For an overview of products of the Netherlands Hydrographic Service and a list of selling agencies see the Catalogue (HP7) or Webpage: 2 HET RAPPORTEREN VAN WAARGENOMEN FOUTEN EN TEKORTKOMINGEN De Chef der Hydrografie van de Koninklijke Marine te Den Haag verzoekt tot het indienen van mededelingen (liefst rechtstreeks en schriftelijk) van in zeekaarten en hydrografische publicaties opgemerkte leemten en onjuistheden. Hierbij zal vermelding van alle desbetreffende gegevens, als posities, peilingen (r.w.), gemeten hoeken en/of afstanden, GPS- aflezingen (inclusief het gebruikte geodetisch datum), lodingen (met opgave van de wijze waarop zij werden verkregen en gereduceerd tot het reductievlak van de zeekaart.) enz., zeer op prijs worden gesteld. Voor rapporten betreffende met echolood verkregen diepten wordt verwezen naar BaZ 7. Indien van toepassing, bijvoorbeeld bij het gebruik van GPS, moet in de rapportage aangegeven worden aan welk geodetisch datum (zie ook BaZ 23) de positie is gerelateerd. Voorts is het noodzakelijk in die mededelingen te vermelden het nummer, jaar van uitgave (midden onder), jaar en maand van eventuele hernieuwde uitgave (rechts onder) en eventuele "kleine druk" (links onder) van de betrokken papieren zeekaart, zo ook jaar van uitgave van de betrokken hydrografische publicatie. Wanneer de mededelingen betrekking hebben op uitgaven van het Hydrographic Office, Ministry of Defence, Taunton, U.K. of van een ander buitenlands hydrografisch bureau, dan worden zonodig die mededelingen, eventueel voorzien van aantekeningen, naar dat bureau doorgezonden. It will be very helpful if reports could include full details of all positions and how they were obtained, bearings (true), angles and distances, readings position fixing system, soundings (including the method by which they were obtained and reduced to chart datum) etc. For the reporting of soundings see also BaZ 7. If applicable (e.g. when using GPS) the horizontal datum to which the observed position should be related has to be recorded. (See also BaZ 23) It is essential that reports should include information from the lower chart border concerning number(s), year of first issue (centre), year and month of any new edition (right) and the latest 'small correction' (left) of the applicable paper nautical chart. For hydrographic publications: their date of issue, and particulars of any Supplements or amending pages. When the information relates to publications of the British Hydrographic Office, Ministry of Defence, Taunton or any other foreign hydrographic organization the Netherlands Hydrographic Service will forward received reports and comments as required. Het verschijnen van nieuwe en hernieuwde uitgaven van Nederlandse zeekaarten en hydrografische publicaties, wordt per BaZ bekendgesteld. 3 NETHERLANDS NOTICES TO MARINERS (NtM) Publication of BaZ Netherlands Notices to Mariners (Berichten aan Zeevarenden = BaZ) are issued weekly and can be obtained: - as printable version (PDF) via - in paper form (on payment) at the following chart agencies: Datema Delfzijl [Tel. The area for which BaZ are published covers the North Sea as far as N, and the English Channel as far as the meridian of Greenwich (0 ) and the Netherlands Antilles, Aruba and Surinam. The publishing of new and revised editions of Netherlands nautical charts and nautical publications will be announced in the BaZ. Brongegevens van veranderingen in de kaart worden door de Dienst der Hydrografie gearchiveerd in het BDS. Van grote of belangrijke wijzigingen wordt een BaZ uitgegeven. Hierbij staat het belang voor de kaartgebruiker voorop. Kleine wijzigingen worden in een hernieuwde uitgave verwerkt. Berichten van buitenlandse hydrografische diensten met betrekking op het zeegebied van het betreffende land worden ongewijzigd overgenomen met bronvermelding. De verandering van de volgende typen gegevens worden als belangrijk en onmisbaar beschouwd: nieuwe of ondiepere obstructies, in het bijzonder in DW routes, vaargeulen en aanlooproutes verondieping van de bodem, ook in maintained depth gebieden nieuwe onderzeese constructies kabels en pijpleidingen belangrijke navigatie objecten verkeersmaatregelen en route-informatie (verboden) gebieden navigatie radiocommuncatie navigatie systemen kenbare gebouwen haveninrichting loodsstations onderdoorvaarhoogten van bruggen of kabels Criteria for publication of a BaZ The general criterium is: making safe navigation possible. Source data of chart alterations are archived by the Netherlands Hydrographic Service in the BDS-system. A BaZ is published in case of large or important changes. The interest of the chart user is leading. Small changes are incorporated with the publication of a new edition. Notices from foreign Hydrographic Services concerning their homewaters are copied unchanged with mentioning the source. Alterations of the following type of data are acknowledged as important and essential: new obstructions or shoaler depths of existing obstructions, in particular in DW routes, fairways and approach routes shoaler depths, also in maintained depth areas new sub-sea structures cables and pipelines significant navigation objects traffic (control) measures and route-information (prohibited) areas navigation radio communication navigation systems conspicuous buildings harbour layout pilot stations safe passage clearance of bridges or cables 6

