1 SummerHolidayExchangeProgram maakt deel uit van het Short Term Exchange Program binnen Rotary International en is een kort intercontinentaal zomervakantie uitwisselings-programma Family to Family Over de inhoud: Een must voordat je besluit je als kandidaat deelnemer aan te melden. De brochure bevat naast informatie over het SHEP, instructies over een correcte aanmeldings-procedure voor kandidaat deelnemers en de rol die sponsor- Rotaryclubs hierbij vervullen. 2 Inleiding: certificering Vanaf Rotaryjaar heeft Rotary International alle Rotarydistricten world wide verplicht, indien men deel wilt nemen aan een Jeugduitwisseling, te voldoen aan een aantal voorwaarden. Indien men hieraan voldoet dan komt men in aanmerking (gecertificeerd worden) deel te nemen aan deze Jeugduitwisselingsprogramma s die onder auspiciën van hen plaats vinden. Rotary International formuleert 67 criteria waaraan moet worden voldaan en vragen die beantwoord moeten worden, alvorens van certificering sprake kan zijn. De certificering die Rotary International vereist voor alle Jeugdprogramma s draagt bij aan de veiligheid van de deelnemende uitwisselingsjongeren. Voor die certificering is het nodig dat het Jeugduitwisselingsprogramma wordt uitgevoerd door een rechtspersoon, in ons geval de Stichting Multi District Jeugd Commissie (MDJC). Er moet bovendien een toereikende wettelijke aansprakelijkheidsverzekering zijn afgesloten. Een gedragscode met betrekking tot sexual abuse and harassment is vereist. Door middel van het mede ondertekenen van het application formulier stemt een Rotaryclub die deelneemt aan een uitwisselingsprogramma in met de gedragslijnen die voor jeugduitwisseling gelden. Onofficiële jeugduitwisseling (omschreven als backdoor exchange ) is niet toegestaan. Aanmeldingsformulieren en verklaringen die betrekking hebben op een jeugduitwis selingsprogramma moeten worden bewaard. Voor elk jeugdprogramma geldt dat de deelnemers moeten worden geselecteerd. Daarvoor zijn nodig gesprekken en geschreven verklaringen. Uitwisselingsjongeren zijn verplicht zelf een reisverzekering te regelen. De MDJC kan daarbij adviseren. Voor gastgezinnen en meewerkende vrijwilligers wordt een betrouwbaarheidsonderzoek verondersteld, door middel van gesprekken, geschreven verklaringen en waar nodig het nagaan van referenties. Wie deelneemt aan, of betrokken is bij, een jeugdprogramma moet zich voldoende oriënteren en informeren. Dat geldt voor studenten, ouders, gastgezinnen, maar ook voor districtsgouverneurs, Youth Exchange Officers, counselors en andere vrijwilligers. Zij worden geacht aan specifieke trainingen en oriëntaties deel te nemen. De oriëntatie richt zich op programmaregels en -afspraken, procedures, gedragscodes, verwachtingen en de preventie van abuse. De organisatoren van voorlichtingsbijeenkomsten registreren wie daaraan hebben deelgenomen

3 Ter ondersteuning en begeleiding van elke jongere wijst de Rotaryclub een counselor aan, een Rotarian die ook de communicatie onderhoudt met de Rotaryclub, het herkomstgezin, het gastgezin en de gemeenschap waarin de jongere verblijft. Een Rotarycounselor mag geen deel uitmaken van een gastgezin. Jongeren die deelnemen aan een uitwisselingsprogramma moeten te allen tijde een vertrouwenspersoon kunnen bellen. Zij moeten vóór het deelnemen aan een programma weten, wie hun contactpersoon in de Multidistrictsorganisatie is, en informatie hebben over de gouverneur, de clubvoorzitter, de Rotarycounselor en de vertrouwenspersonen

4 Program Rules and Conditions of Exchange By the Laws of the Host Country - If found guilty of violation of any law, student can expect no assistance from Rotary or their native country. Student will be returned home as soon as released by authorities. I. The student is not allowed to possess or use illegal drugs. Medicine prescribed by a physician is allowed. II. The student is not authorized to operate a motorized vehicle of any kind which requires a federal/state/provincial license or participate in driver education programs. III. The illegal drinking of alcoholic beverages is expressly forbidden. Students who are of legal age in host country should refrain.. IV. Stealing is prohibited. There