1 Betreft: kinderen en jongeren binnen de SDG s 1 februari 2016 Geachte heer Smits, Kinderen en jongeren spelen een essentiële rol bij de Sustainable Development Goals. Zij zijn de makers and markers van duurzame ontwikkeling. Zo n duurzame ontwikkeling begint met kinderen die gezond, onderwezen en veilig zijn; tegelijkertijd hebben kinderen een duurzame en veilige leefomgeving nodig om op te kunnen groeien. Op dit moment wordt gewerkt aan het vaststellen van indicatoren die straks de vooruitgang van de SDG s inzichtelijk maken. De ondertekende kinderrechtenorganisaties willen het ministerie van Buitenlandse Zaken en het Centraal Bureau voor de Statistiek bedanken voor het inzichtelijke proces rondom het vaststellen van deze indicatoren en complimenteren met de tot nu toe behaalde resultaten. Middels deze brief willen wij u oproepen om bij het definitief vaststellen van de indicatoren de volgende punten in ogenschouw te nemen: Neem ook kwalitatieve indicatoren op zodat de beleving van kinderen en jongeren kan worden meegenomen. In de bijlage treft u hiervoor concrete aanbevelingen. 1 Neem bij de indicatoren ook op of er beleid wordt gemaakt om de doelen te behalen en of er concreet wordt geïnvesteerd middels het vrijmaken van budget; en Maak, als het gaat om het nationale raamwerk, gebruik van bestaande dataregistratie- en monitoringssystemen. Voorbeelden hiervan zijn onder andere het Jaarbericht Kinderrechten, Kinderen in Tel en de Kinderrechtenmonitor. Daarnaast bieden wij graag onze ervaring en expertise aan om mee te denken bij verdere discussies over de methodiek, ontwikkeling en implementatie van deze veelbelovende nieuwe wereldagenda. In de hoop dat alle kinderen, met nadruk op de meest kwetsbare kinderen, toegang krijgen tot onderwijs, gezondheidszorg, schoon water, voldoende voeding en bescherming en zich zo de komende vijftien jaar kunnen ontwikkelen tot volwaardige volwassenen binnen een eerlijke, duurzame samenleving. This is especially relevant for the indicators , , 11.a.1, and Subgoal 4.7 By 2030, ensure that all learners acquire the knowledge and skills needed to promote sustainable development, including among others, through education for sustainable development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace and nonviolence, global citizenship and appreciation of cultural diversity and of culture s contribution to sustainable development. Subgoal Not only topics in environmental science and geoscience, but a broad curriculum based on alpha, beta and gamma sciences. Extent to which (i) global citizenship education and (ii)education for sustainable development (including climate change education) are mainstreamed in (a) national education policies (b) curricula (c) teacher education and (d) student assessment /qualitative indicator. Subgoal 10.7 Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies Number of detected and non-detected victims of human trafficking per 100,000 population, by sex, age group and form of exploitation Disaggregate this indicator by age groups of children (not only <18, but also age groups of Subgoal 11.5 By 2030, significantly reduced number of deaths and number of people affected and substantially decreased the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations Proposed indicator: Number of children that is not able to participate in education, due to disasters. Include the other groups as well. Subgoal 12.8 By 2030, ensure that people everywhere have the relevant information and awareness for sustainable development and lifestyles in harmony with nature. Comment: Specify what sustainable development includes. It should include more than just nature, also include aspects such as social awareness, human rights and children s rights, etc. Awareness of children about their role in sustainable development Subgoal 13.1 Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries Number of children that is not able to participate in education, due to disasters.
