De synergie voor (bio)grondstof stromen, (duurzame) energie netwerken en afvaloptimalisatie versterken de efficiency en maken nieuwe productieketens voor duurzame consumentenproducten mogelijk. Synergies between organic and other raw material flows, sustainable and conventional energy networks and waste optimisation promote efficiency and allow for the development of new production chains for sustainable consumer products.

2 HAVENVISIE 2030: ENERGIETRANSITIE IS REALITEIT Hart van de Rijn-Scheldedelta Ondernemerschap en innovatie vormen de basis voor economische ontwikkeling. De transitie naar een duurzame maakindustrie met alle faciliteiten die daarbij horen transport en logistiek, aanleg en onderhoud, financiering en dienstverlening gaat zeker plaatsvinden in Rotterdam, het grootste haven- en industriële complex van Europa. Maar ook de wereld om ons heen is actief. Wat bedrijven gezamenlijk sterker maakt, maakt hen ook individueel sterker. We hebben in het bedrijfsleven mensen nodig die ervoor kiezen om kennis te delen en zo een inspiratiebron zijn voor innovatie. Dat is goed mogelijk in het gezonde spanningsveld dat concurrentie heet. Deltalinqs heeft daar de nodige positieve ervaring mee opgedaan. Om werkgelegenheid in Nederland en Europa te behouden, is het juist van belang dat elke vestiging binnen het internationale moeder bedrijf aantoont welke investeringskansen voor duurzame groei het industriële cluster biedt. Deltalinqs stimuleert innovatie, door partijen bij elkaar te brengen die gezamenlijk invulling geven aan maatschappelijk verantwoord ondernemen. Die samenwerking vraagt om transparantie en onderling vertrouwen, maar zorgt ook voor vooruitgang die bedrijven individueel minder snel realiseren. Als partner van het Rotterdam Climate Initiative ondersteunen we de doelstellingen voor duurzame economische ontwikkelingen. De bedrijven binnen Deltalinqs zijn zich zeer bewust van de huidige energie transitie die van invloed is op hun bestaan. CONNECTING INDUSTRIES 23

3 Onze toekomst is duurzaam en dat betekent dat we moeten zorgen voor een gezond en aantrekkelijk leefklimaat, in een gebied dat uitnodigt tot investeringen in duurzame productie en logistiek met kansen voor nieuwe werkgelegenheid. Mag het wat meer kosten? Die vraag kan consumenten belemmeren in de aanschaf van duurzame producten, wat zijn weerslag heeft op producenten om te durven investeren in nieuwe processen en grondstoffen. De markt moet het doen. Maar wie zijn dat? Wie in Nederland produceert, betaalt drie tot vier keer zoveel voor gas als in de VS of in Rusland. Ook binnen Europa zijn er ongewenste verschillen.een goed functionerende interne energiemarkt in Europa vereist een gezamenlijke visie op onze energievoorziening, leveringszekerheid en betrouwbaarheid van onze netwerken. Een voortvarende aanpak moet ervoor zorgen dat we deze zaken in ons voordeel gaan beslechten. We moeten juist constructieve prikkels hebben voor wie in zijn branche koploper wil zijn in duurzaam produceren. Nu zien we dat investeringen in duurzame productie vooral buiten Europa plaatsvinden. Dat tij moeten we keren. Als we willen dat de energietransitie sneller gaat, moet het aantrekkelijk gemaakt worden om hier duurzame processen vorm te geven. De overheid kan dat ondersteunen met fiscale maatregelen. Maar ook wij als Rotterdams bedrijvennetwerk in een gebied vol wereldspelers moeten alle synergiekansen benutten om ervoor te zorgen dat de transitie naar een duurzame economie hier plaatsvindt. In 2030 is Rotterdam het haven-industriële hart van de Rijn-Scheldedelta. Dat is het voorkeurscenario in de Havenvisie. Dit gebied rond de mondingen van Rijn, Maas en Schelde is bij uitstek geschikt om zich verder te ontwikkelen tot hét economisch topcluster voor energie-efficiënte biobased-productie, diversiteit aan brandstoffen en hernieuwbare grondstoffen in een circulaire economie. De universiteiten en kennisinstellingen in deze regio zijn van groot belang voor de uitwerking van duurzame innovatiescenario s. Rotterdam, Moerdijk, Antwerpen en het Ruhrgebied zijn logistiek al verbonden met pijpleidingen, rail, weg en water. We kijken naar mogelijkheden om deze complexen nog beter te verbinden, ook voor de grondstofstromen uit biomassa. Daar zijn investeringen in nieuwe infrastructuur voor nodig. De Groene Verbinding (in de volksmond de netkous ) is een brug die Rotterdam-Zuid verbindt met het groen buiten de stad, het Buijtenland van Rhoon en andere natuur langs de Oude Maas. Dit project is onderdeel van de duurzame gebiedsontwikkeling voor de aanleg van Maasvlakte 2. 24