7 Bijwerken van zeekaarten en hydrografische publicaties Zeekaarten Voordat een zeekaart de Dienst der Hydrografie verlaat, wordt deze bijgewerkt aan de hand van de Berichten aan Zeevarenden, die tot de dag van afgifte van de kaart zijn verschenen, met uitzondering van de (P)- en (T) berichten; in de linkeronderhoek van de kaart wordt aangegeven welke correcties zijn verwerkt. De datum van afgifte wordt op een zeekaart aangegeven door middel van een ovaal datumstempel. Daarnaast wordt aangegeven vanaf welk BaZ nr. de verkoopagent/gebruiker, de zeekaart dient bij te werken (op coproductiekaart tevens NtM nr.). Voor uitvoerige informatie, zie de Catalogus Nederlandse zeekaarten en andere hydrografische publicaties (HP7 jaarlijkse uitgave van de Dienst der Hydrografie). Op speciaal verzoek worden via de agenten tracings verstrekt tegen een geringe vergoeding serie Officiële zeekaart voor kust- en binnenwateren Er verschijnt ieder jaar in maart een nieuwe geheel bijgewerkte editie van de 1800 serie. Op het informatieblad wordt aangegeven tot welke weekuitgave van de BaZ de kaartserie is bijgewerkt. De gebruiker dient de kaart verder bij te werken met behulp van de BaZ. De correcties worden ook gepubliceerd in diverse watersportbladen. Elektronische kaarten Elektronische vector- en rasterkaarten worden bijgewerkt met verbeterbestanden speciaal voor het betreffende systeem. De ENC- en RNC- verbeteringen zijn gebaseerd op de gegevens van het BaZ-boekje. ENC en RNC-updates worden verzorgd door de ENC/RNC-distributeurs (zie catalogus en De RNC s van het Nederlands zeegebied zijn opgenomen in de ARCS-portefeuille. De elektronische verbeteringen hebben een officiële status. Niet alle ECDISsystemen kunnen echter P- en T-berichten verwerken. Dit betekent dat men nog steeds de BaZ-boekjes moet raadplegen voor P- en T-berichten. Hydrografische publicaties Deze moeten worden bijgewerkt aan de hand van de BaZ. Van een BaZ op een hydrografische publicatie, dient men het nummer te noteren op de correctielijst vóór in de betreffende hydrografische publicatie en vervolgens op de aangehaalde bladzijde in margine. Voordat een hydrografische publicatie de Dienst der Hydrografie verlaat, worden de BaZ, die na het verschijnen van deze publicatie zijn gepubliceerd, als aanvullingsblad(en) toegevoegd. Definities en afkortingen Definities zeekaart: een specialistische papieren of digitale zeekaart welke officieel wordt verstrekt door of op gezag van een regering, de erkende Hydrografische Dienst of een andere van belang zijnde overheidsinstelling en is ontworpen om te voldoen aan de eisen van navigatie op zee. De symbolisatie is vastgelegd door de IHO. INT zeekaart: zeekaart die opgenomen is in de IHO Internationale kaartserie. hydrografische publicatie: een specialistisch papieren of digitaal boek welke officieel wordt verstrekt door of op Correcting of nautical charts and nautical publications Nautical charts Any paper nautical chart leaving the Netherlands Hydrographic Service will be corrected for all BaZ (Neth. NtM), published until the day of delivery of the chart, (P)- and (T) BaZ excepted; in the lower left-hand margin (outside the borderline) the corrections will be mentioned for which the chart has been corrected. The date of delivery of the paper nautical chart is marked on it by an oval date stamp. Besides that, information has been given from which BaZ nr. the selling agency or user should correct the paper nautical chart (on co-production chart also NtM nr.). For detailed information see the Catalogue Nederlandse zeekaarten en andere hydrografische publicaties (HP7 issued annually by the Netherlands Hydrographic Service). In case of a co-production chart also Tracings can be provided by A-agencies on special request and at pay Series Official nautical chart for coastal and inland waters Annually, in March, a new and completely up to date edition of the 1800 series will be issued. The user has to correct the chart by means of Netherlands NtM (BaZ). The 1800 series chart corrections are also published in several yachting magazines. Electronic charts Electronic vector- and raster charts are corrected with correction files, which are especially for the concerning system. The ENC and RNC updates are provided by data of the weekly BaZ. Updates for ENC and RNC are taken care of by the distributors of ENC/RNC (see the catalogue and The RNC s of the Dutch waters are admitted to the ARCS-portfolio. The electronic corrections have an official status. However, not all ECDIS-systems can handle P&T notices. This means one still needs to consult the printed version of the weekly BaZ for P&T notices. Hydrographic publications These must be corrected by means of the BaZ. If a BaZ refers to a book, the number of that BaZ should be annotated in the correction list at the beginning of the hydrographic publication, and then in the margin of the quoted page(s). Before selling a hydrographic publication the Netherlands Hydrographic Service will add supplements of BaZ which are published after the date of issue. Definitions and abbreviations Definitions nautical chart: a specialistic paper or digital chart which is officially supplied by or on the authority of a government, the recognised Hydrographic Service or an other relevant government institution and is designed to fulfil to the requirements of navigation at sea. The symbolisation is in accordance with the rules of IHO. INT nautical chart: nautical chart, which is, admitted to the IHO International chart series. hydrographic publication: a specialistic paper or digital book which is officially supplied by or on the authority of a 7

