The Dispuut works for education evaluation and works for organizing activities in the fields of transport and infrastructure. These activities exists of readings and excursions at home and abroad. 4 Redaction ASSOCIATION Best TIL ers, T&P ers and R&RE ers, After the dark and cold winter months the first warm sunbeams are pricking through the clouds, this means that the activities and desires of many persons go up. Also for the Fly-Over committee who started to produce a new shining Fly-Over which is now in your hands. Due to al this desires it is for the first time in the history of Dispuut Verkeer that the Fly-Over is published in English, for all the foreign students at T&P, TIL and R&Re it is a great step towards the internationalizing of Dispuut Verkeer. After a lot of beautiful Fly-Overs we unfortunately have to say goodbye to some important members of the Fly- Over committee: Robbert van Amerongen, Marlous Hovestad and Jorrit Konings. Thank you for all the nice work! There is also joy, there is a new member for the Fly-Over committee: Mirjam Hoeffelman. She is an asset to the committee and with the five members of the committee who are working very enthusiastically for the Fly-Over, we will make something tremendous. Because Edwin van Leersum could work only partially for the Fly-Over committee a new member needed to take over the task as chairman. To fulfill this wonderful task I took over this job. I will take care that the coming Fly-Overs will shine as never before. In the last months some nice activities did come by. For example the business tour, the trip to the flower auction, the always sociable V-Drinks and also the V-Karting was very exciting. Of course with myself as the winner of this karting event I will wait patiently for new and better competition the next time. In the planning for the next months is the KBR There will be shining times for the Dispuut and everyone who likes to be a part of this can join and help the Dispuut and the Fly-Over to a bright future. 5 Board Patrick about Leon (Chairman) The always fairminded and fairspoken Leon is the chairman and he pulls the strings at the board of Dispuut Verkeer. Leon always works unbelievably hard for the Dispuut and even in the late hours he produces beautiful agendas for the meeting of the next day. Even during his interdisciplinary project his tasks for the Dispuut were him nothing to much. Also Leon is doing a great job by organizing the very first Business Tour in the history of the Dispuut. Besides this Leon is also active as a member of C.S.R. and he is lord and master over his saxophone. Thus if you do like a beautiful blues or jazz concert you can always knock at Leon s door. Also for some soccer match Leon is always able to make some time free. Maybe the time has come to organize some nice V-Soccer activity for Dispuut Verkeer? And not to forget, in karting is Leon reasonably fast, luckily not fast enough ;) Yvonne about Steven (Secretary) You only know what you miss when it s gone And so did we miss Steven when he went away for a month in December. He left us alone to make; - our own notes, which became a contest on who could send them first; - our own newsletter, which certainly took more time then when Steven made them; - our own changes to the internet page, which we just barely did; - our own changes to the members database, which is not so easy as it seems when it concerns Chinese names; - and our own mistakes in all those things, which hopefully nobody noticed. Despite of all this we survived a cold December month, but when Steven got back he resumed fresh and enthusiastic. As a result we even have new chairs in our HoK. Steven: welcome back! 6 Board ASSOCIATION Maarten about Patrick (Treasurer) Patrick is the most important person for creating this Fly- Over. First he brings in money from our sponsors with the Sponcie (=sponsor committee). Then he allocates this money to the Fly-Over as treasurer of the board. And finally he is chairman of the Fly-Over committee. However he gets help from the people of the Sponcie and Fly-Over committees. If you want to help Patrick with these activities by participating in a committee (for the Fly-Over, website, sponsors) please tell the board. The latest achievement as treasurer