2 Haagse Internationale Open Deuren Dag 2014 Welkom / Welcome Haagse Internationale Open Deuren Dag 2014 Namens het Haagse Brug Team heten wij u welkom op de zevende Haagse Internationale Open Deuren Dag op zondag 21 september Op deze dag geeft Den Haag u een kijkje in de keuken van de internationale stad van vrede en recht. Een aantal inter nationale organisaties openen deze dag hun deuren en verschillende NGO s presenteren hun werk tijdens het Exploring Peace and Justice in The Hague evenement. Daarnaast is het mogelijk om deel te nemen aan de wandeling Walk International Park en kunt u een bezoek brengen aan de bijzondere VN fototentoonstelling UNEARTH. In deze brochure vindt u een overzicht van de verschillende eve ne menten en activiteiten evenals informatie over de Internationale Open Deuren Dag en deelnemende organisaties. The Hague International Open Doors Day 2014 The Hague Bridge Team welcomes you to the seventh edition of The Hague International Open Doors Day. On Sunday, 21 September 2014 The Hague will provide a behind-the-scenes look into the International City of Peace and Justice. On this day, international organisations are open to the public and various NGOs will present their work during the Exploring Peace and Justice in The Hague event. You will also be able to participate in a walk through the International Park and visit the special UN exhibition UNEARTH. This brochure provides a list of the various events and activities planned for The Hague International Open Doors Day as well as information about The Hague Open Doors Event and its participating organisations. 3 Haagse Internationale Open Deuren Dag 2014 Programma / Program Haagse Internationale Open Deuren Dag Den Haag geeft tijdens de Haagse Internationale Open Deuren Dag een kijkje in de keuken van de internationale stad van vrede en recht. De organisaties die hun deuren openen, zijn: 1. Eurojust 2. Huis van Europa 3. Internationaal Strafhof (ICC) 4. Joegoslavië Tribunaal (ICTY) 5. Organisatie voor het Verbod op Chemische Wapens (OPCW) 6. Organisatie voor Veiligheid en Samenwerking in Europa (OSCE HCNM) 7. Internationaal Gerechtshof (ICJ) 8. Permanent Hof van Arbitrage (PCA) De deuren van de organisaties zijn geopend tussen 11:00 en 17:00 uur. Het GEM Fotomuseum is de centrale locatie waarvandaan de gratis pendelbussen vertrekken. Walk International Park Den Haag heeft een schitterende groene zone tussen Scheveningen en het centrum, midden in het gebied waar vele internationale instanties gevestigd zijn. Tijdens de Haagse Internationale Open Deuren Dag organiseren de Vrienden van het Vredespark een bijzondere ontmoeting en wandeling door het Vredespark, over het Pad van de Vrede. Deze wandeling is toegankelijk voor alle wereldburgers die (tijdelijk) in de Haagse regio wonen en werken. Fototentoonstelling UNEARTH De Verenigde Naties deelt haar eigen geschiedenis en toont belangrijke, wereldwijde gebeurtenissen in een compilatie van bijna 70 jaar archiefmateriaal: foto s, affiches en video s. UNEARTH wordt omschreven als de VN s meest onthullende en brede iconografie expositie ooit samengesteld. De tentoonstelling staat stil bij de verworvenheden en uitdagingen van de internationale organisatie op het gebied van mensenrechten, sociaal-economische ontwikkeling, humanitaire hulp, en vrede en veiligheid. Deze tentoonstelling is tot 7 november te bezoeken in het GEM Foto museum. NGO Evenement Exploring Peace and Justice in The Hague Naast de Haagse internationale organisaties die hun deuren openstellen, delen ook verschillende NGO s hun werk met het publiek. In de vorm van ignite talks vertellen NGO s de bezoekers over wie ze zijn en wat ze doen. Iedere organisatie krijgt drie minuten de tijd voor haar presentatie. Tussen de presentaties door wordt er ook een paneldiscussie gehouden met toonaangevende sprekers. Na afloop is er een borrel en krijgen bezoekers de kans kennis te maken met medewerkers van de NGO s. Het evenement vindt plaats in Gember, het restaurant van het GEM Fotomuseum. The Hague International Open Doors Event During The Hague International Open Doors Event, The Hague provides the public with a behind-the-scenes look at the International City of Peace and Justice. The international organisations that will be opening their doors to visitors are: 1. Eurojust 2. The House of Europe 3. The International Criminal Court (ICC) 4. The International Criminal Tribunal for Former Yugoslavia (ICTY) 5. The Organisation for the Prohibition of Chemical Weapons (OPCW) 6. The OSCE HCNM 7. The International Court of Justice (ICJ) 8. The Permanent Court of Arbitration (PCA) The doors