1 DAILY SHIPPING NEWSLETTER : Monday LOOK FOR THE LATEST UPDATE OF THE KURSK SALVAGE AT : Berging Koersk verloopt voorspoedig DE MEERN - De berging van de gezonken kernonderzeeër Koersk verloopt voorspoedig. Het hijs- en transportbedrijf Mammoet in De Meern deelde zaterdag mee dat met succes het tweede vacuüm-anker op de romp van de Koersk is geplaatst. De ankers dienen voor bevestiging van de hydraulische zagen. Daarmee wordt de neus van de onderzeeër gezaagd. De neus is zodanig beschadigd dat er geen hijspunten aan bevestigd kunnen worden. Of dat beschadigde deel later alsnog wordt gelicht, is nog niet duidelijk. Het zagen begint over een paar dagen en duurt tot eind deze week. Inmiddels is ook het schip de Mayo opnieuw bevoorraad om de bergingsklus te kunnen klaren. Vanaf de Mayo worden de duikoperaties uitgevoerd. Het weer is uitermate gunstig. Op de Barentszzee is het met 9 graden relatief warm, terwijl de zon volop schijnt. Belangrijk nog is dat het vrijwel windstil is boven de rampplek. Het bergingsponton Giant-4, dat dinsdag vanuit Amsterdam koers zette naar de Koersk, is zaterdag gearriveerd in Stavanger. Het heeft nog zo'n 12 dagen nodig om boven de Koersk te arriveren. Inmiddels is een begin gemaakt met het maken van vier bevestigingspunten waaraan de Giant-4 verankerd moet worden. De Giant-4 takelt de Koersk omhoog, tot net onder de wateroppervlakte. De sleepboot Smitwijs Singapore van Smit International sleept de Giant-4 en het wrak van onderzeeër, dan nog onder water, naar Moermansk. Pas in Moermansk komt de Koersk boven water. De Koersk zonk op 12 augustus vorig jaar, met 118 mensen aan boord. Niemand overleefde de ramp. Slechts 12 lichamen konden later uit het wrak worden gehaald. 2 EHIME MARU NEWS Navy will try to raise vessel HONOLULU (Agence France-Presse) -- The U.S. Navy expressed confidence yesterday it will be able to raise a sunken Japanese fisheries training vessel this month, despite a series of technical setbacks. The construction ship Rockwater 2 was on its way back to port here to load a replacement lifting strap for the stern of the Ehime Maru, after the strap snapped during a lift maneuver Friday. "We are very confident that with the replacement rig we will be able to lift the stern of the vessel and place the cables which will be used to place lifting plates under the Ehime Maru," said Navy public affairs officer Commander David Wray, speaking in Pearl Harbor. The United States is involved in efforts to raise the vessel and recover the remains of nine Japanese men and boys lost when the Japanese fisheries training vessel was rammed and sunk by the nuclearpowered submarine USS Greeneville on Feb. 9. Friday's hitch was the latest in a series of problems encountered in this unprecedented attempt to raise such a large vessel from 2,000 feet of water. The effort is driven by the United States' desire to placate public opinion in Japan in the wake of the embarrassing tragedy, and to provide closure for families of those missing. Last month a plan to place cables by drilling tunnels under the sunken vessel in the $40 million operation had to be abandoned. Instead, the Navy and its contractor decided to raise the stern of the fisheries ship high enough for underwater robots to pull the cables in place. Crews' concern that one of the cables was not in position led to a new attempt to lift the stern. At that point, just after 6 p.m. on Friday, the stern lift strap broke while the ship was about 24 feet off the sea floor. However, no additional damage occurred, according to Cmdr. Wray. Salvage ship returns to port for new lifting strap The salvage ship used by the U.S Navy to lift a Japanese fisheries training vessel sunk by a U.S. nuclear-powered submarine will return to port Saturday for a new lifting strap that broke Friday, a Navy spokesman said Saturday. Navy officials said that the Ehime Maru did not sustain additional damage, nor was a significant amount of fuel oil released after the strap gave way after 6 p.m., sending the ship about seven meters to the ocean floor. Navy technicians were lifting the stern to reposition one of two lead wires that had become entangled around the center of the ship when the incident occurred. The wire should have been under the pilot house. Precise positioning of the two wires, called messenger wires, is critical to rigging and transporting the hull from its current location at a depth of about 600 meters to a shallow shoal, where divers will attempt to retrieve the remains and personal effects of nine missing crew members. The two messenger wires, which were to be placed under the pilot house and engine room, will be connected to two steel lifting plates that will eventually support the ship's hull as it is transferred to shallower waters. 