Het CvB heeft besloten de bacheloropleiding Economie en Informatica te beëindigen. Op 13 december 2011 heeft de Faculteitsraad van TiSEM ingestemd met dit besluit. Per 1 september 2013 zal er geen nieuwe instroom meer toegelaten worden en per 31 augustus 2017 wordt de opleiding beëindigd. Voor beëindiging van de opleiding is een wijzing van het BBR vereist. Voorgesteld besluit: De UR wordt gevraagd in te stemmen met de wijziging van het BBR.

2 MEMO Aan: Universiteitsraad Van: CvB Datum: 18 januari 2012 Onderwerp: Beëindiging bachelor Economie en Informatica Doorkiesnummer: Inleiding Vanuit TiSEM is het verzoek gekomen de bacheloropleiding Economie en Informatica (CROHO-nr ) te beëindigen. Het voorstel is om de instroom van de bachelor per 1 september 2013 te beëindigen en de opleiding per 31 augustus te beëindigen. De reden voor beëindiging is tweeledig: een te lage instroom (<40) en een te laag rendement. In de bijlage I wordt door TiSEM uitgebreid de reden tot beëindiging toegelicht. Het CvB heeft met het verzoek ingestemd en het (voorlopig) besluit genomen de opleiding te beëindigen. Overgangsregeling Het door TiSEM voorgestelde afbouwschema ziet er als volgt uit: o : laatste keer instroom mogelijk, colleges 1e jaar voor het laatst aangeboden; o : geen instroom meer mogelijk, colleges 2e jaar voor het laatst aangeboden, tentamens 1e jaar voor het laatst aangeboden; o : colleges 3e jaar voor het laatst aangeboden, tentamens 2e jaar voor het laatst aangeboden; o : tentamens 3e jaar voor het laatst aangeboden; o : individuele regelingen voor studenten in bijzondere omstandigheden, 31 augustus 2017 laatste mogelijkheid voor diploma-uitreiking. Regelgeving Om de beëindiging te effectueren is een aantal stappen nodig: Verlenging accreditatie De accreditatie van deze opleiding loopt tot 8 februari TiU zal bij de staatssecretaris van OCW een verzoek moeten indienen waarin hij wordt verzocht de accreditatiedatum te verlengen tot en met 31 augustus Bij beëindiging van een opleiding is het gebruikelijk dat de 1

3 accreditatiedatum met een korte periode wordt verlengd om studenten de mogelijkheid te bieden de opleiding op een juiste wijze af te ronden. Registratie CROHO In de WHW (artikel 6.15 lid 3) is vastgelegd dat bij beëindiging van een opleiding, de instelling dit voor 28 februari van het kalenderjaar voorafgaand aan beëindiging van opleiding aan DUO kenbaar dient te maken. Het stopzetten van de instroom en het beëindigen van de opleiding zal moeten worden doorgegeven aan het CROHO-register. Wijziging BBR De bacheloropleiding Economie en Informatica is opgenomen in het BBR. Beëindiging houdt in dat deze opleiding uit het BBR zal moeten worden gehaald. Bij wijzigingen van het BBR heeft de U-raad instemmingsrecht. Het definitieve besluit dient na vaststelling nog voor goedkeuring te worden voorgelegd aan het Stichtingsbestuur. 2

4 MEMO To: Faculty Council From: MT Date: 1 December 2011 Subject: Termination bachelor s program Economie en Informatica In this memo we explain in detail the motivation behind our decision to stop the bachelor s program Economie en Informatica (E&I) as of September Basically there are two main reasons for this decision: financial considerations and external policy developments. The underlying issue is the low inflow into and poor performance of students in the bachelor s program. The decision to terminate the program is a result of a long and careful process of the current and preceding management teams of TiSEM. A major reason for concern in the last decade In the past 10 years the MT and the management of the IM department have discussed the department s financial situation and the low inflow in the bachelor s program repeatedly. These issues have also been on the agenda of the meetings of the MT with the Executive Board of the University. Plans have been developed by the department to create a more attractive program and better positioning. The curriculum and name of the program have been changed several times. In 2007 and again in 2008, the Dean and the head of Department agreed on the target to attract at least 40 students in the first year of the bachelor s program by September A chronology (in Dutch) is provided in Appendix 3 to this memo. The MT has always highly appreciated the tremendous efforts of the department to attract students and offer good-quality education. And it is fully understandable that the decision to stop the program is not easy to accept. But, taking the great uncertainty of sufficient future student inflow into account, not making this decision now would be irresponsible. Low inflow and slow study progress Appendix 1 shows the inflow into the bachelor s and master s programs and the students performance in the bachelor s program. The following observations can be made: Although the external inflow of new students into the bachelor s program has increased since the severe dip in , the absolute number is still below 40. The E&I program attracts less than 4% of the School s total inflow of bachelor s students. The bachelor s program is characterized by a low percentage of students receiving a positive binding study advice (BSA). A positive BSA of only 56% on average in the last 5 years leads to a very small inflow of students in the second and third year of the program. The study progress of the bachelor s students is slow, with in recent years on average only 8% of the students with a positive BSA receiving a diploma after 3 years of study. In contrast and for comparison, for a huge bachelor s program such as Business Economics this number is significantly higher (27%). Of all students enrolling in the master s program in Information Management on average 17% (in the last three cohorts) come from the E&I bachelor, while 83% of the students enroll through the Premaster s or other programs (external or other bachelor). Stopping E&I as a separate bachelor s program will therefore not severely impact the inflow of students into the master s program. 1

