5 Voorwoord Voor u ligt mijn afstudeeronderzoek getiteld Inzicht in stadionontwikkeling. Dit afstudeeronderzoek vormt de afronding van de Master Construction Management and Engineering aan de TU Delft. In dit onderzoek heb ik meerdere interesses van mij kunnen combineren. Al jaren ben ik zelf een fervent voetballer en gedurende mijn studie heb ik een fascinatie ontwikkeld voor het bouwproces. Bij de keuze voor mijn masteropleiding speelde deze fascinatie al mee en kreeg ik het idee dat de grootste winst niet zozeer bij het bouwen zelf ligt, maar bij de besluitvorming die hieraan vooraf gaat. Dit is ook in mijn onderzoek tot uiting gekomen. Stadionontwikkeling is mensenwerk en mensen moeten samenwerken om verder te komen. Met de resultaten van mijn onderzoek tracht ik een bijdrage te leveren aan het verbeteren van het besluitvormingsproces van stadionontwikkeling, maar met name aan de samenwerking tussen de betrokkenen. In mijn ogen ligt hier de sleutel tot verbetering: Als je een beetje beter wilt zijn, wees dan competitief Als je exponentieel beter wilt zijn, wees dan coöperatief William Shakespeare Dit onderzoek was nooit tot stand gekomen zonder de hulp van verscheidene personen die ik dan ook hier wil bedanken. 6 Samenvatting Introductie De belangstelling voor betaald voetbal in Nederland is groter dan ooit. Om aan deze stijgende verwachting te kunnen voldoen, is menig Betaald Voetbal Organisatie (BVO) bezig met de ontwikkeling van een nieuw stadion. BVO s zijn door een gebrek aan financiële middelen echter vaak genoodzaakt om toenadering te zoeken tot andere partijen. Andere partijen hebben hun eigen belangen en proberen deze door strategisch gedrag te behartigen. Hierdoor ontstaat een dynamisch netwerk van actoren. Binnen dit netwerk vindt besluitvorming over stadionontwikkeling plaats. Het huidige onderzoek naar stadionontwikkeling heeft zich voornamelijk geconcentreerd op de economische rationaliteit die gehanteerd wordt door overheden wanneer zij betrokken zijn bij stadionontwikkeling. Maar de ontwikkeling van een stadion kan niet alleen economisch rationeel benaderd worden. Er zijn immers veel meer stakeholders betrokken, allen met eigen thema s (bv. maatschappelijk, politiek, sportief). De pluriformiteit aan wensen, belangen en thema s van alle stakeholders bemoeilijkt de besluitvorming. Dit maakt de besluitvorming een complex proces. De stakeholders betrokken bij het besluitvormingsproces over stadionontwikkeling hebben echter beperkte middelen tot hun beschikking en willen deze zo nuttig mogelijk besteden. Onderzoeksopzet Het doel van het onderzoek is handreikingen en adviezen te bieden om het besluitvormingsproces van de nieuwbouw of verbouw van stadions in de toekomst effectiever en efficiënter te laten verlopen door inzicht te genereren in de belangrijkste stakeholders, belangen, activiteiten en beslismomenten. Hiervoor wordt het onderzoek in vier fases uitgevoerd. In de eerste fase wordt nader ingegaan op het concept stadionontwikkeling middels twee pilotcases. In de tweede fase is een literatuuronderzoek naar netwerken, besluitvormingsprocessen en procesmanagement verricht. De derde fase betrof een casusonderzoek waarin aan de hand van proposities gezocht is naar factoren die de effectiviteit en efficiëntie van de besluitvorming bepalen. In de vierde fase zijn conclusies en aanbevelingen geschreven. Achtergrond Een nieuw stadion betekent voor een BVO vaak een toename in de inkomstenstroom. Doordat men gebruik kan maken van veiligere en meer comfortabele faciliteiten, kan men meer toeschouwers en sponsors aantrekken. Vanwege gemeenschappelijke belangen raakt een gemeente ook vaak betrokken. Voor een gemeente is een nieuw stadion meer van maatschappelijke en economische waarde. Uit de studie van de pilotcases van de Amsterdam ArenA en het ADO Den Haag stadion komt naar voren dat het besluitvormingsproces van stadionontwikkeling verschilt van andere besluitvormingsprocessen. Vaak is er een initiatiefnemer met beperkte financiële middelen (BVO), wiens sportieve resultaten op de korte termijn leidend zijn ten opzichte van het lange termijn beleid. Daarnaast worden de activiteiten van de voetbalclub strak gevolgd door media, sponsoren en supporters, wat leidt tot opportunistische beleidsvoering. vi

7 Op het gebied van stadionontwikkeling vallen verder vijf casusspecifieke karakteristieken op: Het vertrouwen tussen de verschillende partijen speelt een grote rol en wordt bepaald door de transparantie en de informatievoorziening De eigendomsvorm en financieringsstructuur bepalen de machtsverhoudingen Verliezers kunnen veel invloed op de besluitvorming uitoefenen Actoren met persoonlijke belangen hebben een positieve invloed op de mate van progressie en de hoeveelheid draagvlak De gemeente is een cruciale actor en vervult meerdere rollen Theoretisch kader Bij complexe problemen die in een dynamisch netwerk moeten worden opgelost, kan gebruik worden gemaakt van procesmanagement. Stadionontwikkeling kan worden gezien als een complex probleem en de besluitvorming over stadionontwikkeling als complexe besluitvorming, waarmee de keuze voor de procesbenadering verklaard is. Aan de procesbenadering ligt de gedachte ten grondslag dat een gezaghebbende oplossing alleen kan