, 2.86 million euro for the City of Delft) to induce them to spring into action. 10 Dezelfde uitdagingen, andere benadering Växjö: de Zweedse SESAC-partner SESAC is van groot belang geweest voor Växjö, de groenste stad van Europa. Dit project was een stimulans voor de uitwerking en uitvoering van nieuwe ontwikkelingen, zoals stadskoeling, zonnepanelen en ecogebouwen. Bezoekers vanuit de hele wereld komen onze prototypeprojecten bekijken. Ook heeft SESAC de partnerschappen met plaatselijke organisaties versterkt. Een belangrijke dimensie van het project is de kennisuitwisseling met andere Europese steden. Van andere steden hebben we geleerd over andere bouwtechnieken, en ook hoe men in verschillende culturen problemen oplost. Alle culturen staan voor dezelfde uitdagingen, maar soms hebben we een andere benadering! Die uitwisseling heeft geleid tot een betere kennis van verschillende culturen en verbeterde vaardigheden. In Zweden denken we wel eens dat we uitontwikkeld zijn en dat wij overal een antwoord op hebben. Projecten als SESAC laten zien dat we nog veel kunnen leren van andere landen. Julia Ahlrot SESAC-projectcoördinator Växjö, Zweden The same challenges, different approaches Växjö: the Swedish SESAC partner SESAC has been of great importance to Växjö, the greenest city in Europe. The project has helped development and implementation of new advances such as district cooling, solar panels and eco-buildings. We have visitors from all over the world coming to see our prototype projects. SESAC has also strengthened partnerships with local organisations. An important dimension of the project is the knowledge exchange with other cities in Europe. From other cities we have learned about other buildings techniques and also how different cultures solve problems. All cultures have the same challenges but we sometimes have different approaches! The exchange has led to improved awareness of different cultures and improved skills. Sometimes people in Sweden think we are fully developed and have answers for everything. Projects like SESAC show that we can learn much from other countries. 11 Samenwerken voor de planeet Grenoble: de Franse SESAC-partner De stad Grenoble en de plaatselijke partners hebben veel geleerd en bereikt tijdens het Europese SESAC-project. De resultaten zijn zeer indrukwekkend: ongeveer vijfhonderd nieuwe gebouwen met een oppervlakte van in totaal m 2, waaronder een school en twee kantoorgebouwen, 1077 gerenoveerde huizen, de installatie van fotovoltaïsche panelen met een vermogen van meer dan 300 kwp en een biomassasysteem voor directe verwarming. Door dit alles is de CO 2 -uitstoot tussen 2005 en 2008 verminderd met 7,4 procent. Maar allemaal hebben ze ervaren dat ze voor dezelfde uitdaging staan we hebben maar één planeet om op te leven en dat samenwerken in die richting heel stimulerend is. Daar zijn ze trots op, en ze zijn van plan om in de voorhoede te blijven strijden tegen de opwarming van de aarde en voor stedelijke duurzaamheid. Sommigen hebben technische ideeën opgedaan, zoals het geprefabriceerde onderstation voor stadsverwarming, anderen staan nu open voor details in een efficiënt bouwontwerp. Working together for the planet Grenoble: the French SESAC partner The city of Grenoble and the local partners have learned and achieved a lot during the European SESAC project. The achievements are quite impressive: about five hundred new buildings, with an area of 60,300 m 2 in total including a school and two office buildings, 1,077 renovated houses, more than 300 kwp of photovoltaic panels installed, and a biomass system used for district heating. And that all led to a decrease of 7.4 percent of CO 2 emissions from During these six years, the twenty local partners, all coming from different backgrounds, first learned to work together, but have also learned a lot from the European cooperation. Some have taken technical ideas, such as the pre-built district heating substation, some have opened their minds to details about efficient building design. But all have experienced that we have the same challenge to face: we have only one planet to live on... and that working together in that direction is very stimulating. The three main cities of SESAC were among the first cities to sign the Covenant of Mayors. They are proud of that and still intend to remain cities at the forefront of the fight against global warming and in the field of urban sustainability. 