5 Financial considerations In 2013, the School will introduce a new model to divide the allowances for education. This model is engrafted on the number of students in the programs as well as the types of lectures. The E&I bachelor is a small program compared to the other programs offered by TiSEM. When we apply the objective criteria of the new allocation model to determine the number of hours for the program, it becomes clear that the number of students in the bachelor s program is not sufficient to claim the allowances needed to defray the costs of the program. As is calculated in Appendix 2, in the new model the program would receive 230 contact hours of teaching. From this budget the program can offer only five courses, while a complete bachelor s program would require 28 courses. The current program consists of 16 unique Information Management courses, while the other courses are borrowed from other programs. This means that at least 11 courses should be strategically assigned by the MT to the E&I program. On an annual basis this would imply a cost of at least euros. The MT has the option of compensating the program for its low inflow by allocating extra hours from the education budget. However this is not considered fair by the MT, since it will negatively affect funding for other programs that attract more and better performing students. External policy developments: broad bachelor programs The termination of E&I as a separate program and incorporation of tracks is fully in line with the policy of creating broad bachelor s programs. Recent developments, such as the changes in the Act Higher Education and Science, the report by the Veerman Committee and the Strategic Agenda Higher Education from the Secretary of State, challenge universities to review their profiles. More specifically, there is a strong pressure to redevelop education portfolios towards specialized master programs and a limited number of broad bachelor programs. This is also the policy of Tilburg University. In 2011, at our School a special taskforce was set up and in their report they advised the management team (MT) to review a number of programs we offer, including the E&I bachelor program. A sustainable plan for the future Although the E&I bachelor will be terminated as of 2013, the IM department will still play an important role in other bachelor s programs. Several alternative options have been agreed by the MT and the head of department. In the bachelor s program Bedrijfseconomie a new track on information management will be developed (as of 2012). In the past, the head of department expressed the wish to develop a program with international inflow. Therefore, the bachelor s program International Business Administration will have a track in Information Management as well. The premaster s program for the master Information Management will be continued. The phasing-out process of the E&I program has to be done carefully. It has been accredited as of 17 January 2011; its accreditation expires as per 9 February This means that the academic year will be the last year in which the first year of the program is offered (but only for repeaters), will be the last year in which the second year is offered, and will be the last year in which the School will offer the third year. Waiting for another year to make the same decision to stop the program would lead to additional accreditation cost and effort. Appendices: 1. Statistics; 2. Budget calculation; 3. 7 Appendix 2 Calculation of the budget to run the E&I program According to the current BIO system (the old model), the average course fee for a 6 ECTS course with about 30 students is 15,234 euro (input fee of 2,125 euro per credit point, output fee of 13.8 euro per credit point (BIO 2011)). In the new Uren Verdeel Model a standard RBL format course (12 HC s, 6 WC s and 6 HC+ s) with 30 students will cost at least 48 contact hours of teaching. Including preparation etc. such a course would at least take 240 of working hours. Given that the UHD max tariff per hour is 60 euro (according to the current salary levels; source Financial Administration) implying a minimum course fee of at least 14,400 euro in the new system. The current number of contact (teaching) hours for the whole school is about hours. In the assignment to redesign their curricula the academic directors received, we increased the total number of contact hours to Given the average inflow of students in the BSc E&I, the program will receive 230 contact hours of teaching (based on the pillar A of student inflow). For the total budget of 230 hours, the program can offer about 5 courses, while a complete bachelor program would require 28 courses. The current program consists of 16 unique Information Management courses, while the other courses are borrowed from other programs. In this particular case, at least 11 courses should be strategically assigned by the Management Team to this program. On an annual basis this would imply a cost of at least 158,000 euros.

