4 1 Goedkeuring verslagen (bijlage 1) AV:15 nov (bijlage 2, p.2) CoCo: 11 nov WV Sport: 5 en 19 nov WV Internationaal: 26 nov Bureau Internationaal: 19 nov DB Sociaal: 18 nov WV Sociaal: 4 nov Verslagen goedgekeurd 2 Goedkeuring agenda Er wordt een extra nota Vertegenwoordiging van de kringen op de wv s aan het begin van de operationele punten toegevoegd. Agenda goedgekeurd. 3 Strategische punten 3.1 Alma-enquête Haroun en Niek stellen de resultaten voor. Alma heeft nu een facebookpagina. Er wordt gevraagd om te massaal liken, want Alma is tof! Mogen de alma-mandatarissen met deze krachtlijnen verder werken? De conclusies zijn positief geformuleerd. De enquête werd afgenomen om de pijnpunten bloot te leggen, niet om wat er goed is aan te tonen. Daarom mag je die pijnpunten ook meegeven. Punt 2: Is lekker voldoende kwaliteitsvol? Kwaliteitsvol en lekker is niet hetzelfde. Afwisseling zorgt niet voor lekkerder eten, dat formuleer je dus best anders. Het zal opgesplitst worden in afwisseling en kwaliteit. Ook een apart punt voor vegetarische alternatieven. De Sint komt binnen en de Pieten doen ons pijn met chocolademunten en frutella s. Daarna geeft de Sint wat mandarijntjes aan brave AV-kindjes omdat hij hen misschien net iets te hard beledigde. We gaan verder met de alma-enquete. Bios wil tonijn van het menu, want dat is heel slecht voor het milieu (overbevissing). Verslag Algemene vergadering 2

5 3.2 Actuals De actuals kloppen niet en het werd niet geprint. De AV vraagt zich daarom af Waarom ze er dan bij moeten stil staan, want ze vinden dat er niet veel zinnig op gezegd kan worden op deze manier. Dit moet volgende week wel op RvS voorgesteld worden. Dan is het misschien toch beter even bekijken. Rien maakt het leesbaarder op het scherm. Hij maakt daarmee duidelijk dat ingenieurs toch niet zo goed met computers zijn. Sommige dingen zijn verkeerd ingeboekt, maar de bedragen zouden wel moeten kloppen. Verbeteringen: Er was geen financieel beheerder vorig jaar. Vorig jaar was die er niet. Alles moest achteraf gedaan worden. Nu hebben we die wel en zal alles beter opgevolgd worden qua financiën. De posten die er nu in de begroting staan, zijn niet hetzelfde als in de boekhouding. Dit zal worden aangepast worden. Er was ook een dubbele boekhouding: LOKO en DIDO. Nu is er nog maar een, enkel Dido, dit zal al veel makkelijker zijn om de boekhouding te doen. Boekingen worden nu meteen in het actuals document ingevoegd. De boodschap voor de RvS presentatie zal zijn dat de bedragen kloppen, maar dat LOKO de bovenstaande verbeteracties zal implementeren om de boekhouding ook juist te kunnen afleveren. Nog een aanvullende verbeteractie wordt geopperd vanuit de AV: een auditcommitee? Dat idee bestaat al, de RvB wil een PCC. Er is nog geen PCC, omdat er geen kandidaten zijn. Dit zou samengesteld worden met mensen van LOKO en de AV samen. De RvB wil dit heel graag opgevuld zien. Kandidaten zijn dus welkom. De AV wil wel dat de actuals nog verbeterd worden indien mogelijk voor de volgende RvS. De AV keurt de actuals niet goed, maar deze uitleg mag naar RvS. 3.3 Actuals 24 urenloop Ulyssis roept nog cijfertjes om de actuals compleet te maken. Brico is 900% van de begroting. Het is wellicht fout geboekt geweest vorig jaar. Joris wordt geloofd. Actuals worden goedgekeurd. 3.4 Partycipation Partycipation is no more. LOKO wil nog wel iets doen om diversiteit dichter bij de studenten te brengen. Er zal een fototentoonstelling plaats vinden waarmee aangetoond wordt waarmee Leuven een diverse stad is. Het is een leuk idee, maar het lijkt hoogdrempelig. Zo gaan we maar een kleine groep betrekken. Verslag Algemene vergadering 3

