Kernvraag: Waarom gaat er in de bouw zoveel zo gruwelijk mis? Problemen houden verband met een volledige miskenning van de Principal Agent Theory die in de bouwwereld nauwelijks bekend is Naarmate projectcomplexiteit en risico s toeneemt neemt noodzaak tot kennisuitwisseling tussen partners toe en daarmee de noodzaak van professioneel opdrachtgeverschap Voor complexe bouwprojecten geldt: relatiekwaliteit gaat boven contractkwaliteit / Industrial Engineering and Innovation Sciences PAGE 1 1

2 Een simpel voorbeeld Spoorbrug over Twentekanaal wekenlang 'potentieel onveilig' Treinreizigers tussen Deventer en Zutphen zijn eind 2011 zeker een maand over een spoorbrug gereden die niet goed was verankerd. Monteurs van spooraannemer VolkerRail, die afgelopen najaar aan de brug werkten, hadden de bouwplaats verlaten zonder hun werk te voltooien. Experts van zowel ProRail als een extern adviesbureau, achtten de situatie onveilig. Dit blijkt uit documenten van ProRail die in het bezit zijn van de Volkskrant. Spoorbeheerder ProRail heeft VolkerRail voor het incident bestraft met een uitzonderlijk hoge boete van 115 duizend euro. Het incident speelde zich af bij de spoorbrug over het Twentekanaal bij Eefde. Honderden passagierstreinen passeerden de brug in de periode dat deze aan de zijde van Deventer nauwelijks was geborgd. Spoormonteurs zijn niet verbaasd over het incident. Ze maken zich al langer zorgen over de kwaliteit van het spooronderhoud. ProRail heeft zelf geen onderhoudsploegen in dienst, dit werk wordt uitbesteed aan particuliere aannemers. Door de hevige onderlinge concurrentie tussen de aannemers zijn de vergoedingen die de bouwbedrijven voor het onderhoudswerk ontvangen met tientallen procenten gedaald. Het prijsniveau ligt nu zo laag, zeggen de monteurs, dat de kwaliteit van het spooronderhoud eronder lijdt. Oorzaken voor het falen van bouwprojecten moeten worden gezocht in de Principal Agent Theory en de lessen die hieruit kunnen worden getrokken Thema s: Wat is de Principal Agent Theory precies en welke lessen kunnen hieraan worden ontleend? 4 Relevant theory Principal Agent Theory Principal Agent theory Principal Agent theory deals with the Principal Agent problem ie. the problem that occurs when cooperating parties have different goals and division of labor (Eisenhardt, 1989, p. 58) One party (principal) delegates work to another party (agent), who performs that work 4

5 Principal Agent theory The Principal Agent problem arises when: The desires or goals of the principal and agent conflict (Goal Incongruence) It is difficult or expensive to verify what the agent is actually doing (Information Assymmetry) Parties have different attitudes towards Risk and Risk Sharing Moral Hazard might occur Principal Agent theory Principal Agent Theory differentiates between two types of contracts: Behavior oriented contracts: these specify in detail the actions to be performed by the agent Output oriented contracts: these specify the output to be produced and the gains and pains to be shared from the outcome Proposition 1: When the contract between the principal and agent is outcome based, the agent is more likely to behave in the interests of the principal. Proposition 2: When the principal has information to verify agent behavior, the agent is more likely to behave in the interests of the principal. 5

8 Basismodel Wetenschappelijke relevantie Ketensamenwerking kan positief uitwerken op innovatie in een sector Contractvormen lijken van invloed op innovatief gedrag van aannemers en leveranciers Verschillende contractvormen hebben verschillende effecten Prestatiecontracten (PC s) lijken positief uit te werken op innovatie.. For complex projects, that require a high level of knowledge exchange parties should opt for (supply chain) collaboration Best Value Procurement applied to select contractor Supply Chain/Building Team for execution phase For simple projects, that require very little knowledge exchange, competitive tendering seems the favored option to get best value for money / Industrial Engineering and Innovation Sciences PAGE 26 Managerial implications Simple, consistent purchasing processes and a clear purchasing governance at the Principal s organization are necessary conditions Careful selection of right type of contract Careful management of contractor relationships For complex projects Early Contractor Involvement is recommended Effective knowledge exchange is facilitated by compatible information systems: using BIM-system is a prerequisite Joint cross organizational TEAM building in knowledge-intensive and complex construction projects is recommended / Industrial Engineering and Innovation Sciences PAGE 27 14