De atlassen worden gedrukt in vier kleuren. De kaarten bestrijken de Nederlandse en Belgische kust, de Waddenzee, het IJsselmeer en het Deltagebied. Elke atlas heeft een legenda waarin een groot aantal gekarteerde symbolen verklaard wordt (een verklaring van alle gebruikte symbolen is te vinden in Kaart 1 [INT 1]. Voor deze kaarten zijn extra plastic hoezen te koop. Tevens wordt in deze serie zoveel als mogelijk rekening gehouden met gebruikerswensen van andere vaarweg-gebruikers, waaronder de pleziervaart. De 1800 serie is zoveel als mogelijk consistent met eventuele corresponderende papieren zeekaarten; echter kaartschaal, dieptebeeld en symbolisatie kunnen verschillen. Maritime grenzen worden alleen in de papieren zeekaarten gekarteerd. nieuwe kaart: een kaart die in die vorm, presentatie of met die inhoud nog niet bestaat. In het midden van de onderzijde van de kaart zijn maand en jaar van uitgave aangegeven. Een nieuwe kaart wordt aangekondigd in een BaZ. hernieuwde uitgave: een herdruk van een kaart waarin alle nieuwe en gewijzigde gegevens zijn verwerkt. Rechts van de datum van eerste uitgave staat de datum van hernieuwde uitgave. Een hernieuwde uitgave wordt aangekondigd in een BaZ. De voorgaande uitgave vervalt. hernieuwde uitgave coproductie: een aantal kaarten wordt samen met de British Admiralty uitgegeven. Dit is te zien aan het logo in de titel. Het editienummer en de uitgave datum staan in een kader in de linkeronderhoek vermeld. Een hernieuwde uitgave wordt aangekondigd in een BaZ. De voorgaande uitgave vervalt. limited new edition: een hernieuwde uitgave van een coproductiekaart, uitgevoerd door de British Admirality, die wordt uitgegeven als er een wijziging is die te groot is voor een BaZ. In de limited new edition worden alle voorafgaande BaZ's en de betreffende wijziging verwerkt, welke is aangekondigd met een (P) bericht. Een limited new edition wordt in een BaZ aangekondigd als een hernieuwde uitgave. Bij publicatie vervallen de voorgaande uitgave en het (P) bericht. kleine druk: een herdruk van een kaart waarin alleen alle uitgegeven BaZ zijn verwerkt. De maand (in Romeinse cijfers) en jaar van herdruk staan in de linker onderhoek vermeld. Op coproductie kleine drukken wordt ook het laatste NtM nummer vermeld. BaZ: bericht dat door de Dienst der Hydrografie wordt uitgegeven en waarmee de publicaties die in het bericht worden genoemd kunnen worden gecorrigeerd. Deze regeling kan op ieder moment en overal worden geactiveerd en kan worden uitgebreid in geval van een grootschalig conflict. Het Commando Zeestrijdkrachten (CZSK) is namens de Nederlandse Regering belast met het verzenden van berichten. De Engelse titel van de CZSK is Royal Netherlands Navy Command (RNLNAVY COMMAND). Het is van belang dat de berichtgeving te allen tijde via de reders gaat. Berichten aan de koopvaardij kunnen gericht zijn aan een enkel schip, schepen in een bepaald zeegebied of aan de gehele Nederlandse koopvaardijvloot en kunnen gesteld zijn in de Engelse taal. Roepnamen en adressering van de berichten Officiële berichten aan Nederlandse koopvaardijschepen kunnen worden verzonden per telex, fax of via de Inmarsat satelliet én via NAVTEX of EGC (Enhanced Group Call). Bovendien kunnen officiële berichten worden verzonden via de verbindings kanalen van de desbetreffende rederij. De berichten hebben de roepnaam "PAAB" (alle Nederlandse koopvaardijschepen). In berichten voor individuele schepen wordt de roepnaam "PAAB" gevolgd door de roepnaam van het betrokken schip. In berichten voor alle schepen in een bepaald zeegebied wordt de roepnaam "PAAB" gevolgd door de naam van het zeegebied b.v. "PAAB NOORDZEE" is bedoeld voor alle schepen onder Nederlandse-, Nederlands- Antilliaanse- of Arubaanse vlag in de Noordzee. In PAAB berichten bestemd voor de gehele Nederlandse koopvaardijvloot begint de tekst met de afkorting "ALMERNETH", gevolgd door een nummer. ALMERNETH berichten worden doorlopend genummerd. De gezagvoerder zorgt dat de serie "ALMERNETH"-berichten compleet wordt gehouden. Aan de hand van de nummering kunnen ontbrekende berichten gemakkelijk worden ontdekt. Elk officiëel bericht is voorzien van een datumtijdgroep die de tijd van opstellen aangeeft. De datumtijdgroep bestaat uit zes cijfers, gevolgd door de letter Z (tijdzone), gevolgd door maand (3 letters) en jaar (2 cijfers). Voorbeeld: datumtijdgroep Z jan 06 geeft aan dat het bericht op de 14e januari 2006 te 1831 U.T.C. is opgesteld. 4 OFFICIAL RADIO BROADCASTING TO MERCHANT MARINE SAILING UNDER THE NETHERLANDS-, NETHERLANDS ANTILLES- AND ARUBAN FLAG (BERKO) General The BERKO arrangement gives the Netherlands Government the possibility to send information, advice and/or instructions to merchant shipping under the Netherlands-, Netherlands Antilles- or Aruban flag and their owners/operators. This arrangement may be activated anytime and anywhere it is needed and may be extended in case of a large scale conflict. On behalf of the Dutch Government the Royal Netherlands Navy Command (RNLNAVY COMMAND) is in charge of sending the messages. It is of importance that messages will be send through shipowners/operators at all times. BERKO-messages may be addressed to one single vessel, to vessels in a certain area or to the entire Netherlands merchant shipping fleet and may be redacted in the English language. Call signs and addressing of the messages Official messages to the Netherlands merchant shipping