8 Appendix 3 The decision in a historic perspective Onderstaand vindt u teksten die verband houden met de IM bachelor uit strategische plannen van het departement, bestuursagenda s van TiSEM, bestuurlijke correspondentie binnen de School en bilaterale gesprekken tussen CvB en MT van TiSEM. We hebben hiermee geprobeerd een zo volledig en transparant mogelijk beeld te schetsen van de voorgeschiedenis van de beslissing van het MT om de bacheloropleiding niet voort te zetten. Bila 3 april 2000 Vanuit het CvB wordt de suggestie gegeven om in de nadere ontwikkeling van de opleiding Bedrijfswetenschappen aandacht te besteden aan maatschappelijke ICT-ontwikkelingen en daarbij een relatie te leggen met BIK. De vooraanmeldingen voor BIK blijven achter. De vraag is waar dit aan ligt. Twee mogelijkheden zijn voorhanden. De eerste is de vermelding van de opleiding in het CROHO onder het kopje Natuur. Studenten verwachten de opleiding onder het kopje Economie te vinden. Een tweede mogelijke reden is de naam van de opleiding. Gedachten leven om de naam te veranderen. Bij de voorlichtingsdagen wordt de naam BIK- Information Management gebruikt. Een mogelijke volgende stap is de naam Information Technology and Management. Bila 5 maart 2002 De studierichting Informatiekunde baart zorgen wat betreft de vooraanmeldingen. In de voorlichting zullen scholieren erop gewezen moeten worden dat Informatiekunde een bètaopleiding is met een interessant banenperspectief. Bila 24 april 2003 In de voorbereiding op het Bila merkt het CvB op dat het huidige aantal vooraanmeldingen Informatiekunde (-47%) zorgwekkend is. De faculteit is voornemens extra aandacht te besteden aan de voorlichting over Informatiekunde op het VO. De daling betreft een landelijke trend. De faculteit verwacht dat de voorgenomen naamswijziging (Informatiemanagement) een positief effect heeft op het imago van de opleiding. Tijdens het Bila geeft de faculteit aan dat de opleiding meer geprofileerd zal worden als managementopleiding. De naam Informatiemanagement zal worden gebruikt. De behoefte op de arbeidsmarkt aan afgestudeerden neemt toe. De faculteit heeft besloten een proefles Informatiemanagement te ontwikkelen voor middelbare scholieren. Bestuursagenda 2004 Strategisch plan voor departement Information management is een apart aandachtspunt. Het budget van het departement laat een tekort zien, onder meer veroorzaakt door de lage instroom. Het strategisch plan is o.a. gericht op verbeteren van de onderwijskwaliteit en het verhogen van de studenteninstroom. In 2004 wordt het Apollo-project (digitaal proefstuderen) voorbereid om de instroom te verhogen. Bila 17 februari 2004 Er bestaat overeenstemming over het profiel van de opleiding Informatiekunde / Informatiemanagement. Vertaling hiervan in een personeelsplan heeft nog niet plaatsgevonden. Ook in studentenwerving wordt nog geen eenduidig beeld geschetst. Het CvB wijst de faculteit op mogelijkheid tot samenwerking op het gebied van informatie, organisatie en strategie met de Faculteit der Letteren.