of the various organisations will be open between 11:00 a.m. and 5:00 p.m. The Hague Museum of Photography (GEM) is the central location from which the free shuttle buses will depart. Walk International Park Many international institutions are located in a splendid green zone between Scheveningen and the city centre. During the International Day, Vrienden van het Vredespark (an organisation of volunteers for promoting the Peace Park within this green zone) will be providing a special gathering and walk through this park over the Path of Peace. This Walk International Park is accessible to all the global citizens living and/or working permanently or temporarily in The Hague and its vicinity. Photography exhibition: UNEARTH In UNEARTH, the United Nations tells about its own history and shows important global events in a compilation of almost 70 years of archived material: photographs, posters and videos. UNEARTH is being referred to as the UN s most revealing and broadest iconographic exhibition ever assembled and celebrates the world body s achievements in human rights, socio-economic development, humanitarian assistance, and peace and security. This exhibition will be on display in The Hague Museum of Photography (GEM) until 7 November. NGO Event: Exploring Peace and Justice in The Hague In addition to the international organisations in The Hague that will be opening their doors to the public, various NGOs will also be telling people about their work. In the form of ignite talks, NGOs will tell visitors about who they are and what their organisations do. Each organisation will have three minutes for its presentation. A panel discussion featuring high-profile speakers will also take place between the pre - sen tations. Afterwards, a social gathering will be held during which visitors have the opportunity to meet the staff members of the NGOs. 4 Haagse Internationale Open Deuren Dag 2014 Praktische informatie Practical information Openingstijden Haagse Internationale Open Deuren Dag De Haagse Internationale Open Deuren Dag begint om 11:00 en duurt tot 17:00 uur. U moet zich van tevoren registreren voor een bezoek aan de organisaties. Houdt u er rekening mee dat de laatste rondleidingen beginnen tussen 16:00 en 16:30 uur. Registratie Om de internationale instellingen te bezoeken is registratie vooraf noodzakelijk. Een aantal instellingen heeft een maximum aantal bezoekers. U kunt zich inschrijven voor maximaal twee bezoeken. Houdt u er rekening mee dat sommige rondleidingen alleen in het Engels worden aangeboden. In deze brochure vindt u bij De organisaties meer informatie over de voertaal tijdens de rondleidingen. Voor registratie en actuele informatie kunt u terecht op: Veiligheid De meeste internationale organisaties zijn streng beveiligd en elke bezoeker wordt dan ook streng gecontroleerd. Daarom is het van belang om de do s and don ts hieronder goed te lezen en op te volgen. Uw toegangsbewijs ontvangt u een week van tevoren per . Print dit uit en neem het mee naar de Haagse Internationale Open Deuren Dag. Tevens dient u uw paspoort of ID-kaart mee te nemen. De controles kosten tijd, houdt u hier alstublieft rekening mee. Wij vragen uw begrip voor het eventuele wachten. Vervoer De gratis pendelbussen vertrekken vanaf 10:15 uur van het GEM Fotomuseum naar de verschillende organisaties. Sommige organisaties zijn ook te voet te bereiken. Wij raden u aan met het openbaar vervoer of de fiets naar het GEM Foto museum te komen. Daar kunt u gebruikmaken van de bussen die speciaal voor de Haagse Inter nationale Open Deuren Dag rijden. Elke vijftien minuten vertrekt er een pendelbus naar de organisaties. Eten en drinken In het GEM Foto museum zijn het restaurant Gember en het terras geopend: hapjes en drankjes zijn hier verkrijgbaar. Houdt u er rekening mee dat het nut tigen van eten en drinken tijdens de rondleidingen niet is toe gestaan. You should also have your passport or another official form of identification with you. Please bear in mind that these security checks take time to complete, so that some waiting may be involved. Transport The free shuttle busses will depart from The Hague Museum of Photography (GEM) to the locations of the organisations participating the Open Doors Event. Some organisations can also be reached by foot. The busses will start making their rounds at 10:15 a.m. We advise you to arrive at the GEM by public transport or bicycle. From here you can use the shuttle busses in service especially for the Open Doors Event. A shuttle bus will depart every 15 minutes. Food and drinks The The Hague Museum of Photography (GEM) has a restaurant and terrace (the Gember) that serves drinks and small food items. 