5 Samen bouwen aan de toekomst van Caribisch Nederland This information bulletin is also available in English september 2010 NUMMER 7 I N F O R M A T I E K R A N T B O N A I R E, S I N T - E U S T A T I U S E N S A B A Ieder kind - of het nu van Antilliaanse of Nederlandse afkomst is - heeft er recht op zijn of haar talenten te ontwikkelen en op school een goede basis te leggen voor het latere leven. De Nederlandse Inspectie van het onderwijs heeft eind 2008 een rapport over het onderwijs op Bonaire, Sint-Eustatius en Saba gepresenteerd. Daaruit is gebleken dat het onderwijs op verschillende punten verbeterd kan worden, onder meer als het gaat om taal en rekenen. Op basis van dat inspectierapport hebben Nederland en de drie eilandsbesturen gezamenlijk twee belangrijke beslissingen genomen: 1. Op Bonaire, Sint-Eustatius en Saba wordt het Nederlandse onderwijsstelsel ingevoerd; 2. om de positie van de scholen te versterken, gaan beide overheden aan de slag met extra maatregelen. De doelstelling is dat het onderwijs op de BES-eilanden zo spoedig mogelijk kwalitatief op een aanvaardbaar niveau komt, rekening houdend met de Caribische context. Speciale uitgave Onderwijs WAT VERANDERT ER NA ? Per verandert er nog heel weinig. De Landsverordeningen blijven van kracht tot 1 januari Het enige dat per verandert, is dat het onderwijs vanaf die datum onder het toezicht van de Nederlandse Inspectie van het Onderwijs valt. Per 1 januari 2011 zullen de scholen rechtstreeks vanuit Nederland het geld krijgen, maar van die verandering merken ouders en kinderen niets. Vanaf 1 augustus 2011, dus aan het begin van volgend schooljaar, worden de inhoudelijke veranderingen voor het onderwijs doorgevoerd. Het zou niet goed zijn om dat in één keer te doen, vandaar dat de invoering geleidelijk zal gebeuren over een periode van maximaal 5 jaar. Verbeterprogramma De onderwijsuitdagingen op de BES-eilanden zijn groot, dat bleek uit het inspectierapport van Met de vertegenwoordigers van de Eilanden zijn afspraken om verbeteringen door te voeren. Door Nederland zijn daarvoor incidenteel extra middelen beschikbaar gesteld en in 2009 en 2010 is al een aantal verbeteracties gerealiseerd. Nederland helpt om zo snel mogelijk achterstanden in het onderwijs weg te werken. De scholen in het Funderend Onderwijs op Bonaire, Sint-Eustatius en Saba toetsen sinds juni 2009 twee maal per jaar de reken- en leesvorderingen van hun leerlingen. Uit toetsresultaten op lezen en rekenen blijkt dat leerlingen uit de groepen in de onderbouw (groepen 3 en 4) van de scholen voor funderend onderwijs (FO) vrij dicht tegen het Nederlandse niveau aanliggen, maar dat de hogere groepen (groepen 7 en 8) nog een flinke achterstand hebben op dit niveau. De reden is dat in de bovenbouw een achterstand weggewerkt moest worden. Het inspectierapport dat in 2008 werd gepubliceerd, schatte de leerachterstand op rekengebied op de FO-scholen van de BES-eilanden ten opzichte van Nederland op minimaal drie schooljaren. Inmiddels zijn we een schooljaar verder en is deze achterstand op veel scholen nog anderhalf tot twee jaar. Dat betekent dat deze scholen in één schooljaar ongeveer de helft van de achterstand hebben ingelopen. In juni 2009 is ook gestart met toetsen van leerlingen in de eerste drie klassen van het voortgezet onderwijs. Hiermee kunnen de prestaties van de leerlingen voor Nederlandse leesvaardigheid, Nederlandse woordenschat, Engelse leesvaardigheid, rekenen/wiskunde en studievaardigheden worden gevolgd. De resultaten in het voortgezet onderwijs, geven helaas nog geen geruststellend beeld. Voor de meeste vakken geldt dat de scholen er nog niet in slagen de opgelopen achterstanden weg te werken. Het omkeren van deze trend verdient nu de grootst mogelijke aandacht. In 2009 zijn in het voortgezet onderwijs en het secundair beroepsonderwijs gratis schoolboeken verstrekt. Te veel leerlingen bleken over