3 Missie en Visie Mission and Vision Missie Het beïnvloeden, aanmoedigen en bijstaan van samenlevingen over de hele wereld om de integriteit en de diversiteit van de natuur te behouden en ervoor te zorgen dat het gebruik van natuurlijke hulpbronnen op een eerlijke en ecologisch duurzame wijze plaatsvindt. 4 Voorwoord Preface De aandacht van de media, het bedrijfsleven en de politiek voor klimaat en energie is in 2007 in Nederland eindelijk op stoom gekomen. Zowel nationaal als internationaal zien beleidsmakers en politici in dat ecologie en economie onlosmakelijk met elkaar verbonden zijn. De verontrustende rapporten van natuurwetenschappers, die al doorklinken sinds het rapport van de Club van Rome, lijken langzamerhand serieus te worden genomen. En dat is goed nieuws. De berichten over hoe het ervoor staat met onze natuurlijke systemen liegen er niet om. Nu opkomende economieën als China, India, Brazilië en Rusland een enorme groei doormaken en het hoge consumptieniveau in de Verenigde Staten met geleende middelen in stand wordt gehouden, lijkt de definitieve zoektocht naar grondstoffen pas écht te zijn losgebarsten. De gevolgen? Nog maar kortgeleden werd de honderd dollargrens voor een vat olie gepasseerd. Veel beleggers gaan er nu al van uit dat de volgende honderd dollargrens ook spoedig zal worden bereikt. Dat energie alles te maken heeft met ecosystemen is in 2007 vooral doorgedrongen door de mogelijke effecten van energie uit biomassa op natuur en voedsel. Door de klimaathype was er voor het eerst meer aandacht voor duurzaam beheer en behoud van de natuur - oftewel ecosysteembeheer. Dit begrip wordt door de International Union for the Conservation of Nature (IUCN) en haar leden al jaren gehanteerd als sleutel om duurzaam met onze planeet om te gaan. Het uitvoerige onderzoek van de Millennium Ecosystem Assessment van de Verenigde Naties heeft ons laten zien dat meer dan de helft van de diensten die ecosystemen leveren aan de mens (schone lucht, water voor de mens, landbouw en industrie, voedsel en genen, biodiversiteit, grondstoffen, recreatie en cultuur) zodanig gedegradeerd zijn dat de planeet de menselijke samenleving niet lang meer kan ondersteunen. De gevolgen In 2007, the media, politicians and the business world in The Netherlands finally started paying real attention to climate change and energy concerns. Both on national and international level, policymakers are realising that ecology and economy are inextricably linked. The alarming reports of natural scientists, which have been heard since the report Limits to growth of the Club of Rome, seem to be taken more and more seriously. This is good news. The reports on how our ecosystems are doing are very alarming indeed. Because emerging economies like China, India, Brazil and Russia are undergoing enormous growth and the high levels of consumption in the United States are being sustained with borrowed means, the final rush on resources seems to have started for real. The consequences? Only a short while ago, the price of a barrel of oil passed the one-hundred-dollar mark. Many investors expect it to reach the two-hundreddollar mark very soon. In 2007, awareness of the fact that energy has everything to do with ecosystems was raised by the possible effects that energy from biomass may have on nature and our food supply. For the first time, sustainable management and preservation of nature - or ecosystem management - is receiving more attention thanks to the climate hype. Ecosystem management has been used by the International Union for the Conservation of Nature (IUCN) and its members for years as a way to manage our planet in a sustainable manner. The extensive research of the Millennium Ecosystem Assessment of the United Nations shows that over half of the services provided by ecosystems to humans (such as clean air, drinking water, water for agriculture and industries, food and genes, biodiversity, resources, recreation and culture) have been degraded to such an extent that the planet will not be able to support the human society for much longer. In 2007, numerous international studies showed that the results for humans and the voor mens en economie leiden in veel gevallen tot meer armoede, migratie en de teloorgang van bedrijven die hun business model niet tijdig transformeren, zo bleek in 2007 opnieuw uit verschillende internationale studies. Armoede, energie, water, ecosystemen en biodiversiteit zijn dus thema s met een grote onderlinge samenhang. De in 2007 gepubliceerde IUCN Rode Lijst van bedreigde soorten, de wetenschappelijke barometer van de biodiversiteit, gaf aan dat bijna soorten kwetsbaar zijn of worden bedreigd in hun voortbestaan. De lijst geeft op heldere wijze het menselijk falen aan, waarbij het niet alleen gaat om ontwikkelingslanden maar vaak ook om rijke staten. Zo lijkt er in Europa geen plaats