1 DHTC TODAY Periodieke nieuwsbrief van DHTC, achtste jaargang, juni 2005 Periodical newsletter of DHTC, volume 8, June 2005 Voorwoord Foreword Na diverse overnames in de sector is DHTC nog één van de weinige onafhankelijke veiligheidstrainingsinstituten in Nederland. Een positie waar we trots op zijn en die wij ook graag willen behouden. Daarom wordt er binnen onze organisatie op alle terreinen hard gewerkt om ons ten opzichte van andere instituten te blijven onderscheiden. In deze nieuwsbrief geven wij u hiervan enkele voorbeelden en vertellen wij u waarmee ons instituut zich de afgelopen tijd zoal heeft beziggehouden. Verder valt ook het nodige nieuws te melden. Manuela van Luijk Zorgwekkende situatie Vrijwel onopgemerkt is de Group 4 Falck al meer dan een jaar bezig om een monopoliepositie te verwerven op de Nederlandse markt van trainingsinstituten. Onopgemerkt, want ondertussen blijkt de Group 4 Falck, die wereldwijd in meer dan 50 landen actief is, in Nederland al de grote spelers Nutec Rotterdam, Nutec Den Oever, RISC, Ricas en Stator te hebben overgenomen. Deze ondernemingen blijven vooralsnog zelfstandig opereren, waardoor de bezorgdheid over de mogelijke consequenties niet is gewekt. Feit blijft dat een monopoliepositie op termijn bijna altijd leidt tot ongewenste prijsstijgingen. Een heel zorgwekkende situatie, waarvoor de afnemers van veiligheidstrainingen de prijs dreigen te moeten betalen. DHTC heeft ook de prijs voor HUET cursussen verlaagd. DHTC verlaagt de prijzen Door het leveren van kwaliteitsproducten en het verder uitbreiden van de serviceverlening, ontvangt DHTC steeds meer opdrachten. Verwacht wordt dat deze trend ook de komende jaren doorzet. Om hieraan een extra stimulans te geven, hebben wij de prijzen voor een aantal cursussen verlaagd. Voor de offshoresector betreft dit de cursussen met de Nogepa codes 0.5A, 0.5B, HUET Airpocket, HUET Airpocket supplement, HUET module, 2.7AC/F + 2.3A en 2.7BC/F. Verder hanteren wij een heel speciale prijs voor de combinatiecursus 0.5A + 2.6A. Voor de scheepvaartsector gaat bij ons de prijs voor de STCW 95 cursus Free Fall Lifeboat op de helling. DHTC has also reduced the price for HUET courses. DHTC reduces prices By supplying quality products and further expanding service provision, DHTC is receiving more and more orders. We expect this trend to continue over the coming years. In order to stimulate this development further, we have reduced the prices for a number of courses. For the offshore sector, these are the courses with Nogepa codes 0.5A, 0.5B, HUET Airpocket, HUET Airpocket supplement, HUET module, 2.7AC/F + 2.3A and 2.7BC/F. We will also be maintaining a very special price for the combination course 0.5A + 2.6A. For the shipping sector, the price for the STCW 95 course Free Fall Lifeboat is set to be slashed. Finally, the courses Emergency Response Officer, Basic training and Emergency Response Officer, Refresher training are once again competitively priced. After a series of takeovers in the sector, DHTC remains one of the few independent safety training institutes in the Netherlands. We are proud of this position, and aim to maintain it. As a consequence, within our organisation, we are hard at work in every field to ensure that we continue to stand out from other institutes. This newsletter contains a number of examples of our individual strengths, and gives us an opportunity to tell you what our institute has been doing in recent times. There is also no shortage of interesting news items. Manuela van Luijk Worrisome situation Almost unnoticed, for more than a year, Group 4 Falck has been actively acquiring a monopoly position on the Dutch market for training institutes. We say unnoticed because it now emerges that Group 4 Falck, active worldwide in more than 50 countries, has taken over all the major players in the Netherlands, including Nutec Rotterdam, Nutec Den Oever, RISC, Ricas and Stator. For the time being, these companies continue to operate independently, as a result of which little concern has been created about the possible consequences. However, it remains a fact that in almost every case, a monopoly position results in unwanted price rises. A very worrisome situation, in which customers of safety training threaten to become the ones to pay the price.