3 Before returning to the Honolulu Harbor on Saturday the salvage ship, the Rockwater 2, will first move the ship to shallow waters off the airport, where the broken strap will be removed, a Navy spokesman said. The ship will then proceed to the harbor where the new equipment will be loaded and rigged to the lift wire of the starboard winch. Once the work is completed, the Rockwater 2 is expected to return to the work site on Sunday where preparations to lift the stern will resume. Despite the mishap, Navy officials remain optimistic that the ship's transport to shallow waters will be completed by mid-september unless officials determine that the ship is too damaged to withstand the move intact. Meanwhile, about 30 Japanese Maritime Self-Defense Force (MSDF) divers began training in the shallow area to acclimatize themselves to local sea conditions. More than 60 Navy divers are simultaneously training at the Navy Diving Complex at Pearl Harbor aboard the diving barge that will be used at the shallow water site. After U.S. Navy divers complete their search for the remains, personal effects and unique ship artifacts, the Japanese MSDF divers will make the final inspection before the ship is permanently sunk in international waters. The 499-ton Ehime Maru was struck and sunk Feb. 9 by the U.S. nuclear powered submarine, Greeneville, while the sub was conducting an emergency surfacing maneuver for a group of civilian visitors. Nine of the 35 people aboard the ship, including four high school students from the Uwajima Fisheries High School in Ehime Prefecture, are among the missing. However, the Navy now believes that only five to seven of the missing remain inside the ship. 4 Navy ship near Christmas Island THE amphibious transport ship HMAS Manoora today arrived in the vicinity of Christmas Island near where 438 asylum seekers are stranded on a Norwegian freighter, Defence Minister Peter Reith said today. The vessel, purchased from the United States Navy as a training ship, has been modified into an amphibious transport to enhance the Australian Defence Force's amphibious and helicopter capability. The modifications allow the Manoora to carry as many as four helicopters, two landing craft and 450 troops. Mr Reith said the Manoora could travel more than 6000 kilometres, lodge troops ashore, sustain them for two weeks, and provide a sophisticated communications, command and control base. "HMAS Manoora also has a well-equipped hospital facility able to provide initial wound surgery and medical support to personnel ashore," he said in a statement. The hospital facility contains two pre-operating tables, two operating tables, two post operation recovery beds and six high dependency intensive care beds. Other modifications changed three existing mess decks into a 32-bed low dependency medical ward. "These medical facilities were recently described to me by a surgeon as 'as good as anything on the (Sydney's) North Shore'," Mr Reith said. The Manoora has seen service in East Timor and the Solomon Islands and in May this year the ship's helicopter, amphibious and medical facilities were tested in Exercise Tandem Thrust. "Tests the ship passed with flying colours," Mr Reith said. Earlier this year, Manoora was also fitted out with a suite of four state of the art Command, Control, Communications and Intelligence (C31) facilities that make the ship the most capable communications platform in the Australian Fleet. 5 COLOMBO: Two female crew members were hurt as their 17th century replica ship was crippled in stormy seas off Sri Lanka while trying to re-enact a 400-year-old spice route expedition, organisers said on Saturday. Christine Henschien and Heidy Bontjer, both Dutch nationals, were injured when they fell on the deck of the Duyfken as it was buffeted by strong winds, project director Graeme Cocks said. The Duyfken is a replica of a Dutch vessel that made the first recorded visit to Australia nearly 400 years ago. It is re-enacting a journey from Sydney to the Netherlands, with a 16-member crew, covering some 18,200 nautical miles. "We will have to take both of them out of the ship when it reaches Sri Lanka on Monday or so," said Cocks who is coordinating the land-based operations of the expedition from the Sri Lankan southern port town of Galle. He said the 24-metre Duyfken was now expected to reach Galle, 72 miles south of Colombo, on Monday, a day later than previously scheduled because of the damage to the ship's sails. "The crew tried to repair the sails and put them up yesterday only to have it blown to shreds," Cocks said by telephone from Galle. "They don't have any top sails so they are travelling at half their speed." The ship was on Saturday at a location about 300 km away from Galle, a key stop during the spice trade centuries ago. Cocks said the two injured crewmembers were in their bunks and unable to work. "They have hurt their backs and confined to the bunks and the rolling of the ship is making it difficult for them," Cocks said, "It is quite a challenging time for the crew." Henschien had joined the ship in Jakarta while Bontjer was in the original team that set