6 3.5 Evaluatie LOKOmotion Een presentatietje van wat de WV zei. Extra comments van de AV: Wanneer de zaal wordt afgesloten, werden shifters niet meer binnen gelaten. Er moet dus een manier gevonden worden om hen toch binnen te krijgen. Er waren geen bandjes voor shifters die maar één shift doen. Zo is er soms verwarring wie zomaar binnen mag en wie niet. Shiftverantwoordelijken was niet te vinden, die liep rond. Een centrale post voor shifters. Giovanni vond dat Toon langer moest wakker worden. Kleine artiesten moeten aangesloten worden bij Sabam voor ze er komen draaien. Zo worden boetes vermeden. Waarom sluiten de fakbars niet? Denk daar eens over na binnen jouw kring. Sommigen sluiten wel; een mooi teken van solidariteit. Moeten we die zaal extra niet toch hebben als er zoveel mensen niet binnen kunnen? Grote namen verspreiden, kan dat niet helpen? Te weinig mensen om de massa tegen te houden aan Alma 2. Herashekken konden in de plaats. Maar dat mag niet want dat is een nooduitgang. Je kan die zo wel opstellen dat ze de doorgang niet blokkeren en dat het dus wel kan. Communicatieoplossing: infoborden met de capaciteit van de zalen verspreiden over Leuven. Niet iedereen kan op facebook op de avond zelf. Albatros kreeg geen promotie, daarom dat het niet aansloeg. Er was ook geen headliner voor. Eerlijkere shiftenverdeling. Dat kan alleen als de kringen gemixt worden, maar dan is het groepsgevoel, kringgevoel weg in de zalen. De shiftenverdeling wordt verder bediscussieerd op de WV. De bewoners informeren is blijkbaar niet gebeurd. Zorgen dat iedereen content is, is een taak voor LOKO. LOKO moet dat nog nakijken. De herashekken van Sociale Wetenschappen staan nog altijd aan de Alma. De toekomst van LOKOmotion wordt besproken in de werkgroep. Daar mag je alles komen vertellen van ideeën over Brabanthal en andere. De consensus wordt daar gezocht en dat zal dan aan de AV voorgelegd worden. 3.6 Evaluatie Dictee Geen extra opmerkingen, buiten dat het tof was dat het dictee minder moeilijk was. 7 4 Operationele punten 4.1 Vertegenwoordiging kringen op de wv s Coördinatoren zijn ontevreden over de opkomst. Lage opkomst zorgt voor weinig inspraak en Sander en Karel missen die. Ze leggen even uit waarom het belangrijk is om wel te komen. Na te lezen in de nota. Nog een reden om te komen: Après-wv s zijn kei leuk. Het is moeilijk voor de vertegenwoordigers om aan te sluiten. Kunnen ze niet ingeleid worden? Er waren infosessies op het kringsymposium om in te leiden voor sociaal en internationaal. Er was maar weinig opkomst op het kringsymposium, sociaal werd daarom afgelast en internationaal ging door met vier mensen. Werkvergaderingen in de week werken niet, want kringactiviteiten gaan voor. Vorig jaar was de WV Internationaal op vrijdag en toen vroeg de WV om het in de week te doen, omdat ze vrijdag liever naar huis gingen. Internationaal houdt de WV daarom nu in de week. LOKO International en Sociaal doen hun best om rekening te houden met jullie feedback, maar de inzet moet van twee kanten komen. Het is spijtig dat de kringen hun activiteiten laten primeren op de inhoudelijke werking; moet echt iedereen van het presidium op elke activiteit aanwezig zijn? Expertise bouw je ook op door naar de WV te komen. Je wordt er mee ingeleid in de dossiers. Wanneer je blijft komen, dan ga je de materie eigen maken. Geen discussie meer op de AV is misschien een fout. Kringen kunnen niet altijd iemand sturen en dan kan de input nog komen op de AV. Input via mail kan makkelijker komen wanneer de agenda vroeger meegedeeld wordt. 4.2 Herinnering plakregels en overtreders Sander legt de plakregels nog eens uit. Marrit legt de sancties uit voor overplakken en geeft enkele voorbeelden van hoe het niet moet. Palen tellen niet voor plakregels. De palen aan Alma mogen niet beplakt worden. Alsook de palen aan De Spuye mogen niet. Klamme hand plakt overal. Kunnen we daar iets aan doen? Waarom geen waarschuwingen, iedereen kent die toch? Om dat we de nietgeïnformeerden niet willen afstraffen, maar vanaf nu gaan we dat dus wel doen. Die regels liggen toch al heel lang zo vast? Overtredingen moeten dus een waarschuwing krijgen. Vanaf volgend jaar op Midweek plakregels overlopen en vanaf dan meteen waarschuwingen geven. 4.3 Figuranten filmpje Er wordt een filmpje gemaakt om de stad te wijzen op de slechte kwaliteit van straten, voet- en fietspaden. Er zijn een paar acteurs nodig die vallen over slechte wegen, rolstoelgebruikers die niet op het voetpad kunnen, etc. De vraag om de oproep te verspreiden in kringblaadjes etc wordt gesteld. 