6 Eurojust Maanweg AB The Hague Staff: > 300 Status: European Union Body Membership: 28 member states Eurojust Eurojust werd opgericht in 2002 met als doel de effientie van de nationale onderzoeks- en vervolgingsautoriteiten in zaken van ernstige grensoverschrijdende, georganiseerde criminaliteit binnen de Europese Unie te bevorderen. De missie van Eurojust is het ondersteunen en versterken van de coordinatie en samenwerking tussen de nationale autoriteiten, zodat criminelen sneller en effienter voor de rechter kunnen verschijnen. Elke lidstaat vaardigt een nationale vertegenwoordiger af naar Eurojust in Den Haag. Deze nationale vertegenwoordig ers zijn ervaren officieren van justitie, rechters of politie officieren, die bijgestaan worden door adjuncten, assistenten en nationale experten, die op hun beurt ondersteund worden door een staf van meer dan 220 medewerkers. In 2013 heeft Eurojust 1576 ernstige grensoverschrijdende criminaliteitszaken van de lidstaten behandeld. Eurojust was established in 2002 to enhance the efficiency of national investigating and prosecuting authorities when dealing with serious cross-border organised crime within the European Union. Its mission is to support and strengthen coordination and cooperation between national authorities, and to bring crimi nals quickly and effectively to justice. Each of the Member States seconds a senior representative (National Member) to work at Eurojust in The Hague. The National Members are experienced prosecutors, judges or police officers, who are supported by Deputies, Assistants and Seconded National Experts, who in turn are supported by a staff of more than 220. Naast onze samenwerking met de nationale en decentrale overheden in Nederland, is onze hoofdtaak jou te informeren over de werking en het beleid van de Europese Unie. Daarnaast rapporteren wij aan de Europese Commissie in Brussel over belangrijke politieke, economische en sociale ontwikkelingen in Nederland. Informatiebureau Europees Parlement in Nederland Het Informatiebureau van het Europees Parlement in Nederland geeft een gezicht aan het Europees Parlement en de Europarlementariërs. We doen dit voor en door heel Nederland via allerlei activiteiten denk aan bijeenkomsten, websites, debatten en contacten met de pers. Ook heeft ons kantoor de taak het Europees Parlement in Brussel te informeren over de actuele ontwikkelingen in de Nederlandse politiek en maatschappij. Welkom in het cultureel diverse Europa! Daarnaast kun je voor elke filmvertoning meer te weten komen over het werk wat wij doen door middel van een quiz (NL en EN), introductiefilms (NL en EN) en demonstraties van de website tot uur: The Consul of Bordeaux, PT, 2011, Een verhaal over Aristides de Sousa Mendes, een man die visa uitschreef voor een veilige overtocht naar Portugal tijdens de Tweede Wereldoorlog en zo de levens van Joden redde tot uur: De Helaasheid der Dingen, BE, Tragikomedie over een schrijver die terugkijkt op zijn jeugd in een klein dorp in België. De filmvertoning wordt georganiseerd in kader van het Europees Film Festival. In samenwerking met diverse Europese culturele instituten en ambassades organiseren het Europees Parlement Informatiebureau en de Europese Commissie Vertegenwoordiging van 18 tot 21 september een Europees Film Festival. Tijdens deze dagen zullen Europese films uit verschillende EU landen vertoond worden in een aantal Nederlandse steden. De start van het festival vindt plaats op de avond van 18 september in het Filmhuis Den Haag. This is done through a variety of activities, for example briefings, debates, websites and contacts with the press, and with a focus on all regions of the country. In addition, our office reports back to the Parliament in Brussels on the most important developments Dutch politics and society. Welcome to the cultural diversity of Europe! Programme Experience the world of European movies! Two films will be shown, both received support from the MEDIA-programme of the European Union. We will also tell you a bit about the work we do. There will be a quiz (EN and NL), introductory films and a demonstration of the website to hrs: The Consul of Bordeaux, PT, 2011, a story about Aristides de Sousa Mendes, who issued 30,000 visas for safe passage to Portugal during WWII. Among them were 10,000 Jews to hrs: De Helaasheid der Dingen, BE, a tragicomedy about a writer who looks back at his childhood in a small town in Belgium. The film showing is organized within the framework of the European Film Festival. The European Parliament Information Office and the Representation of the European Commission, together with several European cultural institutes and embassies, will organize a European Film Festival from 18 to 21 September. Several European movies from different EU countries will be shown throughout the Netherlands during these days. The kick off will take place in the Filmhuis Den Haag on 18 September. 