are no exeptions. V. Unauthorized travel is not allowed. Students must follow the travel rules of the Host District. VI. The student must be covered by a health and live insurance policy agreeable to the Hosting District. VII. The student must abide by the rules and conditions of exchange of the Hosting District provided to you by the District Youth Exchange Committee. VIII. The student must return home directly by a route mutually agreeable to the Host District and student s parents. IX. The student shall have sufficient financial support to assure his/her well-being during the exchange. Any unusual costs relative to a student s early return home or other unusual costs shall be the responsibility of the student s own parents/guardians. X. You will be under the Hosting District s authority while you are an exchange student. Parents/guardians must avoid authorizing any extra activities directly to their son/daughter. The Host Club and District Youth Exchange officers must authorize such activities. Relatives in the host country will have no authority over the student while they are in the program. 5 HANDLEIDING - Rotary - Summer Holiday Exchange Program (SHEP) 1. Algemeen Het zomervakantie-uitwisselingsprogramma heeft als belangrijkste kenmerk dat het een family to family programma is. Scholieren uit Nederland brengen in een gezin, meestal gelegen in een land buiten Europa (Intercontinentaal), gedurende onze zomervakantie een aantal weken door. Ze zijn te gast bij leden van de plaatselijke Rotaryclub of bij gezinnen die de plaatselijke club daarvoor geschikt acht. Een zoon of dochter uit dat gezin heeft zich ook voor het programma aangemeld en zal: A. - indien uitwisseling plaats vindt met landen gelegen op het Noordelijk Halfrond in de voorafgaande of daarop volgende maand bij de Nederlandse familie te gast zijn. De uitwisselingsperiode is dan meestal 2x3 à 4 weken; B. - bij uitwisseling met landen gelegen op het Zuidelijk Halfrond vindt de ontvangst in Nederland in december/januari plaats. De uitwisselingsperiode is dan meestal 2x5 à 7 weken. Wederkerigheid (op gezinsniveau) is bij dit programma een dwingende eis. 1.1 Wat houdt de uitwisseling in Het programma biedt uitstekende mogelijkheden om niet alleen vakantie te hebben, maar ook om kennis te maken met andere leefstijlen en culturen. Daarbij wordt ervan uitgegaan dat men zowel elders als hier bij de eigen vakantie-planning rekening houdt met de ontvangst. 1.2 Wie kunnen deelnemen Aan het programma kan deelgenomen worden door schoolgaande jongelui (zowel van Rotarians als niet-rotarians) in de leeftijd van 16 tot 19 jaar, gerekend naar de datum van 1 juli van het jaar waarin de uitzending plaatsvindt. Men moet er rekening mee houden dat het niet altijd mogelijk is dat men met een aspirant deelne(e)m(st)er van hetzelfde geslacht wordt uitgewisseld. Ook kan er wel eens sprake zijn van een iets groter leeftijdsverschil, aangezien inter-continentaal niet dezelfde leeftijdsgrenzen worden gehanteerd. Het komt wel eens voor dat de aspirant deelnemers van elders jonger in leeftijd zijn. In overleg met de kandidaat deelne(e)m(st)er wordt dan een Match gemaakt - 5 -

6 1.3 Naar en uit welk land? De kandidaat kan bij aanmelding aangeven naar welk land hij/zij uit-gewisseld wilt worden. Bij plaatsing wordt met deze voorkeur zo veel mogelijk rekening gehouden. De landen waaruit men kan kiezen en waarmee afgelopen jaren uitgewisseld werd, zijn: Zuid Amerika : ARGENTINË (B) / BRAZILIË (B) / ECUADOR (A+B) Midden Amerika : MEXICO (A) Noord Amerika : U.S.A. / CANADA (A) Afrika : REPUBLIEK ZUID AFRIKA (B) Azië : JAPAN (A) / TAIWAN (A) (Zie voor A en B rubriek 1 Algemeen) 2.1 De aanmelding (van Nederlandse jongeren) Ieder jaar wordt in september de keuzemogelijk bekend gemaakt (zie 1.3). De perioden waarin de uitwisseling plaats vindt, ligt tussen de laatste week juni en eind augustus. Voor de genoemde landen van het Zuidelijk Halfrond is de terugontvangst in Nederland een aantal weken in december/januari. Derhalve is het uiterst belangrijk bij aanmelding exact de vakantieperiode van de kandida(a)t(e) op te geven Het bepalen van de uitwisselingsperiode is een aangelegenheid van de