4 v o o r w o o r d Innovatie is niet meer weg te denken uit het economisch leven in Vlaanderen. Net daarom is het denken over innovatie zo belangrijk. Innovatiebeleid zou immers niet mogelijk zijn zonder ideëen over hoe we alle actoren in onze samenleving zoveel mogelijk kunnen aanzetten tot innovatie. In Vlaanderen zijn er gelukkig heel wat instellingen en organisaties bezig met het verzamelen van ideëen over innovatie, innovatiestrategie, kortom bezig met strategische intellligentie over innovatie. De voorliggende IWT-studie laat deze instellingen aan het woord, over hoe ze hun rol zien op dit terrein. Zo is er de Vlaamse Raad voor het Wetenschapsbeleid die een belangrijke rol krijgt toebedeeld als adviesraad inzake wetenschap en innovatiebeleid en die het beleid bijstaat in het nemen van soms moeilijke beslissingen op dit brede domein. Het Vlaamse Parlement laat zich reeds enkele jaren bijstaan door het Vlaams Instituut voor Wetenschappelijk en Technologisch Aspectenonderzoek met als doel om soms moeilijke debatten over wetenschappelijke materies dichter bij de burger te brengen. Het is immers van cruciaal belang dat de burger inzicht krijgt in wetenschappelijke ontwikkelingen en vooral in de gevolgen die deze kunnen hebben voor het leven van alledag. De Steunpunten voor beleidsrelevant onderzoek staan het kabinet en de administratie bij om zich een duidelijk beeld te vormen van de interacties tussen de diverse spelers in het innovatielandschap, tussen ondernemerschap, ondernemen en innovatie en door relevante statistieken te verzamelen over O&O en innovatie. Het belang van deze instellingen voor het verwerven van voldoende inzicht in het innovatiegebeuren kan niet genoeg onderlijnd worden. Maar ook de sociale partners blijven niet onbetuigd. Industrie Vlaanderen slaat ons regelmatig om de oren met dikke rapporten over de staat van de Vlaamse economie en het belang van innovatie voor de modernisering van het economisch weefsel. Ook de Sociaal Economische Raad voor Vlaanderen heeft met de oprichting van de Stichting Technologie Vlaanderen enorm bijgedragen tot de verruiming van het innovatiedebat en meer bepaald de interactie met de wereld van de arbeid en hoe deze op haar beurt innovatie kan aanzwengelen. 4

5 Het is ook de Europese Commissie niet ontgaan toen ze met de Lissabonstrategie kwam aandraven om van Europa tegen 2010 de meest dynamische kenniseconomie ter wereld te maken en vond dat de Lidstaten hiervoor maar liefst 3% van hun BBP over moesten hebben aan uitgaven voor O&O om dit doel te bereiken en verder veilig te stellen. In het zog van deze strategie ontstonden een resem van activiteiten die deze doelstellingen in nationale actieplannen moesten vertalen en lidstaten moesten bijstaan om hun vooropgestelde inspanningen terzake te monitoren en waar nodig bij te sturen. Zowel de VRWB, EWI als het IWT hebben een belangrijke rol in het in kaart brengen van de vooruitgang die op de diverse sporen die zijn uitgestippeld wordt geboekt. De performantie van de geleverde innovatie-inspanningen primeert in deze. Een aantal recente IWT-studies tonen aan dat Vlaanderen inzake O&O-steun wel degelijk het verschil kan maken voor bedrijven. Een meer permanente monitoring van de toegevoegde waarde van alle instrumenten van het innovatiebeleid is nu aan de orde. Met de voorziene evaluatie van het innovatie-instrumentarium moeten we ons ook verder durven buigen over de algehele efficiëntie en effectiviteit van de bestaande policy mix. De verdere ontplooiing en ondersteuning van een gedistribueerd netwerk van knooppunten van strategische intelligentie over innovatie is een sleutel om dit onvermijdelijk veranderingsproces verder in goede banen te leiden. 6 Hoofdstuk 1 Strategische Intelligentie voor het Vlaams Innovatiebeleid: k ader en uitdagingen Jan Larosse en Olivier De Cock IWT 21 juni Nieuwsduiding op de Weblog van de Vlaamse Overheid. De derde vergadering van de Vlaamse Globaliseringsraad is net afgelopen. De top decision-makers in Vlaanderen hebben onder het voorzitterschap van de Minister-President het strategisch managementsplan bijgesteld dat de prioriteiten aangeeft voor nieuwe investeringen in de Vlaamse competenties en de engagementen van de stakeholders vastlegt. Vlaanderen gaat door een brede transitie naar een kennisgedreven, creatieve samenleving. In de mondiale kenniseconomie kiest Vlaanderen voor een eigen gezicht, eigen niches, waardoor het een aantrekkelijke plaats is om te leven en te investeren. Sinds enige tijd heeft Vlaanderen de contouren voor een lange termijn innovatiebeleid vastgelegd. Het is een coherent maar soepel samenspel van instrumenten en processen die de beleidscyclus ondersteunen, over de legislaturen heen. Via toekomstverkenningen, internationale benchmarking, monitoring en evaluatie worden visievorming en expertise onderbouwd, waardoor het brede maatschappelijk debat en de democratische besluitvorming over de toekomstkeuzes voor Vlaanderen hun beslag kunnen krijgen. Vlaanderen heeft resoluut gekozen voor de internationalisering van zijn innovatiesysteem. Het profileert zich met een beperkt aantal welgekozen wetenschappelijke en economische specialisaties, zonder de absorptiecapaciteit op een breed front van ondersteunende domeinen uit het oog te verliezen. De wereld wordt continu afgescand op opportuniteiten voor samenwerking, op kennis en talent die dienstig kunnen zijn voor de economische ontwikkeling van Vlaanderen en nieuwe toepassingsmogelijkheden en markten voor Vlaamse expertise openen. De Vlaamse topperformers staan vooraan in de Europese technologieplatformen. Zij steunen op een netwerk van partners voor internationale projecten waarvan r belangrijke IWT-STUDIES 57 Chapter 1 De innovatiestatus ontleed

