5 VOORWOORD Voor u ligt het resultaat van het afstudeeronderzoek dat is uitgevoerd binnen de master Real Estate & Housing, specialisatie Design & Construction Management, aan de Faculteit Bouwkunde van de Technische Universiteit Delft. De milieuproblemen in Nederland zijn beslist niet gering. De bouwsector is daar debet aan. Hierbij valt vooral te denken aan de gevolgen van de processen van afvalverwerking, logistiek en transport. Het duurzaamheidsinstrument BREEAM-NL maakt de duurzaamheid van gebouwen meetbaar. Smart Building Logistics is eveneens een methode om de aspecten afval, logistiek en transport onder de loep te nemen en te optimaliseren. Dit onderzoek geeft inzicht in de toepassing van BREEAM-NL in de uitvoeringsfase. Tevens worden de vragen onderzocht of Smart Building Logistics een bijdrage kan leveren aan BREEAM-NL in het uitvoeringsproces en of dit proces kan worden verduurzaamd. Het afgelopen jaar heb ik met vol enthousiasme, ambitie en plezier aan dit onderzoek gewerkt. Het resultaat zou onmogelijk tot stand zijn gekomen zonder de hulp van enkele mensen, die ik hierbij in het bijzonder hartelijk zou willen dankzeggen. 9 SUMMARY Provocation and problem analysis Nowadays, it is impossible to imagine life without sustainability. When one looks around, one can see many organic supermarkets, organic products and electric cars. In the construction industry sustainability plays an increasingly important role too. Furthermore, there is also an increasing demand for Maatschappelijk Verantwoord Ondernemen (Corporate Social Responsibility) in the construction industry. The sustainability reports of construction companies are the result of this. Every year aims such as the CO2 performance ladder and the opportunities to reduce waste are set. The construction industry has also a contribution to this (Milieuloket, 2011a). According to Milieuloket (2011a) this contribution lies in Volatile Organic Compounds, CO2 emissions during construction, the water consumption, the generation of waste and the use of scarce material now and then. Out of the ten trucks, five have a construction site as a destination. The number of busses with personnel and material is even greater. Thus, construction logistics is the largest source of freight traffic and as a result of this air pollution in cities (Merrienboer, 2011). The study of Agentschap NL (2008) shows that in 2008 a total of 63 million tonnes of waste is produced, of which the construction of 25 million tonnes has contributed the most (figure 2). BREEAM-NL Different sustainability features currently exist in the Netherlands, such as BREEAM-NL and LEED. Since 2009 a Dutch version is available of BREEAM-NL. BREEAM-NL is adapted to the national regulations and requirements. Large contractors such as BAM, Heijmans and Boele & van Eesteren have already used BREEAM-NL in different projects. During the last years, a gradient increase is perceptible in the number of BREEAM- NL projects and it can therefore be stated that BREAAM-NL nowadays is a leading factor in many projects (DGBC, 2012). Despite being time consuming and labour intensive, it is seen as one of the most concrete and negotiable systems. Regarding the possibilities to further develop sustainability, in this dissertation it is chosen to place sustainability in BREEAM-NL in the implementation phase. Because waste, and construction-logistics and transport give a large contribution to environmental problems, BREEAM- NL is split into the aspects waste, logistics and transport. Fig. 3: Registrations BREEAM-NL new buildings (DGBC.nl, 2012) Smart Building Logistics Smart Building Logistics (SBL) is a new way of working that realizes Just In Time Delivery (JIT) at the workplace, clusters the stream of goods of building materials in a smart way, consolidated delivery and the removal of goods and provides integrations in the construction chain (TNO, 2012). In several interviews with professionals, during the initial phase of this dissertation, the question raised if SBL and BREEAM-NL have overlapping 9 Başak Karabulut

10 aspects and whether SBL can contribute to BREEAM-NL. The interest rose to conduct a scientific research focussing on the goals of BREEAM- NL, which aspects can be achieved faster and better by the application of SBL. The construction industry faces a number of clear dilemmas: logistics, transport and construction waste contribute significantly to the environmental problems. The certification system BREEAM-NL is an extension of the hand to neutralise these problems. Though, from several interviews with construction companies, it can be said that in practise it is difficult to fulfil the requirements of BREEM-NL. However, extra manpower and specific skills (BREEAM-NL expert) are needed for this. Smart Building Logistics aims to lower the threshold of BREEAM- NL for contractors, because it can offer an improvement for the current dilemmas. Goal and Result The goal of this research is developing knowledge that enables the flexibility of the BREEAM-NL building process for contractors, subcontractors and suppliers. The result of this dissertation are recommendations to the Dutch Green Building Couniol (DGBC) by rewriting an existing credit and de development of a new credit for BREEAM-NL, were the contribution of SBL is processed. The objective of this research is to develop knowledge that enables a smoother BREEAM-NL construction process for contractors, subcontractors and suppliers. And make this process more sustainable in the field of waste, logistics and transport. The result of this study s are recommendations to the Dutch Green Building Council (DGBC) by rewriting an existing credit and develop a new credit for BREEAM-NL, where the contribution of SBL is incorporated. Research questions & Methodology BREEAM-NL appears to be a threshold for contractors in the implementation phase. It must be examined whether SBL can contribute to BREEAM-NL and whether more sustainable solutions can be offered to the issues of waste, logistics and transportation. The central research question is therefore defined as follows: What are the consequences of the BREEAM-NL certification system in the implementation phase with respect to the aspects of waste, transport and logistics, and how can Smart Building Logistics optimize this phase? To answer the central research question, four research questions are defined: 1. What are the consequences of BREEAM-NL for the implementation process? 