W.J.M. (Wim Heijs en dr. ir. S.J.E. (Stephan Maussen. Voor het onderzoek is de samenwerking aangegaan met Platform31 Energiesprong,onderbegeleidingvanMSc.H.(HarmkeBekkema. Het onderzoek gaat in op de factoren die ten grondslag liggen aan de beslissing van organisaties in de verplegingsj en verzorgingssector (V&VJsector om in meer of mindere mate over te gaan tot het energiezuinig en duurzaam (verbouwen/renoveren van hun vastgoed. Tevens is onderzocht op welke wijze de V&VJsector gestimuleerd kan worden dezebeslissingtenemen. Technically, it is possible to extensively improve the sustainabilityofrealestate.however,inpracticethishardlyoccursintheelderlycaresector. Althoughtheintentiontoimprovetherealestateseemstobepresent,theimplementation doesnottakeplace.therearereasonsfortheabsenceofimprovementssomewhereinthe decisionjmakingprocessofcareinstitutions.researchmustdeterminewhatthesereasons areandwhatisneededtostimulatethecareinstitutionstoaddressthisissue. Objective. The goal of this research is to gain insight into which factors influence the decision of organizationsintheelderlycaresectortoimprovethesustainabilityandenergyjefficiencyof their real estate, in order to give advice about the ways the elderly care sector can be stimulatedtorealizesustainablerealestate(whereenergyneutralrealestateistheultimate goal. Research.questions. Therearetwocentralquestionsformulated: 1. Whatarethefactorsthatunderliethedecisionoforganizationsintheelderlycare sector to improve the sustainability and energyjefficiency of their real estate in a greaterorlesserextent? 2. In what way can the elderly care sector be stimulated to make the decision to improvethesustainabilityandenergyjefficiencyoftheirrealestate? Context. Theresearchfocusesontheintramuralcareinstitutionswithintheelderlysectorthathave five or more buildings with on average at least 77 beds perretirement home and/or 115 bedspernursinghome.itisbeingresearchedhowthedecisionmakingprocessofpersons who make decisions about the building, namely the property managers and directors of elderlycareinstitutions,takesplace. Methods. To realize the objective the current state of the real estate in the elderly care sector is examinedusingliterature.nexttheresearchmodelisformedinthetheoreticalframework. Thismodelservesasasupportingtoolforansweringthecentralquestions.Thendatawere collectedbymeansoffieldresearchintheformofinjdepthinterviews. Compositionelderlycaresector Thereare460careinstitutionsactiveintheelderlycaresector.Intotaltheyoccupy2046 buildings.thesebuildingsprovideatotalof beds,subdividedin98.838retirement beds, psychogeriatric beds and somatic beds. About two third of the real estateisinpossessionofthecareinstitutionsandonethirdisinpossessionofthehousing associations. There are 664 nursing homes, 870 retirement homes and 512 combination homes. Most of the real estate is build between 1965 and Over one third of the buildingstockapproachestheendofthelifespanandabout7,5%ofthestockapproaches themidlifejrenovation. Issues As a result of cutbacks, the real estate in the elderly care sector currently faces a lot of policyjrelated changes. The complete healthcare sector must remain affordable for the government,thereforetheyexecute3,5billioneuroofcutbacks.thefundingofhousingin the care sector moves from a subsequent calculation system to a production linked compensationsystem,knownasthenormativehousingcomponent(nhc.inaddition,the legislation scheidenvanwonenenzorg (separationoflivingandcareisintroduced.the underlyingobjectiveoftheregulationistoletelderlypeopleliveathomeaslongaspossible. In this regulation the compensation for living costs is cut for new clients with a low care intensitypackage.manyclientshavemodestmeansandarenotabletopaytherentwithout thecompensationoutofthegovernmentthroughtheactlongjtermcare. Thepolicychangeshaveanegativeeffectontherealestateexploitation.Asaresultofthe scheidenvanwonenenzorg legislation,approximately800ofthe2046careinstitutions arethreatenedtobevacant.simultaneouslythereismoreuncertaintyaboutthefinancing ofelderlycarehomes,becausethenhcisnotcompensatingforemptybeds.inreaction, manycareinstitutionsdispositionordemolishtheconcernedrealestate.inthiscontextthe policyjrelated changes seem to be implementedtoo quick,becauseforecastspredictthat extrabedsareneededintheelderlycaresectoruntil2020. Energeticsituation Lookingattheenergycostsshowsthatonaverage 150,Jispaidpermonthperresident. Thecompensationfortheenergycostsisonly 100,Jpermonth.Therefore 50,Jofanother budgetisspendeverymonthonenergyinsteadofontheoriginalpurpose.althoughonly2% to 3% of the exploitation costs are spent on energy, in total this amounts to nearly 300 millioneuroperyear. Europe drafted the Energy Performance of Buildings Directive, which has the target to realize45%j80%energyjreductioninexistingbuildingsbefore2020.fromthatsameyear on all new buildings are to be nearly zero energy. In the Netherlands these