2 AIAS Amsterdam Institute for Advanced labour Studies UNIVERSITY OF AMSTERDAM Introduction Wiemer Salverda The funding of two new, large 3 to 4-year research projects provides an essential boost to AIAS at the start of the new year 2009/2010. At the end of spring, the Dutch SIG Foundation decided to allocate 1 million Euros to a research project addressing Solidarity in the 21st Century and coordinated by Paul de Beer. The new research builds on two earlier projects (Solidarity and the Welfare State, Distribution of Responsibilities in Dutch Social Security), which started in the year 2005 and recently ended with the publication of two books. More on the project on page xx of this Newsletter. The other project is the 2.7 million GINI proposal submitted to the EU s 7th Framework Programme in January 2009 and prepared by Wiemer Salverda and Herman van de Werfhorst in cooperation with colleagues in Antwerp, Dublin, London, Milan, and Warsaw - with the support of an excellent group of national experts and topical associates. This plan builds on the Oxford Handbook of Economic Inequality which resulted from a unique cooperation of the LoWER network and the Equalsoc Network of Excellence. The research will focus on the changes in inequalities including their effects in many areas, broadly ranging from individual health to political decision making. It will cover 25 out of 27 EU member states together with Australia, Canada, Japan and the US. The project is expected to start around the turn of the year and more will found in the next Newsletter. Clearly, the two projects underline the importance of inequalities in the study of labour at AIAS and they will enable closer cooperation with other researchers on inequality as in, e.g., the newly established Center for Global Health and Inequality of the Amsterdam Faculty of Social and Behavioural Sciences (FMG). The challenge for AIAS for the coming years will be to further develop and intensify its research agenda in labour law, labour economics and labour health. The new appointment as of 1 September of Maarten Keune (formerly at the European Trade Union Institute in Brussels) as professor of Social Security and Labour Relations in the Law Faculty provides an equally essential boost here. He has taken up the challenge rightaway - a warm welcome to the AIAS! 3 NEWS Wiemer Salverda elected chair of Equalsoc At its meeting of May in Turin, the Governing Council of the EQUALSOC Network of Excellence elected Wiemer Salverda, director of AIAS, as its chair. He replaces Chris Whelan who did an excellent job chairing the Council from the start of the network in 2005, after also chairing the preceding Changequal network (FP5). Chris stepped down as he left the Economic and Social Research Institute, the Irish partner of the network, to become a professor at University College Dublin. He will remain active as an associate of EQUALSOC. The network faces another busy time until expiry in August The year will see both a Policy Conference in Brussels and a Concluding Conference in June 2010 in Amsterdam. Many cooperative projects will come to fruition during this last period. An important issue needing proper attention will be the future of the network after expiry of EU support. In an evaluation young researchers have pointed out the significant benefits the network has brought them and could bring future cohorts. Core questions are what the nature of future network cooperation should be, and what support can be obtained from the participating institutions, the national and European science foundations and, last but not least, the European Commission. Marta Kahancová won dissertation price Marta Kahancová won the Nederlandse Sociologisch Vereniging (Dutch Sociology Society) dissertation price She won this for her in October 2007 defended thesis Making the Most of Diversity. Social Interaction and Variation in Employment Practices in a Multinational Company. Her promotor was Jelle Visser. Martha was associated with AIAS between 2005 and She now works at the Central European University in Budapest. She can be contacted through Helen Kopnina teaches at University in India Helen Kopnina received an Erasmus Mundus Scholarship (EU sponsored academic exchange programme) to spend the month of August teaching and doing research at the University of Jadavpur, in Calcutta, India. She will be affiliated with the International Relations Faculty and will teach a course on Global Politics with special focus on Environmental Politics. The subject of environment and health in international perspective has always interested Helen. Having recently completed the manuscript Health and Environment: Social Science Perspectives (to be published by Nova Science Publishers in January 2010) she felt the need to expand her knowledge by venturing into a research within the country where environmental and health debates often occupy the foreground of political agenda. As the only anthropologist at AIAS, Helen has obtained her PhD in urban migration studies but often dreamed of the more traditional places of ethnographic inquiry, India being her first choice. Helen hopes to come back full of new energy and experiences, having taught students who are perhaps very different from the ones encountered here, and doing research on the subject that is both challenging and unique. Erasmus Mundus Scholarship offers Helen a chance to develop both professionally and personally and to complement her current research and teaching skills by a truly international experience. Read the column on pages 10 and 11 about her first experiences in India! 3