9 Bila 19 april 2004 De faculteit merkt op dat de herpositionering van het departement IM nauwlettend door het MT gevolgd wordt. Het accent ligt op informatiemanagement. Slechts voor dat gebied is een master ontwikkeld. De instroom is laag, maar stabiel. Het CvB geeft de faculteit in overweging de opleiding Informatiekunde in het Engels aan te bieden en hiervoor internationaal te werven. Bila Personeel 17 juni 2004 De studentenaantallen bij de opleiding IM lopen achteruit. Om meer studenten te trekken is besloten de managementkant te versterken. Het MT is in gesprek met het departement over de financiële consequenties van deze ontwikkeling. Bestuursagenda 2005 Implementatie strategie IM staat op de agenda. Evenals een beter (helder) profiel van Informatiekunde, passend in de faculteit, dat meer studenten trekt. Opleiding wordt in eerste gezamenlijk jaar ingepast. Groei van de instroom van Informatiekunde is een expliciet doel: 10% stijging instroom in tweede jaar. Bila 15 februari 2005 De faculteit meldt dat Informatiekunde nu in het Engels wordt aangeboden en dat in het eerste jaar een Nederlandse en Engelse variant mogelijk zijn. Bila 13 april 2005 Alleen de vooraanmeldingen voor Informatiemanagement zijn zorgwekkend. De faculteit wil Informatiemanagement al vanaf september inschuiven in het algemene programma. Ook zal de opleiding vanaf 2006 zowel in het Engels als in het Nederlands worden aangeboden. In het eerste jaar wordt Informatiekunde ook als keuzevak aangeboden; dit alles om de instroom te verhogen. Bestuursagenda 2006 Implementatie strategie IM staat op de agenda. Ook verhogen instroom Information Management is een apart en expliciet doel: growing inflow of students into the second year. In het verslag over de bestuursagenda staat dat er een task force is geïnstalleerd en dat het departement focust op een sterk masterprogramma. Het eerste jaar van IM is gecombineerd met BE/AE/FE, er is een vak management en Informatie in het eerste jaar. De doorstroom naar het tweede IM jaar valt echter tegen. Bila 11 april 2006 De instroom in de bachelor is zeer laag maar in de master is de instroom goed. Informatiekunde wordt vanaf volgend jaar in het eerste jaar van de bachelor geïntegreerd zodat studenten reeds in het eerste jaar kennis kunnen maken met de studierichting. De verwachting is dat studenten dan sneller door zullen stromen naar Informatiekunde. Daarnaast zijn er diverse voorlichtingsactiviteiten georganiseerd. Gesproken wordt over de mogelijkheid om een scenario te ontwikkelen voor het geval de instroom niet beter wordt. Er is bij de faculteit een task force ingesteld die belast is met het wegwerken van de financiële achterstand bij het departement. Onderdeel daarvan is het verhogen van de instroom. De faculteit zal tevreden zijn als er na twee jaar weer voldoende instroom is. De groep ziet nu zelf ook de urgentie om het onderwijsaanbod te veranderen. De eerstejaarscursus zal zich meer gaan richten op bedrijfswetenschappen. Verder zal er in het onderwijs meer ingezet worden op de managementkant en minder op de technische. Studenten en ook het bedrijfsleven hebben met name daarvoor belangstelling. Er worden ook gesprekken aangegaan met andere vakgebieden om keuzevakken aan te bieden.

10 Evaluatierapport onderzoeksgroep Computerized Information Systems Mei 2006 De externe commissie is o.a. gevraagd voorstellen te doen t.a.v. de teruglopende instroom in zowel de bachelor- als het masterprogramma van IM. De commissie geeft o.a. aan dat de belangstelling wereldwijd terugloopt. Dat kan liggen aan de technologiefocus van vakken en/of aan het onduidelijke onderscheid tussen computer science en informatiewetenschappen tussen en in Schools. De commissie ziet geen probleem voor wat betreft de instroom in de master. De bachelor is echter wel problematisch: weinig en steeds minder studenten, geen vrouwelijke studenten en Nederlands is de voertaal in veel vakken. De commissie adviseert om een interdisciplinaire groep (CS, IM, strategy & organization) op te richten om meer studenten te trekken. De commissie vermoedt dat de programma s lijden onder mislabelling: alfa vs bèta. Report IM task force 24 november 2006 Betreft eindrapport van de task force van het departement. In de conclusies noemt men twee hoofdzorgen: de continuïteit van het IM programma en de levensvatbaarheid van het portfolio van individuele vakken. Men geeft aan dat de vraag vanuit de arbeidsmarkt toeneemt, en dat een major in business opleidingen gestimuleerd zou moeten worden. Tot slot stelt men voor de naam van het IM programma te wijzigen in Business and IT studies in het Engels en Bedrijfswetenschappen en IT dan wel Bedrijfseconomie en ICT in het Nederlands. Bestuursagenda 2007 Implementatie strategie IM staat op de agenda. Strategisch plan voor departement IM 30 januari 2007 Betreft een voorstel door Ribbers en O Callaghan. Bevat onder meer een aanzet tot een andere focus en de kennis en vaardigheden die daarvoor nodig zijn. De dalende instroom in IM bacheloropleidingen wordt genoemd: De verklaring voor de dalende instroom ligt volgens de schrijvers mogelijk in het barsten van de dot.com bubble en lage populariteit van technologiestudies in het algemeen. Men verwacht dat de markt weer zal gaan aantrekken. It is difficult to predict how long it will take before this trend will be reversed. But eventually it will. And then, if would have decided to stop the bachelor IM, we would not be able to capitalize on the upward market trend. De schrijvers voorzien drie scenario s: a. de instroom stijgt, bijvoorbeeld naar 40 in de komende vier jaar; b. de instroom stabiliseert (20-30 studenten), maar de opleiding blijft behouden; c. de instroom daalt verder, wat betekent dat de opleiding wordt stopgezet.

