5 Görgün Taner (1959) is algemeen directeur van IKSV, Istanbul Kultur Sanat Vakfi (Kunst en Cultuur Stichting van Istanbul), de grootste en meest invloedrijke culturele instelling in Turkije. IKSV is opgericht in 1973 en organiseert vier internationale festivals (film, theater, klassieke muziek en jazz) en de Internationale Istanbul Biënnale voor moderne kunst. Daarnaast participeert ISKV in internationale culturele uitwisselingsprogramma s, o.a. in Brussel, Parijs, Londen, Wenen, Stuttgart en Venetië; in Nederland werkt ISKV mee aan het Turkey Now festival en zal het een belangrijke bijdrage leveren aan het cultureel programma tijdens de viering van 400 jaar Nederlands-Turkse betrekkingen in Taner is verbonden aan de faculteit voor cultureel management van de Bilgi Universiteit te Istanbul. In addition, the ISKV participates in a range of international cultural exchange programmes, in places such as Brussels, Paris, London, Vienna, Stuttgart and Venice; in the Netherlands, the ISKV participates in the Turkey Now festival and it will be making a substantial contribution to the cultural programme during the 2012 celebrations for 400 years of Dutch-Turkish relations. Taner is a member of the faculty for cultural management at the Bilgi University in Istanbul. He was the chairman of the European Jazz Festivals Association from 1998 to From he was a member of the advisory board of the European Cultural Foundation (ECF). He is a member of the Board of Governors for the Modern Museum Istanbul (the museum for contemporary art which opened in 2004) and was a member of the advisory board for Istanbul European Capital of Culture 2010.

8 1 Introduction I received a phone call from the Amsterdam Municipality whether I would like to write a report on Amsterdam s cultural institutions from a new perspective. Shall I do it? Why not? It was 4 months ago that I received the call. Now it s been over 120 day. It has been a short dream for me. We had a wonderful time in Amsterdam, visited many cultural institutions, talked to many people, such as drivers, people on the street, tourists, students, people in the field of culture, seeking the answer to the questions asked by the Amsterdam Municipality. I started immediately to think how I could work on this topic most effectively in such a short time. I decided to work with Deniz Ünsal, who had worked in Amsterdam at the Tropenmuseum a few years earlier and is now Asst. Prof. in the Department of Art Management at Istanbul Bilgi University, she,is experienced in the field of contemporary arts and museums, and could give an academic approach to this report. Also I looked for a person that had experience in the field of international collaborations and worked actively in different disciplines in the field of culture and arts, therefore I asked my colleague Deniz Ova to join our team. She directs the international festivals and activities of the Istanbul Foundation for Culture and Arts. I have been living, and working for nearly 23 years in Istanbul in the arts and culture. I started as an artist s assistant, was the director of the International Istanbul Jazz Festival and have been running the Istanbul Foundation for Culture and Arts (IKSV) as general manager for approximately 8 years. Working in a country that has no settled support system for arts and culture has taught us to be creative and resourceful in reaching our goals in the cultural sector. As governmental subsidies for arts and culture are diminishing in Europe, we see more and more European colleagues wonder how to finance their programmes, activities, projects and pay the bills. Still it is with admiration that I watch how much money the municipalities, regions or national governments in some European countries spend on arts and culture. I have worked with cultural institutions and organizations from Amsterdam and in Amsterdam. There is no doubt that I have a certain image of Amsterdam as being a city with a free spirited, urban experimental culture, and strong subculture with a broad music scene that makes Amsterdam an incubator for musicians. The number of young artists living in Amsterdam and the diverse population always has been outstanding. 6