8 International Criminal Court Maanweg CM Den Haag Staff: Over 700 employees from approximately 90 nationalities Status: International Organisation Membership: 122 countries are parties to the Rome Statute of the International Criminal Court, the Court s founding treaty Tours at the ICC Start End Language EN EN EN EN EN EN International Criminal Court (ICC) Het Internationaal Strafhof (International Criminal Court of ICC), gebaseerd op het Statuut van Rome, is als eerste per manente internationale strafrechtelijke hof opgericht om bij te dragen aan de beëindiging van straffeloosheid van daders van de meest ernstige misdrijven die de internationale gemeenschap aangaan (genocide, misdrijven tegen de menselijkheid en oorlogsmisdrijven), voor zover begaan na 1 juli 2002, evenals het misdrijf agressie, zodra aan enkele voorwaarden is voldaan. Het ICC is een onafhankelijke organisatie die geen deel uitmaakt van de Verenigde Naties. Het Hof is bedoeld als een laatste remedie, en zijn bevoegdheid is complementair aan die van de nationale strafrechtelijke autoriteiten. De kosten van het Hof worden voornamelijk betaald door de Staten die Partij zijn bij het Statuut. Het Parket van de Aanklager onderzoekt momenteel acht situaties, waarvan vier op verzoek van landen zelf: Congo, Oeganda, de Centraal Afrikaanse Republiek en Mali. Twee zaken werden door de VN Veilig heidsraad naar het ICC ver wezen: Darfur (Soedan) en Libië. In twee situaties is het Bureau van de Aanklager een onderzoek propriu motu gestart (op eigen initiatief) na akkoord van de Rechters; Kenia en Ivoorkust. Het Bureau van de Aanklager voert verder vooronderzoeken uit in acht landen op 4 continenten. Op dit moment lopen er 18 zaken bij het Hof, waarvan er zich 5 in de zittingsfase be vinden en twee in hoger beroep. Het Hof heeft tot nu toe 23 arrestatiebevelen uitgevaardigd; zes personen zijn gearresteerd waarvan er 5 in verzekerde bewaring zijn van het Hof. Twaalf personen zijn nog voortvluchtig. Het ICC heeft daarnaast voor negen mensen een bevel tot verschijning uitgevaardigd; die allen vrijwillig voor het Hof zijn verschenen, zonder in bewaring te worden gesteld. The International Criminal Court (ICC), governed by the Rome Statute, is the first permanent, treaty-based, international criminal court established to help end impunity for the per petrators of the most serious crimes of concern to the international community: genocide, crimes against humanity, and war crimes, committed after 1 July 2002, as well as the crime of aggression, once certain conditions have been fulfilled. The ICC is an independent international organisation, and is not part of the United Nations system. It is a court of last resort that functions under the principle of complementarity with national criminal courts. It is funded primarily by its States Parties. There are currently eight situations under investigation by the ICC Office of the Prosecutor. Four were referred to the ICC by the states themselves: the DRC, Uganda, CAR and Mali. Two were referred to the ICC by the United Nations Security Council: Darfur (Sudan) and Libya. In two situations, Kenya and Côte d Ivoire, the Prosecution opened an investigation on its own initiative, after receiving authorisation from ICC judges. The Office of the Prosecutor is also conducting preliminary examinations in eight countries on four continents. 18 cases have been brought before the Court of which 5 are currently at the trial stage and two at the appeals stage. To date, the ICC has issued 23 warrants of arrest; six persons have been arrested and five are in the Court s custody, while twelve remain at large. The ICC has also issued summonses to appear for nine persons, all of whom appeared voluntarily before the Court; they are not in the Court s custody. 