3 Doel van de questionnaire: Verzamelen van suggesties en mogelijke oplossingen vanuit de industrie en andere stakeholder groepen om tot een uniform Europees certificeringsysteem voor bioenergie te komen; De resultaten worden gecombineerd met landen rapporten over bestaande certificering systemen (landbouw, bosbouw, energie) Dit resulteert in aanbevelingen en conclusies over de stand van zaken Respons: Questionnaire stond online van 1 februari tot 31 augustus 2009; In totaal 473 reacties waarvan 288 bruikbaar waren voor verdere uitwerking; Reacties komen vanuit 25 Europese landen; Daarnaast is respons ontvangen van stakeholders buiten Europa, vanuit 9 verschillende landen. 3

Broeikasgas emissie reductie; 2. Optimaliseren energie balans; 3. Water kwaliteit en kwantiteit. Er zijn verschillen in prioriteiten tussen de criteria en de mate van belangrijkheid waar te nemen tussen stakeholder groepen. 5

Algemene respons: Ja, dit is nodig ook al er zijn er beperkingen; Belangrijk om een Europees systeem te koppelen aan bestaande systemen en internationale verdragen. 6

8 Wat zijn de belangrijkste aandachtsgebieden bij het opzetten van een certificering systeem voor bioenergie en biomassa in Europa? Belangrijkste aandachtsgebieden: Grote variëteit aan gewassen; Kennis hiaten; Diversiteit (geografisch) in Europa Ook mogelijkheid tot eigen inbreng ( other )! Trading and producer) small scale) distribution Biomass covers a large area of crops and residues, w hich complicates the formulation of sustainability criteria for all feedstock There is still insufficient know ledge about the criteria, indicators and methodologies needed to certify bioenergy products The geographical situation in EU countries differs largely, limiting the fomulation of sustainabilitiy criteria applicable from North to South Various chain-of-custody schemes (track & trace, mass balance, book & claim) hamper the harmonization of a bioenergy certification system Not enough attention is paid to harmonize a bioenergy certification system w ith existing (national) certification systems The variety of production processes and end uses Other 8

10 Opmerkelijk: Het verschillend navolgen van duurzaamheidscriteria tussen lidstaten wordt door NGOs en de Scandinavische landen als relatief groter risico gezien; De voorlopers en de landen buiten de EU zien de beperkingen van een certificering systeem om negatieve ontwikkelingen op macro niveau te controleren als relatief groter risico; Het risico voor hogere kosten van commodity gewassen wordt door eindgebruikers relatief vaak genoemd. Welk Chain of Custody (CoC) systeem is het meest geschikt voor een certificering systeem voor biomassa en bioenergie in Europa? 6. Trading and distribution 5. End-use (industry and small scale) 4. Conclusies met zorg trekken. Belang wordt gezien van sociaaleconomische criteria in systeem; Noodzaak van certificering system wordt erkend, hoewel er beperkingen zijn. Verschillen in prioriteiten met name tussen stakeholder groepen (niet tussen landengroepen); Van belang om gebruik te maken van bestaande kennis, systemen en verdragen; Track and trace / mass balance hebben voorkeur in CoC system. 11

12 Slot opmerkingen: De resultaten zijn beschikbaar per land, landengroep en stakeholder groep; Een artikel over de resultaten is in voorbereiding; De workshop deze middag zal aantal opvallende resultaten bediscussiëren.
