14 Voorwoord VOORWOORD Nederland Maritiem Land is een netwerkorganisatie die tezamen met de bedrijven en organisaties binnen elf maritieme sectoren de clusterdynamiek helpt vergroten. Dat doet zij sinds 1997 met succes door een groot aantal studies te publiceren en te communiceren, alsmede initiatieven en acties te ontplooien die de cluster versterken en promoten. Binnen de clustertheorie van prof. Michael Porter, is door onderzoekers van de Erasmus Universiteit Rotterdam geduid op een speciale groep van bedrijven die een meer dan gemiddelde bijdrage leveren aan de ontwikkelingsdynamiek binnen de cluster. Zij hebben deze categorie bedrijven leader jirms genoemd. In samenwerking met Nederland Maritiem Land en de brancheorganisaties is door hen een onderzoek uitgevoerd binnen de Nederlandse maritieme cluster om een inzicht te krijgen in het gedrag van deze groep van vooruitstrevende bedrijven. Daaruit zijn interessante inzichten ontstaan die aanleiding gaven tot een verdere verdieping van de theorie'. Om die reden is besloten om het grootste maritieme bedrijf van Nederland, de Koninklijke Marine, als casestudie verder uit te werken. De resultaten daarvan treft u in deze publicatie, die in samenhang met de analyse van theorie en praktijk uit eerder genoemd onderzoek dienen te worden beschouwd. 15 De Koninklijke Marine als maritieme leader firm Uit deze casestudie blijkt een aantal belangwekkende zaken. Niet alleen ten aanzien van de succesvolle invulling van de missie van de Koninklijke Marine en haar grote rol als leader firm binnen de marinebouwcluster, maar zeker ook als bevestiging van het belang dat het leader firm concept kan hebben voor het voeren van economisch beleid binnen Nederland. Beleid, dat een aantal beleidsdoelstellingen tegelijkertijd kan realiseren, zowel op het gebied van toegevoegdewaardecreatie en werkgelegenheid, export en internationalisatie, alsmede innovatie. Het identificeren, monitoren en stimuleren van maritieme leader firms kan een relatief eenvoudige manier zijn om de dynamiek binnen de cluster te vergroten. Daartoe is het wellicht wenselijk om een groep van maritieme leader firms te formeren die gesprekspartner wordt voor de relevante ministeries. Wij zijn van mening dat het leader firm concept ook buiten de maritieme cluster van waarde kan zijn. De facto bestaat het vaak al, maar is het nog niet expliciet gemaakt en benoemd. Het benoemen van bedrijven als leader firm kan op zich stimulerend werken op het gedrag van de ondernemers. Vandaar dat Nederland Maritiem Land zich zal inzetten om deze kopgroep, of beter eredivisie, van maritieme ondernemers haar voortrekkersrol nog beter te laten vervullen. Prof.dr.ir. 16 Management summary MANAGEMENT SUMMARY Stichting Nederland Maritiem Land commissioned Policy Research Corporation a study to ex amine the behaviour of the Royal Netherlands Navy (hereafter: RNLN) as a maritime leader firm. This book builds on the previous one' published in the Nederland Maritiem Land series. The latter inventoried around 50 maritime leader firms in the Dutch maritime cluster. The present study answers four research questions and makes recommendations on strategy and policy with respect to the naval shipbuilding cluster and the RNLN's role as a maritime leader firm. The research questions, Policy Research Corporation was requested to answer, were: How efficiently does the RNLN meet its requirements with respect to the building of new ships and how important is the Dutch naval shipbuilding cluster? How important is it for the RNLN to be a maritime leader firm? How does the behaviour of the RNLN as maritime leader firm manifest itself in the Dutch naval shipbuilding cluster? What opportunity does this offer to the Dutch naval shipbuilding cluster? To adequately answer these four questions Policy Research Corporation first considered whether the RNLN has the capability and receives the necessary incentives to act as a leader firm. Next, Policy Research Corporation examined in how far the RNLN clearly demonstrates leader firm behaviour within the Dutch naval shipbuilding cluster. 