of the board is a new sponsor contract with Heijmans. If you are interested in this company, you can sign up for their Master class held in May (see the ad in this Fly-Over). Anne about Yvonne (Commissioner Education T&P & R&RE) Half a year of being a member of the board of Dispuut Verkeer is almost over. Time to take a look over our shoulder and say something about our fellow board members, let me tell you something about Yvonne. Yvonne is our one and only representative for the Transport and Planning master in the board and she took on this job with a lot of enthusiasm. Even though responses to course evaluations are sometimes low, this didn t throw her off. She even took on the extra task to join the committee for the KBR. Besides these serious task, I was surprised to discover that she was also very good in being the last survivor at the various social activities of the dispuut. Yvonne, I am glad that I can always count on you at the V-drinks and I look forward to spending the next half year in the board with you! 6 Fly-Over March 2008

7 Board Leon about Anne (Commissioner Activities) Anne is of course our worthy commissioner of activities. She is responsible for the V-drinks and the excursions among other important tasks. I know what a wonderful task this is because I had the privilege of doing this in the former board. It is of course a wonderful task to be responsible for making sure people get their free drinks at the V-drinks. This makes you sometimes feel like Sinterklaas only you are giving drinks and not presents. Anne manages to do all her tasks very well although she is very busy with her study. She probably learned to manage all these tasks in one of her other committees or boards of which there were numerous. I think everybody is very glad to have Anne in the board and I am confident that she will lead the board very well in the future when 3 of us will have to say goodbye to the rest. I am very glad that Dispuut Verkeer is going international. Because of the large number of international students the board figured that our association can no longer be an island of Dutch speaking people as we represent all students from the three masters. Therefore you will probably see more English publications in the future. I hope you like it. Maarten about himself (Commissioner Education TIL) Because of the illness of Steven I will write a piece about myself. Last week I participated in the Business Tour where I saw a lot of new faces. I think this first Business Tour of Dispuut Vekeer was a great success and I am confident that there will be another Business Tour next year. The group of people on the Business Tour was very enthusiastic and I hope to see you all again for a drink on the V-drinks. In the mean time I am busy with the education of TIL as you can see further in this Fly-Over. I want to wish you good luck with your courses and if you encounter problems, please come to the course evaluation lunches or drop by for a coffee at the HoK (CEG 4.08). 8 KBR 2008 ASSOCIATION Check-in the heart of Europe is the slogan of the KBR (Short Study Trip) during the May holidays this year. It will lead us to the new centre of Europe the beautiful cities of Prague and Vienna. Taking the train to get there and back will give us enough time to get into the right mood for this trip, or recovering from it respectively. Planned departure to Prague is the 26th of April (morning), planned return from Vienna will be the 5th of May (also morning), using the night train. The KBR committee is still busy organizing for you the details and hopes to meet all your expectations of a successful KBR. For any further information, please contact us via 2008kbr@gmail.com. Looking forward to the KBR 2008, your KBR committee. The world-famous historic centers of these capitals, with their famous theatres, galleries, museums and nightlife, will give us best opportunities to combine study-related excursions with dipping into the cultural lives of those countries. KBR committee Located on the edge to the newest members of the European Union, these cities are undergoing a process of reconstruction and expansion concerning transport infrastructure. An excursion will therefore e.g. lead us to Vienna s Airport, who is open to new horizons and therefore expanding its capacity with the so-called SkyLink project. 