2 Duurzaam van start Een nieuwe toekomst met een eigen bedrijf Stel je voor dat je 45 jaar bent of ouder. En je bent werkloos. Het bedrijf waar je jarenlang gewerkt hebt is gefuseerd of je hebt een burn-out gekregen. Je had dat niet verwacht. Wat nu? Dan is het lastig om weer een baan te vinden. Wekelijks volgen de afwijzingen op je verplichte sollicitaties elkaar op. De moed zinkt dieper in je schoenen. Het einde van je WWperiode komt in zicht en je weet het ook niet meer. Het kan ook anders. Stel je voor dat je aanklopt bij het CWI voor een eerste gesprek. De medewerker van het CWI vraagt of je er wel eens aan gedacht hebt om voor jezelf te beginnen. Ja, dat wel, je denkt daar eigenlijk al wat langer over, maar je weet niet waar je moet beginnen. Dan volgt een gesprek over de mogelijkheden, hoe je daarbij geholpen kunt worden en wat het CWI en het UWV daarbij voor je kunnen betekenen. Als je weer buiten loopt kijk je al iets minder somber de wereld in. Als zelfstandig ondernemer zijn er ineens wèl mogelijkheden. Kansen op een betere toekomst met een eigen inkomen. In het project Duurzaam van Start van de gemeente Tilburg, het UWV, het CWI en andere samenwerkingspartners, behaalden startende ondernemers positieve resultaten. De mogelijkheid van ondernemerschap om uit te stromen uit een uitkering biedt een prima alternatief voor oudere werkzoekenden met veel kennis en ervaring. Daarom bieden we als projectorganisatie onze ervaringen aan aan intermediairs, zodat zij de verworvenheden uit het project kunnen gebruiken in de begeleiding van hun cliënten. 3 Sustainable Start Up A new future with your own sustainable business Let s say you are in your mid-forties - or older. And you are unemployed. The company that you have worked for for years was involved in a merger - or you simply reached a point where you were suffering from burn out. That certainly wasn t part of your plan. So what now? It is proving difficult to find a job. You have to apply for jobs. It s compulsory. But so far your applications have simply resulted in rejection letters. You are losing heart. The end of the period of during which you are entitled to unemployment benefit is in sight and you don t know what to do next. But there is something you can do. Let s say that you make an appointment to discuss your situation with one of the advisors at the Centre for Work and Income. The person you talk to asks you if you have ever considered setting up your own company. Actually, it s something you ve been thinking about for a while, but you don t really know where to start. You discuss the possibilities, the resources that are available to you and how the CWI and the UWV - the agency responsible for the implementation of the social security system in the Netherlands, which works to promote reintegration - can help. When you leave the building you find that you no longer have such a bleak view of things. Suddenly you can see that there are possibilities if you work for yourself. Now there is the prospect of a better future with your own income. The Sustainable Start Up project run by the municipality of Tilburg, the UWV, the CWI and other partners has helped many people start up their own businesses and achieve positive results. The possibility of setting up a business as an alternative to relying on benefi t is a promising solution for older job seekers who have a great deal of knowledge and experience. As the organisers of the project we share our experience with the advisors who work for the different agencies, so that they can use the knowledge that has been gained during the project to assist their clients. 4 Zelfstandig ondernemen als alternatief Ze leken onbemiddelbaar op de arbeidsmarkt. Maar nu zijn ze zelfstandig cateraar, bedrijfsadviseur en trainer. In deze korte film vertellen Frank Raymann, Jan Meijer en Maïta Peeraer hoe zij het werk van hun leven hebben gevonden. In hun éigen onderneming. Want een aantal 45-plussers heeft echt ondernemende kwaliteiten. Die zijn opgemerkt door de adviseur van het Centrum voor Werk en Inkomen (CWI). Van het Uitvoeringsinstituut Werknemersverzekeringen (UWV) mochten ze met behoud van uitkering een bedrijf opzetten. En het team Startersadvies van de gemeente Tilburg begeleidde ze een jaar lang zeer intensief om dat bedrijf van de grond te krijgen. Zie hier de succesvolle aanpak onder de noemer Duurzaam van Start. Een nieuwe aanpak om werkloze 45-plussers te helpen ondernemer te zijn. Maar ook toepasbaar bij jongere mensen. Een aanpak die werkt, zo heeft het experiment Duurzaam van Start uitgewezen. Dus alle reden om er in de toekomst ook werk van te maken. Voor de intermediairs van het CWI en het UWV en de casemanagers van Sociale Zaken bij de gemeente is daarin een cruciale rol weggelegd.

5 Self-employment as a viable alternative Frank Raymann, Jan Meijer and Maïta Peeraer found it impossible to gain paid employment in the labour market. But they now earn a living as an independent caterer, a management consultant and a trainer. In this short film they describe how they found their vocation by setting up their own company. Some people over the age of 45 clearly have excellent business skills. In this case their skills were noticed by the advisor at the Centre for Work and Income (CWI). And the agency responsible for the implementation of the social security system (UWV) extended their entitlement to benefi t while they started up a company. The Municipality of Tilburg has a team of business start-up consultants to advise people on how to set up a company. These consultants continue to provide intensive coaching and advice throughout the fi rst year to help new entrepreneurs get their companies off the ground. This successful approach is referred to as Sustainable Start Up - a new approach that helps job seekers over the age of 45 set up their own business. But the same approach can also be adopted to help younger people. Because, as the Sustainable Start Up experiment has proved, it is clearly an approach that works. So there is every reason to continue with the initiative. The advisors who work for the CWI and the UWV and the case managers who work for the Municipal Social Affairs Department have an important role to play in this respect.

6 Drie van de betrokken begeleiders vertellen in deze documentaire over hun ervaringen met Duurzaam van Start. Maikel Rutten, adviseur bij het CWI; re-integratiecoach Marie-Louise Emmen van het UWV en startersadviseur Pieter van den Akker van de gemeente Tilburg. Zij gaan in op hun ervaringen, op hun eigen rol bij het project maar ook en vooral op de samenwerking die fundamenteel is gebleken. Resultaten Sinds de start van Duurzaam van Start in 2005 hebben zich zo n 230 kandidaten aangemeld, waarvan er ongeveer 190 het traject hebben gevolgd. Maar liefst 90 mensen startten als zelfstandig ondernemer. Van de deelnemers vonden 35 een baan in loondienst. Dus ruim 63% is weer aan de slag op de arbeidsmarkt. De nieuwe ondernemers krijgen ook na hun start nog steun van het team Startersadvies. In de vorm van netwerkbijeenkomsten, seminars ondernemingsvaardigheden en mentortrajecten.

7 In this documentary three advisors talk about their involvement in the Sustainable Start Up project. Maikel Rutten - an advisor who works for the CWI, Marie-Louise Emmen - a reintegration coach who works for the UWV, and Pieter van den Akker - a business start-up consultant employed by the municipality of Tilburg, describe their experiences, their role in the project and, above all, the importance of collaboration, which has proved crucial. Results The Sustainable Start Up project has received applications from approximately 230 aspirant entrepreneurs since the project was launched in Approximately 190 applicants have gone the process. Ninety people set up their own businesses and 35 of the participants found paid employment. In other words, more than 63% of the applicants have successfully reentered the labour market. Once they have set up their business the new entrepreneurs continue to receive advice and assistance from the team of business start-up consultants in the form of networking meetings, seminars on business skills and mentoring.