may be sent by means of Telex, Telefax or via Inmarsat satellite and via NAVTEX or EGC (Enhanced Group Call). Besides that, official messages may be passed through by communication channels that are in use by the relevant owners/operators. The messages carry the call sign PAAB (to single vessels or to the entire Netherlands merchant shipping). If the message is meant for a single vessel, the call sign PAAB will be followed by the ships call sign. If the call sign PAAB is followed by the name of a sea area, the message is meant for all vessels in that area. For example: "PAAB North Sea" is meant for all vessels under Netherlands-, Netherlands Antilles- or Aruban flag in the North Sea. PAAB-messages that are intended for the entire Netherlands merchant fleet will commence by the abbreviation ALMERNETH, followed by a number. All ALMERNETHmessages will receive a sequence number. The master is to keep all succeeding ALMERNETHmessages complete. Missing messages may easily be determined by means of the sequence numbering. Each official message has a date-time group which indicates the time of drawing up. The date-time group consists of 6 digits, followed by the character Z which indicates the time zone, followed by the month (3 characters) and year (2 digits). For example: Zjan 06 indicates that the messages has been drawn up January the 14th, 2006 at 18h31m UTC. 10

ALMERNETH Nr. 1 zal in een extra bulletin worden uitgezonden en zal vervolgens in de eerstvolgende nieuwsuitzendingen worden herhaald. Radio Nederland Wereldomroep (PCJ) De officiële berichten zullen zoals vermeld in het zendschema door RNW dagelijks worden uitgezonden in de Nederlandse en Engelse taal. Het zendschema van RNW wijzigt in principe twee keer per jaar met de overgang van zomer- en wintertijd (eind maart en eind oktober). Waar noodzakelijk worden ook af en toe kleine tussentijdse wijzingen in het zendschema doorgevoerd. Het actuele zendschema is aan te vragen via: Radio Nederland Wereldomroep, Postbus 222, 1200 JG Hilversum. De meeste uitzendingen worden voorafgegaan door een periode van 3 minuten waarin informatie over frequenties wordt verstrekt. Aangeraden wordt steeds te proberen welke frequentie de beste ontvangst geeft. Gezagvoerders wordt geadviseerd om in tijden van verhoogde spanning op de door RNW gebruikte frequenties te (laten) luisteren, ook wanneer het schip zich in een gebied bevindt waar normaliter geen uitzending van de Wereldomroep zou kunnen worden verwacht. Radio Nederland Wereldomroep kan in tijden van verhoogde spanning extra frequenties in de lucht brengen. N.B. De BERKO-regeling is van toepassing op alle zeegaande scheepvaart. Hieronder valt ook de visserij. Messages for BERKO-exercises will be preceded by the call sign PAAE instead of PAAB. Broadcasting of official messages NAVTEX All vessels within middle range distance (appr. 250 nautical miles) from the Netherlands Coast Guard Centre at Den Helder will receive the messages by NAVTEX. Radio Nederland World broadcasting (PCJ) Official messages will be broadcast by Radio Netherlands Wereldomroep (RNW) on a daily basis according to the broadcasting schedule in the Dutch and English language. The broadcasting schedule will usually change twice a year when change over from winter-time to summer-time (end of March) and reverse (end of October). If necessary in between changes in the broadcasting schedule may be carried out. The actual broadcasting schedule can be applied for with: Radio Nederland Wereldomroep, PO Box 222, 1200 JG Hilversum. Most broadcasts will be preceded by an announcement of frequencies on which RNW may be received. It is advised to carry on trying out the best frequency. Masters are advised to listen to frequencies of RNW during times of increasing political tension, even when the vessel is in an area where no broadcasting of the RNW may be expected. RNW may use added frequencies during times of increasing political tension. NOTICE: All seagoing ships, including fishing vessels are submitted to the BERKO-arrangement. 5 NAVAL CO-OPERATION AND GUIDANCE FOR SHIPPING (NCAGS) I. Dit BaZ beschrijft Naval Co-operation And Guidance for Shipping (NCAGS), zoals dat is opgenomen in ATP 2 (Allied Tactical Publication), Vol II. 14 6 MAATREGELEN TE NEMEN BIJ EEN ONDERZEE- BOOTONGEVAL 1) De eerste aanwijzingen, die men kan krijgen, dat er een onderzeeboot in nood verkeert en niet meer boven water kan komen, zijn de volgende: een of twee markeerboeien, die de onderzeeboot zelf heeft doen opdrijven onmiddellijk na het ongeval; rookkaarsen of lichtkogels, met geregelde tussenpozen afgevuurd vanuit de onderzeeboot; olievlekken; luchtbellen. 2) De meeste onderzeeboten zijn voorzien van een of twee markeerboeien, die in geval van nood van binnen uit kunnen worden losgelaten. De markeerboeien zijn ongeveer 1m in diameter, en zijn door middel van een dunne staalkabel aan de onderzeeboot verbonden. De kleur van de boeien is geel of geel met rood. Sommige boeien zijn voorzien van een wit schitterlicht en een ring van rode reflectoren. Op elke boei staat de naam van de onderzeeboot. Om breken van de verbindingskabel te voorkomen, mag niet aan de boei vastgemaakt worden; bij voorkeur dient de boei in het geheel niet te worden aangeraakt. Voor de onderzeeboot-markeerboeien van de NATOlanden is het volgende vastgesteld: de markeerboei moet zijn geschilderd in een oranje kleur ("international orange"); aan iedere markeerboei moet een plaat zijn bevestigd die de naam van de