3 2 3 VOORWOORD PREFACE SURFnet ontwikkelt en exploiteert innovatieve diensten voor het hoger onderwijs en onderzoek door de behoeften van de doelgroep aan nieuwe ICTplatformen te bundelen en daarmee nieuwe mogelijkheden voor onderwijs en onderzoek te creëren. SURFnet zoekt naar nieuwe technische mogelijkheden en vertaalt deze naar innovatieve diensten en naar kennis en expertise voor de doelgroep. Voor SURFnet is innovatie pas geslaagd als dat leidt tot gebruik. De diensten moeten dus niet alleen werken, maar ook relevant en bruikbaar zijn. De rol van SURFnet is ten einde als de markt daarin voorziet. SURFnet is een onderdeel van SURF, de ICT-samenwerkingsorganisatie voor hoger onderwijs en onderzoek in Nederland. SURFnet richt zich op drie focusgebieden: een netwerkinfrastructuur die de basis vormt voor alle samenwerking, authenticatie- & autorisatiediensten voor betrouwbare toegang en online multimediale samenwerkingsdiensten om instellingsoverstijgende samenwerking en interactie met hoge kwaliteit beeld en geluid mogelijk te maken. Daarnaast is beveiliging voor al deze diensten een noodzakelijke randvoorwaarde. Verder opereert SURFnet als expertisecentrum voor de aangesloten instellingen. Een van de hoogtepunten in 2009 was de toekenning van 32 miljoen euro subsidie voor de uitvoering van het innovatieproject GigaPort3 in de periode 2009 tot eind Wetenschap en onderwijs zijn gebaat bij toegang tot zeer geavanceerde netwerken en het is van groot belang de opgebouwde kennisvoorsprong en expertise, zowel bij SURF als bij de onderzoeks- en onderwijsinstellingen, te behouden. Wij zijn verheugd dat de overheid met deze toekenning de noodzaak erkent van continue doorontwikkeling en versterking van de communicatie-infrastructuur voor hoger onderwijs en onderzoek in Nederland. De ontwikkeling van het hybride netwerk SURFnet6 in het project GigaPort Next Generation Network werd eind 2008 officieel afgesloten. Dit werd in maart 2009 met alle betrokkenen gevierd in de Rotterdamse haven, de fysieke toegangspoort tot Europa. De softwarecode van het door SURFnet en Kennisnet gezamenlijk ontwikkelde videoplatform is in 2009 open source gemaakt en beschikbaar gesteld onder de naam MediaMosa ( Als open source code is MediaMosa nu toegankelijk geworden voor nationale en internationale instellingen en organisaties. Uit het jaarlijkse gebruikersonderzoek onder de aangesloten instellingen bleek opnieuw de hoge waardering voor onze dienstverlening. 89 procent geeft ons een 8 of hoger. Positief is men vooral over onze betrouwbaarheid, professionaliteit en kwaliteit. Directie SURFnet SURFnet develops and operates innovative services for higher education and research by combining the needs of the target group for new ICT platforms and in doing so it creates new opportunities for education and research. SURFnet seeks new technological possibilities and translates these into innovative services and knowledge and expertise for the target group. For SURFnet innovation is only successful if it leads to practical application. The services should not only be technically feasible, but should also be relevant and practical. SURFnet s involvement ends when the market starts to provide such services. SURFnet is a partner in SURF, the ICT collaboration organisation for higher education and research in the Netherlands. SURFnet focuses on three aims: a network infrastructure that is the foundation for all collaboration, authentication & authorisation services for trusted access and online multimedia collaboration services that will enable cross-institutional collaboration and interaction with high-quality sound and video. Security is a necessary precondition for all of these services. Additionally, SURFnet acts as a knowledge centre for the connected institutions. One of the highlights of 2009 was the grant of 32 million euros in subsidies for the implementation of the GigaPort3 innovation project over the period 2009 through Science and education benefit from access to highly advanced networks and it is vital to retain the lead achieved in knowledge and expertise, both at SURF and at the institutions for research and education. We are pleased that in awarding this grant the Dutch government recognises the importance of continuing to develop and reinforce the communication infrastructure for higher education and research in the Netherlands. The development of the SURFnet6 hybrid network in the GigaPort Next Generation Network project was officially concluded at the end of This occasion was celebrated with all parties involved in the Port of Rotterdam, the physical gateway to Europe, in March The videoplatform software that was jointly developed by SURFnet and Kennisnet was made open source in 2009 and has been made available under the name MediaMosa ( As an open source project, MediaMosa is now accessible and available to national and international institutions and organisations. Ter gelegenheid daarvan verscheen een boekje met een overzicht van de ingediende voorstellen. ENLIGHTEN YOUR RESEARCH 2 In July the winners were announced of the second edition of the Enlighten Your Research lightpath