2 ME valt binnen bij DHTC Diverse keren zijn vorig jaar onze trainingsfaciliteiten op de Paleiskade bezocht door busjes met veel mensen van de Mobiele Eenheid (ME). De argeloze voorbijganger had hieruit kunnen concluderen dat deze politie-eenheid om de één of andere reden een inval bij ons bedrijf deed. Niets was minder waar, want ons veiligheidstrainingsinstituut was uitverkozen om in 2004 voor in totaal 500 leden van deze eenheid een zogeheten natte training te verzorgen. Hierbij verzorgden ME-instructeurs samen met instructeurs van DHTC voor de ME ers een specifieke training in de omgang met onverhoopt te water raken tijdens acties. DHTC beschikt over tal van faciliteiten waar deze oefeningen op zeer realistische wijze kunnen worden gehouden. Er is onder andere intensief geoefend in het overdekte zwembad op de Paleiskade en op en rond ons oefenplatform in de havenmond van Den Helder. De Amsterdamse ME is nu in ieder geval waterproof. Cursus omgang met snelle reddingboten In opdracht van de scheepswerf Koninklijke Maatschappij De Schelde heeft DHTC voor de bemanningsleden van de nieuwe hydrografische opnemingsvaartuigen Hr.Ms. Luymes A 802 en Hr.Ms. Snellius A 803 een STCW 95 Proficiency in Fast Rescue Vliegveiligheidsdrills voor helibemanning KM Boats (basic) cursus verzorgd. Geleerd is hoe in de praktijk moet worden omgegaan met dergelijke boten die aan boord van voornoemde marineschepen zijn geïnstalleerd en hoe onder andere een drenkeling snel uit zee kan worden opgepikt. Riot police raid DHTC On several occasions last year, our training facilities at the Paleiskade received a visit by bus loads of Riot Police. Any unsuspecting passer-by may have concluded that the police unit was for some reason raiding our facilities. However, nothing could be further from the truth; instead, our safety training institute had been selected in 2004 to provide so-called wet training to 500 members of the special police unit. Within the programme, Riot Police instructors together with instructors from DHTC provided specific training to the Riot Police officers, on how to respond if they unexpectedly fell into the water during a police action. DHTC operates a whole range of facilities where such exercises can be held, in very realistic circumstances. Intensive use was for example made of the indoor swimming pool on the Paleiskade, and on and around our exercise platform in the entrance to Den Helder harbour. Following the training, the Amsterdam Riot Police are at least now waterproof. Proficiency in fast rescue boats course On behalf of Royal Schelde Naval Shipbuilding, DHTC has provided an STCW 95 Proficiency in Fast Rescue Boats (basic) training course, for the crew members of the new hydrographic survey vessels Hr.Ms. Luymes A 802 and Hr.Ms. Snellius A 803. The course offered theoretical knowledge and practical training on how to handle the boats installed on board the two naval vessels, and for example how to rapidly rescue a man overboard, from the sea. Flight Safety Drills for Royal Netherlands Navy helicopter crews De Koninklijke Marine heeft met DHTC een meerjarig contract gesloten voor het verzorgen van zogeheten Vliegveiligheidsdrills (HUET-trainingen). Dit betekent dat alle bemanningen van de Lynx-helikopters van de KM op heel realistische wijze leren hoe zij op een veilige en verantwoorde manier een helikopter die in zee terecht is gekomen kunnen verlaten. The Royal Netherlands Navy has signed a multiyear contract with DHTC for the provision of so-called Flight Safety Drills (HUET training). Based on this contract, all crews of the Royal Netherlands Navy s Lynx helicopters receive very realistic training on how to safely and responsibly escape from a helicopter which has been forced to ditch in the sea. DHTC heeft grote ervaring in het verzorgen van Helicopter Underwater Escape Trainingen (HUET) en beschikt hiervoor in Den Helder op de Paleiskade over heel moderne faciliteiten. Met name de offshoreindustrie maakt hier al jaren intensief gebruik van. Verder hebben de helikopterbemanningen van de Belgische luchtmacht hier al eerder geoefend. Omdat de KM met Lynx-helikopters vliegt en zo realistisch mogelijk wil trainen, is de dunker, de helikoptercabine waarmee de HUETtrainingen worden uitgevoerd, veranderd in een Lynx-cabine. Deze kan onder water 180 graden kantelen. Het theoriedeel van een Vliegveiligheidsdrill wordt op marinevliegkamp De Kooy gegeven en het praktijkdeel in het overdekte zwembad van DHTC aan de Paleiskade. De Lynx-bemanningen leren niet alleen hoe zij hun cabine onder water kunnen verlaten, maar ook hoe zij onder water met hun Helicopter Air Breathing Device moeten omgaan en hoe zij zich in het water het best kunnen voortbewegen in hun vliegkleding. Ook wordt het gebruik van een reddingvest en de omgang met een eenpersoonsvlot getraind. Het KMtrainingsprogramma is inmiddels in volle gang. DHTC has considerable experience in providing Helicopter Underwater Escape Training (HUET), and for specifically this activity has ultra-modern facilities at the Paleiskade location, in Den Helder. These facilities have been in intensive use for years, in particular by the offshore industry. In addition, helicopter crews of the Belgian airforce have also been trained at this facility. Because the Royal Netherlands Navy flies Lynx helicopters, and has called for the training to be as realistic as possible, the dunker (the helicopter cabin in which the HUET training is carried out) now can be converted into a Lynx cabin. Underwater, this cabin can be tilted through 180 degrees. The theory component of the Flight Safety Drill is provided at the De Kooy naval airbase, whilst the practical component takes place in DHTC s indoor swimming pool, on the Paleiskade. The Lynx crews not only learn how to escape from their cabin underwater, but also how to use their Helicopter Air Breathing Device whilst underwater, and how they can best propel themselves in the water, wearing their flight suits. The use of a lifejacket and of one-man life rafts is also trained for. The Royal Netherlands Navy training programme is already well underway.

