Op 10 oktober 2010 wordt het land Nederlandse Antillen opgeheven. Bonaire, Sint Eustatius en Saba worden dan openbare lichamen van Nederland. Wat betekenen deze veranderingen voor de drie eilanden? Wat wordt er allemaal voorbereid? Deze informatiekrant geeft uitleg over de staatkundige veranderingen en geeft antwoorden op veel gestelde vragen. BONAIRE EN NEDERLAND TEKENEN OVEREENKOMST OVER SAMENWERKING Jopie Abraham (links) en Henk Kamp na de ondertekening van het akkoord De gedeputeerde voor Staatkundige Structuur van Bonaire, Jopie Abraham, en de Commissaris voor Bonaire, Sint Eustatius en Saba, Henk Kamp hebben donderdag 22 april hun handtekening gezet onder een overeenkomst over de samenwerking en taakverdeling tussen Bonaire en Nederland na Invloed De overeenkomst beschrijft onder meer welke taken na voor Bonaire zijn en welke taken door Nederland worden uitgevoerd. Daarnaast zijn er afspraken gemaakt over de invloed en inspraak van Bonaire op wet- en regelgeving vanuit Nederland en over de samenwerking met Nederland om de groei van het aantal bewoners op Bonaire te beheersen. De besluitenlijst bevat bovendien een tekst over het recht op zelfbeschikking voor de bevolking van Bonaire. Nu er een akkoord is tussen Bonaire en Nederland over de samenwerking en taakverdeling, zijn de projecten en financiële investeringen hervat die op 22 december jl. door Nederland waren opgeschort. Sint Eustatius en Saba Sint Eustatius en Saba hebben begin november 2009 al met Nederland afgesproken wie wat gaat doen na de ontmanteling van de Nederlandse Antillen. CENTRUM VOOR JEUGD EN GEZIN STATIA OPEN 4 MILJOEN GULDEN VOOR HAVEN SABA Gedeputeerde Havenzaken Bruce Zagers en directeur USONA, Reginaldo Doran, hebben een financiële overeenkomst van 4 miljoen gulden getekend voor de verbetering van de haven van Saba. De financiering is mogelijk gemaakt met geld van Nederland voor ontwikkelingsprojecten op de Nederlandse Antillen. Zagers: Het upgraden van de haven is van groot economisch belang van Saba. Het project start binnen 4 maanden. Het Centrum, gehuisvest in een historisch gebouw in het centrum van Oranjestad, is na Saba het tweede Centrum voor Jeugd en Gezin op de Nederlandse Antillen. Professionele hulp Gedeputeerde Hooker: Ik hoop dat veel ouders en kinderen gebruik maken van de diensten van het Centrum voor Jeugd en Gezin. Marga Drewes, kwartiermaker Jeugd en Gezin: Ik ben blij met zoveel Statiaanse medewerkers bij Jeugd en Gezin. Samen met de deskundigen uit Nederland, kan het Centrum een echte Statiaanse organisatie worden. Samenwerking Het eerste Centrum voor Jeugd en Gezin, op Saba, is 23 april geopend. De Centra coördineren het werk van de jeugdorganisaties op de eilanden. Beide Centra werken dan ook nauw samen met bestaande organisaties op de eilanden. Bonaire Ook op Bonaire komt een Centrum voor Jeugd en Gezin. Gedeputeerde Marugia Janga is samen met de kwartiermaker Jeugd en Gezin, de jeugdorganisaties en de eilanddiensten op zoek naar een geschikte lokatie voor het Centrum voor Jeugd en Gezin Bonaire. Zodat ouders en de jeugd ook op Bonaire op één plek terecht kunnen met al hun vragen over opvoeden en opgroeien. Kamp gaf de medewerkers van Duijn tekst en uitleg over de rol van Nederland als opvolger van de Nederlandse Antillen op Bonaire. De Commissaris was eerder op bezoek bij de medewerkers van supermarkt de Warehouse, restaurant It Rains Fishes en autodealer Akkermans op Bonaire.