onderzeeboot vermeldt en de normale positie van de boei aangeeft (voor of achter). Op deze plaat kunnen bovendien andere aanwijzingen voorkomen. De aanwijzingen moeten zijn gesteld in de eigen en in de Engelse taal, behoudens in het geval van Engelstalige landen, in welk geval de aanwijzingen moeten zijn gesteld in de Engelse en in de Franse taal. In veel gevallen is de markeerboei voorts voorzien van een radiozender, die na opdrijven van de boei automatisch uitzendt op de volgende frequenties; 406 Mhz t.b.v. alarmering via COSPAS SARSAT en 243 Mhz t.b.v. homing (swept down tone). Het waarnemen van een boei dient zo snel mogelijk gemeld te worden aan een kuststation onder vermelding van de tijd van waarnemen en de positie van de boei. 3) Witte rookkaarsen die vanuit de onderzeeboot worden afgevuurd dienen om the onderzeeboot te kunnen lokaliserenen; zij blijven aan de oppervlakte drijven en kunnen voorzien zijn van een berichtenkoker. Bij het uit het water halen dient rekening te worden gehouden met de hoge temperatuur van de rookkaars. Het afvuren van rood gekleurde pyrotechische middelen vanuit een onderzeeboot is een manier om aan te geven dat de onderzeeboot in nood is. Dit wil niet zeggen dat de onderzeeboot snel boven water probeert te komen. 4) Aangezien rookkaarsen en lichtkogels of rood gekleurde pyrotechnische middelen (behalve de rode lichtkogels) ook gedurende onderzeebootoefeningen gebruikt 6 MEASURES TO BE TAKEN IN CASE OF A SUBMARINE ACCIDENT 1) The first indications to be obtained in case of a submarine being in distress and not able to surface, are the following: one or two marker buoys being released by the submarine itself immediately after the accident; smoke candles or flares, fired with regular intervals from the submarine; oil spots; air bubbles. 2) Most submarines are equipped with one or two marker buoys which can be released from inside in case of distress. The marker buoys are about 1 metre in diameter, and are connected to the submarine by means of a thin steel cable. The colour of the buoys is orange, yellow or yellow with red. Some buoys are provided with a white flashing light and a ring of red coloured reflectors. Each buoy is marked with the name of the submarine. To prevent damage to the cable between the buoy and the submarine, in no way vessels should secure to the buoy; in fact the buoy should not be touched at all. For submarine-marker buoys of NATO countries the following has been stipulated: the marker buoy should be painted in an orange colour ("international orange"); a plate stating the name of the submarine and indicating the normal position of the buoy. Moreover, other indications may appear on this plate. The indications should be stated in the native language as well as in English, except in case of English speaking countries, in which case the indications are to be stated in the English and French languages. In many cases the marker buoy is furthermore provided with a radio transmitter, which after being released with the buoy automatically transmits on the following frequencies; 406 Mhz for alerting via COSPAS-SARSAT and 243 Mhz for homing purposes (swept down tone). Inmediately after the marker buoy has been observed the nearest coast station must be informed, stating the time of the observation and the position of the marker buoy. 3) White smoke candles are fired from the submarine in order to locate the submarine; they remain floating on the surface and can be equiped with a message container. When picking up the smoke candle out of the water it could be very hot. The firing from red flares from a submarine means that the submarine is in distress. Is is not saying that the submarine is trying to surface as quick as possible. 4) Since smoke candles and flares or red coloured pyrotechnic means (except red flares) are also used during submarine exercises, the only certain indication of 14

As time is an essential factor when rescueing survivors, locating such a buoy - if possible by stating the submarine's name, such as indicated on the marker buoy - should be made known to e.g. coastal stations for passing on to the naval authorities, as quickly as possible. 5) It is necessary to establish the location of the buoy as soon as possible and as accurately as possible and the time of observation. 6) De toestand in een gezonken onderzeeboot kan snel onhoudbaar worden voor de overlevenden. Men kan dus verwachten dat zij, reeds voordat met reddingspogingen van buitenaf een aanvang is gemaakt, zullen trachten uit de boot te ontsnappen. Scherp uitkijken naar personen in het water is dus noodzakelijk. De boei dient goed ruimte gegeven te worden om degenen, die bezig zijn uit de onderzeeboot te ontsnappen, gelegenheid te geven veilig boven te komen. Daar zij in slechte lichamelijke en geestelijke conditie kunnen verkeren, verdient het aanbeveling een reddingboot ter plaatse te water te hebben zodat snel hulp kan worden geboden. 7) Het is van groot belang aan overlevenden in een gezonken onderzeeboot aan te geven dat hulp op handen is. Dit kan geschieden door het echolood bij te zetten of door geregeld met een zware hamer op de buitenhuid onder de waterlijn te kloppen. Deze geluiden zijn hoorbaar in de onderzeeboot. 