1 Abstract The shipper determines the weight of a container in the container transport chain. He makes an estimation of the mass and sends this to all stakeholders in the chain. The estimation is regularly inaccurate, which can have major consequences for the safety during the transport of a container. The International Maritime Organization (IMO) has introduced a guideline to verify the gross mass of all full export containers. The guideline will be effective July 2016 and will have an impact on the transport chain. The regulation states that the shipper is responsible for the verification of the container weight. Two methods are provided to determine the VGM. An administrative method, which may be used by (Authorised Economic Operator (AEO) and International Organization for Standardization (ISO)) certified shippers and a physical method. The Eigen Vervoerders Organisatie (EVO) estimates that about 90% of the shippers is permitted to use the administrative method. The remainder of the shippers are obligated to determine the weight with the physical method, which can possibly be done at the terminal. This master thesis defined the impact of weighing containers at APM Terminal Rotterdam (APMTR). Before looking at the technological solutions an analysis phase is used to describe the options of APMTR considering the guideline. Two methods for weighing containers are considered for implementation: Generate a VGM for customers as a service and Verify all declared VGMs to correct misdeclared containers as a control procedure. Currently the terminal receives the weight declarations in two ways: by a booking from the shipping line and by a booking confirmation from the customs document. An experiment is executed to determine which of these weight declarations is the most accurate. The results showed that 42,3% of the containers with a booking weight had a weight deviation larger than accepted by the regulation. Compared to 10,7% of the containers with a document weight. The last number gives an impression of the expected accuracy when the regulation will come into effect. A risk assessment is done to evaluate the necessity of weighing at the terminal.

2 VII Stakeholders have identified failure modes within the transport chain. Next, a Failure Modes and Effect Analysis (FMEA) is used to quantify the risks. It shows that verifying the declared weight of all containers at the terminal has the most benefits concerning safety in the transport chain. Weighing at an earlier stage does not guarantee that the correct information is used during vessel planning. Therefore the weighing concept at APMTR must be able to weigh all containers. This information is taken into account during the conceptual design. Five concepts have been defined and a Saaty analysis has provided an arbitrary selection method of the concept. Weighing containers using the twistlocks of the straddle carriers spreader is considered to be the best. A load cell can be placed around the twistlock and measures the load of each corner pocket. Two important factors were involved for the decision of this concept. First it does not create a bottleneck or requires additional traffic at the terminal. Therefore the safety of terminal operations is not harmed when implementing this concept (other concepts do affect the safety). Second no delays occur and the speed of operations will not be disturb when executing a measurement. On the other hand it is found that inefficiencies are caused by weight updates during the visits of the containers in the yard. Currently 69,1% of the containers experiences a weight update while being at the terminal. These cause 2,8% of all the housekeep moves and occupy 1,3% more groundslots than required. Therefore communication of the measurement must correctly be implemented in the system of APMTR. So it is used for planning a container to a stacking position. The costs of weighing a container is determined to examine the market potential of the concept. The results show that the technological costs of weighing a single container is e2,63, assumed that all containers are weighed. There are type of customers. Customers who require a service (10% according estimation EVO), customers who misdeclare the VGM (10,7% of the remaining 90%) and the remainder of the customers have declared an accurate VGM. The costs are determined per customer group to achieve break even, see table 1. In the future the market might change. Customers might want outsource the weighing tasks and avoid a fine. Others might improve their methods to achieve a more accurate declaration. Whether the concept remains suitable is depended on the behaviour of customers,

3 VIII therefore further research is required. Nevertheless, this thesis has shown that weight verification at APMTR can potentially increase the safety of the transport chain.