meer te zijn voor de Iberische Lynx - een grote Europese katachtige - of lukt het ons niet om duurzame visserij stevig te verankeren in ons beleid. Ook andere landen hebben het moeilijk: China bleek niet in staat te zijn om de Yantze-dolfijn, één van de iconen van de Chinese mythologie, te behouden. En in Midden-Amerika voltrekt zich een slachting onder amfibieënsoorten. Het vergt enorme inspanningen van natuur- en milieuorganisaties, beleidsmakers, burgers en bedrijven om deze ontwikkelingen tegen te gaan. IUCN NL heeft opnieuw samen met verschillende lidorganisaties een bescheiden rol mogen spelen om low impact on ecosystems op de kaart te zetten. Na het succes van de open brief van meer dan tachtig topmensen kwam begin 2007 het initiatief om samen met de leden tien aanbevelingen te doen aan het nieuwe kabinet onder de noemer Samen sterk voor een groen en duurzaam Nederland. Deze aanbevelingen zijn opgesteld door de Nederlandse lidorganisaties van IUCN in samenwerking met enkele ondertekenaars van de open brief. Minister Cramer (VROM) gaf aan dat ze de aanbevelingen als waardevolle richtlijn zag voor het beleid en dat dit kabinetbreed zou worden opgepakt. Ook het 100-dagenplan van het kabinet gaf hier aandacht aan. Het is cruciaal dat nationaal beleid wordt gebaseerd op een langetermijnvisie en dat er rekening wordt gehouden met de internationale realiteit, zodat investeringen en ideeën goed van de grond kunnen komen en de juiste urgente maatregelen genomen worden. Daar gaan de tien aanbeveeconomy will often be: more poverty, migration and the loss of businesses who have not transformed their business model in time. Therefore, poverty, energy, water, ecosystems and biodiversity are strongly interconnected themes. The IUCN Red List of Endangered Species, which was published in 2007 and which is the scientific 'barometer' of biodiversity, indicated that almost 17,000 species are vulnerable or threatened in their very existence. The list clearly indicates human failure, not only in developing countries but often also in rich states. There seems to be no place for the Iberian lynx - a large European feline - in Europe, for instance, nor have we succeeded in embedding sustainable fishery in our policies. Other countries are experiencing problems as well: China has been unable to preserve one of its mythological icons, the Yangtze River dolphin, and a veritable carnage of several species of amphibians is taking place in Central America. It is taking enormous efforts of organisations for conservation and the environment, policy makers, civilians and companies to counteract these developments. Once again, IUCN NL, together with its various member organisations, was able to play a modest role in putting low impact on ecosystems on the agenda. After a successful open letter of over eighty leading figures, early 2007, an initiative was launched together with the member organisations to make ten recommendations to the new Dutch government entitled 'Towards a green and sustainable future for The Netherlands'. The recommendations were drawn up by the Dutch IUCN member organisations in cooperation with a few of the signatories of the open letter. The Dutch Minister of Housing, Spatial Planning and the Environment (VROM), Ms Cramer, stated that she regarded the recommendations as a valuable guideline for her own policies and that they would be taken into consideration by the government as a whole. The 100-day plan, the new government's first inventory of problems in The Netherlands and their possible solutions, also paid attention to the recommendations. It is crucial, that national policies are based on a long-term vision and that the international reality is taken into account to ensure that investments and

5 lingen over. Het zal de komende jaren het werk van IUCN in Nederland verder bepalen. Een praktische invulling hiervan is dat IUCN NL succesvol van start ging met de uitvoering van het vier jaar durende Ecosystems and Human Well Being programma, waarbij via een ecosysteemfonds in vier regio s verschillende projecten rond armoedebestrijding en ecosystemen worden gefinancierd. Na acht jaar als voorzitter van het bestuur van IUCN NL te mogen optreden, heb ik eind 2007 afscheid genomen van het Nationale Comité van deze dynamische internationale organisatie. Ik heb IUCN ervaren als een bijzonder kennis- en beleidsnetwerk, dat waar dan ook ter wereld contacten, kennis en invloed weet te combineren ten behoeve van de ecosysteemmissie. IUCN NL heeft in deze jaren een enorme groei en professionalisering meegemaakt, zowel qua middelen als staf en invloed. De bestuursvergaderingen heb ik als prettig en constructief ervaren. Mijn collega s in het bestuur en de vertegenwoordigers van de IUCN lidorganisaties in Nederland verenigd in de Raad van Toezicht wil ik van harte bedanken voor het vertrouwen