10 Business Tour ASSOCIATION Op donderdag 21 en vrijdag 22 februari was het dan zo ver: voor het eerst in de geschiedenis ging het Dispuut Verkeer op Business Tour! Om 07:15 stond een grote groep slaperige studenten T&P en TIL klaar op station Delft voor een bezoek aan Accenture, Ballast Nedam en Witteveen + Bos. De OV-tocht naar Accenture liep gelijk uit op een klein drama: de altijd klantvriendelijke NS meende vijf van de deelnemers in Voorschoten uit de trein te moeten zetten. Zij hadden immers de grove misdaad begaan om een kortingskaartje te kopen, terwijl het voor negenen was. Gelukkig kon deze groep dankzij twee extra overstappen toch (bijna) op tijd Amsterdam bereiken en konden we compleet aan een interessante case van Accenture beginnen. de groepen waren opvallend verschillend. Ook de oplossing van Accenture zelf voor deze op een werkelijke opdracht gebaseerde case was een verassing voor ons. Al met al een interessante start van de Business Tour. Onze buschauffeur Hans reed ons vervolgens naar de Drontermeertunnel die door Ballast Nedam wordt aangelegd. Het verschil met de snelle wereld van Accenture kon niet groter zijn: na een presentatie over het project werden ons laarzen, hesjes en helmen aangereikt en konden we door de bagger de bouwlocatie bezoeken! Dit avontuur werd afgesloten met een vaartocht naar Partycentrum Het Haasje, waar we bij de openhaard nog een paar biertjes konden nuttigen. Na een diner in Kampen en het inchecken in het hotel in Deventer begon een belangrijk onderdeel van elke Business Tour: het onveilig maken van de lokale kroegen. Omdat de pitchers bier er slechts 8,- kosten, belandden wij in Danscafé De Joffer. Bij deze case konden we in groepen van vijf a zes een supply chain voor een energieleverancier gaan verbeteren. De uiteindelijke oplossingen van 10 Fly-Over March 2008

11 Business Tour Hier was men duidelijk niet gewend aan een grote groep Delftse studenten Desondanks was het een gezellige avond en lag iedereen toch net iets later en met net iets meer bier op dan hij/zij wilde in het hotelbed. De volgende ochtend was het dan ook een grote opgave voor de meeste deelnemers om het bed weer te verlaten. Na wat wake-up calls door de receptie was iedereen toch opgetrommeld en begonnen we aan een mooie dag bij Witteveen + Bos. Na een uitgebreide introductie over Witteveen + Bos (er werd opvallend veel mineraalwater gedronken) werd ons de case geïntroduceerd. Ondanks deze boodschap werden er mooie oplossingen gepresenteerd. Interessant voor Witteveen + Bos, want zij zijn op het moment zelf bezig met het ontwikkelen van oplossingen voor de A10-Noord. We gingen dan ook tevreden samen met een grote groep werknemers van Witteveen + Bos eten in een restaurant in Deventer. Een gezellige afsluiting van een geslaagde eerste Business Tour! Business Tour committee ASSOCIATION De case ging over een MIT-verkenning voor de A10-Noord bij Amsterdam. In vijf groepen gingen we aan de slag om te analyseren of er in de toekomst problemen zouden ontstaan op de A10-Noord en waar deze door kunnen ontstaan. Vervolgens gingen we aan de slag om oplossingsalternatieven te bedenken. Tussendoor konden wij stakeholders interviewen, namelijk de stadsregio Amsterdam, Rijkswaterstaat, IJburg en Milieudefensie. Tegen het einde kwam IJburg tijdens een persconferentie met de teleurstellende mededeling dat de aanleg van een tweede aansluiting van IJburg afgeblazen. Al het verkeer van de inwoners van IJburg zou via de aansluiting op onze A10-Noord de ring van Amsterdam moeten bereiken. March 2008 Fly-Over 11