onvoldoende lesmateriaal te beschikken. Terwijl boeken en ander lesmateriaal onmisbaar zijn voor goed onderwijs. Daarnaast zijn de scholen voorzien van aanvullend lesmateriaal, zoals lesmethodes, leesboeken, woordenboeken en landkaarten. Kinderen met leerproblemen hebben extra aandacht nodig. Om die te kunnen leveren hebben van iedere school twee leraren een specialistische opleiding gevolgd die hierin kan voorzien. Voor de noodzakelijke specialistische deskundigheid buiten de school wordt een aparte voorziening gecreëerd: een expertisecentrum onderwijszorg. Huisvesting Voor goed onderwijs is een goed schoolgebouw noodzakelijk. Op dat terrein zijn verbeteringen te boeken en daar is door Nederland extra geld voor beschikbaar gesteld. Er wordt inmiddels gewerkt aan meerdere projecten op de drie eilanden. Op Bonaire: nieuwbouw van een brede school voor funderend onderwijs met wijkvoorzieningen; nieuwbouw van een school voor de HAVO/VWO bovenbouw; urgente voorzieningen aan de praktijklokalen van de Scholengemeenschap Bonaire. Op Sint-Eustatius: renovatie van de Golden Rock School; uitbreiding van de Bethel Methodist School. Op Saba: verbouwing van een voormalig bedrijfspand tot technieklokalen voor de Saba Comprehensive School. Studiefinanciering Hoog opgeleide mensen zijn belangrijk voor Bonaire, Sint-Eustatius en Saba. Daarom is het van grote waarde als kinderen die de capaciteiten hebben om door te leren, de mogelijkheden krijgen en benutten om naar een hogeschool of universiteit te gaan. De studiefinanciering is daarvoor een behulpzaam middel. Op het gebied van studiefinanciering verandert er in het huidige schooljaar, , helemaal niets. Volgend schooljaar, dus vanaf augustus 2011 wel. Twee veranderingen ten gunste van de student. In de eerste plaats wordt dan de prestatiebeurs ingevoerd. Waar nu de gehele studiefinanciering in het Caribische gebied een lening is, zal dan bij goede prestaties de basisbeurs een gift zijn en dus niet terugbetaald te hoeven worden. Met goede prestaties worden bedoeld de propedeuse en studie op tijd af te ronden. Een tweede verandering is dat mensen die in Nederland willen gaan studeren een opstarttoelage krijgen, bijvoorbeeld om het vliegticket en de eerste kosten te betalen. Goed onderwijs is de basis voor een sterk Bonaire, Sint-Eustatius en Saba. De Rijksdienst Caribisch Nederland en de eilandgebieden zullen daar gezamenlijk hard aan werken.

6 BETHEL METHODIST SCHOOL BEREIKT HOOGSTE PUNT De Bethel Methodist School op Sint-Eustatius heeft van het Nederlandse Ministerie van Onderwijs, Cultuur en Wetenschap (OCW) financiering ontvangen om de school met drie extra klaslokalen en toiletfaciliteiten uit te breiden. De hoeksteen voor de aanbouw is op 10 juni 2010 gelegd door secretaris-generaal van het Ministerie van Onderwijs, Cultuur en Wetenschap, Koos van der Steenhoven en Commissaris van Onderwijs Roy Hooker. De bouw begon op 8 juli en twee maanden later is BMS-directeur Ellis Woodley tevreden dat de bouw reeds zijn hoogste punt heeft bereikt. De bouw zal naar verwachting binnen 150 dagen worden voltooid. De Bethel Methodist School werd in 1964 als kleuterschool opgericht. In 2004 is de school uitgebreid tot een volwaardige basisschool onder het Funderend Onderwijs (FO). M. Woodley vertelt trots hoe de meest recente uitbreiding van de school plaatsvond toen hij als directeur van de grootste van vier basisscholen op Sint-Eustatius de moeilijke taak had om scholieren behoorlijk en veilig te huisvesten. In 2008 begon de school aan de bouw van drie extra klaslokalen, toiletten en een docentenkamer. Dit werd met eigen GRATIS SCHOOLBOEKEN IN HET VOORTGEZET ONDERWIJS Het ministerie van Onderwijs (OCW) in Nederland heeft voor het schooljaar 2009/2010 bijna 1,2 mln. NAF ter beschikking gesteld voor de aanschaf van schoolboeken voor het voortgezet onderwijs en het beroepsonderwijs (SBO). De gratis schoolboeken maken