9 1 Inleiding Op een dag werd ik gebeld door de gemeente Amsterdam met de vraag of ik vanuit een nieuw perspectief een rapport over de culturele instellingen van Amsterdam wilde schrijven. En ik dacht: Zal ik het doen? Waarom niet? Dat telefoontje is nu vier maanden geleden. De meer dan 120 dagen die sindsdien zijn verstreken, gingen voorbij als in een droom. We hebben ons uitstekend vermaakt in Amsterdam, bezochten veel culturele instellingen en praatten met allerlei mensen, zoals taxichauffeurs, voorbijgangers op straat, toeristen, studenten en mensen uit de wereld van de kunst en cultuur, om een antwoord te vinden op de vragen die de gemeente Amsterdam mij had gesteld. Ik vroeg me allereerst af hoe ik dit onderwerp zo goed mogelijk in zo n korte tijd kon uitspitten en besloot samenwerking te zoeken met dr. Deniz Ünsal, die een paar jaar eerder voor het Tropenmuseum in Amsterdam had gewerkt en nu docent is aan de faculteit voor Kunstmanagement aan de Bilgi Universiteit in Istanbul. Zij is deskundig op het gebied van hedendaagse kunst en musea en zou dit rapport van een wetenschappelijke invalshoek kunnen voorzien. Verder zocht ik iemand die verstand had van internationale samenwerking en die actief was in verschillende disciplines op het gebied van kunst en cultuur. Daarom vroeg ik mijn collega Deniz Ova, die de organisatie verzorgt van de internationale festivals en activiteiten van de Kunst en Cultuur Stichting van Istanbul, om ons team te versterken. Ik woon in Istanbul en ben daar al bijna 23 jaar werkzaam in de kunst- en cultuursector. Ik begon als assistent van een kunstenaar, was directeur van het Internationale Istanbul Jazz Festival en ben inmiddels een jaar of acht algemeen directeur van de Kunst en Cultuur Stichting van Istanbul. Werken in een land zonder geïnstitutionaliseerd subsidiestelsel voor kunst en cultuur dwingt mensen tot creativiteit en vindingrijkheid als ze doelstellingen in de culturele sector willen verwezenlijken. Nu Europese overheidssubsidies voor kunst en cultuur beginnen op te drogen, zien we dat steeds meer collega s in Europa zich afvragen hoe ze hun programma s, activiteiten, projecten en vaste uitgaven moeten bekostigen. Toch kijk ik met enige bewondering naar de enorme bedragen die gemeenten, provincies of nationale overheden in sommige Europese landen voor kunst en cultuur uittrekken. Ik heb samengewerkt met culturele instellingen en organisaties uit Amsterdam en in Amsterdam zelf. Mijn beeld van Amsterdam is dat van een vrijzinnige stad die het experiment niet schuwt, een stad met een sterke subcultuur en een omvangrijke muziekscene, waardoor Amsterdam een broedplaats voor muzikanten is geworden. Amsterdam is van oudsher een belangrijk centrum voor jonge kunstenaars en kent een enorme culturele diversiteit. 7

10 Aims and perspective This report is based on the directives the advisor world class was given by the Amsterdam Municipality. The perspective of the report as it was given is: 1. To examine the cultural landscape to its full extent, in both the national and international contexts. 2. To look beyond the traditional boundaries between sectors and domains, and to take a long-term view. 3. Based on the specific expertise, extensive experience and broad outlook of the advisor, help to achieve the aims set out in the Plan for the Arts. 4. Review the cultural landscape, applying a different perspective. 5. Make a visionary contribution to the next Plan for the Arts. Method The report is based on the interviews we made during 4 research visits to Amsterdam. By choosing the interview subjects I tried to cover a range of views from big cultural institutions to small initiatives, always looking for highly funded organizations and non-funded or very small subsidy-receiving ones. Therefore, we spoke with around 40 organizations and around 85 people somehow related to the institutions or cultural multiplicators. My team and I decided on the institutions based on our experience and the advice received from the advisory team and the Amsterdam Municipality. The advisory team in Istanbul was made up of six people. It was composed of professionals and academics working in various cultural disciplines and fields. After each Amsterdam visit, we came together to discuss the results of the interviews and talk about further steps. This gave us the possibility to see beyond. After the first draft of the report, we organized a round table meeting at IKSV, where we invited cultural figures to discuss the position of Amsterdam and to see if we were missing anything. With the help of the Amsterdam Municipality we spoke to two different focus groups consisting of young people between 18 and 25 to find out how the younger generation sees the cultural sector and where they position themselves in Amsterdam. During my research, I observed 5 main issues that were nominated by different actors. These issues were repeated in the discussions of the round table and the advisory team. 1. Diversity: Institutions see diversity as a compromise from quality; many integrate diversity neither in their employees nor as programmes in their structures. 2. Cooperation: Institutions prefer working alone or within their own network; thinking out of the box is rare. 3. Internationalization: Though there is a lively cultural scene, international productions, especially in performing arts, are rare. 4. Funding: There was an overall conviction that giving bits and pieces of support does not make anyone happy. 5. Marketing: There is a lack of joint strategy, the contemporary arts are invisible, although the I Amsterdam idea presents certain potentials for a wider perspective 8