17 The Royal Netherlands Navy as maritime leader firm positive effects ofthe RNLN's leader firm behaviour on other parties within the naval shipbuilding cluster were assessed. The same sequencing of the subject matter is kept in this summary as the one that was followed in the book, so that the reader can easily crossreference both documents. The RNLN and its miss ion Traditionally, the Netherlands has always had a battle-ready and balanced navy. Also it wants to confirm the advanced role of its navy in the future. The mission and tasks of the RNLN require modem and flexible units that can be deployed in both a national and an international context. With a combination of high-tech equipment, well-trained crews and innovative crew concepts, the RNLN is in a position to fulfil its mission and carry out its tasks with a minimum of personnel by applying the reduced manning philosophy. The RNLN especially distinguishes itself in the latter respect. Due to the close relationship between the RNLN and the naval shipbuilding cluster in the Netherlands, a self-sufficient industry has emerged, capable of both designing and constructing the most advanced frigates and other types of naval vessels. This enables the RNLN to impose on its suppliers requirements that re sult in a product that is technologically very up-to-date and fully meets the imposed specifications. Within the Netherlands defencerelated industry only the naval shipbuilding cluster has the capability to undertake all the production stages from drawingboard to launching-slip. - xii- Stichting Nederland Maritiem Land

18 Management summary This distinguishes the Dutch naval shipbuilding cluster from air force or land force related industries in the Netherlands. An additional advantage of the existence of a Dutch naval shipbuilding cluster is that positive effects are created for the national economy. In the final analysis, the economic significance of the RNLN translates into the direct and indirect employment of people and a total value added of 1.1 billion. The RNLN safeguards national employment and value added by purchasing its naval vessels in the Netherlands. Because of the tax revenue generated for the government, the net price of the vessels purchased in the Netherlands in real terms costs around 30% less to the government than the agreed price paid. Additionally, a high technological frigate (LCF) is more than 30% less expensive than abroad (F 124) because it is the RNLN, rather than an industrial party, that bears the technical risk for SEW ACO-systems integration. Moreover, the close cooperation between the RNLN and the companies of the Dutch naval shipbuilding cluster leads to a mutual increase in knowledge and innovative developments. This creates further export potential for the Dutch industry. The Duteh naval shipbuilding cluster The Dutch naval shipbuilding cluster consists of three distinct groups: the RNLN, the industry and the knowledge institutes (see Figure s.j). The two most prominent knowledge institutes in the Dutch naval shipbuilding cluster are MARIN and TNO Defence research (TNO DO). With regard to knowledge development and the preservation of the knowledge infrastructure within the Dutch naval shipbuilding cluster, the relationship between the RNLN and the knowledge institutes is essential. Among the industrial parties, the RNLN has a special relationship with the Koninklijke Schelde Groep and Thales Nederland. In recent decades, the RNLN has only contracted to the Koninklijke Schelde Groep, which acts as the lead contractor for the ship platform. In turn, the Koninklijke Schelde Stichting Nederland Maritiem Land - xiii-

19 The Royal Netherlands Navy as maritime leader firm Groep subcontracts specific components to other companies and provides guidance to other parties with respect to the platform element. It plays the roie of platform systems integrator. As far as sensor, weapon and communication (SEW ACO) systems are concerned, these are government furnished equipment and government furnished information. Other important industrial parties in the Dutch naval shipbuilding cluster are Imtech Marine & Offshore, Hertel Marine Services, Rohde & Schwarz Nederland, Stork Bronswerk, Rexroth Hydraudyne and Wärtsilä. The take overs of Dutch companies by foreign parties and the creation of foreign branches by Dutch companies reveal the internationalisation of these industrial parties. 