Deze informatiekrant staat in het teken van de Rijksvertegenwoordiger. Aanleiding is de benoeming op 1 mei 2011 van Wilbert Stolte tot Rijksvertegenwoordiger. Wat houdt deze functie in? Lees hierover meer op deze en volgende pagina s. Speciale uitgave ZORG EN ZANDWINNING Op het moment dat ik dit schrijf, ben ik net terug van een bezoek aan de Bovenwindse eilanden Sint Eustatius en. Een bezoek dat vooral in het teken stond van het oplossen van problemen die de mensen ondervinden met de zorg. Daarom had ik gevraagd aan Jan Pieter van Zandwijk om met me mee te gaan. Hij is hoofd van het Zorgverzekeringskantoor. We hebben op beide eilanden gesproken met patiënten, dokters, mensen van het Zorgverzekeringskantoor die ter plekke werken, professionals en eilandbestuurders over de problemen die zich in de praktijk voordoen. Er is nog veel onduidelijk en sommige zaken zijn nog niet geregeld. Maar er gaat ook veel mis bij het organiseren van bijvoorbeeld uitzendingen. Afgesproken is dat er meer flexibiliteit komt, dat het sneller zal gaan en er minder bureaucratische regels komen. Op een aantal punten konden concrete afspraken gemaakt worden, over oplossingen voor andere knelpunten moet nog worden overlegd. Ik heb het idee dat de gesprekken veel duidelijkheid hebben gegeven en hoop dat er weer een begin van vertrouwen kan ontstaan in het werk van het Zorgverzekeringskantoor. Ook op zullen deze gesprekken gevoerd worden. Voordat ik vertrok was er op grote onrust over de zandwinning en de gevolgen voor de bouwactiviteiten op het eiland. Hoewel het Eilandbestuur hier verantwoordelijk voor is, heb ik aan Ton Akkerman en zijn mensen gevraagd het Bestuurscollege en de leden van de Eilandsraad bij te staan en te adviseren over mogelijke oplossingen. Ton Akkerman is de deskundige bij het Nederlandse ministerie van o.a. Landbouw en Natuur. Er liggen nu mede dankzij die inbreng oplossingen die ook voor de langere termijn houdbaar zijn. Ik heb de indruk dat alle betrokkenen zich er in kunnen vinden. Twee recente onderwerpen die mij hebben beziggehouden sinds ik per 1 mei aan de slag ben gegaan als Rijksvertegenwoordiger voor de openbare lichamen, en. Ook juist twee onderwerpen die goed aangeven hoe ik invulling wil geven aan die mooie taak van Rijksvertegenwoordiger. Gaan staan tussen enerzijds de bevolking van de drie openbare lichamen en hun bestuurders en anderzijds de ministers en staatssecretarissen in Den Haag en hun medewerkers. Dus niet alleen als vertegenwoordiger van het Rijk maar vooral ook als vertegenwoordiger van de bevolking van de drie eilanden. Samen kunnen we een hoop bereiken. Er is heel veel op u afgekomen en veranderd per Ik denk te veel. Zeker te veel tegelijk. Ik heb grote bewondering voor de manier waarop veel mensen op de eilanden proberen met die veranderingen om te gaan. De ministers in Den Haag zijn zich dit bewust. En ze zijn bezig te kijken waar zaken verbeterd moeten worden. Dat kost helaas wel wat tijd. Een goed voorbeeld van een snelle reactie is de brief van staatssecretaris Frans Weekers die onlangs voorstellen heeft gedaan om belangrijke problemen bij de belastingen aan te pakken. Aarzel niet contact op te nemen als u denkt dat dit kan helpen bij mijn werk als Rijksvertegenwoordiger. Hoewel ik eerder voor de eilanden gewerkt heb, ben ik me ervan bewust dat ik nog maar weinig weet van uw cultuur en lange gemeenschappelijke geschiedenis die we hebben in het Koninkrijk der Nederlanden. Maar ik weet wel dat deze een basis vormen voor een goede samenwerking. Vanaf niet meer onder de paraplu van de Nederlandse Antillen op Curaçao maar onder die van de Nederlandse regering in Den Haag. Ik zal er alles binnen mijn vermogen aan doen om dit een verbetering te laten zijn. Dat is overigens nu ook al zichtbaar. Ik zie ze als ik bijvoorbeeld naar de nieuwbouw van scholen kijk, als ik zie hoe de belangrijke centra voor jeugd en gezin vorm krijgen, als ik zie hoe de veiligheid op het water sterk is verbeterd. 2 WAT DOET DE RIJKSVERTEGENWOORDIGER EIGENLIJK? Algemeen De Rijksvertegenwoordiger in Caribisch Nederland heeft allerlei taken. Zo is hij de oren en ogen voor de verschillende ministers in Nederland. En houdt hij de minister van Binnenlandse Zaken en Koninkrijksrelaties (BZK) op de hoogte. De Rijksvertegenwoordiger is er ook om de samenwerking tussen de rijksambtenaren op, Sint Eustatius en te bevorderen, net zoals de samenwerking met de eilandsbesturen. Die besturen kunnen zich op hun beurt door de Rijksvertegenwoordiger laten bijpraten over zaken die zij voor de eilanden belangrijk vinden. Behoorlijk bestuur De Rijksvertegenwoordiger houdt ook toezicht op besluiten van de eilanden, bijvoorbeeld op personeelsbenoemingen en op de financiële vergoedingen van fracties in