targets have beenincludedintheenergyagreement(energieakkoord. Thegovernmentattemptstostimulatetherealizationofthesetargetswiththeaidofthe Environmental Management Act (Wet milieubeheer. This act states that in the nonj residentialbuildingsectorallenergyjsavingmeasureswithapaybackperiodoffiveyearsor lessshouldbecarriedout.tocompensatethegovernmentoffersmoreattractivefinancing for sustainable measures for new buildings and renovations through the Green Projects Regulations(Regelinggroenprojecten.Therearealsoanumberoforganizationsthathave theobjectivetostimulatethecaresectortoimprovethesustainabilityoftheinstitutions. This is done through programs such as Energiesprong, Environmental Thermometer Care (MilieuthermometerZorg,ExpeditionSustainableCare(ExpeditieDuurzameZorgandthe EnergyBattle(Energiestrijd. Research#model# The research model shows how a decision to perform a certain behavior comes about. Improvingthesustainabilityofrealestateisconsideredabehaviorinthiscontext.Inorder to make a decision about behavior the decision maker undergoes the steps in the model fromlefttoright.startingpointarethetheoryofplannedbehavior(tpbofazjen(1991 andthediffusionofinnovationstheoryofrogers(2003.thedefinitiveresearchmodelis basedontheextendedtpbmodelmadebyheijs(2003.thismodeliscomplementedwith elementsfromrogers theory.theresearchmodelisshowninfigure0.1. The actual control concerns the conditions, existing out of a set of internal and external factors, which impose limitations and/or options for an organization to perform the behavior. This component also provides organizations with the opportunity to go from intentiontobehavior. Thebeliefsthatarejustdescribedtakeshapethroughtheknowledge(experience,emotions and values of the decision makers within the organization. Knowledge and values can influenceeachother. The decision to perform a behavior does not always arise from the beliefs, but may also emergeoutofhabit.ahabitresultsfromabehaviorrepeatedlybeingexecuted.thereare twotypesofhabits.thefirsttypesteersthebehaviordirectly,withoutaconsciouschoice. Thesecondtypeconnectswithintention.Herethereisaconsciouschoice. The decision process that is just described is influenced by the organization and environmental characteristics. These characteristics have effect on the relations between thevariouscomponents,buttheycanalsoinfluencetheactualcomponents. Behavior. Halfoftheorganizationshavenosustainabilitypolicy.Partofthishalfdoescarryoutadhoc measures.followingthis,littleconstructionalbehaviorisshown.themeasuresthatdotake placearemostlytheinstallationofthermalenergystorage,solarpanelsandledjlighting.a quarteroftherespondentsindicatethatallnewbuildingsarebeingbuiltflexible.onethird oftheorganizationscarryoutanenergybaselinemeasurement.theymonitortheenergy performanceandsustainabilityoftheirrealestateusinganenergymanagementsystem.a numberoforganizationssubsequentlybalanceandoptimizetheirinstallations.lastly,halfof thecareinstitutionstakepartinanenergyjreductionprogramcalledtheenergybattle.. Attitude.and.behavioral.beliefs Most organizations have a neutral attitude regarding improving the sustainability of real estate. The board has attention for the topic, but it must compete with other subjects. Slightlylessthanhalfoftheboardsfavorthetopic.Twodirectorscanevenbedescribedas passionateaboutsustainability. Themainunderlyingpositivebeliefsarethatimprovingthesustainabilityoftherealestate leadstoloweroperatingcosts,generalcostreduction,morefuturevalue,agreaterlevelof comfortandonthelongtermabetterfinancialpositionfortheorganization.inaddition,the respondentsconsideritimportanttosetagoodexampleasasocialorganization.moreover it enhances the distinctive features of the organization. Improving the sustainability also createsahigherlevelofefficiency,whichfitswellwiththecarepolicyofthegovernment. Ontheotherhand,halfoftheorganizationshavebadexperienceswithmarketparticipants, particularly in the installation sector. The promised savings and performances were not realized and often there were no guarantees. This results in a negative attitude towards sustainablemeasures.additionally,manydirectorsbelievethatrealestateandsustainability donotbelongtothecorebusinessoftheorganization.intheirview,sustainabilityhasonly limitedeffectontheorganization,becauseenergyformsonlyasmallpartofthetotalcosts. Subjective.norm.and.normative.beliefs. The majority of the care institutions have a negative subjective norm, because leading personsandinstitutionsdonotdesiresustainablebehavior.asomewhatsmallerpartofthe organizations have a neutral subjective norm. The larger part of their social environment alsohasnowishforsustainabilityorenergysavings,butthemunicipalitiesintheirregion expect efforts on this front. Remarkable is that none of the organizations experience a positivesubjectivenorm. The most determining argument in this context is that sustainability is not a selection