3 NL Particulier reglement 12 e Hemicuda Rally - Koekelare 6 en 7 oktober 2012 De 12 e Hemicuda Rally wordt georganiseerd door Autostal Hemicuda vzw in samenwerking met Autostal Atlantic vzw op zaterdag 6 en zondag 7 oktober 2012 en zal starten te Koekelare. A. BIJZONDERE BEPALINGEN Art. 2 Beschrijving / omschrijving De 12 e Hemicuda Rally is een rally van het type A en wordt verreden over 193,11 kilometer, waarvan 97,80 kilometer klassementsproef en 95,31 kilometer verbindingstraject. De 9 klassementsproeven bestaan voor 100 procent uit verhard wegdek. Art. 3 Vergunningen, inschrijvingen De aanvraag tot deelname moet volledig ingevuld en ondertekend toekomen op volgend adres: Autostal Hemicuda vzw - K. Destorme - Hospitaalstraat 9/ Lauwe - inschrijving@hemicuda.be - fax en dit vóór zondag 30 september 2012 om 19:00 uur. Art. 4 Inschrijvingsrecht, starttoelating, verzekering 4.1 Buitenlandse Teams Buitenlandse teams betalen 340,- EUR (all-in). Rekening IBAN BE BIC GKCCBEBB Titularis Autostal Hemicuda vzw Referentie Hemicuda Rally naam van de Piloot 4.2 Belgische teams a. Inschrijvingsrecht Het inschrijvingsrecht, te betalen aan de inrichter, bedraagt 176,- EUR per team. In dit inschrijvingsrecht zijn roadbook, startnummers,... inbegrepen. De betaling van het inschrijvingsrecht dient te gebeuren via overschrijving op rekening BE van Autostal Hemicuda vzw met vermelding van Hemicuda Rally naam piloot. Het bedrag moet vóór 3 oktober 2012 op de rekening van Autostal Hemicuda beschikbaar zijn alvorens een team als ingeschreven beschouwd wordt. Eens deze datum verstreken kan dit bedrag enkel nog in contanten betaald worden bij de controle van de documenten, mits een toeslag van 20% zoals vermeld in de sportreglementen van de VAS. Het inschrijvingsrecht bedraagt op dat moment 211,- EUR. b. Starttoelating De dienstdoende sportcommissaris zal aan elk team de starttoelating afleveren. Verzekeringsmaatschappij AXA INDUSTRIES NV - polisnummer attest 54/2012. Art. 7 Toegelaten piloten De 12 e Hemicuda Rally heeft het statuut van Open Wedstrijd. Bijgevolg kunnen buitenlanders (EU lidstaat of gelijkgesteld) aan de Hemicuda Rally deelnemen met hun licentie uit eigen land. Ook Belgen kunnen deelnemen met hun nationale licentie. Volgende licenties worden aanvaard om in de Hemicuda Rally te kunnen starten: - Regionale VAS vergunning Regionale ASAF vergunning Belgische nationale rallyvergunning Buitenlandse vergunning 2012 (EU lidstaat of gelijkgesteld). Art. 9 Technische controle Op straf van een boete van 25,- EUR moet een kopie van het inschrijvingsattest van het voertuig, het verzekeringsattest (groene kaart) en het attest van goedkeuring bij de automobielinspectie voorgelegd worden bij de technische controle. Art. 11 Controleboekje Te vroeg inklokken is op geen enkele tijdscontrole toegelaten. Art. 12 Tijden en tussenstanden / officieel uithangbord Mededelingen, addenda, beslissingen, tijden en tussenstanden zijn te vinden op het officieel uithangbord. Het uithangbord bevindt zich: Servicepark Bouwmaterialen Willaert - Oostmeetstraat Koekelare Art. 14 Verkenningen Verkenningen uitgevoerd buiten de toegelaten dagen en uren werden bij de invoering van de nieuwe verkeerswet in het verkeersreglement geklasseerd onder de categorie van zware overtredingen. Verkenningen zijn enkel toegelaten op zaterdag 6 oktober 2012 van 13:00 tot 20:00 uur. De strafmaat betreffende de verkenningen is gespecificeerd in het VAS sportreglement Art. 21 Eindnazicht Eventuele eindnazichten gaan door bij Frans Beuckelaere - Provinciebaan Koekelare. 6 NL Art. 23 Proclamatie De proclamatie zal plaatsvinden op zondag 7 oktober omstreeks 20:30 uur in Cultuurzaal De Balluchon - Moerestraat Koekelare. Art. 24 Wegverlating met schade aan het voertuig tot gevolg Conform het VAS sportreglement 2012 moeten voertuigen die tijdens de wedstrijd een wegverlating maken met schade aan het voertuig tot gevolg, spontaan aangeboden worden voor een technisch nazicht. De voertuigen moeten vóór aanvang van de volgende ronde aangeboden worden. De melding aan de technische commissie en het eventueel nazicht gebeurt in de hangar van bouwmaterialen Willaert - Oostmeetstraat Koekelare in de zone vóór TK Podium. Art. 25 Varia Dit particulier reglement is gebaseerd op het standaardreglement rally. Voor het volledige sport-, technisch en standaardreglement rally zie VAS sportreglement 2012 alsook de officiële mededelingen op - Servicepark Aangezien het servicepark in de nacht van zaterdag op zondag volledig wordt afgesloten is het af te raden om op het servicepark