OPINION: Remaining Relevant, by Remco Zwetsloot VOORWOORD Beste Jonge Atlantici, speciale relaties en andere geïnteresseerden, Met de Kerstdagen en het nieuwe jaar in het vooruitzicht wil ik als voorzitter van Jonge Atlantici kort stilstaan bij We zijn als bestuur trots op de mooie activiteiten die we het afgelopen jaar hebben kunnen organiseren. We zijn alle sprekers, samenwerkingspartners en andere contribuanten ontzettend dankbaar voor hun onmisbare bijdragen. Maar uiteraard zijn er voor 2014 ook al volop plannen. Zo vindt er op maandag 27 januari een dagvullende conferentie plaats over het Transatlantic Trade and Investment Partnership, een belangrijk onderwerp waar we in 2014 veel over zullen horen. Daarnaast zullen we stilstaan bij de Nuclear Security Summit, die op 24 en 25 maart in Den Haag zal plaatsvinden. Houd onze website en Facebookpagina dus goed in de gaten! 2 AANKOMENDE ACTIVITEITEN Nieuwjaarsborrel Aan het begin van 2014 willen we graag iedereen bedanken met wie we in 2013 hebben samengewerkt. Daarnaast willen we samen met jou vooruitkijken naar wat een boeiend jaar lijkt te gaan worden: de Nuclear Security Summit in Den Haag, een NAVO-top in Wales en Congresverkiezingen in de Verenigde Staten. Daarbij zijn er ook interessante ontwikkelingen in de trans-atlantische relatie, zoals het Transatlantic Trade and Investment Partnership (TTIP). Genoeg interessante onderwerpen te bespreken dus! Dit jaar vieren de Atlantische Commissie en Jonge Atlantici het begin van het nieuwe jaar gezamenlijk. Je bent van harte welkom op donderdag 9 januari tussen en uur op het kantoor van de Atlantische Commissie in Den Haag (Bezuidenhoutseweg 237a-239a 1e verdieping). 3 SAVE THE DATE! SAVE THE DATE! SAVE THE DATE! SAVE THE DATE! Monday 27 January 2014 Youth Conference The Transatlantic Trade and Investment Partnership (TTIP): A Global Game Changer? A BIG DEAL, A REALLY BIG DEAL. This may be the best way to describe the Transatlantic Trade and Investment Partnership (TTIP) that is currently negotiated between representatives of the EU and the US. If it comes about, it will have profound consequences on the trade and investment relations between the EU and the US, but also on global economic relations. US President Obama, European Council President Van Rompuy and EU Commission President Barroso and UK Prime Minister Cameron officially announced the start of the negotiations for the TTIP in June 2013, based on the recommendations of the EU-US High Level Working Group on Jobs and Growth. The TTIP has the ambitious goal of stimulating economic growth and the creation of jobs by liberalizing trade and investment between the EU and the US. A comprehensive TTIP would be beneficial to both sides of the Atlantic, with estimates of economic gains of 119 billion and 95 billion for the EU and the US respectively. The TTIP will not just be about removing tariffs. In fact, the biggest gain should come from removing non-tariff barriers (NTBs), such as in regulatory standards. By developing common standards, or by equally recognizing each others standards, trade and investment should receive a boost. Sounds simple, but it actually is not. On both sides, there are sensitive issues, such as agriculture, the film industry and environmental protection that need to be overcome. That makes the goal of reaching an agreement before the end of 2014 very ambitious.