competition: Joeri van Leeuwen (University of Amsterdam), Peter Horvatovich (University of Groningen) and Tom Demeyer (Waag Society). A booklet with an overview of all the proposals was published on this occasion. DIGIBOB Health Minister Klink kicked off the implementation of DigiBOB, a digitised system for breast cancer population screening, on 19 March at RIVM. gives SURFnet the possibility to further develop this application together with partners and to deploy it through international collaboration for multi-domain connections within the context of GLIF. At the specific request of the Dutch Ministry of Foreign Affairs SURFnet established a temporary internet connection linking the conference centre to SURFnet6 during the Afghanistan summit on 31 March in the World Forum in The Hague. Approximately seventy Ministers, Ministers of State, Directors of international organisations and diplomats discussed the future of Afghanistan here. Due to the efforts of SURFnet the 150 journalists present were able to make use of an effective internet connection. APPLICATIONS In March Health Minister Klink kicked off the implementation of a digitised system for the breast cancer population screening, DigiBOB. Radiologists can now assess X-rays remotely through SURFnet6. The first three screening stations were connected in 2008, and fifteen more connections were delivered in The year 2010 will see a total of 22. Due to the use of lightpaths the privacy sensitive data will be transported to a central database fast, securely and guaranteed without any data loss. Radiologists then assess the images at distributed locations. After a four-year preparation the regional screening organisations and the Centre for Population Screening of RIVM (the Dutch National Institute for Public Health and the Environment) delivered a national network that connects all 65 research centres, nineteen administrative units and over twenty assessment units. Dynamic lightpaths were introduced in 2008 as a pilot service. To promote the use of the new service, scientists were invited to enter proposals for research projects that use dynamic lightpaths in the second edition of the Enlighten Your Research competition, organised again by SURFnet and NWO (the Netherlands Organisation for Scientific Research). Three research projects won the dynamic lightpaths they requested as well as 20,000 euros for embedding the lightpaths in their research. To mark this occasion a booklet was published containing a summary of the proposals. INNOVATION The development of the hybrid SURFnet6 network in the GigaPort Next Generation Network project was officially concluded by the end of In March 2009 this achievement was celebrated by all parties involved in the Port of Rotterdam, the physical gateway to Europe. The GigaPort3 project was launched in January It aims to raise the SURFnet network infrastructure to a higher level, to enable a next generation of networks and to support dynamic services with a state of the art and scalable hybrid network. A completely new Ethernet layer will be introduced into the infrastructure, based on Next Generation Ethernet (NGE) technology. SURFnet undertook technology scouting to this end in A tender will be published for Next Generation Ethernet products in The project also started designing new optical network facilities and preparing their introduction, as well as an investigation into the steps required to support dynamic services in the future. INTERNATIONAL In the spring a successful 100 Gbit/s test was undertaken on the existing international optical connection between Amsterdam and Hamburg in Germany, making use of the latest Nortel optical technology and Telindus network integration services. The 100 Gbit/s test spanned a distance of 1244 kilometres without electronic regeneration and showed that the current SURFnet network proves to be easily extensible with new possibilities and capabilities. In December the new cross border fibre system was delivered that connects NetherLight in Amsterdam with the new CERNLight node in Geneva. In order to achieve the best possible connection between Saudi Arabia and the scientific world abroad, the King Abdullah University of Science and Technology was connected to NetherLight over a 10 Gbit/s connection. This university, which opened its doors in September, has (virtual) collaborations with universities including the Massachusetts Institute of Technology (MIT) in Cambridge and Stanford University in Palo Alto. SURFnet concluded new contracts for international connectivity after a tender procedure. In the field of IP connectivity this involves Tiscali International Network (TINet) and Tata Communications; Global Crossing was selected for the transatlantic links with New York and Chicago. SURFNET7/GIGAPORT3 In the coming years SURFnet will raise the SURFnet network infrastructure to a higher level to facilitate a next generation of networks and to support dynamic services. The Dutch government has made available a 32 million euro grant funded by the FES subsidy plan, for the design and construction of SURFnet7 within the GigaPort3 innovation project.