worden verkregen indien de relevante partijen op enigerlei wijze betrokken worden bij het proces van probleemdefiniëring tot de keuze van een oplossing. Dit proces kan ontworpen worden. Hierbij dient men rekening te houden met vier ontwerpprincipes: openheid, bescherming van kernwaarden, progressie en inhoudelijke kwaliteit. Vanuit de bevindingen uit de pilotcases en het theoretisch kader is een koppeling gemaakt via proposities. Propositie 1 De procesmatige benadering is aanvullend op de inhoudelijke benadering 2 Transparantie vergroot het vertrouwen en daarmee het draagvlak 3 Scheiden van BVO en stadion moet consequent worden doorgevoerd om de transparantie te vergroten en de complexiteit te verkleinen 4 Voldoende en goede informatievoorziening naar alle deelnemende partijen is cruciaal 5 Het succes van het project wordt bepaald door het succes van de verliezers 6 De besluitvorming moet in gelijke mate recht doen aan de belangen van sleutelactoren 7 Op emotie kan ingespeeld worden tijdens het besluitvormingsproces 8 Koppeling van besluitvorming over de financieringsstructuur aan ambtelijke procedures leidt tot een efficiënter besluitvormingsproces 9 Zware bemensing is een cruciale succesfactor om progressie te boeken Casestudies In het casusonderzoek zijn middels de bovengaande proposities de factoren vastgesteld die van invloed zijn op de effectiviteit en efficiëntie van de besluitvorming. Uit de casestudie van het Parkstad Limburg stadion blijkt dat open en multi-issue besluitvorming ontbrak. Transparantie en inter-persoonlijke relaties leiden tot meer vertrouwen en daarmee een hogere effectiviteit. De gekozen financieringsstructuur leidde tot een lange vergunningsprocedure wat de efficiëntie niet ten goede kwam. Uit de casestudie van de Euroborg blijkt dat de procesafspraken en de open besluitvorming hebben geleid tot vertrouwen en een effectief besluitvormingsproces. Door het stadion deel te maken van een groter ontwikkelingsplan kan er breed draagvlak worden ontwikkeld, wat een positief effect had op de efficiëntie van de besluitvorming. De kwaliteit van de besluitvorming wordt bepaald door de kwaliteit van de personen en hun vermogen om inhoud en kennis aan het proces te koppelen. vii

8 Uit de casestudie van de verbouw van de Grolsch Veste valt op dat de personele invulling bij FC Twente bepalend is voor het succes van de besluitvorming. Door veel te investeren in de organisatie en de communicatie naar buiten is het vertrouwen bij andere partijen gegroeid. Conclusies Op basis van de verklarende factoren die in de casestudies zijn vastgesteld zijn in vijf categorieën conclusies opgesteld die moeten leiden tot een hogere effectiviteit en efficiëntie van het besluitvormingsproces: Vertrouwen is de basis De structureel kritische cultuur van de voetbalwereld legt een zware druk op de besluitvorming. Om hiermee om te gaan moet er vertrouwen worden gekweekt tussen partijen. Dit kan gedaan door te investeren aan de voorkant van het proces. Voor een BVO betekent dit het opstellen van een realistisch lange termijn beleid en streven naar continuïteit in de organisatie. Daarnaast kunnen de initiators procesafspraken, deze naar buiten communiceren en daarbij ook exitregels vastleggen. Het besluitvormingsproces moet open en transparant zijn. Voor alle actoren moet het duidelijk zijn hoe zij invloed kunnen uitoefenen. Om dit te bewerkstelligen moet er sprake zijn van een gedegen informatievoorziening. Houd rekening met (mogelijke) verliezers Ondanks dat er altijd gestreefd wordt naar win-win situaties, blijken er in de praktijk toch verliezers te zijn. Om te voorkomen dat verliezers het proces frustreren, moet er in eerste instantie worden voorkomen dat actoren in hun kernwaarde worden geraakt. Om het verlies te voorkomen of te beperken dienen stakeholders in een vroeg stadium te worden benaderd, moet hen speelruimte worden geboden voor geven en nemen en moet er te allen tijde perspectief op winst zijn. Wanneer het onvermijdelijk is dat verliezers ontstaan, moet er respectvol mee om worden en moet er alles aan worden gedaan om het verlies te minimaliseren. Draag zorg voor een competente bemensing De personele invulling is van grote invloed op het besluitvormingsproces. Een onafhankelijke, ervaren procesmanager/projectdirecteur moet zorg dragen voor het bewaken van de ambities en belangen van de actoren. Een BVO moet investeren in een MT dat voor draagvlak en progressie kan zorgen. Hiervoor moet men een netwerk in voetbal, media en commercie hebben. Daarnaast dient er een boegbeeld te zijn aan wie specifieke eisen worden gesteld op het gebied van sociale cohesie, leiderschap, voetbalkennis, mediapresentatie en warmte. Vanuit de gemeente moeten er zware vertegenwoordigers aanwezig zijn die belangen hebben bij de ontwikkeling van het stadion. Als laatste moet er altijd gelet worden op de inter-persoonlijke relaties, er moet een klik zijn tussen de mensen. Houd rekening met de omgeving Stadionontwikkeling is een langdurig proces dat plaatsvindt in een veranderend maatschappelijk en politiek klimaat. Om hiermee om te gaan dient het stadion deel uit te maken van een programma op een hoger niveau, dat tot structurele verbeteringen leidt. In de voetbalwereld zijn supporters, sponsoren en anderen vooral vanuit hun passie voor voetbal betrokken. Partijen redeneren hierdoor wel eens op basis van emotie in plaats van rationaliteit. Door inzicht, begrip en respect te tonen kan hier mee om worden gegaan. Tevens is er sprake van institutionele pluriformiteit tussen de actoren. Dit heeft met name consequenties bij de koppeling tussen de besluitvorming en de juridische procedures. Hiermee dient rekening gehouden te worden. viii