4 CONFERENCES Wout Buitelaar Spoke at Congress for Senior Secondary Vocational Education Wout Buitelaar delivered a speech on 17 September at the Dutch Congress for Senior Secondary Vocational Education at the Nieuwegein Business Center Utrecht, in which he highlighted the role of knowledge in educational organizations and the position of HRM. Within all sorts of organization so-called knowledge chains are functioning, whereby HRM is considered as a complex intermediary function: as a knowledge broker between management, the teaching rankand-file and the various work-progress meetings or participation forms. Teaching has to be (re)organized in learning-how-tolearn within a specific knowledge chain. Vocational training in the current service economy has to focus on the profile of the reflective practitioner, a new meeting point of theory, practice and permanent learning. AIAS Annual Conference June 17th 2009 Social Pacts and the Crisis On June 17th the annual AIAS conference took place in the Artis conference centre in Amsterdam. Again the conference targeted a topic of current interest, this year s theme being the global economic crisis that set in during the summer of The crisis was discussed in the light of possible solutions taking the form of pacts between government, employees and employers. In order to elucidate the possibilities of such pacts, a comparison was made to other European countries. Speakers from Ireland and Sweden had been invited to inform us about the social pacts their governments had sought in order to alleviate the effects of the economic crisis. After an introductory speech by AIAS director Jelle Visser stressing the link between economic crisis and social pacts a variety of international and Dutch speakers took the floor. The first speaker was the director of the Irish Economic and Social Council, Rory O Donnell. Mr. Rory O Donnell has published extensively on the topic of social pacts and corporatism. He discussed how a reversal or denial of Ireland s history of adversarialism and voluntarism and fairly dysfunctional systems of wage bargaining over several decades since the Second World War took place and how it was institutionalised in two very broad ways in several social pacts over the last twenty years. However he also highlighted the difficulties that have arisen in dealing with the current crisis and why so far it has not been possible to conclude a new agreement on how the burden of this crisis can be divided. The second speaker was Juhana Vartiainen, who heads the research department of the Swedish Institute for Economic Research. He discussed the stereotypical view of the Scandinavian countries as being corporatist due to a tradition of Keynesianism, social pacts and macroeconomically active trade unions. However, there are large differences in the nature and frequency of social pacts in Denmark, Sweden, Finland and Norway. Mr. Vartiainen discussed these differences and their explanations. He further considered the evolution of Nordic social models up to the economic crisis and how the current crisis demands an optimal mix of fiscal, monetary and income policy. The Dutch history with regard to social pacts was discussed by Jelle Visser. He postulated three laws with regard to social pacts in the Netherlands. First when there is a downturn in the economy the government will conclude a social pact with trade unions and employers. The second law holds that whatever else is on the menu of a social pact, wage moderation is always a key ingredient. The last law is that social pacts come one or two years later than the first signs of a worsening of economic prospects. The experiences of Ireland, the Nordic countries and the Netherlands were commented upon by Michel Donners (NCSI, the Dutch centre for social innovation) and Maurice Rojer of the General employers association AWVN. As final speaker of the day Marc van der Meer gave an overall account of the history of social pacts in the Netherlands. He summarized the lessons learned from previous social pacts and possible approaches for the future. Marc s closing contribution honoured the ten years that he actively helped to build AIAS, which he recently, left for the ECBO. A conference booklet is being drawn up at the moment and will be available from AIAS as of early November

5 WORKING PAPERS Working Paper WP 72 An analysis of firm support for active labor market policies in Denmark, Germany, and the Netherlands Moira Nelson, University of North Carolina at Chapel Hill, was guest at AIAS in 2008 Active labour market policies, defined as programs for marginalized workers that improve their chances of finding stable jobs, have grown in importance since roughly 1980 due to high levels of unemployment. This paper examines the role of private firms in active labour market policies in three generous welfare states Denmark, Germany and the Netherlands. Whereas the participation of private firms in the implementation of active labour market policies enhances the efficiency of these policies, firms increased bargaining power within the national policy-making arena raises questions about their continued willingness to adjust their preferences in order to accommodate public concerns. The results suggest that the state plays a fundamental role in building firm support for active labour market policies, although employer organizations do influence firms participation in these programmes. Working Paper WP 70 Parallel innovation as a type of policy learning The example of the chain of work and income Marc van der Meer, former senior researcher AIAS, and Bert Roes After decades of deliberation, the institutional fields of social security and active labour-market policies in the Netherlands were brought together in a single integrating structure (the so-called SUWI-chain of work and income) at the start of the 21st century. We discuss the current approach of labourmarket reintegration at both the national and the local level, where organisational and policy learning has now been declared an official ambition. Our argument starts from the perspective of policy feedback and reiterative policy development in experimental settings. Our case study is the pilot project of job reintegration, the so-called Showroom experiments ( Toonkamer-experimenten ). We discuss the conditions of these experiments, where regulations were less and professionals were challenged to invent new and more effective (in terms of reintegrating job seekers) working methods. Subsequently, we evaluate the relationship between vertical steering (planning and control) and horizontal mutual adjustment (between the employment centres of CWI, the social security bodies of UWV, and the municipal authorities) within the chain in terms of policy learning. The combination of this policy learning and organisational change at local and national level is what we call parallel innovation. 5