GN3-project GN3 is een Europees samenwerkingsproject, waarin de Europese nationale onderzoeks- en onderwijsnetwerkorganisaties met TERENA en DANTE onder de naam GÉANT een nieuwe generatie van de Europese onderzoeksnetwerkinfrastructuur ontwikkelen. Het project wordt deels gesubsidieerd door de Europese Unie. In de planperiode staan drie thema s centraal: vereenvoudiging van samenwerking over instellings grenzen, verhoging van beveiligingsniveau en de introductie van een Service Oriented Architecture. Voorbeelden van SURFworks-projecten zijn SURFfederatie, COIN en DigiBOB. De Proof of Concept die daarop volgde, verliep zo positief dat deze samen met de uitkomst van een behoeftepeiling onder aangesloten instellingen tot de beslissing leidde om in 2010 een dienstontwikkeltraject uit te voeren. Vier daarvan wonnen ondersteuning bij de uitvoering van hun idee. interview FRANK BENNEKER adviseur ICT & onderwijs en onderzoek, Universiteit van Amsterdam ICT & education and research consultant, University of Amsterdam SAMENWERKEN MET BEHOUD VAN EIGENHEID Afgelopen jaar was ik - samen met vertegenwoordigers van andere universiteiten, onderzoeksinstellingen en hogescholen - lid van de expertgroep van COllaboration INfrastructure (COIN). Daar is de scope bepaald van de services die zo n infrastructuur voor online multimediale samenwerkingsomgevingen zou moeten bieden. Services als identity management, lid kunnen worden van een groep of kunnen zien wie er online is. Ook hebben we voor zulke services de stand van de technologie en van standaardisatie verkend en een voorlopige keuze gemaakt voor de benodigde protocollen. Instellingen kunnen zelf eindgebruikersfunctionaliteit toevoegen SURFnet heeft naar mijn mening een verstandige beslissing genomen om niet langer een eindgebruikersomgeving te bieden maar een middle wareomgeving op te leveren. Instellingen kunnen daarbinnen zelf eindgebruikersfunctionaliteit toevoegen en ontwikkelen. Zo kunnen zij hun eigenheid behouden en toch samenwerken. COLLABORATE AND RETAIN IDENTITY I was a member of the COIN expert group together with representatives of other universities and research institutions. The expert group determined the scope of the services that should be provided by such an infrastructure for online multimedia collaboration environments. Such services include identity management, joining a group and being able to see who s online. We also assessed the state of the technology and of standardisation, and we made a provisional selection of the required protocols. Institutions can add end user functionality themselves In my opinion SURFnet made a wise decision in delivering a middleware environment, rather than continue to provide an end user environment. Institutions can choose to develop and add end user functionality. In this way they can retain their own identities and collaborate at the same time. COLLABORATION ENVIRONMENT COIN The multitude of online collaboration alternatives raises the question of how staff and students can continue to collaborate without being compelled to choose the same platform. To research the possibilities of an open online collaboration environment SURFnet launched the COIN project (COllaboration INfrastructure). Through this infrastructure based on open standards, the institutions can make optimum use of what the market has to offer and are also free to position any services of their own. Technology scouting was carried out in the first six months of The Proof of Concept following the scouting went so well that combined with the outcome of a demand survey among connected institutions it led to the decision that SURFnet will carry out a service development project in The expert seminar on COIN organised in December attracted 138 attendees and received very high ratings MOBILE LEARNING As part of SURFacademy, a Spring School was held for teachers and ICT&O experts who are planning to use mobile technology in their teaching. A Summer School offered participants a structured approach for the use of both mobile and online games. December saw the final of Make-it- Mobile, a competition to create new, original and practical mobile applications for use in teaching. The jury received 22 entries from all educational sectors. Four entries were awarded support to put their idea into practice. Finally, the white paper Hardening the Internet provides solutions to resolve vulnerabilities in the Domain Name System (DNS) with the help of so-called DNS Security Extensions (DNSSEC). In that light SURFnet announced in September that all SURFnet DNS resolvers support DNSSEC. DNS resolvers link domain names to IP addresses and act as signposts on the internet. SURFnet users can deploy the SURFnet DNS resolvers to take advantage of this improvement of the security on the internet. SURFnet founded the platform DNSSEC.nl together with SIDN (the organisation in charge of the management of internet domain names.nl) and a number of other prominent organisations. The aim of the platform is to find solutions to clear the last obstacles on the road to introducing DNSSEC for the.nl domain. In part due to the efforts of the platform, SIDN announced in December that they will implement DNSSEC in the summer of DASHBOARD The institutions can use the web based Dashboard application to gain access and insight into the SURFnet services portfolio. A new release of Dashboard was developed in This includes new reporting