7 01 delen van de waardeketen die in Vlaanderen gevaloriseerd worden. Deze pro-actieve positionering is mogelijk door een permanente SWOT van het Vlaams innovatiesysteem in de evoluerende globale context en de monitoring van zijn actoren. SI² (Strategische Intelligentie voor Innovatie) heet het extranet waarmee de verschillende partners gekoppeld zijn om strategische informatie te delen. Hiervoor werden de nodige incentives gecreëerd. Door soepele interfaces, onderlinge mobiliteit van personeel en prestatiebeoordelingssystemen die creatie van synergie belonen is een klimaat van vertrouwen gegroeid tussen alle actoren. Het Vlaams innovatiesysteem is zelf een kennisgedreven structuur geworden. Utopie of realiteit? Een utopische visie? Of een realiteitstoets voor de capaciteit aan strategische intelligentie die Vlaanderen nodig heeft voor zijn innovatiebeleid om in de nabije toekomst nog een rol van betekenis te kunnen spelen in de globale kenniseconomie? De verschillende bijdragen aan deze IWT-Studie illustreren dat er al heel wat elementen van strategische intelligentie in Vlaanderen aanwezig zijn en dat er ook stappen worden gezet om nieuwe instrumenten te ontwikkelen. Maar het ontbreekt echter nog aan een beleidsvisie die de aanwezige capaciteit voluit wenst in te zetten en te integreren in de beleidscyclus. Dit is een zwakte in het Vlaams innovatiesysteem die een hypotheek legt op het vermogen tot implementatie van het horizontaal innovatiebeleid en noodzakelijke structurele veranderingsprocessen. Dit heeft een aantal historische wortels die we beter moeten begrijpen als we gepaste maatregelen willen nemen. Sinds de DIRV-actie in de jaren tachtig is Vlaanderen een koploper inzake vernieuwend innovatiebeleid. Na de regionalisering van het wetenschapsbeleid werd in de jaren negentig de basis gelegd van een modern innovatiesysteem dank zij een inhaalbeweging in O&Oinvesteringen, een eerste generatie clusterbeleid en de uitbouw van

8 Met het innovatiebeleidsplan zette Vlaanderen in 2005 als één van de eersten in Europa expliciet een horizontaal innovatiebeleid op de politieke agenda. nieuwe structuren met in de eerste plaats de oprichting van een performant innovatieagentschap, het IWT. Het Innovatiedecreet van 1999 gaf aan de verbreding van het O&O-beleid tot innovatiebeleid een legale basis, waarna een brede waaier van innovatieondersteunende diensten werd uitgebouwd. Vlaanderen was met het Pact van Vilvoorde in 2001, en meer in het bijzonder het Innovatiepact van 2003, ook bij de koplopers in de ontplooiing van de Europese Lissabonstrategie. Met het Innovatiebeleidsplan zette de Vlaamse regering in 2005 als één van de eerste in Europa expliciet een horizontaal innovatiebeleid op de agenda en met de bestuurlijke hervorming van 2006 werd één geïntegreerde administratie Economie, Wetenschap en Innovatie realiteit. Opnieuw is Vlaanderen hier bij de koplopers in Europa. Tussen droom en daad De paradox van het Vlaamse innovatiebeleid is echter dat ondanks het hoge bewustzijn van de uitdagingen en de vooruitstrevende positionering de realiteit op het terrein vaak nog door oude ideeën en gewoonten wordt beheerst, waardoor de resultaten tot nu toe onder de verwachtingen zijn gebleven. Het IWT ging nog van start met een traditionele missie als verstrekker van O&O-subsidies aan onderzoeksprojecten; het innovatiebeleidsplan dat reeds in het Innovatiedecreet van 1999 werd voorzien nam pas zes jaar later een start; het terrein van intermediaire innovatiestimulering kende een wildgroei.van initiatieven. Dit is in grote mate het gevolg van learning by doing als dominante vorm van policy learning in Vlaanderen, met veel zin voor pragmatiek maar niet altijd de meest efficiënte weg om tot resultaten te komen. De rol van beleidsvoorbereiding, -benchmarking en -evaluatie als instrumenten om beter en sneller vernieuwingen door te voeren en te implementeren bleef tot op heden zeer beperkt, omdat de structuren hiervoor ofwel gewoon ontbreken ofwel zo zwak en versnipperd zijn dat ze geen effectieve bijdrage kunnen leveren tot IWT-STUDIES 57 Hoofdstuk 1 Strategische Intelligentie voor het Vlaams Innovatiebeleid: kader en uitdagingen

