2 2 Inleiding De gemeente Arnhem werkt aan de realisatie van ArtA, een nieuw openbaar cultuurgebouw dat onderdak moet bieden aan Museum Arnhem en Focus Filmtheater. ArtA is één van de grote projecten in de vernieuwing van het Rijnbooggebied. De gemeente en de partners van ArtA hebben in het kader van een Europese aanbesteding een onafhankelijke jury aangesteld om een ontwerper aan te wijzen. De juryleden zijn afkomstig uit de wereld van de architectuur en stedenbouw en uit de cultuursector. Daarnaast zitten de directeuren van het museum en het filmtheater in de jury. De opgave is een architectonische visie op het ontwerp van een multifunctioneel cultuurgebouw. ArtA moet bezoekers een uitdagende beleving bieden van beeldende kunst, film en vormgeving. Daarnaast moet het een ontmoetingsplek zijn, een plek voor creativiteit, reflectie en debat. De ambities voor ArtA zijn uitvoerig beschreven in het Ambitiedocument Kunstencluster Rijnboog van augustus Hieronder volgt een korte samenvatting. Het basisprogramma bestaat uit een kern (film en museum en kruisbestuivingen daartussen), een deel service en gemak (faciliteiten die een bezoek aan ArtA veraangenamen, zoals een winkel en een café, maar ook congresruimtes) en een deel beleving (uiteenlopende activiteiten om verschillende kunstuitingen te ervaren). Het idee is dat er inspirerende cross-overs plaatsvinden: tussen film en kunst of door relaties met muziek, dans en drama. Ook festivals en andere evenementen moeten bijdragen aan het multidisciplinaire karakter van ArtA. Voor het filmtheater zijn vijf zalen nodig (820 m 2 ) en voor het museum een vloeroppervlak van 2560 vierkante meter. Een openbaar kunstenplein de verbindende schakel tussen de verschillende functies en het verlengstuk van de openbare ruimte buiten moet circa 860 vierkante meter groot zijn. Daarnaast dienen andere ruimtes een plek te krijgen: een multifunctionele ruimte (MFR, 380 m 2 ), horeca (290 m 2 ) en kantoren (950 m 2 ). De kavel van ArtA bevindt zich langs de oostelijke gevel van de Nieuwstraat tussen de Rijnkade en de Weerdjesstraat. Het gebouw zal circa 20 meter hoog zijn en er zijn twee ondergrondse lagen. De begane grond is vrijwel in zijn geheel bedoeld voor het kunstenplein. De ondersteunende functies bevinden zich bij voorkeur op één verdieping. FILM + De beoogde identiteit van het nieuwe kunstengebouw is beschreven in een aantal kernbegrippen. Deze zijn afkomstig uit het boek Beyond the Black Box and the White Cube van cultuuradviseur en jurylid Johan Idema. Open huis Slow stay Achter de schermen Uiterlijk vertoon Binnenstebuiten Gebouwverrijking 1. Open huis: door het kunstenplein een stadlounge, een overdekte buitenruimte en de ruime openingstijden is het gebouw (grotendeels) voor iedereen toegankelijk. 2. Slow stay: het gebouw biedt bezoekers de mogelijkheid om langer, en zonder bezoek aan bijvoorbeeld het museum, te verblijven. 3. Achter de schermen: het gebouw wordt zo ontworpen dat bezoekers en passanten zoveel mogelijk meekrijgen van wat er achter de schermen gebeurt. 4. Uiterlijk vertoon: het gebouw is duidelijk zichtbaar en herkenbaar als cultuurgebouw. 5. Binnenstebuiten: de omgeving wordt als onderdeel van het gebouw gezien en sluit aan op de culturele functie. De buitenkant van het gebouw en de directe omgeving zijn te gebruiken voor activiteiten in de openlucht. 6. Gebouwverrijking: het gebouw kan de gehele dag gebruikt worden voor geplande en spontane activiteiten. ART ILLUSTRATION: BJARKE INGELS GROUP (BIG) EN ALLARD ARCHITECTURE INTRODUCTION The municipality of Arnhem is working on the realisation of ArtA, a new public arts cluster that will house the Arnhem Museum and Focus Cinema. ArtA is one of the large urban development projects in the Rijnboog area. In the framework of a European tender, the municipality and its partners in ArtA have appointed an independent jury to recommend an architect. The jury members come from the world of architecture, urban development and the arts. The jury also includes the directors of the museum and the film theatre. Their task is to provide a structural vision on the design of a multifunctional arts cluster. ArtA should offer visitors a challenging experience in the visual arts, film and design. Besides a meeting area, the centre should also be a place for creativity, reflection and debate. The ambitions for ArtA have been described extensively in the Rijnboog Arts Cluster Ambition Document of August Below is a brief summary. The