3 Extra service for our customers By using the latest software, in the future, our customers will be notified in good time that the validity of their course certificates, obtained from our institute, is on the point of expiring. As explained by employee Gerdine Klijn, this extra service has generated numerous positive responses, since it was introduced. Together with Cynthia Bijl and Sigrid Nol, Gerdine Klijn fills the planning and reservations office for DHTC, at the Kooypunt base. Cynthia is responsible for planning. Sigrid and I make reservations and planning. Ours is a shared position, whilst Cynthia works full-time. As well as booking and planning courses, the three ladies are also in charge of dealing with requests, issuing information, sending out order confirmations and invoicing and certification. Different certificates have different periods of validity. It all depends on the type of course followed. Some courses are valid for one year, others for four years. It depends on the relevant laws and regulations. We have noticed that our customers greatly appreciate being notified in time, when their certificates are on the point of expiring. According to Gerdine Klijn, the new service has proved a tremendous hit. Within just a few days of receiving notice, 50 percent of recipients have already replied. We generally call the client one to two weeks after sending the reminder, just to point out that the certificates are indeed about to expire. This in turn often results in an immediate booking. Wessel Schinkel, our account manager, is mainly responsible for the telephone reminders. Gerdine continued, The work is fun and an extra customer service of this kind is something that you should really be able to expect from an institute like DHTC. Our range of courses was recently expanded to include a new course developed entirely in-house, Emergency Response (BHV) on and by the water. This course can be viewed as a wet version of the regular Emergency Response Officer Training, and is intended for the staff of companies, organisations and government bodies employed on a daily basis on or by inland waterways, in ports or by or on major navigation channels. New: DHTC offers first class exercise facilities The Netherlands office for fire brigade examinations (Nbbe) recently issued a category 1 certificate for our fire brigade exercise facilities at the Kooypunt industrial estate. This is the highest category available in the Netherlands. Alongside the exercise facilities at DHTC, the only other location in the Netherlands to meet the requirements for this category is the facility at Woensdrecht airbase. The exercise facilities at DHTC include two fire-fighting exercise halls, a fire brigade exercise building and an outdoor site. The first class certificate means that the DHTC facilities are fully suitable to accommodate the Fire Fighter final examination. Indeed, we have already acquired considerable experience with such examinations. For example, in February of this year, the Regional Fire Brigade for North Holland North organised the final examination for its fire fighters, at our facility. This was the first in the region held according to the new examination guidelines. All eleven course participants who took part in the first examination on Saturday 19 February passed with flying colours. For the coming months, six further final examinations for the Fire Fighter qualification are planned, at DHTC. The fire brigade exercise building of DHTC in Den Helder. Een stukje extra service dat sinds de introductie ervan veel positieve reacties heeft opgeleverd, zegt medewerkster Gerdine Klijn. Samen met Cynthia Bijl en Sigrid Nol runt Gerdine Klijn het plannings- en boekingskantoor van DHTC op Kooypunt. Cynthia verzorgt de planning. Sigrid en ik doen de boekingen en de planning. Wij doen dit in een duobaan, terwijl Cynthia fulltime werkt. Naast het boeken en plannen van cursussen houden de drie dames zich ook bezig met het behandelen van aanvragen, verstrekken van informatie, versturen van orderbevestigingen en de facturering en certificatie. De geldingsduur van de certificaten verschilt. Dat hangt af van het soort cursus dat is gevolgd. Sommige cursussen zijn een jaar geldig, andere vier jaar. Dit is afhankelijk van de geldende wet- en regelgeving. Wij hebben gemerkt dat onze klanten het prettig vinden als wij hen tijdig informeren dat hun certificaten dreigen te verlopen. Drie maanden voor het verstrijken van de geldigheidsduur melden wij de desbetreffende bedrijven schriftelijk welke medewerkers voor een herhalingscursus in aanmerking komen. De nieuwe service blijkt volgens Gerdine Klijn een schot in de roos. Enkele dagen na onze melding heeft 50 procent van de ontvangers al gereageerd. Meestal bellen we één tot twee weken na het verzenden van de herinnering de klant nog even om hem erop te attenderen dat de certificaten dreigen te vervallen. Deze actie resulteert dan vaak in boekingen. Deze telefonische herinnering doet onze account manager Wessel Schinkel meestal. Het is leuk werk en die extra service richting klant is iets dat men eigenlijk van een instituut als DHTC mag en kan verwachten, aldus Gerdine. Nieuw: BHV op en langs het water Recentelijk is ons cursuspakket uitgebreid met een geheel in eigen beheer ontwikkelde cursus Bedrijfshulpverlening (BHV) op en langs het water. De cursus kan worden gezien als een natte aanvulling op de reguliere BHVopleidingen en is bedoeld voor personeel van bedrijven, organisaties en overheidsinstanties die voor hun dagelijkse werkzaamheden op of langs binnenwateren, in havens of bij of op grote vaarwegen werkzaam zijn. Meer informatie over deze cursus is te verkrijgen bij Wessel Schinkel, telefoon: of wschinkel@dhtc.nl Nieuw: DHTC heeft eerste klas oefenfaciliteiten Brandweeroefengebouw van DHTC in Den Helder. Onlangs heeft het Nederlands bureau brandweerexamens (Nbbe) onze brandweeroefenfaciliteiten op industrieterrein Kooypunt gecertificeerd in categorie 1. Dit is in Nederland de hoogst haalbare categorie. Naast de oefenfaciliteiten van DHTC voldoen in Nederland alleen die op vliegbasis Woensdrecht aan de voor deze categorie gestelde eisen. De oefenfaciliteiten van DHTC bestaan onder meer uit twee brandbestrijdingsoefenhallen, een brandweeroefengebouw en een buitenterrein. De eerste klas certificering houdt in dat de DHTC-faciliteiten volledig geschikt zijn voor het afnemen van de eindtoets Manschappen I. Met dit laatste is ondertussen al de nodige ervaring opgedaan. In februari van dit jaar hebben de eerste manschappen bij ons examen gedaan. Deze door de Regionale Brandweer Noord-Holland- Noord georganiseerde eindtoets was het eerste examen in deze regio dat op deze manier werd afgenomen. Alle elf cursisten die op zaterdag 19 februari aan het eerste examen deelnamen, slaagden met vlag en wimpel. Ook komende maand zijn bij DHTC weer zes eindtoetsen Manschappen I gepland.