dat ze in mij hebben gesteld. Ik wens de directie en staf, de leden, de internationale collega s en mijn opvolger Roger van Boxtel veel succes toe met de enorme uitdagingen die in het verschiet liggen. Doeke Eisma voorzitter Bestuur Doeke Eisma heeft veel betekend voor IUCN in Nederland. Namens de IUCN lidorganisaties verenigd in de Raad van Toezicht, de President van IUCN, de heer Mohammed Valli Moosa, en de Director General van IUCN, mevr. Julia Marton- Lefèvre, wil ik hem hierbij van harte bedanken voor zijn enorme betrokkenheid, tomeloze inzet en het leggen van contacten. They will also determine IUCN's work in The Netherlands for the coming years. A practical pendant of the recommendations is the successful realisation of the four-year IUCN programme 'Ecosystems and Human Well-being', which funds projects for ecosystems and poverty alleviation in four regions by means of an ecosystems fund. At the end of 2007, after having had the privilege of being the chairman of the Executive Board of IUCN NL for eight years, I took leave of the national committee of this dynamic international organisation. In my experience, IUCN is an extraordinary knowledge and policymaking network, which has the ability to combine contacts, knowledge and influence everywhere in the world for the benefit of the ecosystem mission. IUCN NL has grown and professionalized enormously in these past few years, both as regards to financial means as to staff and influence. In my opinion, the Executive Board meetings were always enjoyable and constructive. I wish to thank my fellow board members and the representatives of the member organisations who formed the Supervisory Board most sincerely for the trust they put in me. I wish the management and the staff, the members, the international colleagues and my successor Roger van Boxtel all the best in meeting all future challenges. Doeke Eisma Chairman of the Executive Board Doeke Eisma has been of great importance for IUCN in The Netherlands. 6 Hoofdstuk 1 / Chapter 1 Van klimaathype naar ecosysteem denken From climate hype to ecosystem thinking Het was mooi om te zien hoe de media, het bedrijfsleven en de politiek begin 2007 eindelijk wakker werden. Na Al Gore was daar opeens de langverwachte aandacht voor klimaat, energie en duurzaamheid, waaronder de Cradle to Cradle boodschap van afval = voedsel van architect William McDonough en chemicus Michael Braungart. Veel IUCN-leden hebben aan deze bewustwording bijgedragen. Ik zie het als een hoopvolle ontwikkeling, hoewel ik me voor kan stellen dat sommige milieuorganisaties dit proces met enige achterdocht bekijken. Wordt het beleid echt anders? Krijgt ecologie werkelijk een plaats in de economische besluitvorming, of blijft het gewoon business as usual? Ik denk dat dit proces echt doorzet. Al was het maar omdat we er niet meer voor kunnen vluchten. De onderlinge relatie tussen klimaat, energie, de jacht op grondstoffen, de toename van de wereldbevolking, de mondiale omarming van de westerse levenstijl en migratie enerzijds en het verdwijnen van ecosystemen en biodiversiteit anderzijds wordt steeds duidelijker. Deze thema s zullen de politieke agenda blijvend gaan domineren. En dat biedt kansen voor nieuwe allianties, waarbij oplossingen uit het verleden in de toekomst niet meer zullen volstaan. Onze missie - het bevorderen van de bescherming van de integriteit en de diversiteit van de natuur wereldwijd en het behoud van natuurlijke hulpbronnen en de ecologische en sociale duurzaamheid van het gebruik daarvan - werd in 2007 actueler dan ooit. En dat hebben we gemerkt. The relationship between climate, energy, the rush for resources, the increasing population of the world, the embracement of the western lifestyle on a global scale, and migration on the one hand, and the evanescence of ecosystems and biodiversity on the other is becoming clearer every day. These themes will become a permanent item on the political agenda, which will create chances for new alliances, but solutions from the past will no longer be sufficient. In 2007, our mission to promote the protection of the integrity and diversity of nature all over the world and to encourage the conservation of natural resources and the ecological and social sustainability of all its applications - became more relevant than ever. And it has not gone unnoticed. Never before did our field of work - ecology and economy - receive this much attention from businesses, the government and members. Apart from the realisation of several projects, our core business - uniting belangstelling van bedrijven, overheden en leden. Naast het uitvoeren van diverse projecten stond onze core business - het bijeenbrengen van partijen rond duurzaam ecosysteembeheer - centraal. Verschillende initiatieven werden uitgevoerd en opgestart vanuit onze positie als bruggenbouwer en beleidsbeïnvloeder, waarbij