General conditions Article 1.1 The 61th Ronde van Midden-Nederland, hereafter called the race, will take place on August 26-27, 2017, and is organised by Stichting Wielerpromotie Midden-Nederland, hereafter called the organisation, which is at the same time holder of the race license (KNWU), the permits and dispensations. These documents are available for review from the secretary of the organization. Article 1.2 The race is being judged according to the categories of Men Elite and U23, and the category of the race is UCI 2.2. The race is part of the UCI Europe Tour. In agreement with the UCI regulations, the points will be awarded for this classification. The points table can be found in the attachments. Article 1.3 This race is, in agreement with article of the UCI regulations, open for Professional Continental Teams from The Netherlands and two procontinental teams from abroad, Continental Teams, National Teams, Regional and Club Teams. In agreement with article of the UCI regulations, the number of riders per team should be a minimum of 5 and a maximum of 8. The subscription for the teams will take place through Cycling Service, after selection by the organisation.

8 Article 1.4 The race is held under the supervision of and according to the regulations, annual amendments and further stipulations and instructions of the UCI, the KNWU and the organisation. Article 1.5 For the individual classification the prize scheme for the UCI Category 1.2 is applicable. The prizes are listed in the attachments. All amounts, both prices and compensations, will be paid through Cycling Service. Article 1.6 The penalty scheme of the UCI is applicable in this race. Article 1.7 If a rider does not follow these rules and regulations, the rider or team member may be expelled from this race or the escort involved may be subjected to sanctions. Article 1.8 In situations that are not anticipated by these regulations, the commissaires will decide on issues concerning racerelated aspects, and the organization will decide on issues concerning organisational aspects. Article 1.9 A protest can be filed with the president of the commissaires panel immediately after the race. The president can be found in the commissaire unit. Article 1.10 The organisation does not accept any liability for accidents and/or damages to third parties, neither before, during nor after the race. Article 1.11 For the organisation the environment is very important. Participants are asked not to litter alongside the road other than in the indicated Green Zone, which is located just after the feeding zone and around the finish (first passage). 2. Race conditions Article 2.1 The race amounts to the distance of 198 km for the stage on Sunday and 26.5 km for the Team Time Trial. The route of the race is signposted. (orange signs with arrows) The participants are expected to be informed about the route to follow, and of the regulations, stipulations and instructions of the UCI, the KNWU and the organisation. Article 2.2 The final list of participants will be handed timely to the team managers and the commissaires in the Race Headquarters. If possible, the list is also available at the start location of the race. Article 2.3 The distribution of the body numbers and frame numbers takes place on Saturday 26 August, from 11.00h but no later than 12.45h in the Race Headquarters. The body numbers should be picked up by the team manager or someone empowered on his behalf with proof of the valid licenses of the participants and staff. After the race the numbers do not need to be returned. Article 2.4 Digital time registration will be used. The transponders will be provided by KNWU and will be distributed together with the numbers. Dutch riders already have transponders used by the system of KNWU. After the race, these transponders have to be returned directly to the commissaire unit. All riders have to start with a correct transponder.

9 Article 2.5 Race information will be given on Radio Tour. The frequency is MHz. Article 2.6 There are two broomcars in the race, one for riders and one for material. The broomcar for the material is recognizable by the broom and is the last vehicle in the race. Article 2.7 The riders and their escorts are obliged to follow all instructions from the police, the commissaires and officials and support staff, appointed by the organisation. The disregard of these instructions will at least result into a disqualification from the race. Article 2.8 The medical care during the race is provided by doctor L. Bont and paramedics of the EHBO Vereniging Zuilen. There is also an ambulance present in the caravan. The hospitals along the route are listed in the attachments. Article 2.9 The eventual Anti-doping control will take place in the doping unit of Sportscom. This unit is situated close to the commissaire unit. The assigned riders will be escorted from the finish to the doping unit by chaperones, who are appointed by or on behalf of the organisation. 3. Stage 1: Team Time Trial 26 August 2017 Article 3.1 The start of the Team Time Trial takes place on Saturday 26 August at hr. The teams will start with an interval of 3 minutes in reverse order of the starting list. The starting list has been composed by the organisation in cooperation with the jury. The list will be published the latest the day before the race giving the teams the opportunity for an optimal preparation. The teams will ride two times a lap of km. Total distance of the Team Time Trial is km. In order to avoid overtaking as much as possible the teams will start in blocks of 5 teams. See attachment. Article 3.2 The start of the Team Time Trial is located at the N225 in font of number 9. The finish of the Team Time Trial is located at N225 just before the entrance of Kaap Doorn. 100 meters after the finish the teams who finished the race will leave the circuit in order to avoid clashes with teams still entering their second lap. Article 3.3 The time of the fourth rider of the team passing the finish line will be used for the classifications. Based on ranking in the classification of the Team Time Trial riders will get the time distance for the general classification. See the scheme in the attachments. Riders who lost contact with their team will get the real time distance for the general classification with a maximum of 1.30 minutes. Article 3.4 Riders who do not finish after riding the full distance of the Team Time Trial cannot take departure on Sunday s stage. In case of abandoning the race due to an accident or incident the jury can decide not to apply this rule. Article 3.5 The winning team will be asked for the ceremony on Sunday morning at the end of the Team presentation.