te overnachten. Het servicepark wordt bovendien niet bewaakt. Op zondagochtend 7 oktober wordt het servicepark heropend om 07:00 uur. Er is plaats voor één servicewagen + een ruimte om aan de rallywagen te werken. - Grondzeil De rallywagen dient in het servicepark verplicht op een grondzeil te worden geplaatst. Het is verboden om het vuil en de vloeistoffen die eventueel op het grondzeil gelekt zijn, op het servicepark achter te laten. - Gesloten wagenpark Op zaterdagavond dienen alle rallywagens verplicht in het gesloten wagenpark te worden geplaatst vóór 22:00 uur. Wagens die op zaterdagavond om 22:00 uur niet in het Gesloten Wagenpark staan zullen bestraft worden met een geldboete van 125,- EUR. Het gesloten wagenpark opent op zondagochtend opnieuw om 07:40 uur. - Trailerpark Omwille van plaatsgebrek is het niet toegelaten trailers op het servicepark te plaatsen. - Ontruiming servicepark Het servicepark dient op zondagavond 7 oktober tegen 20:00 uur volledig ontruimd te zijn. Om 20:30 uur worden de parken volledig afgesloten door een externe firma. De parken gaan pas terug open op maandagochtend. - Takelwerken Indien een wagen van de baan gaat is het de KP-verantwoordelijke in overleg met de radiocentrale die beslist wanneer de wagen getakeld wordt. Alhoewel het takelen met de grootste voorzichtigheid zal gebeuren kan de organisator niet verantwoordelijk gesteld worden voor eventuele schade die uit de takelwerken voortvloeit. - Parking warenhuis Delhaize / Aldi Er wordt vriendelijk gevraagd om op zaterdag en op zondagvoormiddag geen rallywagens, servicewagens en trailers op de parking van warenhuis Delhaize en Aldi te plaatsen. - Niet-deelname Teams die ingeschreven zijn maar alsnog de start van de wedstrijd niet kunnen nemen, zullen het reeds betaalde inschrijvingsrecht terugbetaald krijgen mits aftrek van 40,- EUR voor de administratieve kosten. - Maximum 150 teams zullen worden toegelaten tot de start van de wedstrijd. - Officiële Hemicuda rally-info is te volgen via Bijzonder wedstrijdreglement goedgekeurd op xx.xx.2012 onder nummer BW.2012.xx.xx door Jos Goessens voor de VAS Sportcommissie. MODALITES GENERALES Art. 2 Description Parcours Le 12 ième Hemicuda Rally est un rallye du type A d une longeur de 193,11 kilometres, dont 97,8 kilometres d étappe spéciales et 95,31 kilomètres de liaison. Les 9 étapes spéciales sont pour 100 % des routes goudronnées. Art. 3 Licences, engagements La demande d engagement doit arriver complètement remplis et signés sur l adresse suivant: Autostal Hemicuda vzw - K. Destorme - Hospitaalstraat 9/ Lauwe - inschrijving@hemicuda.be - fax avant dimanche 30 septembre à 19:00 heures. Art. 4 Les frais d'engagement, autorisation de départ, assurance 4.1 Equipages étrangers Les équipages étrangers payent 340,- EUR, tout compris. Compte IBAN BE BIC GKCCBEBB Titulaire Autostal Hemicuda vzw Référence Hemicuda Rally 12 + nom du Pilote 4.2 Equipages belges a. Le droit d'engagement Le droit d'engagement, à payer à l organisateur, est 176,- EUR par équipe. Dans le droit d engagement il y a le roadbook, les numéros,... compris. Le payement doit être effectué par virement sur la compte BE de Autostal Hemicuda vzw avec le message Hemicuda Rally nom pilote. Le montant doit être sur la compte de Autostal Hemicuda avant 30 septembre avant que l équipe soit considéré inscrit. Apres cette date, la somme ne peut être que payé en liquide à la contrôle administrative, à condition qu une addition de 20% est appliqué comme stipule dans les reglements VAS. Le droit d'engagement est à ce moment 211 EUR. b. Autorisation de départ Le commissaire sportive délivrera l autorisation de départ. Assurance est AXA INDUSTRIES NV - polisnummer atteste 54/2012. Art. 7 Pilotes admis Le 12 ième Hemicuda Rally a comme statut de Epreuve Ouverte. Par conséquence les étrangers (UE ou assimilés) peuvent participer au Hemicuda Rally avec leurs licences attribué dans leur pays. Aussi les Belges peuvent participer avec leurs licence nationale. Les licences suivant seront acceptée au Hemicuda Rally: - Licence Régionale VAS Licence Régionale ASAF Licence Belge nationale rallye Licence étrangère rallye 2012 (UE ou assimilés). Art. 9 Contrôle technique Chaque concurrent doit à la contrôle technique avant l épreuve soumettre les documents suivant: carte grise, contrôle technique, attestation pour voitures compétition (carnet jaune). Art. 11 Carnet de route Pointer à l avance n est autorisé à aucune CH. Art. 12 Temps et classements / affichages officielles Messages, addenda, décisions, temps et classements