9 Continue bewaking van de balans Als laatste dient te allen tijde de balans tussen proces en inhoud bewaakt te worden. De procesmanager moet hier zorg voor dragen, met name wanneer experts worden geraadpleegd. Daarnaast dienen de eerder vastgestelde ambities en belangen altijd geborgd te worden. Aanbevelingen Gebaseerd op de conclusies volgen enkele aanbevelingen voor de praktijk waardoor men het besluitvormingsproces effectiever en efficiënter kan laten verlopen: Voor het besluitvormingsproces Voor een BVO gelden enkele algemene aanbevelingen waarmee men rekening moet houden voor er aan de eigenlijke besluitvorming kan worden begonnen: 1. Investeer in de organisatie van de voetbalclub 2. Zorg voor continuïteit 3. Formuleer lange termijn ambities Voor een gemeente gelden ook enkele aanbevelingen: 4. Bepaal belang bij BVO/stadion 5. Plaats de belangen in een groter programma 6. Zorg voor continuïteit 7. Stel zware vertegenwoordigers aan Bij aanvang van het besluitvormingsproces De volgende aanbevelingen gelden voor de initiatiefnemende partijen: 8. Zorg voor een gemeenschappelijke sense-of-urgency 9. Stel onafhankelijke project/procesbegeleiding aan 10. Voer een stakeholderanalyse uit 11. Bepaal de procesafspraken 12. Leg procesafspraken vast 13. Benader stakeholders Voor de onafhankelijke project/procesbegeleiding geldt verder dat er gelet moet worden op de persoonlijke klik tussen de personen. In een vroeg stadium is het gemakkelijker om personen te vervangen. Gedurende het besluitvormingsproces Tijdens het besluitvormingsproces gelden drie aanbevelingen waar op gelet moet worden (met name door de project/procesmanager): 14. Bewaak balans tussen inhoud en proces 15. Blijf stakeholders 16. Maak een koppeling met de procedures Voor de oplevering van het stadion Voordat het stadion opgeleverd wordt, moeten er enkele concrete inhoudelijke afspraken worden gemaakt: 17. Zorg voor een professioneel ingerichte organisatie 18. Bepaal de exitregels ix

10 Summary Introduction Football in the Netherlands is becoming increasingly popular. To cope with this increasing demand several football clubs are developing plans to construct a new stadium or renovate the old stadium. Due to a lack of financial means football clubs need to work with other parties, such as municipalities or project developers. These other parties have their own interests, their own perspective on a new stadium and they try to protect their interests by acting strategically. This results in a dynamic network of many actors. Within this network decision making on stadium development takes place. In the past scientific research on stadium development focused mainly on the economic rationale of municipalities involved in stadium development. But developing a new stadium cannot be considered only in an economic sense. Several actors are involved, all with their own points of view (e.g. social, political, sportive). The variety of actors, desires and interests makes the decision making process complex. The stakeholders involved in decision making on stadium development also have limited means at their disposal. They want to use these means to the greatest possible effect. Research method The purpose of this research is to offer pointers and advice on how to make the decision making process of stadium development more effective and efficient. This will be done by offering insight in the most important stakeholders involved, their interests, the relations between stakeholders, the decision making moments and the activities conducted during the decision making process. Research questions To achieve this purpose, several research questions have been set. The main question of this research is: What process management strategies can be useful in order to make the decision making process on stadium development for newly built or restored stadiums in the Netherlands more effective and efficient? In order to answer this main question, four sub questions have been set: 1. What are the case specific characteristics of the decision making process of stadium development? To answer this question two pilot cases will be used to understand the concept of stadium development, including how the decision making process looks like, what kind of actors are involved, which decisions are taken and what effects the decisions had. 2. Which insights regarding the effectiveness and efficiency of decision making process can be given? The literature research shows how one can achieve a more effective and efficient decision making process. The result is a theoretical framework specific for stadium development and the explanation of some key phrases. In order to combine the theoretical framework and the findings from the pilot cases propositions will be developed. x