8 Waar? Verzamelen op LOKO. 4.4 Update Sport Er was RvB van het USC. Er zou een nieuwe sporthal komen ipv de renovatie van de KBChal. Jammer, maar een nieuwe sporthal is misschien wel ok. Er zijn 4 units in deze sporthal. De Spuye is open, als in: er is licht en je kan er studeren. Er is nog geen nieuwe uitbater, dus er werd om drankautomaten gevraagd. Nieuwe uitbater wordt op de lange baan geschoven. Wednesday s sportfever: LOKO Sport geeft daar centjes aan. Waarom? De sportraad deed dit vroeger. Door de hervormingen mogen we van geluk spreken dat die sportfever nog bestaat en dat KHL die nog half financiert. Verkoop sportkaarten. Ongeveer 50% van de studenten heeft een sportkaarten. 4.5 Update Beiaardcantus en LOKO-ncepto-motion Beiaardcantus mag doorgaan. De AV zingt Io Vivat. Uitnodiging voor de twee werkgroepen versturen naar kringen-preses. 4.6 SOS Blok Vrijwilligertjes gezocht die tijdens de blok blokkende studentjes willen helpen. Aanmelden via loko@loko.be of facebookgroep ( Dit moet ook g d worden naar de AV. 4.7 AV onder voorbehoud Die op 20 december, die gaat dus door. Gewoon na de Stura want die doen er ook een. Er wordt gevraagd om het op een ander moment te doen, maar dat kan om vele redenen niet. Meerderheid van de AV zal aanwezig zijn. 5 Uitnodigingen 6 Varia LBK organiseert een kerstboomverkoop voor Haiyan. Wie kleine kerstboompjes wil, kan ze bestellen bij LBK en ze leveren die. Er komt binnenkort ook een mail. Weinig volk voor de slotevent voor Haiyan. De locatie was niet vermeld in de mail. Haiyan leverde veel centjes al op. Dank u wel aan de kringen die geholpen hebben. Plan Sjarel: identiteit nakijken wanneer ze binnenkomen. Farma had mensen die geen mensen van farma waren. Industria en LBK mag geen stickertjes plakken. Die stickertjes zijn van den deli, maar die mogen ook niet geplakt worden. Industria is verantwoordelijk voor hun fakvolk. LOKO Sport onderzoekt een survival run met Apolloon. 9 LOKO LOKO INTERNATIONAL COMMUNICATION ANNELIES HOSTE Work meeting LOKO International 17 December 2013 NOTA English translation websites faculty student unions 1. Introduction 1.1 Student population Facts and actuals In the academic year, there were in total students in Leuven, whereof international students, this is 16.3% of the student population. Among those international students, half of them come from within the EU (3 455) and the other half comes from outside the EU (3 269) Common language The majority of the international students follows an English program, hang out with other international students and do not try to learn Dutch because they simply do not need it. Because the university and the faculties provide a complete English exchange, the faculty student unions should do the same, also on their websites. 1.2 Integration international students LOKO International tries to integrate the international students in the Leuven student life. Keeping into account that the international students mostly use English, information about the student union, the activities they organize and about essential services they provide (like the bookshop) should be provided in English. 1.3 Approval The essential information details, discussed on the AIS meeting last year and on the LOKO International meeting of November 5 th 2012 (Annex LOKO Int. WM ), were approved by the LOKO International Meeting of November 9 th 2013 (Annex LOKO Int. WM ) and include the following topics: - Description of your union - Bookshop information - Membership information - Activities - Sports - Contact information Nota English translation websites faculty student unions 1

10 On the last LOKO International Work Meeting we all agreed that these topics must be translated as soon as possible. 2. To do s 2.1 Deadline The topics we agreed on should be translated as soon as possible and before the Orientation Days. This way, incoming students will be able to look up some information about their exchange city and her organizations. Our main goal is to provide fully translated websites for all incoming students. This is a goal we are all working for together. 2.2 Must do s and can do s There are six must do-topics 1. Description of your union Explain what a union is and tell something about your history. You can also mention the current members of the union and what they do. 2. Book shop information Provide information about the location, office hours and how your book shop system works (ordering by mail/special days of mass selling/ ) 3. Membership information Give details about the conditions, the price, where to get it, 4. Activities International students like to go to typical activities with Belgian students, but if they do not get information in English, it is hard for them to know about these things, so they just stay in their Erasmus circle. Provide a small explanation about your event, the date and place, the price,. 