2 At home in the world ERASMUS, ROTERODAMI NATUS, 1466 This motto attributed by all to world citizen Erasmus is not a literal citation, but a free interpretation of statements Erasmus made at various moments during his life. Emeritus professor Jan van Herwaarden says that with a little imagination the statement can be derived from correspondence between Erasmus and the Swiss reformer Zwingli in 1522 in which Erasmus says I want to be a citizen of the world, later followed in 1523 by: I want to be a citizen of the world, not of a city. In 1529 Erasmus once again refers to the role of the homeland in a letter to his Antwerp business minder: ubi bene, ibi patria, freely translated where you feel comfortable, that is your home. Nor in his adagium Quaevis terra patria is there a statement from Erasmus, but a reference to the quoting of Socrates via a Greek oracular saying (recorded from tradition): the whole earth is one s homeland. Emeritus hoogleraar Jan van Herwaarden stelt dat de uitspraak met enige fantasie kan worden ontleend aan een briefwisseling tussen Erasmus en de Zwitserse hervormer Zwingli in 1522 waarin Erasmus stelt ik wil een burger van de wereld zijn, later in 1523 gevolgd door ik wil een burger van de wereld zijn en niet van een stad. In 1529 refereert Erasmus opnieuw aan de rol van het vaderland in een schrijven aan zijn Antwerpse zaakwaarnemer: ubi bene, ibi patria, vrij vertaald waar je je lekker voelt daar is je vaderland. Ook in zijn adagium Quaevis terra patria is geen sprake van een uitspraak van Erasmus, maar van een verwijzing naar het citeren van Socrates via een (uit overlevering opgetekende) Griekse orakelspreuk: de hele aarde is het vaderland.

4 Foreword At the initiative of several enterprising Rotterdam businessmen the Nederlandse Handels- Hoogeschool (or Netherlands School of Commerce) was founded in Enterprise and focus on society are therefore in our university s genes. In the 1960s, the School of Law and the Faculty of Social Sciences were founded, in later decades followed by Philosophy, History and Arts and Business Administration. The Rotterdam Medical Faculty was also founded in the 1960s. In 1973, the Rotterdam Medical Faculty and the Netherlands School of Commerce joined to form Erasmus University Rotterdam (EUR). This vision document marks the period from the present to the centennial of our university in It is the result of a broad discussion within our institution about developments in higher education, the strengths and weaknesses of the EUR, the differences and the cohesion between the faculties, and our ambitions for the coming years. All relevant documents from this discussion can be found on the website The conclusions of the discussion have been laid down in this strategy document. It describes our ambition to further develop the EUR into a world-class international university firmly rooted in the city. In 2013, our institution will be a proud, driven university that cultivates relevant talent for the good of mankind and society and produces relevant knowledge, plays in the Champions League and is connected with the city of Rotterdam. But the document does not limit itself to just describing this ambition. The importance of this strategic document is also that ambitions are translated into a strategic agenda. An implementation plan will be drawn up in 2008 on the basis of this agenda, in which all objectives will be linked to actors and time schemes. This document therefore expresses the - typically Rotterdam - idea that ambitions only have meaning once they are converted into concrete actions. This strategy document has been put together by both the Executive Board and the deans. The document has garnered the approval of the University Council and has been approved by the Supervisory Board. The Executive Board and the deans take joint responsibility for the implementation of the strategy. But this implementation will only be successful if everyone within our institution is inspired to make a contribution. May this document be our common agenda for the coming years. 