9 01 het leerproces. Ook dit is niet vreemd aan de verlate effecten van de staatshervorming waarbij in hoofdzaak enkel de uitvoerende departementen werden geregionaliseerd en de regio s inzake beleidsvoorbereiding eerder aan hun lot werden overgelaten. Het aloude industrieel beleid was in diskrediet en de nieuwe tijdsgeest pleitte voor een marktgericht, sterk bottom-up gericht beleid met een grote invloed van de actoren op het terreine en de sociale partners, en een eerder faciliterende dan sturende overheid. In deze context werden de beleidsondersteunende functies onvoldoende ontwikkeld. Het ontbreekt de overheid aan voldoende concrete terreinkennis om goede policy mixes aan te bieden, er is een gebrek aan geschikte indicatoren en aan expertise om die te beheren en te interpreteren. Er wordt te weinig geïnvesteerd in mensen en structuren die de capaciteit ontwikkelen om beleidsevoluties in het buitenland te interpreteren, de groei van het wetenschappelijk potentieel in te schatten en de trends in sectoren te volgen, met als doel dit als een gemeenschappelijke basis voor strategische beslissingen over de toekomst van Vlaanderen te gebruiken. Competitief voordeel voor regio s In een competitieve omgeving is de kwaliteit van besluitvorming en de snelheid van aanpassing aan gewijzigde omstandigheden door goede beleidsinformatie en interfaces om die te delen met alle strategische actoren een beslissende factor. Regio s met een sterke strategische intelligentie beschikken over een competitief voordeel om nieuwe opportuniteiten te ontdekken, zich te onderscheiden en investeringen aan te trekken. Deze strategische intelligentie is echter een publiek goed: wegens de onzekerheid over de opbrengst van de investering in beleidskennis en zijn belangrijke spillovers is er een sterke onderinvestering, zeker in een regio met weinig grote spelers die zelf inspanningen doen op dit vlak. Het is dus de taak van de overheid om strategische intelligentie te ontwikkelen in het algemeen belang en prikkels te voorzien zodat alle actoren hiertoe bijdragen.

10 Het ontbreken van voldoende geïntegreerde strategische intelligentie is één van de knelpunten voor de verdere modernisering van het Vlaamse innovatiesysteem. Strategische intelligentie gaat immers over een structuur voor het selecteren en verdelen van de gewenste beleidsinformatie en vormt daarom een vitaal onderdeel van een strategische governance, het co-management van de ontwikkeling van het innovatiesysteem. Het ontbreken van voldoende en voldoende geïntegreerde strategische intelligentie is één van de knelpunten in de verdere modernisering van het Vlaams innovatiesysteem. Een gedistribueerd informatienetwerk Uiteraard is het geen zwart-wit verhaal. Vlaanderen heeft reeds een lange weg afgelegd in de opbouw van een matuur innovatiesysteem, waarin het ganse innovatietraject ondersteund wordt door een samenhangend geheel van instrumenten en processen, waarbij monitoring en evaluatie sterk aan bod komen. Maar de versterking van de strategische governance in het algemeen en de ontwikkeling van strategische intelligentie uit de gefragmenteerde inspanningen in het bijzonder moeten de institutionele voltooiing van dit innovatiesysteem bekronen. Deze reflexieve functies zijn van levensbelang voor zelforganiserende open systemen. Met de uitdaging tot internationalisering is er dus een zekere haast om de achterstand in te halen. Hierbij is een discussie over de institutionalisering van de strategische intelligentie als instrument voor strategische besluitvorming essentieel. Het gaat niet om het bestellen van een aantal studies bij een consultant of een onderzoeksinstelling, maar om het opzetten van een geïnstitutionaliseerd leerproces voor beleidsontwikkeling, met participatie van alle relevante actoren. Het aloude federale centralistische model met een Nationaal Instituut voor de Statistiek en een Planbureau is voor deze doelstellingen volstrekt onaangepast. De centrale productie van statistieken voor de Nationale Rekeningen b.v. is een noodzakelijke maar geen voldoende basis voor de ondersteuning van de beleidsvoorbereiding in een snelevoluerende en gediversifieerde kenniseconomie waarin 10 IWT-STUDIES 57 Hoofdstuk 1 Strategische Intelligentie voor het Vlaams Innovatiebeleid: kader en uitdagingen