12 Duurzame doelen staan recht overeind Warmte voor Delft Huizen verwarmen met industriële restwarmte. Die doelstelling mag misschien overzichtelijk klinken, het vereist wel een innovatief concept, veel samenwerking en een sterke wil bij partners. In Delft betekende SESAC de aanjager voor stadsverwarming Connections district heating company Delft Kees Kruijff, programmamanager Internationaal Beleid en projectleider voor de stadswarmte van de gemeente Delft, beseft dat stadswarmte in Delft een moeilijke aanloop kende. Het oorspronkelijke businessmodel is niet van de grond gekomen, onder meer vanwege de recessie en de lage gasprijzen. Daardoor hebben we onze koers moeten bijstellen. De plannen om de hele stad met industriële restwarmte te voeden, werden verlaten om te switchen naar een goedkopere, eenvoudiger organisatievorm. Warmtestation Toch worden op termijn ruim woningen in Delft aangesloten op stadsverwarming Capacity (kw) op publiek-private basis. Voor het warmtestation voor de Delfts jongste woonwijk Harnaschpolder wordt nu een ontwerp gemaakt. De verwachting is dat in 2012 de eerste huizen in Harnaschpolder worden Time (years) verwarmd met restwarmte van de afvalwaterzuiveringsinstallatie (AWZI)Harnaschpolder. Op termijn gaat het in Harnaschpolder om 1600 woningen die worden aangesloten op stadsverwarming. Sustainable objectives holding up Heat for Delft Heating homes using industrial residual heat. In Delft, SESAC acted as the driving force behind the district heating system. Kees Kruijff, Program Manager for International Policy and project leader for district heating for the Delft municipality, recognises that district heating in Delft has had a difficult build-up. The original business model did not get off the ground, in part due to the recession and lower gas prices. As a result, we were forced to re-adjust our course. The original plan to supply energy to the entire city using industrial residual heat had to be abandoned in favour of switching to a less expensive, simplified form of organisation. Heating plant All the same, well over 20,000 houses in Delft will eventually be connected to the district heating system on a public-private basis. We are in the process of designing a heating plant for Delft s latest residential area, Harnaschpolder. We expect that by 2012, the first homes in Harnaschpolder will be heated using the residual heat from the waste water purification plant (AWZI), Harnaschpolder. In the long run,1,600 Harnaschpolder homes will be connected to the district heating system. Geothermal energy At the same time, attempts are being made in other locations in Delft as well to implement CO 2 reduction as defined in the SESAC objectives. The Eneco Energy Company, for example, explored the possibilities of geothermal energy the Delft Geothermal Project (DAP) and deep geothermal heat. In the search for suitable forms of renewable heat and district heating, Delft gratefully drew knowledge from its European partners. In Sweden in particular, district heating is already a well-known phenomenon, after all. 13 Geothermie Maar ook op andere locaties in Delft wordt, naar aanleiding van de uitgesproken SESACdoelstellingen, gewerkt om CO 2 -reductie toe te passen. Zo liet energiebedrijf Eneco onderzoek doen naar geothermie (Delft Aardwarmte Project (DAP) en diepe geothermie. Bij de zoektocht naar geschikte vormen van duurzame warmte en stadsverwarming putte Delft dankbaar uit de kennis van Europese partners. Vooral in Zweden is stadswarmte immers al een bekend fenomeen. Peter Rommens, beleidsadviseur energie bij de gemeente Delft: Juist daar biedt samenwerking meerwaarde. Je spiegelt je eigen gedachten door bij andere partners te kijken, en je leert ervan hoe ze daar zaken oplossen. Kruijff: We zijn bijvoorbeeld in Göteborg geweest waar ze dezelfde warmteinstallatie hebben die wij willen bouwen. Dergelijke bezoeken leveren kennis, inspiratie en nieuwe energie op. Overeind Ondanks de vertraging zijn de Delftse doelen altijd overeind gebleven. Kruijff: Het Warmtebedrijf Delft zou er niet zijn gekomen zonder SESAC, wat dat betreft heeft het project goed gewerkt om de gang erin te houden. 14 Verrassingen in positieve en negatieve zin Proeftuin Poptahof Renovatie of nieuwbouw? Of renovatie én nieuwbouw? De wijk Poptahof fungeerde als proeftuin voor SESAC. Meest in het oog springende opdracht: een oude flat compleet transformeren tot woningen met dezelfde duurzaamheidsprestaties als moderne nieuwbouwwoningen. Wil Bonet, liaisonmanager projectontwikkeling van woningcorporatie Woonbron, sinds jaren betrokken bij de herstructurering van Poptahof: SESAC was een langlopend project. In de praktijk betekende het dat we verrassingen in negatieve zin en in positieve zin zijn tegengekomen. Dit was een demonstratieproject, bedoeld om ook tot kruisbestuiving en uitwisseling van kennis te komen om woningen met een lage energiebehoefte te creëren. Dat is wel degelijk gelukt. Aan de andere kant blijkt het in zulke langjarige projecten heel lastig om aan de voorkant exacte oplossingen te beschrijven die voortdurend moeten worden aangepast. Dan dreigen plannen te verzanden in wollige vergadercircuits. Het kost dan erg veel energie om partijen mee te krijgen. Wij zijn dus positief-kritisch. Bij