11 Doelstellingen en uitgangspunten Dit rapport is gebaseerd op de opdracht van de gemeente Amsterdam aan de kunstschouw wereldklasse. De doelstellingen voor dit rapport waren: 1. Het gehele culturele landschap van Amsterdam in kaart brengen en daarbij een verbinding leggen met het landelijke en internationale kader. 2. Een visie voor de lange termijn ontwikkelen zonder rekening te houden met bestaande grenzen tussen sectoren en domeinen. 3. Op basis van de specifieke expertise, ervaring en brede kijk van de kunstschouw, een bijdrage leveren aan het verwezenlijken van de doelstellingen in de Kunstenplan. 4. Het culturele landschap beschouwen vanuit een nieuwe invalshoek. 5. Een visionaire bijdrage leveren aan de volgende, nog uit te werken Kunstenplan. Methode Dit rapport is gebaseerd op de gesprekken die we tijdens vier bezoeken aan Amsterdam hebben gevoerd. De keuze van onze gesprekspartners moest een zo groot mogelijke verscheidenheid aan meningen vertegenwoordigen, zowel van grote culturele instellingen als van kleinere initiatiefnemers, van grote en kleine subsidieontvangers én van niet-gesubsidieerde organisaties. Daarom spraken we met ongeveer 40 organisaties en 85 personen die op de een of andere manier verbonden waren met instellingen of culturele initiatieven. Mijn team en ik lieten ons bij het kiezen van instellingen leiden door onze ervaring en de raadgevingen van het adviesteam in Istanbul en de gemeente Amsterdam. Het adviesteam in Istanbul bestond uit zes professionele medewerkers en academici die beroepsmatig actief zijn in diverse culturele disciplines en sectoren. Na ieder bezoek aan Amsterdam evalueerden we de resultaten van de gesprekken en bespraken we onze volgende stappen. Op die manier konden we onze horizon verbreden. Toen de eerste conceptversie van het rapport er lag, hielden we een rondetafelbijeenkomst in het IKSV met personen uit de wereld van kunst en cultuur om over de positie van Amsterdam te praten en te kijken of we iets over het hoofd hadden gezien. De gemeente Amsterdam bracht ons in contact met twee verschillende doelgroepen, bestaande uit jongeren tussen 18 en 25 jaar, die ons vertelden hoe de jonge generatie tegen de culturele sector aankijkt en welke plaats zij voor zichzelf zien weggelegd in Amsterdam. In de loop van het onderzoek kon ik vijf centrale thema s, aangedragen door verschillende actoren, onderscheiden. Deze thema s kwamen steeds terug tijdens de rondetafelgesprekken en discussies binnen het adviesteam. 1. Diversiteit: Instellingen beschouwen diversiteit als een bedreiging voor kwaliteit en streven slechts bij uitzondering naar diversiteit in hun personeelsbestand of in hun programma s. 2. Samenwerking: Instellingen werken het liefst alleen of binnen hun eigen netwerk; out-of-the-box denken is een zeldzaamheid. 3. Internationalisering: Hoewel er een levendige culturele sector is, zijn internationale producties, vooral in de podiumkunsten, zeldzaam. 4. Financiering: Het eensluidend oordeel was dat niemand gelukkig is met de gefragmenteerde subsidieverstrekking. 5. Marketing: Hoewel een gezamenlijke strategie ontbreekt en de hedendaagse kunst onzichtbaar is, biedt het concept I Amsterdam wel perspectief voor de toekomst. 9

12 In additon to these main issues, I noticed two fields that needed further planning and action. First was the performing arts scene. I was told that there were far too many seats and not sufficient programmes to fill them. The performing arts in Amsterdam have mainly a domestic audience, from Amsterdam and the surrounding area. It is very diverse, from amateur to world class. But in line with my proposal to make choices, I believe subsidies for the theater scene need to be revisited. Also, performing arts institutions need guidance to work more collaboratively and to share their infrastructures. Second, there seems to be a lack of a focal point for the contemporary arts. There is no doubt about the well-structured, contemporary visual art scene of Amsterdam, which is a mixture of large and smallscale institutions, but the silence of the Stedelijk Museum in the last 8 to 10 years has hindered the contemporary arts scene. During the research I corresponded and spoke with the directors of a few European cultural institutions and asked for brief evaluations of the scene in Amsterdam, such as naming its strengths and world class institutions. Last but not