4 ANTWOORDEN OP VEELGESTELDE VRAGEN Op dit moment zijn de meeste arbeiders niet aangesloten bij een vakbond. Dit uit angst voor negatieve maatregelen van de werkgevers. Krijgen wij in de toekomst meer rechten en vrijheid om ons aan te sluiten bij een vakbond? Op Bonaire, Sint Eustatius en Saba zijn de vakbonden met uitzondering van de publieke sector beperkt georganiseerd. Klachten over onder meer intimidatie, onderbetaling of beperking van de vakantiedagen worden nu behandeld door de directie Arbeidszaken. Vanaf komen deze klachten binnen bij Sociale Zaken en Werkgelegenheid van de Nederlandse overheid. Wordt het dagonderwijs voor de kinderen verbeterd? Komt er meer controle? En hoe zit het met de besturen? Worden die niet meer politiek gestuurd? Het onderwijs valt na onder het toezicht van de Nederlandse Inspectie van het Onderwijs. De inspectie bezoekt een aantal malen per jaar de scholen. De resultaten van die bezoeken worden openbaar gemaakt in het onderwijsverslag. De bekostiging van de scholen gebeurt na ook rechtstreeks door de Nederlandse overheid. De scholen zijn dus niet afhankelijk van de politiek. Alle voorschriften voor de bekostiging worden in de wet vastgelegd. De eigen verantwoordelijkheid van de scholen wordt vergroot. De nieuwe landelijke overheid zal de scholen, als ze dat willen, ondersteunen bij het dragen van die grotere verantwoordelijkheid door trainingen van het management en schoolbesturen. Ik moet met mijn kind naar Curaçao voor een operatie. Ik heb daar geen familie en moet dus in een hotel verblijven. Alleen de vergoeding die ik krijg, is bij lange na niet voldoende. Wordt dit in de toekomst anders? Er wordt gewerkt aan het uitbreiden van het aantal specialismen in de ziekenhuizen op Bonaire, Sint Eustatius en Saba. Hierdoor zijn er veel minder medische uitzendingen naar Curaçao en Sint Maarten nodig. Als uitzending toch nodig is, vallen de verblijfskosten van de begeleider in eerste instantie onder de nieuwe ziektekostenverzekering die per 1 januari 2011 ingaat. Hoe hoog het te vergoeden bedrag voor de verblijfskosten wordt, is nog niet bekend. Hoe wordt de armoede op Bonaire, Sint Eustatius en Saba aangepakt? De armoede op Bonaire, Sint Eustatius en Saba wordt op meerdere manieren aangepakt. De financiering van het onderwijs is daar één van. Zo is het onderwijs aan publiek bekostigde scholen gratis, worden schoolboeken door de Nederlandse overheid gratis verstrekt en mag aan ouders slechts een niet verplichte ouderbijdrage worden gevraagd. Ook de invoering van een algemene ziektekostenverzekering is zo' n manier. Eveneens is gekeken naar de hoogte van bijvoorbeeld de AOV-uitkering. Deze gaat per 1 januari 2011 omhoog van 800 naar 920 NAf (512 dollar). Ook is belangrijk dat mensen die nu niet of nauwelijks in staat zijn om een eigen inkomen te verdienen, geholpen gaan worden om weer aan de slag te komen. Werk is een heel goede manier om armoede aan te pakken. Is er al meer zekerheid over het nieuwe belastingstelsel, omzetbelasting en de inkomstenbelasting? De Tweede Kamer heeft ingestemd met het voorstel om in de periode van 10 oktober 2010 tot 1 januari 2011 het bestaande Nederlands-Antilliaanse fiscale stelsel voort te zetten. Het is de bedoeling dat deze tijdelijke overgangsmaatregel op 1 januari 2011 wordt vervangen door het nieuwe fiscale stelsel voor Bonaire, Sint Eustatius en Saba. Het is de verwachting dat de hiervoor benodigde wetsvoorstellen (Belastingwet BES, Douane- en Accijnswet BES en Invoeringswet fiscaal stelsel BES) na de verkiezingen van 9 juni door de Tweede Kamer worden behandeld. Komt er een erfgoedbelasting? Nee. Als de Tweede Kamer de belastingvoorstellen van de Nederlandse regering aanvaardt, komt er geen erfgoedbelasting of een daarmee vergelijkbare belasting op Bonaire, Sint Eustatius en Saba. Gaat alles met de invoering van de dollar duurder worden net zoals met de invoering van de euro in Nederland? In Nederland was het vooral de horeca waar het fout ging met de invoering van de euro. Bij de horeca speelden er tegelijk met de invoering van de euro diverse belastingwijzigingen. Dit