7 LIEFKENSHOEKSPOORVERBINDING De Liefkenshoekspoorverbinding is een nieuwe, rechtstreekse spoorverbinding tussen Antwerpen Linkeroever en Rechteroever. 8 VLOT EN EFFICIËNT TREINVERKEER Goederentransporten tussen het Deurganckdok, dat van cruciaal belang is voor het containerverkeer, en het vormingsstation van Antwerpen- Noord, waar de goederentreinen worden samengesteld, hoeven dankzij de Liefkenshoekspoorverbinding niet meer via de Kennedyspoortunnel te rijden. Deze tunnel, die ook intensief gebruikt wordt voor het reizigersverkeer, krijgt zo meer zuurstof. De snelle en efficiënte uitwisseling van containers per spoor moet een verdere groei van de Antwerpse haven ondersteunen. UN TRAFIC FERROVIAIRE FLUIDE ET EFFICACE Grâce à la liaison du Liefkenshoek, les transports de marchandises entre le Deurganckdok, d un intérêt crucial pour le trafic de conteneurs, et la gare de formation d Anvers-Nord, où l on compose les trains, ne doivent plus emprunter le tunnel Kennedy. Ce tunnel, qui est également utilisé intensivement pour le trafic voyageurs, sera donc moins encombré. L échange rapide et efficace de conteneurs par rail est destiné à soutenir la croissance future du port d Anvers. SMOOTH AND EFFICIENT TRAIN TRAFFIC Thanks to the Liefkenshoek rail link, freight transport between the Deurganck dock, which is crucially important for container traffic, and the Antwerp North marshalling yard, where freight trains are marshalled, no longer have to travel via the Kennedy rail tunnel. This tunnel, which is also extensively used by passenger transport, will get some breathing space. The rapid and efficient exchange of containers by rail must support further growth in the Port of Antwerp. 8

10 HET TRAJECT IN VOGELVLUCHT De Liefkenshoekspoorverbinding is een dubbelsporig traject van 16,2 kilometer lang. Meer dan de helft van het tracé loopt ondergronds. Vanuit de sporenbundel Zuid legde Infrabel een nieuwe spoorbedding aan over een afstand van 6,7 kilometer, tot aan de bestaande Beverenspoortunnel. Die werd volledig vernieuwd en aangepast. Vervolgens loopt het traject in een open sleuf tot aan de vertrekschacht van de eigenlijke Liefkenshoekspoortunnel. De tunnelkokers van de Liefkenshoekspoorverbinding zijn 6 kilometer lang en lopen tot wel 40 meter diep onder de Schelde en onder het kanaaldok B1-B2. Ze zijn daarmee de langste van ons land. De nieuwe spoorinfrastructuur sluit tenslotte aan op het vormingsstation Antwerpen-Noord via de bestaande spoortunnel onder de R2 (Ring rond Antwerpen). LE PARCOURS À VOL D OISEAU La liaison ferroviaire du Liefkenshoek est un tronçon à deux voies de 16,2 km de long. Plus de la moitié du tracé se situe en sous-sol. Depuis le faisceau de voies Sud, Infrabel a construit une nouvelle assiette de voie sur une distance de 6,7 km, jusqu au tunnel ferroviaire existant de Beveren. Celui-ci a été entièrement rénové et adapté. Ensuite, le parcours passe par une tranchée ouverte jusqu au puit de départ du tunnel du Liefkenshoek proprement dit. Les pertuis du tunnel de la liaison ferroviaire du Liefkenshoek font 6 kilomètres de long et descendent jusqu à 40 mètres de profondeur sous l Escaut et sous le Kanaaldok B1-B2. Ce qui en fait les plus longs du pays. La nouvelle infrastructure ferroviaire rejoint enfin la gare de formation d Anvers-Nord via le tunnel existant sous le R2 (Ring d Anvers)