functionality that provides an overview of the quality of SURFnet services as well as self-service functions that allow institutions to change their (contact) information more easily and to subscribe to new services online. EVENTS/CAMPAIGNS The Cybersave Yourself campaign was held in collaboration with 34 institutions of higher education. Using various means of communication, adaptable by the institutions to their own demands, SURFnet and the institutions aim to increase the security awareness of lecturers, staff, and students when handling information, computers and networks. Erik-Jan Bos was appointed Chief Technology Officer as from 1 January In this new position in the SURFnet organisation, he will be responsible for architecture, for developing SURFnet s vision on technological developments and for initiating, extending and maintaining international contacts. As CTO, Bos will report directly to Kees Neggers. Also from 1 January 2010 Karen de Bruijn was appointed Chief Financial & HR Officer. She bears the final internal responsibility for finance and personnel. She will report directly to Erwin Bleumink. SURFnet s opposition to registration by OPTA as a public provider of a telecommunications network and telecommunication services resulted in a positive judgment for SURFnet in OPTA lodged an appeal against this decision with the CBb, the Trade and Industry Appeals Tribunal. SURFnet has submitted a written defence. In the wider context of SURF an investigation was carried out in 2009 to establish whether the institutions for higher education and research connected to SURF are obliged to adhere to European procurement regulations for the services that SURFnet provides to them. It turns out that as a collaborative organisation SURF can meet the criteria for the in-house exemption, allowing the connected institutions to meet the European requirements in this manner. At some points this required an adjustment in the way that the relations between the connected institutions and SURF were formalised. These were drawn up by the General Board of Stichting SURF and were validated by the individual institutions through a connection agreement. The in-house procurement thus came into force at the start of 2010.

Hiervoor is een actieve belastinglatentie opgenomen van 1,3 miljoen euro. De afschrijvingen komen lager uit dan in 2008, door een toename van volledig vrijval uit de egalisatiereserve projectactiva. The difference with respect to the budget can partly be explained by higher income from other services, by lower costs for external personnel and international connectivity and by lower depreciation burdens. Turnover amounted to 32.7 million euros of which 11.7 million euros are project subsidies. BALANCE In the past subsidies from development projects for equipment and long-term user rights to glass fibre connections were included on the balance sheet as project assets equalisation reserve. The equalisation reserve is released as the assets are depreciated. 3.9 million euros was invested in material fixed assets in The immaterial fixed assets are the user rights to glass fibre. A total of 1.7 million euros was invested in these user rights in At the close of 2009 the liquidity position was approximately 17.1 million euros compared to 4.7 million euros at the close of In the second quarter the GigaPort Next Generation Network subsidy decision request was honoured by SenterNovem and the final part of the subsidy, a sum of 8 million euros, was received. Also in the context of the GigaPort3 a total sum of 11.3 million euros was received as advances in These sums greatly strengthened the liquidity position in In 2007 the Werken aan Winst (working on profit) act entered into force. This act restricts the depreciation of moveable goods for tax purposes to 20% a year maximum. This deviates from the commercial depreciation percentages applied by SURFnet. As a result there is a difference between the commercial and fiscal tax burden. With respect to this an active tax deferral of 1.3 million euros was included. PROFIT AND LOSS ACCOUNT A tariff decrease of 5% in respect of 2008 was introduced on connection payments. The total income from tariffs was approximately 1 million more than was budgeted and 0.1 million more than in This was mainly due to higher payments for other services and a slight increase in the number of connected institutions from 150 to 163 institutions. The costs of external personnel were 1.4 million less than budgeted and 0.8 million less than in 2008, mainly due to the postponement of expenditure in the innovation project GigaPort3. Depreciations are less than in 2008 due to an increase in the number of fully depreciated assets and a postponement of investment in the context of the GigaPort3 project. Operational costs are notably higher than in 2008 but slightly lower than budgeted. The costs of maintenance, management and international network connections were lower than budgeted. The annual contribution of NOW/NCF for the availability of high quality connections of advanced research amounted to 680,000 euros. The budget for 2010 anticipates a turnover of 34.7 million euros excluding the release from the project assets equalisation reserve. As of 1 January 2010 a tariff decrease of 4% applies to connection payments and the income from tariffs increases through SURFlichtpaden, SURFcontact, SURFmailfilter, SURFcertificaten and SURFfederatie.