had in feite niets met de omwisseling te maken. In Europa is veel geleerd van de overgang naar de euro. Deze lessen gaan ook op Bonaire, Sint Eustatius en Saba worden toegepast. De Nederlandse Consumentenbond heeft bijvoorbeeld voor Bonaire, Sint Eustatius en Saba een prijsmonitor ontwikkeld. Hiermee kan elke maand gemeten worden wat de prijsveranderingen per bedrijf zijn. Daarnaast helpt melding door het publiek van onterechte prijsstijgingen. Tot wanneer kan ik met de NAf betalen? De Tweede Kamer heeft op verzoek van Bonaire, Sint Eustatius en Saba ingestemd met de invoering van de dollar op de drie eilanden. Dit betekent dat per 1 januari 2011 de Antilliaanse gulden wordt vervangen door de Amerikaanse dollar. Op Bonaire, Sint Eustatius en Saba kan in de maand januari naast de dollar met Antilliaanse guldens betaald worden. De winkels zullen dan dollars als wisselgeld teruggeven. Daarna zijn er nog beperkte mogelijkheden om guldens om te wisselen voor dollars. Sint Eustatius en Saba hebben een eigen Centrum voor Jeugd en Gezin. Waarom heeft Bonaire niet een Centrum voor Jeugd en Gezin? Ook op Bonaire komt een Centrum voor Jeugd en Gezin. Gedeputeerde Marugia Janga is samen met de kwartiermaker Jeugd en Gezin, de jeugdorganisaties en de eilanddiensten op zoek naar een geschikte lokatie. Alle betrokkenen kijken er naar uit ook op Bonaire het Centrum voor Jeugd en Gezin te gaan ontwikkelen, zodat ouders en jongeren ook op Bonaire op één plek terecht kunnen met al hun vragen over opvoeden en opgroeien. Staatssecretaris Bijleveld is zich ervan bewust dat deze wetswijzigingen met regels voor het homohuwelijk, abortus en euthanasie gevoelig liggen op Sint Eustatius, maar ook op Bonaire en Saba. De invoering van de nieuwe wetten zal daarom met grote zorgvuldigheid gebeuren, rekening houdend met de gevoelens die bij de bevolking leven en in samenwerking met de eilandsbesturen. E U S T A T I U S E N S A B A is approaching. The Netherlands Antilles will be dissolved as a country on 10 October Bonaire, St. Eustatius and Saba will become public bodies of the Netherlands. What are the consequences of these changes for the three islands? This information bulletin provides an explanation of the political changes and provides answers to frequently asked questions. BONAIRE AND THE NETHERLANDS SIGN COLLABORATION AGREEMENT Jopie Abraham (left) and Henk Kamp after the signing of the agreement On Thursday 22 April 2010, Commissioner for Constitutional Affairs of Bonaire, Jopie Abraham, and Commissioner for Bonaire, St. Eustatius and Saba, Henk Kamp, signed an agreement on the collaboration and the division of tasks between Bonaire and the Netherlands after Influence The agreement describes which tasks will be carried out by Bonaire and those which will be carried out by the Netherlands after Furthermore, agreements have been reached regarding the influence and participation of Bonaire in the legislative process with regard to laws and regulations adopted by the Netherlands. The agreement also describes how both partners will collaborate to control the growth of the number of residents on Bonaire. Moreover, the decision list makes provision for the right of self-determination of the population of Bonaire. Now this agreement has been reached between Bonaire and the Netherlands regarding collaboration and the division of tasks, projects and financial investments, which were suspended by the Netherlands on 22 December 2009, have resumed. St. Eustatius and Saba St. Eustatius and Saba already reached agreement with the Netherlands in the beginning of November 2009 regarding the division of tasks after the Netherlands Antilles have been dissolved. CENTRE FOR YOUTH AND FAMILY EUSTATIUS OPEN 4 MILLION GUILDERS FOR THE SABA HARBOUR Harbour Affairs Commissioner, Bruce Zagers, and the Director of USONA, Reginaldo Doran, have signed a financial agreement of 4 million guilders for the improvement of Saba's harbour. The financing was made possible with development aid funds from the Netherlands for projects on the Netherlands Antilles. Zagers: Upgrading the