SHEPcoördinatoren, evenals het collectief boeken van de vliegreizen. Uitzonderingen daarop worden niet gemaakt. Mocht men in het buitenland het overeengekomen aantal uitwiselingen, door onvoldoende kandidaten, niet halen, dan wordt er in goed overleg met de deelnemer/ zijn ouders gezocht naar een zo gelijkwaardig mogelijk alternatief in een ander district/land. 2.2 Aanmelding Aanmelding dient te geschieden bij de Clubjeugdcommissaris van een (plaatselijke) Rotaryclub tussen 1 september en 31 januari. Samen wordt hiervoor een aanvraagformulier voor deelname ingevuld dat ook op internet te vinden is: download/forms Vanaf 1 september kan men dit aanvraagformulier voor deelname zenden naar de SHEP-coördinator die de aanmeldingen verzorgt. De terugontvangst van het aanmeldingsformulier bij de coördinator is bepalend voor de afhandeling/plaatsing

8 General Information and Instructions Family to family exchange (Homestays Ages 16-19) General Application Pages 3-7 and Supplementary Page A This program is for individual participants to stay with host families in another country for a few weeks. Most Homestays are reciprocal; for example, Mexican-Dutch exchange may start with a young person from Mexico spending a few weeks in The Netherlands, followed by a visit from a Dutch youth to Mexico. Such exchanges are normally family-to-family or clubto-club. During the course of this program it may be possible to participate in Rotary Tours for groups of young people from the same country or several different countries. Components of Your Application General Information: Pages 1-8 containing your Personal Information, Acceptance of the Rules and Conditions and the Guarantee Form; Copy of your passport or birth certificate. Completing your Application Your application must be legible. Typed or computer-generated applications are strongly encouraged. Answer all questions completely and as asked (do not write same, see above, or see page ). Enter the information into the space provided unless directed otherwise. To avoid any chance of misinterpretation take care with your grammar and spelling. You don t inscribe the blue parts about our District(s). Wherever the application asks for your full legal name, enter your name exactly as it appears on your passport or birth certificate. On pages that have a box in the upper right-hand corner marked Applicant Name, enter the preferred form of your name. For example, an applicant whose full legal name is Joseph David Smith might enter Joseph Smith or Joe Smith. Printing Your Application and Signing the Forms Submit four complete sets of this application. (You may also wish to make an additional set for your own records.) Sets 2-4 can be good quality photocopies. On all copies the signatures must be ORIGINAL and in BLUE. To achieve this: 1. Complete the application form but do not sign it. 2. Print four sets of the completed application (if using a typewriter or completing by hand, make three good-quality photocopies of the original). 3. Add your signature and those of your parents/legal guardians to all copies. The photo of yourself on Page 3 may be digitally inserted or attached. If attached it must be an original photograph on all four sets, not a color photocopy, The photos that you submit for Supplementary Page A may also be digitally inserted but if attached must include at least one set of originals. 11 Applicant s Name Short-Term Exchange Program Rules and Conditions of Exchange, Permissions and Declarations As a Youth Exchange Program participant supported by a Rotary club or district, you must agree to the following rules and conditions of exchange. Violation of any of these rules may result in dismissal from the program and immediate return home, at your expense. Please note that districts may edit this document or insert additional rules if needed to account for local conditions. Rules and Conditions of Exchange 1) You must obey the laws of the host country. If found guilty of violating any law, you can expect no assistance from your sponsors or native country. You must return home at your own expense as soon as released by authorities. 