criterionfortheclient.however,halfoftherespondentsexpectthattheclientwillaskfor moresustainabilityinthefuture.itturnsoutthatinmanyregionsthereisnosustainability policy present at the municipality or the policy is not executed. A large part of the organizations is the only intramural care provider in their working area. Therefore, they experience no competition from other organizations. From this perspective, they have no motivetoaddvaluethroughsustainabilityorenergyreduction.fortheinstitutionsthatdo havecompetitorsintheirregion,itappearsthateffortsofotherorganizationsintheareaof sustainabilitystimulatethemtoalsoperformsustainablebehavior. Perceived.control.and.control.beliefs. In case of sustainability the largest part of the respondents experience a low perceived control, because other processes demand their attention, time and resources. Contrarily, the perceived control of one third of the organizations is high. The boards of these organizationsestimatethattheyarecapableofimprovingthesustainabilityoftheproperty ortheyarealreadyexecutingproceduresinordertodothis.finallythereisasmallgroup thathasaneutralperceivedcontrol.theyexpectedtoonlybecapabletotakelittlesteps. Manydirectorsstatethatitisdifficulttocreateadecentpolicysinceagreementswiththe Care Administration Office are made per year and there is a considerable lack of clarity about the compensations. Sustainability appears to be no item by itself. Only when it matches other interests such as image, health or planned maintenance it becomes interesting for care institutions. Moreover,careinstitutionsareabletobuyenergysocheaplythatpaybackperiodsbecome too long and thus risks too high. Lastly it turns out to be difficult in the case of rental locationstoobtaincojoperationofhousingassociationsforimprovingthesustainabilitydue tothesplitincentivethatapplytosustainablemeasures. Habit. Halfoftheinterviewsrevealedthatitisdifficulttoinfluencebehaviorofemployees.Most peoplewithintheorganizationareusedtoworkinacertainwayanddonotcooperatewith changeseasily.thesameappliestothemannerinwhichpartofthecareinstitutionshandle construction projects. Out of habit these institutions work with fixed suppliers, designers and contracting parties. These parties do not always offer the most sustainable and profitablesolutions.finallyitturnsoutthatimprovingthesustainabilityofafirstlocation notautomaticallymeansthatthisprocesswillbecomethenewstandard.accordingtothe respondents there is a strong possibility that care institutions revert to old habits after completingasustainableproject. Knowledge. Familiarity with the technical and financial possibilities is seen as relevant knowledge. Deze gebouwenhebben plaatsen,onderverdeeldin98.838verzorgingsplaatsen, psychogeriatrischeen28.530somatischeverplegingsplaatsen.ongeveertweederdevanhet vastgoedisinbezitvanzorginstellingenenéénderdeisinbezitvancorporaties.erzijn664 verpleeghuizen,870verzorgingshuizenen512combinatiehuizen.hetgrootstedeelvanhet vastgoedisgebouwdtussen1965en1974.meerdanéénderdevandevoorraadnaderthet eindevandelevensduurenongeveer7,5%naderteenmidlifejrenovatie. Problematiek Het vastgoed in de V&VJsector ondergaat momenteel op beleidsmatig vlak veel veranderingen als gevolg van bezuinigingen. De zorg moet voor de overheid betaalbaar blijven en daarom wordt er 3,5 miljard euro bezuinigd. De huisvestingsfinanciering verschuift van een nacalculatiesysteem naar een productiegebonden vergoeding, de normatieve huisvestingscomponent (NHC. Daarnaast wordt het scheiden van wonen en zorgingevoerd,metalsonderliggendedoelstellingouderenzolangmogelijkthuistelaten wonen.indezeregelingvervaltdevergoedingvoorhetwoongedeeltevoornieuwecliënten meteenlaagzorgzwaartepakket.veelcliëntenhebbeneenkleinebeursenzijnnietinstaat dehuuroptebrengenzonderdevergoedinguitdewetlangdurigezorg(wlz. Energetischesituatie Als gekeken wordt naar energiekosten dan blijkt dat maandelijks gemiddeld per bewoner 150,J wordt betaald. De vergoeding is gemiddeld maar 100,J. Per bewoner wordt dus 50,J uit een ander budget aan energie uitgegeven. Hoewel slechts 2 à 3% van de exploitatiekostenaanenergiewordtbesteed,komtditperjaarintotaalneeropbijna300 miljoeneuro. Daarnaast zijn de respondenten van mening dat het belangrijk is om als maatschappelijke organisatie het goede voorbeeld te geven. De door deze partijen beloofde prestaties en besparingen werden niet behaald en vaak gelden er geen garanties. Dit zorgt voor een negatieve attitude jegens duurzame maatregelen. Subjectieve.norm.en.normatieve.beliefs Bij het merendeel van de zorginstellingen is de subjectieve norm negatief, omdat de toonaangevende personen of instanties niet verlangen dat duurzaam gedrag wordt vertoond.vooreenietskleinerdeelvandeorganisatiesisdesubjectievenormneutraal.bij deze groep vraagt het grootste deel van de sociale omgeving wederom niet om duurzaamheid of energiebesparing, maar de gemeente in de regio verwacht wel inspanningen op dit front.