seront affiché dans le Parc d assistance à Bouwmaterialen Willaert, Oostmeetstraat Koekelare Art. 14 Reconnaissances A méditer: A chaque fois que quelqu'un contrevient aux règles en matière de "reconnaissances", il apporte un argument supplémentaire à la thèse de ceux qui veulent voir interdire les rallyes. Si l'envie vous vient d'enfreindre ces règles, demandez-vous, avant de passer à l'acte, si, vraiment, vous voulez être, ne serait ce qu'en partie, responsable de la disparition de votre sport préféré. La reconnaissance du parcours devra se faire uniquement, le samedi 6 octobre de 13 heures à 20 heures. Elle devra être effectuée avec des voitures banalisées et identifiables par l'organisateur. Art. 23 Proclamation des résultats La proclamation des résultats et la remise des trophées se dérouleront dimanche 7 octobre vers 20:30 heures au Cultuurzaal De Balluchon - Moerestraat Koekelare. Art. 24 Les VT obligatoires en cas d accident avec dégâts Conforme règlement VAS 2012 si, lors d une compétition, un véhicule subit une sortie de route avec impact de quelque nature ou importance avec dégâts causés apparents, il devra être présenté aux Commissaires Techniques de cette compétition dès la fin de la boucle en cours. Emplacement des V.T. après abandon ou sortie de route est dans l hangar de Bouwmaterialen Willaert - Oostmeetstraat Koekelare dans la zone avant le CH Podium. Art. 25 Varia Cette règlement particulier est basé sur le règlement standard rallye VAS. Le règlement VAS peut être - Le parc d assistance Vu que le parc d assistance est fermée complètement pendant la nuit de samedi à dimanche-matin, il est conseillé de ne pas passer la nuit au parc d assistance. En plus il n y a pas de surveillance prévue. Le dimanche matin 26 septembre le parc d assistance sera ouvert à 07:00 heures. Prière de respecter l espace prévue par équipe. Il est prévue pour une voiture de service + l espace pour la voiture de rally. - Toile de sol La voiture de rallye doit obligatoirement être stationné sur une toile de sol dans le parc d assistance. Il est interdit de laisser les produits liquide ou autres ordures dans le parc d assistance. - Parc fermée Le samedi soir devront toutes les voitures de rallye être au plus tard à 22:00 heures dans le parc fermée. Une amende de 125,- EUR est prévue pour les voitures qui ne sont pas dans le Parc avant 22:00 heures. Le parc fermée sera ouvert le dimanche matin à partir de 07:40 heures. - Parc de remorques A cause de manque d'espace, les remorques sont interdit au parc d assistance. Toutes les remorques devront être mis au parc de remorques (voir plan du centre de Koekelare au page 12). Le parc de remorques n est pas surveillé. - Dégagement parc fermée et parc d assistance Le parc fermée devra être dégagé complètement le dimanche soir 7 octobre à 20:00 heures. A 20:30 heures les parcs seront fermées par une firme externe. Les parcs ne seront pas rouvert avant lundi matin. - Dépannages Si une voiture sort de la route, le responsable d ES décidera en consultation avec la direction de course quand la voiture sera dépannée. Par contre que la dépannage sera effectué avec la plus grande prudence, l organisateur ne prendra aucune responsabilité concernant d éventuelles dégâts. - Parking supermarchés Delhaize / Aldi Il est interdit de mettre des voitures de rallye, voitures d assistance et remorques sur le parking des supermarchés Delhaize et Aldi. - Forfait Les équipes engagés qui ne pourront pas participer, seront remboursé le droit d engagement à condition qu une déduction de 40,- EUR pour frais administrative. - Maximum 150 équipages seront admis. - Info officielle à suivre sur le site Hemicuda Rally Particulier reglement 11 van 23

18 3.4 Entry Fees The entry fee (340,- EUR) should be paid into bank account, before the 30 st of September All bank costs are at the charge of the payer. UK Bank account IBAN BE BIC GKCCBEBB Account name Autostal Hemicuda vzw Reference Hemicuda Rally 12 + name of the driver After this date, the entry fee could only be paid in cash at the document control on Saturday, 6 th of October INSURANCE 4.1 Description of the insurance coverage The insurance taken out by the organizer guarantees the competitor's civil liability towards third parties and this in compliance with the Belgian law dated 21 st of November For the competitors, the insurance cover will come into effect from the moment of the start and will cease at the end of the rally or at the moment of the retirement, exclusion or disqualification. 