basic programme will consist of a core (film and museum and cross-fertilisation in between), part service and leisure (facilities that will make a visit to ArtA more pleasant, such as a shop and a café, but also conference rooms) and part adventure (experiencing a variety of activities and different artistic expressions). The idea is to experience inspiring crossover relations between film and art or through music, dance and drama. Festivals and other events should also contribute to the multidisciplinary quality of ArtA. The cinema will require five theatres (820 m2) and the museum, 2560 square metres of floor space. The size of the art plaza the link between the various facilities and an extension of the outside public space should be approximately 860 square metres. There should also be space for other activities: a multifunctional area (MFA, 380 m 2 ), catering (290 m 2 ) and offices (950 m 2 ). The ArtA parcel is situated along the eastern outer wall of the Nieuwstraat between the Rijnkade and the Weerdjesstraat. The building will be approximately 20 metres high, with two subterranean levels. The ground floor is intended almost entirely for the art plaza. The supporting functions will preferably be clustered on a single floor. The intended identity of the new arts cluster is described in several core ideas, which came from the book, Beyond the Black Box and the White Cube, by cultural adviser and jury member, Johan Idema. Open house: the art plaza an urban lounge, a covered outdoor area, with long opening hours, will make the building accessible for (almost) everyone. 2. Slow stay: it will also be possible to spend longer periods in the building without visiting the museum, for example. 3. Behind the scenes: the building will be designed in such a way that visitors and passers-by get to see as much as possible of what is happening behind the scenes. 4. External presentation: the building will be clearly visible and recognisable in the city as an arts cluster. 5. Inside out: the surroundings, which will blend with the cultural function, will be used and designed as part of the building. The exterior of the building and immediate vicinity will be used for outdoor activities. 6. Building enrichment: the building can be used throughout the day for scheduled and spontaneous activities. 3 Achtergrond RIJNBOOG Het Arnhemse project Rijnboog is het gebied tussen de middeleeuwse binnenstad en de Rijn. Dit stadsdeel werd tijdens de Tweede Wereldoorlog grotendeels verwoest en tijdens de wederopbouw voor een deel herbouwd. De uitstraling van het gebied is aan een opknapbeurt toe, de programmering kan gevarieerder (woningen, winkels, kantoren en cultuurvoorzieningen) en de verbinding tussen stad en rivier moet hersteld. De stedenbouwkundige principes voor deze vernieuwingsoperatie spelen in op de actuele situatie waarin een dergelijke grootschalige gebiedsontwikkeling niet meer in één keer van de grond komt. Risico s en onzekerheden zijn groot, en daarom wordt gepoogd de stedelijke vernieuwing in kleine stappen te laten plaatsvinden. De lange lijnen van station en binnenstad richting de Rijn zijn leidend, waaronder een fiets- en wandelroute en wellicht het terugbrengen van de historische Jansbeek. Langs die lijnen zijn enkele plekken aangewezen waar functies en publiekstrekkers kunnen worden toegevoegd denk aan het plein voor de Eusebiuskerk en het in 2013 geopende kennisgebouw Rozet. Het in de ogen van de jury belangrijke kunstengebouw ArtA is een essentiële stap in deze ontwikkeling. Het is meer dan het nieuwe onderkomen van Museum Arnhem en Focus Filmtheater alleen ArtA wordt een multifunctioneel en publiek cultuurgebouw op de grens van stad en rivier, een attractie die het imago van Rijnboog enorm kan verbeteren, een gebouw dat de directe omgeving kan activeren. Het vrij toegankelijke kunstenplein zal fungeren als een overdekt plein en is op meerdere schaalniveaus van waarde voor de stedelijke structuur. Op stadsniveau ILLUSTRATION: NL ARCHITECTS zal het kunstenplein stad en rivier verbinden, op wijkniveau kan het een volwaardig onderdeel zijn van de stedelijke openbare ruimte. MUSEUM EN FILMTHEATER Twee Arnhemse culturele instellingen nemen hun intrek in ArtA: Museum Arnhem en Focus Filmtheater. Daarnaast betrekt een horecaondernemer het nieuwe gebouw. Het museum, nu nog gevestigd aan de Utrechtseweg, beschikt over een grote collectie moderne en hedendaagse beeldende kunst en vormgeving met name werken van