Diensten en metadata worden op wereldwijde schaal geleverd en aangeboden. De bibliotheekwereld in Nederland is er daarom van overtuigd dat modernisering van de landelijke informatie infrastructuur en aansluiting bij de internationale standaarden van het grootste belang zijn. Daarnaast streeft men vanwege krimpende middelen naar efficiencyverbetering en kostenreductie. In het voorjaar van 2011 is door de FOBID Commissie Ontsluiting (FCO) geadviseerd om het regelwerk Resource Description and Access (RDA) als nieuwe standaard in Nederland toe te passen en daarmee de Regels voor de titelbeschrijving (RT) te vervangen. Dit voorstel is door het FOBID-bestuur en door het Consortium Gemeenschappelijke Informatie Infrastructuur (Consortium GII) 1 overgenomen. In 2012 is het voorstel om over te gaan op de nieuwe standaard Resource Description and Access (RDA) uitgewerkt in het SLIM 3.0 project met een vervolg in 2013, SLIM Binnen deze projecten hebben verschillende werkgroepen onderdelen uitgewerkt. Een daarvan is de Werkgroep Richtlijnen RDA, die bestond uit Yvonne van den Broek (UB Maastricht), Marianne Brouwer (Bibliotheek Vredespaleis en GO), Ben Landsbergen (OCLC) (secretaris), Linda de Man (NBD Biblion), Peter Schouten (Ingressus), Martie Sievert (Bibliotheek MCO; alleen in 2012), Yvonne van der Steen (KB) en Joke Webbink (Wageningen UR Library; projectleider SLIM 3.0/SLIM 3.1) (voorzitter). Door alle werkgroepsleden en met name door de secretaris Ben Landsbergen is enorm veel werk verzet. De Werkgroep Richtlijnen RDA is aan de slag gegaan met het nauwkeurig inventariseren van de verschillen tussen de RT en RDA. De inventarisatie is onderdeel van dit document. Bovendien worden er binnen RDA op onderdelen opties en alternatieven geboden. Deze opties en alternatieven zijn besproken en afgewogen, en er zijn dus weloverwogen keuzes gemaakt door de werkgroep. Daardoor kunnen we nu spreken van het Nederlandse RDA-profiel, de leidraad voor de Nederlandse catalogiseerder. De gemaakte keuzes worden leidend voor de catalogiseerders in Nederlandse bibliotheken 3. RDA zal in de komende jaren aan veranderingen onderhevig zijn en blijven; daarom is het belangrijk dat het Nederlandse RDA-profiel in de toekomst geüpdated blijft worden. Het huidige document is op dit moment de basis voor het werken met RDA in Nederland en geeft de actuele stand van zaken weer. Om met RDA te kunnen werken is een abonnement op de RDA Toolkit noodzakelijk. RDA is in het Engels beschikbaar en er is voor gekozen om geen vertaling te maken. Door gebruik te maken van dit document wordt de Nederlandse catalogiseerder ondersteund in het (leren) werken met RDA. Hoewel verschillende internationaal georiënteerde bibliotheken al met RDA werken of op korte termijn gaan werken, is RDA nog volop in ontwikkeling. De regelset wordt de komende jaren nog

3 aangepast en uitgebreid. Daarom zal het Nederlandse RDA-profiel in de toekomst bijgehouden en op onderdelen herzien worden. Wageningen, Indien ook de eindrapportage van SLIM 3.1 wordt aangenomen, kan men spreken van algemeen geldende afspraken voor het toepassen van RDA. 1 Algemene inleiding op het rapport 8 van Doel en werkwijze Werkgroep Richtlijnen RDA In het kader van de introductie van RDA (Resource Description & Access) in Nederland is door de Programmacommissie SLIM 3.0 de Werkgroep Richtlijnen RDA in het leven geroepen. Deze werkgroep tracht door middel van dit rapport RDA beter toegankelijk te maken voor de catalogiseerders in Nederland; dit document is primair voor hen geschreven. De Werkgroep Richtlijnen RDA heeft de volgende uitgangspunten gehanteerd: - De structuur van de RDA Toolkit is leidend voor de structuur van het document. Als een catalogiseerder de RDA Toolkit raadpleegt, kan hij of zij snel in dit rapport opzoeken of, en zo ja, wat de Werkgroep Richtlijnen RDA over het betreffende onderwerp heeft opgemerkt. - De werkgroep heeft gekozen voor een praktische focus. Omdat RDA in de plaats komt van de Regels voor de titelbeschrijving (RT) was een belangrijk aandachtsgebied het in kaart brengen van de verschillen tussen RDA en de Regels voor de titelbeschrijving, die in Nederland zijn uitgegeven door de FOBID. - De werkgroep is ervan uitgegaan dat de catalogiseerders in Nederland vertrouwd zijn met Regels voor de titelbeschrijving (RT). Het rapport heeft het karakter van een inventarisatie. Het is niet leesvervangend voor de RDA Toolkit. Het is een hulpmiddel bij het zich eigen maken van RDA. De Werkgroep Richtlijnen RDA houdt zich aanbevolen voor aanvullingen en suggesties ter verbetering. 