11 3. Which factors influence the effectiveness and the efficiency of the decision making process in the casuistry? The case studies will be analysed by making use of the propositions. In order to do this a case description is given followed by a stakeholder analysis. By comparing the case studies in a cross case analysis some explanatory factors on the quality of the decision making process can be identified. 4. Which pointers and advice can be offered that improve the effectiveness and efficiency of the decision making process of stadium development? Based on all the information collected so far pointers and advice can be given taking into account the specific characteristics of football. After answering this sub question the main research question can be answered. Background The main incentive for a football club to develop a new stadium is a large increase in income. A new stadium in general means improvement of safety and comfort of the accommodation. In the improved accommodation they can attract more sponsors and supporters, which cause the rise in revenues and sponsorships. For a municipality however the value of a stadium is more social and economical. In the Netherlands municipalities are often involved in stadium development, but this involvement is closely monitored by the European Commission. Involvement of municipalities in stadia is allowed, but involvement in football clubs is considered governmental support which is not allowed. For the municipality and the football club several interests are at stake. In order to gain more insight in these aspects of the decision making process an investigation of pilot cases will be conducted. These were selected on criteria such as the amount of information at hand, variety and age. Amsterdam Arena The Amsterdam ArenA was opened in 1996 after a decision making process of more than 13 years. The municipality wanted to organize the Olympic games of 1992 and needed more professional accommodations to host this event, among which a new Olympic stadium was one of the most important. After the Olympics had gone to Barcelona a new main purpose was needed for the new stadium. The Amsterdam Football Club Ajax became involved. It took several years to finally combine the technical, political and financial decision making processes. Some typical characteristics of the process were: The financial structure with founders and shareholders led to a large increase of the interdependencies The dynamic of the network led to continues change in positions Losers try to exert as much influence as possible Admission of new stakeholders can lead to project enrichment The interests of the municipally Amsterdam initiated the project The role of persons involved can influence decision making ADO Den Haag stadium In 1998 the first plans for a new stadium were developed. The municipality and other parties wanted ADO Den Haag to become a positive and inspiring example of the city Den Haag. In order to achieve this a new stadium needed to be constructed and the organization of the football club had to be professionalised. The stadium was finally opened in xi

12 Some typical characteristics of the process were: The choice for a football stand alone stadium created a strong interdependence between the achievements of ADO Den Haag and the stadium Interdependencies have to be acknowledged by all parties Proper information sharing between stakeholders is a crucial process factor Trust is the basis of achievements Double roles and alleged double roles of stakeholders caused a lot of unclarity The intermediate structure determined the network The municipality of Den Haag had several interests at stake The decision making process of stadium development differs from other decision making processes. The network originates from the initiator who lacks financial means, the football club. The dynamic arises due to the fact that the football club prefers short term goals (such as the sporting achievements) to long term goals (a financial viable organisation). All these actions are closely monitored by media which results in opportunistic policy and behaviour of the football club. This does not comply with the interests of other parties, such as the municipality. Based on the pilot cases five factors can be described as crucial for decision making: Trust is important and is determined by transparency and sharing of information The owner and financing structure determine the power relationships Losers influence the decision making process Persons and personal interests determine a large part of the outcome The municipality is a crucial actor that has several roles Theoretical framework Complex problems that have to be dealt with in a dynamic network can be dealt with using process management. Stadium development can be considered a complex problem and decision making on stadium development can be considered as complex decision making. The process management approach has therefore been used. The process approach defines that an authoritative solution can only be achieved if relevant parties are somehow involved in the process from problem definition to the choice for a solution. This process can be designed using four core principles: openness, protection of the core values of the stakeholders, progress and substantive quality. xii