2) You will be under the host district s authority while you are an exchange program participant and must abide by the rules and conditions of exchange provided by the host district. Parents or legal guardians must not authorize any extra activities directly to you. Any relatives you may have in the host country will have no authority over you while you are in the program. 3) You are not allowed to possess or use illegal drugs. Medicine prescribed to you by a physician is allowed. 4) The illegal drinking of alcoholic beverages is expressly forbidden. Students who are of legal age should refrain. If your host family offers you an alcoholic drink, it is permissible to accept it under their supervision in the home. 5) You may not operate a motorized vehicle, including but not limited to cars, trucks, motorcycles, aircraft, allterrain vehicles, snowmobiles, boats, and other watercraft, or participate in driver education programs. 6) You must have travel insurance that provides coverage for accidental injury and illness, third party liability, death benefits (including repatriation of remains), disability/ dismemberment benefits, emergency medical evacuation, emergency visitation expenses, 24-hour emergency assistance services, and legal services, in amounts satisfactory to the host Rotary club or district, with coverage from the time of your departure from your home country until your return. 7) You must purchase return travel ticket before departure from the home country. 8) You must attend all orientations and trainings offered by the sending and host districts and clubs. 9) You must have sufficient financial support to assure your well-being during your exchange. Your host district may require a contingency fund for emergency situations. Unused funds will be returned to you or to your parents or legal guardians at the end of your exchange. 10) You must follow the travel rules of your host district. Travel is permitted with host parents or for Rotary club or district functions authorized by the host Rotary club or district with proper adult chaperones. The host district and club, host family and if you are under 18, your parents or legal guardians must approve any other travel in writing, thus exempting Rotary of responsibility and liability. 11) You must return home directly by a route mutually agreeable to your host district and, if under 18, your parents or legal guardians. 12) Any costs related to an early return home or any other unusual costs (language tutoring, tours, etc.) are the responsibility of you and your parents or legal guardians. 13) You should communicate with your host family, if applicable, prior to leaving your home country. The family s information must be provided to you by your host club or district prior to your departure. 14) Visits by your parents or legal guardians, siblings, or friends while you are on exchange are strongly discouraged. Such visits may only take place with the consent of the host club and district and within their guidelines. 15) Talk with your host counselor or other trusted adult if you encounter any form of abuse or harassment. Recommendations for a Successful Exchange 1) Smoking is discouraged. If you state in your application that you do not smoke, you will be held to that position throughout your exchange. 2) If placed in a host family, respect your host s wishes. Become an integral part of the family, assuming duties and responsibilities normal for a person of your age or for children in the family. 3) Make an effort to learn the basics of the language of the host country. 4) Attend Rotary-sponsored events and, if living with a family, host family events, and show an interest in these activities. Volunteer to be involved - do not wait to be asked. Page 3 5) Avoid serious romantic activity. Abstain from sexual activity. 6) Do not borrow money. Pay any bills promptly. Ask permission to use the phone or computer, keep track of all calls and time on the Internet, and reimburse the costs you incur. 7) Limit your use of the Internet and mobile phones. Excessive or inappropriate use is not acceptable. 8) If you are offered an opportunity to go on a trip or attend an event, make sure you understand any costs you must pay and your responsibilities before you go.