5. Sports Students are very interested in sports and it is a nice way to start bounding while playing sports together. Provide information so that the students can easily come to your sport events. 6. Contact information Obvious but easily forgotten. Internationals students with questions should know how to get in touch with the faculty student unions. Furthermore there are also can do-topics. These topics were not agreed upon, but they could be useful for the international student. 2.3 Support from LOKO International If anyone has trouble translating parts or special documents, they can always ask LOKO International for some support. You can also send in texts to get it checked on spelling mistakes. LOKO International works with people from The Voice and other volunteers. 11 International Communication 3. Long term 3.1 What needs to be translated and why does it need to be translated? On long term (the start of the academic year ) we aim to have fully translated websites. This is necessary to integrate the international students in the best possible way. 3.2 Support from LOKO International The LOKO International team will provide support for all who ask. 4. English communication on other communication platforms 4.1 Facebook events and posts Provide an English translation of the event details and put something like ***English version below*** above the Dutch text. Furthermore, post updates in Dutch and English. 4.2 Other social media When the student faculty organization uses other social media, like Twitter or Google+, also post in Dutch and English. 4.3 Offline communication platforms When using banners, posters or flyers, think of the international students too. Especially for flyers, this is easily solved by using the backside of the flyer for the English translation. 4.4 Support from LOKO International The LOKO International Team will support every organization that needs some help with translating. 5. Annexes 5.1 Lie of the land This is the situation checked in the end of November 2013 and the beginning of December It appears that a lot of organizations still need to get some must do s translated. The membership application was added after a member of the AIS made the comment that this wasn t translated for her faculty association. 5.3 LOKO Int. 19 1. Why an international student survey? There was no survey held that questions the well-being of international students. Therefore, LOKO International held it for the second time last year. It was the only way to have more diverse and widespread input of international students. Despite the many efforts to announce the survey, the response was low. Though there are opinions of every faculty and every programme collected in this survey. The survey can be run more professionally and should be carried further with the support of the Cell International Students. However, for now, this is the only direct feedback we have from international students that were in Leuven for a year and it s the most objective feedback of international students that is out there at this moment. The questioned subjects were: Information prior to departure Arrival in Leuven: the registration process Accommodation Orientation Days The Buddy Programme Education at KU Leuven LOKO (International) Student Unions (Kringen) International Student Associations (recognized by LOKO) ESN Leuven (separate because LOKO had a close cooperation with ESN during and it was necessary for the evaluation) Social life in Leuven Pangaea The Voice This note will focus on matter relevant for student organizations. Those who want to read everything and see the results in detail can ask for a copy via international@loko.be. The copy is 54 pages long, that s why it is not printed out for everyone. As the results of the survey will be used for cases too, the information could be presented when a case gets presented. 1.1 The results of the student survey in the future LOKO International will use these results for its representation of international students in the Student Services at Campus KU Leuven. The results on education will be send to Student Council KU Leuven, as this is clearly their responsibility now. The results about unions and ISA s are presented at the Work Meeting, so unions and ISA s can think about their operation. Nota International Student Survey 2