least, the SWOT analysis we prepared helped us to clear the picture we painted during the reporting process and can be seen as a guide. I conclude that in the Amsterdam Municipality needs to reconsider the following: The funding structure should definitely change and choices should be made. The existing structure which distributes funds to a large array of institutions in bits and pieces does not and will not support them to excel in what they plan. Avoid creating different art worlds and parameters for Dutch and non-dutch citizens; do not allow for a hierarchy of qualities. Use common measures for evaluating quality in all arts productions, do not create double standards. Employ internationalization as a strategy for diversity, marketing and quality. In certain fields such as performing arts, facilitate that institutions produce international projects. Cultural heritage is well-supported, but contemporary art (which will be the city s cultural heritage in 150 years) needs to be supported. There is already experience and further potential in this field, for instance in international cooperation. To achieve mutual learning between large and small institutions facilitate for cooperation and communication among cultural institutions. The report will explain these in detail below. 10

13 Naast deze hoofdpunten heb ik geconstateerd dat er op twee gebieden meer planning en actie nodig is. Ten eerste in de podiumkunsten. Ik hoorde dat er te veel stoelen waren ten opzichte van het aantal voorstellingen. Het publiek dat podiumkunsten in Amsterdam bezoekt, komt uit Amsterdam en de directe omgeving van de stad. De kwaliteit loopt uiteen van amateurtoneel tot theater van wereldklasse. Maar in het licht van mijn voorstel om keuzes te maken denk ik dat de subsidies voor de theatersector aan herziening toe zijn. Verder zouden theaterinstellingen moeten worden gestimuleerd tot meer samenwerking en het gemeenschappelijk gebruik van hun infrastructuur. Ten tweede lijkt de hedendaagse kunst een duidelijke oriëntatie te missen. De hedendaagse beeldende kunst in Amsterdam, die bestaat uit grote en kleinschalige instellingen, is ongetwijfeld goed georganiseerd, maar heeft de afgelopen 8 tot 10 jaar enigszins te lijden gehad onder de stilte rond het Stedelijk Museum. Tijdens ons onderzoek heb ik gecorrespondeerd en gesproken met de directeuren van een aantal Europese cultuurinstellingen, en gevraagd wat zij van de Amsterdamse kunstwereld vinden, bijvoorbeeld wat de sterke punten zijn en welke instellingen van wereldklasse zijn. Ten slotte hebben we een SWOT-analyse gemaakt om het beeld dat tijdens het proces is ontstaan te verduidelijken; deze analyse kan worden beschouwd als aanzet tot verdere stappen. Ik stel vast dat de gemeente Amsterdam het volgende zou moeten overwegen: Deze tijd vraagt om een andere financieringsstructuur en andere keuzes. Met de huidige structuur van kleine bedragen voor een groot aantal ontvangers kunnen de instellingen niet uitblinken in wat ze willen doen. Het aanbrengen van een onderscheid tussen autochtone en allochtone kunstwerelden en het meten van hun kwaliteit met verschillende maatstaven zijn niet wenselijk. Gebruik dezelfde criteria voor het beoordelen van kwaliteit van alle kunstproducties en vermijd dubbele standaarden. Internationalisering kan worden ingezet als strategie om de diversiteit, marketing en kwaliteit te verbeteren. In sectoren zoals die van de podiumkunsten kunnen instellingen worden aangemoedigd om internationale projecten uit te voeren. Het cultureel erfgoed wordt gekoesterd, maar ook de hedendaagse kunst (die over 150 jaar cultureel erfgoed zal zijn) moet worden gesteund. In deze sector bestaat reeds veel ervaring met, bijvoorbeeld, internationale samenwerking om nieuw potentieel te ontwikkelen. Om kleine en grote instellingen van elkaar te laten leren, zou de samenwerking en communicatie tussen instellingen moeten worden aangemoedigd. Deze punten worden nader toegelicht in de volgende hoofdstukken. 11

What actually determines Amsterdam s current status as a world center of culture? 2. What contribution do the various cultural organizations of all sizes make in this respect? 3. In 1999, the commentator Trevor Davies suggested that Amsterdam is losing its leading position. Is this still the case? 4. What is unique about Amsterdam s cultural landscape? What are the city s strengths, and is further profiling as a city of culture possible? 5. What relationships can be established between culture and other fields such as science, education and economics? Are any opportunities being missed? 6. Amsterdam has a number of leading cultural institutions known throughout the world. It also has a broad but fertile base of lesser-known cultural organizations. How do the two levels relate to each other? 