13 Based on the theoretical framework and the findings from the pilot cases the following propositions have been developed: Proposition 1 The process approach is complementary to the substantive approach Using elements from the process approach can increase the effectiveness and efficiency of decision making 2 Transparency increases trust and general support If the decision making process is transparent, actors are able to understand and intervene in the process. 3 The football club and the stadium need to be separated consistently in order to enlarge transparency and decrease complexity If the two institutions are not clearly separated, the appearance of abuse can arise 4 Proper information sharing between all parties involved is crucial Information sharing can stimulate participation and/or interaction 5 The success of the project is determined by the success of the losers If the project wants to be successful, losers have to be compensated 6 Decision making should meet the interests of the key stakeholders equally The goal can be achieved, but the question remains if all stakeholders are satisfied 7 Emotions can be taken into account during the decision making process A lot of actors are emotionally involved in decision making on stadium development 8 Coupling decision making on the financial structure with legal procedures makes the decision making process more efficient Legal procedures of the municipality such as permitting and changing spatial plans take a considerable amount of time and is currently not coupled tot decision making in financing a stadium 9 Powerful actors are necessary to make progress Powerful actors have access to the mains that are necessary to make progress Case studies During the case studies the propositions have been used as a tool to discover the factors that influence the effectiveness and efficiency of the decision making process. To do so, three questions are asked: 1. Has there been any intention to act according to the propositions? 2. Has there been behaviour according to the propositions, unregarded the intentions? 3. Did this behaviour have a positive or negative effect on the decision making process? Three case studies were selected on four criteria: amount of available information, size of the stadium, size of the network and age of the stadium. Identical procedures were used in each case study to make comparison of the results possible. Parkstad Limburg stadium Since 2001 The Parkstad Limburg stadium is the new home of football club Roda JC. The first ideas for a new stadium originate from 1993 and in 2001 the new stadium was opened. The stadium was developed in turbulent times. On provincial level a possible merger between the three football clubs in the southern part of the province Limburg was discussed. After Fortuna Sittard and MVV pulled back from the discussion of a possibility of a joint stadium Roda JC decided to develop a stadium alone. The stadium was finally built on the border of the municipalities Kerkrade and Heerlen. Due to peripheral retail the stadium has been a catalyst for a large-scale land development. The case study has shown that there was no open and multi-issue decision making. This resulted in deterioration of the relationship between neighbouring municipalities Kerkrade and Heerlen. The process lacked transparency and limited information was shared which had a negative effect on the trust between the key stakeholders. The good inter-personal relations had a positive effect on the effectiveness of the decision making process. xiii

14 The case study also revealed that the chosen financial structure with peripheral retail meant an increase in the amount of actors and a long permit procedure. Another negative side effect of the financial structure with founders was the limited possibilities for Roda JC to gain profit from the new stadium. Euroborg The Euroborg is the new home stadium of football club FC Groningen from FC Groningen had big financial problems and during even played in the Dutch second division. To improve the financial position of FC Groningen several parties started developing plans for a new stadium. The municipality worked together with a group of project developers, named G4, and constructed a stadium of seats. The stadium was placed in an integral building with various facilities such as a movie theatre, a super market and a parking garage. The building was part of a large-scale land development in Europapark, a district of Groningen. The Euroborg was intended to be the main attraction for the development of Europark. The case studies revealed that process agreements and open decision making led to more trust and an effective decision making process. Process agreements led to early commitment from parties and open decision making caused very limited resistance from opposing parties. Also the case studies showed that by making the stadium part of a development plan on a high level the municipality was able to gather large support within the community. This proved very effective. The last conclusion drawn from the case study is that quality of the decision making process was determined by the quality of persons and their ability to couple content and knowledge to the process. Grolsch