2. In what areas of waste, logistics and transportation improvements are needed to optimize the process in BREEAM-NL? 3. In what areas of waste, logistics and transportation improvements are needed to optimize the process in Smart Building Logistics? 4. How can SBL contribute to solving one or more aspects of BREEAM- NL? 10 Masterscriptie

11 A qualitative study is chosen to answer the central research question. In this case, the goal is to provide background information about BREEAM- NL and the aspects of waste, logistics and transportation in particular. The same is applicable to the method of SBL. Professionals are interviewed for both the methods; this allows confronting the background information with the practice experiences. Three cases are analysed: the first case is the Monarch I in The Hague, where only BREEAM-NL is implemented. The second and third case, Laan van Meerdervoort in The Hague and the Green Tower in The Hague are cases where only SBL is implemented. The analysis of these cases is carried out by means of structured interviews with various professionals in the implementation phase. These are professionals from different backgrounds: project managers, planners, contractors and facility managers. The project Monarch II would initially also be studied through participant observation. An interesting feature of this project is the application of SBL and BREEAM-NL together. During the study, however, it soon became clear that this project is unfortunately outside the timeframe of this dissertation. Finally, on the basis of the analyses of the three cases a credit of BREEAM-NL is adapted and also a new credit is developed for BREEAM-NL. These new credits are assessed during an expert meeting specifically for this research is invested. Research outcomes BREEAM-NL The most striking is that there is a perceptible difference between policy and practice, a gap between what the sustainability reports mention and what the people in the construction site can practically do with it. They are well aware of this, but there is a lack of experience in practically applicable tools. Based on the interviews it can be concluded that the BREEAM-NL certificate design is deemed necessary by the project, because it gives a better guarantee in gaining the credits in the implementation phase. Oddly enough is that BREEAM-NL is far too little implemented in sustainability reports of the contractors. The translation is then even harder to make. The consequence is that the construction companies during a project have to develop knowledge themselves about BREEAM-NL. This is difficult, because they start, after all, with a substantial deprivation. Furthermore, on basis of the obtained data and the majority of the interviews it can be concluded that BREEAM-NL costs extra time and energy in the implementation process. Especially the differences in interpretation of credits, collecting evidences, informing the staff and creating enthusiasm costs time and energy. The decisions taken in the design phase may change in the implementation phase. These are often changes to the building. The consequence is that the relevant BREEAM-NL credit cannot be achieved. It can even be a risk with regard to the overall score. Contractors also develop ideas to be sustainable at the construction site, outside the BREEAM-NL requirements. However, no point can be scored, since it not concerns a BREEAM-NL requirement. This results in a demotivating effect. Furthermore a BREEAM-NL expert remains necessary for a smooth construction process for coordinating, collecting evidence and materials and the expert keeps in touch with the assessor for the assessment. Enthusiasm is important to achieve the BREEAM-NL credits. The interviews showed that not every stakeholder pursues the same goals and that it takes time to develop enthusiasm. Contractors who did not developed enthusiasm for BREEAM-NL will probably drop out. Başak Karabulut 11

12 In addition, there is no common opinion on standard formats. Firstly, people find that these formats must not be interchangeable; because the risk can arise that BREEAM-NL will become a checklist where everyone will just tick off the points that they finds necessary. On the other hand, people find it especially useful to share the standard formats due to time management issues. The requirement to separate waste at the construction site, is experienced as a positive stimulant and a requirement that is well feasible for contractors. The opinions, however, on the registration of waste, mileage and transportation movements are sharply divided. Furthermore, the interviews show that the separation of vans polyurethane foam, paper and chemical waste are not included in the assessment; while these are relevant waste flows that can be introduced as a minimum standard. In addition, from the data of the DGBC, it can be concluded that the focus is more on the credit Management on construction site (MAN 2) and the Environmental Impact on construction site (MAN 3) then Waste on site (WST 1) and