4 Speciale FRC-cursus voor brandweer-korpsen Special FRC course for fire brigades Uitreiking van de eerste FRCcertificaten aan de schippers van de brandweer- en politieboten. Samen met Brandweer Almere heeft DHTC een Fast Rescue Craft cursus ontwikkeld en in praktijk gebracht. De reacties zijn volgens brandweerwoordvoerder Johan Dingemans heel positief. Als bijkomend voordeel heeft deze speciale FRC-cursus ook geresulteerd in een betere samenwerking, op nautisch gebied, tussen brandweer en politie in Almere. Together with the Almere Fire Brigade, DHTC has developed and put into practice a Fast Rescue Craft course. According to fire brigade spokesman Johan Dingemans, the response has been very positive. As an additional advantage, this special FRC course has led to improved collaboration, in nautical matters, between fire brigade and police in Almere. Johan Dingemans (30) vervult bij Brandweer Almere een dubbelfunctie. Naast teamleider van de op kazerne Almere-Haven gestationeerde uitrukdienst is hij ook coördinator waterongevallenbestrijding. Als teamleider geef ik leiding aan een dertigtal vrijwillige en parttime brandweerlieden die van hieruit de uitruk verzorgen. Binnenkort komen daar nog tien beroepskrachten bij, die in een dagdienstfunctie bij deze sector worden gestationeerd. Als coördinator waterongevallenbestrijding houd ik mij bezig met allerlei zaken in, op en om het water. Binnen ons werkgebied hebben we zowel binnen- als buitendijks te maken met een gigantische hoeveelheid water. Binnendijks gaat het om een aantal recreatiewateren, waaronder het Weerwater en de Leegwater- en Noorderplassen. Buitendijks gaat het om de randmeren. Dit zijn het Markermeer en het Gooimeer. Voor de ongevallenbestrijding op het water beschikken we over vijftien duikers, die op kazerne Almere-Stad zijn gestationeerd, een duikvoertuig en twee snelle brandweerboten, zogeheten rigid in flatables. Deze 6,70 meter lange vaartuigen zijn elk uitgerust met een 115 pk sterke motor en kunnen een snelheid van 65 kilometer per uur halen. Eén van de twee zal overigens binnenkort hier in Almere-Haven worden gestationeerd. Inzet De brandweerboten worden elk bemand door een schipper en een bemanningslid die de communicatie en navigatie verzorgt. Bij een uitruk naar een brand op een schip gaat verder nog een bluseenheid mee. Deze bestaat uit een bevelvoerder en twee manschappen. Bij een uitruk naar een andersoortig ongeval gaat een duikploeg mee, bestaande uit een duikploegleider, een duiker en een reserveduiker. Voor het blussen van branden is aan boord een nieuwe brandbluspomp opgesteld, zegt Johan Dingemans. Als hem wordt gevraagd waarvoor de duikploeg zoal wordt Johan Dingemans (30) occupies a dual position within the Almere Fire Brigade. As well as being station officer of the watch based at the Almere-Haven station, he is also coordinator for water accident prevention. As station officer, I am in charge of thirty (voluntary) part-time fire fighters, who form the watch at this station. The staff are soon to be expanded with ten full-time fire fighters, who on a day shift basis will be stationed in this sector. As coordinator for water accident prevention, I am involved in a whole range of tasks in and around the water. Within our field of operation, both inside and outside the dykes, we come into contact with a huge volume of water. Within the dyke there are a number of recreational waters, including the Weerwater and Leegwater and Noorderplassen Lakes. Outside the dyke there are the Markermeer and Gooimeer lakes, in the area between the former coastline and newly empoldered land. For accident prevention on the water, we employ fifteen divers, based at the Almere-Stad station, a diving support vehicle and two fast fire brigade craft, so-called rigid inflatables. These 6.70 metre-long boats are each equipped with a 115 hp engine, and are capable of speeds of up to 65 kilometres per hour. One of the two boats is soon to be stationed in the Almere-Haven area. Deployment The fire brigade craft are each manned by a skipper, and a crew member responsible for communication and navigation. When called out to a fire on board a ship, the boat also takes a fire-fighting unit consisting of a leading fire fighter and two fire fighters. When called out for any other type of accident, a diving team is taken on board, including a diving team leader, a diver and a back-up diver. For fire fighting, a new fire pump has been mounted on board, explained Johan Dingemans. When asked about the tasks for which the diving team are deployed, he replied,