5 Voorwoord In 1913 werd op initiatief van enkele ondernemende Rotterdamse zakenlieden de Nederlandse Handels-Hoogeschool gesticht. Ondernemerschap en gerichtheid op de samenleving zitten daarmee in de genen van onze universiteit. In de jaren 60 van de twintigste eeuw werden de faculteiten Rechtsgeleerdheid en Sociale Wetenschappen opgericht, in latere decennia volgden Wijsbegeerte, Historische en Kunstwetenschappen en Bedrijfskunde. In de jaren 60 werd tevens de Medische Faculteit Rotterdam ingesteld. In 1973 gingen de Medische Faculteit Rotterdam en de Nederlandse Economische Hogeschool samen verder als Erasmus Universiteit Rotterdam (EUR). Dit visiedocument markeert de periode vanaf heden tot het eeuwfeest van onze universiteit in Het is het resultaat van een breed binnen onze instelling gevoerde discussie over ontwikkelingen in het hoger onderwijs, over de sterktes en zwaktes van de EUR, over de verschillen en de samenhang tussen faculteiten, en over onze ambities voor de komende jaren. Alle relevante documenten uit deze discussie zijn te raadplegen op de website De conclusies van de discussie zijn in dit strategiedocument neergelegd. Het beschrijft onze ambitie om de EUR verder te ontwikkelen tot een internationale, in de stad gewortelde universiteit van wereldklasse. Onze instelling is in 2013 een trotse, gedreven universiteit die voor mens en samenleving relevant talent kweekt en relevante kennis produceert, in de Champions League speelt en met Rotterdam verbonden is. Maar het blijft niet slechts bij de beschrijving van die ambitie. De betekenis van het strategisch document is ook dat ambities zijn vertaald in een strategische agenda. Op basis van deze agenda wordt in 2008 een uitvoeringsplan opgesteld, waarin alle doelstellingen zijn verbonden met actoren en termijnen. Uit dit document spreekt dus de - typisch Rotterdamse - opvatting dat ambities pas betekenis krijgen als ze worden omgezet in concrete acties. Dit strategiedocument is opgesteld door het College van Bestuur én de decanen. Het document heeft instemming verworven van de Universiteitsraad en is goedgekeurd door de Raad van Toezicht. Het college en de decanen nemen gezamenlijk verantwoordelijkheid voor de uitvoering. Maar die uitvoering zal slechts dán succesvol zijn als allen binnen onze instelling geïnspireerd zijn om hun bijdragen te leveren. 9 FOCUS ON A SELECT NUMBER OF DISCIPLINES EUR houses a select number of disciplines, with a concentration in the areas of Medicine and Health, Economics and Business Administration, Law, Culture and Society. The university derives its strength from excellent education and research in the individual areas and from challenging connections between these disciplines, as well as substantive cooperation with institutions for higher vocational education (HBO). Expanding disciplines or institutional connections with HBO institutions are not on the agenda. MELTING POT OF CULTURES The largest share of our bachelor s students comes from Rotterdam and environs. A relatively large share of these students is of non-western descent. Of all Dutch universities, the student populations of the Free University Amsterdam (VU) and the EUR are characterised by the most diversity. Traditionally EUR also has a relatively large number of international students, partly because of the English-language bachelor s degree programmes International Business Administration and International Bachelor in Economics and Business Economics, and because of a number of English-language master s degree programmes. 2,400 international students of more than 100 nationalities study at Erasmus University, making the student population a true melting pot of cultures. FOCUS OP EEN SELECT AANTAL DISCIPLINES De EUR herbergt een select aantal disciplines, met concentratie op de terreinen Geneeskunde en Gezondheid, Economie en Bedrijfskunde, Recht, Cultuur en Maatschappij. De universiteit ontleent haar kracht aan uitstekend onderwijs en onderzoek op de afzonderlijke terreinen en op uitdagende verbindingen tussen deze disciplines, alsmede op inhoudelijke samenwerking met instellingen voor hoger beroepsonderwijs. Uitbreiding van disciplines of institutionele verbinding met instellingen voor hoger beroepsonderwijs staan niet op de agenda. SMELTKROES VAN CULTUREN Het grootste deel van onze bachelorstudenten komt uit Rotterdam en omstreken. Een relatief groot deel van die studenten is van niet-westerse herkomst. Van alle Nederlandse universiteiten kenmerken de studentenpopulaties van de Vrije Universiteit Amsterdam (VU) en van de EUR zich door de grootste diversiteit. Van oudsher heeft de EUR ook relatief veel internationale studenten, onder meer door de Engelstalige bacheloropleidingen International Business Administration en International Bachelor Economics and Business Economics, en door een aantal Engelstalige masteropleidingen. Aan de Erasmus Universiteit studeren 2400 internationale studenten van meer dan 100 nationaliteiten. De studentenpopulatie is daarmee een ware smeltkroes van culturen. 9

