Defining the Outdoors De outdoor sector biedt een uitgebreid gamma van outdoor aciviteiten aan haar cliënteel aan zoals : kanovaren, mountain bike, ski, canyoning, raning, honden slee, ballonvaren, enz.. Wij bieden deze sporieve akiviteiten aan in een context van ontspanning / opvoeding / toerisme geen kompeiie geen training, enz. 4

5 Corebusiness = Outdoors EC- OE is niet betrokken in de organisa-e van SPORT / COMPETITIE / RECORDS / KLASSEMENTEN / REGELMATIGE TRAINING/ PRESTATIES. EC- OE (en dus ook zijn leden) maakt geen deel uit van de tradi-onele sport scène. EC- OE benadrukt zijn unieke idenqteit nl. van Outdoor Ondernemers die outdoor ontspannings ac-viteiten organiseren en verkopen. 5

16 RepresentaIviteit Gedurende de laatste jaren is de Sport scène in Europa geleidelijk aan geëvolueerd naar de Sport and Ac-ve Leisure scène. De sectoren Outdoors & Fitness worden beschouwd als de belangrijkste onderdelen van Ac-ve Leisure. EC- OE komt tot de vaststelling dat binnen de EU vele organisa-es claimen representa-ef te zijn voor Sport & Ac-ve Leisure In Sociale Dialoog: het Frans Olympisch Comité een Engelse semi- overheidsdienst (QUANGO) het sports department van een Zweedse werkgevers organisa-e een Spaanse vereniging van uitbaters van sport infrastructuur: FNEID enz., enz. Geen van deze organisa-es heeo een mandaat om in het sociaal overleg te onderhandelen namens de Outdoors 16

17 Defining the Outdoors EC- OE voelde de absolute noodzaak om duidelijk te definiëren waar de Outdoors voor staat Deze denkoefening berust deels op de BFNO brainstorming Ijdens de AV 2009 EC- OE heen o.a. ook EHFA (Fitness) aangespoord dezelfde denkoefening te maken 17

19 Defining the Outdoors 2 Step The next step was to iden-fy the denominators that can help to describe ac-ve leisure in opposi-on to the other sub- sectors : Input was collect by means of brainstorming by the delegates of 8 European Outdoor Employers Federa-ons. AOerwards the same brainstorming exercise was repeated several -mes at na-onal employers mee-ngs. Beforehand it was agreed that: we would approach this exercise from the point of view of an outdoor company manager, we would focus on the characteris-cs of the outdoors without expressing apprecia-ons on the other segments, we realized that using this technique the wordings used to clarify some denominators will never be 100% exclusive, inclusive or exact. The aim was to describe as exact as possible and to avoid controversy as much as possible. Basically we wanted to define ac-ve leisure / outdoors without even trying to define the other segments. 19

23 Defining the Outdoors 3 Step: Coming to conclusions The star-ng point was to put acqve leisure in opposi-on to the other iden-fied segments of the sports & ac-ve leisure sector. Ac-ve leisure was subdivided into recreaqonal acqviqes and industrial leisure The outdoors & fitness were considered the main components of recrea-onal ac-vi-es However it turns out that : Though both the Outdoors & Fitness are very similar in their way of doing business they do differ on some denominators: NACE codes are different: Fitness = 93.1 Outdoors = 93.2 Fitness is not really a mul- product / package Fitness is mostly situated in an urban indoor setng 23

27 Algemene besluiten 1. Door eerst de outdoors te idenqficeren en vervolgens te definieren werd het mogelijk de outdoors te posiqoneren in de bredere context van de Europese Sport & Ac-ve Leisure scène. 1. EC- OE stelt klaar en duidelijk dat de Outdoors als een autonoom segment van de Europese Sport & Ac-ve Leisure scène moet beschouwd worden. 1. EC- OE profileert zich als de voice of the European 27

28 Algemene besluiten 4. Op dit moment onderneemt ook de Fitness sector (EHFA) deze denkoefening. Ook de Fitness wil niet meer vertegenwoordigd worden door: het Frans Olympisch Comité Een Spaanse organisa-e van spor-nfrastructuur beheerders Een Engelse QUANGO, enz. 5. Het is absoluut nodig dat de Outdoors, Fitness., klaar en duidelijk aan de Europese Sport and Ac-ve Leisure beleids makers (vb. de EU Sport Unit) uitleggen dat ze gelijke en evenwaardige partners zijn in de European Sport and Ac-ve Leisure scène. 28

29 Act local but think Global (= Europees) EC- OE biedt de mogelijkheid om samen te werken met beroepsfederais van 11 verschillende Europese landen. EC- OE biedt de mogelijkheid om vertegenwoordigd te zijn op de Europese Sport & AcIve Leisure scène. Opmerking: de EU is niet geïnteresseerd in BFNO, VeBON, BAHA.. 29

30 Een primeur voor de BFNO : Eurofound The European Commission has asked Eurofound, the European Founda-on for the Improvement of Living and Working Condi-ons, to carry out the representa-veness study Sport and AcQve Leisure, for which we ask your coopera-on in providing us first with a detailed list of all contact persons in charge of Sport and Ac-ve Leisure in your respec-ve member organisa-ons. The NACE code to be applied for this representa-veness study is: 93: Sports ac-vi-es and amusement and recrea-on ac-vi-es: : Sports ac-vi-es : Opera-on of sports facili-es : Ac-vi-es of sports clubs : Fitness facili-es : Other sports ac-vi-es : Other amusement and recreaqon acqviqes The representa-veness study intends to provide the basic informa-on required to establish the sectoral social dialogue; to iden-fy all relevant na-onal and supra na-onal social partner organisa-ons in the field of industrial rela-ons in the sector Sport and AcQve Leisure as defined by the NACE codes. It will thus also up- date the informa-on on the representa-ve status of the organisa-ons par-cipa-ng in the exis-ng European social dialogue commizee for professional football.