20 Management summary ceptual and functional designer, integrator and stimulator of innovation. Moreover, the technical risk for SEW ACO-systems integration lies almost completely with the RNLN rather than with an industrial party. This has a beneficial effect on the price of Dutch navy vessels. The organisation of the production process sets the Netherlands apart from countries such as France and Germany. The RNLN is a 'stimulator' of innovation. By financing research and setting exacting requirements in the design of its naval vessels, it forces the Dutch naval shipbuilding cluster to innovate. lnnovation resulting from RNLN commissions is moreover of importance - both nationally and intemationally - in terms of military spin-off or civil spil/-over. In this study an extensive list has been compiled of recently realised innovation, spin-offs and spill-overs. As regards exports, the RNLN plays a reference role as the launching customer. Not to supply vessels for its own navy reduces the prospects for export of fully completed ships to nil. This applies also to a large extent to complex (military) subsystems. Moreover, various parties in the Dutch naval shipbuilding cluster are dependent on the RNLN for part of their tumover. Discontinuity in the orders placed by the RNLN would imply the disappearance of the current knowledge infrastructure and oblige the RNLN to purchase its next generation of naval vessels abroad. This would most likely imply that the technical risk is transferred to the shipbuilder. Consequently the RNLN would have less influence on the design and there would be less opportunity to imp Ieme nt cost-efficient and innovative concepts, such as the reduced manning philosophy. Indeed, the foreign shipbuilder would try to minimize or avoid these technical risks. Such a strategy would have a negative influence on the purchase price and the operating costs of the naval vessels. Moreover, the acquisition of naval vessels abroad would not create any employment in the Netherlands and would not generate any tax Stichting Nederland Maritiem Land -xv -

21 The Royal Netherlands Navy as maritime leader firm revenue for the government. No enhancement of knowledge or creation of value added would occur in the Netherlands. The Duteh naval shipbuilding cluster in an international perspeetive The international naval defence market is a billion dollar industry. The Dutch naval shipbuilding cluster is above all successful within the following segments of the market: Construction of ships with a low weapon component (amphibious craft, corvettes, patrol and coast guard vessels); - Export of subsystems; Export of design and process knowiedge; - Exports in the framework of the sale of equipment disposed of by the RNLN. The international mark et for newly built frigates offers a more limited potential for the cluster. The import-export mark et for frigates with a maximum working life of approximately 25 years and which were newly delivered or built locally with the original shipyard as design authority, has been examined. The Netherlands is one of the top 10 exporting countries. However, the Netherlands has not exported any newly built frigates since the mid-1980s. Competition in this limited export market is fierce and has political connotations. France and Germany in particular have strengthened their export position in recent years. Both these countries have adopted a particular organisational model with regard to the naval shipbuilding sector. French naval shipbuilding is characterised by an industrial-political model; the government is responsible for a substantial proportion of export promotion. In Germany there is an industrial private-sector run model; private consortia, including banks, trading companies and steel producers, stimulate the export of advanced naval vessels (frigates). -xvi - Stichting Nederland Maritiem Land

22 Management summary In the Netherlands, there is no such support from public authorities or industrial consortia, to regain a successful position in the frigate export market. Nevertheless, exports are of vital importance to the Dutch naval shipbuilding cluster and consequently the cluster has targeted other export markets. A first market segment concerns the export of vessels with a lower weapon component. This market is much larger than the frigate market and needs less political support. The export market for sub-systems, for example for the construction of frigates, also shows potential. Despite the competition in this market and the difficulties of access to the relatively 'closed' markets such as the United States of America and the United Kingdom, sizeable exports of sub-systems have already been achieved. Because factors concerning jinancial engineering, compensation and significant