11 01 verschillende communities hun eigen benchmarking organiseren. De overheid zal noodgedwongen een nieuwe beleidsvisie terzake moeten ontwikkelen om de stakeholders te betrekken bij de ontwikkeling van indicatoren voor het opvolgen van gezamenlijke doelstellingen. De complexiteit van het innovatiesysteem en de vervlechting van de beslissingsprocessen op zovele verschillende niveaus vragen andere methodes om strategische convergentie te bevorderen. De gepaste structuur van de strategische intelligentie in Vlaanderen zou de vorm aan kunnen nemen van een gedistribueerd informatienetwerk met verschillende knooppunten die complementair functioneren. Hiervoor zijn wel een aantal gemeenschappelijke infrastructuurelementen nodig, zoals een procesbegeleiding voor de organisatie van platformen (clusteroverleg, toekomstverkenningen, transitiemanagement) voor geïdentificeerde niches, of een geïntegreerde databank voor de monitoring van de performantie van de innovatieactoren. Hierbij kan creatief aan datamining gedaan worden in bestaande administratieve en publieke databanken over economische prestaties, IPR of samenwerkingen, zonder extra administratieve lasten. met oog op versterking van de beleidscyclus Een intelligente overheid die haar toegevoegde waarde wil maximaliseren is een essentiële partner in de strategische governance van het innovatiesysteem. Vooruitgang inzake strategische intelligentie is niet mogelijk zonder een gedegen beleidsvisie: de politieke overheid heeft een beslissende verantwoordelijkheid om een organisatie- en legislatuuroverschrijdend initiatief te nemen, op basis van een concreet stappenplan, waarbij de bestaande kernen van strategische intelligentie worden betrokken. Ijkpunt is de versterking van de beleidscyclus voor de lange termijnveranderingen in de 11

12 Vlaamse economie, een transitie met specifieke noden en instrumenten. Deze beleidsvisie heeft een globale, en in eerste instantie Europese driver, doordat Vlaanderen zich internationaal moet positioneren in het kader van de Lissabonstrategie. Dat betekent b.v. dat alle instrumenten gericht moeten zijn op internationale uitwisselingen (met Engelstalige versies). De tijd is rijp! Het ogenblik om een dergelijke beleidsvisie in te leiden is gunstig dank zij twee belangrijke recente ontwikkelingen in de huidige beleidscontext: de integratie van de Administraties Economie en Wetenschap en Innovatie en de implementatie van het businessplan Vlaanderen in Actie. Met de fusie tussen de administraties Economie en Wetenschap en Innovatie, de nakende omvorming van de VRWB tot adviesraad voor innovatie (VRWI) en met de eerste experimenten inzake horizontaal innovatiebeleid (Milieu-innovatieplatform, publieke aanbestedingen voor innovatie) is een vooruitstrevend administratief governance model gecreëerd. Dit betekent echter dat bijzondere aandacht zal moeten gaan naar de onderlinge afstemming met de zusterorganisaties in het domein en met het IWT in het bijzonder. Dit momentum moet aangegrepen worden om een systematisch plan voor de opbouw van strategische intelligentie uit te werken. De internationale links met OESO en de Europese Commissie en met Europese projecten voor multilaterale policy learning (o.m. via de Open Method of Coordination) zullen hierbij een belangrijke rol spelen. Het Businessplan Vlaanderen maakt duidelijk dat het strategisch innovatiebeleid doorslaggevend is om Vlaanderen internationaal aantrekkelijk te houden voor kennisintensieve investeringen. 13 01 innovatiemetingen uitgewerkt en meer specifiek de rol van benchmarking en toekomstverkenningen onderzocht. Zoals echter in het verleden is gebleken (met de opvolging van het Pact van Vilvoorde van 2001 of het werkgelegenheidsakkoord) leidt een ad hoc beleid niet tot duurzame resultaten en moet telkens opnieuw gestart worden met het opzetten van strategische intelligentie. Het is daarom van belang om de huidige inspanningen te valoriseren en te vervolledigen met een lange termijnplanning voor een structurele voorziening van strategische intelligentie voor het innovatiebeleid in Vlaanderen. De bijdragen in deze IWT-Studie vormen een eerste aanzet tot de discussie over deze beleidsvisie. 13