5. ADVERTISING 5.1 Organizers advertising The documents and the organizer's publicity will be available during the administrative control: - Competition numbers - Rally Plates - Publicity stickers on the cars All should be attached to the car before it is presented to the Technical Scrutineering. 6. IDENTIFICATION NUMBERS 6.1 Rally Plates The organizing committee will supply each crew one set of rally plates. 6.2 Competition numbers The organizing committee will supply each crew one set of competition numbers. The competition numbers, rally plates and advertising must be fixed on the car before scrutineering. 7. TYRES Slick tires are forbidden. 8. FUEL 8.1 There is no dedicated refueling zone. Refueling has to be done in the Service Area. The distance between two service areas is about 40 kilometers, of which 21 km special stages. Service is only allowed in the central service area. 9. 19 10. RECCES 10.1 Recce procedure At distribution of the road book, each crew will receive an identification sign for the recces. This must be taped at the right side of the front windscreen of the recce car. UK 10.2 Programme The recce is only allowed on Saturday 6 th of October between 13:00 and 20:00 hrs Specific and / or national restrictions Security rules during the recces The teams should be aware that recces are strictly controlled by the local Police. The crews will especially have to respect the rules of the road code during the recces, particularly in respect of speed limits. Speed limit controls might be held by the Police Recces cars The cars must wear the identification provided by the organizer and they must comply with the specifications defined as follows: 1. series production cars 2. the car must be painted in a single color, no advertising, stickers, etc 3. the engine shall be a series production engine 4. the exhaust shall be a series production exhaust (max. noise level 94dB) 5. underbody protection is not allowed 6. the fitting of a safety roll bar is forbidden 7. safety harnesses are not authorized 8. only road-homologated series production tires 9. the crew may not use an intercommunication system Penalties in case of infraction during the recces Infraction to the road code or to the recces time schedule 1st infraction: 250,00 EUR + time penalty 2nd infraction: start refused + no reimbursement of the entry fee Payment of the fines The fine of these infractions has to be paid cash at last on Sunday, 7 th of October at 07:30 hrs. The non payment of the fine within these terms will result in the withdrawal of permission to take the start in the event. 11. ADMINISTRATIVE CHECK 11.1 All crews must be present at the administrative check in compliance with the programme of the rally. The following documents will be checked: - licenses - driving license - identity card 12. SCRUTINEERING All cars participating in the rally must be present at the technical check in compliance with the programme of the rally. If a presented car is not conforming to the technical regulations, the stewards of the meeting can allow a certain time to bring the car in according to the technical and/or safety regulations. The teams should be aware that a photocopy of the following documents has to be delivered at the scrutineering: - insurance document of the car - copy of the certificate of the registration of the car The start can be refused by the stewards of the meeting at proposal of the technical delegates. 20 12.1 National regulations If during the event a car goes off road and makes an impact of any importance or any nature, it has to be presented to the Scrutineers of the event in the area in front of TC Podium. UK Those Scrutineers will decide if the vehicle is in condition to continue the competition without risk for neither the crew nor the public. If the repairs cannot be executed within the prescribed time, the Scrutineers will establish a report of nonconformity of the car for security reasons. This will entail the automatic exclusion of the entrant. This decision will be without appeal for the entrants and will entail the obligation of an inspection in the C.T.A. (Technical Automobil Center) before any new entry in another (Belgian) road event. When a vehicle went off road causing the retirement of the vehicle, the crew has to respect the rule here above mentioned by bringing the car back to the rally center before the end of the final scrutineering to have it inspected by the Scrutineers who will decide about the necessity of an inspection in the C.T.A. before a new entry of the vehicle. Foreign cars are submitted to the same obligations during the event, nevertheless in respect of the legal obligations in its country of origin. The Scrutineers before any new entry will pay special attention to it. Entrants who disrespect this rule during a road event will automatically be exposed to a compulsory re-inspection of their vehicle in the C.T.A. and to the payment of 100,00 EUR to the ASN for administrative costs in case of non-declaration or non-presentation of the vehicle. 