Secondary use of material (WST 2). It is however not clear how BREEAM-NL will judge urban projects that large construction sites do not have. The Assessment requirements have associated light requirements for this. The construction companies would like to see more clarity on this subject. Finally, it is of cardinal importance for the contractors, that all responsibilities are elaborated per credit. This provides structure and clarity. Research outcomes Smart Building Logistics The interviews allow the conclusion that SBL has a positive contribution to the logistics and organization on the construction site. The preparation of a comprehensive logistics plan in the preparation phase with the help of LEAN sessions had a positive impact on the process. All transportations went organized. Also, the consultations with the manufacturer about the recycling of the materials of the existing buildings and to capture this, was experienced as very positive. Normally this responsibility lies with the subcontractor and waste processor. The greater part of the interviewees found the construction site organized and tidy. Everything indicated that employees appreciate that they immediately get to work and do not have to drag the materials from the construction site to the workplace. Furthermore construction companies find the separation of waste as positive on de construction site. A difficult aspect was to cultivate enthusiasm by the subcontractors at the start of the project. The communication between the companies went very well. The central contact point was the planner of the main contractor. The sub contractors and the logistics service provider communicated with the planner. Furthermore, the logistics service provider communicated quite well with the suppliers. The majority of the interviewees indicated that the staff of the logistic services provider differs every time. The consequence was that the materials were placed at the wrong floor and wrong zone sometimes, which eventually led to loss of time. Furthermore the interviewees found the knowledge, of the logistic services, about building materials unsatisfactory. This resulted in, sometimes, delivering the wrong material than planned. 12 Masterscriptie

13 To conclude, opinions were divided about the fact that certain tasks by the contractor was taken from the hands of the subcontractors. This task, the purchase of materials, is normally carried out by subcontractors. SBL ensures that the contractor in consideration of the subcontractors can buy a larger amount of materials and can take over this task if the subcontractor cannot afford it. The subcontractors can then concentrate on the execution of the work. The consequence is that some subcontractors develop a certain fear for SBL and therefore can possibly choose not to go into SBL. Overlapping aspects Smart Building Logistics with BREEAM-NL In order to determine the interfaces between SBL and BREEAM-NL, there is an abstract diagram for BREEAM-NL (Fig. 5) and an abstract diagram for SBL developed (Fig. 6). The aspects that touch on both BREEAM as with SBL, is the kilometre records. BREEAM-NL asks registrations of the made kilometres in the credit Environmental impact on the construction site (MAN 3). The interface is that this registration is integrated into SBL. The logistic services and waste disposal are responsible for capturing and managing this information. Normally the waste processor and the contractor are responsible for this. The second interface is the record for the amount of waste: BREEAM- NL asks from the credit Waste on construction site (WST 1) to the total amount of waste of the respective construction project. It also raised the question whether the stated objectives have actually been achieved, with no judgement at the end of the project. The interface with SBL is that these operations are integrated into SBL. The logistic services provider and the waste processor capture and manage this information. Normally these activities belong to the responsibilities of the main contractor and waste processor. The third interface is the separation of waste on the construction site. BREEAM-NL asks for the credit Waste on construction site (WST 1) at least four waste groups on the construction site. An innovation point can be scored if there are six groups of waste on the construction site. The interface to this is that SBL ensures that waste is segregated on site and daily collection by the logistic services that deliver the materials. The waste is further separated at the HUB. This ensures that contractors and subcontractors consciously are dealing with waste. There are zones established and the construction site and it is tidy. In addition, a solution for urban projects, are not included in BREEAM-NL. The latter interface is recycling. BREEAM-NL asks for the credit Waste on site (WST 1) that eighty per cent of recyclable building materials have to be reused or recycled. It also asked to reduce waste to a minimum and recycle it. The interfaces with SBL herein are the LEAN sessions that ensure good reflection on material recycling and waste before contact with producers. In addition, the logistics service provider ensures that the waste is taken to the HUB, the waste then further separated into containers, that the components are separated and sanitary is cleaned up. After this it will be taken by a waste disposal company or by a producer for the recycling of waste. The producer may also directly take the waste from the HUB when he delivers the materials. 