10 4. Stage 2: 27 augustus 2017 Article 4.1 The start and finish of the race are situated at the Orteliuslaan in Utrecht. The riders assemble at the start as directed by the commissaires and the organisation. The signing of the attendance roster is mandatory before the start. This is possible starting from 11.00h. in the immediate vicinity of the start. During the signing the teams will be introduced, according to a time schedule that will be handed over during the meeting of the team managers. In principle presentation on stage is done in reverse order of the result of the Team Time Trial. Article 4.2 The neutralized start of the race will take on Sunday, 27 August at exactly 12.00h. The riders are required to appear at least 10 minutes before the start, being in the possession of their body numbers, which were distributed by the organisation and must be clearly visible. Also the frame numbers and the transponders should be mounted at the correct position on the bicycle. The official start of the race is situated at the Waterlinieweg near stadium Galgenwaard. The neutralisation amounts to the distance of 5,0 km. Article 4.3 As far as authorized and equipped with a slip of the organisation and/or the KNWU and a radio receiver, the vehicles of the following caravan will line up at the Orteliuslaan. The joining by non-official personnel and/or vehicles is forbidden. In agreement with the race management they will be removed from the caravan by the police escort. Article 4.4 At locations that might be dangerous, the organisation will place officials with a yellow flag and a whistle. The riders need to navigate at these locations with the utmost attention and care. Article 4.5 The feeding zone is situated at the Autoweg in Remmerden, after 91.1 km. Article 4.6 Wielerauto Borculo will provide technical assistance with 3 neutral cars during the race. Article 4.7 It is strictly forbidden for the riders and/or their escorts to make use of the cycling paths along the side of the road. Article 4.8 Riders with a gap larger than 5 minutes behind the bunch will be taken out of the race by the commissaires or the police. Article 4.9 The race closes latest about 20 minutes after the arrival of the winner (maximum allowed distance behind the winner is 8% of the time of the winner) or immediately after the arrival of the broomcar. 5. Classifications, prizes and intermediate sprints Article 5.1 General classification: After calculating times/bonus seconds of the Team Time Trial, the bonus seconds and times of the stage an individual general classification will be composed. Article 5.2 Young rider classification. Based on the general classification a classification will be made for participants in the category U23.

11 Article 5.3 Mountain sprint classification: During the race 6 sprints are part of this classification, after 28.2 km (Pyramide Austerlitz), 43.9 km (Ruiterberg), 60.2 km (Amerongse Berg), 85.0 km (1e passage Grebbeberg), km (2e passage Grebbeberg) and 117,1 km (Paardenveld). Five different climbs are nominated for the Mountain Classification. All climbs are listed in the same category. At each sprint the first three riders will get 3, 2 and 1 point respectively. Winner of the classification is the rider with most points after 6 sprints. When having equal points the number of sprints won is decisive. When this is also equal the result of the stage is decisive. In order to win the prize the rider has to finish the race. Article 5.4 Most competitive rider: during the race the most competitive rider will be awarded by the press. Article 5.5 Intermediate sprints: During the race there are 3 intermediate sprints. At the sprints bonus seconds for the general classification are given. At each sprint the first three riders will get 3, 2 and 1 second bonus for the general classification. Sprint 1: 60.2 km (Amerongse Berg) Coincides with Mountain sprint classification Sprint 2: km (2e Passage Grebbeberg) Coincides with Mountain sprint classification Sprint 3: 179,8 km (First passage of finish line) Finish: At the finish the first three riders will get 10,6 and 4 seconds bonus for the individual general classification respectively. Article 5.6 After the race, the following riders will attend the ceremony: The winner, second and third rider of the individual classification of the race. The winner of the Mountain Classification. The most competitive rider. The winner of the general classification Article 5.7 Special jerseys will be given to the leaders of the general classification and the Young Rider classification. In case one rider is in possession of both jerseys the rider placed second in the Young Rider classification will wear the corresponding jersey during the race. The schedule is based on a speed of 50 km/hour. Please not that the final starting times will be handed out to the teams at the team managers meeting. This schedule is only for indication.
