3 3 Waarom? Waarom zien we niet meer en beter voorbeelden van energiezuinige producten en gebouwen, of denken we dat dit altijd meer moet kosten? Waarom leveren marktpartijen deze producten niet, is dat alleen omdat er geen vraag naar is? Laten we zoeken wat het beste is om te doen en niet wat het meest gebruikelijke is. Seneca

4 4 Waarom Constante uitdaging om publieke diensten en producten te verbeteren (met beperkte budgetten) en daarboven: Energiezuiniger (energielabels) Duurzamer (lagere CO2-voetafdruk) Focus op publieke aanbesteders om innovaties uit te lokken. maar

5 5 Maar: Bestaande aanbieders van diensten en goederen kunnen niet op voldoende schaal of met voldoende snelheid de nodige veranderingen doorvoeren Totaal nieuwe oplossingèn zijn nodig Zonder deze oplossingen dreigt mislukking; - innovatie is dus noodzaak Willen we actief innoveren en een nieuwe standaard zetten, of blijven we wachten op de markt????

6 6 Problemen bij Inkopen van Innovaties : Aanbesteder Innovatie vereist een andere aanbestedingsproces: Andere manier van specificeren, Andere manier van aanbesteden, Andere gunningscriteria. Risico s en onzekerheden Onzeker of aanbestedingproces zal leiden tot goede selectie van marktpartijen, Onzeker of de markt kan leveren (tijdig, werkend, aanvaardbare kosten).

9 9 Succevol Innovaties Inkopen Success hangt af van het mitigeren van risico s door zowel aanbesteder als marktpartij. Is het er op tijd? Werkt Ik heb vertrouwen in het? Kunnen we het een goede uitkomst toepassen? Is het mijn Dit is een goede (voor)investering business case waard? Vroeg communiceren met de markt is een wijze om commitment te krijgen en risico s goed neer te leggen.

16 16 NHS Rotherham FT Began with an opportunity: complete ward refurbishment over 8 years Vision of the CEO: Hospital of the Future, modern, hotel feel Current wards have poor, inefficient lighting as well as being a cluttered space, little storage New and emerging lighting technology were promising to be smart and ultra efficient Stimulating better, cost effective innovative solutions

A step change in patient experience i.e. creating a pleasant healing environment with patients being in control of bed zone lighting levels and ambience and provide the lighting to perform clinical requirements and incorporating measures to reduce the risk of hospital acquired infections; 2. A demonstrable step change in energy efficiency with progressive improvements in energy efficiency and operational performance over the life of the project; 3. A fully installed, maintained and future-proofed service

41 41 Markt Ontmoetingsdag Rotterdam: 17 januari 2012, circa 60 personen/bedrijven Zeer informatief (& leuk om te doen) Marktpartijen: positief, maar ook verbaasd (géén eisen?, praten over problemen), Erasmus MC: enthousiast ( opwinding in de zaal) Hielp bij overbrengen van uitdaging, commitment bij marktpartijen, proces en matchmaking Heeft effect gehad op aanbestedingsstratgie!

42 42 Eerste resultaten (juni 2012) Concurrentiegerichte dialoog (Europese aanbesteding): Fase1: kwalificatie-fase (PQQ) pro innovatie, geen harde eisen behalve uitsluitingsgronden, 10 inschrijvers (van MKB tot multinational, diensten & productenleveranciers, vertrouwde & geheel nieuwe aanbieders), partijen hebben moeite met proces (nieuw & oud). Fase 2: Voorlopig 8 partijen toegelaten tot dialoogfase Hebben we er uit gehaald waar we op hoopten?????

Thinking ahead: Strategic planning, allowing time, thinking ahead, part of the planning process, understanding future business needs. For new projects: Front End planning, strategic awareness and business case thinking 3. Understand the supplier perspective, encourage and reward innovation at all stages of the procurement process 4. Be a demanding customer: defining requirements and unmet needs, fit for the future, set new standards 5. The value of multi-disciplinary teams: break down barriers between departments 6. Use output based specifications: define the problem not the answer

Do it simple stupid! 11.Collaborative procurement: support access to the wider market, get other customers involved 12.Legal framework for innovative procurement: what EU legislative acts allow and actually encourage to procure innovatively

46 46 Conclusie: FCP vs. standaard aanbesteden Willen gaan voor de beste oplossing; niet één die er nu Functioneel specificeren in plaats van voorschrijven en normen Oplossingen worden niet gehinderd door de voorschriften of eisen aan het eindproduct/dienst. Maar ook: Kost meer tijd, zeker de eerste keer. Vraagt om commitment van de interne organisatie!