7. Which links exist between the cosmopolitan and multicultural character of the city on the one hand, and the diversity and programme of the city s cultural institutions on the other? 8. How do those institutions relate to the city s own population? How do they address the changing demographic make-up of Amsterdam? Can any innovation or renewal be seen in this respect? 9. Do their programmes represent an adequate degree of cultural diversity, and if so, what effect does this have? 10. How do the top institutions address the requirements of local visitors, those from other parts of the Netherlands and international visitors? 16 Observations Amsterdam is an open-air museum for cultural heritage and offers something for everybody even if the three big museums are still closed (the Rijksmuseum, the Stedelijk Museum and the Naval Museum). The big five on the Museumplein (the Rijksmuseum, the Van Gogh Museum, the Stedelijk Museum, the Concertgebouw and the Concertgebouw Orchestra) represent and promote Amsterdam in most tourist guides. The city presents the visitor and the inhabitants a balance between cultural heritage and contemporary arts and culture. The activities of these institutions enrich the urban experience in Amsterdam, making the city livable and attractive to a wide variety of tastes. This can be registered as strength of the city. In this part, I will respond to the questions posed by the municipality, based on my observations in the city. These observations highlight first the general cultural atmosphere I, as a foreign visitor, feel in the city. This is based on a first contact with the cultural life in Amsterdam. Second, I look at intersections and disjunctions between the culture sector and other fields. I question to what extent they feed, or not, arts and culture production and consumption in the city. The third observation is related to the cooperation and co-habitation of different cultural institutions and actors in the city. Last, I report my observations on the communication between the actors and institutions in the arts and culture with their current or potential public. It is of importance to see whether they are concerned with, challenged by or disinterested in the social reality of diversity. I observed that Amsterdam has a well-equipped (i.e., infrastructure, policies, funding), dynamic, diverse and urban scene with small and large cultural operators who are willing to communicate with their public, much less with each other. The quality of productions varies, satisfying those with expectations of high quality and those with different concerns (quality is not the only motive; local identification, community feeling and empowerment might also be a motive behind arts production). Much like the quality, there is a variety in the management of cultural institutions of all sizes: some are subsidy-dependent and vulnerable, some are able to survive with a mixed financial structure and some can live without subsidy. Despite this variety, diversity is seen in general mostly as a compromise for quality, rather than an opportunity. In fact, few institutions are interested in integrating diversity in their programmes or putting time and energy in contributing to or exploring the possibilities of diversity. 2.1 Positioning Amsterdam in the world Urban Experience: Amsterdam is a city which offers a unique urban experience to its visitors. Small is beautiful might explain the way visitors feel when they come to Amsterdam. The city s cultural heritage, urban life, compact size and wide range of arts allow visitors and inhabitants to find a niche from where to view the rest of the city and enjoy themselves. The city allows one to get involved in the daily life through its markets, lively squares, shops and cafes; to truly feel part of the city by biking, walking and navigating along its canals in a couple of hours. The variety of arts supply in the city creates its own rich cultural and artistic expression and is to find in theatres, galleries, libraries, museums and music halls. From specialized, sophisticated to amateur arts, from popular blockbusters to classical high arts, there is something for everyone in Amsterdam. The city s artistic and cultural infrastructure is successful to the degree that it allows for the participation of the visitor into Amsterdam s realm. Some institutions are more competent in recreating this experience through their communication strategies,programming and institutional culture than others in the city. 17 Observaties Amsterdam is een openluchtmuseum vol cultureel erfgoed en heeft, zelfs als de drie grote musea (het Rijksmuseum, het Stedelijk Museum en het Scheepvaartmuseum) gesloten zijn, voor