onderdeel uit van de extra middelen die Nederland ter beschikking heeft gesteld voor de verbetering van het onderwijs op Bonaire, Sint-Eustatius en Saba. Uit het onderzoek van de Nederlandse onderwijsinspectie (eind 2008) bleek dat leerlingen op Bonaire, Sint-Eustatius en Saba niet over voldoende lesmateriaal beschikten. Voor goed onderwijs zijn schoolboeken en lesmaterialen onmisbaar. Na zullen dezelfde regels voor de boeken gelden als in Nederland. Dat betekent dat de boeken voor de leerlingen in het voortgezet onderwijs gratis zijn. De schoolboeken voor het voortgezet onderwijs worden voortaan door de scholen betaald en blijven eigendom van de school. De ouders zelf zullen geen boeken meer hoeven te bestellen. Aan ouders mag ook geen financiële bijdrage worden gevraagd. De directie van de school is verantwoordelijk voor het beleid en regelgeving die nodig zijn om een effectief beheer van de uitgegeven schoolboeken te garanderen. Dit geldt niet voor de leerlingen in het beroepsonderwijs: de gratis schoolboeken in het huidige schooljaar is een eenmalige uitzondering op de regel. De leerlingen in het beroepsonderwijs moeten - net als in Nederland - zelf hun boeken betalen. Anders dan in Nederland wordt voor leerlingen in het voortgezet onderwijs en beroepsonderwijs geen lesgeld geheven. fondswerving en steun van de volledige gemeenschap en het bedrijfsleven van Sint-Eustatius en Sint-Maarten gedaan. Ondanks deze prestatie, kwam de instelling nog altijd klaslokalen te kort. Door voortdurende onderhandelingen met Nederlandse onderwijsambtenaren, met inbegrip van kwartiermakers Fleur Lagcher, Hemmie van Xanten, Erik Kool, Gerard Maas en Koos van der Steenhoven, werd aan de wens van de school voldaan. Volgens Woodley, heeft dit nieuwe hoofdstuk in het leven van BMS een gevoel van euforie in de hele gemeenschap teweeggebracht. Wij zijn het OCW zeer erkentelijk voor de steun en anderen voor het harde werk en danken hen voor deze wijze interventie. Wij zijn ook dankbaar voor het ontvangen onderwijsmateriaal. Dit heeft onze scholieren enorm geholpen, aldus Ellis Woodley. REINA BEATRIX SCHOOL BONAIRE DOET MEE AAN VOORLEESRECORD Samen met onder andere Prinses Laurentien en staatssecretaris van onderwijs Marja van Bijsterveldt vestigden tienduizenden kinderen op 9 september een groots voorleesrecord: om exact 9.00 uur Antilliaanse tijd en uur Nederlandse tijd uur lazen kinderen op basisscholen in heel Nederland tegelijkertijd hardop voor. De leerlingen van groep 8 van de Reina Beatrix school op Bonaire deden daar aan mee, hoewel de technische verbinding met Nederland wat hobbels kende. De kinderen lazen hardop voor uit het kinderboek Geel gras van Simon van der Geest. Op initiatief van de Stichting Lezen & Schrijven verzamelden bijna kinderen in Nederland zich in het Nieuwe Luxor Theater in Rotterdam: de cockpit van het voorleesrecord. Ondertussen zocht presentatrice Lisa Wade vanuit Rotterdam live contact met deelnemende scholen in het hele land en had zij ook via de webcam live verbinding met groep 8 van de Beatrix School te Bonaire. Die webcam verbinding hield niet lang stand, maar het belangrijkste was dat heel veel leerlingen op hetzelfde tijdstip lieten zien hoe waardevol -en vooral leuk- lezen is. Voldoende (voor)lezen is belangrijk voor de ontwikkeling van een kind. Met 15 minuten lezen per dag vergroot een kind zijn woordenschat enorm. Kwartiermaker van onderwijs (OCW) Fleur Lagcher is erg enthousiast over de deelname van de Reina Beatrix school Bonaire: Na de transitie wordt het Nederlandse onderwijsstelsel geïntroduceerd op Bonaire, Sint-Eustatius en Saba. In dat kader werken de scholen hard aan het verbeteren van de leesprestaties. Deze deelname laat zien dat de kinderen en leerkrachten hier met exact hetzelfde bezig zijn als de kinderen en leerkrachten in Nederland, dat is vooruitlopend op een mooi welkom in het Nederlandse onderwijsstelsel!