political support are of lesser importance, the export of know-how offers considerable opportunities to the Dutch naval shipbuilding cluster and constitutes the third segment. Finally, the disposal of equipment by the RNLN often leads to substantial orders from the second-hand market (for vendor and/or purchaser) with the Dutch naval shipbuilding cluster as original equipment manufacturer. The important role of the RNLN for these export markets manifests itself in a number of ways. The active function of the RNLN in the initial development of products, its position of role model customer and its role as Parent Navy are, however, indispensable in the fulfilment of export orders. Over the last ten years the Dutch naval shipbuilding cluster has realised 2.5 à 3 billion of military-maritime exports. Case studies concerning innovation in the naval shipbuilding cluster In this book the leader firm behaviour of the RNLN and the other concepts discussed in the previous chapters, are illustrated with six case studies. These concern three naval vessels and three subsystems: - Air Defence and Command Frigate (LCF); Landing Platform Dock I (LPD 1); Stichting Nederland Maritiem Land - xvii-

23 The Royal Netherlands Navy as maritime leader firm Coast Guard Cutter; Goalkeeper; Rudder Roll Stabilization System; Active Phased Array Radar (APAR). These case studies clearly illustrate the driving role of the RNLN, its cooperation with the Dutch naval shipbuilding cluster and the export opportunities for Dutch naval vessels and sub-systems. The RNLN as a leader firm The study clearly shows that the RNLN has the capability and the incentive to be a maritime leader firm. ft not only possesses the economic clout and size required, but also the necessary knowledge and experience within the Directorate Materie!. Moreover, the RNLN also acts like a leader firm within the Dutch naval shipbuilding cluster (see the nine forms of leader.firm behaviour in Table s.j). The essence of leader finm is th at they create positive externalities for other companies. The most important effects resulting from the RNLN, acting as a maritime leader firm. are in the field of innovation and internationalisation of companies in the Dutch naval shipbuilding cluster. Due to the involvement of several parties in the construction of highly advanced naval vessels and the repositioning of existing standards, a knowledge transfer occurs between the principal, knowledge institutes and industry. In this way companies develop skilis and knowledge and thereby strengthen their international market position. The maritime leader firm behaviour of the RNLN and the competitive position of the Dutch naval shipbuilding cluster rest on a number of cornerstones. First, the ambitious operational tasking of the RNLN requires it to have its own design capability that will all ow it to create a conceptual and functional design made to measure. Next, the continuity of investment orders ensures th at the network of mutual dependence between the RNLN, the knowledge institutes and industry is maintained. 24 Management summary scientific research offer the RNLN the possibility to invest and thereby contribute to the innovative capacity and internationalisation of companies in the Dutch naval shipbuilding cluster. A fourth cornerstone consists of the export orders and international cooperation. These compensate for the declining research budgets and investments ofthe RNLN. The aforementioned cornerstones are also decisive for ensuring that the RNLN can maintain a leader firm status. Without these there can be no question of the RNLN being a maritime leader firm. Coordination of production The RNLN takes the lead in the first phases of the production process and is networks responisble for much ofthe coordination in the later stages. b. Role as lead user The RNLN fulfils a special driving role in the knowledge development of the Dutch naval shipbuilding cluster and forces its suppliers to innovate by setting demanding requirements. c. Setting standards d. Creating new combinations Of ten, new produets are developed, because there are no standard products that fulfill the demands of the RNLN. Frequently, these new products set standards. Although the RNLN time and again develops new knowiedge, this does not habitually encompass the combination of knowledge from various sectors. To meet its high demands. it has to call on a select group of