CLEAR ORIENTATION ON SOCIETY From its founding as the Netherlands School of Commerce, the institution s clear social orientation has been an essential characteristic of EUR. This orientation is reflected among other things in the applied research in areas like logistics, safety, sustainability, health, social quality, and integration. It is also evidenced by the fact that a relatively high number of alumni ultimately end up in leadership positions in the business sector and in government, and by the strong (market) position of EUR in postgraduate education. Providing expertise for the management of complex changes and contributing to solving complex social issues are in our university s very DNA. INTERNATIONAL LEADER IN RESEARCH IN A NUMBER OF AREAS A number of research groups in the area of Medicine (including Cardiovascular research, Neurosciences, Genetics/Cellular biology, Oncology), Economics (econometrics in the group Economics of healthcare), Business Administration (Innovation), Law (Law and Economics), Psychology (the Cognitive Psychology of Learning) and Philosophy and Early Modern History (Erasmus Centre for Early Modern Studies) belong to the top in Europe, and in the world in some cases. The quality of research cannot be said to be of the same level in all areas in the non-medical disciplines however. This emerges from the limited number of veni, vidi and vici subsidies secured, and from the results in the second flow (indirect government) funding, among other things. BROAD RANGE OF EDUCATION The Dutch-language bachelor s degree programmes of EUR are on average of a good level, with the exception of a few programmes (business administration, criminology, psychology), which are among the best in the Netherlands. A number of master s degree programmes are developing into leading programmes internationally. EUR is Dutch market leader in postgraduate education, both in size and in quality of education. WOUDESTEIN AND HOBOKEN Woudestein offers adequate and predominantly functional accommodation in many respects for the non-medical disciplines at EUR. The campus has too much the character of a day campus, where work and study takes place primarily during office hours. Hoboken houses Erasmus MC. Both locations will undergo major renovation within the next 15 years. REALISATION OF STRATEGIC PLAN The Strategic Plan centred on three topics: concentration on the three domains, high quality education, and concentration of spearheads in top research. The objectives that were set focused on these topics. Most of the objectives have since been achieved. Some aspects have not yet been adequately addressed and are on the agenda for the coming years. This includes topics like effecting an increase in study completion rates, more attention to international accreditation, strengthening the personnel policy and further development of an internationally leading campus. 11 ERASMUS 2007: WIE ZIJN WIJ? 1 UITGESPROKEN ORIËNTATIE OP DE SAMENLEVING Vanaf haar ontstaan als Nederlandsche Handels-Hoogeschool is de uitgesproken maatschappelijke oriëntatie een wezenlijk kenmerk van de EUR. Deze oriëntatie blijkt onder meer uit toegepast onderzoek op terreinen als logistiek, veiligheid, duurzaamheid, gezondheid, sociale kwaliteit en integratie. Daarnaast blijkt zij uit het feit dat relatief veel alumni uiteindelijk terechtkomen in leidinggevende posities in het bedrijfsleven en bij de overheid, en uit de sterke (markt)positie van de EUR in postinitieel onderwijs. Het leveren van expertise voor het management van complexe veranderingen en het bijdragen aan het oplossen van complexe maatschappelijke vraagstukken zit in het dna van onze universiteit. OP EEN AANTAL TERREINEN INTERNATIONALE TOP IN HET ONDERZOEK Een aantal onderzoeksgroepen op het gebied van de Geneeskunde (waaronder: Cardiovasculair onderzoek, Neurosciences, Genetica/Celbiologie, Oncologie), Economie (econometrie in de groep Economie van de gezondheidszorg), Bedrijfskunde (Innovatie), Rechten (Law and Economics), Psychologie (de Cognitieve Psychologie van het Leren) en Wijsbegeerte en Vroeg Moderne Geschiedenis (Erasmus Center for Early Modern