11 De schrijvers stellen ten aanzien van de bacheloropleiding uiteindelijk het volgende voor: a. continueren van het programma voor een periode van drie jaar ( ); b. heroverweging na deze periode, met de mogelijkheid het bachelorprogramma te stoppen; c. indien de bacheloropleiding wordt stopgezet, dan moeten sommige IM vakken in andere bachelorprogramma s worden geïncorporeerd (een IM minor); d. stimuleren van IM vakken als keuzevakken in andere programma s. Bila 5 april 2007 De faculteit licht toe hoe verbeteringen voor IM worden gezocht. De master kent voldoende instroom, mede dankzij het Erasmus Mundus programma. Zorgwekkend is de instroom in de bachelor: er zijn slechts 5 vooraanmeldingen. Het aantal vooraanmeldingen is overigens in heel Nederland gedaald. Opheffen van de bachelor is één van de mogelijke scenario s. Met IM is afgesproken dat men tot midden 2008 de tijd heeft om orde op zaken te stellen. Het CvB constateert dat de bachelor al jaren niet goed loopt en vraagt zich af waarom ingrijpende maatregelen worden uitgesteld. Ook de prestaties van studenten blijven achter bij het gewenste niveau. De zwakke reputatie kan een negatieve exposure richting andere opleidingen van FEB en mogelijk de accreditatie hebben. Het gegeven dat de kosten van de bachelor relatief gering zijn maakt afschaffing uit financieel oogpunt des te gemakkelijker. Op 1 maart 2008 is de eerstvolgende deadline voor het aan- en afmelden van opleidingen. FEB zal in haar beslissing over het continueren van de bachelor met deze datum rekening houden. Brief decaan met prestatieafspraken departement IM 9 oktober 2007 The CROHO category will be changed from Informatiekunde into the novel-sectortranscending category Informatica en Economie as from The official name will be Information Management. The goal is to attract minimally 40 students in the first year of the bachelor program. A key strategy to achieve this is to strengthen the international orientation of the program: a. the program will become a fully English-taught program as of , this implies that the Dutch program will be phased out as from ; b. further continuation and development of the IMMIT and Atlantis programs; c. realization of two or three 2+2 bachelor programs with non-dutch universities by The grace period to realize these goals is 3 years (till September 2010). Midterm onderwijsprogramma s maart 2008 De commissie oordeelt dat de bachelor te specialistisch is, wat vragen oproept over de levensvatbaarheid van de opleiding. Vraagteken bij de behoefte vanuit de arbeidsmarkt aan IM bachelors. MT-overleg met IM-bestuur 7 april 2008 De bachelor blijft bestaan, maar de studentenaantallen moeten omhoog. Volgens jaar moet hier concreet een stap in zijn gemaakt. Om wordt gevraagd vooral naar de samenstelling van het programma te kijken: a. de huidige tekst is onvoldoende duidelijk over de opbouw van het programma; de filosofie van een economische benadering is niet of onvoldoende aanwezig; c. de uitgebreide keuzemogelijkheid betekent tevens een onduidelijk programma voor de studenten. Bila 8 april 2008 Het profiel van de opleiding is vastgesteld. Het is een economisch profiel, besturingsprocessen in bedrijven staan centraal, de techniek is ondersteunend. De bacheloropleiding wil men laten voortbestaan. Er wordt gestreefd naar een grotere studenteninstroom. Als target is geformuleerd dat er in 2010 een instroom van 40 studenten moet zijn. Het post-bsa rendement ligt bij IM lager dan gemiddeld bij FEB.