6 PUBLICATIES Marloes de Graaf-Zijl Is extra arbeidsparticipatie mogelijk en gewenst? Het regeringsbeleid om de arbeidsparticipatie te verhogen kan leiden tot een verhoging van de maatschappelijke welvaart. Het is echter de vraag of deze groei net als in het verleden uit de hoek van vrouwen en ouderen moet komen. Het is niet verstandig is om ons blind te blijven staren op extra participatie van deze groepen. Wel zijn er nog steeds mogelijkheden voor verbetering bij probleemgroepen. Flexibilisering van de arbeidsmarkt is een veel gehoord voorstel ter verhoging van de arbeidsparticipatie. Concluderend kunnen we stellen dat het regeringsbeleid om de arbeidsparticipatie te verhogen kan leiden tot een verhoging van de maatschappelijke welvaart. De analyse van Gautier en Wolthoff schat de extra gewenste arbeidsparticipatie op 10 procent. Het is echter de vraag of deze groei net als in het verleden uit de hoek van vrouwen en ouderen moet komen. De bijdragen van Borghans en Hoeymans laten zien dat het niet verstandig is om ons blind te blijven staren op extra participatie van deze groepen. Wel zijn er nog steeds mogelijkheden voor verbetering bij probleemgroepen, zoals Groot, Koot en Descza beargumenteren. Flexibilisering van de arbeidsmarkt is een veel gehoord voorstel ter verhoging van de arbeidsparticipatie. Hester Houwing en Trudie Schil Flexicurity in cao's: een strategie om de arbeidsmarktparticipatie te verhogen? Een van de doelstellingen van het huidige kabinet is een verhoging van de arbeidsparticipatie in Nederland, en met name die van mensen in een zwakke positie, zoals vrouwen, allochtonen, ouderen en laagopgeleiden. Een van de instrumenten hiervoor is meer fl exicurity op de arbeidsmarkt: meer fl exibiliteit bieden aan werkgevers in het gebruik van arbeid, maar tegelijkertijd voldoende zekerheid bieden aan werknemers. Er is echter nog veel onbekend over hoe fl exicurity is uitgewerkt in het Nederlandse arbeidsmarktbeleid. De balans tussen fl exibiliteit en zekerheid verschilt per sector en beleid dat gericht is op het verhogen van participatie door middel van fl exicurity zal hier rekening mee moeten houden. Welke conclusies kunnen we nu op basis van de bevindingen destilleren voor de discussie over de relatie tussen het uitbreiden van fl exicurity-beleid en het verhogen van arbeidsmarktparticipatie? Allereerst zal de relatie tussen deze twee zaken verschillen per sector omdat het fl exicurity-beleid door de afwijkmogelijkheden in de cao verschilt per sector. We zien dan ook dat de wettelijk toegestane mogelijkheid om af te wijken aansluit bij de behoeftes in de sectoren om mee te ademen met economische ontwikkelingen. De balans tussen fl exibiliteit en zekerheid verschilt per sector en dit zal samenhangen met verschillende participatieniveaus. Net als de heterogene fl exicurity-behoeften tussen sectoren, kunnen ook de behoeften van vraag en aanbod van arbeid van de zwakke groepen verschillen. Sectoren waar meer nadruk wordt gelegd op fl exibiliteit kunnen aantrekkelijker zijn voor groepen werknemers die juist zoeken naar meer fl exibiliteit (bijvoorbeeld combinatie arbeid en zorg). Hiernaast kan meer fl exibiliteit werkgevers aanzetten om meer zwakke groepen in dienst te nemen (bij slechte match kan men er makkelijk weer vanaf), wat de kansen van zwakke groepen op de arbeidsmarkt verder kan verhogen. Indien mensen echter steeds in en uit arbeid stromen kan het ook tot demotie leiden en de arbeidsmarktpositie verslechteren. Ook het zekerheidsniveau verschilt per sector wat aantrekkelijk kan zijn voor groepen werknemers die zoeken naar meer zekerheid (bijvoorbeeld kostwinners). In dit artikel hebben wij laten zien dat de relatie tussen fl exicuritiy-beleid en arbeidsparticipatie niet eenduidig is maar complex is door de variatie die er tussen sectoren bestaat in fl exicurity-beleid. Een beleid gericht op het verhogen van arbeidsmarktparticipatie door middel van het stimuleren van fl exicurity-beleid dient hiermee rekening te houden. Zie voor de volledige artikelen 6

7 PUBLICATIONS Health and Environment: Social Science Perspectives Upcoming publication - January 2010 Nova Science Publishers Helen Kopnina (AIAS), Hans Keune (University of Antwerp) In this book we examine the contribution of social scientists to the topics of health and environment. We present diverse perspectives on classical and contemporary debates by focusing on social scientific framing of environment and health, as well as on the potential contribution of social science to problem solving strategies in these fields. We trace environment and health debates to the classical scholars and examine the evolution of contemporary academic disciplines concerned with health and environment. We address current complex relationships between human health and environmental problems, and between human and non-human interests. Scientific as well as public discourse has shifted back and forth between humanist and environmental approaches, often focusing either on their duality or mutual complementarity. After examining the roots of these approaches, we turn to contemporary environmental issues with the potential to affect public health, such as climate change, air, soil and water pollution, food contamination, and availability of natural resources. Using the social scientific lens, we examine human impact on the environment, particularly the