7 NIEUW MEUBILAIR SCHOLENGEMEENSCHAP SABA Met het academisch jaar wordt een nieuw tijdperk voor het hoofd, het personeel en de scholieren van de Scholengemeenschap Saba (SCS) ingeluid. De scholieren keerden terug in zeven gerenoveerde en volledig met nieuw meubilair uitgeruste klaslokalen. Alle klaslokalen zijn aangevuld met negen paar bureaus en banken voor studenten, een groepstafel met twee stoelen, drie kasten (twee kleine, één grote), een tafel en een stoel voor de leraar, een interactief schoolbord, evenals een nieuwe klok en een vuilnisbak. Volgens directrice Constance Clement, is door het nieuwe meubilair zonder twijfel een enthousiasmerende sfeer in elke ruimte merkbaar. Het meubilair is niet alleen comfortabel maar ook duurzaam. De leraren en scholieren van de SCS zijn enthousiast over hun nieuwe omgeving. De leraren rapporteren een beduidende verbetering van de leeromgeving; scholieren lijken gemotiveerder om te leren. Het interactieve schoolbord bijvoorbeeld, heeft reeds geleid tot een hoger participatieniveau van scholieren tijdens lessen en heeft daarmee de leraren geholpen bij het begrijpelijk overbrengen van de leerstof. Vijfdeklasser Joy Ann Robinson vertelt hoe haar klasgenoten en zij van het nieuwe meubilair genieten. De leerlingen waren het gewend op lage stoelen te zitten en wennen nu aan het zitten op hogere en comfortabeler stoelen. Nu er meer ruimte is op de nieuwe bureaus, hoeven leerlingen hun schooltassen niet op de vloer te leggen. Zij merkte ook op dat de onlangs geschilderde klaslokalen veel lichter zijn, waardoor de leerlingen zich tijdens de lessen beter kunnen concentreren. De Scholengemeenschap Saba bedankt Hoofd Onderwijs Hemmie Van Xanten voor zijn nauwgezette inzet bij de fondsenwerving voor dit project. Het SCS is ook bijzondere dank verschuldigd aan de Overheid van Saba, oud-directrice van het SCS Elka Charles en iedereen die geholpen heeft bij het realiseren van dit doel. NIEUW ONDERWIJSTEAM OCW Met het oog op alle verbeteringen en veranderingen die op het gebied van onderwijs gaan plaatsvinden is het onderwijsteam op Bonaire, Saba en Sint-Eustatius recent flink uitgebreid met mensen uit de dagelijkse praktijk. Daarnaast is er tijdelijk extra ondersteuning vanuit Nederland gekomen. Het team van OCW kijkt tevens uit naar de medewerkers die vanaf 10 oktober 2010 het team verder komen versterken. Eén van de nieuwe medewerkers uit de praktijk is Camelia Berkel. Zij is aangesteld als Procesbegeleider onderwijszorg Sint-Eustatius en heeft de opdracht om tot 1 augustus 2011 voorbereidende en ondersteunende werkzaamheden te treffen voor de op- en inrichting van het expertisecentrum onderwijszorg. Camelia zal de schoolbesturen van Sint-Eustatius ondersteunen bij het oprichten van een samenwerkingsverband, het opstellen van een eilandelijk zorgplan en uiteindelijk de inrichting van het expertisecentrum. Zij wordt in haar werkzaamheden ondersteund door de procesbegeleider onderwijszorg Saba, Jet van Heijnsbergen. Camelia is zelf jaren werkzaam geweest binnen het voortgezet onderwijs op Sint-Eustatius. Ik denk dat ik met mijn ervaring en visie op zorg een belangrijke bijdrage kan leveren aan het opzetten van een expertisecentrum, dat de Statiaanse leerlingen ten goede komt en schooluitval kan voorkomen, aldus Camelia. Bonaire, Saba, Statia (standplaats Bonaire) Saba en Statia (standplaats Saba) Bonaire, Saba, Statia (standplaats Bonaire) Bonaire Bonaire Bonaire, Saba, Statia (standplaats Bonaire) Bonaire, Saba, Statia (standplaats Bonaire) Statia Bonaire Saba en Statia (standplaats Saba) Bonaire, Saba, Statia (standplaats Bonaire) Bonaire, Saba, Statia (standplaats Bonaire) MET VERBETERSLAG IN HET ON- DERWIJS MEER PERSPECTIEF VOOR DE TOEKOMST In het verleden is de zorg voor het onderwijs op de kleine eilanden niet goed opgepakt door de Nederlandse Antillen. Aan het woord is Nolly Oleana, gedeputeerde van Onderwijs van het eilandgebied Bonaire. We hopen dat Nederland deze verantwoordelijkheid wel gaat dragen. Er is al een enorme verbeterslag ingezet, om het niveau van zowel het primaire onderwijs als het voortgezet onderwijs, omhoog te krijgen. Zo is vorig jaar een verbeterprogramma van start gegaan op de basisscholen, waarbij de scholen zijn overgestapt op methodisch gericht onderwijs i.p.v. themagericht onderwijs. Op basis van de resultaten van Citotoetsen zijn er verbeterprogramma s aangereikt op het gebied van taal en rekenen. Er zijn op dit moment zes gesubsidieerde basisscholen op Bonaire. Op basisschool De Pelikaan, die sinds vorig jaar in aanmerking is gekomen voor subsidie, is Nederlands de instructietaal. Op vier andere scholen is dit het Papiaments en op de Papa Cornes wordt zowel in het Papiaments als in het Nederlands les gegeven. Voor alle scholen geldt dezelfde norm. Hiermee heeft Bonaire een ruim aanbod van basisscholen en kunnen alle kinderen er terecht zonder dat de scholen te groot (meer dan 500 leerlingen) worden. Om de overstap naar het Voortgezet Onderwijs gemakkelijker te maken, wordt er nu in de eerste twee jaren VO extra les gegeven in rekenen en taal. Wij hopen hiermee door te kunnen gaan. Ook zijn er gratis boeken verstrekt. Om de kwaliteit van onderwijs verder te versterken, is de SGB eind 2009 opgesplitst in 4 aparte afdelingen: SBO, het Junior College (dit is de basisvorming), VSBO en HAVO/VWO. Ook is er een huisvestingsplan opgesteld. Men start binnenkort met de nieuwbouw voor de HAVO/VWO-afdeling aan de Kaya Amsterdam, dit moet eind maart gereed zijn. Met al deze ontwikkelingen hopen we de verbeteringen in het onderwijs structureel door te kunnen zetten. De jeugd van Bonaire krijgt hierdoor kansen op een betere toekomst.