14 Hoofdstuk 2 STRATEGIC INTELLIGENCE AND THE development OF RESEARCH POLICY at european LEVEL 1 Henri Delanghe, Vincent Duchêne, Jan Larosse European Commission, DG-research THE POLICY CONTEXT: THE REVISION OF THE LISBON STRATEGY AND THE EUROPEAN RESEARCH AREA On 22 and 23 March 2005, the Heads of State and Government of EU Member States endorsed the revision of the Lisbon Strategy as proposed by the European Commission. The Spring European Council approved the simplified governance arrangement with one set of Integrated Guidelines dealing with macro-economic, micro-economic and employment issues. Taking stock of the unsatisfactory results half way to the 2010 target, the Commission proposed a fundamental revision of the original strategy. To overcome the limited implementation of reform in Member States so far, the Commission proposed focusing the partnership with the Member States on growth and jobs and introduced a Lisbon Action Plan that outlines actions to be taken at EU and at national level under three policy objectives: Making Europe a more attractive place to invest and work (1) Extend and deepen the internal market (2) Ensure open and competitive markets inside and outside Europe (3) Improve European and national regulation (4) Expand and improve European infrastructure 1. 15 01 02 (9) Improve the adaptability of workers and enterprises (10) Invest more in human capital through better education and skills. through an integrated approach towards strategic governance The Commission proposal for the Integrated Guidelines package is mainly based on the priority action areas as identified in its Lisbon mid-term review. While the macroeconomic guidelines (covering for instance budgetary policy, reduction of public debt and EMU issues) have no counterpart in the Lisbon Action Programme, the microeconomic guidelines build on Lisbon action areas (1) to (7), and the employment guidelines build on Lisbon action areas (8) to (10). This integrated approach is intended to leverage the guidelines, which are the cornerstones of EU economic policy, and make them a driving force for the Lisbon strategy. Modernizing economic and employment policy coordination in the EU will help deliver on the new Lisbon objectives to create growth and jobs. The proposed Integrated Guidelines constitute the beginning of a new governance cycle. On the basis of the guidelines, Member States draw up 3-year national reform programmes, as they did for the first time in the course of 2005, and report each autumn of on the implementation of the reform programmes in a single national Lisbon report. The Commission will analyse and summarise these reports in an EU Annual Progress Report to be published in January each year. On the basis of the progress report, the Commission can propose amendments to the Integrated Guidelines, if necessary 2. Therefore, implementing it requires the full range of existing policy instruments to be mobilised. At the level of the European Commission, this includes EC legislation proposed by the Commission and adopted by both the European Parliament and the Council, and programmes and funding granted by the Community (especially in areas of shared competence), as well as, for instance, action plans setting out how legislation, policy guidance and funding would be brought together to achieve policy goals 3. In addition, this also includes the -relatively- new instrument developed for coordination between Member States in areas falling mainly under national responsibility (where the Community Method could not (always) be applied): the so-called Open Method of Coordination. Its main purpose is to spread best practice and achieve greater convergence towards the main EU goals. All these instruments are complementarily employed to achieve the objectives defined in the field of research. The Community Method is used to improve research framework conditions (e.g. the introduction of a Community Patent). The Framework Programme is used to promote greater S&T collaboration and coordination. Actions plans have been launched, for instance in relation to the 3 percent objective 4. And the open method of coordination is being applied in five areas: the 3 percent objective; human resources and researchers mobility; science and society; networking and mutual opening of national and joint RTD programmes; and infrastructures of European interest 5. ERA, a strategic intelligence framework in evolution As regards research policy objectives, the strategic thinking within the European Commission is increasingly organized around the central concept of the European Research Area (ERA). The ERA is a policy framework for the strengthening of the European dimension of the 16 IWT-STUDIES 57 Hoofdstuk 2 Strategic intelligence and the development of research policy at european level

17 02 multi-level multi-actor research system in which research activities are conducted. It is an evolving policy framework, which is associated with a changing context of governance of research at the EU level, with different instruments for exploring, benchmarking, monitoring and evaluating. In support of the implementation of the Lisbon strategy, European policy makers increasingly need strategic intelligence to guide their assessment of, and decisions on both national reforms and community initiatives. The European Commission s Directorate- General for Research and Technological Development has been developing a series of policy intelligence instruments that not only intend to improve the quality of its own programmes and a better understanding of national research policies, but also provide a public knowledge infrastructure to support policy development for the ERA. After having defined the concept of strategic intelligence in the context of the ERA, this paper examines various strategic intelligence instruments of European Commission s Directorate-General for Research and Technological Development re-grouped under four headings: (1) the indicators-based monitoring system of Member States performances ( Scoreboard-type ), (2) the monitoring of national research policies (ERAWATCH), (3) the Framework Programmes impact assessment exercises, and (4) the assessment of national reform programmes and of their implementation (since end 2005). It also discusses the management of the internal coherence of these instruments in the overall strategic intelligence framework. To support the Lisbon strategy European policy makers increasingly need strategic intelligence to guide their decisions on national reforms and community initiatives. STRATEGIC INTELLIGENCE AND THE ERA Strategic intelligence feeding into the policy cycle Strategic intelligence is information that helps to make critical decisions affecting the strategic interests of recipients, be it business managers or policy makers. Because of this strategic character (critical 17