11 A BIRD S EYE VIEW OF THE TRACK The Liefkenshoek rail link is a dual-track stretch running for 16.2 kilometres, with more than half the route underground. Infrabel laid a new track bed from the South Yard to the existing Beveren Tunnel, a distance of 6.7 kilometres. It was completely renovated and modified. The route then runs along an open cutting up to the departure shaft of the current Liefkenshoek rail tunnel. The tunnel shafts of the Liefkenshoek rail link are 6 kilometres long and go down to a depth of 40 metres under the Scheldt and the B1 and B2 canal docks, making them the longest in our country. 12 EEN ORIGINELE FINANCIERING De Liefkenshoekspoorverbinding is gerealiseerd via een Publiek Private Samenwerking waarbij de private investeerder LOCORAIL NV 690 miljoen euro besteedde aan de bouwkundige werken. Daarnaast investeerde Infrabel vanuit de overheidsdotatie 183 miljoen courante euro voor de spoor- en seininstallaties. Het Vlaamse Gewest droeg 107 miljoen euro bij tot het project om de financieringslast binnen de PPS te beperken tijdens de bouwfase. UN FINANCEMENT ORIGINAL La liaison ferroviaire du Liefkenshoek a vu le jour via un Partenariat Public-Privé, dans lequel l investisseur privé LOCORAIL S.A. a consacré 690 millions d euros aux travaux de construction. De son côté, Infrabel a investi 183 millions d euros courants de la dotation de l État pour les installations de voies et de signalisation. La Région Flamande a apporté 107 millions d euros dans le projet pour limiter les coûts de financement du PPP pendant la phase de construction. 12

13 AN ORIGINAL FUNDING METHOD The Liefkenshoek rail link was built through a Public-Private Partnership in which the private investor, LOCORAIL NV, spent EUR 690 million on construction work. In addition, Infrabel invested 183 million current Euros from public funding for rail and signalling installations. The Flemish Region contributed EUR 107 million to the project to reduce the financial burden within the PPP during the construction phase. 13

18 18/ 04/ 2006 Infrabel start de aanbestedingsprocedure voor de financiering en de aanleg van de Liefkenshoekspoorverbinding. Om deze zo snel mogelijk te kunnen realiseren, doet Infrabel, op vraag van de Federale overheid en in akkoord met het Vlaams Gewest, een beroep op een Publiek Private Samenwerking (PPS). Na een aanbesteding op Europees niveau en een uitvoerige selectieprocedure werd het privaat consortium LOCORAIL NV weerhouden voor de realisatie van de burgerlijke bouwkunde. Infrabel lance la procédure d adjudication pour le financement et l aménagement de la liaison ferroviaire du Liefkenshoek. Pour pouvoir réaliser ce projet le plus rapidement possible, sur demande de l Autorité Fédérale et en accord avec la Région Flamande, Infrabel fait appel à un Partenariat Public-Privé (PPP). Après une adjudication au niveau européen et une procédure de sélection poussée, le consortium privé LOCORAIL S.A. a été retenu pour la partie génie civil. 18

In order to realise this in the shortest possible time, Infrabel turns to a Public-Private Partnership (PPP) at the request of the Federal government and in agreement with the Flemish Region. Following a Europe-wide call for tenders and an extensive selection procedure, the private consortium LOCORAIL NV is retained to implement the civil engineering works. 19

