Now 2020: Autonomous functions will be available for the market By 2016, Mercedes plans to introduce "Autobahn Pilot" aka Highway Pilot, the system allows hands-free highway driving with autonomous overtaking of other vehicles. [84] By 2017 GM says that the new model year Cadillac CTS will be V2V equipped. [87] By 2018, Nissan anticipates to have a feature that can allow the vehicle manoeuver its way on multi-lane highways. [89] : Full Autonomous vehicles will be released and gradually become available for mass market By 2020, Volvo envisages having cars in which passengers would be immune from injuries. [90] Volvo also claims vehicles will effectively be "crash free." [91] By 2020, GM, Mercedes-Benz, Audi, Nissan, BMW, Renault, Tesla and Google all expect to sell vehicles that can drive themselves at least part of the time. [60][92][93][94][95][96][97] 2020, ABI Research forecasts that truly self-driving cars would become a reality by 2020 and that 10 million such new cars would be rolling out on to United States' public highways every year by [98] By 2020, Google autonomous car project head's goal to have all outstanding problems with the autonomous car be resolved. 26 Verdrag + Belgische omzetting Verdrag Art. 2, v) «Bestuurder»: degene die een motorvoertuig of enig ander voertuig bestuurt (met inbegrip van een rijwiel) of die vee, hetzij enkele dieren hetzij in kudden, of trek-, last- of rijdieren op de openbare weg onder zijn hoede heeft; Art Elk voertuig of elke sleep in beweging moet een bestuurder hebben. BE Verkeersreglement Art Art «Bestuurder»: al wie een voertuig bestuurt of trek-, last- en rijdieren of vee geleidt of bewaakt. Elk voertuig of elke sleep in beweging moet een bestuurder hebben. 26

27 Verdrag + Belgische omzetting Verdrag / Europese overeenkomst tot aanvulling van het Verdrag Art Elke bestuurder moet zijn voertuig onder controle hebben op een manier die hem toelaat in alle omstandigheden aan de vereisten inzake veiligheid te voldoen. Hij moet kennis hebben van verkeers- en veiligheidsvoorschriften en zich bewust zijn van de factoren die een invloed kunnen hebben op zijn gedrag, zoals vermoeidheid, het nemen van medicijnen en het rijden onder invloed van alcohol en drugs. BE Verkeersreglement Art. 8.3 Elke bestuurder moet in staat zijn te sturen, en de vereiste lichaamsgeschiktheid en de nodige kennis en rijvaardigheid bezitten. Hij moet steeds in staat zijn alle nodige rijbewegingen uit te voeren en voortdurend zijn voertuig of zijn dieren goed in de hand hebben. 27

28 Verdrag + Belgische omzetting Verdrag / Europese overeenkomst tot aanvulling van het Verdrag Art De bestuurder van een voertuig moet elke andere activiteit dan het rijden vermijden. Het verdient aanbeveling dat de nationale wetgeving regels bepaalt met betrekking tot het gebruik van de telefoon door bestuurders. In elk geval moet de nationale wetgeving het gebruik van een telefoon die door de bestuurder van een motorvoertuig of van een bromfiets in de hand wordt gehouden, verbieden. BE Verkeersreglement Art Art Elke bestuurder moet in staat zijn te sturen, en de vereiste lichaamsgeschiktheid en de nodige kennis en rijvaardigheid bezitten. Hij moet steeds in staat zijn alle nodige rijbewegingen uit te voeren en voortdurend zijn voertuig of zijn dieren goed in de hand hebben. Behalve wanneer zijn voertuig stilstaat of geparkeerd is, mag de bestuurder geen gebruik maken van een draagbare telefoon die hij in de hand houdt. 28

29 Amendement art. 8 Verdrag Aangenomen op niveau WP 1 van de UNECE (Genève). Nog goed te keuren door de landen. Nieuwe paragraaf 5bis in artikel 8 : «De Systemen die een invloed hebben op het besturen van het voertuig worden geacht in overeenstemming te zijn met paragraaf 5 van dit artikel en met paragraaf 1 van artikel 13 als ze in overeenstemming zijn met de voorschriften inzake de constructie, de montage en het gebruik zoals bepaald in de internationale wettelijke instrumenten betreffende voertuigen met wielen, de uitrusting en de onderdelen die mogen worden gemonteerd en/of gebruikt op een voertuig met wielen. De Systemen die een invloed hebben op het besturen van het voertuig die niet in overeenstemming zijn met de voorschriften inzake de constructie, de montage en het gebruik zoals bepaald in de internationale wettelijke instrumenten betreffende voertuigen met wielen, de uitrusting en de onderdelen die mogen worden gemonteerd en/of gebruikt op een voertuig met wielen worden geacht in overeenstemming te zijn met paragraaf 5 van dit artikel en met paragraaf 1 van artikel 13 voor zover de bestuurder het ingrijpen van het systeem kan tenietdoen of het systeem kan uitschakelen.». 29

30 Testen/experimenten Prototypes Art. 3 5 Technisch reglement (KB 15 maart 1968) : Federaal -> FOD Mobiliteit en Vervoer De individuele goedkeuring overeenkomstig dit hoofdstuk is niet van toepassing op de volgende voertuigen: b) de prototypes van voertuigen die onder verantwoordelijkheid van een fabrikant op de weg worden gebruikt in het kader van een specifiek testprogramma, mits zij speciaal daarvoor zijn ontworpen en gebouwd. Die voertuigen mogen alleen worden gebruikt in de voorwaarden voorgeschreven door de bevoegde instantie. Proefrittenplaat KB 8/1/1996: 5.1. De bevoegde constructeurs of bouwers van motorvoertuigen of aanhangwagens alsook hun mandatarissen erkend overeenkomstig het algemeen reglement op de technische eisen waaraan de auto's, hun aanhangwagens, hun onderdelen en hun veiligheidstoebehoren moeten voldoen of het algemeen reglement op de technische eisen waaraan de bromfietsen, de motorfietsen en hun aanhangwagens moeten voldoen, kunnen een inschrijving "proefritten" verkrijgen voor de voertuigen die zij gebruiken : om ze voor te rijden voor proefnemingen - evenals tijdens deze proefnemingen - te verrichten in het kader van de goedkeuring van een voertuig van een type dat het voorwerp dient te zijn van een goedkeuringsprocedure. 30