18 interdependencies, long term interests), it is the result of a process that combines complementary elements such as data analysis, foresight, systemic thinking, visioning, motivating and partnering. In policy-making, strategic intelligence feeds into the policy cycle, starting from the design of policies, their implementation in programmes and the evaluation of their effects, and again in improved or new designs. To this end, strategic intelligence mobilises an integrated set of instruments for policy learning to support policyshaping and -making: impact assessment, monitoring, benchmarking, measurement of effectiveness and so on. Instruments and governance for strategic intelligence in the field of research For a long-time, the main instruments for evaluation and learning in the domain of research were constituted by qualitative methods of peer review (selection committees, Delphi panels ), in a mode of self-governance of the scientific community. But the increasing societal impact of research and the growing complexity of the research system have induced the development of a series of new analytical instruments. Those instruments help to understand the underlying determinants of R&D, its function in the knowledge economy and the impact of public spending; to monitor progress and anticipate trends and future developments related to research policy in its widest sense; and to adapt agencies and other institutions over time to changing forms of policy measures. Within this context of the increasing socio-economic status of research and the need for accountability of policies to promote research, the role of quantitative indicators and evidence-based policy making also increased markedly. The increasing importance of research and innovation has led to the development of a strong base of international comparable research and innovation indicators. In many countries, a well-managed and systematic evaluation cycle (ex-ante, on-going, ex-post) has been put into place to support policy learning. 19 02 stakeholders and international positioning are dimensions of this policy learning which are vital in the provision of strategic intelligence. In particular the benchmarking of certain types of policies and the exchange of good practices has become a fixed ingredient of transnational policy learning. The Open Method of Co-ordination has shaped the governance structure in which this comparative type of strategic intelligence could develop. One of the most substantial effects of the ERA, which was intended to stimulate the free circulation and coordination of research, is that it has also given a boost to the circulation of policy practices, and so to a better coordination and alignment of research policies (through channels such as ERA-Nets). This has stimulated the distribution of policy standards (or policy imitation), which have had the effect of policy convergence towards systemic policy frameworks and improved innovation effectiveness of research, including a bigger role for evaluation and other instruments of policy intelligence to guide policies. ERA challenges for strategic intelligence Research is shaped by the institutional environment in which numerous actors in research institutes, universities, enterprises, support organisations and governments continuously and cumulatively create and diffuse new knowledge. National research systems have emerged, but research has always had an international dimension to provide the landmark for further progress. The ERA is the political expression of the European dimension of the multi-level research system. More in particular it is the programmatic framework through which the EU intends to capitalise on research by increasing the frequency of knowledge flows in the research system and improving the effectiveness of interaction. In a global context of increasing competition, research in the European countries will increasingly be governed at the EU-level (as is witnessed by the emergence of new institutions such as the 19

20 European Research Council and the European Institute for Technology) to exploit spillovers and indivisibilities of their investments in research. Therefore, policy makers will have to answer new strategic questions in three domains: 1. on the subsidiary role of the different (regional, national, intergovernmental and European) levels to achieve the most effective policies; The Open Method of Co-ordination has shaped the governance structure for a cooperative type of strategic intelligence. 2. on the division of labour among Member States that reconciles the necessities of critical mass and excellence with cohesion and an EUwide distribution of absorptive capacities; 3. on the choices and specializations that have the highest returns for the economy and society. The distributed Strategic Intelligence model of DG Research Within this context, the European Commission s Directorate-General for Research and Technological Development is an important actor in the shaping of policies at EU level via both the multi-annual Framework Programmes the management of the Open Method of Co-ordination in the field of research. The 2005 Revised Lisbon strategy has launched a new partnership for growth and jobs in which the MS have increased their ownership in the form of National Reform Plans. The Commission will monitor the progress to national targets via bilateral progress meetings and assessment exercises, while it will keep encouraging multilateral policy learning. In October 2006, the creation within the Directorate-General for Research and Technological Development of a new Directorate called The European Research Area and the Knowledge Economy has strengthened the organisation s strategic and policy intelligence. This Directorate manages all policy intelligence instruments that the Directorate-General is developing (foresight, monitoring, impact assessment, economic analysis) and that can hereby be streamlined 20 IWT-STUDIES 57 Hoofdstuk 2 Strategic intelligence and the development of research policy at european level

21 02 better in support of the unfolding of the ERA. These instruments are part of a distributed strategic intelligence of the ERA, since the complexity of the multi-level and multi-actor research system does not allow for a central intelligence. But because of the economies of scale of information systems and the underproduction of knowledge about the European Research System (because of its public good nature), there is a role for the Commission to provide an infrastructure that can be used by all policy making levels. The Commission, and especially the Directorate-General for Research and Technological Development in the domain of research, also plays an important role in developing an international market of specialised suppliers of indicators, analyses and advice that are playing an important role in developing and diffusing new policy intelligence tools and approaches. INDICATORS-BASED MONITORING OF COUNTRIES PERFORMANCES IN SCIENCE, TECHNOLOGY & INNOVATION The indicators-based monitoring of countries performances has been gradually built up within DG RTD since the beginning of the 1990s. The main aim of this activity was to collect, analyse and exploit quantitative evidence on the situation and performances of the Union, its Member States and main competitors in the fields of science, technology and innovation in support of European policymaking. The work carried out hereon resulted in various flagship publications such as the booklet Key Figures on Science, Technology and Innovation (published yearly since 1998 and the official scoreboard of the Directorate-General for Research and Technological Development) or the more substantial European Report on S&T Indicators published in 1994, 1997 and These various publications are considered to represent the state-of-the-art in the field of science and technology indicators. More recently (since 2004) these products have been complemented with the Industrial R&D 21