consequences of population growth and industrialization. Popular notions like responsible consumption, ecological production, renewable energy, sustainable enterprise, and traditional medicine are discussed in turn. Environmental risks for human health perceived as priority issues by policy-makers are critically evaluated leading to reflection on what role the social scientists can play in addressing the issues of societal and environmental importance. The combined perspective of this collection of essays exemplifies the social relevance of a social scientific focus on health and environment. Not only do the socal aspects of environment and health legitimize our choice of a social scientific perspective, but also the social complexity involved in the problem solving strategies warrants such a point of view. This complexity relates not only to the different interests and divergent social perspectives, but also to the social process of environmental and health knowledge development. We do not pretend to be exhaustive in our presentation of social scientific perspectives on environment and health related issues. We present a selection of diverse perspectives that will give readers the opportunity to get acquainted with these socially and politically significant topics from other than a merely natural scientific perspective. This volume combines insights from different sub-disciplines dealing with both health and environmental topics, such as medical anthropology, ecological sociology, and environmental health. This volume is an example of the complementarity between different social scientific views on the fields of health and environment. This makes Health and Environment useful for scholars and students of social sciences, health and environment, as well as for the general audience. Authors Helen Kopnina Is an anthropologist (PhD Cambridge University, 2002) currently researching the relationship between occupational health and policy at AIAS. Kopnina is the author of three other books, East to West Migration (2005); Crossing European Boundaries: Beyond Conventional Geographical Categories (2006) and Migration and Tourism: Formation of New Social Classes (2007). On the personal level, Kopnina considers herself a type of environmentalist that views nonmanmade nature as an entity having a right to exist independently of human interest. The right in this case refers to intrinsic value quite apart from human legal or moral connotations of it. Being a mother of three children, the health of future generations is also one of Kopnina s great personal concerns. Hans Keune Is a political scientist working at the Faculty of Political and Social Sciences, University of Antwerp-Belgium. His expertise is mainly related to environment & health (science, social issues and policymaking), risk (perception, communication and assessment), knowledge (production, integration, interpretation and application), complexity, inter- and transdisciplinarity (boundary work science government society and participation), action research, group assessment/decision support methods (e.g. multi-criteria decision analysis, Delphi method, focus group). He works for the Flemish Centre of expertise for Environment and Health and has experience in several international projects related to his work in the fi eld of environment & health. 7

8 DATA WageIndicator Strengthening a global operation With an string of 55 WageIndicator websites in new countries and with new tools to strengthen the operation in existing partner countries, the WageIndicator looks back at a very busy period and has even more new launches planned for the near future. WageIndicator sites in Kazakhstan, the Ukraine, Guatemala and eight countries in Southern Africa have been launched this summer. As the number of valid survey responses enhances the scientific value of the WageIndicator project, much effort is also put into helping the existing national projects to make their sites more attractive for their audiences, as both WageIndicator teams and their audiences often get rather exited during and after the launch, but even the most motivated teams need encouragement. Keeping the momentum over a prolonged period is sometimes challenging. With AIAS, as a part of the Decisions For Life project, the WageIndicator has set up the Decent Work Checks, a tool for comparing individual work conditions with national legislation and international standards. Fourteen countries have joined, and more are following soon. On a lighter note, with a Partner check (allowing to find the best partner considering your economic position), a crisis check (to investigate your sustainability during the financial crisis), improved interfaces for the so-important salary check and by efforts to make the website more newsy, the WageIndicator is working to improve the sustainability of the traffic. Later this year WageIndicator will launch for each of the 46 countries new pages for over four hundred occupations per country, with a neat set of information organized per occupation (like salary and benefits) and available in one click. That will offer visitors WageIndicator sites in 46 countries an overview of their occupations, many thousands of new opportunities The challenge of gathering data in countries with a relative low internet access has been met successfully with an offline survey in India, Paraguay and Guatemala. It dealt with one of the major challenges of this online project, when a large percentage of the population is not online. Final result: a salary indication for workers in the socalled formal and informal sector! The WageIndicator is entering uncharted territory too. An increasing number of national websites is offering valid data, that not only can be used on a national level, but also increasingly allows drawing comparisons between larger numbers of countries. While the long-term ambition of the WageIndicator, becoming a global grid of wage information, is still far away, we are increasingly able to start connecting the dots. Streamlining of the databases is planned for the coming months, to make those international comparisons easier. To mobilize our own resources, and those among our audiences, we are trying to organize the WageIndicator websites increasingly as leading aggregators of news and information on salaries and work-related information. We have improved our commenting systems, started this summer a twitter account, are having regular newsy web polls (not scientific) at 15 websites. Also this is unincharted water. The old media, newspapers, magazines, and even internet portals, are losing their audiences, and as an online project, the WageIndicator has to develop new ways to attract those who are no longer reached by the traditional media. 8