de inzet van ons internationale NGO- en kennisnetwerk samen met onze positie als donor van projecten in vele (tropische) landen zorgde voor een grote toegevoegde waarde. De toegenomen aandacht voor duurzaamheid zorgde voor een duidelijke toename van vragen, waardoor er een aanzienlijk beroep werd gedaan op onze staf. In 2007 was de beleidsbeïnvloeding van IUCN NL effectief. De effecten van de open brief van topmensen uit het bedrijfsleven richting de politiek - waarin men aanbood bij te dragen aan een effectieve en ondersteunende rol rond ecologische vraagstukken op basis van een gezamenlijke langetermijnvisie - waren groot. Bij maatschappelijke organisaties was het voor sommigen aan de business kant, zoals de koepel VNO-NCW, ook even wennen aan deze nieuwe rol. Na de open brief volgden in april 2007 tien concrete aanbevelingen die IUCN NL opstelde in samenwerking met lidorganisaties en vertegenwoordigers uit het bedrijfsleven richting het nieuwe kabinet. In oktober 2007 vroegen meer dan jonge mensen, als Young Leader for Nature, werkzaam bij Nederlandse topondernemingen, hun CEO s om meer werk te maken van de commitments die ze in de open brief aan de politiek eerder hadden genoemd. Op deze manier was de cirkel van de open brief weer rond. IUCN NL ondersteunde dit initiatief en gaat in 2008 ook door om met Leaders for Nature het ecosysteem denken - de erkenning dat ecologie een gelijkwaardige plaats moet hebben in de economische besluitvorming - een plek te geven bij mensen in het bedrijfsleven. Daarbij was het mooi om vanuit ons hoofdkantoor te vernemen dat het format van Leaders for Nature wereldwijd wordt overgenomen. Concrete stappen werden ook gezet op Bali, tijdens de dertiende bijeenkomst van de partijen parties in effecting sustainable ecosystem management - played a key role. Various initiatives have been started and completed as a result of our role as mediator and policy advocate, with the added value of our international NGO and knowledge network and our position as a donor of many projects in tropical and other countries. The increased awareness of sustainability caused a marked increase in questions, which meant a considerable workload for our staff. In 2007, the policy advocacy of IUCN NL proved to be very effective. The open letter addressed to parliament and the government, written by leading figures in the business community, in which the signatories offered to play an effective and supportive role concerning ecological issues based upon a collective long-term vision was of enormous influence. Some of the civic organisations had to grow accustomed to this new role, especially the more business-oriented organisations such as the umbrella organisation VNO-NCW. In April 2007, the open letter was followed by ten concrete recommendations to the new government, which were drawn up by IUCN NL in cooperation with its member organisations and representatives from the business community. In October 2007, over 2,500 young employees of Dutch leading businesses, called Young Leaders for Nature, requested their CEOs to put in more effort towards realising the commitments of the open letter. This meant the open letter had come full circle. IUCN NL supported this initiative and we will continue to promote ecosystem thinking - recognising the equality of ecology in economic decision-making - with our Leaders for Nature programme in We were very pleased to hear from our head quarters that our Leaders for Nature format will be adopted worldwide. The parties attending the thirteenth assembly for the Climate Treaty on Bali have taken concrete measures as well. For the first time, counteracting deforestation through the use of CO 2 credits was on the agenda, and there were elaborate discussions on REDD (Reducing Emissions from Deforestation and Degradation). In the coming years, the

7 van het Klimaatverdrag. Voor het eerst stond het tegengaan van ontbossing door het benutten van CO 2 credits op de agenda en werd er uitvoerig gesproken over REDD (Reducing Emissions from Deforestation and Degradation). Bosbehoud als instrument tegen klimaatverandering zal de komende jaren van groot belang worden en IUCN NL zal REDD binnen de HIER-coalitie samen met anderen verder uitvoeren. In 2007 ging ook het Nature and Poverty Knowledge and Learning Network (NP.net) van start. Met NP.net is IUCN NL begonnen - samen met zeventien partners, waaronder Wereld Natuur Fonds, HIVOS, Wetlands International, Stichting Natuur en Milieu, Both Ends en Friends of the Earth - met het bijeenbrengen van de mondiale expertise op het raakvlak van natuurbescherming en armoedebestrijding. Het is niet alleen een verdieping van onze relaties met partners in een groot aantal tropische landen, maar dwingt ons ook om na te denken over de relatie tussen mens en natuur. Het Ecosystem Grants Programme, het financieren