8) Nagenoeg iedere marine heeft een organisatie gereed om in te kunnen grijpen bij onderzeebootongevallen. Een dergelijke onderzeeboot-redding-organisatie zal: a) zo nauwkeurig mogelijk de plaats bepalen van de gezonken onderzeeboot; b) een schip, bij voorkeur met reddingboten reeds te water, ter plaatse brengen om overlevenden uit het water te kunnen halen; c) medische assistentie geven aan binnen boord gehaalde overlevenden; d) een duikerdecompressiekamer ter plaatse brengen teneinde daarmede overlevenden te kunnen behandelen; e) aan de opvarenden in de gezonken onderzeeboot kenbaar maken dat hulp geboden wordt. 6) The situation in a sunken submarine may rapidly become unbearable to survivors. It is to be expected that they will try to escape from the submarine before rescue attempts from outside have begun. Keeping a sharp lookout for persons in the water is therefore necessary. The buoy should be given a wide berth in order to give those trying to escape from the submarine the opportunity to surface safely. As they may be in a bad physical and mental condition, it is recommended to have a lifeboat in the water on the spot so as to render help quickly. 7) It is of great importance to indicate to survivors in a sunken submarine that help is pending. This can be done by switching on the echo sounder or by knocking on the outer hull below the waterline with a hammer. These sounds are audible in the submarine. 8) Almost every navy has an organization ready in order to be able to intervene in case of submarine accidents. Such a submarine-rescue organization will: a) establish the location of the sunken submarine as accurately as possible; b) take a vessel to the spot, preferably with lifeboats in the water, in order to be able to get survivors out of the water; c) render medical assistance to survivors already taken on board; d) take a diver-decompression room to the spot in order to treat survivors; e) make known to people in the sunken submarine that help will be rendered. However, actions of the first ship on the spot are generally of decisive significance to the whole rescue operation. Note:Submarines (when submerged) will at all times navigate with extreme care in order to avoid situations which can lead to collissions or near collissions with fishing vessels and to avoid their nets. To this purpose a submarine is equipped with special sensors which can 15

ECHOLODINGEN A. Bij de Dienst der Hydrografie te Den Haag komen herhaaldelijk rapporten binnen betreffende geringere diepten dan de zeekaart aangeeft. Dikwijls zijn echter bedoelde rapporten van weinig waarde omdat er onvoldoende gegevens in zijn opgenomen, hetgeen teleurstellend is, zowel voor de rapporteurs als voor de Dienst der Hydrografie. De volgende aanwijzingen zijn bedoeld als leidraad bij het indienen van een rapport. B. Diepten kunnen door goed afgeregelde echoloden toch onjuist aangegeven worden, o.a. door de volgende oorzaken: 1) Als de waterdiepte groter is dan het maximum bereik van het echolood, zal de eerste uitgezonden puls van de transducer pas terugkomen bij de transducer nadat de tweede puls is uitgezonden. Er vanuit gaande dat het teruggekaatste signaal nog sterk genoeg is, zal de transducer deze puls als de terugkomende tweede puls zien en een diepte die ondieper is dan de werkelijke diepte registreren Voorbeeld: Echolood heeft een maximumbereik van 800 meter. Ingestelde geluidssnelheid is 1500 m/s. Dit echolood zendt een puls A uit op tijdstip T 0,, en daarna op tijdstip (T 0 + 1,0667 seconde) een puls B. (2x800/1500=1.0667). Als de diepte 875 meter is, zal de teruggekaatste puls A bij de transducer aankomen na (2x875/1500)=1,1667 seconde. Het echolood kan niet onderscheiden welke echo dit is, en zal hem herkennen als puls B, en een diepte weergeven van 75 meter,(1,1667-1,0667)x15000/2=75 m), i.p.v. 875 meter. 2) Dichte scholen vis of planktonlagen kunnen het geluid volkomen terugkaatsen, zodat geen echo van de bodem doorkomt. C. Indien onverwachts ondiepe lodingen worden verkregen, op plaatsen waar de zeekaart dit niet aangeeft en waarbij zelfs een mogelijke verkleuring van het zeewater wordt waargenomen, is de enige methode om het bestaan van deze ondiepte met zekerheid vast te stellen door met een desnoods geïmproviseerd handlood de grond aan te loden. D. Indien de zekerheid ontbreekt, dat de gerapporteerde ondiepte werkelijk bestaat, dan worden geen maatregelen genomen voor het corrigeren van de kaarten voordat door een opnemingsvaartuig een grondig onderzoek is ingesteld. E. De volgende informatie over het echolood moet worden opgenomen in de rapportage: Fabrikant, naam en type van het echolood Het aantal omwentelingen per minuut van de styluspen (gecontroleerd met de stopwatch) Of de snelheid van het geluid in zeewater in meters per seconde gelijkwaardig is aan de snelheid van de styluspen 7 REPORTS CONCERNING SOUNDINGS WHICH ARE LESS THEN THE CHARTED DEPTH A. On a regular basis the Netherlands Hydrographic Service receives reports of soundings which are less then the charted depth. Often these reports are of little value because of insufficient data. The following instructions will give guidelines when drawing up those reports. B. The sounded depth could be wrong even when the echo sounder has been adjusted correctly. This because of the following causes: 1) If the water depth is greater than the maximum range of the echo sounder, the first transmitted pulse will be received just after transmission of the second pulse. The transducer will recognize this pulse as the reflected second pulse and record a depth shallower than the real depth. Example: The echo sounder has a range of 800 metres. The adjusted speed of sound is 1500m/s. The echo sounder transmitted pulse A on the point of time T0 and after that a pulse B on the point of time T0 + 1,0667 seconds (2x800/1500=1.0667). If the water depth is 875 metres, the reflected pulse A will reflect at the transducer after seconds (2x875/1500). The echo sounder cannot distinguish pulse A from pulse B and will recognize it as the reflected pulse B with a measured depth of 75 metres [( )x1500/2=75 metres] instead of 875 metres. 