Veste The Grolsch Veste is the new name for the stadium of football club FC Twente. After its start in 1998 as Arke Stadion, FC Twente has undergone several transformations. In 2003 the club nearly went bankrupt. A new management took over and bankruptcy was only just averted. Since then FC Twente has steadily grown which led to the championship of the Netherlands in This growth has been partly caused by the reconstruction of the stadium. After buying out the founders the stadium was taken over by FC Twente in cooperation with the municipality and a bank consortium. In 2007 the stadium was reopened. This was the end of the first two construction phases, the expansion of two tier stands and the redevelopment of the commercial space under the new tier stands. Currently steps are being taken to expand the tier stand on the other short side of the stadium. This has to be finished before the start of the season Also plans are being developed to expand the tier stands on the remaining long side. But in order to do this an integration with the adjacent train station and a change of the environmental regulations is necessary. xiv

15 Conclusions Based on the study of the background, the theoretical framework and the following five conclusions have been drawn. Trust forms the basis The structurally critical culture of the world of football puts great pressure on the decision making process. In order to deal with this trust must be cultivated between the parties. Most opportunities to create more trust are at the beginning of the process. For a football club this means setting a realistic long-term policy and striving for continuity in the organization. In addition, the initiators can steer towards process agreements, communicate these to others and also lay down the possibilities for exit rules. Decision making should be open and transparent. For all actors must be clear how they can influence. Information sharing is key. Be aware of (potential) losers Although always the aim is for win-win situations, in practice there seem to be losers. To avoid losers frustrating the process, it is important that core values of the actors are protected. To prevent or limit the loss stakeholders should be approached in an early stage. There has to be space for giving and taking and there should always be perspective for gain. When the inevitable result is that one or more parties will become losing parties, one must be respectful to them, and efforts must be made in order to minimize the loss. Take care of competent actors The designated actors have a major influence on the decision making. An independent, experienced process manager / project manager must ensure the monitoring of the aspirations and interests of the actors. A football club has to invest in a management team that can provide support and progression. For this one must have a network in football, media and commerce. Similarly, there should be a leader who has specific qualities in terms of social cohesion, leadership, football knowledge, media presentation and cordiality. The municipality should appoint strong representatives that have interests in the development of the stadium. Finally attention should always be given to inter-personal relationships, there must be a 'click' between the people. Consideration of the environment Stadium development is a lengthy process that takes place in a changing social and political climate. In order to deal with this changing environment the stadium should be part of a program at a higher level, leading to structural improvements. In the world of football supporters, sponsors and others are involved due to their passion for football. The arguments of parties are sometimes based solely on emotion and sentiment rather than rationality. With insight, understanding and respect one can cope with this. Also, there is institutional variety between actors. This has particular implications for the coupling between decisions and legal procedures which should be taken into account. Continuous monitoring of the balance Lastly there should always be a balance between process and content. The process manager should ensure this, particularly when experts are consulted. In addition, the earlier established interests and ambitions should always be secured. xv

16 Recommendations Based on the conclusions some practical recommendations can be given. Prior to the decision making process For a football club: 1. Invest in the organisation of the football club 2. Create continuity within the organization 3. Set up long-term ambitions For the municipality: 4. Determine their interest in football club and/or stadium 5. Make the interests and ambitions part of a programme on a higher level 6. Create continuity within the organization 7. Appoint strong representatives At the beginning of the decision making process The following recommendations are for the initiators: 8. Create a common sense of urgency 9. Appoint independent and experienced process managers 10. Conduct a stakeholder analysis 11. Set the process agreements 12. Document the process agreements 13. Approach stakeholders For the process manager it is important that attention is paid to the click between persons. It is easier to replace persons in an early stadium.
