4 6 Underground gas storage Zuidwending Aardgasbuffer Zuidwending 7 Foreword In the autumn of 2003, I was informed for the first time about the intention of Gasunie, Nuon and AkzoNobel to realise a natural gas buffer in the eastern part of the municipality of Veendam. The municipality was asked if it would cooperate, not only during the necessary licensing procedures but also in the dissemination of information to local residents. The plans were to realise the natural gas buffer between two ribbon villages Ommelanderwijk and Zuidwending with assertive inhabitants and a very active residents association. It has now become standard practice to provide information openly and frankly in this manner. The residents are fully informed about every new step. The benefit of proceeding in such a professional manner is that the inhabitants of Ommelanderwijk and Zuidwending have a positive image of the natural gas buffer. Gevraagd werd of de gemeente niet alleen medewerking wilde verlenen aan de benodigde vergunningprocedures, maar ook aan de informatievoorziening richting bewoners. De aardgasbuffer zou gerealiseerd worden tussen twee kleine lintdorpen Ommelanderwijk en Zuidwending. Twee dorpen met zelfbewuste inwoners en een zeer actieve bewonersorganisatie. In goed overleg werden enkele bewonersavonden belegd, waarin vanuit het consortium op duidelijke en inzichtelijke wijze werd verteld over de voor- en nadelen van de voorgenomen aanleg van, uiteindelijk, tien cavernes en de bijbehorende gebouwen en installaties. Die manier van open en eerlijke informatievoorziening is inmiddels een traditie geworden. Bij elke nieuwe stap worden de bewoners uitgebreid geïnformeerd. Die professionele werkwijze heeft er toe geleid dat de bewoners van Ommelanderwijk en Zuidwending een positief beeld hebben van de snelle aardgasbuffer. Daar ben ik als burgemeester van Veendam content over: Een investeringsvolume van honderden miljoenen euro's in een goed landschappelijk ingepast project en blijvende onderhoudsactiviteiten. Its network is one of the largest high pressure gas pipeline grids in Europe, consisting of over 15,000 kilometres of pipeline in the Netherlands and northern Germany, dozens of installations, and approximately 1,300 gas receiving stations. The annual gas throughput totals approximately 125 billion cubic metres. Gasunie is the first independent gas transport provider with a cross-border network in Europe, and offers transport services via its subsidiaries Gas Transport Services B.V. (GTS) in the Netherlands and Gasunie Deutschland in Germany. It also offers other services in the gas infrastructure field, including gas storage and LNG. The ambition of the Netherlands is to position itself as the 'gas hub' of Northwest Europe. Because of its geographic location and its reliability, the Gasunie network plays a key role in the Northwest European gas roundabout. The formal owner of the storage facility is Gasunie Zuidwending B.V., a subsidiary of Gasunie. Over Gasunie Gasunie is een Europees gasinfrastructuurbedrijf. At that time, this was the world s largest natural gas field, with a volume of almost 3,000 billion m3. Nederlandse Aardolie Maatschappij (NAM), an operating company of Shell and Exxon, was appointed to produce the gas. Development was initiated very dynamically, and the first Slochteren gas, later generally known as Groningen gas, was delivered in December The natural gas consumption figures in the Netherlands rose quickly after the discovery of the Groningen gas field. In January 1963, 80% of homes were heated by coal boilers, 17% by oil boilers and 3% by gas boilers. Just two years later these percentages were 38%, 32% and 30% respectively. After approximately 20 years, the percentage of natural gas in the domestic sector in the Netherlands was 98%, and the share of the primary energy supply was around 50%. Even today, no other country in the world approaches these figures. Since 1959, hundreds of billions of cubic metres of natural gas, spread across several gas fields, have been found under the North Sea and on the mainland. The Dutch natural gas policy, executed by the specially founded transport and trading company N.V. Nederlandse Gasunie, initially focused on benefiting as quickly and as substantially as possible from the natural gas resources. One of the reasons for the urgency was the forecast that nuclear energy would boom within a few years, making fossil fuels superfluous. Consequently, roughly half of the natural gas production was exported to Germany, Belgium, France, Switzerland and Italy. The success of the Dutch export efforts