12 V-Karting 2007 ASSOCIATION The tension was already high at the entrance of the kartingcentre in Delft. The winner of this karting challenge would win the wonderfull trophy of Dispuut Verkeer. In the kartingcentre the smell of burned rubber and the shrieking of the tires pumped the adrenaline through your body. The start of the race was very friendly and kind. But after some laps there were a few drivers who had the need to undertake some special actions by cutting other road users and by standing still at busy corners. Also the blue flags (those people doing their jobs also with great care) were ignored constantly by all the drivers. Apparently some mind game, you have to earn it to overtake the kart in front of you F*** the flags. a lack of gravel barges. Totally desilussioned Yvonne left the racing ring. After some exciting laps where Leon and Patrick handled over the fastest lap round after round the quit righly winner was Patrick. And is the ultimate winner of the V-Karting trophy. Patrick wants to thank all the mechanicians and the team around him who did a great job for achieving this victory. Below you can check the table with the fastest lap times. 13 V-Drink Thursday the 7th of February was the latest V-drink. All members were invited for a free drink. As usually it took place in PSOR (faculty CEG, ground floor) between 5 PM and 7 PM. The promotion was good with a nice poster. There was a fair number of members present. It was fun to have a V-borrel again, because the previous one was some time ago. This time there were even some snacks. There was a good mix of new and older members. Make sure you are present at the next V-borrels. They will take place on the 28th of February and the 20th of March. 14 Flower Auction ASSOCIATION In the early morning of November 14th, 2007, Dispuut Verkeer organized an excursion to Aalsmeer Flower Auction - Bloemenveiling Aalsmeer. (On January 1, 2008 the auction merged with their greatest competitor FloraHolland.) The excursion was a success. In the very early morning around 5:30 a.m., we, around 12 people, departed from Delft Central Station to the auction. First, we paid a visit to the auction building with a guiding introducer. Aalsmeer Flower Auction is the largest flower auction in the world. The auction building of the flower auction in Aalsmeer is the largest commercial building in the world, in terms of floorspace (99 hectares). Every day Bloemenveiling Aalsmeer sets the world price for flowers and plants. This happens by bringing supply and demand together by means of the auction clocka fascinating process during which large and small batches of flowers are sold within fractions of seconds. Each day, 19 million flowers and two million plants are sold through 13 clocks at Bloemenveiling Aalsmeer. There are approximately 3000 members of the auction. Every day, there are approximately 5300 growers delivering products on a daily basis and 1050 traders purchasing products in the auction. The transactions are up to a day. The marker share of Aalsmeer Flower Auction is 44.2 percent of the trading all over the world. Kenya, Israel and Ethiopia are the main import counties while Germany, UK and France are main export countries. As the Netherlands is famous for tulips and flowers, Aalsmeer Flower Auction is also a popular attraction for tourists. Around 102,000 tourists come to visit Aalsmeer Flower Auction a year. After the visit of the auction building, one staff there gave us a presentation about Aalsmeer Flower Auction and the logistics operation of the auction. It is challenging for logistics operation with regard to the tremendous transactions in each day. It is more challenging during peak periods, such as Valentine s Day, Mothers Day, etc. Every day, the 14 Fly-Over March 2008

15 Flower Auction products will be transported from all over the world to Aalsmeer Flower Auction and then distributed to every corner in the world after auction. Aalsmeer owns a well-organized distribution system all over the world to efficiently operate the production transportation and distribution. In addition, the logistics operation within the auction building is also wellorganized with sophisticated equipments and efficient working staff. The excursion ended around 12:30 p.m.. This excursion did give us an impressive insight into Aalsmeer Flow Auction. Ruihua LU (Zack) ASSOCIATION At the end of the presentation, we had a case study about how to organize the transportation and distribution operations if the flowers can be stored in containers and kept fresh in a month. 