14 Fig. 5: BREEAM-NL Process Fig. 6: SBL process Conclusions The interviews show that the requirements imposed by such policies and BREEAM-NL are difficult to apply in practice. Some requirements in BREEAM-NL suggested are difficult to achieve cost and time for implementing parties. This is partly because BREEAM-NL is new and contractors are still insufficiently familiar with it. Therefore it can be concluded that there is a difference between policy and practice, and that this should be minimized in order to improve sustainability in construction. Contractors set annually new sustainability goals, such as the CO2 performance ladder and minimizing the amount of waste. Yet it appears that, despite the objectives contractors, BREEAM-NL is necessary for contractors to consistently sustainable. This means a high quality building to achieve the requirements of BREEAM-NL and to lead a sustainable process. This results in spending more time on BREEAM-NL, given the evidence requested. However the more often BREEAM-NL will be applied, the easier it will proceed in the future. There may come a time that sustainability is integrated in the executing parties that BREEAM- NL is no longer necessary. But whether this point will be reached, is a question nobody can answer yet. 14 Masterscriptie

15 In interviews with executive parties the slogan: measuring is knowing is often used. Due to the fact that BREEAM-NL have many requirements and costs time, it became clear that construction companies find BREEAM-NL pleasant to apply. And they believe that it provides a foothold throughout the project. Therefore, construction companies will be tingled to actually apply the specific requirements on waste, logistics and transport of BREEAM-NL. The threshold will reduce when BREEAM- NL will require a comprehensive logistic plan, a fit of the waste groups on the construction site to the waste groups of the waste company. So, more requirements are asked to the contractors, but the contractors already do these requirements, however not specific and accurate. It asks them to go just a little further than what they normally do and they can score points with it for BREEAM-NL. During the expert meeting it became clear that these extra requirements was not seen as an obstacle for the future. The reason behind this is that logistics and transport is seen as important and more attention to be paid. The statement that often emerged was: a building stands or falls with logistics and transport. More and more urban projects are being developed and redeveloped, with the effect of the building environment that there are smaller construction sites and possibilities that there is no construction site. This has the consequence that the waste containers cannot stand on de construction site. Therefore the waste processor incorporates the waste, this means no points can be scored for BREEAM-NL. The requirement of BREEAM-NL is namely that waste has to be separated on the construction site. The construction companies are forced, in these situations, to implement the method SBL. Logistics and transportation to, from and on the construction site are not considered important enough by BREEAM-NL. The requirements relating to logistics and transport are currently hidden in the credit Environmental impact on site (MAN 3), while logistics and transportation is an important contribution to environmental problems in the Netherlands. During the execution of a BREEAM building project the records are kept and finally compared with the objectives formulated at the start of the project. This applies to all BREEAM projects. In SBL, objectives are established for the number of transport movements and will be determined, at the end of the project, whether this objective is fulfilled, just like BREEAM-NL. It is well known that SBL provides less transport movements and also allows the use of smaller vehicles, resulting in less CO2 emissions. This is the general reasoning. However, the only data that the project Laan van Meerdervoort has is the 90 trailer loads was less than the predetermined target. This cannot be used as a quantitative data. Therefore, more data are needed, such as trailer loads of projects without the use of SBL, SBL and the application of the equations of these data. The implementation phase is the phase where all applications of BREEAM-NL already are adopted to deliver a sustainable (high quality) building. This means that many changes cannot take place. From the study it can be concluded that SBL does not contribute to a higher quality building. However, SBL provides process innovation for waste, logistics and transportation. Başak Karabulut 15

16 Notably by intensive consultation between general contractor, subcontractors and logistics service provider, the LEAN sessions, detailed plans and purchasing lists are set up. BREEAM encourages the minimisation of buying too much material, because this becomes waste eventually. SBL provides the optimal procurement of material, this means: not buy more than you need. This results in less waste. Moreover, SBL makes it possible that waste is disposed of directly by the producer for recycling, instead of first going to the waste disposal facility and then goes to the manufacturer. Therefore, it can be concluded that SBL increases the sustainability of the waste management, logistics and transportation. SBL is well applicable for renovation and new construction projects. Given the fact that there are a lot of renovation and new construction projects, it is less important that it can be widely applicable. However, in order for the applicability of SBL by other contractors it is necessary that the BAM develop a tool. Recommendations for contractors To provide BREEAM-NL process for contractors, it is important that the design certificate of BREEAM-NL will be implemented, to reduce the risks for the contractor in the implementation phase. This study shows that not all employees of the contractors