4 However, if or when that agreement is finally reached, it will also have important geopolitical consequences. Former US Secretary of State Hilary Clinton has labeled the TTIP an economic NATO, while EU Trade Commissioner Karel de Gucht states has stated that the TTIP is about the weight of the western, free world in world economic and political affairs. He also stated: Once we have started, failing is not an option. It would be very detrimental for both the European Union and the United States if we were not to succeed. This demonstrates the importance of the TTIP for the trans-atlantic relationship. SAVE THE DATE! SAVE THE DATE! SAVE THE DATE! SAVE THE DATE! SAVE THE DATE! On Monday 27 January 2014 there will be a youth conference about the TTIP and its consequences, organized by Jonge Atlantici, in cooperation with study associations USA (American Studies Utrecht) and Alias (Language and Culture Studies Utrecht). The conference will take place in Academiegebouw, a central location in Utrecht, from till hours. What are the projected economic effects of the TTIP? Who stand to benefit from this agreement the most? Who might be adversely affected by the TTIP? What are the controversial issues? How will the TTIP affect the relationship between the EU and the US? What will be the consequences for NATO? And for the NATO-EU relationship? How will the TTIP affect the relationship between China and the West? And how will it affect non-signatory countries in general? These are all issues that will be discussed during this youth conference. The conference will start with an introductory lecture on the most important aspects of the TTIP, followed by three panels. The first panel will consist of Dutch (candidate) Members of the European Parliament, who will discuss their parties view of the TTIP, including their main concerns. The second panel will deal with the winners and losers of the TTIP. Who will benefit most? Who might be negatively affected? The third panel tackles the geopolitical implications of the agreement. Confirmed speakers are Marietje Schaake (MEP for D66), Niels Jongerius (Candidate MEP for SP), Bas Eickhout (MEP for Groenlinks), Geert Ritsema (Milieudefensie/Friends of the Earth), Meline Arakelian (Ministry of Foreign Affairs), Sabine Mengelberg (Dutch Defence Academy) and Roel van der Veen (Academic Advisor at the Ministry of Foreign Affairs). The official announcement and invitation will follow soon. As well as the names of more speakers. 5 NIEUWS Rowinda Appelman for President Op de 18 e General Assembly van de Youth Atlantic Treaty Association (YATA) in Brussel op 9 december 2013 is Rowinda Appelman, voorzitter van Jonge Atlantici, unaniem verkozen tot President van het bestuur van de YATA in YATA is een trans-atlantisch netwerk bestaande uit studenten, young professionals en wetenschappers die geïnteresseerd zijn in internationaal veiligheidsbeleid. YATA heeft 37 lid organisaties, die de jongerentak vormen van de moederorganisatie in hun land (zoals de Atlantische Commissie in Nederland). YATA heeft als doel de gedeelde waarden van democratie, rechtsstaat, vrijheid, vrede en veiligheid te bevorderen, en de trans-atlantische band te versterken, zoals is bepaald in het Noord-Atlantisch Verdrag. Het bestuur van Jonge Atlantici wil Rowinda veel succes wensen in haar nieuwe functie, die ze zal combineren met het voorzitterschap van Jonge Atlantici. 6 INTERVIEWS MET LEDEN VAN JONGE ATLANTICI Als bestuur van Jonge Atlantici zien we veel van de leden van Jonge Atlantici regelmatig aanwezig bij onze bijeenkomsten. We vinden het leuk om meer over onze leden te weten te komen en denken dat jullie het wellicht ook leuk vinden om meer over elkaar te weten te komen. Daarom beginnen we een nieuwe rubriek in onze nieuwsbrief, waarin we leden van Jonge Atlantici kort interviewen. Dit doen we onder de aanwezigen bij onze bijeenkomsten. Bij de bijeenkomst Amerika als wereldleider zijn Jan Jensma en Max Velthoven geïnterviewd. Wie ben je? Max Velthoven Wat doe je? Momenteel niets, maar ik ben net klaar met mijn bachelor Fiscaal Recht aan de Universiteit van Tilburg. Ben je lid van Jonge Atlantici? Nee. Hoe ben je bij Jonge Atlantici/deze bijeenkomst terecht gekomen? Ik ken iemand uit het bestuur van Jonge Atlantici en ik woon in Amsterdam, dus het leek me leuk om langs te komen en te zien hoe het is. Is dit je eerste bijeenkomst of ben je al vaker geweest? Dit is mijn eerste bijeenkomst. Wat vond je van de bijeenkomst? Ik vond de bijeenkomst geslaagd: het was leuk, toegankelijk en relevant. Wat kan er nog verbeterd worden? Misschien een heel praktisch antwoord, maar het zou fijn zijn om een glaasje water of iets dergelijks aangeboden te krijgen tijdens de lezing/activiteit. Over welk onderwerp zou je graag een keer een bijeenkomst zien? Gezien mijn studieachtergrond zou ik wel graag een bijeenkomst willen zien over het internationale of Europese belastingbeleid.