12 Brief decaan met aanvullende prestatieafspraken departement IM 24 april 2008 IM needs to define a clear and recognizable Business/Management profile for its BSc program. Depending on this being arranged with the CROHO it will become an English-taught program as of The target of 40 students in the first year of the BSc program in 2010 remains in place. Bestuursagenda 2009 Implementatie strategie IM staat op de agenda. Er is een nieuw profiel voor het programma gekozen: de positie van een CIO in een onderneming. Het programma richt zich hiermee op het management van informatie en op diensten die IT gebruiken, dus meer op de vraagkant van informatiesystemen. Nieuwe opzet bachelor Economie en Informatica 16 januari 2009 Betreft voorstel van het departement voor een revisie van de bachelorprogramma. Samengevat: een andere naam (Economie & Informatica), een andere focus (op de CIO), en meer toegroeien naar de kerndisciplines van de School. QANU visitatierapport Informatiekunde april 2010 Criterium F8 Instroom bachelor: Er wordt veel effort in voorlichting gestoken. De opleiding kent een lage instroom. Studenten die de commissie sprak verklaren de lage instroom door de onbekendheid die de opleiding heeft onder decanen van middelbare scholen. Ook denken studenten dat middelbare scholieren een beeld hebben van de opleiding dat niet overeen komt met de realiteit, namelijk het beeld dat de opleiding veel meer technisch van aard is dan de opleiding in werkelijkheid is. De commissie geeft mee dat de opleiding wellicht intensiever contact met de vooropleidingen zou kunnen onderhouden om de instroom te bevorderen. Criterium F21 Onderwijsrendement bachelor: De commissie vindt het rendement van de bacheloropleiding laag. Gemiddeld heeft na de invoering van het BSA 50% van de eerstejaars studenten Economie en Informatica een positief BSA gekregen. Voor de gehele faculteit bedraagt dit percentage 74%. Er zijn geen grote verschillen zichtbaar tussen de situatie voor en na invoering van het BSA. Het opleidingsbestuur merkt op dat het verschil tussen de opleiding E&I en de rest van de faculteit mede wordt veroorzaakt door een uitstroom van studenten die een verkeerde inschatting maakten van de inhoud van de opleiding. Verschillende acties om dit rendement te verbeteren moeten of worden inmiddels in gang gezet. Eindrapport werkgroep Profilering onderwijs TiSEM 9 juni 2011 De Nederlandstalige bachelorprogramma s zouden vooral gepresenteerd moeten worden als brede basisopleidingen die voorbereiden op een herkenbaar palet van masteropleidingen. ( ) Voor veel aspirant-studenten is het moeilijk om al een heel specifieke keuze te maken. Studiekiezers blijken vooral behoefte te hebben aan brede bacheloropleidingen waarbij een definitieve keuze voor verdere specialisatie zo laat mogelijk gemaakt moet kunnen worden. De werkgroep heeft huidige aanbod van opleidingen kritisch bekeken en zich daarbij de vraag gesteld of, in het licht van de hiervoor geschetste gewenste profilering, alle opleidingen moeten blijven bestaan. ( ) Zij vraagt zich sterk af of de verschillende bacheloropleidingen voldoende onderscheidend van elkaar zijn en of om die reden, een verbreding via een fusieslag binnen de verschillende programma s niet overwogen moet worden. Gegeven de zeer beperkte instroom in de bachelor Economie en Informatica zou een fusie met BE overwogen kunnen worden, waarbij Economie en Informatica als specialisatie- track in de loop van het tweede jaar kan worden aangeboden.

Termination of the BSc Economics and Informatica Norde: The announced decision by the Management team to terminate the Bachelor s program is the reason for this extra faculty council. We have received a lot of extra documentation. Does the management team have anything to add? Ter Horst: No, at this moment we have no further comments. We promised to inform everyone about what has happened in the last years and I think the memo tells the whole story. Weijers: First of all we would like to thank the management team for sending us all information available; this gave us the opportunity to carefully read all documents. We have read all documents and will not react per document but we have written a statement about this subject: Ik wil beginnen met het bedanken van het MT voor de extra informatie. Wel wil ik daar meteen aan toevoegen dat wij dergelijk goed onderbouwde stukken graag in eerste instantie ontvangen, en er ook van uitgaan dat dit in het vervolg het geval zal zijn, zodat wij niet meer hoeven te worden gevraagd om ons weloverwogen advies uit te brengen op basis van 1 A4tje tekst. Dan over de inhoud van het memo Termination bachelor s program Economie en Informatica 2.0. Hierin zien wij het verhaal dat de heer ter Horst tijdens de vorige faculteitsraad uiteen heeft gezet duidelijk onderbouwd terug. Voorzien van de cijfers betreffende de kosten van instandhouding van de bachelor en de rijke historie van de veranderingsagenda die de bachelor heeft gekend. Vanuit het MT een duidelijk beeld van hun probleem met de opleiding en de reden van aanvraag tot stopzetting. Page 1 of 5