de Eilandsraad. Voor de minister van Binnenlandse Zaken en Koninkrijksrelaties houdt hij in de gaten of de openbare lichamen geen besluiten nemen die in strijd zijn met de wet of het algemeen belang. Hij let er ook op dat de gezaghebber volgens de regels wordt benoemd. En hij treedt op als het eilandsbestuur haar taken verwaarloost. Al met al moet de Rijksvertegenwoordiger goed bestuur helpen te bevorderen. Veiligheid Een andere belangrijke rol die de Rijksvertegenwoordiger heeft, heeft te maken met veiligheid. De gezaghebber kan hem als tussenpersoon inschakelen bij een brand, een ramp of een crisis en vragen om militaire hulp. Ook de politie of de Koninklijke Marechaussee, kan hem hierom vragen. Bij een ramp, crisis of calamiteit die meer dan een eiland raakt, kan de Rijksvertegenwoordiger aan de gezaghebbers aanwijzingen geven. Hij kan ook ingrijpen bij een noodtoestand. De openbare lichamen hebben allerlei plannen zoals rampen- en crisisplannen. De Rijksvertegenwoordiger let erop dat de plannen in orde zijn. OOK OP SABA EN SINT EUSTATIUS Rijksvertegenwoordiger Wilbert Stolte werkt zowel op als op en. Dit doet hij voor een deel vanuit zijn kantoor op, maar hij is ook regelmatig op en. Tijdens zijn werkbezoeken spreekt hij met bestuurders, ambtenaren, ondernemers en politici en met mensen die maatschappelijk actief zijn. Tijdens het bezoek probeert hij zoveel mogelijk op locatie te zijn en zo min mogelijk op kantoor. Als de Rijksvertegenwoordiger niet op of is, heeft hij regelmatig contact via de telefoon, per mail en via videoconference. WAT ZIJN DE TAKEN VAN DE OPENBARE LICHAMEN? Als lokale overheid voeren de Openbare Lichamen, en verschillende taken uit voor de burgers. Een greep uit die vele taken: Het maken van beleid voor, Sint Eustatius en, bijvoorbeeld op het gebied van ruimtelijke ordening, toerisme, woningbouw, economische zaken, verkeer en vervoer, natuur en milieu, landbouw, veeteelt en visserij. Onderhoud van wegen. Afgeven van paspoorten, sedula s en rijbewijzen. Geven van diverse vergunningen; bouw, vestiging, kap, milieu, drank en horeca in overeenstemming met de lokale regels (verordeningen en bestemmingsplannen). Uitgeven van gronden; huur, erfpacht of verkoop. Beheer van de openbare ruimte (inclusief afvalverwerking). Uitvoeren van het preventieve gedeelte van de zorg door onder andere infectiebestrijding, vaccinaties, het inrichten van een consultatiebureau, wijkverpleging en het geven van voorlichting aan de burgers over gezondheidszaken (bijvoorbeeld denguebestrijding). Zorgen voor goede huisvesting van scholen, het regelen van het leerlingenvervoer, het toezien op de leerplichtwet. Het innen van lokale belastingen, zoals grondbelasting en opcenten, vastgoedbelasting, toeristenbelasting, verhuurautobelasting, motorrijtuigenbelasting en luchthavenbelasting ( en ). Beveiliging van de haven, bestrijding van rampen op zee, het transport van gevaarlijke (afval)stoffen. Stimuleren van de lokale economie, bedrijvigheid, het vaststellen van prijzenbeleid en winkelsluitingstijden. De havens en luchthavens (op en Sint Eustatius) worden vanuit het openbaar lichaam aangestuurd en bekostigd. Zorgen voor kinderopvang voor kinderen buiten de schoolgaande leeftijd. Organiseren van verkiezingen en mogelijke referenda (lokaal, Rijksniveau en Europees). In de officiële overeenkomsten over de taakverdeling tussen de openbare lichamen en Nederland, worden alle taken precies beschreven. Op en werken ook een beleidsmedewerker en een communicatieadviseur. De Rijksvertegenwoordiger praat regelmatig met hen over wat er op en gebeurt. De beleidsmedewerker onderhoudt voor hem de contacten, zorgt voor informatie en helpt hem bij zijn werk. De adviseur houdt de Rijksvertegenwoordiger op de hoogte van wat er leeft onder de bevolking en adviseert over communicatie.

3 W E L K O M O P D E E I L A N D E N heeft binnen de staatkundige structuur van Nederland heel wat veranderingen ondergaan en dagelijks komen nog nieuwe wijzigingen voor. Om maar een paar voorbeelden te noemen: een nieuw belastingstelsel, een nieuwe munt, een nieuwe bestuursvorm zijn ingevoerd en de plaatselijke wetgeving is aangepast. Met al deze veranderingen is het ook belangrijk voor het bestuur van het eiland om directe contacten te hebben met de rijksregering, die op sommige gebieden verantwoordelijk is voor de uitvoering van specifieke taken op het eiland. De relatie tussen het Openbaar Lichaam en de verschillende ministeries moet verder worden ontwikkeld om de bevolking een zo goed mogelijke service te kunnen bieden. De werkrelatie tussen de Rijksvertegenwoordiger en de gezaghebber en diens ondersteuners spelen daarbij een sleutelrol. Belangrijke taken binnen dit partnerschap zijn goede onderlinge communicatie, het