encouraged other countries with gas deposits to enter the market, including the Soviet Union and Norway. A turning point in the energy policy occurred in the 1970s. People gradually realised that fossil fuels were becoming scarce and that nuclear energy was encountering greater opposition than anticipated. The environment had also become a major issue. From 1973, Dutch policy focused on building up a strategic energy reserve and handling energy and the environment efficiently. To maintain domestic gas supplies in the Netherlands at the required level, gas started to be imported in the late 1970s, initially from Norway and later also from Russia. In July 2001, the Interconnector was put into service: a pipeline between England and Belgium to transport British gas to Europe. Gasunie is now a gas infrastructure company, fully owned by the government. Since that time, the trade in gas has been driven by the new company Gasterra, owned by Shell, Exxon and the Dutch State. Gas storage In natural gas fields, the gas is under high pressure. When a gas field is produced, the pressure gradually declines. At some point, the pressure is no longer high enough to be able to respond adequately to a sudden increase in demand, for example during a period of extreme cold weather. In the 1980s, measures were devised to use the gas from the Groningen field more sparingly wherever possible, including what is known as the small fields policy. Since then, whenever possible, the gas from small fields is the first to be used. The Groningen field has therefore acquired a balancing function. Nevertheless, the pressure in this field is still declining because of continuing extraction. In the meantime, although European gas production is falling, the demand for gas is still rising. This means that Dutch gas stocks have to be used efficiently and have to be supplemented more and more by gas imports from countries as far away as Norway, Russia, the Middle East and Africa The figure above shows that the expected demand for gas in Europe in 2025 will exceed supply by more than 200 billion m 3 /year. This shortfall corresponds to five times the annual consumption in the Netherlands Gas supply and demand 33 European countries Gas aanbod en vraag van 33 Europese landen In the Netherlands, 92% of the gas demand and export commitments in 2010 will be covered by contracts (contracted domestic production plus contracted imports), 79% in 2015 and 70% in The shift from local production to international imports, combined with the decline in pressure in the gas fields, results in a change within the industry to a long-term strategy combined with a higher degree of shortterm flexibility that is used locally whenever possible. The solution to this is gas storage. In 1977, Gasunie opened a liquid natural gas (LNG) installation on the Maasvlakte. This peak shaving installation is used at times of extra demand for gas to keep the supply of gas in Randstad (the Amsterdam/Rotterdam/The Hague/Utrecht conurbation) up to the required level. In the 1990s, gas storage facilities were created in depleted gas fields in the vicinity of Grijpskerk, Langelo and Alkmaar. Per slot van rekening zou binnen enkele jaren kernenergie een grote vlucht nemen, en zouden fossiele brandstoffen overbodig worden. Het succes van de Nederlandse export zorgde ervoor dat ook andere landen met gasvoorraden de markt betraden waaronder de Sovjet-Unie en Noorwegen. In de jaren zeventig kwam een omslagpunt in het energiebeleid. Er ontstond een besef van schaarste van fossiele brandstoffen, en kernenergie bleek op veel meer weerstand te stuiten dan oorspronkelijk gedacht. Ook het milieu werd een belangrijk aandachtspunt. Vanaf 1973 richtte het Nederlandse beleid zich op het opbouwen van een strategische energiereserve en het zuinig omgaan met energie en milieu. Om de gasvoorziening voor Nederland op peil te houden werd vanaf het eind van de jaren zeventig gas geïmporteerd. Eerst vanuit Noorwegen en later ook vanuit Rusland. Om de kwetsbaarheid van deze gasimporten te verminderen zal er vanaf 2011 met tankers vloeibaar aardgas worden geïmporteerd uit landen in het Midden-Oosten en Noord Afrika. Daarvoor bouwt Gasunie samen met Vopak een terminal (Gate terminal) op de Maasvlakte die in 2011 in gebruik zal worden genomen. In 2005 werd Gasunie onder invloed van Europese regelgeving gesplitst in twee onafhankelijke bedrijven, Gasunie en Gasterra. Gasunie is sindsdien een gasinfrastructuurbedrijf, volledig in handen van de overheid. De handel in gas wordt vanaf die tijd bedreven door het nieuwe bedrijf Gasterra, eigendom van Shell, Exxon en de Nederlandse Staat. Black Sea