Nederlandse neorealisten als Pyke Koch en Carel Willink. Omdat het museum meer ruimte nodig heeft voor zowel internationale publiekstrekkers als de semipermanente opstelling van de eigen collectie, is de verhuizing naar ArtA noodzakelijk. Het nieuwe kunstengebouw herbergt naast grote en flexibele tentoonstelling- en projectieruimtes en een auditorium, ook zalen voor productieprogramma s en ruimtes voor artists in residence. Het museum ziet haar nieuwe onderkomen nadrukkelijk als een open en interactief gebouw. ArtA moet iets extra s hebben, iets dat blijft hangen op de huidige locatie is dat bijvoorbeeld het uitzicht vanuit de museumtuin over de Rijn. Ook op de nieuwe locatie beschikt het museum graag over een buitenruimte waar werken uit de huidige beeldentuin tentoongesteld kunnen worden. Focus Filmtheater is nu nog gevestigd op de Korenmarkt en toont uiteenlopende films: van documentaires tot kinderfilms, van art house tot Hollywood, van premières tot klassiekers. Om het filmaanbod uit te breiden en te voorzien in een breed programma van lezingen, cursussen en festivals, heeft Focus niet alleen behoefte aan meer zalen om het groeiende aantal bezoekers te huisvesten, maar ook aan ruimtes die voor verschillende doeleinden te gebruiken zijn. Voor het filmtheater zal in het ontwerp van ArtA een aantal tegenstellingen de grootste uitdaging vormen. Zoals: de grootschaligheid van een nieuw publiek gebouw versus de intimiteit die het filmpubliek graag opzoekt; een druk programma op zaterdag versus wat gebeurt er op maandag? ; het karakter en de identiteit van het huidige theater versus de verhuizing naar een gebouw met een nieuwe uitstraling; de balans tussen direct naar huis gaan en de behoefte aan een complete beleving nagesprekken, lezingen, festivals, horecabezoek. Naast functionele overwegingen de huidige onderkomens van het museum en het filmhuis zijn te klein en voldoen niet meer liggen strategische beweegredenen ten grondslag aan de voorgenomen bouw van ArtA. ArtA moet leiden tot meer samenwerking. Het gaat niet alleen om het vertonen van films of het exposeren van kunst, maar juist om de wisselwerking tussen deze verschillende kunstuitingen. Andere activiteiten, zoals een open depot waar het publiek kennis maakt met de wereld achter de schermen of kunstenaars die ter plekke een werk vervaardigen, moeten de beleving vergroten. ArtA kan veel betekenen voor de culturele infrastructuur van Arnhem. De stad is al bekend vanwege zijn muziek, beeldende kunst, mode, dans en film. Met de bouw van ArtA wordt ingespeeld op de razendsnelle veranderingen binnen de culturele wereld: grenzen tussen disciplines vervagen, de spanning tussen gesubsidieerde en commerciële activiteiten neemt toe, cultuur wordt steeds vaker ingezet voor sociaaleconomische doeleinden. Zo is de realisatie van ArtA van groot belang voor de ruimtelijke, economische en culturele vernieuwing van het Rijnbooggebied. q BACKGROUND RIJNBOOG The Arnhem Rijnboog project encompasses the area between the medieval inner city and the River Rhine. During the Second World War, this borough was largely destroyed and partially rebuilt during post-war reconstruction. The area needs a facelift; the programming could be more varied (houses, shops, offices and cultural facilities), including restoration of the connection between the city and the river. The urban-development principles for this modernisation project anticipate the actual situation in which such large-scale area development can no longer take place all at once. Because of the high risks and uncertainties, the urban-development endeavour will take place in small steps. The long lines between the train station and inner city in the direction of the Rhine form the main principle, including cycling and walking trails and, possibly, reintroducing the historic Jansbeek brook. Several places along these lines have been designated as possible locations for adding functions and crowd pullers such as the square for the Eusebius Church and the Rozet knowledge building opened in The - in the view of the jury - important arts cluster building, ArtA, will be an essential step in this development. More than simply providing a new home for the Arnhem Museum and the Focus Cinema, ArtA will serve as a multifunctional and public arts cluster on the boundary between city and river and as an attraction that could greatly improve the image of Rijnboog and activate the entire surrounding area. The freely accessible, covered