9 COLUMN HELEN KOPNINA Teaching in Calcutta Just taught my first course on Environmental Politics for Masters International Studies at Jadavpur University, Calcutta (Kalkata). Where shall I start our arrival into India, the brightness of sari against the backdrop of dirty grey walls of the airport; or what I see now, sitting in the office next to the metal-braced window, framing the cracked path where the busting lines of student-folk rush to their classrooms? Or shall I give an overview basically, that I like it, I like it a lot, all of it aside from the sordid black soot of the roads? Students My work. I love it. I love teaching my course, meeting colleagues, talking about the differences in academic research styles and teaching, about the government funding for universities or the lack thereof, about local problems such as rigging (bullying first year students) and persistence of social class and caste divides. Most colleagues expressed an interest in the research and teaching topic I m involved in Health and Environment policy in the European Union. Apparently, environmental health is one of the most relevant topics in India on both political and social agendas and interdisciplinary teams work on projects related to consequences of urban pollution, environmentally influenced chronic diseases, environmental and health regulations at work, etc. As for the students, most of them show great awareness of global issues and interest in Europe, but it s difficult for me to estimate the level of their prior knowledge. MPhil students of International Relations I m teaching asked me which sources they should use to find out more about Europe, and I asked what they ve read already, they replied papers and newspapers. Students stand up when you enter and are very respectful I should introduce this measure for my Dutch students! For the rest, the students are actually not that different from Europeans: they secretly use their mobiles to text messages under the tables, sneak notes to each other, girls apply make up, boys evaluate my dress, and for the most part they seem to listen, laugh at my jokes and ask questions, looking up curiously and attentively. The only trouble is just as a few times during writing this letter electricity can fall out at any time, internet crashes, and sometimes I have very large insects crawling over my keyboard. I don t mind. Sights, sounds and smells The first thing that comes to mind having been here for five full days is the life and the beauty of the land and its people, the full-on constant attack of sights, sounds and particularly smells. Even the office now is hosting an olfactory invasion of gas from the street nearby; incense from Brahmin knows where; the smell of divine curry; and the sweet, rich, wonderful smell of a tree that looks like a gigantic fern and almost touches my window-sill with its fluffy branches. My office-mates are formally dressed, although dusty as everything in here, business-like but friendly, informing me about anything from University regulations in regard to rigging (bullying) of first-year students to local music (Bengali modern) to places to see and to avoid in Kalkata. University folk seems keen on advertising British colonial landmarks (like Victoria palace which we haven t seen yet but which looks astonishing from the distance, a cross between Taj Mahal and the snowy tops of the Himalayas), while the rickshaw drivers and bus co-commuters advise more local (and for us, more fascinating) attractions such as sacrifice temples and flower markets. People From the places we have seen already are the neighborhood streets and markets and the Kali temple. If one has never been outside the Western world, the streets and markets can probably be a bit of a shock. The word busy (in a Western sense) does not nearly describe the impact of constant traffic of everything from humans carrying a lot of stuff to cars, bikes, motorbikes, buses, trams carrying a lot of humans, with practically no traffic lights and regulations, the whole flow (moving on the British side of the road ) somehow mysteriously avoiding collisions with each other, while constantly honking, beeping, shrieking and laughing. Prior to coming here, we heard stories of people shitting on the streets, people dying on the street, people selling children on the street. So far, we have seen a limited amount of spitting and peeing on the street and homeless-lying-on-the-street-in-the-kind-of-positionthat-makes-one-uncomfortable/humblelooking-at-it, but nothing that could not have happened in Amsterdam. Polar beers People are great. We haven t been deceived or in any way harmed, while we traveled (with a 3 year old) by public transport, walked past the streets where people looked at us as if they saw a group of Polar bears suddenly entering their living quarters, and did many things the Western-oriented middle-class coordinator of academic exchange programme would have disapproved of. Maybe precisely because we travel with the child, people treat us less as tourists but as a family, they are protective and respectful. Eden seems to 9

