1 Landenstrategie Vietnam Achtergrondinformatie 1. Prioriteiten van de Vietnamese regering op vlak van HE 1 : The Government has detailed its aspirations for higher education in the Higher Education ReformAgenda (HERA). HERA develops a strategy for the development of higher education and research. The main objectives of the strategy are: a dramatic increase in capacity to allow an increase of the participation rate in higher education (or tertiary) institutions, which implies huge investments in infrastructure and in training of new lecturers and faculty; simultaneous increase in quality and/or efficiency of the system; the introduction or reinforcement of research in universities --in order better to train the future new teachers, to enrich and upgrade present teachers teaching and to upgrade the quality level and international visibility of Vietnamese universities; and Improved governance of the higher education and research system at both national and regional levels, as well as of universities. Voorlopige plannen van VLIR-UOS De uitbouw van de landenstrategie voor Vietnam is nog volop bezig (Vietnam zending in november). Na de consultatieronde in België werden 4 belangrijke sectoren geïdentificeerd 2 : Food/nutrition and Health covers veterinary services, molecular epidemiology, health economics, food technology and biotechnology. Er werden al enkele concrete projectvoorstellen uitgewerkt, zoals: Integrated Primary Health Care in the Rural Areas of the Mekong Region en Multidisciplinary Support for Research based education in food and environmental sciences in Vietnam. 2 Cross-cutting themes: higher professional education and training, internships, scientific English, gender and institutional strengthening. In dit stadium van het proces denkt VLIR-UOS aan een nieuwe manier van samenwerking met Vietnam, meer gebaseerd op netwerken dan op individuele instellingen inclusief met de ex-iusinstellingen als Hub voor de regio: In the context of the VLIR-UOS country strategies with partner countries, and in particular in Vietnam, teaming up or integrating in a network around a thematic area seems to be a new opportunity for cooperation. This might require a novel VLIR-UOS instrument especially designed for facilitating such thematic networking in both Flanders and in the partner country, in this case Vietnam, or by extension in the region (in this case the Mekong Region, South-East Asia, and more particularly Laos and Cambodia). Such thematic institutional network or Network IUC is an advanced form of a classical IUC in as much as the components of the programme in the partner country are no longer projects or departments within one partner institution, but departments from various partner (network) universities. The trusted (IUC) core university becomes the hub of the partner network and the HE institutions networked with it are the nodes of the network South Hub. The improved networking not only concerns North-South networking, but also South-South. Anderzijds wordt gedacht aan de uitwerking van joint/dubbel degrees op niveau van master en PhD. Een evaluatie van de VLIR-UOS samenwerking van de laatste 10 jaar heeft bevestigd dat de samenwerking met Vietnam goed werkt. In bijlage worden een aantal aanbevelingen weergegeven uit deze evaluatie. Enkele concrete voorstellen voor samenwerking van K.U.Leuven met Vietnam Het is evident dat de K.U.Leuven zoveel mogelijk moet inpikken op de toekomstige financieringskanalen van VLIR-UOS. Dit kan nu al voorbereid worden met onze partners, maar anderzijds kan de K.U.Leuven ook eigen initiatieven bedenken in het kader van haar Vietnam landenstrategie. 1. Samenwerkingsakkoorden met een beperkt aantal partners We denken aan HUST, Cantho, Hanoi University of Agriculture, en andere instellingen waarmee al goede samenwerking bestaat. In het kader hiervan kunnen we een Memorandum of Understanding afsluiten, en een aantal capacity building activiteiten ontwikkelen in samenspraak met de partner en in lijn met de prioriteiten van de instelling en het land. In eerste instantie kunnen de bestaande financieringskanalen worden aangesproken: PhD beurzen (al dan niet in sandwich), IRO, lokale Vietnamese beurzen, BTC Reisbeurzen voor Vlaamse studenten Specialisatiebeurzen voor PhD afgestudeerden (IRO, PhD + van VLIR-UOS) ICP-en ICP-PhD beurzen van VLIR-UOS Docentenuitwisseling Gastprofessoren en ontwikkeling van gezamenlijke master en PhD opleidingen Onderzoeksprojecten