14 Naast het verbeterde memo is ook een brief vanuit het departement, een brief vanuit CIO Platform Nederland, een brief vanuit alumnivereniging EKSBIT en twee brieven vanuit studievereniging ASSET SBIT aan ons voorgelegd, zodat ook de andere invalshoeken van deze beslissing beargumenteerd worden. De twee onderwerpen die al deze brieven kenmerken, welke wij opmerkelijk vinden, zijn verbazing en betreuring. Verbazing en betreuring over het feit dat er opeens dergelijke rigoureuze stappen gezet gaan worden. Uit deze brieven en het beeld dat daarin wordt geschetst wordt duidelijk dat er grote behoefte is vanuit het bedrijfsleven naar dit slag studenten (100% baangarantie lijkt nu en in de toekomst van kracht), dat er een departement is dat de studenten graag doceert en dat er een studievereniging klaarstaat om alle benodigde ondersteuning te bieden. Dit maakt het des te opmerkelijker dat de opleiding al 10 jaar een probleemkind is. De oorzaak van deze status is naar onze mening terug te leiden op een enkel aspect: marketing! Al een decennia wordt er gepraat over positionering van en communicatie over de opleiding richting aankomende studenten, maar vele plannen vinden geen doorgang en hetgeen wel wordt ingevoerd heeft weinig zichtbaar effect. Daar komt bij dat de hulplijnen die door het bedrijfsleven, alumni en de studievereniging opeens worden toegeworpen nu stopzetting boven het hoofd hangt, erop duiden dat lang niet alle mogelijkheden zijn benut of überhaupt overwogen. Dit valt naar onze mening deels het MT maar ook zeker het departement aan te rekenen. De spil van het huidige probleem, zoals typerend voor een economische faculteit, is geld. En wel euro. Een bedrag dat het MT niet wil investeren in een bacheloropleiding voor de geringe groep studenten die hem voltooit, maar liever ten goede laat komen van een grotere groep economische studenten. Deze mening delen wij als studentenfractie. Het departement kan, gezien haar negatieve reservepositie, zich ook niet veroorloven de bachelor op eigen kosten in de lucht te houden. Een gezonde economische gedachte die bij ons heeft gespeeld is dat het bedrijfsleven, welke blijkbaar zit te springen om afgestudeerden, het begrotingsgat opvult. Maar die optie had allang onderzocht moeten zijn om nu als oplossing te kunnen dienen. En dus besluiten wij, gezien het financiële tekort en de nu nog lang geldende accreditatie, in te stemmen met het stopzetten van deze bachelor. Daarbij willen wij wel opmerken dat instandhouding en eigenlijk uitbreiding van de master van groot belang is. De (deels te ontwikkelen) interne voortrajecten die de instroom naar deze master moeten garanderen zullen door ons dan ook streng in de gaten worden gehouden. Daarbij verwachten wij niet dezelfde fouten terug te zien die de historie en huidige situatie van de bachelor Economie & Informatica hebben gevormd tot wat deze nu is. Daarmee doelen wij met name op een gedegen marketing rondom deze trajecten en dusdanige voorlichting dat de verwachtingen die geschept worden, naadloos overeenkomen met het daadwerkelijke curriculum. Wij drukken de faculteit en het departement daarbij op het hart gebruik te maken van de aangeboden hulp van de mensen uit het bedrijfsleven, alumnivereniging en studievereniging die zich in de afgelopen weken gemeld hebben. Er is, naar wij kunnen inschatten, enorme vraag naar afgestudeerden in deze richting en weinig concurrentie vanuit andere universiteiten, dus het zou een behoorlijke schande zijn als wij daar als excellente economische faculteit niet aan zouden kunnen voldoen. Brief translation: ECCO thanks the management team for the extended memo they provided. ECCO now fully understands the problem the management team faces and why they propose to terminate the BSc Economie and Informatica. Besides the memo we have read the letters from the department, from ASSET / SBIT and EKSBIT who offer other views on the problem. The most important is that these reactions seem to be driven by astonishment and sadness. The letters provide information about the market and prove that companies are crying out for this type of students. Page 2 of 5

15 The cause of the problem that exists for 10 years now is marketing. Somehow many plans were never implemented and other just did not have the impact that was expected. The fact that the student union, alumni and companies now offer all sorts of solutions shows that not all options have been investigated. The core of the current problem is money, Euro to be precise. This is the amount the management team does not want to invest in a BSc program with such a small amount of students. They choose to invest this amount in a larger group of students; this is a choice that we can understand. The department with its negative reserves does not have the money to invest in the BSc themselves and the option to get the companies involved who need these students should have been investigated at a much earlier date. Therefore we agree with the termination of this BSc. We would like to emphasize the importance of the MSc and will closely follow all steps taken to guarantee the inflow of new MSc students and expect that the past mistakes in communication and marketing will not be made. Please use the help that has been offered by the companies, alumni and student unions. This program has a lot of potential and not much competition, so it would be a shame if we, as an excellent school could not meet the markets demands. Ter Horst: We would like to thank you for your extensive statement. Again I would like to apologize that the documentation was not complete at the previous meeting in November. We have also read the new options which have been suggested in the letters. The Department of Information Management is one of the best examples of getting