5 2030 PORT VISION: ENERGY TRANSITION HAS BECOME A REALITY Heart of the Rhine-Scheldt Delta Enterprise and innovation form the foundations of economic development. The transition towards a sustainable manufacturing sector with all the associated facilities transport and logistics, construction and maintenance, financing and services will definitely be taking shape in Rotterdam: Europe s largest port and industrial complex. But the world beyond our region isn t sitting still either. Deltalinqs Energy Forum connects companies in an intensive collaborative programme in the area of sustainable projects. To this end, private-sector parties in the port and industrial complex meet every year on 5 December to sign a number of Letters of Cooperation with the municipal administration of Rotterdam, our partner in the Rotterdam Climate Initiative. Port terminals work to realise zero-emissions transport; logistics companies combine transport runs and invest in cleaner fleet options. Companies take advantage of opportunities to save energy, study wind and solar power and link their activities to the production of green gases and raw materials. Developments that strengthen companies as a collective also strengthen them individually. What the private sector needs are people who choose to share knowledge and who can consequently inspire further innovation. This is definitely possible in the environment of healthy tension caused by market competition. Deltalinqs has gained considerable positive experience in this field. To retain employment opportunities for the Netherlands and Europe as a whole, it is important for every location within the international parent company to demonstrate which investment opportunities for sustainable growth are offered by the industrial cluster. Deltalinqs stimulates innovation by bringing parties together that jointly give shape to the concept of corporate social responsibility. These partnerships require transparency and mutual trust, but also lead to progress that is less easily achieved by firms individually. As a partner of the Rotterdam Climate Initiative, we subscribe to the Initiative s objectives in the area of sustainable economic development. The companies that work together within Deltalinqs are highly aware of the current energy transition and the impact it has on their own operations. The future will be sustainable, meaning that we need to work towards a healthy and attractive social climate, in a region that invites parties to invest in sustainable production and logistics that offer fresh opportunities for the creation of new jobs. Is sustainability allowed to cost a bit more? When it comes to buying sustainable products, this issue can form an obstacle for consumers. This in turn has consequences for manufacturers readiness to invest in new processes and raw materials. It needs to be achieved by the market itself. But who do we mean by the market? Manufacturers in the Netherlands pay three to four times more for gas than their counterparts in the US or Russia. And one can also see unwanted differences within Europe itself. If we aim to develop a well-functioning internal energy market in Europe, we need to have a common perspective on our energy facilities, supply security and the reliability of our different networks. With a targeted and results-oriented approach, we should be able to arrange such matters to our advantage. We need to offer constructive incentives to those parties who aim to lead the way in their respective sectors in the field of sustainable production. Right now, we see that most investments in sustainable production are made outside of Europe. We need to turn the tide. If we intend to step up the process of energy transition, we need to make it more attractive to give concrete shape to sustainable principles. The government can support such initiatives with tax breaks. But as a Rotterdam private-sector network in a region full of international players, we also need to take advantage of every possible synergy opportunity to ensure that the transition to a sustainable economy will indeed take place in our region. Systems innovation with Deltaplan Energy Infrastructure. Deltalinqs is working together with the Province of South Holland and Port of Rotterdam Authority on the development of an integrated concept that allows for 20 PJ of energy savings through the clustering of energy flows. This would allow the Dutch government to have already realised a significant part of 10 PJ of its nationwide energy target by The first steam network for corporate users has already been set up in the Botlek area. For end users in South Holland, 11 port companies are working together on projects for supplying residual heat and CO 2 to the Westland and Haaglanden regions, allowing for increased energy efficiency in the heating of homes and offices and the cultivation of greenhouse crops. Together, this concentration of activities and the right connections between clusters make Rotterdam and its hinterland in the Rhine- Scheldt Delta a unique economic cluster that is of key strategic importance to the Netherlands and Europe as a whole. scenarios. We are presently studying our options for connecting these complexes even more effectively, including in the field of raw materials flows from biomass. These initiatives will require investments in new infrastructure. In 2030, Rotterdam will be the port-industrial heart of the Rhine- Scheldt Delta. That s the preferred scenario set out in the Port Vision. Situated in the estuaries of the Rhine, Maas and Scheldt, this region is an ideal position for further development into the leading economic premium cluster for energyefficient biobased production, a broad diversity of fuels and renewable raw materials in a circular economy. The universities and knowledge institutes found in this region play a major role in the elaboration of sustainable innovation 26

6 Deltalinqs Energy Forum verbindt bedrijven in een programma waarin intensief gewerkt wordt aan duurzame projecten. Elk jaar op 5 december ondertekent het haven- en industrieel bedrijfsleven hiervoor een aantal Letters of Cooperation met het Rotterdams gemeentebestuur, onze partner in het Rotterdam Climate Initiative. Haventerminals zijn bezig met nul-emissie transport, logistieke bedrijven combineren vervoersbewegingen en zetten in op schoner rijden. Bedrijven benutten mogelijkheden voor energiebesparing, onderzoeken wind- en zonne-energie en de koppeling met productie van groene gassen en grondstoffen. Systeeminnovatie met Deltaplan Energie- Infrastructuur. Met de provincie Zuid-Holland en Havenbedrijf Rotterdam werkt Deltalinqs aan een geïntegreerd concept voor 20 Pj energiebesparing door clustering van energiestromen. In 2020 zou de helft daarvan al gerealiseerd kunnen zijn; een significante bijdrage voor de energiedoelstelling van de overheid. In de Botlek is al een eerste stoomnetwerk voor bedrijven. Voor Zuid-Holland werken 11 bedrijven uit de haven aan projecten Leiden CEES JAN ASSELBERGS, DIRECTEUR DELTALINQS: voor levering van restwarmte en van CO 2 aan het Westland en de Haaglanden, wat energiezuinige woningen, kantoren en teelt van gewassen mogelijk Den Haag Zoetermeer Met een systeem innovatie als het Deltaplan Energie- maakt. De concentratie van activiteiten met de juiste verbindingen van clusters maakt Rotterdam in de Rijn-Scheldedelta inclusief het achterland tot een uniek economisch cluster, van strategisch belang voor Nederland en Europa.
