7 Europees kader inzake klimaat Langere termijn - Europese Raad sprak zich reeds uit over 80-95% reductie in 2050 t.o.v (economy-wide) - Momenteel in onderhandeling: A Clean Planet for all A European strategic long-term vision for a prosperous, modern, competitive and climate neutral economy (zie hier) - Intentie om relatief binnenkort (2019 of 2020) akkoord te bereiken om de huidige 2050 EU-doelstelling ambitieuzer/concreter te maken en/of naar net-ghg emissions te gaan in EU in 20xx en/of.

13 Transitiekader inzake de omschakeling naar een koolstofarme industrie Uitdagingen in alle industriële sectoren (EU ETS emissies van de Vlaamse industrie )

14 Europees Innovatiefonds - Opgericht via (tweede) herziening van de EU ETS richtlijn (en soort opvolger van NER 300) - Op 26 februari 2019 delegated act aangenomen (grote lijnen van de modaliteiten) (zie - > 450 mio. EUAs worden verkocht/geveild (momenteel om en bij de 10 mia. EUR waard), waarvan inkomsten tot 2030 kunnen aangewend worden voor ondersteuning van projecten in de Lidstaten - Scope: - Innovatie in koolstofarme technologieën, processen en producten in industriële sectoren die onder EU ETS vallen - Milieuveilig afvangen en geologisch opslaan of gebruik van CO2 (CCS/CCU) - Innovatieve technologieën voor hernieuwbare energie en energieopslag - Modaliteiten 1 ste call: moeten nog worden vastgelegd

33 ETS Innovatiefonds: een opportuniteit voor het klimaat en voor Vlaanderen Vlaamse industrie staat voor belangrijke uitdagingen: Chemiecluster, staalindustrie (uiterst) belangrijk voor Vlaamse economie Nood aan innovatie om klimaatdoelstellingen te kunnen bereiken Opportuniteit voor technologie aanbieders, op een wereldmarkt Rol innovatie ondersteuning: Heel wat technologieën bestaan, maar hebben nood aan demonstratie, opschaling, optimalisatie. Ondersteuning (subsidies, kapitaal, ) kunnen belangrijke faciliterende rol spelen om nieuwe technologieën te ontwikkelen. Omvang en modaliteiten ETS Innovatiefonds vormen uitstekende opportuniteit voor Vlaamse productiebedrijven en technologie ontwikkelaars,

36 Clusterbeleid De Vlaamse clusters hebben tot doel door middel van netwerking en innovatie een economische meerwaarde te creëren bij de leden bedrijven. De Vlaamse energiecluster Flux50 wil optimaal inspelen op de economische groeikansen die volgen uit de wereldwijde boom in de slimme energiesector. Catalisti is de speerpuntcluster voor chemie en kunststoffen De Blauwe Cluster heeft als focus de ontwikkeling en de bevordering van economische activiteiten op zee. Innovatief bedrijfsnetwerk Power to gas

37 Aanbod team bedrijfstrajecten Ondersteuning bedrijven in business case gerichte benadering. Op basis van een grondige analyse helpt de adviseur de sterktes van de onderneming te consolideren en eventuele zwaktes te verbeteren. Daarbij kijken de bedrijfsadviseurs naar het product of dienst, de markt, subsidiemogelijkheden en financiering, de aanwezige competenties, het netwerk en de onderzoeks- en ontwikkelingsmogelijkheden. Ruim team, specialisten met expertise bedrijfsbegeleiding en brede kennis steunmaatregelen en wetgeving. De experten hebben een ruime ervaring met de detectie van opportuniteiten bij bedrijven en met de begeleiding van steunwaardige initiatieven.

38 NCP Vlaanderen - werking Samenwerking VLAIO FWO EWI Horizon 2020 is het EuropeseKaderprogramma vooronderzoekeninnovatietot Nationale Contact Punten hebben als taak de brug te vormen tussen de Europese Commisie ende stakeholders. Voorde Vlaamsestakeholders is NCP Vlaanderenhet contactpunt. De NCP werking in Vlaanderen wordt opgezet door FWO en VLAIO, in nauwe samenwerking met EWI.

39 Innovatiesteun, ecologiesteun, ondersteuning intellectuele eigendom VLAIO biedt ondersteuning voor opleiding, advies, investeringen en onderzoek & ontwikkeling. VLAIO heeft jarenlange expertise opgebouwd in verband met steunverlening aan bedrijven, juridische aspecten, intellectuele eigendom, enz. Complementaire werking met ETS Innovatiefonds kan faciliterende werking hebben.

