2 NORMCOMMISSIE NEN Industrie & Veiligheid Postbus GB Delft Vlinderweg AX Delft T F Algemene gegevens 1.1 Commissie logistiek@nen.nl Nederlands Normalisatie-instituut 1.2 Werkgebied Normering ten aanzien van Spoorwegtoepassingen op niet-elektrotechnisch gebied, zoals draaistellen, wissels, rails, spoorweg/voertuig interactie. De normcommissie is verantwoordelijk voor de Nederlandse inbreng in CEN/TC 256 "Railway applications" en de daarmee verbonden CEN/CLC/WG FPR "Fire protection for railway applications". CEN/TC 256 is verantwoordelijk voor de normering in het kader van richtlijnen voor openbare aanbesteding en interoperabiliteit van spoorwegen en veiligheid. Het doel van de interoperabiliteitsrichtlijn 2008/57/EG is de onderlinge koppeling van de spoorwegsystemen in de verschillende Europese lidstaten. Het is van belang dat de spoorwegondernemingen in toenemende mate toegang krijgen tot de spoorwegnetten in de Europese Unie. Interoperabiliteit van de infrastructuur, de installaties en het rollend materieel is daarom noodzakelijk. De richtlijn stelt in combinatie met de Technische Specificatie voor Interoperabiliteit (TSI's) eisen aan deze bovengenoemde onderdelen van het spoorwegsysteem. In toenemende mate wordt voor de invulling van deze eisen naar normen verwezen. CEN/TC 256 heeft inmiddels ruim 200 normen gerealiseerd met betrekking tot spoorwegtoepassingen op niet elektrotechnisch gebied zoals draaistellen, wissels, rails, spoorweg/voertuiginteractie etc. Het huidige werkprogramma omvat nog ruim 100 onderwerpen die moeten leiden tot nieuwe normen of revisies van eerder gepubliceerde normen. Naast de normen voor het conventionele spoor en het hogesnelheidsnet heeft de industrie aangegeven ook normen voor Urban Rail op te willen stellen. 6 6/10 5 Werkprogramma, doelstellingen en geplande activiteiten 5.1 Nationaal werk NC treedt op als schaduwcommissie van CEN/TC 256, ISO/TC 17/SC 15 en ISO /TC 269 en heeft geen nationaal werkprogramma. De nationale normcommissie vergadert tweemaal per jaar op reguliere basis en komt daarnaast op ad-hoc basis bijeen voor de bespreking van specifieke normontwerpen. 5.2 CEN/CENELEC werk De Europese normcommissie CEN/TC 256 vergadert tweemaal per jaar. Binnen TC 256 zijn er 3 subcommissies die elk eveneens tweemaal per jaar bijeen komen. NEN voert het secretariaat van één Werkgroep (WG 39 Safety protection on the track during work) en van CEN/TC 256/ SC 2 Rolling stock products. Voor werkgroep WG 39 zijn in plenaire bijeenkomsten gepland naast een aantal bijeenkomsten van projectgroepen. 5.3 ISO/IEC werk In ISO/TC 17/SC 15 Railway rails and their fasteners worden zoals uit de titel blijkt een aantal specifieke spoorwegonderdelen behandeld. In 2012 is TC 269 Railway applications opgericht. Een indeling van deze TC alsmede het werkprogramma is nog in ontwikkeling. Deze TC onderhoudt een nauwe band met CEN/TC 256 In verschillende andere ISO/TC s zijn onderwerpen aan de orde gekomen die voor spoorwegtoepassingen relevant kunnen zijn. In het geval het meer specifieke spoorwegonderwerpen betreft zullen deze naar verwachting geleidelijk aan bij ISO/TC 269 worden ondergebracht.