Studies) behoort tot de Europese top, en in enkele gevallen tot de wereldtop. In de niet-medische disciplines is de kwaliteit van onderzoek nog lang niet op alle terreinen goed genoeg. Dat blijkt onder meer uit de beperkte toekenningen van veni-, vidi- en vici-subsidies, en uit de resultaten in de tweede geldstroom. BREED ONDERWIJSAANBOD De Nederlandstalige bacheloropleidingen van de EUR zijn van een gemiddeld goed niveau, met uitzondering van enkele opleidingen (Bedrijfskunde, Criminologie, Psychologie) die tot de Nederlandse top behoren. Een aantal masteropleidingen ontwikkelt zich tot internationaal toonaangevende opleidingen. De EUR is Nederlands marktleider in postinitieel onderwijs, zowel in omvang als in kwaliteit van het onderwijs. WOUDESTEIN EN HOBOKEN Woudestein biedt in menig opzicht een adequaat en overwegend functioneel onderkomen voor de niet-medische disciplines van de EUR. De campus heeft te veel het karakter van een dagcampus, waar vooral tijdens kantooruren gewerkt en gestudeerd wordt. Hoboken is het onderkomen van het Erasmus MC. Beide locaties zullen in de komende vijftien jaar ingrijpend worden gemoderniseerd. REALISATIE STRATEGISCH PLAN In het Strategisch Plan stonden drie thema s centraal: concentratie op de drie domeinen, onderwijs van hoge kwaliteit en concentratie van speerpunten in toponderzoek. De gestelde doelen richtten zich op deze thema s. Inmiddels is het merendeel van de doelstellingen gerealiseerd. Sommige onderwerpen zijn nog niet voldoende opgepakt en staan voor de komende jaren op de agenda. Het betreft onder meer onderwerpen als sturen op verhoging van onderwijsrendementen, meer aandacht voor internationale accreditatie, versterken van het personeelsbeleid en verdere ontwikkeling van een internationaal toonaangevende campus. Meer informatie over de behaalde resultaten met betrekking tot het Strategisch Plan vindt u in de bijlage (pagina 85). 11

13 New groups of students signing up The number of students in higher education in the Netherlands is expected to increase by more than 20% by More than is the case now, the Dutch student population will consist of women, students from a variety of cultural backgrounds, students who already have a higher vocational education degree and life-long learners. The number of international students and academics is on the rise due to the growing international orientation of education and research. About 60% of our students now come from Rotterdam and the surrounding area. Cultural diversity within this group will also increase in the coming years. For EUR the challenge is to offer good and appealing education for larger culturally diverse groups from the immediate environment as well as for new groups of international students. Higher education is becoming more competitive International higher education is becoming more competitive. Highly talented individuals (from students to professors, from office managers to executives) seem increasingly to choose universities and schools with a consistently high position on the relevant rankings (both academic and media-driven). International ranking and benchmarking are increasingly becoming a part of the functioning of universities, not only with regard to the academic domain but also for the support staff and physical infrastructure. Measuring university performance - in all areas - against the international yardstick will become a more important part of university practice than it is today. Nieuwe groepen studenten dienen zich aan Het aantal studenten in het Nederlandse hoger onderwijs zal naar verwachting tot 2013 met meer dan 20% stijgen. Meer dan nu zal de Nederlandse studentenpopulatie bestaan uit vrouwen, studenten met een verscheidenheid aan culturele achtergronden, stapelaars en life-long learners. Het aantal internationale studenten en wetenschappers neemt toe onder invloed van een groeiende internationale oriëntatie van onderwijs en onderzoek. Ongeveer 60% van de studenten van de EUR komt nu uit de directe omgeving. Ook binnen die groep zal in de komende jaren de culturele diversiteit verder toenemen. Voor de EUR is het de uitdaging om goed en aantrekkelijk onderwijs te bieden voor grotere groepen met grotere culturele diversiteit uit de directe omgeving als wel voor nieuwe groepen internationale studenten. Het hoger onderwijs wordt competitiever Het internationale hoger onderwijs wordt competitiever. Toptalent (van student tot hoogleraar, van officemanager tot executive) lijkt in toenemende mate af te komen op universiteiten en scholen met een consistent hoge internationale positie in de relevante (zowel wetenschappelijk als mediagedreven) rankings. Internationale ranking en benchmarking worden in toenemende mate onderdeel van het functioneren van universiteiten, niet alleen in het academische domein maar ook voor de ondersteunende staf en de fysieke infrastructuur. Meer dan nu wordt het - op alle terreinen - ijken van de universitaire prestaties langs de internationale meetlat onderdeel van de universitaire praktijk. 13