companies. This possibly leads to overembeddcdness of these companies. e. lmproving the transfer of knowledge f. Encourage and enable internationalisation The RNLN is a turntable of knowiedge, and not only from a point of international defense cooperation. The knowledge developed by the knowledge institutes under authority from the RNLN is of ten passed on to industry by means of orders for the RNLN. As an ambassador, by adding its NATO-knowledge and by opening up its international network, the RNLN promotes the internationalisation of its suppliers. g. Creating reputation The investment projects of the RNLN contribute to the status and the image of the Dutch naval shipbuilding cluster. The cluster's enhanced reputation is important for access to international markets. h. Improving the labour market The RNLN contributes to the quality of the labour market, among others, by offering trainee posts and supporting schools. By purchasing its naval vessels in the Netherlands, the RNLN ensures national employment opportunities. i. Creating and maintaining the The RNLN takes an active part in existing sector organisations in the organisational infrastructure defense field and m cooperative associations to establish and combine knowiedge. 25 The Royal Netherlands Navy as maritime leader firm Conclusions and recommendations In this study, the role of the RNLN as a maritime leader firm was analysed and confirmed. It has been shown that the RNLN, as a maritime leader firm, contributes substantially to the competitiveness ofthe Dutch naval shipbuilding cluster. A first recommendation is that leader firms need to be considered as target group in a cluster policy. The approach of clusters and of leader firms in particular offers the opportunity to implement an active government policy, which reduces the risk of lapsing into a 'preserving' industrial policy with ailing companies receiving support. In the policy field there is a role for the Dutch Ministry of Economic Affairs and for the Dutch Ministry ofdefence. The effort must be directed towards the expansion of export opportunities for the Dutch naval shipbuilding cluster and the creation of the appropriate structure for the development of additionalleader firms. In this study, the four cornerstones of a competitive Dutch naval shipbuilding cluster, in which the RNLN acts as a maritime leader firm, were identified. Each of these cornerstones is currently under pressure and a second recommendation is therefore to support and strengthen these cornerstones. A third recommendation is to raise the profile of the Dutch naval shipbuilding cluster. lt is important for the cluster to present itself as one tightlyknit group, both on a national as on an international level. In order to facilitate a dialogue with the policymakers, Policy Research Corporation proposes the creation of a task force with high-powered representatives from the Dutch Ministry of Economic Affairs, the Dutch Ministry of Defence and the Dutch Ministry of Foreign Affairs, the RNLN and the CEOs of some leading firms of the Dutch naval shipbuilding cluster. This task force would have the assignment of carrying out research on how, with public-private cooperation, the export potentialof the cluster could be increased. Realisation of a successful Dutch export model for the naval shipbuilding cluster means a billion dollar production for the Dutch industry. Hiermee bouwt dit boek voort op het vorige! uit de serie Nederland Maritiem Land welke een 50-tal maritieme leader firms in de Nederlandse maritieme cluster heeft geïnventariseerd. In het onderzoek worden Vler onderzoeksvragen beantwoord en worden aanbevelingen geformuleerd voor strategie en beleid met betrekking tot de marinebouwcluster en de Koninklijke Marine daarin als maritieme leader firm. De onderzoeksvragen luiden: Hoe efficiënt realiseert de Koninklijke Marine haar behoefte ten aanzien van nieuwbouw en hoe belangrijk is daarbij de Nederlandse marinebouwcluster? De Koninklijke Marine en haar missie Nederland beschikt van oudsher over een slagvaardige en evenwichtige marine en wil de vooruitstrevende rol van haar marine ook in de toekomst bevestigen. De missie en de taken van de Koninklijke Marine vereisen moderne en flexibele eenheden die zowel in nationaal als internationaal verband wereldwijd kunnen worden ingezet. Door een combinatie van hoogtechnologisch materieel, hoog opgeleide bemanning en vernieuwende