Interferentie naar de primaire gebruiker: Hoe kan potentiele interferentie worden voorkomen? Toegang tot spectrum: Hoe wordt spectrumtoegang gereguleerd? 7 ITU - Agenda WRC taking into account the ITU-R studies carried out in accordance with Resolution 951 (Rev.WRC-07), to take appropriate action with a view to enhancing the international regulatory framework; 1.19 to consider regulatory measures and their relevance, in order to enable the introduction of software-defined radio and cognitive radio systems, based on the results of ITU-R studies, in accordance with Resolution 956 (WRC-07); Cognitieve Radio - Pagina 13 Internationale bestemmingen RESOLUTION 951 (Rev.WRC-07) Enhancing the international spectrum regulatory framework considering j) that evolving and emerging radiocommunication technologies may enable sharing possibilities and may lead to more frequency-agile and interference-tolerant equipment and consequently to more flexible use of spectrum; resolves 1 that, studies are to be continued by ITU-R, in order to develop concepts and procedures for enhancing the Radio Regulations to meet the demands of current, emerging and future radio applications, while taking into account existing services and usage; Cognitieve Radio - Pagina 14

Cognitieve Radio - Pagina 15 Internationale harmonisatie RESOLUTION 956 (WRC-07) Regulatory measures and their relevance to enable the introduction of software-defined radio and cognitive radio systems considering i) that some studies indicate usefulness to have means to assist in the determination of the local spectrum usage, such as wireless or wired access to a database or to other networks; j) that some studies indicate a possible need for a worldwide harmonized cognitive supporting pilot channel with a bandwidth less than 50 khz, whilst other studies indicate that the availability of a database could support access and connectivity, and therefore support the use of these systems, resolves to invite ITU-R 1 to study whether there is a need for regulatory measures related to the application of cognitive radio system technologies; Cognitieve Radio - Pagina 16

9 Europese harmonisatie Meer flexibiliteit in het gebruik van spectrum - WAPECS - New regulatory framework Studie mbt het gebruik van Cognitieve Radio in de TV banden - Gebaseerd op spectrum sensing (OSA) - Hoeveelheid white space is beperkt - Dichte planning in de TV banden - TV banden worden ook gebruikt voor Program Making and Special Event - Mogelijk geharmoniseerde subband voor vast/mobiel gebruik RSPG Opinie - Voorgezeten door Nederland Cognitieve Radio - Pagina 17 Opportunistic Spectrum Access Strikte regels nodig om interferentie op primaire gebruiker op een acceptabel niveau te houden Regels ook nodig tbv goed delen van het spectrum tussen de OSA apparaten Geen garantie op toegang tot spectrum Kans op interferentie Met name geschikt voor: - Low power devices - Militaire systemen Cognitieve Radio - Pagina 18

10 Markt kan zijn werk doen Actieve coordinatie tussen primaire gebruiker en OSA gebruiker(s) + Mogelijkheid om geld te verdienen met onbenut spectrum + Mogelijkheid voor een spot markt + Mogelijkheid om toegang tot spectrum te baseren op daadwerkelijke behoefte! Alle informatie over daadwerkelijk gebruik moet beschikbbaar zijn Goed gedefineerde rechten vergeven aan primaire vergunninghouders of spectrum handelaren Zo min mogelijk beperkingen aan het gebruik Geen beperkingen aan overdracht! Electronisch toegankelijke database met eigendomsrechten Cognitieve Radio - Pagina 19 Conclusies Radios van vandaag zijn nog steeds gebaseerd op dezelfde principes als uit de tijd van de kristalradio Groot potentieel om de efficientie van het gebruik van spectrum te vergroten Goede verdeling op basis van actuele vraag Meer flexibiliteit in technologie en regelgeving nodig Focus niet alleen op ongecoordineerd Opportunistic Spectrum Access Cognitieve Radio - Pagina 20

11 Vragen Is er behoefte aan een (wereldwijd geharmoniseerd) Cognitive Pilot Channel? Zijn er nog nationale drempels weg te nemen om gebruik van cognitieve radio mogelijk te maken?