Knowledge development is taking place in a new way The relationship between knowledge producers and knowledge users is changing. 1 The traditional linear knowledge model, starting with generic scientific knowledge and theory followed by specific applications, is being abandoned and replaced by new, more iterative and interactive concepts of knowledge production which focus on different forms of communication, cooperation, co-creation and emancipation of knowledge users. Increasing demand for knowledge workers There is an increasing demand for knowledge workers with academic and professional competences and skills. There is a growing conviction that modern society s ability to discover, develop and apply talent and knowledge is of crucial importance to the preservation of prosperity and welfare. The combined effects of the dejuvenation and ageing of the population mean there is an increasing scarcity of talent. More than ever before tracking down and developing talent is a principal social task. 15 MAATSCHAPPELIJKE VRAGEN: WAT KOMT ER OP ONS AF? 2 Kennisontwikkeling vindt op nieuwe wijze plaats De relatie tussen kennisproducenten en kennisgebruikers verandert. 1 Het klassieke lineaire kennismodel, startend bij generieke wetenschappelijke kennis en theorie gevolgd door specifieke toepassingen, wordt verlaten en vervangen door nieuwe, meer iteratieve en interactieve concepten van kennisproductie waarbij andere vormen van communicatie, samenwerking, co-creatie en emancipatie van kennisgebruikers centraal staan. Stijgende vraag naar kenniswerkers Er is een stijgende vraag naar kenniswerkers met academische en professionele competenties en vaardigheden. De overtuiging groeit dat het vermogen van een moderne samenleving om talent en kennis te ontdekken, tot ontwikkeling te brengen en toe te passen, van cruciaal belang is voor het behoud van welvaart en welzijn. Door de combinatie van ontgroening en vergrijzing is er toenemende schaarste aan talent. Meer dan ooit tevoren is het opsporen en ontwikkelen van talent een voorname maatschappelijke opgave. 16 2 SOCIAL QUESTIONS: WHAT DO WE FACE? RESEARCH Increasing complexity of social issues High quality fundamental research is at the root of all research and education activities at the university. Helping explain and solve complex social issues increasingly requires the ability to create connections between mono-disciplinary knowledge and insights. It is precisely at the interface of disciplines that space for innovation and renewal is created. Increasing competition and performance measurements Scientific knowledge and skills must prove themselves on a playing field of ever tougher international competition. Along with this, more and more research is taking place in an international context. Scientific quality is increasingly tested against international benchmarks. The strength of research programmes and results in international rankings and benchmarking translate into opportunities to secure international research funding and boost EUR s ability to attract top level researchers from the Netherlands and abroad. Increasing attention for careers and accreditation An important part of the competition between institutions takes place in the recruitment of top academics and top support professionals. Universities that want to compete internationally are consequently compelled to offer academics and support professionals an attractive working environment in every phase of their career. More and more institutions around the globe are changing over to an accredited support structure. Increasing attention to visibility and impact of research Recognising and properly evaluating the social value of research is in the spotlight at the moment. The need to increase the visibility and impact of scientific research during researchers careers has grown considerably as a result. 