are aware of BREEAM- NL, while it is currently leading on the market. A recommendation is therefore that more attention should be paid to BREEAM-NL. This can be done by a chapter on the experience of BREEAM-NL in the sustainability reports, which are prepared each year by the contractors. In addition, it is necessary to enthusiasm, share ideas and stimulate each other. This ensures good a common objective and a good cooperation to a BREEAM- NL certificate. It is also important that a contractor implements a BREEAM BREEAM-NL expert to make the process smoother. This is because it is important for the stakeholders. Finally, it is necessary for the contractors, outside the BREEAM-NL certificate, to develop a comprehensive logistic plan and pay attention to transport at the construction site. Recommendations for suppliers and producers Also suppliers and producers contribute to a BREEAM-NL process. They are mainly responsible for the development and delivery of materials. They can ensure that developing reusable packaging produces less waste in the end. Recommendations for BREEAM-NL It is normal that there is a gap between policy and practice. To reduce this gap it is recommended that adjustments are needed in BREEAM-NL. Firstly, it is important to pay more attention to logistics and transportation to, from and on the construction site. BREEAM-NL namely pays too little attention for this aspect. The BREEAM-NL process for contractors, suppliers and produces will go smoother by developing a new credit: Logistics and transport to, from and on the construction site (MAN 14). 17 Secondly, the credit Recommendation Waste on site (WST 1) needs to be adapted to make it user-friendly for contractors by adding the possibility to use more waste streams on the construction site. The final recommendation is to refine the definitions in de assessment of BREEAM-NL. Recommendations for Smart Building Logistics To optimize the process of SBL, there are two recommendations: First, it is recommended that the employees of the logistic service provider work in shifts. This means that fixed teams has to be placed on projects and that the morning and evening shifts are changed every two months. This allows that the alertness will be maintained. Secondly, it is recommended that an employee will be appointed with an architectural background to avoid misunderstandings due to lack of knowledge of materials. It is also important for SBL to consequently register the transport movements, mileage, type of transport and CO2 emissions consistently and on all journeys for a good cooperation with BREEAM-NL. Recommendations for further research This research is the basis for sustainability in the implementation phase. During the process it became clear that little research has been done on sustainability in the implementation phase in the Netherlands. Despite the fact that there is a great amount of international literature available regarding this subject, there is a lack of Dutch literature, which can be seen as a great loss. Furthermore, it would be good to get more attention to the implementation phase, by encouraging students to do more research in this field, from the perspective of Delft University of Technology. There are a lot of options for further research regarding the implementation phase, such as research into how contractors can be encouraged in their behaviour/ motivation to be sustainable, research into how sustainability can be integrated with contractors so that a certification system is not required and research into waste management during construction. 19 SAMENVATTING Aanleiding en probleemanalyse Duurzaamheid is niet meer weg te denken uit onze samenleving. Wie om zich heen kijkt, ziet talrijke biologische supermarkten, biologische producten en elektrische auto s. Ook in de bouwsector speelt duurzaamheid een steeds grotere rol. Er is een groeiende vraag naar Maatschappelijk Verantwoord Ondernemen (MVO) in de bouw. De duurzaamheidverslagen van grote uitvoerende partijen zijn hier het resultaat van. Ieder jaar worden er doelstellingen met betrekking tot duurzaamheid geformuleerd, zoals de CO 2 prestatieladder en mogelijkheden tot het verminderen van afval. De aanleiding tot dit onderzoek is de huidige situatie in de bouwsector; waarin milieuproblemen, Maatschappelijk Verantwoord Ondernemen en Duurzaam Bouwen een sleutelrol zijn gaan spelen. Ook de bouwsector is debet aan deze problemen (Milieuloket, 2011a). Volgens het Milieuloket (2011a) moet hierbij vooral worden gedacht aan de Vluchtige Organische Stoffen (VOS), de CO 2 -uitstoot tijdens de bouw, het waterverbruik, het vrijkomen van afval en het gebruik van soms schaarse stoffen. In steden hebben drie tot vijf van de tien vrachtwagens een bouwplaats als bestemming. Het aantal busjes met personeel en materiaal is nog groter. Daarmee is bouwlogistiek de grootste bron van vrachtvervoer en, als gevolg hiervan, van luchtverontreiniging in steden (Merrienboer, 2011). Uit de cijfers van het Agentschap NL (2008) blijkt dat er in 2008 in totaal 63 miljoen ton afval is geproduceerd, waaraan de bouw met 25 miljoen ton het meest heeft bijgedragen (figuur 2). BREEAM-NL In Nederland bestaan er verschillende duurzaamheidskeurmerken zoals BREEAM-NL en LEED. Sinds 2009 is een Nederlandse versie van BREEAM op de markt, BREEAM-NL, welke is aangepast aan de nationale regelgeving en eisen. Grote aannemers zoals BAM, Heijmans en Boele & van Eesteren hebben BREEAM-NL reeds toegepast in verschillende projecten. Tijdens de afgelopen jaren was er een sterke stijging waarneembaar in het aantal BREEAM-NL projecten en mag gesteld worden dat BREEAM-NL hedentendage leidend is (DGBC, 2012). Ondanks dat het tijdrovend en arbeidsintensief is, wordt het gezien als het meest concrete en bespreekbare systeem. Gezien de mogelijkheden om duurzaamheid in de bouw verder te ontwikkelen, is er in dit onderzoek zodoende voor gekozen om duurzaamheid in te kaderen tot BREEAM-NL in de uitvoeringsfase. Omdat afval, en bouwlogistiek en transport een grote bijdrage leveren aan milieuproblemen, is BREEAM-NL ingekaderd tot de aspecten afval, logistiek en transport. 