20 2. The interpretation of the International Student Survey 2.1 LOKO (International) Acquaintance with LOKO (International) 94% of the students knew LOKO (International). This is not very representative, because this could mean that the majority of the respondents answered the survey via announcements on our Facebook-page. More organizations should share this survey with their members. 48% of the respondents got to know LOKO International by participating at the Orientation Days. Therefore it is a smart move to join in the Orientation Days for LOKO International. 28% via Facebook, thus that way of communication seemed to have an added value. It was directed on informing students about integrative student events, warning them for potential dangers in Leuven and at KU Leuven. 19% got to know us via other ways than the suggested. The answers can be directly linked to our operation, as The Voice, Pangaea and the AIS. So all these implementations in our operation proof to have a way of connecting/informing international students to us. Only one person got to know LOKO International by searching through Leuven. It could be interesting to research on how to improve that. Nobody got to know LOKO (International) through our activities, which is very surprising given the big scale of some of the LOKO events, as there are LOKOmotion and 24 Hours Run. This seems to support the theory that the communication and promotion of these events wasn t directed enough towards international students or that it wasn t clear that LOKO was the organizer of these events Visibility of Think Abroad Month 41% of the respondents didn t hear about Think Abroad. This shows that the communication and promotion of the Month was very low, as 94% of the students did hear about LOKO International. Improvements were added this year Things to learn from the comments Some comments to think about: I think that LOKO should become more confident to affect the scene in Leuven. There isn't anyone who is standing up and really trying to shape the culture of this city that we all live in. Towards these ends I identify two problems which Leuven locals (who are the people who are taking a sense of ownership of this space) face: 1) many of the residents leave town on the weekends 2) many of the residents have the mentality of a visitor. I think that this visitor mentality would be okay, but only assuming there are other's around who are playing the role of inclusive host, but it appears that Belgian culture is such that the homelife on the weekends is valued more than the 'university life' which is no problem. But in that case, the international community could take a more active role in making a sort of 'home life' in Leuven, rather than simply standing around waiting for parties to get organized. I am aware this may be vague, for that I am sorry, but I'll leave it at that. Keep up the intentionality! - I think it's a great idea to have a separate "department" of the students association just related with the international students. I myself am part of the students association back in my home university and this is something that we're thinking of creating. - What I mainly would like, personally, are: 1. Welcome week-ends and events in student circles for both international and Flemish students, with translation. Breaking the ice at the beginning with internationals is key. 2. Optional Dutch language courses as credit. Credit is crucial to motivating international students doing their Masters, or soon, PHD here, to learn Dutch. Some may well stay in Flanders for a while afterwards, and such an option may well increase integration and assimilation in Leuven, generally, not just in KUL. - Keep it up, you've got your work cut out for you! But people do appreciate what you do! - The office is either unlocked but empty or Nota International Student Survey 3