8 ANTWOORDEN OP VEELGESTELDE VRAGEN Wat verandert er voor het onderwijs per ? Heel weinig. De Landsverordeningen blijven van kracht tot 1 januari Het enige dat verandert per is dat het onderwijs vanaf die datum onder het toezicht van de Nederlandse Inspectie van het Onderwijs valt. Pas vanaf het schooljaar 2011/2012 zal stapsgewijs het Nederlandse onderwijssysteem ingevoerd worden. Vanaf 1 januari 2011 zal wel de bekostiging van de scholen veranderen. De scholen ontvangen dan geld rechtstreeks van het Ministerie van Onderwijs (OCW) in Nederland. Wat moeten de ouders betalen voor het onderwijs van hun kinderen? Het onderwijs aan door de overheid bekostigde scholen is gratis. Ook de schoolboeken voor het funderend- en voortgezet onderwijs zijn gratis. De scholen ontvangen hiervoor geld van de Nederlandse overheid. Aan ouders mag een ouderlijke bijdrage worden gevraagd, maar die is niet verplicht. Wat wordt de instructietaal in het funderend onderwijs? In het primair onderwijs (nu heet het nog funderend onderwijs) wordt uitgegaan van twee instructietalen die een gelijkwaardige status hebben. Op Bonaire geldt dat voor Nederlands en Papiaments, op Sint-Eustatius Nederlands en Engels. Op Saba is één instructietaal: Engels. Nederlands is daar een apart vak. Wanneer heb ik recht op studiefinanciering? Je moet aan drie voorwaarden voldoen: 1. Je hebt de Nederlandse nationaliteit, bent geboren in Caribisch Nederland (Bonaire, Sint-Eustatius, Saba) en je bent ingeschreven in Caribisch Nederland; 2. Je bent jonger dan 30 jaar; 3. Je doet een voltijdse opleiding in het secundair beroepsonderwijs of hoger onderwijs. Ook moet je een bankrekeningnummer hebben. Ik ontvang nu al studiefinanciering van de FINEB of het Land Nederlandse Antillen. Moet ik voor het nieuwe studiejaar toch een aanvraag doen? Ja. Alle studenten die in het studiejaar studiefinanciering willen ontvangen moeten een aanvraag doen. Wanneer worden de Nederlandse examens ingevoerd? Dat kan niet te snel, eerst moeten leerlingen daar voor worden opgeleid. Er is daarom een overgangsperiode die dient als aanloop naar de Nederlandse examens. Vanaf volgend schooljaar (augustus 2011) wordt de eerste nieuwe lichting 1e jaars leerlingen in het voortgezet onderwijs opgeleid voor een Nederlands diploma. De leerlingen zullen dus pas voor het eerst het Nederlandse examen afleggen in 2015 (VSBO), 2016 (HAVO) en 2017 (VWO). Tot die tijd leggen de leerlingen nog de examens van de Nederlandse Antillen af. Met zittenblijvers en leerlingen die zakken wordt rekening gehouden door middel van een zogenaamd bezemjaar. Daarnaast blijft voorlopig de mogelijkheid om een NA-staatsexamen te doen. E U S T A T I U S A N D S A B A Every child whether it is of Antillean or Dutch origin has a right to develop his or her talents and to lay a sound foundation at school for later on in life. At the end of 2008 the Dutch inspectorate of education presented a report on education in Bonaire, St. Eustatius and Saba. It proved that such education can be improved on several points, among other things, as far as language skills and arithmetic are concerned. On the basis of that inspection report, the Netherlands and the three island governments have jointly made two important decisions: 1. In Bonaire, St. Eustatius and Saba the Dutch educational system will be introduced; 2. For the purpose of strengthening the position of schools, both governments will start taking additional measures. The objective is that education in the BES islands should reach a qualitatively acceptable level as soon as possible, with due allowance for the Caribbean context. WHAT WILL CHANGE AFTER ? As on there will still be little change. The National Ordinances will remain in force until January 1, The only thing that will change as from , is the fact that as from such date the educational system will be under the supervision of the Dutch Inspectorate of Education. As from January 1, 2011 schools will receive funds directly from the Netherlands, but such change will not be noticed by parents and children. As from August 1, 2011, i.e. at the beginning of the next school year, the changes in education as far as content is concerned will be introduced. It would not be correct to do so at once, that is why the introduction will be carried out gradually over a period of 5 years at the most. Improvement programme The challenges related with education in the BES islands are great; that was evidenced by the inspection report of Arrangements have been made with the representatives of the Islands to introduce improvements. To that end the