7 Wie ben je? Jan Jensma Wat doe je? Ik volg de opleiding MA International Relations & Diplomacy aan de Universiteit Leiden. Ben je lid van Jonge Atlantici? Nog niet, maar ik wil wel lid worden. Ik wacht tot januari Hoe ben je bij Jonge Atlantici/deze bijeenkomst terechtgekomen? Ik vind de lezingen/activiteiten van Jonge Atlantici altijd interessant. Ik zag deze activiteit voorbij komen omdat ik lid ben van de Facebookgroep van Jonge Atlantici. Is dit je eerste bijeenkomst of ben je al vaker geweest? Nee, ik ben al vaker geweest. Tot nu toe is dat heel goed bevallen. Wat vond je van de bijeenkomst? Best interessant, maar het was misschien wel wat aan de korte kant. Ik vind het altijd heel belangrijk dat de mogelijkheid er is om vragen te stellen vanuit de zaal tijdens een lezing en die mogelijkheid was er nu. Wat vind je leuk aan Jonge Atlantici? Ik vind de onderwerpen van lezingen altijd leuk en interessant en het is goed geregeld. Ik zit wel in de Facebookgroep van Jonge Atlantici: blijf vooral promoten via Facebook en dingen plaatsen, dat werkt! Wat kan er nog verbeterd worden? Ik zou liever geen activiteiten in de middag hebben, omdat ik dan meestal college volg. Daarnaast zou het fijn zijn als je gewoon altijd lid zou kunnen worden van Jonge Atlantici, zonder dat je dan te veel geld aan lidmaatschap moet betalen. Ik wacht nu tot januari met lid worden. Ik wilde na de zomer al lid worden, maar dan zou ik voor die korte periode een half jaar aan lidmaatschap moeten bijdragen. Over welk onderwerp zou je graag een keer een bijeenkomst zien? Oost-Europa vind ik een heel interessant onderwerp en ik ga zeker naar een bijeenkomst hierover als die georganiseerd wordt.

8 ONZE NIEUWE BESTUURSLEDEN Mijn naam is Inez Treffers, 22 jaar en ik woon in Utrecht. Ik heb daar de Bachelor Taal- en Cultuurstudies aan de UU afgerond, een brede combinatiebachelor waarbij ik de studierichting Politieke Geschiedenis en Internationale Betrekkingen heb gevolgd. Nu ga ik in februari met de Master Internationale Betrekkingen in Historisch Perspectief beginnen. Mijn studie is tevens mijn hobby: zo ben ik ben bijvoorbeeld deze zomer afgereisd naar Roemenië om daar mee te werken aan een vrijwilligersproject via de internationale studentenorganisatie AIESEC. Ik heb me bezig gehouden met de marketing van lokale culturele- en sportevenementen en dat was heel gaaf en leerzaam. Het is voor mij dan ook een ontzettend leuke uitdaging om nu bij Jonge Atlantici met mijn interesse bezig te zijn. Ik hoop als bestuurslid nog meer te kunnen leren over het brede onderwerp internationale betrekkingen en tegelijkertijd zoveel mogelijk interessante activiteiten op te zetten. De eerste activiteit die ik ga organiseren zal over Oost-Europa gaan en ik kijk er naar uit! Mijn naam is Biejan Poor Toulabi. Na het afronden van mijn studie International Business Administration heb ik besloten mijn passie voor internationale politiek na te jagen middels de master Law and Politics of International Security. Ik ben afgelopen september bestuurslid geworden bij de Jonge Atlantici vanwege mijn interesse in trans- Atlantische betrekkingen op het gebied van veiligheidssamenwerking. Hiernaast ben ik werkzaam als docent in de Internationale Betrekkingen aan de Vrije Universiteit en als lid van de Nederlandse afdeling van de Pugwash Conferences on Science and World Affairs.

9 Mijn naam is Remco Zwetsloot en ik studeer Internationale Betrekkingen en Geschiedenis aan University College Roosevelt in Middelburg. Daarvoor heb ik twee jaar in Amerika gestudeerd aan Green River Community College, en de afgelopen twee zomers heb ik summerprograms in Washington D.C. en Wuhan (China) gedaan. Ik ben bij Jonge Atlantici gegaan om meer over de praktijk en de militaire kant van de internationale politiek te leren, en natuurlijk ook om leuke en interessante mensen te leren kennen. Ik reis graag, en ook dat kan via JA goed door middel van samenwerking met andere YATA organisaties. Zo ga ik bijvoorbeeld in december 2013 vier dagen naar Macedonië. Ik hoop volgend jaar een MA in Middle Eastern Studies aan de American University in Caïro te doen en daarna een Research Master in Internationale Betrekkingen gefocust op het Midden-Oosten. Naast studeren en reizen doe ik graag aan lezen, schrijven, rare feitjes en quotes uit mijn hoofd leren en hardlopen. Mijn naam is Wouter van Zwieten. Ik ben momenteel als cadet-aandrig bezig met mijn 4 e en laatste jaar op de Koninklijke Militaire Academie te Breda. Ik ben erg blij met mijn aanstelling als bestuurslid bij Jonge Atlantici en ik zal proberen als schakel te gaan fungeren tussen het veelal civiele bestuur en publiek van Jonge Atlantici en de militaire wereld. Door het steeds groter wordende belang van burgers in militaire operaties, is het naar mijn mening van groot belang dat militairen en burgers samen over veiligheidsvraagstukken nadenken. De studenten en young professionals die naar de activiteiten van Jonge Atlantici komen zijn mensen die door hun interesse en expertise grote kans maken later als medewerker van buitenlandse zaken, NGO's of IGO's op plekken te komen waar het niet veilig is en ze samen moeten werken met militairen. Door militaire bezoekers en sprekers naar de activiteiten van de Jonge Atlantici te brengen denk ik dat een goede dialoog kan worden gestart tussen de militairen en burgers die geïnteresseerd zijn in militaire operaties en veiligheidsproblemen. Ik hoop dat door nu al contact met elkaar te hebben beide groepen, naast wederzijds begrip, ook een bredere visie op de wereld kunnen krijgen.