the ideas of the companies involved in their program and we also expect this for the future. We want to emphasize that we have no doubts about continuing the MSc Information Management. The department has requested a couple of waivers to enable international exchanges. We are willing to invest in the MSc program and are planning to offer waivers for five students. We will further discuss the details with the department. The inflow to the MSc Information Management can be enhanced by making sure that students are aware of the possibility of the minor and the MSc track. The intention is to give IM exposure in the BSc Business Economics program, with a compulsory course in the second year, and an elective as well as a minor in the third year. In the BSc IBA there will be room for IM course(s) although not compulsory. This way we create a recognizable path within the BSc to the MSc. The MT promised the Head of Department to undertake the necessary steps to make sure that Information Management will be an integral part of the BSc Business Economics. We support the creation of an explicit learning track Information Management in this program. We still have to discuss this further. Norde: Any question or remarks from the personnel party? Groen: This seems to be the right decision at this moment. Page 3 of 5

16 Norde: The persons who cannot be here have sent me their opinions by Janssen: Agrees with the written statement and opinion of the students. Wiegerinck: Sticks to the opinion he already had and supports the decision to terminate this BSc. This issue has been discussed in the faculty council a couple of times already. Several actions have been taken to enlarge the reputation of the program without much success. There are enough possibilities to flow into the MSc Information Management, so we will still deliver the students that the companies ask for. Van den Brand: I think the current proposal is just acceptable. TiSEM loses another program which makes our school diverse. I would prefer to keep this BSc for now, especially looking at the future changes we might have to deal with (creating top-centers at the Dutch universities, implying that we cannot all offer the same studies). Another important criterion is that we see that the inflow is too small to be cost efficient in the new Bio-model. A very unpleasant and annoying situation. Norde: The faculty council gives a positive opinion to the proposed termination of the BSc Economie and Informatica. Update research No comments. Update education Ter Horst: We would like to confirm that the language test for premaster students, which we discussed during the faculty council of November 24, is now mentioned on the website. Groen: Some premaster programs are not in English, will they also have to take an English test? Ter Horst: Yes, we prefer not to have many exceptions. One exception could be that premaster students for Fiscal Economics do not have to take the test. Ter Horst: The faculty council proposed to make English an obligatory subject for the BKO. This proposal has been rejected at University level in the meeting with the other vice-deans of Education. However, I agree with the proposal and therefore will investigate what the options are to implement this at TiSEM only. Ter Horst: In one of the meetings it was discussed that there was a significant number of extra students who applied for a MSc study. We now know that part of the increase in MSc students came from International Business. We have been pushing IB students to finish the BSc program and some of them have chosen to continue with the MSc. There are some other factors, but it will take extra time to investigate them. I will return to this subject when more information is available. Ter Horst: The newspaper De Telegraaf recently published an article in which it was stated that the VSNU had decided that there will be a numerus fixus for Business Economics in the near future. We have been asked by the VSNU to provide our figures. Erasmus already responded negatively to this request because only institutions can decide to implement a numerus fixus for certain programs. This should not be decided by the VSNU. Next the VSNU asked us to provide them with information on what programs already apply selection and what we feel is desirable for other programs. This information will be assembled for Tilburg University as a whole. Page 4 of 5

17 Any other business Weijers: We have heard that there are some issues surrounding Asset and that at this moment the MT will decide what to do. What can we expect for the future? Ter Horst: The problems between the general organization of Asset and the student unions have been going on for a year now. One of the problems is that the same external contacts are approached separately. It is clear that in the future Asset needs to have one front office. Earlier this year, Martin van Tuijl has been asked by the Executive Board to work out a new plan for Asset. Two weeks ago he presented a plan which needed some fine-tuning. Unfortunately this plan has not been accepted. Van Tuijl emphasizes that both parties are to blame, and is not longer willing to continue this job. We have now passed this problem through to the Executive Board and are waiting for their response. Norde: The faculty council which is scheduled for January 2012 will be cancelled (preliminary meeting 10 January and faculty council on 19 January). Page 5 of 5