5 It may be someone who has fallen in the water or is missing, a car that has ended in the water with its occupants still inside, the recovery of drowning victims, assisting in judicial investigations, or the recovery of various items. However, diving teams are also deployed to rescue people who have become trapped under ice. If necessary, in the outer waters, under supervision by the coastguard, we work together with the Royal Netherlands Sea Rescue Institution (KNRM) and other emergency services. Training The crew members of fast fire brigade craft are all holders of a valid navigation licence, but according to Johan Dingemans, this is not sufficient to ensure an effective response in all situations. We went in search of a practical solution for training and exercising our skippers. Thanks to my previous experience with the Royal Netherlands Navy and in the rescue services I have sailed on rescue boats for years, some of them as a skipper I already had a number of ideas on the subject. I also knew that the National Police Agency (KLPD) operates identical craft, and I asked them how they had organised their practical training exercises. My thinking was that if combined search operations had to be carried out on the water, it would be best if all parties operated the same system. The KLPD were already in touch with DHTC, a training institute I knew from my time in the navy. In careful consultation, the existing Fast Rescue Craft (FRC) course was converted into a new concept, specifically focused on fire brigade activities. The major advantage is that thanks to their experience with other fire brigade activities, DHTC speaks and understands our language. Combination Supervised by DHTC instructor Marine and Aviation, Patrick Maaskant, the new FRC course was subsequently launched in Almere. Because the police in Almere operate similar fast patrol craft, it was decided to combine the teaching and practical training for both fire brigade and police skippers. On each occasion, two police officers and two fire fighters were placed together in a single class, whilst for the practical component, two boats were always available. The course lasted two days including an evening exercise, whereby as much time as possible was set aside for practical training. DHTC had arranged One of the fast rescue boats DHTC provides for its FRC courses. everything perfectly in advance, and the course fulfilled all our expectations. I would certainly recommend a similar course for other fire brigades with large water areas in their field of operations, concluded Johan Dingemans. The course has also had a positive side effect. Thanks to the programme, excellent ties have been established between the fire brigade and the police, based on mutual understanding and respect. Such a development is good for future cooperation. We have indeed even decided to set up a pilot project whereby patrols will be carried out with a single craft, crewed by one fire fighter and one police officer. To date, DHTC has trained 22 police officers and fire fighters, from Almere. Op het buitenwater wordt, indien nodig, onder leiding van de Kustwacht samengewerkt met de KNRM en andere hulpdiensten. Opleiding De bemanningsleden van de snelle brandweerboten zijn allen in het bezit van een geldig vaarbewijs, maar dit is volgens Johan Dingemans niet voldoende om in alle voorkomende gevallen slagvaardig te kunnen optreden. Wij zijn op zoek gegaan naar een praktische invulling voor het opleiden en oefenen van onze schippers. Dankzij de ervaring die ik eerder zelf bij de Koninklijke Marine en in het reddingwezen had opgedaan ik heb jarenlang op reddingboten gevaren, waaronder ook een tijdje als schipper had ik hier al wel bepaalde ideeën over. Verder wist ik dat het Korps Landelijke Politiediensten (KLPD) met hetzelfde soort boten vaart en informeerde daar naar de manier waarop zij hun praktische oefeningen hadden georganiseerd. Dit laatste met het idee dat als er gezamenlijk zoekacties op het water moeten worden uitgevoerd, ook eenzelfde methodiek dient te worden toegepast. Het KLPD had reeds contacten met DHTC. Dit trainingsinstituut kende ik nog uit mijn marinetijd. In goed overleg werd vervolgens de bestaande Fast Rescue Craft (FRC) cursus omgevormd tot een nieuw concept, specifiek toegespitst op de brandweer. Groot voordeel hierbij is dat DHTC, dankzij hun ervaringen op brandweergebied, onze taal spreekt. Combinatie Onder leiding van DHTC-docent Marine and Aviation, Patrick Maaskant, ging hierna in Almere de nieuwe FRC-cursus van start. Omdat de politie in Almere over soortgelijke snelle patrouilleboten beschikt, werd besloten om de schippers van de brandweer en politie in combinatie les te geven en praktisch te trainen. Elke keer werden twee politie- en twee brandweermensen in één klas geplaatst, terwijl voor het praktische deel steeds twee boten beschikbaar waren. De cursus duurde twee dagen, inclusief een avondoefening, waarbij zoveel mogelijk tijd was ingeruimd om praktijkoefeningen te doen. DHTC had dat allemaal van te voren prima uitgewerkt en de cursus voldeed volledig aan onze verwachtingen. Ook andere korpsen met veel water in hun werkgebied kan ik een dergelijke cursus aanbevelen, aldus Johan Dingemans. De cursus had overigens nog een positief neveneffect. Tussen brandweer en politie is door dit alles een goede band ontstaan, gebaseerd op wederzijds begrip en respect. Dit is goed voor de samenwerking. We hebben zelfs al besloten om samen een pilotproject op te zetten, waarbij wordt gesurveilleerd met één vaartuig, bemand door één brandweer- en één politieman. 