3 Introductie NVEH is de vereniging voor ehealth en telemedicine in Nederland, opgericht in 2005 door artsen Sinds 2008 open lidmaatschap open voor individuele leden, bedrijven, studenten vertegenwoordigt Nederland in de International Society for Telemedicine & ehealth (ISfTeH) Doel NVEH: Structureel en verantwoord verankeren van ehealth in Nederland ( ehealth = Health ) 3

9 NVEH verstaat onder ehealth: Het gebruik van innovatieve ICT, met name internet, om de gezondheid en gezondheidszorg te ondersteunen of te verbeteren. Onder ehealth vallen daarmee ook zorg-op-afstand toepassingen zoals telemedicine en telecare. Bij de NVEH staat de kwaliteit van de zorgverlening voorop bij de toepassing van ehealth. ehealth betekent volgens de NVEH vooral empowerment. Empowerment van de patiënt, burger maar ook van de zorgverleners. 9

14 ehealth 1.0: De andere kant van de medaille E-health biedt grote kansen. Belangrijke kansen zijn de mogelijkheden tot verbetering van de kwaliteit, de efficiency en de toegankelijkheid van de zorg...e-health kan ook een hulpmiddel zijn om tegemoet te komen aan de toenemende zorgvraag in belangrijke mate als gevolg van de vergrijzing bij (toenemende) schaarste van zorgprofessionals op de arbeidsmarkt. 23 Mw. Kroes Statement (2) I don't want to see us get stuck at the stage of delivering "only" electronic patient records. That is, no doubt, a huge challenge in itself. But we need also to work together to deliver tools for patients that prevent health problems and personalize their healthcare. 23

24 Mw. Kroes Statement (3) I see ehealth as a way to offer more control for patients on their own health. Already today, people go and look for health information on the Internet - often before they even speak to their doctor. Some say we should fight this trend; I say we should make the most of it! Simply, patients must now find their doctor on the Internet. 24

Supply Driven Demand Driven ehealth driven by healthcare providers ( Health1.0 e.g. EPD s) ehealth driven by healthcare consumers ( Health2.0 e.g. PHR s, portals) Crucial: These worlds must connect seamless to have optimal results Hypothesis 1: This connection is not well established (yet). Hypothesis 2: Care providers should adapt to the needs of care consumers. 26

33 Open innovatie & Zorg ICT Zorg ICT is lappendeken van gesloten systemen. Suggestie: Scoor de Zorg ICT applicaties (mn. XIS-en) op openheid en start monitoring Maak verplichtende richtlijnen om voor 2015 alleen open applicaties te financieren (open standaarden en/of interoperabiliteit) NB. grote impact op business modellen van veel ICT leveranciers 33

34 Internationaal perspectief Key Action 5: As part of the review of EU standardisation policy, propose legal measures on ICT interoperability by 2010 to reform the rules on implementation of ICT standards in Europe to allow use of certain ICT fora and consortia standards; Among other actions: Issue a Communication in 2011 to provide guidance on the link between ICT standardisation and public procurement to help public authorities to use standards to promote efficiency and reduce lock-in; 34

41 Internet: the best example As part of the review of EU standardisation policy, propose legal measures on ICT interoperability by 2010 to reform the rules on implementation of ICT standards in Europe to allow use of certain ICT fora and consortia standards; The internet is the best example of the power of technical interoperability. Its open architecture gave interoperable devices and applications to billions around the world. But to reap the full benefits of ICT deployment interoperability between devices, applications, data repositories, services and networks must be further enhanced. 41