iedereen iets te bieden. De grote vijf aan het Museumplein (het Rijksmuseum, het Van Gogh Museum, het Stedelijk Museum, het Koninklijk Concertgebouw en het Concertgebouworkest) staan in de meeste reisgidsen over Amsterdam vermeld als belangrijke attracties. De stad biedt bezoekers en inwoners een evenwichtige combinatie van cultureel erfgoed en hedendaagse kunst en cultuur. De activiteiten van de culturele instellingen verrijken het leven in Amsterdam en maken de stad leefbaar en aantrekkelijk voor iedereen: voor elk wat wils. Dit kan als een van de sterke punten van de stad worden genoemd. In dit gedeelte zal ik de vragen van de gemeente beantwoorden op basis van mijn eigen bevindingen in de stad. Mijn eerste observatie is dat ik, als vreemdeling, overal in de stad de culturele sfeer proef; dit was mijn eerste kennismaking met het culturele leven in Amsterdam. Ten tweede kijk ik naar raakpunten of het ontbreken daarvan tussen de culturele sector en andere segmenten van de maatschappij. Ik stel mezelf de vraag óf, en zo ja in welke mate, deze de productie en consumptie van kunst in de stad voeden. Mijn derde observatie heeft betrekking op de samenwerking en co-existentie van verschillende culturele instellingen en actoren in de stad. Mijn laatste observatie betreft de communicatie tussen de actoren en instellingen in de wereld van kunst en cultuur met hun huidige en potentiële publiek. Hoe ziet de sector de maatschappelijke werkelijkheid die we diversiteit noemen? Als punt van zorg? Als uitdaging? Als oninteressant gegeven? Ik merkte dat Amsterdam beschikt over een (qua infrastructuur, beleid en financiering) uitstekend toegeruste, dynamische, diverse en grootstedelijke cultuursector met kleine en grote instellingen die wel met hun publiek, maar in veel mindere mate met elkaar willen communiceren. Het niveau van hun producties is wisselend, maar voldoende voor zowel mensen die artistieke kwaliteit verwachten als publiek met andere belangen (naast kwaliteit kunnen ook lokale identificatie, gemeenschapszin en emancipatie motieven zijn voor kunstproductie). De verschillen in niveau zien we ook terug in de wijze waarop de diverse culturele instellingen worden geleid: sommige zijn volledig afhankelijk van subsidie en dus uiterst kwetsbaar, andere handhaven zich dankzij een gemengde financiële structuur, en een klein aantal redt het zonder subsidie. Ondanks deze verscheidenheid wordt diversiteit in de meeste gevallen eerder als een bedreiging voor kwaliteit gezien dan als een nieuwe kans. Er zijn ook maar weinig instellingen die diversiteit in hun programma willen opnemen of tijd en moeite willen steken in het vergroten/verkennen van de mogelijkheden van diversiteit. 2.1 Amsterdam positioneren in de wereld De stad als evenement: Amsterdam als stad vormt op zich al een uniek evenement voor bezoekers. Small is beautiful is wellicht wat bezoekers denken wanneer ze naar Amsterdam komen. Het culturele erfgoed, het stadsleven, de compactheid en het brede kunstaanbod bieden elke inwoner en bezoeker wel een aanknopingspunt om de rest van de stad te verkennen en zichzelf te vermaken. Met haar markten, levendige pleinen, winkels en cafés nodigt de stad uit om je onder te dompelen in het dagelijks leven, om je voor een paar uur echt Amsterdammer te voelen door er te fietsen, te wandelen of door de grachten te varen. Het gevarieerde kunstaanbod zorgt voor een rijke culturele en artistieke omgeving in en rond de theaters, galerieën, bibliotheken, musea en muziekzalen van Amsterdam. Van hoogwaardige producties voor een select publiek tot amateurvoorstellingen, van kaskrakers tot klassieke hoge kunst: in Amsterdam vindt iedereen wel iets van zijn gading. 15

18 is lacking, we can talk of a mere attendance at a show or a museum visit, i.e. the institution remains a tourist attraction. For those art lovers who prefer stepping away from the Museumplein s well-established and worldknown institutions, smaller venues such as de Appel, Smart Project Space, Foam and Mediamatic present a more dynamic and contemporary perspective to Dutch and international art. The more adventurous would visit Muziekgebouw aan t IJ, Bimhuis, Melkweg or Paradiso for music. Domestic tourists from around Amsterdam choose De Nederlandse Opera, Het Nationale Ballet or Carré, while the Amsterdammer spends a soiré at the Stadsschouwburg, Frascati, Brakke Grond, Podium Mozaïek or MC. Others would mark their calendars for Holland Festival, IDFA, Amsterdam Roots Festival or Museumnacht. A city of two tales: There are two tales to be told about Amsterdam: one is about its heritage, the other is about its present and future. There is a variety of programmes, activities and structures between Amsterdam as a space for cultural heritage, and