20 05/ 11/ 2008 Ondanks de moeilijke situatie veroorzaakt door het uitbreken van een wereldwijde financiële crisis, kan Infrabel met succes de "Closing" afronden. Infrabel gaat een 38-jarig contract aan met het projectvennootschap LOCORAIL NV. Deze private partner financiert de bouw door inbreng van eigen risicokapitaal en door lange termijn financiering toegekend door de Europese investeringsbank en 6 commerciële banken. Malgré la situation difficile provoquée par l éclatement d une crise financière mondiale, Infrabel réussit à finaliser le "Closing" avec succès. Infrabel conclut un contrat de 38 ans avec la société de projet LOCORAIL S.A. Ce partenaire privé finance la construction en apportant son propre capital à risque et grâce à un financement à long terme accordé par la Banque Européenne d Investissement et 6 banques commerciales. Despite the difficult economic situation caused by the global financial crisis, Infrabel is able to complete the "Closing" successfully. Infrabel enters into a 38-year contract with project company LOCORAIL NV. 23 12/ 11/ 2008 De tijdelijke handelsvereniging (THV) LOCOBOUW een privaat bouwconsortium wordt aangesteld door de projectvennootschap LOCORAIL NV voor het bouwkundige aspect van de werken aan de Liefkenshoekspoorverbinding en gaat meteen aan de slag. L association Commerciale Momentanée (ACM) LOCOBOUW un consortium privé est désignée par la société de projet LOCORAIL S.A. pour l aspect génie civil des travaux de la liaison ferroviaire du Liefkenshoek et se met directement au travail. The temporary trade association "LOCOBOUW" a private construction consortium is appointed by the LOCORAIL NV project company for the architectural aspect of the work on the Liefkenshoek rail link and gets straight down to work. 23

24 21/ 01/ 2009 Het opzetten van een financiering van dergelijke omvang in tijden van financiële crisis is een uitzonderlijke verwezenlijking. Het Britse magazine PFI, een financieel vakblad in Londen, bekroont de Liefkenshoekspoorverbinding dan ook met de award voor Infrastructure Deal of the Year. 26 17/ 11/ 2009 Na een speciaal transport per schip vanuit Duitsland komen de onderdelen van de 102 meter lange tunnelboormachine aan op het werfterrein. De montage van dit indrukwekkende graafwerktuig duurt tot januari 2010, waarna de eigenlijke boring van de twee tunnelkokers kan beginnen. 29 16/ 05/ 2011 De tunnelboormachine Wiske bereikt het eindpunt van haar 6 kilometer lange tocht onder de Schelde. Na 1,5 jaar graven, is de eerste van twee enkelsporige tunnelkokers voor de Liefkenshoekspoorverbinding een feit. Boorschild Schanulleke voltooit de graafwerken voor de tweede tunnelkoker eind juli L excavatrice Bobette atteint la ligne d arrivée de son voyage de 6 kilomètres sous l Escaut. Après 1 an et demi de forage, le premier des deux pertuis à voie unique pour le tunnel du Liefkenshoek devient réalité. Le bouclier de forage Fanfreluche achève les travaux de forage du deuxième pertuis de tunnel fin juillet The tunnelling machine "Wiske" ("Suzy" from the Belgian comics series "Spike & Suzy") reaches the end of its 6-kilometre journey under the Scheldt. After 1.5 years of excavation, the first of the two singletrack tunnel shafts for the Liefkenshoek rail link becomes a reality. 31 08/ 2012 Infrabel start in de zomer van 2012 met de aanleg van de spoorinfrastructuur (sporen, seininrichting en bovenleiding) op de Liefkenshoekspoorverbinding. 33 26/ 02/ 2014 Infrabel voltooit de laatste spoorwerken op het 16,2 kilometer lange traject van de Liefkenshoekspoorverbinding, goed voor 18 kilometer sporen en bovenleidingen in de spoorbedding, 15,5 kilometer sporen en bovenleidingen in de tunnels, 244 kilometer kabels en 50 seinen. Infrabel met la dernière main aux travaux ferroviaires sur le tronçon de 16,2 km de la liaison ferroviaire du Liefkenshoek, ce qui équivaut à 18 kilomètres de voies et de caténaires sur l assiette de voie, 15,5 kilomètres de voies et de caténaires dans les tunnels, 244 kilomètres de câbles et 50 signaux. Infrabel completes the last track work on the 16.2-kilometre stretch of the Liefkenshoek rail link, including 18 kilometres of track and overhead lines in the track bed, 15.5 kilometres of track and overhead lines in the tunnels, 244 kilometres of cable and 50 signals. 33