4 Dit rapport is bijgewerkt t/m de juli-versie van 2013 van de RDA Toolkit. Jaarlijks verschijnen er in juli updates op de RDA Toolkit. Dit betekent dat dit rapport jaarlijks dient te worden geüpdatet. 1.3 Regels voor de titelbeschrijving De werkgroep heeft de volgende delen van de Regels voor de titelbeschrijving bekeken: - Beschrijvingsregels voor niet-seriële publikaties (RT/NS), verschenen in 1978 (4 e bijdruk 1989) - Beschrijvingsregels voor seriële publikaties (RT/S), verschenen in Regels voor catalogusbouw (RT/CAT), 2 e herziene druk van Beschrijvingsregels voor niet-boekmaterialen (RT/NBM), 3 e druk van Beschrijvingsregels voor gedrukte muziek (RT/GM), verschenen in Beschrijvingsregels voor kartografische documenten (RT/KD), verschenen in 1982 De inventarisatie van de beschrijvingsregels voor specifieke materialen is vooral gebeurd in zoverre het afwijkingen van de huidige praktijk betreft. RT/NS en RT/S zijn leidend geweest. 1.4 Structuur van dit rapport Na deze algemene inleiding komen de volgende onderwerpen aan bod. 9 van Inleidende opmerkingen over RDA (hoofdstuk 2) Hoofdstuk 2 bevat enkele aanwijzingen en aandachtspunten die van belang zijn bij het raadplegen van de RDA Toolkit Alternatieven en opties binnen RDA (hoofdstuk 3) RDA bevat een aantal richtlijnen en instructies die als alternatief ( Alternative ) of als optie ( Optional Addition of Optional Omission ) zijn geformuleerd. De Werkgroep Richtlijnen RDA heeft vanuit een internationale visie zeer zorgvuldig de alternatieven en opties binnen RDA besproken. De werkgroep heeft niet voor weglatingen maar juist voor toevoegingen gekozen ten behoeve van identificatie en matching. Door voor toevoegingen te kiezen wil de werkgroep het uitwisselen van descriptieve (beschrijvende) metadata in bibliografische records met zo min mogelijk dubbele en onjuist gematchte records mogelijk maken. Naast het gemak voor de gebruikers om publicaties goed en snel te kunnen identificeren, denkt de werkgroep dat een snelle identificatie van manifestaties 1 ook van groot belang is voor de catalogiseerders. Zij kunnen daardoor gemakkelijk en ondubbelzinnig een keuze maken tussen manifestaties onderling zodat de koppeling aan bibliografische records sneller kan worden uitgevoerd. De keuzes van de werkgroep voor of tegen alternatieven en opties zijn vanuit deze optiek gemaakt. De keuzes van de Werkgroep Richtlijnen RDA t.a.v. alternatieven en opties staan in hoofdstuk Relaties tussen RDA en de Regels voor de titelbeschrijving (RT) (hoofdstuk 4) De Werkgroep Richtlijnen RDA heeft een aanzienlijk aantal aandachtspunten voor het werken met RDA in de praktijk, op een rijtje gezet. De punten waarin RDA afwijkt van de Regels voor de titelbeschrijving zijn geïnventariseerd. Tevens zijn verwijzingen opgenomen naar verwante paragrafen uit de Regels voor de titelbeschrijving. De Werkgroep Richtlijnen RDA heeft de volgende hoofdstukken van de RDA Toolkit

5 besproken: - 0 Introduction - Section 1: Recording Attributes of Manifestation & Item o 1 General guidelines on recording attributes of manifestations and items o 2 Identifying manifestations and items o 3 Describing carriers o 4 Providing acquisition and access information - Section 2: Recording Attributes of Work & Expression o 7 Describing Content 1 Binnen het FRBR model wordt een onderscheid gemaakt tussen werk, expressie, manifestatie en item. Voorbeelden van manifestaties zijn een gedrukt boek, een script voor het toneelstuk, een libretto van de opera en een e-book. 10 van Section 3: Recording Attributes of Person, Family, & Corporate Body o 8 General Guidelines on Recording Attributes of Persons, Families, and Corporate Bodies o 9 Identifying Persons o 10 Identifying Families o 11 Identifying Corporate Bodies - Appendices A t/m H De werkgroep heeft zich geconcentreerd op de voor dit moment meest belangrijke onderdelen van de RDA Toolkit. De overige hoofdstukken kunnen in een later stadium alsnog op de agenda worden gezet als de ontwikkelingen in Nederland daartoe aanleiding geven. De Werkgroep Richtlijnen RDA heeft in dit rapport geen aandacht besteed aan de Appendices I t/m L over Relationship