art plaza, which will serve as a overstek maakt ArtA zichtbaar aan covered de kadesquare, will add value to the urban structure at various scale levels. At city level, the art plaza will connect the city with the river; at district level, it could become a valuable feature of urban public space. MUSEUM AND CINEMA Two Arnhem cultural establishments take up residence in ArtA: Arnhem Museum and Focus Cinema. A catering entrepreneur will also open an establishment in the new building. The museum, now located on the Utrechtseweg, has a large collection of modern and contemporary visual art and design, especially works by Dutch neorealists such as Pyke Koch and Carel Willink. As the museum requires more space for both international crowd pullers and the semi-permanent arrangement of its own collection, the move to ArtA is imperative. Besides large, flexible exhibition areas, projection rooms and an auditorium, the new arts cluster also has rooms for production programmes and for artists in residence. The museum expressly regards its new quarters as an open, interactive building. ArtA needs to have that something extra, something that lingers on. At the current location, for example, it is the view of the Rhine from the museum garden. At the new location, the museum would also like to have an outdoor area where works from the current statue garden could be displayed. Focus Cinema, which is still situated at the Korenmarkt, shows a variety of films, from documentaries to children s films, from art house to Hollywood, from premières to classics. To expand the films on offer and provide a broad programme of lectures, courses and festivals, Focus not only needs more theatres to accommodate the growing number of visitors, but also rooms that can be used for different purposes. Several discrepancies for the film theatre will constitute the greatest challenge in the design of ArtA. For example: the large scale of the new public building versus the intimacy that appeals to the film-going public; a busy programme on Saturdays versus what s happening on Monday?; the character and identity of the current theatre versus the move to a building with a different aura; the balance between going right home and the need for an après-event experience - follow-up discussions, lectures, festivals, restaurants or pubs. Besides functional considerations the current accommodations offered by the museum and the cinema are too small and no longer suffice the strategic motives form the basis of the planned construction of ArtA. ArtA should result in greater cooperation. It is not only about showing films or exhibiting works of art, but also precisely about the interaction between these different artistic expressions. Other activities, such as an open repository where the public learns about the world behind the scenes or about artists creating their works on the spot, are intended to increase the experience. ArtA could make a substantial contribution to the cultural infrastructure of Arnhem. The city is already known for its music, visual arts, fashion, dance and film. With the realisation of ArtA, one could take advantage of the rapid changes within the cultural world: boundaries between disciplines are fading, tension between subsidised and commercial activities is increasing, the arts are increasingly being employed for socio-economic purposes. In this sense, the realisation of ArtA is extremely important for the spatial, economic and cultural renewal of the Rijnboog area. o 3

4 4 Procedure en jury In het najaar van 2013 is gestart met de Europese aanbesteding voor het ontwerp van het kunstengebouw ArtA. In de aanmeldingsfase meldden zich 44 partijen. Vijf van hen waren niet rechtsgeldig, waarna 39 inzenders door de jury zijn beoordeeld. Bureaus leverden referentieprojecten (ervaring met de bouw van een multifunctioneel cultuurgebouw op een kleine kavel) en beantwoordden zes vragen op het gebied van inhoud & organisatie, gebied & gebouw en duurzaamheid. Tijdens de beoordeling hadden de juryleden niet alleen oog voor de kwaliteit van de gegeven antwoorden, maar keken zij ook of de portfolio s innovatie en avontuur uitstraalden. Uiteindelijk werden vijf partijen geselecteerd voor de inschrijvingsfase. In alfabetische volgorde: - Architectuurstudio HH en SO-IL met ABT - Bjarke Ingels Group (BIG) en Allard Architecture - Kengo Kuma & Associates - NL Architects - Office for Metropolitan Architecture (OMA) Aan deze vijf partijen is gevraagd