10 OPINION Remaining Relevant: NATO Partnership Policy After conducting an extensive review 1 of the Alliance s partnership system following a revamping of the partnership policy in 2011, Vivien Pertusot, who herself worked on partnerships at NATO, concludes: NATO partnerships are in danger of becoming nugatory. She argues that due to a combination of internal and external factors as well as flaws in the set-up of the three major partnership frameworks Partnership for Peace (PfP), the Mediterranean Dialogue (MD), and the Istanbul Cooperation Initiative (ICI) have resulted in a policy with a lofty approach and few concrete results to show for it. In fact, the Partners Across the Globe countries (Australia, Japan, South Korea, and New Zealand), who are not part of such a framework, contribute more to NATO both politically and operationally. The first two of the major partnership frameworks, the PfP and the MD, were set up in 1994 to build cooperative security 2. The ICI, which focuses on Arabic Gulf states, followed in The PfP was a success at the outset: of the 34 states that became partners 12 became fullfledged members, which was one of the goals of the partnership program. Most of these new members were Soviet satellites during the Cold War, and they actively pursued NATO membership following the fall of the Iron Curtain. Such examples of success have become increasingly infrequent, however, and some claim the PfP has become a victim to its own success. To make the PfP as inclusive as possible, its aims were deliberately vague and consequently the reasons of countries for joining it differed some wanted membership, while others like Kazakhstan never had plans of joining 3. Pertusot argues that the PfP is too heterogeneous and too large to function efficiently. The MD and the ICI also suffer from certain weaknesses. The former, for instance, includes Algeria, Egypt, Israel, Jordan, Mauritania, Morocco, and Tunisia. These countries interests are not always aligned, and in some cases they directly clash: the Israel-Palestine conflict is an obvious example that pits Israel against most countries in the partnership, but Morocco and Algeria, for instance, have long-standing territorial disputes as well. Building a partnership involving all these countries is therefore inherently a very difficult task, one which prevents the establishment of a far-reaching framework. The really important cooperation between NATO (members) and these countries therefore occurs on a bilateral level, as is the case with 1 NATO Partnerships: Shaking Hands or Shaking the System. 11 the ICI countries (Bahrain, Qatar, Kuwait, and the United Arab Emirates), who maintain strong bilateral ties with the US. This does not mean the partnerships have not borne any fruit. Indeed, some concrete operations achievements such as joint supervision and information exchange about air and naval traffic in the Mediterranean could arguably not have happened without the multilateral partnerships. But, as in all strategic considerations, limited resources must be kept in mind the time and money NATO spends on partnership programs cannot go to other activities. This is especially important at a time when NATO members are cutting back heavily on military staff and budgets. In this light, Pertusot identifies three possible scenarios: Business as usual: While both the political and the operational partnerships are maintained, the objectives are not clarified and the lack of political guidance remains. The partnership frameworks will continue to exist, but the real business will continue to be done in a bilateral format. A slow death: Attention is diverted from partnerships to more pressing issues such as cyber security. In view of the Alliance s limited resources, NATO will cut back on political dialogue, leaving such activities to organizations like the EU, and focus on operations. Revamping the partnerships: To make the partnership frameworks more important and relevant, tough choices will have to be made. Countries within a partnership need to settle on common goals and priorities, a process that could involve great tensions. NATO will also need to work more closely together with the EU and the UN to avoid overlap and clashes in their respective political efforts. Each scenario has up- and downsides, but Pertusot argues that even though the third is the only one that s sustainable over the long term, the first is most likely (with several members arguing for the second). It is questionable, however, whether NATO, two decades after the establishment of its partnership policy, is still the most logical organization to be conducting political dialogue. The EU, itself now a partner of NATO, has emerged as an important player in this area, and it too has launched a Mediterranean political forum: EUROMED 4. As NATO remains first and foremost a military organization concerned with operations which operates in an environment with limited resources, it might be both wise and inevitable that other organizations take the lead in political dialogue in the future.