2) High concentrations of fish or layers of plankton can reflect the pulse completely, so that there is no reflection from the bottom. C. If unexpected shallow soundings are obtained in waters where the chart gives no indication of them, even though discoloured water may be seen, the only certain method of confirming their existence is by taking a cast of the lead. D. If there is no evidence about the existence of a reported shoal, no action is taken to amend the charts before a thorough investigation has been carried out by a surveyvessel. E. The following information about the echo sounder should be included in the report: Make, name and type of set The number of revolutions per minute of the stylus (checked by stop-watch) Whether speed of sound in sea water in metres per second is equivalent to the stylus speed 16

Gelijk met de rapportage moet het echogram worden meegestuurd met daarop de volgende aantekeningen: Getrokken verticale lijnen op het moment dat er een positie bepaald is (met regelmatige tijdsintervallen) De tijden (UTC) van elke positiebepaling en koerswijzigingen waarbij de tijdsintervallen niet meer bedragen dan 15 minuten De coordinaten van elke positiebepaling en koerswijziging, tenzij een GPS-uitdraai of een separate lijst met tijden en daarmee corresponderende coordinaten kan worden bijgesloten De vastgestelde diepte(n) van het/de meest ondiepe punt(en) De notatie in welk schaalbereik de dieptemeter stond ingesteld; met name aangeven wanneer is overgegaan op een ander schaalbereik Naam van het schip, datum, gebruikte tijdszone en de diepte-aflezing van het ondiepste punt op de markeringslijn aangegeven. 8 BEVOORRADING OP ZEE. WAARSCHUWING Door marineschepen wordt, in samenwerking met hulpschepen, veelvuldig het bevoorraden op zee beoefend. Tijdens het bevoorraden zijn de 2 of meer daarbij betrokken schepen onderling door lijnen en/of slangen verbonden, en voeren zij de lichten en dagmerken overeenkomstig Voorschrift 27(b) van de Internationale Bepalingen ter Voorkoming van Aanvaringen op Zee (1972). Men wordt er op gewezen dat gedurende deze bevoorradingsmanoeuvre de betrokken schepen zeer beperkt zijn in manoeuvreerbaarheid en vaart en derhalve - op grond van Voorschrift 18 van bovengenoemde bepalingen - op andere vaartuigen de plicht rust om ruim vrij te houden. 9 AFWIJKINGEN IN HET VOEREN VAN NAVIGATIE- LICHTEN Tengevolge van hun bijzondere constructie kunnen sommige Nederlandse marineschepen niet voldoen aan de eisen voor wat betreft aantal en plaatsing van de navigatielichten genoemd in de Voorschriften 23, 24 en 27, en Aanhangsel I van de Internationale Bepalingen ter voorkoming van Aanvaringen op Zee (1972). Whether soundings have been corrected from Echo-sounding Correction Tables (BA-NP139) Setting of the scale zero. That is whether depths recorded are from the sea surface or from the underside of the keel. If from the keel, the ship s draught abreast the transducers at the time and the height of the transducers above the keel should be given F. With the report, the trace should be forwarded. It should be marked as follows: Lines, drawn vertical, each time a position fix is taken (with regular time intervals) The times (UTC) of each position fix and course alteration. Times between position fixes or course alterations may not exceed 15 minutes. The co-ordinates of each position fix and course alteration where posible, unless a GPS (+ datum used) printout or separate list of times and corresponding positions is enclosed with the report The recorded depths of all most shallow soundings A record of the range setting of the echo sounder, and the times when a switch to another range was made. Name of the ship, date, zone time used and scale reading of the shoalest edge of the transmission line should be marked on the trace 8 REPLENISHMENT AT SEA. WARNING Warships frequently practise replenishing at sea in cooperation with auxiliary vessels. During replenishment operations two or more ships involved are connected by lines and/or hoses and are displaying the lights and day marks in accordance with Regulation 27(b) of the International Regulations for Preventing Collisions at sea (1972). It is pointed out that during a replenishment operation the ships involved are very limited in their manoeuvrability and speed and therefore - on the basis of Regulation 18 of the above-mentioned rules - it is the duty of other vessels to give them a wide berth. 9 EXEMPTIONS IN DISPLAYING NAVIGATION LIGHTS As a consequence of their special construction some of the Netherlands warships cannot comply with the requirements regarding the number and installation of their navigation lights mentioned in the Regulations 23, 24 and 27, and Appendix I of the International Regulations for Preventing Collisions at sea (1972). 17