35 16/ 06/ 2014 Infrabel organiseert uitgebreide veiligheidstests op de nieuwe infrastructuur van de Liefkenshoekspoorverbinding. Het traject is meteen uitgerust met het Europese seininrichtingssysteem ETCS (European Train Control System). Infrabel organise des tests de sécurité poussés sur la nouvelle infrastructure de la liaison ferroviaire du Liefkenshoek. Le tronçon est équipé d emblée du système européen de signalisation ETCS (European Train Control System). Infrabel organises extensive safety tests on the new Liefkenshoek rail link infrastructure. 39 OPMERKELIJKE CIJFERS Bij de bouw van de Liefkenshoekspoorverbinding kwamen heel wat technologische hoogstandjes kijken... Maar ook een flinke portie mankracht was nodig om dit project tot een goed einde te brengen. Enkele cijfers ter illustratie... 42 15 15 meter per dag... Dat is de gemiddelde afstand die de tunnelboormachines dagelijks groeven. Een echt titanenwerk dat in totaal 1,5 jaar in beslag nam. 15 mètres par jour... C est la distance moyenne creusée quotidiennement par les foreuses de tunnel. Un véritable travail de titan qui a pris 1 an et demi au total. 15 metres per day. That is the average distance the tunnelling machines excavated daily. A truly gargantuan accomplishment that took a total of 1.5 years. 3 In totaal groeven de tunnelboormachines 3 miljoen m 3 grond uit. Dat komt neer op de inhoud van 1200 olympische zwembaden van 2 meter diep. Les foreuses ont évacué un total de 3 millions de m 3 de terre. Cela correspond plus ou moins au contenu de 1200 piscines olympiques avec une profondeur de 2 mètres. The tunnelling machines excavated a total of 3,000,000 m 3 of earth. That is the equivalent of 1,200 Olympic swimming pools with a depth of 2 metres. 42

45 14 Er zijn 14 evacuatieschachten en 13 tunnelverbindingen voor de hulpdiensten in de Liefkenshoekspoortunnel. Ook zijn de nodige vlucht- en toegangswegen voorzien. Il y a 14 puits d évacuation et 13 tunnels de liaison pour les services de secours dans le tunnel ferroviaire du Liefkenshoek. Les issues de secours et voies d accès nécessaires sont également prévues. In the Liefkenshoek rail tunnel there are 14 evacuation shafts and 13 tunnel links for the emergency services. The necessary escape and access routes are also provided. 600 Tijdens de tunnelboring waren dagelijks tot 600 arbeiders actief op de werf. De Liefkenshoekspoorverbinding was daarmee de grootste spoorwerf in België. Jusqu à 600 travailleurs étaient quotidiennement actifs sur le chantier pendant le forage des tunnels. La liaison ferroviaire du Liefkenshoek était ainsi le plus gros chantier ferroviaire de Belgique. During tunnelling, up to 600 workers were employed on site every day. The Liefkenshoek rail link was therefore the biggest rail construction site in Belgium. 45

47 102 De tunnelboormachine is 102 meter lang en groef met een waterschild onder hoge druk (hydromixshield). De boring gebeurde volledig computer- en lasergestuurd. La foreuse fait 102 mètres de long et creuse au moyen d un bouclier hydraulique sous haute pression (hydromixshield). Le forage a entièrement été piloté par ordinateur et laser. The tunnelling machine is 102 metres long and excavates with a hydromix high-pressure water shield. Tunnelling was entirely computer and laser controlled. 47