een architectonische visie op de opgave te formuleren en deze in februari aan de jury te presenteren. Hiervoor kregen zij een tegemoetkoming in de kosten. Door nota s van inlichtingen in januari en februari werden de bureaus van informatie voorzien en konden zij op hun beurt vragen stellen. Ook is door de gemeente Arnhem een zogenaamde aanwijzing op de locatie en in het gebied georganiseerd. In januari trok OMA zich terug uit de procedure. Het bureau schreef: We moeten u mededelen dat wij door ons huidige volle portfolio in combinatie met onze snel veranderende bureauplanning helaas tot de conclusie zijn gekomen dat het niet mogelijk is om binnen de schikbare termijn van de inschrijvingsfase tot een kwalitatief goede visie voor het project te komen. Wij zijn hierdoor helaas genoodzaakt af te zien van deelname aan de Inschrijvingsfase. VISIEPRESENTATIES Bij de beoordeling van de vier visies heeft de jury zich voortdurend gerealiseerd dat het in deze aanbesteding om vier ontwerpvisies gaat, dus om voorstellen op hoofdlijnen en niet om uitgewerkte ontwerpen. Dat betekent dat de gepresenteerde visies in de eerste plaats bedoeld zijn om uit te vinden in welke richting het beste plan gezocht moet worden en welke ontwerper in aanmerking komt om ArtA te realiseren. De intenties van de visies zijn beoordeeld op inhoud en mogelijkheden, én op wat ze zeggen over de kwaliteit, presentatie en mentaliteit van de betreffende architect. Het besluit om de kandidaten een visie te laten maken in plaats van een uitgewerkt ontwerp, is niet voor niets genomen. De gemeente ontwikkelt ArtA zelf en heeft dus in het vervolgtraject nog tal van mogelijkheden om samen met de geselecteerde architect een vertaalslag te maken naar een schets- en definitief ontwerp. De volgende zes nadere criteria zijn gebruikt. 1. INHOUD Hoe werkt het gebouw? Symbiose tussen en afleesbaarheid van verschillende functies; multifunctionaliteit en flexibiliteit; logistiek; beleving van dag en avond, van binnen en buiten; boven en onder de grond. 2. GEBOUW Hoe wordt ArtA een uitnodigend en toegankelijk gebouw dat inspireert en verleidt, zowel binnen als buiten? 3. OMGEVING Op welke manier sluit het gebouw aan op de directe omgeving en hoe maakt het gebruik van de specifieke kenmerken van de locatie en de bouwenveloppe? 4. STAD Op welke manier is ArtA een voorbeeld voor de Arnhemse kernwaarden groen en creatief? 5. DUURZAAMHEID Op welke (innovatieve) wijze krijgt duurzaamheid vorm? Toekomstgerichtheid en flexibiliteit; levensduur; gebruik van natuurlijke hulpbronnen; positieve bijdrage aan de kwaliteit van de omgeving. 6. KOSTEN In hoeverre wordt het ontwerp kostenefficiënt, in investering en exploitatie (beheersbaarheid)? THE PROCEDURE AND THE JURY The European tender procedure for the design of the arts cluster, ArtA, started in the autumn of Forty-four parties registered during the entry phase. Five of them were not valid, following which the jury assessed the remaining 39 applicants. The architectural offices, which submitted reference projects (experience with the construction of a multifunctional arts cluster on a small parcel), answered six questions in the area of substance & organisation, area & building and sustainability. During the assessment, the jury members not only looked at the quality of the answers given but also to see whether the portfolios exuded innovation and adventure. Ultimately, five parties were selected for the entry phase. They were, in alphabetical order: - Architectuurstudio HH and SO-IL with ABT - Bjarke Ingels Group (BIG) and Allard Architecture - Kengo Kuma & Associates - NL Architects - Office for Metropolitan Architecture (OMA) These five parties were asked to formulate their architectural visions on the assignment and to present them to the jury in February. For doing so, they received a partial reimbursement of their expenses. In January and February, the architectural offices received information by means of an information notice, which then enabled them to ask questions. The municipality of Arnhem also organised a visual inspection of the site and the area. In January, OMA withdrew from the procedure OMA wrote the following: Unfortunately, we must inform you that, due to our currently full portfolio, in combination with our rapidly changing office planning, we have concluded that it will not be possible to come up with a qualitatively good vision for the project within the available period of the entry phase. It is