sail from Sydney on May 5. From Sri Lanka, the Duyfken will go on to Mauritius and South Africa before sailing north through the Atlantic Ocean to The Netherlands. Later the ship is to return to Fremantle, Western Australia, where it was built, where it will go on permanent display from Akkoord over eventuele verkoop baggerpoot HBG DEN BOSCH (ANP) - Bouwbedrijf Heijmans heeft met Boskalis op hoofdlijnen overeenstemming bereikt over de eventuele verkoop van de baggerpoot van HBG. Voorwaarde is wel dat de voorgenomen fusie tussen HBG en Ballast Nedam niet doorgaat. Nadat Heijmans het akkoord vrijdagmiddag naar buiten bracht, werd de handel in aandelen HBG op de Amsterdamse beurs enige tijd stilgelegd. Heijmans verwacht in de tweede helft van oktober met een biedingsbericht aan HBG te komen. Naar verwachting zal het bod eenderde aandeel Heijmans en 12 euro in contanten per aandeel HBG bedragen. Volgens een woordvoerder van Heijmans ligt er - met de huidige koers van HBG - nu een gezamenlijk bod met Boskalis van 1,85 miljard gulden op tafel. Hiervan zou Boskalis 1,25 miljard voor z'n rekening nemen en Heijmans de rest. Heijmans blijft voorstander van een open dialoog met de HBG-top. 6 baggeractiviteiten (HAM) aan Boskalis. De top van het Rijswijkse bouw- en baggerbedrijf heeft, evenals het personeel, een duidelijke voorkeur uitgesproken voor een joint venture met Ballast Nedam. Dinsdag maakt HBG de halfjaarcijfers bekend. De verwachting is dat dan de aandeelhouders, die voorstander zijn van een lucratieve overname door Heijmans, hun staart zullen roeren. SHIPYARD NEWS PPL Shipyard, P&A Group acquire Sabine Offshore Service HOUSTON, Aug PPL Shipyard Pte. Ltd., Singapore, and P&A Group, Houston, have jointly acquired Sabine Offshore Service Inc., Sabine Pass, Tex. Sabine Offshore Service will continue to offer fueling services to offshore vessels. The 50:50 consortium has formed a company, Sabine Shipyards Inc., for rig repairs. That company will use more than 200 acres and more than 1,600 ft of bulkhead on the Sabine-Port Neches waterway. Sabine Shipyards will offer an array of mobile offshore drilling rig repairs, both in the yards and offshore, plus technical support. Fresh fears over shipyard future Shipyard has been in decline for a number of years Belfast shipyard Harland and Wolff has warned there are doubts about its ability to continue in business unless it wins a major order. The warning came on Friday as the company released figures showing it had lost 3.8m in the first six months of this year. Harland and Wolff is currently working on two rollon-roll-off ferries for the Ministry of Defence. But these will only keep the workforce at full stretch until next March - and as yet there is nothing to fill the building dock after that date. The company says it is working on a number of potential deals, but as yet has not landed any of them. Arbitration Harland's parent company Olsen Energy has said it will maintain its current level of financial support for the business. But Harlands says that will not be enough. 7 The latest financial figures show that with only small contracts to tide it over in the last six months the firm racked up losses of almost 4m. In June, the yard's future looked brighter after it won its appeal over an arbitration claim for more than 20m. The jobs of more than 500 workers depended on the shipyard winning the dispute with an American oil firm, Global Marine. Outcome Three judges in the London Court of Appeal restored the original arbitration award, but Global Marine said they would try to challenge the ruling in the House of Lords. The dispute centred on work carried out at the east Belfast yard on the second of two drill ships which were being made for the US firm. Harlands said the vessel was ready for delivery, but Global Marine refused to accept the ship, saying that it was not completed to its satisfaction. The judges in the case had been told that survival of Harland and Wolff depended upon the outcome of the appeal. The company has been in difficulties for some time and last September laid off half of its 1,200 strong workforce due to an empty order book. Harland and Wolff also lost more than 26m last year. ROUTE, PORTS & SERVICES Imago en werkelijkheid in Rotterdamse haven De haven van Rotterdam is volop in het nieuws. Vanwege teleurstellende halfjaarcijfers, ook vanwege, maar ook vanwegeveel aandacht voor dubieuze ladingstromen en de controle daarop. Een voorbeeld: Radio Rijnmond en het Rotterdams Dagblad besteedden onlangs veel aandacht aan het feit dat een douanebeambte onwel is geworden na het openen van een container, waarvan de lading gegast was. Het bedrijf dat de container op gas had gecontroleerd, had het sein veilig gegeven. Een ander voorbeeld: een Engels onderzoek wees Nederland aan als het Europese centrum voor het vervaardigen van XTC en voor de distributie van drugs in het algemeen. Daarbij werd aangenomen dat Rotterdam een belangrijke rol