bemanningsconcepten, is de Koninklijke Marine in staat haar missie te realiseren en bovendien haar taken uit te voeren met een minimum aan personeel (' reduced manning philosophy '). Vooral op dit laatste punt weet de Koninklijke Marine zich te onderscheiden. Door de nauwe relaties tussen de Koninklijke Marine en de marinebouwcluster in Nederland is een eigen zelfscheppende industrie ontstaan die in staat is de meest geavanceerde fregatten en andere marinevaartuigen te bouwen. Hierdoor heeft de Koninklijke Marine de mogelijkheid eisen te stellen die leiden tot een product dat technologisch zeer up-to-date is en dat perfect - xxiv- Stichting Nederland Maritiem Land

30 Management samenvatting beantwoordt aan de gestelde behoeften. Binnen de Nederlandse defensieindustrie is alleen de marinebouwcluster in staat alle productiefasen tussen tekentafel en indienststelling op zich te nemen. Dit onderscheidt haar duidelijk van de Nederlandse industrie ten behoeve van de lucht- en landmacht. Een bijkomend voordeel van een eigen marinebouwcluster is dat positieve effecten worden gecreëerd voor de eigen economie. De economische betekenis van de Koninklijke Marine vertaalt zich in een directe en indirecte werkgelegenheid van personen en een totale toegevoegde waarde van 1.1 miljard. Door haar marineschepen in Nederland aan te kopen zorgt de Koninklijke Marine voor nationale werkgelegenheid en toegevoegde waarde. Daarnaast ligt de reële kost voor de overheid van in Nederland aangekochte schepen circa 30% lager dan de betaalde prijs ten gevolge van de terugvloei naar de overheid via de belastingen. Daarenboven is een hoogtechnologisch fregat (LCF) ruim 30% goedkoper dan in het buitenland (F 124) omdat de risico' s voor de installatie van de SEW ACO-systemen door de Koninklijke Marine worden gedragen en niet door de industrie. Tot slot leidt de nauwe samenwerking tussen de Koninklijke Marine en de bedrijven uit de Nederlandse marinebouwcluster tot wederzijdse kennisuitbreiding en innovatieve ontwikkelingen. Hierdoor ontstaat bijkomend exportpotentieel voor de Nederlandse industrie. De Nederlandse marinebouwc/uster De Nederlandse marinebouwcluster bestaat uit drie groepen, met name de Koninklijke Marine, de industrie en de kennisinstituten (zie Figuur s.j). De twee meest prominente kennisinstituten uit de Nederlandse marinebouwcluster zijn MARIN en TNO Defensieonderzoek. De relatie tussen de Koninklijke Marine en de kennisinstituten is onontbeerlijk op het vlak van kennisontwikkeling en het behoud van de kennis infrastructuur binnen de Nederlandse marinebouwcluster. In de laatste decennia contracteerde de Koninklijke Marine voor het scheepsplatform enkel met de Koninklijke Schelde Groep, die als hoofdaannemer optreedt. De Koninklijke Schelde Groep subcontracteert op haar beurt specifieke onderdelen aan andere bedrijven en stuurt alle andere partijen met betrekking tot het platformgedeelte aan. Zij vervult de rol van integrator voor platformsystemen. Voor de sensor-, wapen- en communicatie (SEW ACO-) systemen is er sprake van government furnished equipment en van government furnished information. 32 Management samenvatting De Koninklijke Marine zelf vervult een specifieke en internationaal gezien vrij unieke rol binnen de Nederlandse marinebouwcluster. Zij is zowel conceptueel en functioneel ontwerper, integrator als stimulator van innovatie. Daarenboven wordt het technisch risico voor SEW ACO-systeemintegratie bijna volledig bij de Koninklijke Marine neergelegd in plaats van bij een industriële partij, wat een gunstige invloed heeft op de prijs van de Nederlandse marineschepen. Deze organisatie van het productieproces onderscheidt Nederland van landen als Frankrijk en Duitsland. De Koninklijke Marine is een 'stimulator' van innovatie. Door onderzoek te financieren en veeleisende behoeften te stellen in de ontwerpen van haar marineschepen, dwingt zij de Nederlandse marinebouwcluster tot innovaties. Innovaties gerealiseerd als gevolg van opdrachten voor de Koninklijke Marine zijn daarenboven belangrijk - zowel nationaal als internationaal- in termen van militaire spin-offs of civiele spill-overs. In dit boek werd bottom-up een uitgebreide lijst samengesteld van recent gerealiseerde innovatie, spin-offs en spil/-overs. Wat betreft export, vervult de Koninklijke Marine een referentierol en is zij de launching customer. Niet leveren aan de eigen marine reduceert de kans voor export van complete