6 Dries de Bruin: De wetgever zegt dat de BHV-organisatie operationeel moet zijn. Nog veel vragen over BHV Hoewel al meer dan tien jaar wettelijk is vastgelegd hoe bedrijven hun bedrijfshulpverlening moeten organiseren, blijken over dit onderwerp nog veel vragen te bestaan, zegt Dries de Bruin, senior instructeur bij DHTC. Hieronder behandelt hij de meest gestelde vragen en geeft hij ook aan welke oplossingen voorhanden zijn. Dries de Bruin: The law states that the emergency response organisation must be operational. Still many questions about Emergency Response Training Although it has been laid down in law for more than ten years exactly how companies should organise their emergency response services, in the words of Dries de Bruin, senior instructor at DHTC, there are still many questions on this subject. Below, De Bruin deals with the most frequently asked questions, and identifies the solutions available. De wetgeving ten aanzien van bedrijfshulpverlening stamt al uit 1993 en is vijf jaar later verder aangescherpt, zegt Dries de Bruin (57). Nagenoeg geen bedrijf ontkomt vanaf die tijd aan de verplichting om iets aan BHV te doen. Bij bedrijven met minder dan vijftien medewerkers moet een bedrijfsleider of eigenaar een BHV-opleiding hebben gevolgd, zodat hij zijn mensen in bepaalde situaties op de juiste wijze kan instrueren. Zijn er meer dan vijftien medewerkers dan moet men over een operationele bedrijfshulpverleningsorganisatie beschikken met tenminste één goed opgeleide BHV er op maximaal vijftig personen, die gedurende werktijd altijd aanwezig is. Dit is uiteraard mede afhankelijk van de aard, ligging en aanwezige risico s van het bedrijf. Het hebben van zo n organisatie betekent dat alle taakgebieden van de bedrijfshulpverlening goed behoren te zijn. De taakgebieden zijn levensreddend handelen, waaronder reanimeren, een beginnende brand kunnen blussen dan wel beperken, zowel intern goed kunnen communiceren als extern met de professionele hulpdiensten, en tot slot het belangrijkste taakgebied het in teamverband kunnen ontruimen van het bedrijfsgebouw of -complex. Bij grotere bedrijven en organisaties, die meer dan tien tot twaalf BHV ers in dienst hebben, is het zinvol om gebruik te maken van één of twee BHV-ploegleiders met daarboven een BHV-coördinator. Dit laatste is overigens niet verplicht, maar voor een goede operationele BHV-organisatie zeker gewenst. Oefenen en toetsen DHTC krijgt ook veel vragen over de beschikbare mogelijkheden om de kennis en vaardigheden van BHV ers op het juiste niveau te kunnen houden. Dries de Bruin: Die vragen ontstaan omdat de wetgeving op dit gebied niet heel erg duidelijk is. De wetgever zegt dat de BHV-organisatie operationeel moet zijn. Daarbij wordt gesteld dat men jaarlijks moet oefenen en dan met name het ontruimen. Maar hoe toets je nu of een BHV er voortdurend over voldoende praktische kennis en motorieke vaardigheden beschikt? De oplossing hiervoor is om BHV ers een herhalingscursus te laten volgen, waarbij zaken als reanimatie, brandbestrijding en ontruiming aan de orde komen. Aan het einde van die cursus wordt getoetst of men aan de eisen voldoet. Op die manier kan worden aangetoond dat Dries de Bruin (57) started by saying, Legislation dealing with emergency response training dates back to 1993 and was further tightened up, five years later. Since that time, practically every business is required to do something about emergency response services. In companies with less than fifteen employees, the manager or owner must have followed emergency response officer training, so that in particular situations, he or she is able to correctly instruct the staff. If there are more than fifteen employees, the company must have an operational emergency response organisation, with at least one fully-trained emergency response officer to every fifty personnel, who is always present during working hours. Of course, this in part depends on the nature and location of the company, and the risks present. Having such an organisation means that all emergency response task areas must be soundly arranged. The task areas are life saving, including artificial resuscitation, the ability to extinguish or restrict juststarted fires, good communication skills internally and externally with professional emergency services, and finally the most important task area, the team-based evacuation of the company premises or complex. Within larger companies and organisations, who employ more than ten to twelve emergency response officers, it is worthwhile employing one or two emergency response team leaders, supervised by an emergency response coordinator. This kind of structure is not in fact compulsory, but is certainly desirable to ensure a smoothly-operating emergency response organisation. Exercises and tests DHTC also receives many requests about the possibilities on offer for maintaining the knowledge and skills or emergency response officers, at the required level. Dries de Bruin continued, Those requests come about because legislation in this area is not entirely clear. The law states that the emergency response organisation must be operational. It requires an annual exercise, in particular of evacuation. But how do you test whether an emergency response officer at all times has sufficient practical knowledge and the necessary motor skills? The solution is to have emergency response officers follow refresher training, whereby such subjects as resuscitation, fire fighting and evacuation are all dealt