10 like all the attention and even occasional patting on the head she receives as blond children seem to be a real hit here. Little kids stare after us with gorgeous eyes resembling the Hindu gods so far no beggars, no cling-ons, just astonished gazes. Women are dressed so beautifully that their wake resembles a royal parade, they float, yet are swift. There are street artisans on every corner, their merchandise, varying from fabrics that are so thin that they can pass through the ear of a needle to heavy bronze pottery, to myriads of self-made shoes and all types of electronic. It is hard to distinguish at least to our untrained eye between different social classes, the very colorful and energetic humanity moves through the streets like a never-ending river. Street corners often have small temples, incense burns everywhere; small images of Hindu gods greet you from every nook and cranny. Being here makes us feel very alive, and although life is neither prosperous nor safe for many, they seem to be living with all the energy and optimism we, Western pale-faced, fatigued, bored and privileged Westerners, often lose in our materialism and convenience. Yet, there is also apparent turmoil and some dark-faced suffering, squalor, deprivation, stench and loneliness - among millions of moving masses you see alienated eyes, sick and empty. There are people who live literally in the shoulder-high piles of trash more about poverty later. Hibiscus garlands and string bracelet Near the Kali temple we ve encountered swarms of the poor, looking like they belong to a different group than Bengalis or Hindus and resembling the very darkskinned gypsies, women carrying so many of naked babies and toddlers under their arms as might seem biologically impossible. The poor get fed at the temple every day, tourists are often asked to pay a very high price (for the local standards) by selfappointed priests. Having a little blond child with us entering the sacrificial sights produced such a sensation that we were spared the usual tourist-ripping ritual, and were painted in bright red powder paint, crowned by hibiscus garlands, given string bracelet of burning scarlet, and finally blessed as a family, while observing the pious devotees throwing themselves upon holy water-sprinkled marble floors and goat blood tricking from under the walls of the temple. Kali, the Dark Mother, the ferocious form of Devi, the consort of Shiva whose body she often tramples, represents eternal energy and time, redeemer of the universe, her images, tearing at the flesh, devouring the unfaithful, made a great impression on generations of devoted Hindus and certainly did on us, humble tourists. Lassis, lassis and more lassis Food is wonderful. So far, the stereotype about you ll get a diarrhea here no matter what you eat/drink hasn t affected us, although we don t eat in Western restaurants (there aren t any around) but from the street stalls, picking up little wrapped parcels of banana leaves containing local fast food mashed potatoes, mango, spices. We drink purified water from our Guest house; sample coconut milk extracted by pirate-looking gentlemen dressed in rags and spotting a major eye-patch spectacularly decapitated the nut by a mighty swing of machete; sugar cane juice produced by ingenious mechanical construction looking more like a miniature turbine than a fiber-crasher; and my very favorite lassi, sweet lassi, saulty lassi, massala lassi, perfectly refreshing, astonishingly delicious! Poverty You might ask about poverty. Yes, of course. So is extreme pollution. I personally see them more as the products of Industrial Revolution, a legacy of something we, Westerners, enjoy the reverse side of. To me, this is not about being less developed or less modern or underprivileged the saddest thing is and not just in India but world-wide, is the loss of what we, anthropologists, used to marvel at, original culture, where categories of rich and poor were not as relevant, where mysteries were possible and not everybody worshipped the golden statue of Money. As for the traffic and pollution I can say only one thing I regret that Ford s promise I will build a car for the great multitude ever came true. 10

11 RESEARCH & TEACHING New research programme Solidarity in the 21st century Two demographic trends, namely immigration and ageing, may cause increasing tensions between different groups among the population. Immigration results in growing ethnic diversity, which may erode the community feeling in a society. Ageing leads to an increasing share of elderly in the population who are largely dependent on the younger citizens for financing their pensions and health costs. The consequences of both developments for the solidarity in modern society are the subject of the AIAS research programme Solidarity in the 21st century. Stichting Instituut Gak has endowed AIASresearcher Paul de Beer and AIAS-fellow Ferry Koster (presently working at the University of Leiden) with a subsidy of one million Euro to realize this research programme in the next four years. The research will be carried out by a research team consisting of three postdoc researchers and a Ph.D. student. The main purpose of the research programme will be to trace the motives and conditions for solidarity between citizens of different age and different origins in present-day society. Solidarity includes both informal solidarity, such as voluntary work and community care, and formal solidarity, such as social security. In the research programme solidarity will be studied from different angles. The Ph.D. student will study informal and formal solidarity patterns at the level of districts in a number of big cities in the Netherlands and abroad. One postdoc researcher will develop and implement laboratory experiments to test the conditions under which individuals are willing to show solidarity towards others. He/she will also develop an internet survey with vignettes, describing various fictitious persons, in order to find out which personal