een volgend project zou je globale doelstellingen moeten opstellen, die wel hun waarde behouden, maar die je slagvaardig kunt aanpassen als de situatie daarom vraagt. Surprises in both a positive and a negative sense Poptahof experimental garden Renovation or new development? Or renovation and new development? The Poptahof residential area acted as an experimental garden for SESAC. The most conspicuous assignment: to completely transform old flats into houses with the same sustainability performances as modern, newly developed houses. Wil Bonet, Project Development Liaison Manager for the Woonbron Housing Corporation, has been involved in restructuring Poptahof for several years: SESAC was a long-term project. In actual practice, this meant that we came across surprises in both a positive and a negative sense. This was a demonstration project, intended to achieve the cross-pollination of ideas and the ex- change of knowledge as well as to create homes with low energy needs. That has definitely been accomplished. On the other hand, long-term projects such as this one prove to make it quite a complicated task to establish precise solutions upfront that then have to be continuously modified. Plans run the risk of getting bogged down in woolly meetings that way. Consequently, it takes a lot of effort to get the different parties on board. In short, we are positively-critical. For the next project, it would be better to formulate broad objectives that retain their significance, but can be suitably modified when the situation calls for it. Measuring Another positive result of the project, according to Bonet, lies in the experience which the partners can continue to draw on in the future. For example, the measurement of energy performances both after and during construction, at the front-end so to say: that is something that has proved its worth. The structural quality of the building was subjected to inspections while construction was still in progress among other things with infrared equipment that could detect potential cold bridges. That way, adjustments could still be made if necessary. This was instead of only the usual inspections upon completion. Call for attention Bonet states that by and large SESAC has therefore been a driving force in Poptahof. 15 Meten Positief zijn volgens Bonet de ervaringen die partners ook in de toekomst kunnen blijven gebruiken. Bijvoorbeeld het meten van energieprestaties niet alleen na de bouw, maar ook tijdens de bouw, dus aan de voorkant, dat is iets wat z n waarde heeft bewezen. Al tijdens het bouwproces werd de bouwfysische kwaliteit van het gebouw aan controles onderworpen, onder meer met infraroodapparatuur, die eventuele koudebruggen kon opsporen. Hierdoor konden, waar nodig, nog aanpassingen plaatsvinden. Dit in plaats van alleen maar de gebruikelijke controles achteraf. Op de kaart In zijn algemeenheid stelt Bonet, is SESAC in Poptahof dan ook aanjager geweest. Duurzaamheidsmaatregelen zijn, naast het reguliere duurzaamheidsbeleid van Woonbron, gestimuleerd door het SESAC-project, het is een stok achter de deur geweest om innovaties op het gebied van energiebesparing toe te passen. Onze partners bij dit project, gemeente Delft en EREA, kenden we al, de verhoudingen waren al goed en dat blijven ze. Sterker nog: we kunnen niet zonder elkaar. Corporation. 16 Gemeente moet partijen verleiden Groene wijk Harnaschpolder met Europees tintje Een nieuwe woonwijk met nieuwe eisen, innovatieve woningen en duurzame ambities. De groene woonwijk Harnaschpolder Delft krijgt langzaam maar zeker gestalte. Mede met dank aan Europa, want de eerste drie honderd huizen van de nieuwste woonwijk van Delft zijn SESAC-proof. Bij de start van het SESAC-project leek het leven nog overzichtelijk: Een verbetering van 30 procent op het gebied van energieefficiëntie ten opzichte van het Bouwbesluit voor de eerste drie honderd Harnaschpolderwoningen was het doel. Voor de kenners: het betekende een EPC (energieprestatiecoëfficiënt) van maximaal 0,7 en een EPL (Energie Prestatie op Locatie) van minstens 7,5. Maximaal Met het aanpassen van het Bouwbesluit werden ook de Harnaschpolder-plannen bijgesteld. At the start of the SESAC project, life still appeared to be quite orderly: The target was to improve the energy-efficiency by 30 percent compared to the Building Ordinance in the first three hundred Harnaschpolder houses. To experts: this meant an EPC (energy performance coefficient) of no more than 0.7 and an EPL (Energy Performance on Location) of at least 7.5. Maximum As the Building Ordinance was amended, the Harnaschpolder plans were similarly revised. Maaike Kaiser, Energy and Sustainable Con- struction Specialist for the City of Delft: Ultimately, we have formulated strict insulation requirements and worked with a maximum number of kwh per square metre. Every developer