7 In addition to emergency response training courses, companies and organisations can also call upon DHTC for VCA courses (Basic Elements of Safety) and VOL courses (Safety for Operational Managers). A recent example of a company calling in the expertise of the training institute was the Den Helder-based business Onstream. Because this company contracts many Englishspeaking workers on behalf of oil companies, the Basic Elements of Safety training was provided in English. Some oil companies already require that their insourced staff hold valid VCA certificates. In very short order, the Dutch VCA course and the accompanying examination were translated into English, so a start could be made on training the Onstream employees. Several batches of twelve employees have now followed this English-language course and successfully passed the compulsory examination. As a result, Onstream is able to supply its clients with VCA-qualified personnel. A new development in the emergency response field is the use of the so-called Automatic External Defibrillator (AED). Een nieuwe ontwikkeling op BHVgebied is het gebruik van een zogeheten Automatische Externe Defibrillator (AED). Naast BHV-opleidingen kunnen bedrijven en organisaties ook voor de cursussen VCA (Veiligheids Checklist voor Aannemers) en VOL (Veiligheid voor Operationele Leidinggevenden) bij DHTC terecht. Een recent voorbeeld van een bedrijf dat een beroep deed op de expertise van het trainingsinstituut, was de firma Onstream uit Den Helder. Omdat bij dit bedrijf veel Engelstalige werknemers voor oliemaatschappijen actief zijn, is een Engelstalige VCA-opleiding opgezet. Sommige oliemaatschappijen eisen nu eenmaal dat de door hen ingehuurde werknemers over een geldig VCA-certificaat beschikken. In korte tijd werd de Nederlandstalige VCA-cursus plus het bijbehorende examen omgezet in het Engels, waarna de opleiding voor de Onstream-medewerkers van start kon gaan. Ondertussen hebben al diverse groepen van telkens twaalf medewerkers deze Engelstalige cursus gevolgd en het verplichte examen met goed gevolg afgelegd. Mede hierdoor kan Onstream haar opdrachtgevers VCA-gekwalificeerd personeel aanbieden. with. At the end of the course, every individual is tested for compliance with the standards. In this way, it is possible to demonstrate that emergency response officers have kept their knowledge and skills up to date. It is also possible to test the operational readiness of the emergency response organisation in the form of an audit. One essential aspect is to hold evacuation exercises. We often organise such exercises on behalf of companies and organisations. These exercises are regularly held at the branches of the ROC Kop van Noord-Holland. On the other hand, we have held evacuation exercises at a golf resort. You can even take things one step further by simulating a disaster with made-up victims, and then observing how the emergency response organisation handles the situation. By jointly looking at the plans and procedures, followed up by an exercise, DHTC can provide a report containing conclusions and recommendations. In fact, every company is required by law to have an evacuation plan available, which includes a description of responsibilities and tasks during evacuation. New phenomenon A new development in the emergency response field is the use of the socalled Automatic External Defibrillator (AED). The use of AEDs is becoming increasingly widespread within businesses, explained Dries de Bruin. Many companies have already purchased such a device. The police and the fire brigade also want to include an AED in their equipment. Although I personally believe that every company should have one, (as yet) it is not a legal requirement. However, because the systems are increasingly commonplace, our training institute can as necessary add AED training to its emergency response officer training courses. DHTC offers the commercial sector a full range of emergency response training programmes, from emergency response officer basic training and emergency response team leader training, via emergency response head/coordinator training through to breathing apparatus training for emergency response officers. The institute also offers refresher courses and training for first aid, resuscitation and the use of portable extinguishers and hose reels. On 1 September 2004, the Netherlands Institute for Emergency Response Training (NIBHV) awarded DHTC its Hallmark for Training Institutes for Emergency Response Training. This fact once again underlines the quality of the emergency response courses provided by DHTC. For further information, surf to: or call: +31(0) BHV ers hun kennis en vaardigheden op peil houden. Het