therefore regrettable that we must withdraw from participation in the entry phase. PRESENTATION OF VISIONS With the assessment of the four visions, the jury constantly bore in mind the fact that the tender encompassed four design visions, the main outlines of proposals and not elaborated designs. Initially, this meant that the visions presented were intended to determine in which direction one should look to find the best plan and which architect could be deemed best to realise the ArtA project. The intentions behind the visions were judged on substance and potential, as well as on the basis of what they had to say about the quality, presentation and mentality of the architect concerned. There was good reason behind the decision to have the candidates present their visions instead of elaborated plans. The municipality developed ArtA itself and therefore has countless possibilities during the subsequent track, with the selected architect, to apply the idea to a sketch and a final design. The following six more detailed criteria were used. 1. SUBSTANCE How does the building work? Symbiosis between the readability of various functions, multifunctionality and flexibility, logistics, perception of day and evening, from inside and outside, from above and under the ground. 2. THE BUILDING How will the Arts Cluster become an inviting and accessible building that inspires and entices, both inside and outside? 3. THE SURROUNDING AREA How will the building tie in with its immediate environment and make use of the specific characteristics of the location and the area planning framework? 4. THE CITY How will ArtA serve as an example of the core values of Arnhem, green and creative? 5. SUSTAINABILITY In which innovative way will sustainability take shape? Future-orientation and flexibility, life span, use of natural resources, a positive contribution to the quality of the surrounding area. 6. COST To what extent will the design be cost effective, in terms of investment and operation (manageability)? De visiepresentaties vonden plaats op vrijdag 14 februari. Visies en beoordeling VISIONS AND ASSESSMENT The presentation of visions took place on Friday 14 February. The substantive assessment took place in the spring of The four visions were discussed in alphabetical order. Below is a description of the proposal, followed by the jury s response.

5 Presentaties 5 The vision of SO-IL of New York and the Amsterdam office, Architectuurstudio HH in collaboration with the designers from ABT of Velp rested on three pillars. 1. A clearly distinctive urban design, recognisable and appealing for the city and its residents. 2. A common space (the art plaza) with room for producing and experiencing diverse cultural expressions. 3. Room for reflection in ArtA visitors are swirled away to a parallel reality and brought into a state of poetic rapture. The design of the building is based on the linking together of individual buildings, such as many 19th and early 20th-century districts in Arnhem. The result is a symmetric volume consisting of five sections creating an impression of five buildings, of five separate addresses. The large block in the centre captures all the attention. Two smaller blocks are attached incrementally on either side. The five blocks float, in the words of the designers, like a cloud on an open plinth. In the plinth is the main entrance and the functions on the ground floor (the art plaza to be discussed later). The semi-detached construction, with the huge, protruding block in the centre, gives the Nieuwstraat a new profile. The street changes into a square for activities and repose. The tops of the building have a vivid structure: the museum shop is located on the Weerdjesstraat; the plaza on the Rijnkade with steps down to the water. The facade is clad with ceramic tiles, which capture the reflection of the sky and the city. In the vision of SO-IL and Architectuurstudio HH, the large centre volume is the so-called collective space for countless artistic expressions and events. The designers refer to the high, closed block as a productive place for both experimental and established forms of art and culture. The presentation contains an artist s impression in which the collective space could be used for a fashion show, a film festival or a book fair. In addition, the collective space forms the axis of ArtA s network of routes. From De visie van SO-IL uit New York en het Amsterdamse bureau Architectuurstudio HH in samenwerking met de constructeurs van ABT uit Velp is gestoeld op drie pijlers. 