harbour is of major economic importance for Saba. The project will start within four months. Collaboration The first Centre for Youth and Family opened on Saba on 23 April The centres will coordinate the work of youth organisations. They will therefore work closely with existing organisations on the islands. Marga Drewes, Quartermaster Youth and Family: I am pleased with so many employees from St. Eustatius at the Centre for Youth and Family. Together with experts from the Netherlands, the Centre can become a real St. Eustatius organisation. Bonaire A Centre for Youth and Family will also be established on Bonaire. Commissioner Marugia Janga, together with the Quartermaster Youth and Family, Marga Drewes, youth organisations and social services are presently looking for a suitable location for the Centre for Youth & Family on Bonaire. Once this is realized, parents and young people can also turn to one location on Bonaire for answers to all of their questions about raising children and growing up. Commissioner for Bonaire, St. Eustatius and Saba, Henk Kamp, recently visited Duijn Bonaire and Duijn Blokkenfabriek [building block factory] on Bonaire. Kamp explained the role of the Netherlands as the successor to the Netherlands Antilles on Bonaire to the factory employees. Commissioner Kamp held similar informal information sessions for employees of supermarket Warehouse, restaurant It Rains Fishes and car dealer Akkermans on Bonaire.

6 ANSWERS TO FREQUENTLY ASKED QUESTIONS At present, the majority of workers are not trade union members as they are afraid their employers may take negative measures. Will we have more rights and freedom to join a trade union in the future? On Bonaire, St. Eustatius and Saba, trade unions, with the exception of the public sector, are organised to a limited extent. Complaints about, among others, intimidation, underpaid work or a limited number of holiday days are currently reviewed by the Director of Labour Affairs. As of , these complaints will be reviewed by the Ministry of Social Affairs and Employment of the Dutch government. Will daytime education for children be improved? Will there be more supervision? And what about school boards? Will they no longer be controlled by politics? After , schools will be supervised directly by the Dutch Education Inspectorate. The inspectorate will visit schools a number of times each year. The results of these visits will be made public in the education report. The funding of schools will also take place directly by the Dutch government after Schools will therefore not be dependent on politics. All regulations governing the funding are laid down in the law. The own responsibility of schools boards will be increased. If necessary, the new national government will support schools in bearing this new responsibility by providing training for management and school boards. I have to take my child to Curacao for an operation. I have no relatives there and therefore I must stay in a hotel. However, the compensation that I receive is not at all sufficient to cover the expenses. Will this be different in the future? The number of specialists in hospitals on Bonaire, St. Eustatius and Saba will increase. As a result, fewer medical trips for treatment in Curacao and St. Maarten will be necessary. Should treatment elsewhere still be necessary then the accommodation costs of one accompanying person will be covered initially by the new healthcare costs insurance that will be introduced on 1 January The level of the to be compensated amount for accommodation is not yet known. What will be done to combat poverty on Bonaire, St. Eustatius and Saba? Poverty on Bonaire, St. Eustatius and Saba will be combated in several ways. The funding of schools is one way. For instance, education at publically funded schools will be free. Schoolbooks will be made available by the Dutch government free of charge and parents may only be requested to pay a non-mandatory parental contribution. The introduction of general health care costs insurance is also a way to combat poverty. The level of, for