Rasmussen Description This is a reading only course introducing the politics, decision making and policies of the European Union. The reading only course aims to give students basic understanding of the European Union-s institutions and policies. After completing their readings, the students are expected to: - have a basic knowledge of the institutions of the European Union, their origins, evolution and operation - have an understanding of the historical evolution of the European Union, its special place in the panorama of international organizations and the incremental character of European integration - be familiar with the broad spectrum of EU policies - be able to find and use the extensive online sources providing information on European Union for independent research into issue and policy areas. Wille Description This preparatory master course provides some basic knowledge on public organizational theory and policy theory. The course is divided into three parts: the first three weeks are used to address public organization theory, especially as it applies to the problems and opportunities of public management. The next three weeks will be used to deal with theories of public policy: especially on the determinants, the social and institutional context of policy-making. The last four weeks focus on the problem of policy implementation in street-level bureaucracies. The literature in this course examines terms associated with public policy and organizational theory; identifies and discusses major authors and scholarly works associated with that literature. Deals with major research paradigms for studying the behavior of public organizations and for the making and implementation of public policy; and discusses major problems of public policy and organizations as viewed by the research literature.during this course, students will make two on-line multiple choice tests and write one short paper. Students have gained, by the end of this online Pre-Master course (and upon successfully completing it), a basic knowledge of theories of public organizations and public policy.

Wuisman Description In this course the participant will study (1) the core principles of social science research, (2) the main types of social science research design, (3) the various kinds of methods and techniques of social science research, and (4) the way they are being used in public administration research. The course is designed for students who have achieved an intermediate level of knowledge and capacity in social science research based on previous education (usually Bachelor level). The purpose of the course is to expand and deepen the participants- knowledge and understanding of the content and practice of social science research obtained during previous education. And to demonstrate the relevance of the various methods of research.the course is explicitly meant as a preparation for the mandatory courses as well as the research and thesis writing process of the Master program. The subjects being discussed in this course can be grouped in four clusters:

5 (1) The foundations of social scientific (and therefore public administration) research. Questions that are discussed in regard to this subject are: What is (social) science? What kinds of (social) scientific research can be distinguished? What philosophical views play a constitutive role in social science research? What are the ethics of social scientific research? (2) The basics of the planning and preparation of a social science research project. In this context attention is paid to the research problem and literature research, the role of theory in research, quantitative and qualitative measurement and the development of measurement instruments, random and non-random sampling techniques, and the principles of data analysis. (3) The various types of research design (or strategy). A distinction is made between quantitative and qualitative research designs (or strategies). The quantitative research designs being discussed are the survey, experiment, and secondary analysis (or desk research); the qualitative research designs are the field study and the historicalcomparative study. (4) Elementary methods of quantitative and qualitative data analysis and reporting. In the course two basic teaching/learning methods will be used: (1) self study and (2) lectures. Self-study of the handbook and other reading material is the principle learning method. During the lectures a handbook on the methods of social research will be discussed. This handbook is the backbone of the course. The lectures are specifically meant to assist the participants in studying this handbook. For this purpose the various subjects first will be introduced to the participants. Next, in order to show their relevance for public administration, the subjects are illustrated with the help of examples from the practice of public administration research. 6 Voertaal: Nederlands Mr. G.Visscher e.a. Omschrijving Dit vak maakt deel uit van het Pre-Masterprogramma Public Administration. Het recht vormt één van de hulpdisciplines van de bestuurskunde. Binnen het recht neemt het staats- en bestuursrecht voor bestuurskundigen een bijzondere plaats in, aangezien dit deelterrein zich specifiek bezig houdt met de overheid. Het staats- en bestuursrecht heeft zowel betrekking op de juridische verhoudingen binnen de overheid als op de betrekkingen tussen overheid en burger (vanuit uiteraard een juridisch perspectief). In deze module wordt onder andere ingegaan op de volgende staatsrechtelijke thema-s: verhouding tussen regering en parlement, de relaties tussen Rijk en lagere overheden, functioneel bestuur en aard en totstandkoming van wet- en regelgeving. Binnen het onderdeel bestuursrecht wordt uitvoerig ingegaan op het stelsel van rechtsbescherming en op de Algemene Wet Bestuursrecht. 7 Drs. Minderman Omschrijving Deze cursus behandelt de uitgaven, de ontvangsten, het tekort en de schuld van de overheid. Er wordt ingegaan op de besluitvorming over de overheidsfinanciën en op de gevolgen van het financiële beleid van de overheid. Verder komen de sociale zekerheid, de gezondheidszorg en het belastingstelsel aan de orde. Ook pogingen om de marktwerking te versterken komen aan bod. Daarnaast wordt de verhouding tussen de rijksoverheid en de gemeenten en provincies besproken. Voorts is er aandacht voor de begroting en besluitvorming binnen de Europese Unie. Ook wordt aandacht besteed aan het Nederlandse comptabiliteitsrecht. Daarbij staat de Comptabiliteitswet van 2001 centraal. Er wordt ingegaan op de verdeling van bevoegdheden en verantwoordelijkheden in de comptabiliteitswetgeving. Verder zullen de juridische aspecten van de begrotingscyclus aan bod komen. De toepassing van bedrijfseconomische methoden en technieken in de collectieve sector zal worden verduidelijkt. Daarbij worden nadrukkelijk niet alleen de mogelijkheden maar ook de grenzen van die toepassing verkend. Tussen de collectieve sector en het bedrijfsleven blijven immers verschillen bestaan. De Financiële administratie, de informatie als grondvlak voor de bedrijfsvoering, wordt behandeld. Verder zal de kostencalculatie in beschouwing worden genomen. De becijfering van de kosten van de middeleninzet, de samenhang van de kosten met de omvang en samenstelling van de productie en de toepassing van de kostencalculatie voor beslissingsproblemen passeren de revue.