18 Bekeuren, omleiden of de weg openbreken? De bevoorrading van winkels in hartje stad veroorzaakt vaak de nodige vertraging, stress en ergernis. In zo n geval moet je geen halve maar hele maatregelen nemen: de binnenstad openbreken dus. Om een ondergrondse buis aan te leggen waardoor de bevoorrading van winkels kan plaatsvinden via automatisch geleide voertuigen. De chauffeur lost bij een overslagcentrum aan de rand van de stad, aan het begin van de ondergrondse transportbuis. Dat levert hem al gauw een tijdwinst van twee uur op. En hij staat niemand meer in de weg. 19 CROW is het nationale kenniscentrum voor verkeer, vervoer en infrastructuur. In deze non-profit organisatie werken Rijk, provincies, gemeenten, aannemersorganisaties, adviesbureaus, openbaarvervoerorganisaties en onderwijsinstellingen samen vanuit hun gemeenschappelijke belangen bij ontwerp, aanleg en beheer van wegen en verkeers- en vervoersvoorzieningen. 20 Education T&P & R&RE EDUCATION The first half of this university year is behind us, and therefore also the two examination periods for me to evaluate. I tried to evaluate the electives for the T&P Master. This was not always easy because less students take these courses hence the response was low. CT5804 Most students where quite content about this course, but there where some complaints concerning the coherence. Information was spread to much over the lecture notes and the goal of the practicum was not clear. Dr.ir. J.W.C. van Lint acknowledged this and said they will work on it. CT5720 Also in this course the coherence was not always clear, next year there will be more attention for that in the first lecture. Many students suggested a reader could be an improvement, but that will decrease the flexibility of the course. Another complaint was a lack of time during the exam, that could be due to the length of the exam or due to the preparation of students which I would like to discuss with students that followed the course. Next year at least the preparation will be easier; old exams will become available. on the T&P master. There are not much students following the R&RE master and even less are a member of Dispuut Verkeer. Concequently the courses of R&RE have not been officially evaluated for years. This year I am trying to find out if the tasks of the commissioner education T&P and R&RE can be officially restricted to just T&P and how the R&RE courses should be evaluated in the future. The second thing I found was that a lot of the courses that are part of the T&P master are also a course for the TIL master. The evaluations are thus done twice, which I find inefficient and is also inconvenient for instructors. A solution for this has jet to be found, but I hope to report that in the next Fly-Over. In the mean time if you have any complaints or suggestions about the education of T&P and R&RE don t hesitate to contact me. Yvonne van Zon Besides the evaluations I ran into two issues that I wanted to have clear for myself and all the commissioners that will follow. In the last couple of years the commissioners education T&P and R&RE mainly focused 20 Fly-Over March 2008

21 Education TIL On Valentine s Day was another course evaluation lunch. All participants got a luxurious lunch and all the essentials and the profile electives of the previous quarter were discussed. The comments and proposed improvements are then sent to the teachers. They are asked to respond. The agreed improvements can be seen on blackboard (see TIL community). All TIL-students are welcome for the course evaluation lunches, especially foreign and first year TIL students. Don t be shy and come along (preferably sending an to info@ dispuutverkeer.nl beforehand). Not only is it very important to improve the education, but it is also very interesting to hear the stories about courses you are planning to do. Maarten Houtzager EDUCATION March 2008 Fly-Over 21

22 Thesisproject Joost Roorda van voertuigverliesuren leidt tot aanzienlijke economische schades. EDUCATION Onlangs studeerde Joost Roorda af bij de opleiding Transport&Planning. Van juni 07 tot februari 08 werkte hij aan zijn afstudeeropdracht bij Witteveen+Bos in Den Haag. Wat heb je gedaan tijdens jouw onderzoek? In het kort gezegd heb ik onderzocht wat de effecten van medegebruik van een busbaan door vrachtverkeer zijn. Ik heb daarbij gekeken naar zowel verkeerskundige, milieukundige als economische effecten die bij doorvoering van deze maatregel optreden. Het onderzoek bestond uit twee delen. Het eerste deel betrof een algemeen deel, waarin de huidige problematiek