Netherlands made additional funds available on an incidental basis, and in 2009 and 2010 a number of improvement actions were already realized. The Netherlands will help to eliminate arrears in education as fast as possible. The schools of Foundation- Based Education in Bonaire, St. Eustatius and Saba have been testing progress of their students in arithmetic and reading skills twice a year since June Results of tests of reading skills and arithmetic show that students from the groups in the lower years (groups 3 and 4) of schools for foundation-based education (FO) are relatively close to the Dutch level, but that the higher groups (groups 7 and 8) are still well behind at such level. The reason is that in the higher years arrears had to be eliminated. The inspection report published in 2008 estimated the arrears in learning achievements in the field of arithmetic in Foundation-Based schools in the BES islands to be a minimum of three school years as compared to the Netherlands. In the meantime we are a school year further and in many schools these arrears are still eighteen months to two years. That implies that these schools have made up about half the arrears in one school year. In June 2009 they also started testing students in the initial three years of advanced education. By means of such tests the achievements of students for Dutch reading skills, Dutch vocabulary, English reading skills, arithmetic/mathematics and studying skills can be monitored. Unfortunately, the results in advanced education still do not present a reassuring picture. As regards most subjects, schools still do not manage to eliminate the arrears built up. Reversing this trend now deserves the greatest attention possible. In 2009 school books were provided free of charge in advanced education and secondary vocational education. It appeared that too many students had insufficient tuition materials at their disposal, while books and other tuition materials are indispensable for good education. In addition, schools were provided with supplementary tuition materials such as tuition methods, readers, dictionaries and maps. Children with learning problems require additional attention. In order to give such attention, two teachers of each school followed a specialist training programme that can provide for that. For the required specialist expertise outside the school, a separate facility will be created: an expertise centre of educational care. Accommodation For proper education a proper school building is required. In that field improvements can be made and the Netherlands have made additional funds available for such purpose. In the meantime work is done on several projects in the three islands. In Bonaire: new construction of a comprehensive school for foundation-based education with community facilities; new construction of a school for the higher years of HAVO/VWO, i.e. Higher General Secondary Education/Pre-University Education; urgent facilities for the practical instruction rooms of Scholengemeenschap Bonaire, i.e. Bonaire Comprehensive School In St. Eustatius: renovation of Golden Rock School; extension of Bethel Methodist School. In Saba: conversion of a former business property into technology rooms for Saba Comprehensive School. Study financing Highly trained people are important for Bonaire, St. Eustatius and Saba. Therefore, it will be of great value for Special Edition Education children who have the capacity to continue learning to be given, and to avail themselves of, opportunities to go a college of higher education or university. Study financing constitute a helpful means in this regard. In the field of study financing there will no be any changes whatsoever during the current school year, However, for next school year, i.e. starting August 2011, there will be two changes in favour of the student. In the first place, the performancerelated education grant will be introduced. Whereas now the whole study financing system in the Caribbean consists in granting loans, in case of satisfactory achievements the basic grant will then be a gift and need not be paid back. By satisfactory achievements are meant timely completion of the propedeutic programme and the study. A second change will be that people who wish to go and study in the Netherlands will be granted a starting-up allowance, e.g. to pay for the airline ticket and the initial expenses. Good education is the basis for a sound Bonaire, St. Eustatius and Saba. The Dutch Government Service for the Caribbean and the island territories will work hard on it in a joint effort.