had to comply with these requirements. In any case, sustainable construction fits the ecological objectives of Harnaschpolder, too. Authority According to Kaiser, the SESAC project was valuable to Harnaschpolder if nothing else because it called for a different way of thinking on the part of the property developers. A property developer generally prefers to be the one in authority, but in the context of a European project like SESAC, it simply does not work that way. In the case of Harnaschpolder several property developers are involved who were all able to apply for a subsidy if they fulfilled the requirements. To a municipality that is primarily motivated by non-commer - cial considerations, this means either tempting or persuading all parties involved. After all, you cannot blame a property developer for mainly looking at the business case. The different parties took on their respective roles in different ways. 17 Duurzaam Bouwen van de gemeente Delft: Uiteindelijk hebben we strikte isolatie-eisen opgesteld en gewerkt met een maximaal aantal kwh per vierkante meter. Daar moest iedere ontwikkelaar zich aan houden. En duurzaam bouwen past ook bij de ecologische ambities van Harnaschpolder. Regie Het SESAC-project was voor Harnaschpolder volgens Kaiser sowieso leerzaam omdat het een andere manier van denken vergde voor projectontwikkelaars. Een projectontwikkelaar heeft het liefst de regie zelf in handen, maar bij een Europees project als SESAC werkt dat nu stellingen zeer serieus en stak veel energie in duurzaam bouwen, bijvoorbeeld bij de sociale huurwoningen die als eerste werden opgeleverd in de wijk. Kwaliteitshandboek Daarnaast fungeerde SESAC ook als animator bij het op schrift stellen van ambities en resultaten. Kaiser: Zo ligt er nu een kwaliteitshandboek waarin het bouwproces tot in detail wordt beschreven, en waarin iedere partij precies weet wat er wordt verwacht. Dat handboek wordt nu in de praktijk gebruikt, ook bijvoorbeeld bij de waterkavels in Harnasch polder, en is leidend. ration Vidomes, for example, took the ecological objectives very seriously and put a lot of effort in ensuring sustainable construction, as was the case with the council houses that were the first to be completed in this area. Het project kreeg SESAC-steun vanwege de energieprestaties, tot tevredenheid van Thomas van den Doel van Vorm Ontwikkeling B.V. Een Europese stimuleringssubsidie krijg je niet zomaar, daar moet je wel wat voor doen, weet Van den Doel inmiddels uit ervaring. De eerste contacten over SESAC dateren van En we hebben er nu nog steeds mailcontact over, we wachten nog op het subsidiebedrag. Om in aanmerking te komen voor het geld, moet je niet alleen heel zorgvuldig allerlei documenten invullen, je moet vooral ook geduld hebben. Prijsvraag Dat geduld heeft Vorm Ontwikkeling. In 2006 won de ontwikkelaar, samen met Mei Architecten en Stedenbouwers, een prijsvraag voor het nieuwe project Buitenhof. De oude sporthal uit 1969 voldeed niet meer. In order to be eligible for the money, you must not only complete all kinds of forms with absolute care, you must also have a great deal of patience. Competition Vorm Ontwikkeling has that kind of patience. In 2006, the developer together with Mei Architects and Urban Developers won the competition for the new Buitenhof project. The old sports centre, dating from 1969, no longer met with requirements. In its place, a new centre has now been erected that performs 80 percent better than the old one in terms of energy consumption, and scores significantly higher than the national requirements. The sports centre was completed in March The student dwellings were ready as early as December Lively A part of the secret of the success lies in the student residences at the centre. Van den Doel: These residences constitute what looks like a shell around the sports centre. That presents a lively scene around the new centre and makes a considerable difference in the heating costs. Both the sports centre and the residential student units are ready to be connected to the district heating system. For that matter, the SESAC project also demonstrates how quickly technologies are advancing, say Van den Doel and Peter Rommens of the Delft municipality. Rommens: What was highly innovative a few years ago has been mostly superseded today. We wanted the SESAC projects to show everything that could be possible, but the standards are rising fast as well. Attentive It was actually Rommens who drew Vorm Ontwikkeling s attention to the SESAC project. Van den Doel: The municipality pointed it out to us because our EPC value was quite low. And although we receive only a relatively small part of the subsidy compared to other large projects, it is well worth it. Not in the least because we were able to prove that we incur additional costs in the area of energyefficiency. To