Amsterdam as a space for contemporary art forms and cultures. Both are essential for the livelihood of the city and need to be supported. This variety is made possible partly by the subsidies from the city, the state and other funding bodies, and partly as a result of the entrepreneurial spirit of these organizations. Presently, international networking and connections result in co-productions that offer alternatives for financing. Openness and tolerance: The exceptional urban experience owes to the openness of the city to different life-styles and world-views. These terms have been employed to describe the atmosphere in Amsterdam that is well-known for the co-existence of different life-styles and world-views. As a city of trade and merchants, Amsterdam has been represented in the common imagery as a space for tolerance, freedom and openness. As a city of tolerance and freedom, Amsterdam has been on the itinerary of those who looked for alternatives, experimentation and innovation. During my research, some informants pointed to the changing parameters of the city (related to the general climate in the country) and complained about the loss of freedom due to rules, regulations and restrictions. Young arts students and graduates voiced their discontent with the regulations with which they had to abide to get settled as artists. Tolerance also was discussed frequently during the interviews and focus group meetings; the word has acquired a rather ambivalent meaning underlining a feeling of superiority by those who are tolerant over those who are different. Though there is an agreement on the surface about freedom and tolerance in the city, it becomes evident in discussions that go deeper into the everyday dynamics of arts and culture institutions, such as employment, processes of artistic production,programming and investment in outreach programmes, that these fundamental tenets of Amsterdam are changing and challenged. The city and the myth: The squatting movement of the 1970s and 1980s created living and working space in the center of Amsterdam for artists and gave birth to various cultural initiatives that now are established cultural institutions. This movement was linked conceptually to the myth of openness and tolerance. In the current situation, squatting is conceived of as a social and urban problem and is restricted by the laws. 16

Sommige instellingen weten deze ervaring effectiever uit te dragen door middel van hun communicatiestrategie, programmering en institutionele cultuur dan andere. Als een dergelijke binding met de stad en deze participatie bevorderende mechanismen ontbreken, is er slechts sprake van een bezoek aan een voorstelling of een expositie, en is de instelling niet meer dan een toeristische attractie. Voor kunstminnaars die liever de gevestigde, wereldberoemde kunstinstellingen rond het Museumplein mijden, bieden de Appel, Smart Project Space, Foam en Mediamatic een meer dynamisch, eigentijds perspectief op de Nederlandse en internationale kunst. Avontuurlijk ingestelde muziekliefhebbers gaan naar het Muziekgebouw aan t IJ, het Bimhuis, de Melkweg of Paradiso. Toeristen uit de omgeving van Amsterdam kiezen vaak voor De Nederlandse Opera, Het Nationale Ballet of Carré, terwijl Amsterdammers s avonds meestal naar de Stadsschouwburg, Frascati, de Brakke Grond, Podium Mozaïek of MC gaan. Anderen komen weer voor het Holland Festival, IDFA, Amsterdam Roots Festival of de Museumnacht. Een stad met twee verhalen: Over Amsterdam kunnen twee verhalen worden verteld: het ene gaat over het cultureel erfgoed, het andere over het heden en de toekomst van de stad. Er zijn allerlei programma s, activiteiten en voorzieningen in Amsterdam als centrum van cultureel erfgoed en Amsterdam als podium voor hedendaagse kunstvormen en culturen. Beide verhalen zijn essentieel voor de levendige sfeer in de stad en verdienen steun. Deze verscheidenheid wordt mogelijk gemaakt door subsidies van de gemeente, de landelijke overheid en andere subsidiegevers, en door de ondernemingszin van culturele instellingen. Tegenwoordig leiden netwerkactiviteiten en contacten in het buitenland tot coproducties, waardoor alternatieve financieringsbronnen worden aangeboord. Openheid en tolerantie: Dat een verblijf in Amsterdam zo n bijzondere ervaring is, komt ook doordat de stad open staat voor allerlei levenswijzen en wereldbeelden, iets waar Amsterdam wereldwijd vermaard om is. Wie aan de handelsstad Amsterdam denkt, denkt automatisch aan een plaats waar tolerantie, vrijheid en openheid heersen. En juist daarom was en is Amsterdam de ultieme bestemming voor mensen die naar alternatieven, naar het experiment en naar vernieuwing zoeken. Tijdens mijn rondgang wezen sommige informanten me op het