van kleinschalige projecten in ontwikkelingslanden, werd met steun van het Ministerie van Buitenlandse Zaken, de Nationale Postcode Loterij en een nieuwe financier, de Turing Foundation, vernieuwd en voortgezet. De focus ligt op duurzaam ecosysteembeheer van wetlands, bossen, kustgebieden door en samen met lokale organisaties in de Pantanal en het Guiana Shield (Zuid-Amerika), Zuidoost-Azië en Centraal- en West-Afrika. Daarbij hebben we gekeken naar nieuwe interventiestrategieën en heroriëntatie op de partnerorganisaties conservation of forests as an instrument against climate change will become increasingly important, and IUCN NL will take care of the further realisation of REDD within the context of the HIER campaign, in which the government, the business community and civic organizations work closely together. NP.net is a network formed by IUCN NL together with seventeen partners, including WWF, HIVOS, Wetlands International, Stichting Natuur en Milieu, Both Ends, and Friends of the Earth, which aims to collect global expertise on the combination of conservation and poverty alleviation. This does not only mean that our relations with partners in a large number of tropical countries intensified, but also that we had food for thought on the relationship between humans and nature. The Ecosystem Grants Programme - funding small-scale projects in developing countries - was renewed and continued thanks to support from the Dutch Ministry of Foreign Affairs, the lottery the Nationale Postcode Loterij and a new financial backer, the Turing Foundation. We are focussing on the sustainable ecosystem management of wetlands, forests, and coastal areas by and together with local people in Pantanal and the Guiana Shield (Latin America), Southeast Asia and Central and West Africa. In this context, we have been studying new intervention strategies and we have also reassessed our partner organisations in developing countries. Furthermore, IUCN NL prides itself in in ontwikkelingslanden. Daarnaast zijn we trots op onze betrokkenheid bij natuurbehoud op de zes Antilliaanse eilanden binnen het koninkrijk via de Dutch Caribbean Nature Alliance. Het bericht dat Peter Nijhoff, één van de oprichters van IUCN NL en voormalig bestuurslid, na een zware ziekte was overleden trof velen van ons. Peter heeft IUCN NL vanaf het begin altijd ondersteund. Ik hoop dat u met dit jaarverslag van 2007 een goede indruk krijgt van de activiteiten van IUCN NL in dit dynamische jaar. Wij hebben daarbij zoveel mogelijk samengewerkt met onze leden en partners en zullen ook het komende jaar verder gaan om de ecosysteemcrisis vanuit Nederlands perspectief op de agenda te krijgen, daarbij gebruikmakend van concrete projecten en ervaringen. Wij willen zo bijdragen aan een groter bewustzijn van een kritische massa die nodig is om een Tipping Point - een noodzakelijke omslag (vrij naar Malcolm Gladwell) - te creëren in ons economisch denken Tot slot wil ik hierbij onze bestuursvoorzitter Doeke Eisma bedanken voor zijn inzet, interesse, betrokkenheid en de plezierige samenwerking gedurende de afgelopen jaren. The news of the death of Peter Nijhoff, co-founder and former board member of IUCN NL, after a serious illness has been a blow to many of us. Peter has been a supporter of IUCN NL from the start. I hope that the annual report of 2007 will give you a good impression of IUCN NL's activities during this dynamic year. We have cooperated with our members and partner organisations whenever we could and we will continue to put the ecosystem crisis as seen from the Dutch perspective on the agenda in the year to come, using concrete projects and experiences. This way we aim to contribute to an increasing awareness among the critical mass needed to create a turning point in our economic thinking. Finally, I wish to thank the chairman of the Board, Doeke Eisma, for his dedication, concern, and involvement, and for the pleasant way in which we have worked together during the past years. Het veroorzaakte een niet eerder vertoonde aandacht voor groen en duurzaamheid. In december 2006 publiceerden meer dan tachtig topmensen uit het bedrijfsleven op initiatief van het IUCN NL een open brief aan de politiek. Zij riepen Den Haag op om met een concrete visie te komen over milieu- en natuurbeleid, dit onderwerp hoger op de agenda te plaatsen en te verbinden aan concrete doelstellingen. Overheid, help ons duurzaam te produceren!, luidde de kern van het relaas. De overheid werd gevraagd om met het bedrijfsleven actief op zoek te gaan naar een effectieve en ondersteunende rol op basis van een gezamenlijke langetermijnvisie De brief was een openlijke erkenning dat de verschillende sectoren de transitie naar een duurzame samenleving - waarin ecosystemen een gelijkwaardige plaats hebben in het economische model - niet meer geïsoleerd kunnen bereiken.