9 International Criminal Tribunal for the former Yugoslavia (ICTY) Churchillplein 1, 2517 JW Den Haag , Staff: Status: 787 employees from approximately 77 nationalities International organisation, UN organisation International Criminal Tribunal for the former Yugoslavia (ICTY) Het Joegoslavië-Tribunaal is opgericht door de Veiligheidsraad van de Verenigde Naties in 1993, zijnde het eerste door de Verenigde Naties opgerichte tribunaal voor oorlogsmisdaden sinds de tribunalen van Nuremberg en Tokyo na de Tweede Wereldoorlog. Het mandaat van het Tribunaal is om recht te spreken over de verantwoordelijken voor de grove schendingen van het internationale humanitaire recht begaan in de jaren negentig in het voormalig Joegoslavië en zodoende bij te dragen aan het herstel en behoud van de vrede in deze regio. Sinds de oprichting van het Tribunaal in 1993 heeft het een onomkeerbare invloed gehad op het landschap van het inte r nationale humanitaire recht en stelt het slachtoffers in de gelegenheid hun stem te laten horen over de vreselijke ervaringen die ze ondervonden en aanschouwd hebben. De uitspraken van het Tribunaal hebben juridische precedenten geschapen in zaken van genocide, oorlogsmisdaden en mis daden tegen de mensheid en tonen aan dat ook personen in hoge posities niet langer boven de wet staan. Het Tribunaal heeft de grondslag gelegd voor wat wereldwijd inmiddels de algemeen geaccepteerde norm is bij conflictbestrijding en ont wikkelingen na een conflict: dat leiders verdacht van grove schendingen van de mensenrechten voor de rechter dienen te verschijnen. De overgebleven rechtzaken op het Tribunaal zijn momenteel die van Radovan Karadži, de voormalige leider van Bosnische Serviërs en Ratko Mladi, generaal van het Bosnisch- Servische leger. Het Tribunaal is in zijn eindfase van het mandaat terecht gekomen en is geplanned om eind 2015 zijn deuren te sluiten. Het Internationaal Mechanisme voor Criminele Tribunalen in Den Haag welke in functie is getreden op 1 juli 2013, zal de overgebleven taken van het Tribunaal afwerken. The ICTY was established by the UN Security Council in 1993, becoming the first war crimes court created by the UN and the first international war crimes tribunal since those at Nuremberg and Tokyo following the second world war. The Tribunal is mandated to bring to justice those responsible for serious violations of international huma nitarian law committed in the former Yugoslavia during the 90s and thus contribute to the restoration and maintenance of peace in the region. Since its establishment, the Tribunal has irreversibly changed the landscape of international criminal justice and provided victims with an opportunity to give voice to the horrors they witnessed and experienced. In its precedent-setting decisions on genocide, war crimes and crimes against humanity, the Tribunal has shown that an individual s senior position can no longer protect them from prosecution. The Tribunal has laid the foundations for what is now an accepted norm for conflict resolution and post-conflict development across the globe: that leaders suspected of mass crimes will face justice. Het doel van de OPCW is het permanent elimineren van chemische wapens door het vernietigen van alle bestaande voorraden en het voorkomen van het pro duceren van nieuwe chemische wapens. Meer dan 80% van de bij de OPCW opgegeven chemische wapens zijn tot nu toe gecontroleerd vernietigd, een percentage dat naar ver wachting in 2016 zal zijn gestegen tot 95. De taak van de Hoge Commissaris is het zo vroeg mogelijk signaleren van etnische spanningen die de vrede, stabiliteit of de vriendschappelijke betrekkingen tussen de 57 OVSE-landen in gevaar kunnen brengen. De eerste Hoge Commissaris was de Nederlandse Minister van Staat Max van der Stoel. De huidige vierde Commissaris is de Finse Astrid Thors. In het mandaat van de HCNM wordt de Hoge Commissaris gekarakteriseerd als een instrument ter voorkoming van conflicten dat voor early warning en zo nodig voor early action moet zorgen bij spanningen waarin nationale minderheden een rol spelen. Hiertoe heeft zij een mandaat om in geval van spanningen met betrokken partijen in contact te treden zonder tussenkomst van de lidstaten en het vinden van oplossingen door middel van stille diplomatie Dit moet gebeuren in een zo vroeg mogelijk stadium. Als zodanig heeft de Hoge Commissaris een dubbele functie: het beperken en de-escaleren van spanningen, en daarnaast het waarschuwen van de OVSE als geheel wanneer spanningen zich dreigen te ontwikkelen tot een conflict. High Commissioner on National Minorities The High Commissioner on National Minorities heads an institution of the Organization for Security and Co-operation in Europe (OSCE). The post was created in 1992 to identify and seek early resolution of ethnic tensions that could endanger peace, stability or friendly relations between the 57 OSCE participating States. The first High Commissioner was the Dutch Minister of State Max van der Stoel. The post is currently held by the fourth High Commissioner, Astrid Thors of Finland. The High Commissioner works to ease tensions involving national minorities that could lead to conflict within the OSCE area. The post is described in the mandate as an instrument of conflict prevention at the earliest possible stage. This means that the High Commissioner works to addresses the long-term causes of inter ethnic tensions as well as trying to contain and de-escalate urgent situations. The High Commissioner also provides the OSCE with early warnings if ethnic tensions threaten to develop into conflict. 