20 van bouwmaterialen op een slimme wijze bundelt, aanvoer van bouwmaterialen combineert met de afvoer van bouwafval en zorgt voor integraties in de bouwketen (TNO, 2012). Gedurende de beginfase van onderhavig onderzoek kwamen in verschillende gesprekken de vragen aan de orde of SBL en BREEAM-NL raakvlakken hebben en of SBL een bijdrage kan leveren aan BREEAM-NL. En bleek dat er vanuit de praktijk interesse is ontstaan om te onderzoeken welke doelen van BREEAM-NL voor een aantal aspecten sneller en beter bereikt kunnen worden door de toepassing van SBL. De bouwsector staat voor een aantal duidelijke dilemma s: logistiek, transport en bouw- en sloopafval dragen sterk bij aan milieuproblemen. Het certificeringssysteem BREEAM-NL is een handreiking voor de bouw om deze dilemma s te neutraliseren. Toch blijkt, uit verschillende gesprekken met uitvoerende partijen, dat het in de praktijk moeilijk is om te voldoen aan de eisen van BREEAM-NL. Extra mankracht en specifieke vaardigheden (BREEAM-NL expert) zijn hiervoor echter nodig. Smart Building Logistics pretendeert de drempel van BREEAM-NL voor aannemers te verlagen, omdat het een verbetering kan bieden aan de huidige dilemma s. Doel en resultaat De doelstelling van dit onderzoek is om kennis te ontwikkelen die het mogelijk maakt om het BREEAM-NL bouwproces voor aannemers, onderaannemers en leveranciers soepeler te laten verlopen. En dit proces te verduurzamen op het gebied van afval, logistiek en transport. Het resultaat van dit onderzoek zijn aanbevelingen aan de Dutch Green Building Council (DGBC) door middel van het herschrijven van een bestaande credit en het ontwikkelen van een nieuwe credit voor BREEAM-NL, waarin de bijdrage van SBL is verwerkt. Onderzoeksvragen en Methodologie BREEAM-NL blijkt een drempel te zijn voor aannemers in de uitvoeringsfase. Onderzocht moet worden of SBL een bijdrage kan leveren aan BREEAM-NL en of het meer duurzame oplossingen biedt voor de aspecten afval, logistiek en transport. De centrale onderzoeksvraag is daarom als volgt gedefinieerd: Wat zijn consequenties van het certificeringssysteem BREEAM-NL in de uitvoeringsfase met betrekking tot de aspecten afval, transport en logistiek, en hoe kan Smart Building Logistics deze fase optimaliseren? De centrale onderzoeksvraag wordt beantwoord aan de hand van de volgende onderzoeksvragen: 1. Wat zijn de consequenties van BREEAM-NL voor het uitvoeringsproces? 2. Op welke onderdelen van afval, logistiek en transport zijn er verbeteringen nodig om het proces in BREEAM-NL te optimaliseren? 3. Op welke onderdelen van afval, logistiek en transport zijn er verbeteringen nodig om het proces in Smart Building Logistics te optimaliseren? 4. Hoe kan SBL bijdragen aan het oplossen van één of meerdere punten van BREEAM-NL? 20 Masterscriptie

21 Om de centrale onderzoeksvraag te kunnen beantwoorden is gekozen voor een kwalitatief onderzoek. In dit geval is het doel om achtergrondinformatie te verschaffen over BREEAM-NL en op de aspecten afval, logistiek en transport in het bijzonder. Datzelfde is van toepassing op de methode SBL. Vervolgens zijn voor beide methoden professionals geïnterviewd, die de achtergrondinformatie in confrontatie brengen met de praktijk. Daarnaast zijn een drietal casussen geanalyseerd, waarbij in één case alleen BREEAM-NL is toegepast (De Monarch I te Den Haag) en in twee cases alleen SBL is geïmplementeerd (Laan van Meerdervoort te Den Haag en Groene Toren te Den Haag). De analyse van deze casussen is uitgevoerd door middel van gestructureerde interviews met verschillende professionals in de uitvoeringsfase. Het gaat hier om professionals van verschillende pluimage: projectleiders, werkvoorbereiders, uitvoerders en facilitaire managers. Het project de Monarch II zou aanvankelijk tevens bestudeerd worden door middel van participerende observatie. Interessant aan dit project is de toepassing van SBL én BREEAM-NL samen. Tijdens het onderzoek werd echter al snel duidelijk dat dit project buiten de tijdsplanning van deze scriptie viel. Uiteindelijk is op basis van de analyses van de drie casussen een credit van BREEAM-NL aangepast en een nieuwe credit ontwikkeld voor BREEAM-NL. Deze nieuwe credits zijn getoetst tijdens een expertmeeting die speciaal ten behoeve van dit onderzoek is belegd. Onderzoeksresultaten BREEAM-NL Het meest opvallende is dat er een verschil waarneembaar is tussen beleid en praktijk, een gat tussen wat in de duurzaamheidsverslagen staat en wat de mensen op de bouw daar praktisch mee kunnen. Zij zijn hiervan wel op de hoogte, maar er wordt een gebrek ervaren aan praktisch toepasbare tools. Op basis van de interviews kan worden geconcludeerd dat het BREEAM-NL ontwerpcertificaat noodzakelijk wordt geacht door de projectleiders, omdat het een betere garantie geeft op de te halen credits in de uitvoeringsfase. Des te vreemder is dat BREEAM-NL veel te weinig in duurzaamheidsverslagen wordt opgenomen, waardoor de vertaalslag helemaal niet meer te maken is. De consequentie hiervan is dat de uitvoerende partijen in een project zelf kennis van BREEAM-NL moeten ontwikkelen. Dit is lastig, want zij beginnen immers op forse achterstand. Verder mag op basis van de verkregen data en de meerderheid van interviews worden geconcludeerd dat BREEAM-NL extra tijd en energie kost bij het uitvoeringsproces. Vooral door de interpretatieverschillen van credits, het verzamelen van bewijsmaterialen, het inlichten van het personeel en het creëren van enthousiasme. In de praktijk blijkt dat de beslissingen die zijn genomen in de ontwerpfase, kunnen veranderen in de uitvoeringsfase. Het betreft dikwijls aanpassingen aan het gebouw. De consequentie hiervan is niet zelden dat de desbetreffende BREEAM-NL credit niet behaald kan worden. Zelfs kan er een risico ontstaan met betrekking tot de overall score. Daarnaast ontwikkelen aannemers ideeën om duurzaam te zijn op de bouwplaats, buiten BREEAM-NL om. Hiervoor kunnen echter geen punten worden gescoord, aangezien het hier geen BREEAM-NL eisen betreft. Dit heeft een demotiverende uitwerking. Een BREEAM-NL expert blijft noodzakelijk voor een soepel bouwproces, voor coördinatie, Başak Karabulut 21

