1 For English, see below Het Klimaatakkoord hoeft geen tweede kredietcrisis te betekenen Het Concept-Klimaatakkoord houdt de gemoederen al maanden bezig. De doorrekening van het Klimaatakkoord die vandaag door het PBL werd gepresenteerd doet de financiële bezorgdheid onder de bevolking nog verder toenemen. Gelukkig onterecht, want er bestaan al fundamentele oplossingen voor de energietransitie die een minimale investering voor de consument vergen... Wen er maar aan Dat is wat minister Wiebes afgelopen december zei bij de presentatie van het Concept- Klimaatakkoord. Heel Nederland moet aardgasvrij worden, in 2030 moeten er al minstens anderhalf van de zeven miljoen huishoudens overgestapt zijn naar een duurzaam alternatief. Een verdere verhoging van de gasbelasting dreigt. Ook lokale overheden stellen flinke ambities: onder gemeenten lijkt zelfs een wedstrijd te ontstaan wie er als eerste CO 2-neutraal is. Terwijl de overheid de bevolking steeds meer onder druk zet om te verduurzamen, reikt ze geen fundamentele oplossing aan. Wat is een geschikt alternatief voor aardgas en wat gaat dat kosten? Het gasfornuis vervangen door een elektrische kookplaat is misschien nog te overzien, maar hoe zorgen we dat we er straks letterlijk warm genoeg bij zitten? De illusie van de warmtepomp De warmtepomp wordt te pas en te onpas als alternatief voor de gasketel genoemd, maar is een grootverbruiker van elektriciteit. Al leggen we het hele dak vol met zonnepanelen, dan levert dit zeker in de winter verreweg niet voldoende elektriciteit op. En dat terwijl het gebruik dan juist maximaal is. Als we massaal op de warmtepomp over zouden gaan en die van groene stroom willen voorzien, zullen dus vele extra wind- en zonneparken nodig zijn. Daarvoor is een flinke verzwaring van het elektriciteitsnet nodig en dus extra investeringen. Onder meer in Zeeland en het noordoosten van het land is het netwerk nu al te zwaar belast. En met alleen een warmtepomp ben je nog lang niet klaar: zeker oudere huizen moeten flink geïsoleerd worden en eigenlijk ook nog worden voorzien van vloerverwarming en een 1/6

2 goed ventilatiesysteem. Het gemiddelde huishouden is met gemak euro verder om hun huis aardgasvrij te krijgen. Tweestrijdig beleid De Rijksoverheid doet met het Nationaal Energiebespaarfonds een financiële handreiking door gunstige leningen voor de verduurzaming van het huis te verstrekken. En dat terwijl er in Nederland nog steeds sprake is van een zodanig hoge hypotheekschuld dat Klaas Knot, president van De Nederlandsche Bank, er recentelijk nog voor pleitte dat huishoudens meer financiële buffers aan moeten houden. Maar om onze huizen te verduurzamen worden we dus aangemoedigd om juist extra schulden op te bouwen. De oplossing? We zitten er bovenop! De hoofdpijn over dure warmtepompen en isolatiemaatregelen is gelukkig onterecht, want er bestaan al structurele oplossingen. Overheden zien deze alleen over het hoofd doordat zij zich letterlijk niet genoeg verdiepen in geschikte bronnen voor duurzame energie. Een voorbeeld van een beproefde oplossing die desondanks veel te weinig aandacht krijgt is Ultra-Diepe Geothermie (UDG). Bij geothermie wordt meestal alleen aan warmtewinning gedacht, maar niets is minder waar: het primaire doel van Ultra-Diepe Geothermie is elektriciteitsopwekking, waarbij met de resterende warmte onze huizen kunnen worden verwarmd middels een warmtenet. Met UDG kan ten minste een derde van Nederland worden voorzien van elektriciteit én warmte. Omdat dit warmtepompen en isolatie overbodig maakt, vergt deze oplossing ook nog eens een minimale investering voor de consument. Boor de juiste bron aan Als we een aardgasvrij Nederland willen worden zonder daarbij een nieuwe kredietcrisis te ontketenen, zullen overheden hun huiswerk beter moeten doen. De energiebehoefte moet in kaart worden gebracht, evenals de bronnen waar we die energie uit kunnen halen. De uiteindelijke structurele oplossing is een combinatie van diverse duurzame energiebronnen die allen aansluiten op één open warmtenet. Daarbij kan Ultra-Diepe Geothermie een relatief zeer grote bijdrage aan de nationale elektriciteits- en warmtebehoefte leveren, aangevuld met andere duurzame bronnen als waterstof, restwarmte en biomassa. Zo worden niet alleen klimaatdoelen, maar ook de spaardoelen van de consument behaald. EINDE PERSBERICHT 2/6