13. START OF THE RALLY 13.1 Official clock DCF-77 Frankfurt 14. RUNNING OF THE EVENT 14.1 Time card change during the rally At the end of each section at TC Service In Starting procedure of special stages When a car with its crew on board has stopped in front of the starting control, the marshal will enter the time scheduled for the start of the car on the special stage time card. He will hand this document back to the crew. The start of the special stage will be given manually. Once the start signal has been given, the car has to start immediately Early check-in at the end of a section is not allowed Use of the flags Several marshals are spread over the track. In case of accident / incident, the yellow flags could be presented at these posts. Yellow flag - kept still: road is partially blocked, cars can pass - please slow down. Yellow flag - clearly waving: road completely blocked, cars can not pass - prepare to stop. The presence/display of a yellow flag does not mean that the SS will be cancelled Traffic rules Throughout the rally, the crews must strictly observe the Belgian traffic laws. 21 14.6 Behavior in the event of accident In case of accident, even material, the driver(s) engaged has(ve) the absolute obligation to establish a written declaration towards the Clerk of the course. In case of non respect of this obligation, the crew will support alone all the resulting costs of the damages caused to individuals in this accident and will receive a cash penalty of 250,00 EUR. Moreover, in case of corporal damages, the crew must warn the Police. If the competitor runs out of the way and lands on place where spectators, visitors, delegates or any other person are standing, he is obliged to stop immediately in order to check if none of these people has been touched (hurted) by his car. If none is injured, the crew may restart and the accident will be considered as a fact of the race, being clear that the above mentioned declaration will have to be established in the same conditions. UK If somebody has been injured, the competitor will have to wait until Police and Medical Services arrive before restarting the race. SERVICE PARK 15.1 Location Bouwmaterialen Willaert - Oostmeestraat Koekelare Access times for service vehicles Saturday 6 th of October from 13:00 hrs onwards Sunday 7 th of October from 07:00 hrs onwards The organizer will issue for each entrant: - Service access card. - A maximum of 1 service car for each crew is allowed in the service area. - The use of a floor cloth is compulsory. 16. PROCLAMATION 16.1 Proclamation Time: Sunday, 7 th of October Cultuurzaal De Balluchon - Moerestraat Koekelare 16.2 Cups General classification Historic - 1 st, 2 nd and 3 rd overall driver and co driver. General classification Modern - 1 st, 2 nd and 3 rd overall driver and co driver. Classes: cup for 1 st driver and co driver FRC - 1 st overall driver and co driver 17. Other items - Hoisting or towing the car on the SS will result in the exclusion of the team. - The team will be excluded if it arrives more than 30 minutes too late at a TC. - During the night from Saturday to Sunday, it's advised not to sleep in the Service Park. The entrance to the Service Park will be closed completely. In case of an emergency, rescue teams will not be able to enter the Service area. - Trailers should not be placed in the Service Park. There is a dedicated park foreseen for trailers, although we advise to properly lock/secure the trailers. - All cars should be brought to the Parc Fermé on Saturday evening, before 22:00 hrs. The Parc Fermé opens on Saturday at 17:00 hrs and closes at 22:00 hrs. A fine of 125,- EUR will need to be paid for cars that are not placed in the Parc Fermé on Saturday night. - On Sunday morning, a 20 minutes Service time is foreseen before leaving for SS-1. - On Sunday evening, all cars and service-vans should be removed from the Service area. The Service Park will be completely closed and locked at 20:00 hrs. - On Saturday and on Sunday morning, it s forbidden to park trailers, rallycars or service vans on the parking lot of Aldi and Delhaize supermarket.