veranderende klimaat in de stad (en meer algemeen in het land) en klaagden erover dat de vrijheid steeds verder wordt ingeperkt met regels, voorschriften en verbodsbepalingen. Kunststudenten en afgestudeerde kunstenaars gaven uiting aan hun ongenoegen over de voorwaarden waaraan ze moeten voldoen om zich als kunstenaar te mogen vestigen. Ook tolerantie kwam tijdens de interviews en gesprekken met focusgroepen vaak ter sprake; het woord heeft tegenwoordig een wat dubieuze bijklank omdat het superioriteit ten opzichte van getolereerde anderen suggereert. Aan de oppervlakte heerst eensgezindheid over begrippen als vrijheid en tolerantie in de stad, maar uit gesprekken die dieper ingaan op het dagelijkse reilen en zeilen van kunst- en cultuurinstellingen, bijvoorbeeld op hun personeelsbeleid, kunstproductie, programmering en investeringen in outreach- 17

20 The lack of affordable space in the inner city is one point that was raised specially by the younger generation. During the interviews I understood that young people consider leaving Amsterdam because of high rents and unavailable workspace to unfold or develop their creativity. However, though the city provides creative people with spaces outside of the city circles, young people (or creative actors in general) hesitate to relocate work to such spaces which are considered to be far away from the cultural and creative center. We all can agree that young artists are the figures that build the innovation and creativity which gives energy to Amsterdam. Losing the young artistic scene means losing the sub- and underground/ experimental culture. This vibrant young and creative scene is the reason why most young people or artists come to Amsterdam. In our interviews with artists, we were often told that Amsterdam is a destination for young artists because it has functioned as an incubator where young artists or artists who wished to change gears have come and met colleagues, experienced the city, experimented with their art and produced art. New centers: Within the last decade new centers have been part of the process of production in the peripheries. Amsterdam North is a good example of incubators in the creative and artistic industry. With the development of the area thanks to the artists working and creating in Amsterdam North, companies like MTV have moved into the area to be closer to the artists and the new creations. A similar development took place in the district of Westergasfabriek. Located just outside the city center it is a good example of both cultural entrepreneurship and a way to create new cultural spots. It serves as a meeting point and an off-the-center hotspot for arts and culture. On the other hand, these examples also represent a global trend of gentrification. Experiences in other parts of the world, including Istanbul, show that gentrifying abandoned industrial areas and old neighborhoods through arts and culture (by opening a museum or a gallery, or housing a theatre and a restaurant that serves until midnight) do enliven the neighborhood, yet in some cases result in inequalities, rising rents and eventually dislocation of local residents including artists, arts and culture producers to other parts of the city. It is necessary to find the balance and not to destroy good structures (festivals, events, etc.) and communities for the sake of real-estate development. City marketing and branding: In terms of city marketing there is a tendency to prioritize heritage over the contemporary face of the city. Heritage might be lucrative in terms of tourism, but contemporary culture is why people live in this city and it is also what keeps bringing people to the city again and again. A brief look at magazines and promotional material about the city demonstrates a lack of a common strategy. The image is far from promoting the participatory experience but rather the short lived and one dimensional visit. The diverse, avant-garde, alternative and experimental performances, events and spaces are hardly a part of the current city marketing. A networked city: Trevor Davies stated in 1999 that Amsterdam is losing its leading position. In this report we refrained from adopting a framework that aims at ranking Amsterdam among European cities. Amsterdam, like any city in Europe, has its own exclusive characteristics that cannot be compared on an objective basis. People might visit Amsterdam not for its performing arts programmes but perhaps for the feeling of walking in an open museum. They might as well choose not for the heritage at all but for the coffee shops. Therefore, we cannot talk of a simple ranking among New York, London, Berlin or Paris, as each of these cities offer different and uncomparible- experiences. Amsterdam 18