4 Abstract (Dutch) In de container industrie wordt het gewicht bepaald door de verlader. Hij maakt een inschatting van de massa en geeft dit door aan alle partijen in de keten. Het blijkt dat deze inschatting vaak onnauwkeurig is, wat grote gevolgen kan hebben voor de veiligheid tijdens het transport van de container. De IMO heeft een richtlijn opgesteld die verplicht om het gewicht van alle volle export containers te verifiëren om de veiligheid te verbeteren. De richtlijn zal per juli 2016 in werking treden en een impact hebben op de transport keten. De wetgeving legt de verantwoordelijkheid voor het verifiëren van het container gewicht bij de verlader. Er worden twee methoden aangereikt om het VGM te bepalen. Een administratieve methode die alleen mag worden uitgevoerd door (AEO en ISO) gecertificeerde verladers en een fysieke methode. De EVO schat dat 90% van de verladers de administratieve methode mag gebruiken. De overige verladers zullen een fysieke weging moeten uitvoeren, dat mogelijk bij de terminal kan worden gedaan. In deze master thesis is onderzocht wat de impact is van het wegen van containers bij APM Terminal Rotterdam (APMTR). Voordat er naar het technologische aspect van het onderzoek wordt gekeken, zal eerst een analyse uitgevoerd worden om te kijken welke mogelijkheden APMTR heeft ten opzichte van de wetgeving. Twee methodes zijn onderzocht: Generate, het genereren van een VGM voor de klanten als een service en Verify, de verificatie van het opgegeven VGMs. In de huidige situatie ontvangt de terminal op twee manieren gewichten: via de boeking van de rederij en via het opgegeven gewicht in het douane document. Een experiment is uitgevoerd om te bepalen welk van deze gewichten het meest overeenkomt met het daadwerkelijke gewicht. Uit dit experiment bleek dat het boekingsgewicht voor 42,3% van de containers meer afwijkt dan toegestaan volgens de wetgeving en voor het douane documentgewicht 10,7%. Dit laatste getal geeft een indruk van de te verwachten afwijking na het in effect komen van de regelgeving. Om de noodzaak van het wegen op de terminal vast te stellen is een risico analyse

5 X uitgevoerd. De gevaren in de keten zijn in kaart gebracht met behulp van stakeholders. Vervolgens zijn deze gequantificeerd door middel van een Failure Modes and Effect Analysis (FMEA). Het blijkt dat de verificatie van de container gewichten het beste op de terminal gedaan kan worden om de risico s in de keten te minimaliseren. Als er op een eerder moment gewogen wordt is er geen garantie dat het correcte gewicht bij de rest van de keten komt. Hierdoor zal het weegconcept bij APMTR in staat moeten zijn om alle containers te wegen. Deze informatie is meegenomen voor het conceptueel ontwerp. Vijf concepten zijn opgesteld en een Saaty analyse is gebruikt om een keuze voor een concept te maken. Het wegen in de twistlocks van de spreader op een straddle carrier is de beste methode. Een load cell kan rondom de twistlock geplaatst worden en meet de last in elke hoekpunt van de container. Er zijn twee factoren die van grote invloed zijn geweest voor de keuze van het concept. Ten eerste creeërt het geen knooppunten en vereist het niet meer verkeer op de terminal. Hierdoor wordt de veiligheid op de terminal niet aangetast door het uitvoeren van dit concept (anderen beïnvloeden de veiligheid wel). Ook zullen er geen vertragingen ontstaan en zal de snelheid van operatie niet verstoord worden terwijl er een meting plaats vindt. Daarnaast blijkt het dat er inefficiëntie ontstaat als er gewichtupdates plaatsvinden gedurende het verblijf van een container op de terminal. Op dit moment vindt er voor 69,1% van de containers een update plaats wat ertoe lijdt dat 2,8% meer housekeep moves worden uitgevoerd en 1,3% meer groundslots worden gebruikt. Hierdoor moet de communicatie van de meting op een juiste manier worden geïmplementeerd. Zodat de meting gebruikt wordt tijdens het inplannen van de container in de stacking yard. De kosten voor het wegen van een container is bepaald om de markt potentie van het concept te beschouwen. Het blijkt dat de technologische kosten voor het wegen van 1 container e2,63 is, hierbij moeten wel alle containers gewogen worden. Er zijn drie type klanten groepen. Klanten die gebruik willen maken van de weegservice (10% volgens schatting van de EVO), klanten die een foutief VGM opgeven (10,7% van de overige 90%) en klanten die een juiste gewichtsopgave doorgeven. De vergoeding voor de kosten zal voor iedere klantengroep verschillen om er gezamenlijk break even op te draainen, zie tabel 2. In de toekomst zal dit wellicht veranderen.

6 XI Klanten willen wellicht hun taken uitbesteden om een boete te ontlopen. Anderen zullen wellicht zelf hun methodes verbeteren om een nauwkeurigere gewichtsopgave te kunnen doen. Om de toekomstige vraag van de markt beter in kaart te brengen is verder onderzoek noodzakelijk. Nietemin is de potentie aanwezig om de transport keten veiliger te maken door middel van het vaststellen van een VGM bij APMTR.