12 The Permanent Court of Arbitration The International Court of Justice (UN) The International Court of Justice (UN) and the Permanent Court of Arbitration Twee verschilende instanties in één Paleis Dit jaar zullen het Internationaal Gerechtshof (ICJ, VN) en het Permanent Hof van Arbitrage (PCA) wederom deelnemen aan de Internationale Dag in Den Haag. Two distinct institutions in one Palace This year the International Court of Justice (ICJ, UN) and the Permanent Court of Arbitration (PCA) will once again take part in the International Day in The Hague open doors event. This is an opportunity for members of the general public to learn more about these two international institutions which are both based in the Peace Palace, but which are completely separate from each other. The PCA is an independent organization created in 1899, whereas the ICJ (the UN s principal judicial organ) started working in April 1946 (see next pages). Het Hof bestaat sinds 1946 en telt 15 onafhankelijke rechters uit de hele wereld. Het Hof beslecht geschillen tussen Staten in overeenstemming met het internationaal recht en geeft adviezen over rechts vragen aan de VN. Het vervult een sleutelpositie in het mechanisme ter handhaving van de internationale vrede en veiligheid zoals dat is ingesteld door het Handvest van de Verenigde Naties. De geschilprocedure, die aan Staten voorbehouden is, omvat een schriftelijk gedeelte en een mondelinge behandeling. Na de beraadslagingen wordt een vonnis gewezen, dat bindend en definitief is en waartegen geen beroep mogelijk is. The International Court of Justice is the principal judicial organ of the United Nations (UN). Created in 1946, it is composed of 15 independent judges from all parts of the world. The Court settles disputes between States in accordance with international law and gives the UN advisory opinions on legal questions. It is a key part of the mechanism for maintaining inter national peace and security established by the Charter of the United Nations. Contentious procedures, reserved for States, include a written phase and an oral phase. Following its deliberations, the Court delivers a judgment, which is binding, final and without appeal. Disputes can relate to issues such as land and maritime borders, territorial sovereignty, the use of force, genocide, diplomatic protection, asylum law, etc. Advisory procedures are open for five UN organs and certain specialized agencies of the UN family. The advisory opinions have no binding effect, but are of great legal and moral value. In the past they have covered questions such as the legal status of the UN, the legality of the threat or use of nuclear weapons and the legal consequences of the construction of a wall in the occupied Palestinian territory. Uiteindelijk was het belangrijkste resultaat van de Conferentie de oprichting van het PHA: het eerste wereldwijde mecha nisme voor beslechting van interstatelijke geschillen. Het PHA is gehuisvest in het Vredespaleis in Den Haag, dat speciaal ervoor gebouwd is met de financiële steun van filantropist Andrew Carnegie en in 1913 klaar was. Het PHA is een intergouvernementele organisatie met een groeiend aantal lidstaten, momenteel 115. The PCA is housed in the Peace Palace in The Hague, which was completed in 1913 to accommodate this institution with the financial support of the philanthropist Andrew Carnegie. The PCA, as an intergovernmental organisation, has an in creasing number of member states, now numbering 115. The PCA provides services for the resolution of disputes in volving various combinations of states, state entities, inter governmental organizations, and private parties. The PCA s Secretariat, the International Bureau, headed by its Secretary-General, provides full registry services and legal and admini strative support to tribunals and commissions. Its caseload reflects the breadth of PCA involvement in inter national dispute resolution, encompassing territorial, treaty, and human rights disputes between states, as well as commercial and investment disputes, including disputes arising under bilateral and multilateral investment treaties.