opsporen van knelpunten en een goede samenwerking om tot deugdelijke oplossingen te komen. Mijn wens gaat uit naar een relatie die gebaseerd is op wederzijds respect en waardering van de verschillen in cultuur, ervaringen en autonomie. Door regelmatig met elkaar te spreken, en ideeën en informatie uit te wisselen, kunnen de verschillende overheden eenstemmig samenwerken aan een betere toekomst voor onze burgers. Ik kijk uit naar een blijvende positieve werkrelatie met de Rijksvertegenwoordiger, in deze, voor ons eiland historische tijd waarin we voor grote uitdagingen staan. Gezaghebber van, Gerald Berkel Als gezaghebber van het openbaar lichaam ben ik optimistisch over de positieve, open en vruchtbare werkrelatie met Rijksvertegenwoordiger Wilbert Stolte. Terwijl ik dit stukje schrijf, zijn er negen maanden voorbijgegaan sinds de datum van omvorming van de Nederlandse Antillen in een Openbaar Lichaam. Sinds oktober is er heel wat gebeurd, maar er is nog veel werk aan de winkel. Onze plaatselijke overheid en de Rijksdienst dienen voortdurend samen te werken aan een betere dienstverlening voor de burgers op onze eilanden. De Rijksvertegenwoordiger vormt een belangrijke schakel tussen de Openbare Lichamen en de ministeries. Dat zal ook in de toekomst zo blijven. Het overbruggen van de culturele en taalkundige verschillen zal geen gemakkelijke taak zijn. Te midden van alle huidige en toekomstige uitdagingen dienen we ons blijvend te concentreren op het verder ontwikkelen van de eilanden waar we wonen. Dit dient met respect, verdraagzaamheid en nederigheid te gebeuren. Onze eilanden hebben zowel individueel als collectief een rijke geschiedenis. We dienen verder te bouwen op de ervaringen uit het verleden en ons voor te bereiden op de verwachtingen voor de toekomst. Er zijn mensen die onze eilanden graag van de ene dag op de andere zouden zien veranderen, maar ik wil nogmaals benadrukken dat wij de dienstverlening aan onze burgers dienen te verbeteren. Gezaghebber Glenn Thodé van het Openbaar Lichaam is er duidelijk over. Het is goed dat de Rijksvertegenwoordiger, Wilbert Stolte, hier op is. Hij kan de brug slaan tussen Nederland en, en de verschillende belangen die er zijn samenbrengen. Er is onderlinge afstemming en we wisselen informatie uit over de zaken die er spelen. Er is dus duidelijk sprake van tweerichtingsverkeer. Het is ook mooi om hier iemand te hebben met een hart voor. Iemand die de lokale omstandigheden kent en verder leert kennen en vanuit die kennis kan adviseren. Want we zijn er nog niet met zijn allen. De samenwerking die is ontstaan na , is natuurlijk nog vers en de Rijksvertegenwoordiger is nog niet zo lang op. Zowel de RCN als het Openbaar Lichaam proberen om dingen in gang te zetten die in het belang zijn van. Het is noodzakelijk dat dit ook in Nederland goed uitgedragen wordt. We hopen dat men in Nederland naar ons blijft luisteren en willen ons van onze kant ook inzetten voor een goede relatie. De heer Stolte heeft in al deze zaken een belangrijke rol. Ik zie ernaar uit om verder vorm te geven aan deze samenwerking! Gezaghebber van, Glenn Thodé De Rijksvertegenwoordiger wacht een moeilijke, maar niet onmogelijke taak. Met een goed team van bereidwillige en steunende medewerkers zal de heer Stolte in staat zijn vele van de uitdagingen waar wij voor staan met succes aan te pakken. 4 R O N D R E I S L A N G S D E E I L A N D E N Rijksvertegenwoordiger Wilbert Stolte heeft na zijn benoeming op 1 mei meteen een rondreis gemaakt langs de drie eilanden. Hij begon zijn kennismakingsreis op 2 mei op, reisde vervolgens naar en daarna door naar. De pas benoemde Rijksvertegenwoordiger had op en op tal van kennismakingsbijeenkomsten met vertegenwoordigers van het eiland. Zij deelden met hem hun belangrijkste zorgen over het bestuur en de samenleving. Stolte zei bij die gelegenheid zich open te zullen opstellen, te zullen luisteren en te zullen functioneren als een brug tussen de eilanden en de overheid in Den Haag. Ik zal in mijn rol luisteren naar alle betrokken partijen en proberen om de verschillen te overbruggen. Op alle eilanden werden met de bevolking Meet & Greet bijeenkomsten gehouden, iets wat de Rijksvertegenwoordiger vaker wil gaan doen om een directe band met de gemeenschap tot stand te brengen. The theme of this newsletter is the Representative of the National Government, following the appointment on May 1, 2011 of Wilbert Stolte as Representative of the National Government. What does this position entail? Who is the Representative of the National Government and what will he be committed to doing in the coming months? Furthermore, you will find information on the tasks of the National Government and those of the public entities of, and