22 verzamelen van bewijsmaterialen en heeft contact met de assessor voor de beoordeling. Enthousiasme is belangrijk om de credits van BREEAM-NL te kunnen behalen. Uit de interviews is gebleken dat niet iedere stakeholder dezelfde doelen nastreeft en dat het tijd kost om enthousiasme te ontwikkelen. Aannemers die geen enthousiasme voor BREEAM-NL aan de dag leggen, zullen waarschijnlijk afvallen. Daarnaast bestaat geen gemeenschappelijke mening over standaard formats. Enerzijds vinden mensen dat deze formats niet onderling moet worden gedeeld omdat dan het risico kan ontstaan dat er afgevinkt gaat worden. Anderzijds vinden mensen het juist handig om standaard formats te delen omdat dan niet elke keer weer het wiel opnieuw behoeft te worden uitgevonden. De eis om afval te scheiden op de bouwplaats ervaren de aannemers als een positieve stimulans en een eis die goed haalbaar is. De meningen echter, over de registraties van afval, kilometers en transportbewegingen zijn sterk verdeeld. Verder blijkt uit de interviews dat het scheiden van busjes purschuim, papier en chemisch afval niet in de beoordelingsrichtlijn is opgenomen, terwijl dit relevante stromen zijn die als minimumstandaard kunnen worden ingevoerd. Daarnaast kan uit de gegevens van de DGBC geconcludeerd worden dat de focus meer ligt op de credit Management op de bouwplaats (MAN 2) en Milieu-impact op de bouwplaats (MAN 3) dan op Afvalmanagement op de bouwplaats (WST 1) en Secundair gebruik van materiaal (WST 2). Het is nog niet duidelijk hoe BREEAM-NL binnenstedelijke projecten gaat beoordelen die niet over een ruime bouwplaats beschikken. Hieraan zijn vanuit de beoordelingsrichtlijn lichte eisen verbonden. De uitvoerende partij zou hieromtrent meer helderheid willen zien. Tenslotte is het voor de aannemers van kardinaal belang om alle verantwoordelijkheden per credit uit te werken. Dit zorgt voor structuur en helderheid. Onderzoeksresultaten Smart Building Logistics De interviews staan de conclusie toe dat SBL een positieve bijdrage levert aan de logistiek en de organisatie op de bouwplaats. Het opstellen van een uitgebreid logistiek plan in de voorbereidingsfase met behulp van LEAN sessies, had een niet te onderschatten positieve bijdrage. Alle transporten verliepen georganiseerd. Ook was het was het vooraf overleggen met de producent om het materiaal van een bestaand gebouw te recyclen en dat vast te leggen als erg positief ervaren. Normaliter ligt deze verantwoordelijkheid bij de onderaannemer en afvalverwerker. Het merendeel van de geïnterviewden vindt de bouwplaats georganiseerd en opgeruimd en alles wijst erop dat werknemers het fijn vinden dat ze onmiddellijk aan de slag kunnen en niet eerst met materiaal hoeven te sjouwen. Daarnaast hebben de uitvoerende partijen afvalscheiding op de bouwplaats als positief. Een moeilijk punt blijkt het kweken van enthousiasme bij de onderaannemer in het begin. De communicatie tussen de verschillende partijen verliep goed. De werkvoorbereider van de hoofdaannemer was het aanspreekpunt voor de onderaannemers en de logistieke dienstverlener. En de logistieke dienstverlener communiceerde met leveranciers. 22 Masterscriptie

23 De meerderheid van de geïnterviewden heeft aangegeven dat het personeel van de logistieke dienstverlener iedere keer uit andere werknemers bestond. De consequentie hiervan was dat het materiaal wel eens op de verkeerde verdieping en in de verkeerde zone werd geplaatst, hetgeen uiteindelijk leidde tot tijdverlies. Verder waren de geïnterviewden van mening dat kennis over bouwmaterialen niet voldoende aanwezig was bij de logistieke dienstverlener. Dit had tot gevolg dat verkeerde materialen werden geleverd. Tenslotte waren de meningen verdeeld over het feit dat bepaalde taken door de hoofdaannemer uit handen van de onderaannemers werd genomen. Deze taak, de inkoop van materialen, wordt normaliter uitgevoerd door onderaannemers. SBL zorgt ervoor dat de hoofdaannemer in goed overleg met de onderaannemer, een grote hoeveelheid materiaal kan inkopen en deze taak dan overneemt als de onderaannemer de handelingen niet kan uitvoeren.. De onderaannemers kunnen zich dan concentreren op de uitvoering van het werk. De consequentie hiervan is dat sommige onderaannemers een bepaalde angst ontwikkelen voor SBL en er eventueel voor kiezen om niet mee te gaan in SBL. Raakvlakken Smart Building Logistics met BREEAM-NL Om de raakvlakken te bepalen is er een abstracte schema voor BREEAM- NL (figuur 5) en een abstractie schema SBL ontwikkeld (figuur 6). De aspecten die zowel een raakvlak hebben met BREEAM-NL als met SBL, zijn de kilometerregistraties. BREEAM-NL vraagt registraties van de gemaakte kilometers in de credit Milieu impact op de bouwplaats (MAN 3). Het raakvlak is dat deze registratie is geïntegreerd in SBL. De logistieke dienstverlener en de afvalverwerker dragen zorg voor het vastleggen en beheren van deze gegevens. Normaliter zouden hoofdaannemer en afvalverwerker hiervoor