These storage facilities are predominantly designed for the seasonal storage of natural gas. Storage in salt caverns is especially well suited to absorbing imbalances between natural gas supply and demand. This is the rationale for the Zuidwending natural gas storage. The storage of natural gas in salt caverns was first examined by Gasunie in However, for various reasons, preference was given at the time to the realisation of gas storage facilities in gas fields, as mentioned above. Gas storage in salt caverns has now taken off all over the world. In Germany alone, more than 175 salt caverns have been constructed for the storage of fossil fuels. The project in Zuidwending is unique in the Netherlands. The role of natural gas in establishing a sustainable society As a reliable and stable energy source, natural gas will continue to play an important role in the European energy mix for many years. The unique flexibility with which natural gas can be deployed enables the fluctuating supply pattern of wind energy and solar energy to be counterbalanced effectively. In this way, the Netherlands will be able to use the investments in solar and wind energy to best effect while maintaining a stable electricity supply. In addition and at the same time the greening of natural gas with green gas offers attractive and realistic prospects of sustainability. Gasopslag In aardgasvelden is het gas onder hoge druk aanwezig. Als een gasveld in gebruik wordt genomen, neemt de druk geleidelijk af. Op een gegeven moment is de druk niet hoog genoeg meer om adequaat te kunnen reageren op een plotselinge grote vraag, bijvoorbeeld tijdens een periode van strenge kou. Het in 1959 ontdekte Groningen veld kon aanvankelijk veel gas per uur leveren en de productie kon worden afgestemd op de wisselende vraag. Om het Groningen veld zoveel mogelijk te sparen zijn in de jaren tachtig maatregelen bedacht waaronder het zogenoemde kleine-velden beleid. Het gas uit kleine velden wordt sindsdien zoveel mogelijk eerst gebruikt. Het Groningen veld heeft daardoor een balansfunctie gekregen. De druk in dit veld daalt desalniettemin door voortgaande exploitatie. De Europese gasproductie neemt ondertussen af, terwijl de vraag naar gas stijgt. Dat betekent dat de eigen gasvoorraden efficiënt gebruikt moeten worden en steeds meer aangevuld moeten worden met gasimport uit verre landen als Noorwegen, Rusland, het Midden Oosten, en Afrika. De figuur op pagina 12 laat zien dat in Europa (33 landen) in 2025 de verwachte vraag naar gas ruim 200 miljard m³/jaar boven het aanbod ligt. Dit tekort komt overeen met het vijfvoudige Nederlandse jaarverbruik. De verschuiving van locale productie naar internationale aanvoer gecombineerd met de afname van de druk in de gasvelden leidt tot een hogere vraag naar lokale bronnen voor onder andere flexibiliteit. De oplossing hiervoor is gelegen in gasopslag. In 1977 opende Gasunie een vloeibare aardgas (LNG) installatie op de Maasvlakte. Op momenten dat er extra vraag naar gas is door kou wordt deze zogenoemde peakshaverinstallatie ingezet om de gasvoorziening in de Randstad op peil te houden. In de jaren negentig zijn gasopslagen gerealiseerd in lege gasvelden in de buurt van Grijpskerk, Langelo en Alkmaar. In tijden van overschot ('s zomers) wordt vanuit het transportnet gas onder hoge druk in de opslagen geïnjecteerd, in de winter wanneer er veel meer vraag naar gas is, wordt er weer aan het net "teruggeleverd". Opslag in zoutcavernes is vooral geschikt om korte termijn onbalansen tussen vraag en aanbod van aardgas op te vangen. De aardgasbuffer Zuidwending vindt hierin zijn bestaansrecht. De opslag van aardgas in zoutcavernes werd in Nederland al in 1986 door Gasunie onderzocht. Om verschillende redenen is toen echter voorrang gegeven aan de realisatie van gasopslag in gasvelden, zoals hierboven vermeld. Inmiddels heeft gasopslag in zoutcavernes wereldwijd een grote vlucht genomen. Alleen al in ons buurland zijn meer dan 175 zoutcavernes aangelegd voor de opslag van fossiele brandstoffen. Voor Nederland is het project in Zuidwending uniek. De rol van aardgas op weg naar en in een duurzame samenleving Aardgas zal als betrouwbare en stabiele energiebron nog vele jaren een belangrijke rol in de Europese energiemix blijven vervullen. Met de unieke flexibiliteit waarmee aardgas kan worden ingezet, kan het wisselende aanbodpatroon van wind en zon efficiënt worden opgevangen. Daardoor kan Nederland ten volle de investeringen in zon en windenergie benutten en tegelijk een stabiele elektriciteitsvoorziening in stand houden.