42 Work in progress Het ETS Innovatiefonds biedt een belangrijke opportuniteit voor Vlaamse bedrijven. Ondersteuning en facilitering van bedrijven bij deelname behoort tot de taakstelling van VLAIO. VLAIO bezit de ervaring en expertise om de bedrijven te ondersteunen. Business case gerichte benadering: H2020, ETS Innovatiefonds, en Vlaamse steun complementair in te zetten. De steuninstrumentaria kunnen elkaar versterken. Principiële beslissing VLAIO een faciliterende rol te spelen. Concrete uitwerking en aanduiding contactpersonen worden op korte termijn gepland.

Heeft u vanuit uw organisatie al weet van mogelijke projecten die in aanmerking komen voor het innovatiefonds? Ziet u voor deze mogelijke projecten al specifieke elementen die meegenomen moeten worden bij de uitwerking van deze call?

46 Selection criteria Effectiveness of GHG avoidance potential Will the existing ETS MRV requirements be applicable to innovative plants in your sector? If not, what further guidance needs to be prepared for a fair evaluation of the GHG emission reduction potentials of different projects in your sector? Which role do you see for life-cycle assessment (LCA) in calculating and verifying the GHG emission avoidance potential? What are the critical points that need to be considered when undertaking an LCA for projects in your sector? Degree of innovation How can the degree of innovation in comparison to the state-of of-the art be best evaluated?

47 Selection criteria Project maturity Which criteria should be used to evaluate project maturity? Business plan, capacity of the promoters behind the project Financial structure (private investors, other public support, strength of commitments) Societal acceptance Legal setup and permitting Stage of project development (concluded feasibility studies, FEED, etc.) What are the essential elements that need to be in place for a project to be able to reach financial close within 4 years? Should a completed feasibility study be made a condition for applying for the Innovation Fund? What are the key risks and barriers to implementation, respectively pre- conditions for projects to go ahead?

48 Selection criteria Wide-spread application Should projects indicate their potential market and at what level (European/global), or should this be determined by market statistics? If the latter, what are the most reliable sources for your sector? Relevant cost calculation Are there any specific issues that sector projects may face with the application of the definition of relevant cost from the Regulation? Are the conventional production costs easy to estimate with confidence? If not, can price of conventional product be used as a comparator? What are the key variable factors determining the financial gap? What are the financial risks and how best they can be evaluated? What weights, if any, should be applied to different selection criteria?

49 Milestones What is the expected timeline to financial close and entry into operation for innovative projects in your sector? What are the key milestones before financial close, e.g. feasibility or FEED study, permitting, State-Aid approval, etc. and before full entry into operation, e.g. how long are the construction, testing and commissioning periods? How should the grant be optimally disbursed over the project life cycle? To what milestones can/should disbursements be linked?

50 Project development assistance Will project development assistance (PDA) be useful for projects in the sector? If yes, what types of assistance? Should there be maximum amounts for different types of PDA and what would these levels be, taking into account that PDA support will count towards the 60% maximum support by the Innovation Fund? Should projects be required to publish the results of any studies done with PDA, if they decide not to apply for Innovation Fund full support or are discontinued? Should FEED be financed by PDA or only after successful application for an Innovation Fund award?

51 Knowledge-sharing requirements What type of technical, economic, project management, regulatory and permitting information will be useful to share with other projects from the sector in order to speed up the uptake of the innovative technologies and to advance the regulatory environment without at the same time compromising the legitimate intellectual property rights, the competitiveness and the first-mover advantage of the companies involved in the projects? What types of knowledge-sharing activities should the implementing body organize for projects benefiting from Innovation Fund (and other EU programmes) and for the general public? What should be the form of knowledge sharing tools that would be useful for the market?

52 Presentation of key features of projects in your sector What is the Innovative technology? What are the products (final, intermediate or by-products)? TRL? How innovative is the project in comparison to the state-of-the-art? What are the capital expenditure, operational costs and benefits over 10- year period related to the innovative project? What is the level of certainty over envisaged costs and benefits? What are the key variables influencing them? Financing gap? and how do you expect to address it? GHG emission reduction potential? Size of the potential market of the products (final, intermediate and byproducts)? Expected project development timeline? Has the project already done pre- /feasibility study, FEED study? What steps need to be taken/conditions met before Final Investment Decision? Is the project dependent on other projects, development of infrastructure or adoption/amendment of certain EU or national regulation?