22 Scoreboard, which is published yearly by the Institute for Prospective and Technology Studies (IPTS, Sevilla, Spain) of the European Commission s Joint Research Centre and monitors the R&D investment of the biggest EU and non-eu R&D performing companies 6. Together with the Industrial R&D Scoreboard, an Industrial R&D Survey sent out annually since 2005 to a sub-sample of Scoreboard companies monitors their intentions as far as R&D spending is concerned. 6. The Industrial R&D Scoreboard re-groups the top- 700 (top-1000 from the 2006 edition on) European and non- European companies ranked according to the level of their R&D investment. It should be borne in mind that the R&D investment of these European companies is not necessarily located within the European Union. Broadly-speaking, the indicators-based monitoring encompasses three types of complementary activities. Beyond the in-house analysis of quantitative evidence (resulting in not only the abovementioned flagship publications, but also working papers, technical briefings, technical annexes to EC Communications, country profiles, etc), it also implies pro-active collaboration with the main national and international organisations responsible for the production of statistics on science, technology and innovation (the most important being the European Statistical System and the OECD). The participation in important international fora, such as the OECD-organised annual meetings of NESTI (National Experts in Science, Technology and Innovation Statistics) delegates, for instance, is crucial to convey to the main producers of statistics the needs of policy-makers and (re- )orient the production of statistics. The interaction with the research community in the field of innovation economics and science, technology and innovation (STI) indicators is the third and final pillar of the activity. This interaction (e.g. via research sub-contracted by the EC) enables the development of new indicators better suited to answer the needs of policy-makers and measure the effectiveness of policies and innovation systems. Indicators on science, technology and innovation are organised along a traditional input-output approach. Input indicators are, broadly speaking, composed of indicators on R&D expenditure and human resources, while output indicators tend to measure the outcome of scientific and technological research such as scientific and 22 IWT-STUDIES 57 Hoofdstuk 2 Strategic intelligence and the development of research policy at european level

23 02 technological output (also called intermediary output, e.g. scientific publications, patents) or science- and technology-based competitiveness (also called final output : e.g. high-tech trade performance, total factor productivity growth). Although this official statistical base still represents the most comparable and reliable basis for monitoring performances in science, technology and innovation, it also shows two important weaknesses and limitations. First, it does not sufficiently reflect the systemic nature of research and innovation processes since it fails to capture interactions / linkages / knowledge flows between the various building blocks of the systems. Especially the lack of indicators on science-industry links is disturbing since the weakness of such links is widely recognised as negatively affecting the EU s innovative capacity (see, e.g., the concept of the European Paradox ). Such systemic ERA indicators would measure, for instance, the cooperation between firms and research institutes, co-patenting & co-publishing, researcher mobility between industry and science, private research funding of basic research, patenting by universities and public research institutes, spin-offs, etc. Second, official statistics describe macro- or meso-developments (trends at the national, regional, sectoral level) but fail to capture the behavioural dynamics of actors themselves (e.g. companies, universities, clusters). STI indicators need to measure a wider range of actors (universities, research councils, transfer platforms, startups, multinationals, venture capital firms, etc). Understanding what drives their behaviour is an important step towards understanding the performance of the aggregate system. Hence, more information is needed at the level of individual actors on relevant parameters (competencies, motives, performance, etc) and on relationships (financial ones, but also in terms of personnel, strategic coordination, etc.). 23

24 Over the past fifteen years, some experiments have tried to remedy this problem. These experiments have focused on linkage indicators (describing knowledge flows and research networks via the analysis of patent citations to the scientific literature as a proxy for the science-intensity of technological inventions) and micro-level indicators (monitoring the behaviour and performance of key actors such as firms, universities). These pilot studies were conducted on ad-hoc basis, however, and did not (yet) result in internationally comparable data and methodologies. Within the context of reinvigorating the ERA, there is a need for better monitoring of the specific characteristics and influencing factors of the various actors of the research and innovation systems as well as of the quality and intensity of the linkages between them. Therefore, it is crucial to further expand the statistical base to integrate the new generations of indicators ( linkage indicators & micro-indicators ) into the official data collections. ERAWATCH: STRATEGIC INTELLIGENCE SERVICE FOR MONITORING AND ANALYSING RESEARCH POLICIES In October 2006, the ERAWATCH website was launched as a major source of information on policy developments in the domain of research in the EU Member States and selected other countries ( ). ERAWATCH is targeted at all those involved in research policy-shaping and making in Europe. In a wider sense, its beneficiaries will also include all stakeholders who are interested in transparent and reliable information on policies in the domain of research in Europe. ERAWATCH is a joint initiative of the Commission under the Directorate-General for Research and Technological Development and Institute for Prospective Technological Studies (IPTS) of the Joint Research Centre. The ERAWATCH online service has been developed in collaboration with CORDIS The Community Research and Development Information Service. 24 IWT-STUDIES 57 Hoofdstuk 2 Strategic intelligence and the development of research policy at european level