16 Dus: wie het eerst komt, het eerst maalt. Het aantal plaatsen per district is (zeer) beperkt. Ontvangt de coördinator binnen drie weken na verzending van de deelnamebevestiging het aanmeldingsformulier (applicationform) niet retour dan wordt aangenomen dat de kandidaat van deelname aan het SHEP afziet en komt zijn gereserveerde plaats weer vrij ten gunste van een andere kandidaat. Bij de aanmelding dient men rekening te houden met zowel de vakantie-periode in zijn regio, mogelijke dagen waarop deelgenomen zal worden aan een herexamen en/of de dag waarop de diploma-uitreiking plaatsvindt. 2.3 De aanmelding in het buitenland Tussen maart en mei wordt met de counterparts in het buitenland overleg gepleegd om onze kandidaten te matchen De buitenlandse gastgezinnen worden dan zo spoedig mogelijk bekend gemaakt. Bepaalde Rotarydistricten uit landen van het Zuidelijk Halfrond zenden hun deelnemers het eerst (in december/januari) naar Nederland alvorens onze exchange studenten in de daaropvolgende zomervakantie naar dat land worden uitgezonden. 2.4 De selectie Een eventuele selectie ligt geheel in handen van de plaatselijke Rotaryclub. Aan de hand van een lijst met gespreksvragen, die aan de Clubjeugd-commissaris (C.J.C.) wordt toegezonden, kan een sponsor-rotaryclub beoordelen of de kandidaat geschikt is om aan het Family to Family -programma deel te nemen. 2.5 Informatiedag(en) Ieder jaar wordt op de laatste zaterdagochtend in mei voor alle deelnemers aan het SHEP een landelijke informatiebijeenkomst op een centraal gelegen plaats midden in het land georganiseerd. Alle deelnemers met hun ouder(s) worden hier verwacht. Clubjeugdcommissarissen die kandidaten uitzenden zijn dan eveneens van harte welkom. Voor de deelnemers die naar het Zuidelijk Halfrond gaan vindt er tevens eind oktober een gezamenlijke bijeenkomst plaats om over de terugontvangst in december-januari te worden geïnformeerd en samen een eventueel programma samen te stellen

17 2.6 Wat verwachten wij van een deelnemer en wat van een sponsor-rotaryclub Bij de beoordeling van de aanmelding dient de Clubjeugdcommissaris ook de hardheid hiervan na te gaan in verband met de verplichting van de Rotaryclub om de buitenlandse scholier ook op te vangen en een volwaardig programma te bieden voor het geval dat de Nederlandse deelne(e)m(st)er zich, om welke reden dan ook, terugtrekt. Van de deelnemers wordt verwacht dat zij de Nederlandse Rotaryclub kennen die hun uitzending sponsort. Normaal gesproken bezoekt de aspirant SHEP-deelnemer zijn/haar sponsor-rotaryclub 1x ter kennismaking en 1x samen met zijn/haar Match tijdens een Clubbijeenkomst. Tevens wordt verwacht dat zij de plaatselijke Rotaryclub van zijn/haar match bezoeken en het Rotary Clubvaantje van de Nederlandse club bij de gastclub overhandigen. Een korte speech zal op prijs worden gesteld. Tot slot dient men na afloop een verslag over opgedane ervaringen en/of eventuele vragenlijst aan de SHEP-coördinator (retour) te zenden. 2.7 Terugontvangst Het kan voorkomen dat jouw match niet naar Nederland kan komen. Voor deze terugontvangst kan dan in overleg tussen gastgezin en coördinatoren een andere kandidaat deze plaats innemen. 2.8 Kosten De algemene kosten van deze uitwisseling bestaan uit: - het inschrijfgeld, zijnde 80,00 - de reiskosten, inclusief reis-/annuleringsverzekering; - zakgeld. Houd rekening met een bedrag van 450,00 tot 650,00 (excl. de extra kosten van door Rotary eventueel te organiseren trips). - kosten verbonden aan de terugontvangst van de buitenlandse scholier. 2.9 Rules and Conditions Het SHEP maakt deel uit van het Rotary International Youth Exchange Program en dient iedere deelnemer zich te houden aan de door Rotary International vastgestelde Rules and Conditions. (Deze Rules and Conditions kan men o.a. raadplegen op internet op de site van Rotary International en staan verkort afgedrukt in deze brochure en op pagina 2 van het applicationform.) - 8 -