17 MAATSCHAPPELIJKE VRAGEN: WAT KOMT ER OP ONS AF? 2 ONDERZOEKEN Toenemende complexiteit van maatschappelijke vraagstukken Fundamenteel onderzoek van hoge kwaliteit ligt ten grondslag aan alle onderzoeks- en onderwijsactiviteiten van de universiteit. Het bijdragen aan de verklaring en oplossing van complexe maatschappelijke vraagstukken vraagt in toenemende mate om het vermogen om monodisciplinaire kennis en inzichten met elkaar te verbinden. Juist op het snijvlak van disciplines ontstaat ruimte voor innovatie en vernieuwing. Toenemende aandacht voor carrières en accreditatie Competitie tussen instellingen voltrekt zich in belangrijke mate door competitie bij de werving van topacademici en topsupport-professionals. Universiteiten die internationaal willen meetellen, zijn hierdoor genoodzaakt om wetenschappers en support-professionals in iedere fase van de carrière een aantrekkelijke werkomgeving te bieden. Instellingen gaan internationaal steeds meer over op een geaccrediteerde supportstructuur. Toenemende competitie en prestatiemetingen Wetenschappelijke kennis en kunde moet zich bewijzen in een speelveld van almaar scherpere internationale competitie. Daarbij vindt steeds meer onderzoek plaats in internationaal verband. Wetenschappelijke kwaliteit wordt steeds vaker aan internationale benchmarks getoetst. Kracht van onderzoeksprogramma s en resultaten van internationale rankings en benchmarking vertalen zich in kansen op internationale financiering van onderzoek en aantrekkingskracht van de EUR op toponderzoekers uit binnen- en buitenland. Toenemende aandacht voor zichtbaarheid en impact van onderzoek Het herkennen en op een juiste wijze beoordelen van de maatschappelijke waarde van onderzoek staat volop in de belangstelling. De behoefte om de zichtbaarheid en impact van wetenschappelijke onderzoek gedurende de carrière van onderzoekers te vergroten, is daardoor sterk gegroeid. EDUCATION Rising student numbers in higher education The rapid growth in the number of students in Dutch higher education underlines the importance of good referral systems within education. For universities this means that they must make their own academic profile more specific and give students a clear picture of the opportunities and risks of a university study. In addition, they must make good agreements with secondary schools and higher vocational schools to ensure that every student ends up in the right place. The range of degree programmes must also be developed in such a way that suitable university training is available to various groups of students. Open borders, new markets Partly because of the introduction of the bachelor s-master s structure, a European educational space is rapidly developing, with elements like competition for the best students, competition for academic talent and competition and cooperation between institutions. In addition, there is an increasing demand for education from Asia and South America. Universities must therefore focus on areas in which they deliver distinguished quality internationally. The government stimulates internationalisation and differentiation The policy of the national government is aimed at educating more students for the international labour market. In addition to a higher influx of students, this also means reducing drop-out rates through measures like smaller-scale forms of education, study support and more customised education. A larger degree of differentiation makes it possible to respond to talent among students, fight the student culture of settling for mediocre marks, and give specific attention to weaker student groups. Programmes with proven quality are expected to be rewarded. Training will boost the level of teachers. New demands on quality The development of an international university education market also entails that quality must be accounted for on an international basis. Development of an authoritative international system of quality assurance and growing attention for (inter)national benchmarking place demands on internal quality assurance systems and on the information on which they are based. Life-long learning A sizeable market for life-long learning is developing. In the coming years the demand for advanced education and training of knowledge workers, managers and executives is expected to grow considerably, both from the business sector and the government. 18