48 873 De totale investering voor de Liefkenshoekspoorverbinding bedraagt 873 miljoen euro. De spoorinfrastructuur werd gerealiseerd door Infrabel voor een bedrag van 183 miljoen euro, afkomstig uit de federale overheidsdotatie. De private partner investeerde 690 miljoen euro in de Publiek Private Samenwerking met zowel eigen risicokapitaal als lange termijnfinancieringen, toegestaan door de Europese Investeringsbank (EIB) en 6 commerciële banken. Bovendien kon de partner zijn financieringslast beperken dankzij een steun van het Vlaams Gewest voor 107 miljoen euro. L infrastructure ferroviaire a été réalisée par Infrabel pour une somme de 183 millions d euros, provenant de la dotation de l État fédéral. Le partenaire privé a investi 690 millions d euros dans le Partenariat Public-Privé. Il s agissait aussi bien de capital à risque propre que de financements à long terme, octroyés par la Banque Européenne d Investissement (BEI) et 6 banques commerciales. De plus, le partenaire a pu limiter ses coûts de financement grâce au soutien de la Région Flamande pour 107 millions d euros. The total investment costs of the Liefkenshoek rail link amount to EUR 873 million. Infrabel created the rail infrastructure for EUR 183 million, which came from Federal public funding. The private partner invested EUR 690 million in the Public- Private Partnership using both its own capital and long-term funding granted by the European Investment Bank (EIB) and 6 commercial banks. The partner was also able to reduce its financial risk thanks to support from the Flemish Region amounting to EUR 107 million. 48

Cette nouvelle infrastructure ferroviaire permet de transporter de manière continue vers les réseaux de chemins de fer continentaux, des marchandises transbordées à Anvers en provenance du monde entier. Freight from the entire world, which is transshipped in Antwerp, can now travel uninterruptedly by rail through the Liefkenshoek tunnel to the Continent. 56 ETCS De Liefkenshoekspoorverbinding is, net als alle spoorinfrastructuur die nieuw wordt aangelegd, van meet af aan uitgerust met het Europese seininrichtingssysteem ETCS (European Train Control System). Dit systeem zorgt voor een permanente snelheidscontrole over het hele traject en een automatische remming van een trein wanneer die ergens de maximum toegelaten snelheid overschrijdt. Tegen eind 2022 zal het volledige Belgische netwerk voorzien zijn van ETCS waardoor het tot de top 3 van de veiligste Europese spoornetten zal behoren. La liaison ferroviaire du Liefkenshoek, comme toutes les infrastructures ferroviaires nouvellement aménagées, est d emblée équipée du système européen de signalisation ETCS (European Train Control System). Ce système permet un contrôle permanent de la vitesse sur tout le parcours et un freinage automatique des trains lorsqu ils dépassent la vitesse maximale autorisée. D ici 2022, le réseau belge sera entièrement équipé de l ETCS, ce qui le fera entrer dans le top 3 des réseaux ferroviaires européens les plus sûrs. 56

57 Like all newly designed rail infrastructure, the Liefkenshoek rail link has been equipped with the European Train Control System (ETCS) right from the start. This system provides permanent speed control for the entire track and automatic braking for trains exceeding the maximum permitted speed. 59 Wiske & Schanulleke Wiske & Schanulleke - De twee enkelsporige tunnelkokers van de Liefkenshoekspoorverbinding werden gegraven door de reusachtige boorschilden Schanulleke en Wiske. De graaftuigen vatten hun 6 km lange ondergrondse tocht aan in het voorjaar van 2010 en kwamen anderhalf jaar later weer boven op Antwerpen-Rechteroever. Dagelijks legden beide boorschilden elk gemiddeld 15 meter af met soms topsnelheden tot 45 meter per dag. Bobette et Fanfreluche - Les deux pertuis de tunnel à voie unique de la liaison ferroviaire du Liefkenshoek ont été forés par les gigantesques boucliers de forage Fanfreluche et Bobette. Les foreuses ont entamé leur voyage souterrain de 6 km au printemps 2010, pour revenir à la surface un an et demi plus tard, sur la Rive droite du port d Anvers. Les deux foreuses parcouraient en moyenne 15 mètres par jour, avec une vitesse de pointe atteignant parfois 45 mètres en un jour. Suzy & Muffin - The Liefkenshoek rail link s two single track tunnel shafts were excavated by the gigantic tunnelling shields "Schanulleke" and "Wiske". The excavation vehicles started their 6-kilometre underground journey in the spring of 2010 and surfaced again one and a half years later at Antwerp Right Bank. Each tunnelling shield covered on average 15 metres a day with occasional top speeds of up to 45 metres per day. 59