1. Een stedelijke vorm met een duidelijke karakteristiek, herkenbaar en aantrekkelijk voor de stad en zijn inwoners. 2. Een gemeenschappelijke ruimte (het kunstenplein) met ruimte voor de productie en beleving van uiteenlopende cultuuruitingen. 3. Ruimte voor reflectie in ArtA wordt de bezoeker meegevoerd naar een parallelle werkelijkheid en in vervoering gebracht. De vorm van het gebouw is gebaseerd op de schakering van individuele panden zoals in eel negentiende-eeuwse en vroeg twintigste-eeuwse wijken in Arnhem. Het resultaat is een symmetrisch volume dat uit vijf delen bestaat het wekt de suggestie dat er sprake is van vijf gebouwen, van vijf adressen. Het grote blok in het midden trekt alle aandacht. Aan weerszijden zijn trapsgewijs twee kleinere volumes bevestigd. De vijf blokken zweven in de woorden van de ontwerpers als een wolk op een open plint. In de plint bevindt zich de hoofdentree en de functies op de begane grond (het later te bespreken kunstenplein). Door de geschakelde opbouw, waardoor het grote blok in het midden het verst uitsteekt, krijgt de Nieuwstraat een nieuw profiel. De straat verandert in een plein voor activiteiten en verpozing. De koppen van het gebouw hebben een heldere opbouw: aan de Weerdjesstraat is de museumwinkel gevestigd, aan de Rijnkade een plein met trappen naar het water. De gevel is bekleed met een keramiektegel die refereert aan de weerspiegeling van de lucht en de stad. Het hoge volume in het midden is in de visie van SO-IL en Architectuurstudio HH de zogenoemde collectieve ruimte voor talloze uitingen en evenementen. De ontwerpers noemen het hoge en gesloten blok een productieve plek voor zowel experimentele als voor gevestigde vormen van kunst en cultuur. De presentatie bevat impressietekeningen waarop de collectieve ruimte in gebruik is voor een modeshow, een filmfestival of een boekenbeurs. Daarnaast is de collectieve ruimte de spil in het routenetwerk van ArtA. Bezoekers moeten hoe dan ook door deze ruimte om van de entree naar de filmzalen en het museum op de bovenste verdiepingen te komen. De routing bestaat volgens de ontwerpers uit een aaneenschakeling van lichte en donkere ruimtes en van intieme en open plekken. Via trappen, balkons en openingen wordt de bezoeker door ArtA geleid: naar de filmzalen, door het museum, langs ramen met zicht op de stad, de Rijn en het landschap. Het museum en het filmtheater zijn over de drie verdiepingen verdeeld. Daarbij lijkt de pandsgewijze opbouw aan de buitenkant geen rol te spelen het museum en het filmhuis gebruiken de verdiepingen over de volle breedte. Het museum is gevestigd op de bovenste twee verdiepingen: bovenin de vaste collectie (intieme zalen met veel daglicht), een verdieping lager de tijdelijke tentoonstellingen (met innovatieve vormen van elektrische verlichting). De vier filmzalen zijn op de eerste verdieping. Op de begane grond zijn aan de stadszijde de winkel en aan de andere zijde het café gesitueerd, elk met een eigen ingang. Dit kunstenplein is zonder kaartje toegankelijk. Onder de collectieve ruimte bevindt zich de multi functionele ruimte (MFR) en educatie- en workshopzalen. ARCHITECTUURSTUDIO HH EN SO-IL I.S.M. ABT EEN A CLOUD ON THE OPEN ART PLAZA WOLK OP EEN OPEN KUNSTENPLEIN the entrance, visitors must pass through this space to reach the film theatres and the museum on the top floors. According to the architects, the routing consists of a succession of light and dark areas and of intimate and open places. Visitors are guided through ArtA via stairs, balconies and openings: to the film theatres, through the museum, along windows with a view of the city, the Rhine and the landscape. The museum and the cinema are spread across three floors. In this regard, the piecemeal construction is not significant the museum and cinema utilise the full width of the floors they occupy. The museum is situated on the top two floors: the top floor contains a permanent collection (intimate rooms with considerable daylight); one floor below are temporary exhibitions with innovative designs of electric lighting. The four film theatres are on the first floor. The shop is situated on the city side of the ground floor and the café on the other side each with its own entrance. There is no entrance fee required for the art plaza. Beneath the collective space is the multifunctional area (MFA), together with educational and workshop rooms.