met betrekking tot bereikbaarheid en luchtkwaliteit lokaal/globaal in kaart is gebracht. Het tweede deel onderzocht de effecten van de maatregel aan de hand van een case study. Doordat de verkeersvraag al jarenlang harder groeit dan het aanbod van wegcapaciteit, neemt de filedruk in Nederland toe. Reistijden nemen toe, betrouwbaarheid van reistijden neemt af en de toename Door het toegenomen verkeersaanbod nemen ook verkeersemissies toe. Dit heeft op vele plaatsen geleid tot overschrijding van de gestelde maximumconcentraties voor PM10 (fijn stof) en NOx (stikstofoxiden). Hierdoor ontstaan risico s voor de volksgezondheid, zoals een verhoogde kans op longkanker. Het blijkt dat vrachtverkeer een relatief groot aandeel in de voornoemde verkeersproblematiek heeft. De emissies van vervuilende stoffen (per gereden kilometer) zijn aanzienlijk hoger dan bij personenauto s en ook de economische (uur)schade door vertragingen is voor vrachtverkeer veel hoger dan voor overig verkeer. Het toestaan van vrachtverkeer op de busbaan is een maatregel waarbij gebruik wordt gemaakt van de beschikbare restcapaciteit van een busbaan. Het is dus een relatief goedkope maatregel, aangezien er weinig of geen nieuwe infrastructuur voor hoeft te worden aangelegd. Het tweede deel van het onderzoek heeft de effecten van de maatregel in kaart gebracht, met betrekking tot reistijden, kosten door vertragingen en verkeersemissies. Dit is gedaan aan de hand van een case study, waarbij een overbelast kruispunt beschouwd werd waarbij voor de verkeerslichten lange wachtrijen optraden. Naast de rijbaan lag een vrij liggende busbaan, die nog onbenutte restcapaciteit vertoonde. 22 Fly-Over March 2008

23 Thesisproject Joost Roorda Samenvattend komt het er op neer dat wanneer het vrachtverkeer wordt toegestaan van de busbaan gebruik te maken en voorbij de lange rij wachtende auto s voor het verkeerslicht bij het kruispunt te rijden, de totale verkeersemissies kunnen afnemen, evenals de totale economische schade door vertragingen. In verband met de afwikkeling van het verkeer dient wel speciale aandacht geschonken te worden aan de samenvoeging van het zware verkeer en het overige verkeer aan het einde van de doelgroepstrook. Hoe was de begeleiding? Je hebt bij het afstudeeronderzoek met name te maken met je dagelijkse begeleiders. Ik had twee dagelijkse begeleiders: bij Witteveen+Bos was dat Marko Ludeking (werkzaam binnen de groep Milieu, Mobiliteit en Ruimte). Hij had het onderwerp als afstudeeropdracht op de website van Witteveen+Bos gezet en zodoende was het bij mij onder de aandacht gekomen. Marko stelde me in staat om een vliegende start te maken, doordat hij me in contact bracht met een aantal betrokkenen van gemeente Westland, provincie Zuid-Holland en private partijen die betrokken waren geweest bij een project waarbij een doelgroepstrook voor vrachtverkeer en bussen was aangelegd. Francesco Viti was mijn dagelijkse begeleider bij de TU Delft. Tweewekelijks namen we de voortgang van het onderzoek door. Het enthousiasme waarmee hij meedacht over mogelijke toepassingen van het concept doelgroepstroken, tips gaf over interessante literatuur en mij steeds weer stimuleerde om nieuwe onderzoekspaden in te slaan werkte erg motiverend. Heb je veel geleerd tijdens je afstudeeronderzoek? Ik heb mijn afstudeerperiode niet ervaren als louter wetenschappelijk onderzoek, maar meer als een ontdekkingstocht. Met name in de beginfase ben ik veel te weten gekomen over de luchtproblematiek in Nederland, een onderwerp waar ik tot dan toe niet veel van wist. Daarnaast heb ik niet alleen kennis, maar ook veel kunde opgedaan. Voordat ik aan mijn onderzoek begon had ik bijvoorbeeld nog nauwelijks kennis van het rekenprogramma Matlab. Tijdens mijn onderzoek heb ik met dit programma leren werken en zo n beetje alle resultaten uit verschillende emissie- en verkeerssimulatiemodellen met dit programma geanalyseerd. De kennis van dit programma kan ik nu ook voor heel andere werkzaamheden inzetten. En nu? Mijn afstudeerperiode bij Witteveen+Bos beviel erg goed, en blijkbaar was dit wederzijds want inmiddels ben ik er werkzaam, bij de groep Dynamisch Verkeersmanagement. We werken hier aan erg interessante opdrachten. In het kader EDUCATION March 2008 Fly-Over 23