St. Eustatius. Read more about this on this page and following pages. HEALTHCARE AND SAND EXTRACTION As I am writing this, I have just returned from a visit to the Windward Islands of St. Eustatius and. A visit that was dominated by solving problems that the people encounter in healthcare. This is the reason why I asked Jan Pieter van Zandwijk to accompany me. He is the Head of the Healthcare Insurance Office. On both islands we spoke to patients, doctors, people who work locally at the Healthcare Insurance Office, professionals and island officials about the problems that arise in practice. Much remains unclear and some matters still need to arranged. But also a lot does not work for example when dispatching patients for medical treatment abroad. It was agreed that there will be more flexibility, that things will go swifter and that less bureaucratic rules will be introduced. On a number of matters it was possible to reach concrete agreements. Consultation is still pending on solutions for other bottlenecks. I am under the impression that the talks have provided much clarity and I hope that we can start reestablishing trust in the work of the Healthcare Insurance Office. These conversations will be held on as well. Before I left there was a lot of commotion in about the sand extraction and the consequences for the construction activities on the island. Although the Island Government is responsible for this, I requested Ton Akkerman and his people to assist the Executive Council and the members of the Island Council and to advise on possible solutions. Ton Akkerman is the expert at the Dutch Ministry of among others Agriculture and Nature and works at the RCN. Thanks to this input there are now solutions on the table that are also sustainable in the long term. I am under the impression that all parties involved can agree. These are two recent issues that have kept me busy since I started on May 1st as the Representative of the National Government for the public entities, St. Eustatius and. These are also exactly two issues that reflect well how I want to give substance to the wonderful job of Representative of the National Government. Stand between, on the one side, the population of the three public entities and their officials and, on the other side, the Ministers and Secretaries and their staff in The Hague. So not only representing the Dutch National Government but also representing the population of the three islands. Together we can achieve a lot. You experienced many things and a lot has changed per I believe too much. Definitely too much at once. I have great admiration for the way many people on the islands try to cope with these changes. The Ministers in The Hague are aware of this. And they are looking into where matters need to be improved. Unfortunately, this takes some time. A good example of a rapid response is the letter of Secretary Frans Weekers who recently presented proposals to tackle major problems at the Tax Department. Do not hesitate to contact me if you believe this can help in my work as Representative of the National Government. Although I have worked before for the islands, I am aware of the fact that I still know little about the culture and the longstanding common history we have in the Kingdom of the Netherlands. But I do know that this constitutes a fantastic foundation for great collaboration. As of no longer under the umbrella of the Netherlands Antilles in Curacao, but under that of the Dutch Government in The Hague. I will do everything within my power to make this an improvement. This is already visible by the way. I see them when I look, for example, at the new construction of schools, when I see how the important centers for youth and family are being set up and when I see how the safety on the water has significantly improved. These are important issues that affect you directly. I hope to be able to work together on the prosperity of, St. Eustatius and in the coming years. I count on your critical support. 14 WHAT ARE THE MOST IMPORTANT TASKS OF THE REPRESENTATIVE OF THE NATIONAL GOVERNMENT General The Kingdom Representative in the Caribbean Netherlands has a variety of tasks. He is the eyes and ears of the various Ministers in the Netherlands. And he keeps the Minister of the Interior and Kingdom Relations (BZK) informed. The Representative of the National Government is also here to promote the cooperation between the National public officials on, St. Eustatius and just like the cooperation between the Island Governments. Those Governments may in turn let the Kingdom Representative catch them up on matters they consider important for the islands. Good governance The Representative of the National Government also monitors decisions of the