4 The switch to renewables should not imply another credit crunch According to the draft Dutch Climate Agreement, at least one-and-a-half million out of seven million households must have switched to a sustainable alternative for natural gas by This causes quite some financial concern among customers. This concern is needless: fundamental solutions for the switch to renewable energy already exist, and they require a minimum investment for the consumer. Just get used to it That is what the Dutch Minister of Economics and Climate Wiebes said when presenting the draft Climate Agreement in December The Netherlands must become independent of natural gas and the existing 'gas tax' may be increased even further. Local authorities also set high ambitions: among municipalities even some competition seems to arise to determine who is the first to be CO 2-neutral. The government is increasing the pressure for sustainability; however, it does not offer a solution. The feasible alternatives to natural gas and the investments they require are not clear. Replacing the gas cooker with an electric cooker won t be too much of a hassle, but how do we make sure our houses will be warm enough in the future? The heat pump is an illusion The heat pump is often referred to as an alternative to the gas boiler, but it consumes quite a lot of electricity. Even if we cover our entire roof with solar panels, this would not generate enough electricity to power it during the winter, when the electricity consumption is at its highest level. If all Dutch households would replace their gas boiler with a heat pump and power it with sustainable electricity, many additional wind and solar farms would be needed. This requires a considerable enforcement of the existing electricity grid and thus increased investments. In some areas, like Zeeland and the North-East part of the Netherlands, the grid is already used at its maximum capacity. Besides, with just installing a heat pump the journey to get your house sustainable is not yet finished: especially older houses need a lot of additional insulation, underfloor heating and a good ventilation system. This means that an average household needs to invest at least 70,000 euros to make their home independent from natural gas. 4/6

5 Conflicting policy With the National Energy Saving Fund, the Dutch government provides some financial support by granting relatively cheap loans for improving the sustainability of the house. On the other hand, the mortgage debt in the Netherlands is still at such a high level that Klaas Knot, president of the Dutch National Bank, recently plead Dutch households to maintain larger financial buffers. But for the sake of making our homes more sustainable, we are encouraged to put ourselves in extra debt. The solution? We are right on top of it! Fortunately, the worries about expensive heat pumps and insulation measures are unnecessary, because fundamental solutions already exist. The government overlooks those solutions because they do not sufficiently study the actual sources of renewable energy that are available. An example of a proven solution that nevertheless receives far too little attention is Ultra-Deep Geothermal Energy. Geothermal Energy is usually considered as a source for heat, but in fact the primary purpose of Ultra-Deep Geothermal energy is generating electrical energy. The residual heat can be used to warm our homes through a heat network. This solution has the potential to supply at least one third of the Netherlands with both electricity and heat. Because this solution doesn t require any investment in heat pumps and insulation, a minimum investment for the consumer is involved. Focus on the right source If we want the Netherlands to become independent from natural gas without triggering another credit crunch, the government should improve their research. The total energy consumption must be mapped out, as well as the available sources to mine that energy. The ultimate solution lies in a combination of various sustainable energy sources that all connect to one open (heating) network. Ultra-Deep Geothermal Energy would add a relatively large contribution to the national electricity and heat demand, supplemented by other sustainable sources such as hydrogen, residual heat and biomass. This way, not only climate objectives will be achieved, but also the savings objectives of customers. END OF PRESS RELEASE 5/6