example, the occupational disability benefit (AOV) also known as the Old Age Pension has also been examined. This benefit will be increased from 800 to 920 NAf (512 dollars) as of 1 January It is also important to note that people, who are currently not able or hardly are able to earn an income, will receive help to find employment. Employment is a very good way to combat poverty. Is there already more certainty regarding the new tax system, turnover tax and income tax? The Dutch House of Representatives has approved the proposal to continue with the existing Netherlands Antilles tax system in the period 10 October 2010 up until 1 January It is the intention that this temporary transitional measure be replaced on 1 January 2011 by the new tax system for Bonaire, St. Eustatius and Saba. It is expected that the necessary legislative proposals for this (Tax Act BES, Customs and Excise Duties Act BES and Implementation Act Tax System BES) will be submitted to the Dutch House of Representatives after the elections of June 9th. Will an inheritance tax be introduced? No. When the House of Representatives approves the tax proposals of the Dutch government, an inheritance tax or comparable form of taxation will not be introduced on Bonaire, St. Eustatius and Saba. Will everything become more expensive with the introduction of the US dollar as was the case with the introduction of the euro in the Netherlands? In the Netherlands, it was mainly the hotel, café and restaurant sector where the introduction of the euro went wrong. In this sector, a number of changes in the tax system were implemented at the same time as the introduction of the euro. Actually, this was not related to the transition. Europe has learned a lot from the transition to the euro. These lessons will also be applied on Bonaire, St. Eustatius and Saba. For example, the Dutch Consumer Union has developed a price monitor for Bonaire, St. Eustatius and Saba. With this price monitor, each month the price changes per company can be measured. It is also the intention that a price decree will be introduced which makes it obligatory that, for example, supermarkets list the price of products in both dollars and in NAf. Furthermore, it is also useful when the public reports unjust price increases. Until when can I still pay with the NAf? The Dutch House of Representatives has approved the introduction of the US dollar on the three islands at the request of Bonaire, St. Eustatius and Saba. This means the Antillean guilder will be replaced by the US dollar on 1 January In the month of January, in addition to the US dollar, it will still be possible to pay with Antillean guilders on Bonaire, St. Eustatius and Saba. Businesses will then give change in US dollars. After that, there will still be limited possibilities to exchange guilders for dollars. St. Eustatius and Saba have their own Centre for Youth and Family. Why doesn t Bonaire have a Centre for Youth and Family? A Centre for Youth and Family will also be established on Bonaire. Commissioner Marugia Janga, together with the quartermaster Youth and Family, youth organisations and the social services, is looking for a suitable location. All parties involved are looking forward to also establishing a Centre for Youth and Family on Bonaire, so that parents and young people can turn to one location with all their questions regarding raising children and growing up. What is the Secretary of State going to do with the proposal of the Island Council of St. Eustatius against the accelerated introduction of same-sex marriage, euthanasia and abortion? The Dutch House of Representatives had decided by majority to reduce the proposed transition term of five years to one and two years. Secretary of State Bijleveld is aware these amendments containing rules regarding same-sex marriage, abortion and euthanasia are sensitive issues on St. Eustatius and also on Bonaire and Saba. The implementation of the new laws will therefore take place with great care, taking into account the sentiments of the population and in cooperation with the Island Governments.