speelt. En in NRC/Handelsblad van 17 augustus werd in een artikel over de terugkeer van Rode Libanon (hasj), Rotterdam genoemd als dé invoerhaven. De vraag is of Rotterdam die vrijhaven is, waar alles kan? Het is natuurlijk nooit goed te praten dat er mensen onwel worden bij de controle van een container, maar toch is er sprake van een incident. Afgelopen jaren zijn duizenden containers gemeten op gas en vervolgens gecontroleerd. Daarbij is het aantal problemen minimaal geweest. Het beeld dat er maar wat gedaan wordt, is pertinent onjuist. Over ongewenste lading die via Rotterdam wordt doorgevoerd: de douane-scan heeft haar waarde de afgelopen jaren bewezen. Er zijn grote vondsten gedaan en men heeft het controlesysteem kunnen verbeteren. Rotterdam wordt een steeds moeilijker te nemen hindernis. Verder wordt het imago van Nederland als internationaal centrum voor drugs kennelijk gekoppeld aan Rotterdam als internationaal distributiecentrum voor ladingstromen. 8 Wat gebeurt er werkelijk in Rotterdam? De douane maakt er gebruik van moderne en efficiënte middelen. Op de Maasvlakte is sinds enige jaren een scan operationeel. Ook in het Waalhaven- /Eemhavengebied zal zo'n douane-scan worden ingezet. Het is nodig om tegemoet te komen aan de steeds zwaarder wordende eisen die de Europese Commissie stelt aan ladingcontroles. In Europees verband is afgesproken een bepaald percentage van de lading (één procent van de transitcontainers) te controleren. De Nederlandse douane heeft daarnaast als eigen doelstelling om vijf procent van de invoer te controleren. Afgelopen jaar werden ongeveer containersdoor de scan gehaald. Een deel werd daadwerkelijk uitgepakt. Vanaf 2002, als de douane-scan in het Waalhaven-/Eemhavengebied operationeel is, zullen dat er meer worden. Hiermee voldoet Rotterdam aan Brusselse en eigen Nederlandse eisen. Naast deze controles bij de scan vinden er ook op locatie controles plaat. Dit kan bij een terminal, maar ook bij de eindontvanger gebeuren. Verder wordt in het havengebied ook gecontroleerd door de Rijksverkeersinspectie, de Rijksdienst voor de keuring van vee en vlees, de rivierpolitie en de Milieudienst Rijnmond. Het overeengekomen percentage te controleren containers wordt in veel andere havens in Europa niet gehaald. Rotterdam loopt in vergelijking tot andere havens ver voorop. Naast de inzet van extra mensen en hulpmiddelen is er sprake van een goede samenwerking tussen bedrijfsleven en overheid. Dit is een absolute voorwaarde om de goederenstromen efficiënt te controleren. Douane, Gemeentelijk Havenbedrijf Rotterdam, andere controlediensten en het bedrijfsleven werken al jaren nauw samen om de haven veiliger te maken. De nadruk ligt op goede én efficiënte controles. De aanpak rond de eerste scan, en binnenkort de tweede, heeft bewezen dat die samenwerking vruchten afwerpt. Bedrijven investerenfors om eigen terminals te beveiligen en werken met politie, douane, en havenbedrijf aan een project om criminaliteit te beheersen. Het bedrijfsleven kijkt hiermee naar de toekomst. Investeren in een veilige haven gebeurt vanuit de overtuiging dat dit uiteindelijk bijdraagt aan een concurrerende haven. Genoemde incidenten en 'gemakkelijke verhalen' hebben Rotterdam onterecht een slecht imago gegeven. Dat enige nuancering op zijn plaats is, moge duidelijk zijn. Daar waar Rotterdam haar zaken op orde heeft, zou het beter zijn als er in Europees verband verder wordt gewerkt aan een eenduidig controlesysteem, waardoor álle havens in Europa even stringent zouden controleren. Havens, zoals Rotterdam, waar conform de afspraken gecontroleerd wordt zijn relatief duurder dan havens waar niet of nauwelijks gecontroleerd wordt. Een zogenaamd 'level playing field' in Europa is van groot belang. Daar zou de aandacht van de politiek zich meer op moeten richten. Het project Ralfh (contactgroep van douanemanagers van Rotterdam, Antwerpen, Le Havre, Felixstowe en Hamburg) is daarom van groot belang. PSi-Daily Shipping News Page 8 09/02/01

9 NAVY NEWS Boxer swimmers describe harrowing rescue at sea WESTERN PACIFIC -- "This was a 'Perfect Storm' scenario except this time with a happy ending," said Capt. Michael G. Hlywiak, Boxer's commanding officer. "All the worst kinds of conditions were there: darkness, heavy seas, high winds and thunderstorms. When the call came in, it came at the worst time, in the middle of the night." Hlywiak is not talking about an exercise or training mission. This was the real thing. Search and rescue (SAR) teams on board USS Boxer (LHD 4) rescued eight Chinese and Taiwanese fishermen from a sinking boat Aug. 26 after the fishing boat caught fire late in the afternoon Aug. 25. Het hele sanitaire systeem is totaal verouderd en de buizen zijn verrot, ook de vijf urinoirs dienen dringend vernieuwd te worden. Reparatie word uitgesteld omdat het geen prioriteit zou hebben, Ook op de zusterschepen F911- WESTDIEP en de F913-WANDELAAR kampt de bemanning met dit soort problemen.