18 10 WORLD WIDE NAVIGATIONAL WARNING SERVICE (WWNWS) De wereldomvattende navigatie-waarschuwingsdienst (WWNWS), ingesteld na gezamenlijke krachtsinspanning van de Internationale Hydrografische Organisatie (IHO) en de Internationale Maritieme Organisatie (IMO), is een gecoördineerde dienst die als doel heeft de internationale scheepvaart, middels radio-navigatiewaarschuwingen (RNW s), te informeren over belangrijke gevaren. Er zijn drie soorten RNW s: A. NAVAREA warnings De WWNWS is verdeeld in 16, in het romeins genummerde, NAVAREA-gebieden. Elk gebied valt onder de verantwoording van een Gebieds-Coördinator, aan wie de nationale coördinatoren het door het land zelf opgestelde (originele) berichten verstrekken, die in aanmerking komen om te worden uitgezonden binnen het daarvoor bestemde NAVAREA-gebied. NAVAREA-waarschuwingen worden onmiddellijk uitgezonden wanneer nieuw ontstane gevaren of wijzigingen met betrekking tot de navigatie-hulpmiddelen dit noodzakelijk maken. Voor een overzicht van de 16 NAVAREA-gebieden zie het kaartje op pagina 19. Het Nederlandse zeegebied (Nationale Coördinator = Nederlandse Kustwacht) wordt gedekt door het NAVAREA I. De NAVAREA I waarschuwingen kunnen ontvangen worden met behulp van NAVTEX en worden, volgens de tabel op pagina 20, door diverse stations op vaste tijden (UTC) uitgezonden (zie ook BaZ11). Alle waarschuwingen worden tevens door de Britse Admiraliteit gepubliceerd in de wekelijkse Notices to Mariners (NtM). B. Coastal warnings (waarschuwingen voor kust- en kustwateren) betreffen o.a.: Coastal warnings worden uitgegeven door de nationale coördinator van de desbetreffende kuststaat en zijn veelal van belang in een bepaalde regio. Vaak worden deze berichten toegevoegd aan de NAVAREAwaarschuwingen. De berichten zijn overwegend in de Engelse taal gesteld, maar mogen ook in de lokale taal worden opgemaakt. Zie ook BaZ 11. C. Local warnings (Lokale waarschuwingen) Lokale waarschuwingen worden vaak gebezigd door haven- en kustwachtautoriteiten en loodsdiensten. Deze waarschuwingen zijn normaal gesproken niet bedoeld voor de zeegaande scheepvaart en mogen in de lokale taal zijn gesteld. Type berichten die als waarschuwingen worden uitgezonden Problemen met de kustverlichting, mistseinen en boeien die van invloed zijn op de hoofdscheepvaartwegen De aanwezigheid van gevaarlijke wrakken in of nabij scheepvaartroutes en, indien relevant, of ze betond zijn Het in dienst stellen van belangrijke en nieuwe hulpmiddelen voor de navigatie en wijzigingen in bestaande hulpmiddelen indien het misleiding met zich 10 THE WORLD-WIDE NAVIGATIONAL WARNING SERVICE (WWNWS) The World-wide Navigational Warning Service, jointly established by the IHO and IMO, has make it one s object to inform the international shipping about important navigational hazards by means of Radio Navigational Warnings (RNW s). There are three kinds of RNW s: A. NAVAREA Warnings The WWNWS devides the world in 16 NAVAREA s, identified by Roman numerals. Each area is under the authority of an Area Co-ordinator, to whom National Coordinators pass navigational warnings originated by their own countries, deemed suitable for promulgation in the appropriate NAVAREA. NAVAREA warnings are issued when immediate notification of new dangers and changes in navigation aids is essential. For an overview of 16 NAVAREA s see the small chart on page 19. The Netherlands sea area (National Coordinator = The Netherlands Coast Guard) is covered by NAVAREA I. The NAVAREA I warnings can be received by a NAVTEX receiver and are transmitted by radio stations at fixed times (UTC) as shown in the table on page 20. See also BaZ 11. All warnings will also be published in the weekly Notices to Mariners (NtM) of the British Admiralty. B. Coastal Warnings Coastal warnings are issued by the National Coordinator of the country of origin and give information which is of importance only in a particular region. They often supplement the information in NAVAREA Warnings. The messages are issued in the English language, but may also be in the local language. See also BaZ 11. C. Local Warnings Local warnings are usually issued by port, pilot or Coast Guard authorities. They give information which normally is not required by ocean-going ships. The message may be issued in the local language. Types of messages which may be appropriate for transmission as warnings Malfunctioning of lights, fog signals and buoys affecting the main shipping lanes The presence of dangerous wrecks in or near main shipping lanes and if relevant, their marking. Establishment of major new aids to navigation or significant changes to existing ones when such establishment or change might be misleading to shipping 18

Het is belangrijk dat de mate van het gevaar bekend is, zodat het in het desbtreffende bericht kan worden vermeld. De waarschuwing blijft van kracht totdat deze wordt ingetrokken IJs-rapportages Stormwaarschuwingen The presence of large unwieldy tows in congested waters Drifting mines Areas where search and rescue (SAR) and anti-pollution operations are being carried out (for avoidance of such areas) Unexpected alterations or suspension of established routes Establishment of offshore structures in or near shipping lanes Significant malfunctioning of radio-navigation services Cable or pipe-laying activities or other underwater operations constituting potential dangers in or near shipping lanes or special operations which might affect the safety of shipping, sometimes over wide areas, e.g. naval exercises, missile firings, space missions, nuclear tests, etc. It is important that where the degree of hazard is known, this information is included in the relevant warning. The warning would be in force until the event is completed. Ice reports Storm warnings 19