characteristics influence the willingness of people to support others. Another postdoc researcher will perform statistical analyses of large scale surveys to determine the impact of ethnic heterogeneity and the age composition of the population on solidary behaviour and attitudes in various countries. The third postdoc researcher will analyse the representation of natives and ethnic minorities and of younger and older people in mass media, such as the press and television. In the final stage of the research programme all separate studies will be integrated in an overall report on the state of solidarity in the 21st century. Moreover, a solidarity checklist will be developed and clarified in a masterclass for professionals who are confronted with questions of solidarity in their everyday work. Jubileumeditie Master HRM In het jaar na de viering van het tienjarig bestaan van AIAS, viert nu ook de professionele AIAS-masteropleiding over arbeid en HRM zijn tweede lustrum. In september 2009 is de tiende groep cursisten van start gegaan met daarin traditiegetrouw een mooie mix van deelnemers met uiteenlopende vooropleidingen, werkzaam in verschillende typen organisaties en sectoren, en met gevarieerde werkervaring binnen en buiten het vakgebied van arbeid en HRM. Zeker in tijden van economische tegenwind vormt dit aanleiding voor een feestje. De economische recessie gaat vooralsnog gepaard met een grote instroom van studenten in het reguliere hoger onderwijs, die voor de UvA grote uitdagingen op het gebied van organisatie en capaciteit betekent. Het zijn ontwikkelingen die in het postinitiële onderwijs aanleiding geven voor enige jaloezie. In organisaties waarin (potentiële) deelnemers werkzaam zijn wordt de huidige moeilijke periode dagelijks gevoeld. Voor veel werkgevers brengt dit aanzienlijke beperkingen voor bijvoorbeeld opleidingsbudgetten met zich mee. Dat ook onder deze economisch lastige omstandigheden de AIAS-master weer op een hoop belangstelling en uiteindelijk voldoende inschrijvingen mocht rekenen, heeft verschillende oorzaken. Om te beginnen is bestudering van het thema arbeid en HRM als vrijwel geen ander onderwerp relevant in het licht van ingrijpende (macro-)economische ontwikkelingen. In het bijzonder in tijden van economische krimp wordt de onderlinge samenhang duidelijk tussen de verschillende disciplines van waaruit in de master naar arbeid wordt gekeken. Inzicht in thema s als werkloosheid en ontslagbescherming kan een belangrijke bijdrage leveren aan beleid en maatregelen gericht op de crisis. Het zijn precies dergelijke brede arbeidsthema s die in de opleiding ruime aandacht krijgen, zowel vanuit economisch, sociologisch als juridisch perspectief. Om een vergelijkbare reden onderstreept de recessie daarnaast het nut van de brede benadering van Human Resource Management die het AIAS al jaren kiest. Het zijn namelijk dezelfde economische ontwikkelingen en hun gevolgen voor de arbeidsmarkt, die uiteindelijk bepalend zijn voor strate- 11

12 ONDERWIJS gisch personeelsbeleid, beloning en feitelijk alle andere HRM-thema s die in de master aan bod komen. Alhoewel beschikbare gelden voor scholing binnen organisaties onder druk komen te staan, is een investering in het human capital vaak bij uitstek in magere jaren een lonende. De bindende kracht en het vertrouwen bijvoorbeeld die van een dergelijke investering uitgaan, kunnen juist in een instabiele economie van extra betekenis zijn voor continuïteit en concurrentiekracht. Het volgen van een opleiding als de master HRM Arbeid, Organisatie en Beleid is dus voor werkgevers en hun werknemers een doelmatige en waardevolle investering, misschien wel juist tijdens de recessie. En vooruit, tot slot zegt een tienjarig jubileum in tijden van crisis en in een toenemend concurrerende opleidingenmarkt ook nog wel iets over de kwaliteit van onze opleiding. Matthijs Visser, onderwijscoördinator, va.nl Leergang Strategisch HRM en de Gemeente Amsterdam Sinds een paar jaar organiseert AIAS een in-company leergang voor HRM functionarissen van de gemeente Amsterdam. Na 3 x een leergang verzorgd te hebben over Verander- Management is de inhoud van de leergang dit jaar gericht op Strategisch Human Resource Management. Als we de resultaten van verschillende onderzoeken mogen geloven bestaat er gap tussen de theorie en de praktijk in het HRM domein (o.a. Anderson e.a. 2001). HRM functionarissen klagen over een gebrek aan nuttige kennis terwijl HRM onderzoekers de praktijkmensen verwijten geen kennis te nemen van resultaten van wetenschappelijk onderzoek. Poell (2009) zocht uit of HRMers de tijdschriften lezen die de wetenschappelijke toets van kritiek kunnen doorstaan. Dat bleek niet het geval te zijn. Kennelijk is de kennis die daarin wordt beschreven wetenschappelijk interessant maar voor de praktijk tamelijk irrelevant en onbruikbaar. HRMers lezen populaire tijdschriften waarin artikelen staan die praktisch uiterst relevant zijn maar waar helaas uiterst zwakke methodes van onderzoek worden gebruikt om tot die kennis te komen. Een manier om de werelden van onderzoekers en de praktijk van HRM dichter bij elkaar te brengen is het organiseren van een gezamenlijke leergang. Daarom besloten AIAS, de opleiding HRM van de hogeschool van Amsterdam en de organisatie van opleidingen bij de Gemeente Amsterdam een in-company leergang te starten. De leergang zou bedoeld zijn om de hoofden HRM van de gemeente Amsterdam bij te scholen en met hen het debat aan te gaan over het nut en de bruikbaarheid van wetenschappelijke kennis in de praktijk. Een keur van wetenschappers bleek enthousiast om de leergang VeranderManagement inhoud te. De leergang beviel. Niet alleen voor de hoofden HRM maar voor al het HRM personeel werd de leergang vervolgens opengesteld en herhaald. In september start nu een 2de leergang over Strategisch HRM. De centrale vraag is hoe HRM moet reageren op de kwalitatieve en kwantitatieve vraag naar personeel in een tijd waarin oudere werknemers