schepen tot vrijwel nihil. Dit geldt ook in hoge mate voor complexe (militaire) subsystemen. Daarenboven zijn verschillende partijen uit de Nederlandse marinebouwcluster voor een deel van hun omzet afuankelijk van de Koninklijke Marine. Een discontinuïteit in de bestellingen van de Koninklijke Marine zou het verdwijnen van de huidige kennisinfrastructuur impliceren en de Koninklijke Marine verplichten haar volgende generaties marineschepen in het buitenland aan te schaffen. Het is dan zeer waarschijnlijk dat het technisch risico dan bij de bouwmeester zou worden gelegd. Daarmee krijgt de Koninklijke Marine minder invloed op het ontwerp en vermindert de kans op implementatie van kostenefficiënte en innovatieve concepten zoals de 'reduced manning philosophy'. De buitenlandse bouwmeester zal immers alles in het werk stellen om risico's te mijden. Deze systematiek heeft een Stichting Nederland Maritiem Land - xxvii -

33 De Koninklijke Marine als maritieme leader firm negatieve invloed op de kostprijs en de exploitatiekosten van het marineschip. Bovendien zal de aankoop van een marineschip in het buitenland geen werkgelegenheid in Nederland genereren en niet leiden tot terugvloei naar de overheid via de belastingen. Er vindt in Nederland geen kennisopbouw en creatie van toegevoegde waarde plaats. De Nederlandse marinebouwc/uster in internationaal perspectief De internationale marine defensiemarkt is een miljardenindustrie. De Nederlandse marinebouwcluster is daarbinnen vooral succesvol op volgende onderdelen van deze markt: Bouw van schepen met een lagere bewapeningscomponent (amfibische vaartuigen, korvetten, patrouille schepen en kustwachtschepen); De export van deelsystemen; - De export van ontwerp- en proceskennis; De export in het kader van de verkoop van afgestoten materieel door de Koninklijke Marine. De internationale markt voor nieuwbouwfregatten biedt beperktere mogelijkheden voor de cluster. In dit verband werd de import-exportmarkt onderzocht van fregatten met een maximum leeftijd van circa 25 jaar en die nieuw werden geleverd of lokaal werden gebouwd met de oorspronkelijke werf als design authority. Hieruit blijkt dat Nederland tot de top-lo van de exporterende landen behoort. Nochtans heeft Nederland sinds midden jaren 1980 geen export van nieuwbouwfregatten meer gerealiseerd. De concurrentie op deze kleine exportmarkt is hevig en politiek gekleurd. Voornamelijk Frankrijk en Duitsland hebben de afgelopen jaren hun exportpositie kunnen verstevigen. Frankrijk en Duitsland hebben elk een bijzonder organisatiemodel met betrekking tot de marinebouwsector. De Franse marinebouw wordt gekenmerkt door een industrieel-politiek model; de overheid staat voor een aanzienlijk deel in voor de exportbevordering. In Duitsland geldt een industrieel-privaat gedreven model; private consortia, - xxviii- Stichting Nederland Maritiem Land

34 Management samenvatting waarvan onder meer banken, handelshuizen en staal fabrikanten deel uitmaken, stimuleren de export van geavanceerde marineschepen. In Nederland ontbreekt een dergelijke ondersteuning vanuit de politiek of industriële consortia om een succesvolle positie te heroveren op de exportmarkt van fregatten. Niettemin is export voor de Nederlandse marinebouwcluster van vitaal belang en heeft de Nederlandse marinebouwcluster zich bijgevolg op andere exportmarkten gericht. Een eerste deelmarkt betreft de export van schepen met een lagere bewapeningscomponent. Deze markt is zeer omvangrijk ten opzichte van de fregattenmarkt en behoeft minder politieke ondersteuning. Ook de exportmarkt van deelsystemen, voor onder meer de fregattenbouw, vertoont potentieel. Ondanks de concurrentie op deze markt en de moeilijke toetreding tot de internationale markten zoals de Verenigde Staten en het Verenigd Koninkrijk is reeds aanzienlijke export van deelsystemen gerealiseerd. Ten derde biedt ook de export van kennis aanzienlijke opportuniteiten voor de Nederlandse marinebouwcluster, aangezien factoren betreffende financial engineering, compensatie en hoge politieke ondersteuning minder van belang zijn. Tot slot geeft het afstoten van materieel door de Koninklijke Marine op de tweedehands markt vaak aanleiding tot aanzienlijke opdrachten (voor verkoper en/of koper) bij de Nederlandse marinebouwcluster als original equipment manufacturer. De belangrijke rol van de Koninklijke Marine voor deze exportmarkten komt op een aantal punten tot uiting.