10 BETHEL METHODIST SCHOOL PASSES HIGHEST POINT Bethel Methodist School (BMS) on St. Eustatius has received funding from the Dutch Ministry of Education, Culture and Science (OCW) to expand with three additional classrooms and toilet facilities. The cornerstone for this expansion was laid by Secretary General of the Ministry of Education, Culture and FREE TEXTBOOKS IN SECONDARY SCHOOLS The Ministry of Education (OCW) in the Netherlands has reserved nearly 1.2 million NAF (about 500,000 euros) for the purchase of textbooks for secondary schools and vocational schools. The free textbooks are part of the extra resources that the Netherlands has provided for educational improvements on Bonaire, St Eustatius and Saba. A visit from the Dutch Education Inspectorate at the end of 2008 revealed that pupils on Bonaire, St Eustatius and Saba did not always have sufficient lesson materials available to them. Textbooks and learning resources are an essential part of good education. After , the Dutch rules for textbooks will apply. This means that the books for secondary school pupils will be free. From that point on, Science, Koos van der Steenhoven and Commissioner of Education, Roy Hooker on June 10th, Construction began on July 8th and two months later BMS principal, Ellis Woodley, is pleased construction has already passed its highest point. Construction is scheduled to be completed within 150 days. BMS School was established in 1964 as a kindergarten. In 2004 the school expanded into a full fledged elementary school under the Foundation Based Education (FBE) system. Mr. Woodley proudly relates how the school s most recent expansion took place when, being the largest of four elementary schools on St. Eustatius, he was challenged to properly and safely house students. In 2008, the school started constructing three additional classrooms, lavatories and a teacher s room. This was done through own textbooks used in secondary schools will be paid for by the schools and will remain the property of the schools. Parents will no longer have to order books, and cannot be asked for a financial contribution. The school board is responsible for maintaining the policies and regulations needed to guarantee effective administration of the textbooks issued to its pupils. This does not apply to pupils at vocational schools: the free textbooks provided in the current school year are a one-time exception. From then on, the pupils at vocational schools will have to pay for their own books just like in the Netherlands. However, in contrast to the Netherlands, pupils at secondary and vocational schools will not have to pay tuition. fundraising supported by the entire community and the business sector on St. Eustatius and St. Maarten. Despite this accomplishment, the institution still fell short of classrooms. Through continued negotiations with Dutch education officials, including Quartermasters Fleur Lagcher and Hemmie van Xanten, Erik Kool, Gerard Maas and Koos van der Steenhoven, the school was granted its wish. According to Woodley, being able to start this new chapter in the life of BMS has created a sense of euphoria throughout our community. We wish to acknowledge the support of OCW and others for hard work and commitment and thank them for this sense of wise intervention. We are also thankful for educational material received. This has helped our students tremendously, says Ellis Woodley. REINA BEATRIX SCHOOL ON BONAIRE HELPS BREAK READING RECORD Accompanied by Princess Laurentien and State Secretary of Education Marja van Bijsterveldt, thousands of children set a fantastic record for reading aloud. On 9 September at exactly 9:00 AM Antillean time and 3:00 PM Dutch time, children in primary schools all across the Netherlands read aloud at the same time. Group 8 of the Reina Beatrix School on Bonaire took part in the record-breaking effort, although there were some technical problems with the connection to the Netherlands. The children read aloud from the children s book Geel gras by Simon van der Geest. In an initiative organised by the Dutch Reading & Writing Foundation, nearly 1500 children in the Netherlands gathered in the New Luxor Theater in Rotterdam, the cockpit for the reading record. Presenter Lisa Wade contacted participating schools across the Netherlands live during the event, and had a live webcam connection to Group 8 at the Beatrix School on Bonaire. The uplink did not last long, but the important part was that many, many pupils simultaneously showed how valuable and fun reading is. Reading (and reading aloud) is important to child development. Reading 15 minutes every day will vastly improve a child s vocabulary. Quartermaster of Education Fleur Lagcher is very enthusiastic about the involvement of the Reina Beatrix School on Bonaire: After the transition, the Dutch education system will be introduced on Bonaire, St. Eustatius and Saba. Schools are working hard to improve reading levels. This participation shows that the children and teachers here are working on exactly the same things as the children and teachers in the Netherlands. In anticipation of the transition on , it is a nice welcome to the Dutch education system!

11 NEW FURNITURE FOR SABA COMPREHENSIVE SCHOOL Academic year has heralded a new era in the lives of the principal, staff and students of the Saba Comprehensive School (SCS). Students returned to seven refurbished classrooms fully equipped with new furniture. To complement each of these classrooms are nine pairs of students desks and benches, one group table with two chairs, three cupboards (two small, one large) one pair of teacher s table and chair, one interactive white board, as well as a new clock and a dustbin. According to acting Principal Constance Clement, these new furnishings have undoubtedly manifested an electrifying ambience to each room. Not only is the furniture comfortable but they are also durable. SCS teachers and students are enthusiastic about their new environment. Teachers report the new environment has significantly improved the learning environment as students seem to be more motivated to learn. The interactive white board, for example, has already led to a higher level of students participation in lessons and has therefore aided in the delivery of a more comprehensive lesson by teachers. Fifth form student, Joy Ann Robinson, tells how she and her classmates enjoy the new furnishings. Students were used to sitting on low chairs and are now getting used to sitting on higher and more comfortable chairs. Now there is more space on the new desks, therefore students no longer have to put their schoolbags on the ground. She also noted that the newly painted classrooms are so much brighter which results in students focusing more during class. The Saba Comprehensive School extends gratitude to Education Quartermaster, Hemmie Van Xanten, for his conscientious effort in procuring the funds for