de arbeidsmarkt gaan verlaten. Daarbij spelen niet alleen de gevolgen van de vergrijzing een belangrijke rol, maar ook de verdere fl exibilisering van de arbeidsmarkt en de huidige economische crisis staan centraal bij het beantwoorden van die vraag. De bijeenkomsten gaan bijvoorbeeld over de betekenis van strategische HRM in de economische omgeving van de Amsterdamse regio. Er wordt een aparte bijeenkomst gewijd aan de instrumenten van strategisch HRM die worden ingezet om daarop te reageren. In de leergang wordt bijzondere aandacht geschonken aan de benadering van oudere en jongere werknemers. Bij jongere werknemers denken we aan de specifi eke kenmerken van de jongere generatie en de wijze waarop werkgevers daarop inspelen. Bij jongere werknemers denken we ook aan de mate waarin zij zijn voorbereid door het onderwijs om te werken. Vele oudere werknemers gaan de arbeidsmarkt de komende jaren verlaten en nemen hun kennis met zich mee. Maar ouderen zullen ook langer blijven doorwerken. In de leergang vragen we ons af wat deze mensen kunnen bieden en hoe de werkgever zoveel mogelijk van hen gebruik kan maken. De leergang probeert een koppeling tussen theorie en praktijk tot stand te brengen door veel ruimte te maken voor het debat tussen de onderzoeker/ inleider en de cursisten. Kennis beklijft het beste als refl ectie plaatsvindt op het geleerde en als nieuwe kennis kan worden ingepast in het eigen, door ervaring opgebouwde kader. Voor die refl ectie is per zitting veel tijd ingeruimd. De gehele leergang sluit af met een gesprek tussen de cursisten met hun eigen leidinggevenden binnen de gemeentelijke organisatie. Kennis beklijft het beste als het geleerde ook kan worden vertaald, benut en uitgewerkt in de eigen werksituatie. Martha Meerman Programmamanager 12

The institutes together offer a fellowship that allows for a one to three-month paid residence. The scholarship gives journalists the opportunity to work on an innovative journalistic product in the field of social-economic policy, the welfare state and European Integration. He obtained his Phd at European University Institute (Italy) in 2006 with the thesis Creating capitalist labour markets : a comparative-institutionalist analysis of labour market reform in the Czech Republic and Hungary, From 1996 till 2006 he was researcher at the European University Insitute. In 2004 he also became a senior researcher at the ETUI. On 1 September 2009 Maarten Keune is appointed as extraodinary professor Labour Relations at the University of Amsterdam. He is working on a project in cooperation with the Max Planck Institute for Social Science in Cologne. Max is a correspondent with the German daily Financial Times Deutschland, where he covers the chemical and pharmaceutical industries as well as corporate mergers and acquisitions in general. The merger wave in Holland prompted a number of articles on the Dutch business world, including the debate about a possible drain of companies abroad and the role of aggressive investors in a country that is otherwise traditionally consensus-orientated. Thus, at AIAS Max is looking into the dichotomy of Anglo-Saxon style capitalism and the old Continental European approach: Shareholder Value versus Stakeholder Value in The Netherlands is the name of the project. Working time flexibility practices of European companies Increasingly working time flexibility is gaining attention for its possibility in facilitating the needs of both employers and employees. In addition, over the years more and more people have recognized the importance of examining company level practices especially when examining labour market flexibility and work-life balance policy issues. Despite this attention, there is not much empirical work done on working time flexibility which focuses on company practices, especially those that compare cases across large number of countries. This study is an attempt to overcome this limitation, through examining the determinants and implications of the use and provision of working time flexibility arrangements of companies across Europe. Inaugural address Margo Trappenburg 24 September Active solidarity During the past decades the Dutch welfare state has undergone transformation. You could say that the welfare of the seventies and eighties asked for a large degree of financial solidarity of early middle class working citizens. Middle class working people paid for old people s homes, nursing homes, psychiatric institutions and sheltered workshops. Psychiatric patients, mentally handicapped and demented elderly were taken care of in institutions, by professionals who received a salary for that. Children who differed from the average elementary school child were referred to special education. Less healthy, less talented, less communicative citizens often disappeared from view: they were on welfare or in the WAO (Dutch Disability Insurance Act), facilities where the working middle class citizens paid for, but also contributed to rarely being confronted at work with serious disabled, chronically ill or mentally unbalanced colleagues. Although most of the above mentioned institutions and systems of income transfer still exist, the policy in recent years, has sought to significantly reduce the reach and scope of it. Today, the system of special provisions based on financial solidarity is considered bad for vulnerable citizens. One feels they have to participate in the mainstream society: live in an ordinary neighbourhood, work in an ordinary company and go to school with average children. Margo Trappenburg got into this new policy in her lecture. What does this mean for the vulnerable groups in question? But above all: what does this mean for the middle class working people who have to put up with less healthy, disabled, less functioning citizens in their neighborhood, at work or at their children s school? This policy requires active solidarity. Is that a standard 21st century citizens can comply with?