Designators, omdat men in internationaal verband bezig is om de RDA Relationship Designators en de MARC relator codes op elkaar af te stemmen. T.b.v. enkele categorieën publicaties zijn deskundigen op dat specifieke vakgebied geraadpleegd Appendices in RDA (hoofdstuk 5) De RDA Toolkit kent een aantal bijlagen. De Werkgroep Richtlijnen RDA heeft van de meeste bijlagen kort aangegeven wat de betekenis en het belang ervan is Core Elements (hoofdstuk 6) Hoofdstuk 6 is een kopie van paragraaf 1.3 Core Elements en betreft manifestaties en items, en paragraaf 8.3 Core Elements en betreft personen, families en corporaties. Deze Core Elements staan ook in het hoofdstuk met de aandachtspunten voor de praktijk, maar het is praktisch om ze ook in een apart overzicht bij elkaar te hebben Type inhoud, type medium, type drager (hoofdstuk 7) Dit hoofdstuk bevat drie tabellen met de Engelse termen voor Type inhoud, Type medium en Type drager plus de Nederlandse vertaling Indexen op paragrafen uit RT/NS, RT/S, RT/CAT, RT/NBM. RT/GM en RT/KD (hoofdstuk 8) Aan dit rapport zijn diverse indexen toegevoegd waarin verwezen wordt vanuit paragrafen uit Beschrijvingsregels voor niet-seriële publikaties (RT/NS), Beschrijvingsregels voor seriële publikaties (RT/S), Regels voor catalogusbouw (RT/CAT), Beschrijvingsregels voor nietboekmaterialen (RT/NBM), Beschrijvingsregels voor gedrukte muziek (RT/GM) en

6 Beschrijvingsregels voor kartografische documenten (RT/KD) naar de verwante paragrafen in de RDA Toolkit verwezen. De indexen staan in hoofdstuk Rapport opgenomen in RDA Toolkit Dit rapport van de Werkgroep Richtlijnen RDA zal worden toegevoegd aan de RDA Toolkit, rubriek Tools, Maps, Global Maps zodat het document algemeen toegankelijk is. 2 Inleidende opmerkingen over RDA 11 van 180 RDA maakt een duidelijke scheiding tussen het vastleggen van descriptieve metadata in bibliografische records en het presenteren ervan (RDA 0.1 Key Features): In order to optimize flexibility in the storage and display of the data produced using RDA, a clear line of separation has been established between the guidelines and instructions on recording data and those on the presentation of data. Voorbeelden in de tekst van de RDA Toolkit zijn er ter illustratie. Paragrafen over de presentatie zijn alleen in de bijlagen te vinden, namelijk in Appendix D Record Syntaxes for Descriptive Data en Appendix E Record Syntaxes for Access Point Control. RDA richt zich niet alleen op bibliotheken, maar de scope is veel breder: Consideration has been given to the metadata standards used in other communities (archives, museums, publishers, semantic web, etc.) to attain an effective level of alignment between those standards and RDA. (RDA 0.2 Relationship to Other Standards for Resource Description and Access). RDA is een uitgebreide regelset gebaseerd op de conceptuele modellen Functional Requirements for Bibliographic Records (FRBR) en Functional Requirements for Authority Data (FRAD). (RDA 0.3 Conceptual Models Underlying RDA). Terwijl de ISBD/RT een nadere uitwerking zijn van de Paris Principles uit 1961, is RDA een uitwerking van de Statement of International Cataloguing Principles van de IFLA uit 2009 (RDA 0.4 Objectives and Principles Governing Resource Description and Access). RDA biedt een minimumset van elementen die in een beschrijving opgenomen dient te worden, passend bij de bibliografische eenheid. Dit wordt RDA Core genoemd (RDA 0.6 Core Elements). RDA bevat een aantal richtlijnen en instructies die als alternatief ( Alternative ) of als optie ( Optional Addition of Optional Omission ) zijn geformuleerd. In dit rapport is hieraan een apart hoofdstuk gewijd. RDA kan beschouwd worden als de opvolger van bestaande richtlijnen, zoals de Regels voor de titelbeschrijving van de FOBID en AACR2. 12 van 180

7 3 Alternatieven en opties binnen RDA: keuzes van de Werkgroep Richtlijnen RDA RDA bevat een aantal richtlijnen en instructies die als alternatief ( Alternative ) of als optie ( Optional Addition of Opt ional Omission ) zijn geformuleerd. In de algemene inleiding op dit rapport (hoofdstuk 1) staan de overwegingen van de Werkgroep Richtlijnen RDA bij het maken va n de keuzes voor of tegen alternatieven en opties. Onderstaande tabel biedt een overzicht van de implicaties van de keuzes van de Werkgroep Richtlijnen RDA t.a.v. de alternatieven en opties.