public entities, for example staff appointments and on the financial compensation of political groups in the Island Council. For the Minister of the Interior and Kingdom Relations he also monitors whether the public entities take any decisions that are in conflict with the law or public interest. He also ensures the Island Governor is appointed in accordance with the rules. And he takes action when the island administration neglect one s duty. All in all the Kingdom Representative must help promote good governance. Security Another important role the Representative of the National Government has is related to security. The Island Governor can call upon him as intermediary in case of a fire, a disaster or a crisis and request military assistance. The police and Royal Military Constabulary can also request this to him. In case of a disaster, crisis or calamity that affects more than one island, the Kingdom Representative can give instructions to the Island Governors. He may also intervene in a state of emergency. The public entities have a variety of plans such as disaster and crises plans. The Kingdom Representative makes sure the plans are in order. ALSO ON SABA AND ST. EUSTATIUS Representative of the National Government, Wilbert Stolte, works on as well as on St. Eustatius and. In part he does this from his office on but he is also regularly on and St. Eustatius. During his work visits he speaks to administrators, public officials, entrepreneurs and politicians and with people who are socially active. Representatives from the business community and of non- governmental organizations and with politicians. During the visit he tries to be on location as much as possible and as little as possible at the office. When the per and via videoconference.e is not in St. Eustatius or, he regularly stays in contact by telephone, per and via videoconference. WHAT ARE THE DUTIES OF THE PUBLIC ENTITIES? As local governments the Public Entities, and St. Eustatius perform various tasks for their population: Making policy for, and St. Eustatius, for example in the areas of spatial planning, tourism, housing, economic affairs, traffic and transportation, nature and the environment, agriculture, livestock and fisheries. Road maintenance. Issuing passports, sedula s or ID-cards and driver s licenses. Issuing various permits; construction, establishment, logging, environment, alcohol and hospitality industry in accordance with the local regulations (ordinances and zoning) Issuing land; leasehold, long lease or sale. The management of the public domain (including waste processing). The implementation of the preventive arm of care by among others infection control, vaccination, setting up a consultation clinic, home nursing services and providing information to the citizens on health issues (for example dengue control, sex education). To provide proper housing for schools, organizing student transportation, monitoring the Compulsory Education Act. Collecting local taxes such as property taxes and surcharges, real estate tax, tourist tax, rental car tax, motor vehicle tax and airport tax ( and St. Eustatius). Securing the port, disaster relief at sea, transportation of hazardous (waste) materials. Stimulating the local economy, business, establishing pricing policies and shop operation times. The Lieutenant Governor of, and St. Eustatius is also responsible for public order and safety and the functioning of the government owned companies (such as WEB, Telbo) on, Eutel on St. Eustatius and Satel on. The seaports and airports (on and St. Eustatius) are managed and financed by the public entity. Ensuring child care for children outside the school age. Organizing elections and possible referendums (local, National level and European). In the official agreements on the division of tasks between the public entities and the Netherlands, all tasks are precisely described. A policy staffer and communications advisor also work on and St. Eustatius. The per and via videoconference. speaks regularly with them about what is going on in and St. Eustatius. The policy staffer maintains the contacts for him, provides information and assists him in his work. The advisor keeps the Kingdom Representative abreast of what is happening in the community and advises on communications.