25 02 ERAWATCH collects data on national and regional research systems, organisations, programmes and documents. It organises and structures the information in a comparative perspective on the basis of a systems approach. The ERAWATCH Inventory service is built with the support of the ERAWATCH Network, composed of national nodes in each of the EU Member States and Associated Countries as well as the main competitors in the world, gathering and analysing information relevant to research policy-making. Thanks to a close and regular collaboration between the ERAWATCH Network and IPTS country desks, the Inventory is updated on a regular basis. The ERAWATCH intelligence service develops analyses and reporting activities on policies, trends and the factors influencing them. ERAWATCH is an ambitious, long-term project. It was conceived in 2003 as a strategic intelligence service to support evidence-based policy making in the research field in Europe and to contribute to the realisation of the European Research Area by providing better knowledge and better understanding of national and regional research systems and of the environment in which they operate. After a proto-typing phase in 2004 to demonstrate the feasibility of the initiative, the first production phase started in In its first production phase, which ran until the end of 2006, the focus of the project was on the development of the inventory and intelligence services. The main aims of the second production phase ( ) are to consolidate but also expand the ERAWATCH services further at the level of international, regional and thematic coverage. It can reasonably be expected that by the end of the second phase in 2008, the ERAWATCH service will reach its full maturity. Monitoring & Analysis at the heart of the third OMC cycle Because of the application of the open method of coordination (OMC) in the field of research, mutual learning across Member States became a fixed element of national and European R&D 25

26 policies. The Conseil pour la Recherche Scientifique et Technologique (CREST), the main advisory body to the Council and the Commission on science and technology policy, moved on within a third OMC cycle. The European Commission has the obligation to monitor and assess the efforts by Member States to comply with the requirements of the revised Lisbon strategy and more in particular with the Integrated Guidelines (IGL) for growth and jobs. The ERAWATCH project is an instrument to develop RTD policy intelligence and at the same time provide an infrastructure for policy learning. For instance, it will provide country reports on R&D systems and policies, as well as horizontal thematic overviews, to support mutual policy learning. The conceptual framework for structuring monitoring and analysis and for policy learning has been defined as the Multi-Level Multi-Actor research and innovation system. Progressively the monitoring of national policies in the domain of research will be complemented by regional and EU-level policy monitoring. Public policies for the construction of the ERA can only develop in interaction with the international strategies of other stakeholders in the ERA, universities and public research institutes, business R&D (Technology Platforms). ERAWATCH will also collect information on the performances and strategies of the major EU actors. With this programme ERAWATCH as a strategic intelligence service aims to provide a further building-block of the ERA and contribute to a better governance of policies in the domain of in research in the EU in perspective of the Lisbon strategy. ASSESSMENT OF NATIONAL REFORMS IN THE FIELD OF RESEARCH The intelligence tools described above represent the major base of the European Commission s evaluation of research policies in the National Reform Programmes and their subsequent Implementation Reports. 26 IWT-STUDIES 57 Hoofdstuk 2 Strategic intelligence and the development of research policy at european level

27 02 This assessment is a new element in the partnership between the Commission and the Member States in which the Member States have increased ownership of the Lisbon Strategy by defining their national reforms and the Commission develops a capacity for EUwide policy learning. In the domain of R&D and innovation, the policy learning at the level of the National Reform Programmes is presently organised on two levels: the yearly evaluation cycle - resulting in the Annual Progress Report - and the initiatives under the 3% Open Method of Coordination. The Annual Progress Report is a document of the Commission presented to the Spring Summit of the Council to take stock of the overall progress in the implementation of the Growth for Jobs strategy and the national contributions. This document is the result of an intense process of analysis and interaction. The Integrated Guidelines are used as a common reading grid for structuring the analysis of the research systems and assessing these national reform plans in terms of their adequacy and progress in implementation. But an additional feature for effective policy learning is the interactive process around this assessment, through missions to the Member States to deepen mutual understanding, meetings between the Lisbon co-ordinators, systematic dialogue between the different EC services on how to integrate their observations in a coherent analysis and balanced recommendations. The organisation of the evaluation process as such is an important condition for developing strategic intelligence. The main difficulty, however, consists of carrying out both an national and European assessment. The assessment focuses on the implementation of national reforms that will contribute to realise the Lisbon objectives (i.e. approaching 3% of GDP spent on R&D at the EU-level). The challenge here is also to identify and assess to what extent Member States reforms will lead to crossborder complementarity and mutually reinforce themselves, to what extent new measures will not bring more fragmentation within the European Union etc. Even though a sound analysis of a 27
