The project comprised the following components: - the establishment of a teacher training programme in special education at a Teacher Training College; - a survey of the prevalence of the different handicapping conditions throughout the country's pre- and primary school population; - the building and equipping of special education units within primary education schools throughout the country; - the establishment of the Centre for Child Assessment and Research in Education (CARE). Working as a consultant for all aspects of the project, including participation in in-service training for Education Officers and Senior Education Officers, both at the pre- and primary school level. The establishment of the CARE Centre. The Centre has three main objectives: multi-disciplinary assessment of children of pre- and primary school age, the training of special education teachers and the development of programmes and tests relevant to the Jamaican culture. Activities with respect to the Centre: Preparation of the Centre's operations, guiding the final phase of the construction and negotiating the Centre's budget with the Jamaican and Netherlands authorities. Developing the Centre's clinical policies and operational procedures in close co-operation with the Jamaican Ministries of Education and Health and the so-called Private Voluntary Organisations. Working out a plan for staffing and participating in the recruitment of local staff. During the second part of my assignment I functioned as the Centre's director, until this could be taken over by the Jamaican counterpart. Preparation by the end of 1983 of a combined Jamaican-Netherlands evaluation mission on the project in Jamaica. The evaluation was worked out along the lines of organisational behavioural management, aiming at strengthening the commitment of all parties involved with the project as a whole and to the CARE Centre in particular General management as director of the School Guidance Services in Aalsmeer Head of the research and development department from the Pedologisch Instituut Rotterdam Deputy director of the Pedologisch Instituut Rotterdam.