verantwoordelijk zijn. Het tweede raakvlak is de registratie voor de hoeveelheid afval: BREEAM- NL vraagt vanuit de credit Afvalmanagement op de bouwplaats (WST 1) om de totale hoeveelheid afval van het desbetreffende bouwproject. Ook wordt de vraag opgeworpen of de gestelde doelen daadwerkelijk zijn behaald, hier wordt echter geen beoordeelding op gegeven. Het raakvlak met SBL is dat deze handelingen zijn geïntegreerd in SBL. De logistieke dienstverlener en de afvalverwerker verzorgen het vastleggen en beheren van deze gegevens. Normaliter behoorden deze activiteiten tot het takenpakket van de hoofdaannemer en afvalverwerker. Het derde raakvlak is het afval scheiden op de bouwplaats. BREEAM-NL vraagt voor de credit Afvalmanagement op de bouwplaats (WST 1) om minimaal vier afvalgroepen op de bouwplaats. Een innovatiepunt kan worden gescoord indien er sprake is van zes afvalgroepen op de bouwplaats. Het raakvlak met SBL hierin is dat SBL zorgt dat afval wordt gescheiden op de bouwplaats en dagelijks wordt opgehaald door de logistieke dienstverlener, die de materialen aflevert. Het afval wordt verder gescheiden op de HUB. Dit zorgt ervoor dat aannemers en onderaannemers bewust omgaan met afval. Er worden zones vastgesteld en de bouwplaats is opgeruimd. Daarnaast wordt een oplossing geboden voor binnenstedelijke projecten, die niet in BREEAM- NL zijn meegenomen. Başak Karabulut 23

BREEAM-NL vraagt voor de credit Afvalmanagement op de bouwplaats (WST 1) dat tachtig procent van het recyclebare bouwmateriaal hergebruikt of recyclet. Ook wordt gevraagd om het afval tot een minimum te beperken en te recyclen. De raakvlakken met SBL hierin zijn de LEAN sessies, die ervoor zorgen dat goed wordt nagedacht over recycling van materialen en afval alvorens contact te leggen met producenten. Daarnaast zorgt de Logistiek dienstverlener ervoor dat het afval wordt meegenomen naar de HUB, om het afval vervolgens verder te scheiden in containers, de componenten los te maken en het sanitair schoon te maken. Hierna wordt het meegenomen door een afvalverwerker of door een producent voor de recycling van het afval. De producent kan dit ook direct meenemen als hij materialen levert. Conclusies Uit de interviews blijkt dat de eisen die worden gesteld door bijvoorbeeld het beleid en BREEAM-NL moeilijk toepasbaar zijn in de praktijk. Sommige eisen die BREEAM-NL stelt zijn voor uitvoerende partijen 24 Masterscriptie

25 moeilijk realiseerbaar en kosten veel tijd. Dit komt mede doordat BREEAM-NL nog nieuw is en aannemers hier nog onvoldoende bekend mee zijn. Daarom kan geconcludeerd worden dat er een verschil is tussen beleid en praktijk en dat dit geminimaliseerd dient te worden om duurzaamheid in de bouw te verbeteren. Aannemers stellen ieder jaar nieuwe duurzaamheidsdoelstellingen op, zoals de CO 2 -prestatieladder en het minimaliseren van de hoeveelheid afval. Toch blijkt dat, ondanks de doelstellingen die aannemers hebben, BREEAM-NL nodig is voor aannemers om consequent duurzaam te zijn. Dus een kwalitatief hoogwaardig gebouw te realiseren door middel van de eisen die BREEAM-NL stelt en een duurzaam proces te leiden. Dit resulteert in meer tijdsbesteding aan BREEAM-NL, gezien het bewijsmateriaal dat gevraagd wordt. Hoe vaker echter BREEAM-NL toegepast zal worden, hoe eenvoudiger het in de toekomst zal verlopen. Er kan een moment komen dat duurzaamheid zodanig geïntegreerd is bij de uitvoerende partijen, dat BREEAM-NL niet meer nodig zal zijn. Maar of dit punt bereikt zal worden is een vraag waar niemand vooralsnog antwoord op kan geven. In de gesprekken met uitvoerende partijen kwam de kreet meten is weten vaak naar voren. Het werd duidelijk dat uitvoerende partijen, ondanks de vele gestelde eisen en tijdsbesteding aan BREEAM-NL, het toch als prettig ervaren om het toe te passen. En van mening zijn dat het een houvast biedt gedurende het gehele bouwproces. Daarom zullen door specifieke eisen te stellen aan afval, logistiek en transport vanuit BREEAM-NL uitvoerende partijen geprikkeld worden om dit daadwerkelijk ook toe te passen. Door een uitgebreid logistiek plan vanuit BREEAM-NL te eisen, afvalstromen zoveel mogelijk aan te sluiten op de afvalgroepen van de afvalverwerker, zal de drempel van BREEAM- NL voor de aannemer verlaagd worden. Dus er worden meer eisen gesteld die de aannemers bewuster maken, net iets verder laten gaan dan wat ze normaliter doen en waar ze uiteindelijk ook punten mee kunnen verdienen. Er wordt dus extra bewijsmateriaal gevraagd voor logistiek en transport. Maar tijdens de expertmeeting werd duidelijk dat dit niet als belemmering gezien zal worden. De reden hierachter is dat logistiek en transport als belangrijk wordt gezien en hier meer aandacht aan besteed moet worden. De uitspraak die hierover vaak naar voren kwam: een bouwwerk valt of staat met logistiek en transport. Er worden steeds meer binnenstedelijke projecten ontwikkeld en herontwikkeld, met als effect door de bebouwde omgeving dat bouwplaatsen steeds kleiner zijn of dat er überhaupt geen bouwplaats meer is. Dat heeft als gevolg dat afvalcontainers niet op de bouwplaats kunnen staan, alles door de afvalverwerker gedaan moet worden en geen punten gescoord kan worden voor BREEAM-NL. Hier wordt namelijk de eis gesteld dat afval gescheiden moet worden op de bouwplaats. De uitvoerende partijen zijn dan genoodzaakt om een HUB toe te passen, zoals bij de methode Smart Building Logistics. Logistiek en transport van, naar en op de bouwplaats worden niet belangrijk genoeg geacht door BREEAM-NL. De eisen met betrekking tot logistiek en transport zitten als het ware verborgen in de credit Milieuimpact op de bouwplaats (MAN 3), terwijl logistiek en transport een belangrijke bijdrage leveren aan de milieuproblemen in Nederland.