us, SESAC meant an opportunity that we could not let slip by. 19 daarvan staat er nu een nieuwe hal die het qua energieverbruik bijna 80 procent beter doet dan de oude, en beduidend beter scoort dan de landelijke eisen. De oplevering van de sporthal was in maart De studentenwoningen waren reeds in december 2009 opgeleverd. Levendig Een deel van het geheim van het succes zit in de studentenwoningen bij de hal. Van den Doel: Die woningen liggen als het ware als een schil om de sporthal heen. Dat levert een levendig beeld op rond de nieuwe hal én het scheelt aanmerkelijk in de stookkosten. Zowel sporthal als studentenappartementen zijn klaargemaakt voor aansluiting op stadsverwarming. Overigens laat het SESAC-project ook zien dat de technologische ontwikkelingen elkaar snel opvolgen, merken Van den Doel en Peter Rommens van de gemeente Delft. Rommens: Wat enkele jaren geleden super innovatief was, is nu soms al bijna achterhaald. Met SESAC-projecten wilden wij graag laten zien wat er kan, maar de standaarden gaan ook snel omhoog. Attent Vorm Ontwikkeling werd overigens door Rommens van de gemeente attent gemaakt op het SESAC-project. Van den Doel: De gemeente heeft ons daarop gewezen omdat we zo laag zaten met de EPC-waarde. En hoewel wij vergeleken met andere grote projecten relatief maar een klein deel van de subsidie krijgen, is het wel de moeite waard. Zeker omdat we konden aantonen dat we extra kosten maken op het gebied van energiezuinigheid. Voor ons betekende SESAC een kans die we niet konden laten liggen. 20 Gezondheidscentrum Händellaan Maatschappelijk verantwoord bouwen Zorg en wonen onder één dak, en dat in een van de meest energiezuinige gebouwen van Delft. Het inmiddels opgeleverde project van gezondheidscentrum Händellaan De Groene Smaragd paste niet alleen goed bij SESAC, maar ook bij Woonbron, vertelt Karin Schrederhof, directeur van de woningcorporatie. Händellaan Healthcare Centre Socially responsible construction Care and housing under one and the same roof, and in one of Delft s most energy-efficient buildings at that. Händellaan Healthcare Centre The Green Emerald, a project that has now been completed, not only fit SESAC well, but also the Woonbron Housing Corporation, says Karin Schrederhof, Managing Director of the Corporation. The new health care centre contains, among other things, a general practitioner s practice, homecare, a social service institution, podotherapists and physiotherapists, as well as 21 homes for people with disabilities. All of them meet the highest of sustainability norms, such as increased insulation values, environmentally friendly building materials, the utilisation of solar energy and an energy-saving ventilation system. It is a project that combines the objectives of both SESAC and Woonbron, Het nieuwe gezondheidscentrum herbergt onder meer een huisartsenpraktijk, thuiszorg, maatschappelijk werk, podotherapie en fysiotherapie, maar ook 21 woningen voor mensen met een beperking. En dat allemaal met hoge duurzaamheidsstandaarden, onder meer verhoogde isolatiewaarden, milieuvriendelijke bouwmaterialen, de toepassing van zonne-energie en een energiebesparend ventilatiesysteem. Volgens Karin Schrederhof is het een project waarin de ambities van SESAC en Woonbron samenvallen. Woonbron heeft als corporatie stevige duurzaamheidsambities. Dan moet je niet alleen zeggen dat je maataccording to Karin Schrederhof. As a housing corporation, Woonbron has strong sustainability goals. It is not enough to say that you feel a corporate social responsibility; you need to act on it too. This project allows us to do so. Furthermore, the project has an important social purpose. Experimenting SESAC was all about demonstration projects. This means experimenting, and with experimenting comes the risk of things not going quite as planned. Schrederhof: And so it can happen that you fail to fully achieve a certain objective regarding EPC (energy performance coefficient), or fail to achieve the standard for a specific part of the building. The health care centre features a heat pump system that required some time to get accustomed to. At first, we definitely underestimated its management as well. Not in the least since a multifunctional building such as this one raises many different heat questions. Your immediate response could be: never an installation like that again, it is too troublesome. Instead, we prefer to say: there is nothing wrong with the installation and we will find a way to improve on the management. That is what we set out to work with, and that is very instructive. It is a lesson to be learnt from SESAC anyway: you can spend a lot of time on the design, devising ingenious systems and building optimally insulated homes but if you do not pay sufficient attention to information and education, you are forfeiting a large part of the benefit.