this project. Special thanks to the Island Government of Saba and Elka Charles, former SCS Principal and all who helped to realize this goal. NEW EDUCATION TEAM In view of all the planned improvements and changes in the education system, the education team on Bonaire, Saba and St. Eustatius has recently added major reinforcements, bringing in people with first-hand experience. Temporary extra support has also come from the Netherlands. The education team (part of the Ministry of Education, Culture and Science OCW) is also looking forward to incorporating the new employees who will join the team after 10 October One of the new employees who will contribute first-hand experience is Camelia Berkel. She has been appointed Process Supervisor for Educational Care on St. Eustatius and will be providing preparatory and support services through 1 August 2011 to establish and set up the centre of expertise for educational care. Camelia will support the school board on St. Eustatius in setting up a partnership structure, drawing up a care plan for the entire island, and then setting up the centre of expertise. Her work will be supported by the Process Supervisor for Educational Care on Saba, Jet van Heijnsbergen. Camelia has years of work experience in secondary education on St. Eustatius. I think that my experience and my vision for care will enable me to make an important contribution to setting up a centre of expertise that will benefit the Statian pupils and may help reduce the school dropout rate, Camelia explained. The person speaking is Nolly Oleana, Education Commissioner for the island territory of Bonaire. We hope that the Netherlands will take on this responsibility. Huge improvements have already been set in motion to raise the standard of education in primary and secondary schools. For example, an improvement programme started last year in the primary schools, in which the schools switched to method-based education rather than theme-based education. Based on the results of [standardised] Cito tests, improvement programmes have been offered for language and math skills. There are currently six subsidised primary schools on Bonaire. At De Pelikaan primary school, which became eligible for subsidy last year, lessons are taught in Dutch. The language of instruction at four other schools is Papiamento, while lessons at the Papa Cornes school are taught in both Papiamento and Dutch. All schools are held to the same standards. This gives Bonaire a sufficient range of primary schools to accommodate all the children, without schools growing too large (over 500 pupils). To ease the transition to secondary school, extra lessons in math and language skills are now provided in the first two years of secondary school. We hope to be able to continue this. Free textbooks have also been provided. To continue improving educational quality, the Bonaire Community High School (SGB) split up into four different departments at the end of 2009: secondary vocational education (SBO), the Junior College (basic programme), continued vocational education (VSBO), and secondary general education (HAVO) & pre-university education (VWO). A building plan has also been drawn up. Construction will start soon on the new building for the HAVO/VWO department at the Kaya Amsterdam, which should be completed by the end of March. With all these developments going on, we hope to be able to systematically continue making improvements in education. This will give the youth of Bonaire opportunities to pursue a better future.

12 ANSWERS TO FREQUENTLY ASKED QUESTIONS What changes in education per ? Very little. Federal Decrees remain in effect until January 1st The only one which changes per is that education will fall under the supervision of the Dutch Inspection for Education as of that date. The Dutch education system will be gradually implemented only as of the 2011/2012 school year. From January 1st, 2011 funding of schools will change. Schools will receive monies directly from the Ministry of Education (OCW) in the Netherlands. What must parents pay for the education of their children? Education at government funded schools is free. Also schoolbooks for foundation based and secondary education are free. Schools will receive monies for this from the Dutch government. Parents may be requested to make a parental contribution, however this is not mandatory. What will be the language of instruction in Foundation Based Education (FBE)? In primary education (now still called Foundation Based Education) there are two languages of instruction which both have equal status. On Bonaire Dutch and Papiamentu apply, on St. Eustatius Dutch and English. On Saba there is one language of instruction: English. Dutch is a separate subject there. When do I qualify for study financing? You must meet three requirements: 1. You possess the Dutch nationality, are born in the Dutch Caribbean (Bonaire, St. Eustatius, Saba) and you are registered in the Dutch Caribbean; 2. You are younger than 30 years; 3. You are following fulltime education at secondary vocational education or higher education. You must also have a bank account number. I am now already receiving study financing from de FINEB or the Country Netherlands Antilles. Do I still have to submit a request for the new school year? Yes. All students who would like to receive study financing in the school year must apply. When will Dutch exams be introduced? This can not happen too fast. Students must first be trained for this. Therefore there is a transition period as a bridge to Dutch examinations. From next school year (August 2011) the new batch of first year students in secondary education will be trained for a Dutch Diploma. The students will therefore be able to sit the first Dutch examinations in 2015 (VSBO), 2016 (HAVO) and 2017 (VWO). Until then students will sit the Netherlands Antilles examinations. Consideration will be given for students who do not promote to the next class or students who fail by means of a so called (bezemjaar) transitional year. Besides, for the time being, the possibility remains tosit the Netherlands Antilles state exams. What happens with Caribbean elements of a subject? During the formulation of the core objectives, attention is paid to the Caribbean context of some subjects. So in secondary education, for subjects such as geography, history, biology, space will be reserved for Caribbean context. What changes in the tasks of the Island Territory with regards to education? After the transition the island government will not play a role in determining the policy and financing of schools. This will take place after January 1st, 2011 directly from the Netherlands. The island government will receive free resources with which a number of tasks in the field of education can be executed. For example housing of schools, student transportation, supervision of compulsory education and school absenteeism.
