Requests for entry of aircraft, equipment and personnel from other States to engage in the search for aircraft in distress or to rescue survivors of aircraft accidents should be transmitted to the joint rescue coordination centre Den Helder in accordance with ICO nnex chapter. 5 CONDITIONS OF VILBILITY The SR service and facilities in the Netherlands are available without charge to neighbouring States upon request to the joint rescue coordination centre (JRCC) Den Helder at all times when they are not engaged in SR operations in their home territory. 6 PROCDURS ND SIGNLS USD 6. Procedures Procedures for pilotsincommand observing an accident or intercepting a distress call and/or message are outlined in ICO nnex chapter Communications Transmission and reception of distress messages within the Netherlands search and rescue area are handled in accordance with paragraph 5., chapter 5, Volume II of ICO nnex 0 (eronautical Telecommunications). For communications during search and rescue operations, the codes and abbreviations published in ICO Doc 8400 (Codes and bbreviations) can be used. Information concerning positions, call signs, frequencies and operational hours of Netherlands civil aeronautical stations, direction finding stations and military OCS Nieuw Milligen is published in NR.. eronautical stations continuously guard the international emergency channel.500 and FRQ MHz. Coastal stations continuously guard the international distress frequency MHz (VHF6). During SR activities JRCC Den Helder will use the call sign: Den Helder Rescue. Rescue aircraft involved in SR activities will use call signs and additional identification marks as follows: fixed wing aircraft: Rescue 0, 0, 05, 07, etc. helicopters: Rescue 0, 04, 06, 08, etc. Rescue aircraft involved in SR exercises will use call signs and additional identification marks as follows: fixed wing aircraft: SRX 0, 0, 05, 07, etc. helicopters: SRX 0, 04, 06, 08, etc. 6. Controlled VFR flights VFR flights shall be executed in accordance with the general and visual flight rules for controlled flights when the flight is: a. Forming part of aerodrome traffic at controlled aerodromes. b. Operated as a special VFR flight. c. Operated within airspace class B, C, and D. SPCIL VFR IGHTS (SR.500) TC may, under certain conditions, authorise special VFR flights within a control zone, when the flight visibility is not less than the value specified in paragraph.... Minimum values for flight visibility and cloud base.. ll aircraft clearance for a special VFR flight may be granted to pilots of aircraft whereby the following additional conditions shall be applied: a. by the pilot:. clear of cloud and with the surface in sight;. the flight visibility is not less than 500 m or, for helicopters, not less than 800 m;. at speed of 40 KIS or less to give adequate opportunity to observe other traffic and any obstacles in time to avoid a collision; and b. by TC:. during UDP only, unless permitted by the Minister of Transport;. the ground visibility is not less than 500 m or, for helicopters, not less than 800 m;. the ceiling is not less than 600 ft.. Separation with other traffic The local TCunit will apply the ICO minima for separation between IFR and special VFR flights and between special VFR flights, except that between special VFR flights a 500 ft vertical separation will be applied instead of 000 ft. Use of radar in the air traffic control service msterdam CC and Schiphol PP will normally use radar derived information in the provision of air traffic control services. The applicable radar separation minima vary from NM to 6 NM depending on the distance from the appropriate radar station. Radar vectors and speed instructions may be necessary to establish and maintain radar separation. These instructions, also if they might result in differences from published procedures, shall be complied with. Radar vector charts are not published.. Minimum vectoring altitudes (MV) In the msterdam FIR the following definition of minimum vectoring altitude (MV) is applicable: The minimum vectoring altitude is the lowest altitude or flight level that may be used by TC for vectoring IFR flights in a certain area of controlled airspace, taking into account the altitude required for obstacle clearance and the airspace classification. I.e. the MV is the lowest altitude that under normal circumstances is assigned by TC to pilots of IFR flights, until the point where the pilot will resume his own navigation, for instance on final approach or in the circuit. a. Radar serves only as an aid to provide aircraft with more accurate flight information. It does not relieve the pilotincommand of an aircraft of any of his responsibilities and he has to make the final decision regarding any suggested alteration of flight plan. SCONDRY SURVILLNC RDR (SSR). Transponder operating procedures.. Normal procedures a. The provisions of ICO (ircraft Operations Volume I, Flight Procedures, part VIII, chapter ) apply. b. xcept when conditions in item c and d are met, pilots shall operate transponders in accordance with TC instructions. In particular, when entering the msterdam FIR, pilots who have already received specific instructions from TC concerning the setting of the transponder shall maintain that setting until otherwise instructed. c. IFR flights about to enter the msterdam FIR who have not received specific instructions from TC concerning the setting of the transponder shall operate the transponder on mode code 000 before entry and maintain that code setting until otherwise instructed. d. VFR flights in the msterdam FIR equipped with an operational mode S transponder shall activate the transponder and select mode code 7000 during all flight stages from departure until touch down, unless otherwise prescribed or instructed. Temporary segregated area (TS) Definition: airspace of predefined dimensions within which activities require the reservation of airspace for the exclusive use of specific users during a determined period of time. Temporary segregated areas include: Restricted or danger areas designated as MC manageable. Temporary reserved airspace (TR); Cross border areas (CB); The airspace management cell (MC) activates an area the day before operations in the area. The planned activity and conditions for the use of MC manageable areas are published daily in the national airspace use plan UP.. Temporary reserved airspace (TR) and danger areas above international waters Certain flying activities are not readily adaptable to air traffic control, since specific aircraft during at least part of their flight cannot maintain a constant profile, heading and speed (e.g. test flights, air combat training manoeuvres).