15 W E L C O M E O N T H E I S L A N D S St. Eustatius as public entity within the constitutional structure of the Netherlands has experienced many changes and continues to do so daily. The introduction of a new fiscal structure, new currency, new form of governing as well as changes in legislation just to name a few. Amidst these changes is it also import for the island to develop direct lines of communication with the kingdom government whom is directly responsible for executing specific task on the island. To facilitate this relationship the RCN was established and along with it the function and role of the Representative of the National Government. It is imperative that if the relationship between the public entity and the various ministries are to develop, in order to deliver the best quality of public service to the community, the working relationship between the office of the Representative of the National Government and the island governor will play a key role. Facilitating lines of communication, identifying bottlenecks and working together to facilitate solutions between the relevant parties are important tasks of this partnership. A relationship grounded in mutual respect and appreciation for the differences in culture, experiences and autonomy, will through regular dialog and exchange of ideas and information help to facilitate that the respective governmental levels work harmoniously in building a brighter future for the citizens we serve. I look forward to continued positive working relation with the Representative of the National Government as we continue to go through this very challenging time in our nation s history. Island Governor of St. Eustatius, Gerald Berkel As Island Governor of the Public Entity of I am optimistic in having a positive, open, and fruitful working relationship with Representative of the National Government, Mr. Wilbert Stolte. As I write this piece today on Sunday, July 10, 2011 we are marking nine months since the date of transition from the Netherlands Antilles to a Public Entity. A lot has taken place since October but a lot more has to be done. Cooperatively as local government and as rijksdienst we need to continually work on improving the service we provide to the citizens of our islands. The Representative of the National Government has and will continue to be an important link between the Public Entities and the Ministries. It will not be an easy task having to bridge cultural and linguistic differences. Through all the many challenges we have faced and will continue to face we must remain focused on improving the islands which we call home. This must be done with respect, tolerance, and humility. Individually and collectively our islands share and have a rich history. We need to build upon the experiences of the past and prepare for the expectations of the future. Some would like for our islands to change overnight but once again I would want to stress that we need to improve the services for our citizens. Island Governor Glen Thodé of the Public Entity is clear about this. It is a good thing that the Representative of the National Government, Mr. Wilbert Stolte, is here in. He can bridge the gap between the Netherlands and and can bring the various interests together. There is mutual consultation and we exchange information on ongoing matters. This is clearly a two way street. It is also nice to have someone here with heart for. Someone who knows and continues to learn about the local circumstances and can give advice based on that knowledge. Because we are not there yet. The cooperation that emerged after is of course still fresh and the Representative of the National Government has not been in for so long. Both the RCN and the OLB are trying to get things in motion that are in the interest of. It is necessary that this is also well expressed in the Netherlands. We hope that the Netherlands will continue listening to us and on our end we are also committed to a good relationship. Mr. Stolte has an important role in all these matters. With a good team of willing and supportive personnel Mr. Stolte will be able to deal with many of the challenges we face. 16 T O U R O F T H E I S L A N D S Immediately after his appointment on May 1st, Representative of the National Government Wilbert Stolte did a tour of the three islands. He started his introductory trip on May 2nd on and then traveled to St. Eustatius and after that to. The newly appointed Representative of the National Government had numerous introductory meetings with representatives of the islands on and on St. Eustatius. They shared their main concerns on governance and the community with him. At that occasion Stolte said he will open himself, listen and act as a bridge between the islands and the government in The Hague. In my role I will listen to all parties involved and try to bridge the differences. On all islands Meet & Greet meetings were held with the population, something the Representative of the National Government wants to do more often to establish a direct bond with the community. Throughout the entire country supervisory and executive agencies of the National Government are established.