3 Er zijn heel wat eigen Vietnamese beurzen om naar het buitenland te gaan studeren. In het verleden waren deze beursbedragen te laag (600 per maand) Via verschillende kanalen hebben we vernomen dat het bedrag opgetrokken is tot 880. Indien dit nog als onvoldoende wordt beschouwd bestaat de mogelijkheid om expatvergoedingen bij te betalen, bv vanuit de onderzoeksgroep. Vanuit de IRO is dit op systematische basis niet mogelijk, tenzij hier duidelijk voor wordt geopteerd in de toekomst. Men moet er ook rekening mee houden dat zij voor de huisvesting naar de privémarkt moeten. Dank zij een goede relatie met de partner kan een prescreening ter plaatse worden georganiseerd, inclusief voor de kennis van het Engels. 2. Aanbod van university management cursussen De K.U.Leuven is een modulair opleidingsaanbod aan het uitwerken over university management. Eerst moet basismateriaal worden uitgewerkt door de verschillende diensten (presentatie, cursusmateriaal, documentatiepakket). We zouden dit kunnen organiseren voor een aantal Vietnamese universiteiten indien dit zou passen in een landenbeleid of in het kader van een summer school. Externe financiering moet worden gezocht. Volgende thema s zullen aan bod komen: - strategisch management - internationaal beleid - algemeen beheer (financieel beheer, personeel beheer, ICT.) - onderzoekscoördinatie - onderwijsbeleid - fondsenwerving (DRO of mecenaat) - tehnologie transfert (LRD) 3. Flemish Graduate School in Vietnam Voorstel om, samen met een beperkt aantal Vietnamese universiteiten, een Graduate school uit te bouwen in Science and technology, waar PhD s kunnen gevolgd worden in een sandwich systeem, in disciplines waar wij ook sterk in zijn. De recrutering zou op nationaal niveau moeten gebeuren. Omdat er ook bij ons een schrijnend tekort is aan PhD s in de wetenschappen, kan dit een win-win situatie opleveren.

4 Bijlage Een landenevaluatie rapport 3 van mei 2011 door Jan Visser & Trinh Quoc Lap, over de samenwerking van VLIR-UOS in Vietnam leidde tot positieve conclusies en een aantal aanbevelingen waarvan de belangrijkste: 1. The potential of information and communication technologies must be explored more fully and more vigorously for the development of distance education/e-learning as well as for the networking of scientific institutions and individual scientists, both for the purpose of scientific communication and to facilitate project management. 2. Capacity building regarding issues that are of crucial importance in a university wide context (e.g. English language skills; pedagogical skills and attitudes; essential skills, attitudes and values for the conduct of research of recognized value and validity; ICT skills; and library skills) must be approached in a transversal fashion, affecting institutions at large, rather than single departments, allowing relevant capacity to become absorbed in central units (such as an academic development center) that serve the entire institution. 3. The development of a culture of learning and teaching must be given attention alongside the existing attention to developing a research culture so as to serve universities in a more comprehensive fashion, while leading at the same time to greater efficiency and effectiveness. 4. In addition to capacity building in research and education, attention must be given to university governance, particularly with a view to nurturing the next generation of leaders. 5. Inter- and transdisciplinary approaches, which explicitly include attention to the social and human dimensions of facilitating change in areas of development that are otherwise dependent on scientific and technological expertise, are to be favored. 6. Marketability of results of research must be one among multiple other criteria for judging proposals for research grants so as to make it more likely that the capacity to undertake research will contribute to financial sustainability of the research infrastructure, human as well as physical. 7. Students, selected for study in Flanders, must be offered participation in a predeparture process of preparation mentally, culturally, and in terms of English language competence and be linked into networks of fellow students going through similar experiences, so as to facilitate acculturation, an effective start of their studies, and smooth integration in the academic environment. 8. Strong student and alumni networks must be developed and cared for (which can be based on some partial initiatives already underway), serving the post-graduation professional interests of network participants as well as the interests of Belgium. 9. Flexibility in choice of PhD training models (sandwich, full-time, hybrid) ought to be considered, allowing for better adaptation of the proposed study pattern to the circumstances of students and the nature of their proposed study. 10. Support to stimulating and nurturing postdoctoral research should continue full force as it was found to have been effective in enhancing the research capability. 3