18 HOE WORDT HET APPLICATIONFORM INGEVULD (aanmeldingsformulier voor deelnemers) 1. Lees VÓÓR dat je het aanmeldingsformulier gaat invullen aandachtig deze informatie over het Rotary Summer Holiday Exchange Program en pagina 2 van het in te vullen Applicationform goed door. Beschouw het invullen van je aanmeldingsformulier niet als een vervelende plicht waar je maar wat op invult. Bedenk dat anderen hiermee serieus proberen een zo goed mogelijke match voor jou te maken. Bovendien zijn jouw match en de ouders er zeer in geïnteresseerd wie ze een maand te gast krijgen. Zij proberen zich in jouw situatie in te leven. Dat doen jij en je ouders immers ook als je het applicationformulier van je match ontvangt! 2. Het aanmeldingsformulier/applicationform vind je op internet bij de informatie over korte uitwisseling: Om dit formulier te open moet op je computer het programma Acrobat Reader, geïnstalleerd zijn. Je kunt dit applicationform op de computer invullen enhierna printen. Je pasfoto en enkele familiefoto s kun je vervolgens inscannen of plak je zelf op. In deze brochure tref je verkleind het in te vullen applicationform aan. Als je dit exemplaar wilt gebruiken, dien je dit echter naar A4 te vergroten waarna je het goed, duidelijk (met zwarte inkt in blokletters geschreven) en volledig in vult. Tot slot: Als het applicationform is ingevuld dienen alle noodzakelijke handtekeningen geplaatst te worden. Op pagina 4 onder aan de tekst Permission for Medical Care de deelnemer, vader, moeder en Rotary Clubvertegenwoordiger. Op pagina 7 tekent bij Sending Club de voorzitter en secretaris of CJC. In totaal dus 5 handtekeningen! 3. Maak van het orgineel ingevulde aanmeldingsformulier 3 fotokopiën t.w. 1 voor jezelf, 1 voor jouw Sponsor Rotaryclub en een extra kopie om mee op te sturen naar de coördinator. 4. Wat moet je opsturen bij aanmelding: 1. Het volledig en goed ingevulde Applicationform (aanmeldings-formulier) voor korte uitwisseling (SHEP) + 1 duplicaat; 2. 3 pasfotos (2 voor op pag. 1 van het appl.form, + 1 los); 3. Het formulier waarop alle database-gegevens zijn gecontroleerd, bijgewerkt/ ingevuld; 4. Het door de deelnemer ondertekende formulier waarin hij/zij verklaart de info/handleiding te hebben gelezen en hiermee accoord te gaan

19 5. Een kopie van jouw paspoort 6. Het verschuldigde bedrag voor deelname aan het uitwisselings-programma, 80,00 moet je DIRECT overmaken op bankrekening t.n.v L.M.M. Alberts met vermelding van jouw naam + aanmeldingsnummer. Dit bedrag dient binnen 14 dagen na inschrijving binnen te zijn. Deelnemers waarvan betaling achterwege blijft en/of onvolledig in-gevulde formulieren worden NIET in behandeling genomen en zonodig geretourneerd. Na ontvangst van het applicationform beoordeelt de coördinator of alles juist aan hem is toegezonden. Als dit het geval is ontvang je van hem een bevestiging waar o.a. op vermeld staat het land waar hij in eerste instantie een match voor jou probeert te maken. Hierbij houden wij zo veel mogelijk rekening met jouw voorkeur. 5. Plaatsing vindt plaats in volgorde van terugontvangst van het volledig, goed ingevulde aanmeldingsformulier(en). 6. Bij het opvragen van informatie bij de SHEP-coördinator is het goed steeds je volgnummer van aanmelding te vermelden of bij de hand te hebben, dit om een vlot verloop bij het opzoeken van de bij ons bekend zijnde gegevens over jouw uitzending op te zoeken. 7. Indien jouw match tot stand is gebracht, zal de Rotary SHEP-coördinator in overleg met jou een vliegreis boeken. Een annulerings-/reisverzekering is hierbij onontbeerlijk. Uitgangspunt bij het Summer Holiday Exchange Program is zoveel mogelijk samen te reizen en gebruik te maken van lijndiensten, hierbij tevens rekening houdend met reeds vastgelegde vluchten van onze counterparts. Door ondertekening van het applicationform machtigt men de Rotary SHEPcoördinator voor jou als deelne(e)m(st)er deze vliegreis te boeken. De nota voor deze vliegreis en mogelijke verzekering(en) wordt rechtstreeks door het reisbureau aan de deelnemer verzonden. Indien hiervan wordt afgeweken houdt dit automatisch uitsluiting van deelname aan het SHEP in

Ecuador 2 x 4 weken Afrika Zuid Afrika 2 x 6 weken, (als Arg./Brazilië) Azië Japan 2 x 4 weken Taiwan 2 x 4 weken Het kan zijn dat in de loop van het Rotaryjaar nog nieuwe landen waarmee uitwisselingsmogelijkheden zijn hier aan toegevoegd worden.