operationeel zijn van de BHV-organisatie kan door middel van audits worden getoetst. Belangrijk hierbij is het houden van ontruimingsoefeningen. Wij organiseren dit laatste vaak voor bedrijven en organisaties. We houden dergelijke oefeningen regelmatig bij de vestigingen van het ROC Kop van Noord- Holland. Maar ook hebben we ontruimingsoefeningen gehouden bij een golfresort. Je zou zelfs nog een stap verder kunnen gaan door met behulp van Lotusslachtoffers een calamiteit te simuleren en kijken hoe de BHV-organisatie daarop reageert. Door samen te kijken naar de plannen en procedures en vervolgens te oefenen kan DHTC een rapportage verzorgen met daarin conclusies en aanbevelingen. Overigens is elk bedrijf verplicht over een ontruimingsplan te beschikken, waarin onder andere verantwoordelijkheden en taken tijdens een ontruiming worden omschreven. Nieuw fenomeen Een nieuwe ontwikkeling op BHVgebied is het gebruik van een zogeheten Automatische Externe Defibrillator (AED). Het gebruik van een AED begint binnen bedrijven steeds meer gemeengoed te worden, zegt Dries de Bruin. Al heel wat bedrijven hebben zo n apparaat aangeschaft. Ook de politie en zelfs de brandweer willen zo n AED in hun uitrusting hebben. Hoewel ik zelf vind dat op elk bedrijf zo n apparaat aanwezig zou moeten zijn, is het wettelijk (nog) niet verplicht. Maar omdat dit wel steeds vaker het geval is, kan ons trainingsinstituut tijdens de BHVcursussen desgewenst aandacht schenken aan de inzet van deze apparatuur. DHTC biedt het bedrijfsleven een compleet pakket aan BHV-opleidingen. Dit varieert van basisopleiding bedrijfshulpverlener, ploegleider bedrijfshulpverlening, hoofd/coördinator bedrijfshulpverlening tot adembescherming voor de bedrijfhulpverlener. Ook biedt het instituut herhalingscursussen, alsmede opleidingen voor EHBO, reanimatie en de omgang met kleine blusmiddelen. Het Nederlands Instituut voor Bedrijfshulpverlening (NIBHV) heeft DHTC op 1 september 2004 het Keurmerk Opleidingsinstituten Bedrijfshulpverlening verleend. 8 Nieuwbouw en renovatie Na de eerdere uitbreiding van de kantoorfaciliteiten en de bouw van extra leslokalen op Kooypunt is een volgend project uitgevoerd. Dit betrof zowel een aantal nieuwbouw- als renovatiewerkzaamheden ten behoeve van de trainingsfaciliteiten. Daarnaast is ook de parkeerproblematiek voortvarend aangepakt. Het nieuwbouwwerk omvat het creëren van een werkplaats in de huidige garage, waar nu een scala van werkzaamheden kan worden verricht. Zo is de nieuwe werkplaats uitgerust met speciale wasen droogapparatuur voor het testen, reinigen en repareren van ademluchtmaskers. Ook is geïnvesteerd in de aanschaf van twintig nieuwe ademluchtsets en in speciale apparatuur voor het testen van deze sets en het registreren van de testresultaten. Verder is de 10-fts container voor het uitvoeren van kleine oefeningen, zoals keukenbranden, vervangen door een multifunctionele brandoefencontainer waarmee meerdere oefeningen kunnen worden uitgevoerd. Met deze nieuwe container kan bijvoorbeeld het bestrijden van branden in kantoorunits of opslagplaatsen voor chemicaliën in de praktijk worden getraind. Tevens is in oefenhal B het bestaande containercomplex grondig gerenoveerd. Naast het vernieuwen van een aantal containers is ook de opstelling en indeling veranderd. Hiermee is ingespeeld op de wensen van de klant. Verder is het buitenoefenterrein naast het brandoefengebouw opnieuw ingericht. Tot slot is ook het parkeerterrein onderhanden genomen, waarbij het aantal parkeerplaatsen is verdubbeld. Gelijktijdig is ook het parkeerterrein op de Paleiskade van een nieuwe asfaltlaag, hekwerk en een elektronische slagboom voorzien. Een rederij die met prachtige, luxe zeilschepen schitterende cruises maakt in onder meer de Caraïben. Voor deze rederij verzorgen wij onthe-job trainingen in het veilig omgaan met snelle passagiersen reddingboten. Onze instructeur Marine, Aviation and First Aid, Ben van Küringen, mocht deze keer afreizen naar Costa Rica om daar aan boord te stappen van de MSY Windstar. Een luxe zeilschip dat met passagiers wekelijks tochten door de Caraïben maakt. De 37-jarige instructeur heeft een week lang zowel theorie- als praktijklessen gegeven aan dertien bemanningsleden plus twee officieren. In die periode hebben we veel praktische trainingen kunnen doen met de Zodiacs waarmee dagelijks passagiers van en naar de vaste wal worden overgebracht en met rubberboten die voor watersporten worden gebruikt. Wij hebben man-overboord oefeningen gehouden, het veilig en zo droog mogelijk overzetten van passagiers, het veilig door de branding varen, het aanlanden, en het naderen van en aanmeren bij het moederschip. Een sterk punt van deze onthe-job trainingen vind ik dat de cursisten met hun eigen uitrusting kunnen trainen. Dat sorteert het meeste effect en de cursisten zelf zijn zeer tevreden. Bijkomende voordelen zijn dat het tijdens de trainingen altijd mooi weer is, dat we tussen de dolfijnen en walvissen doorvaren en dat er altijd wordt afgemeerd bij een schitterend bounty-eiland. Wat het omgaan met snelle reddingboten betreft, kan Ben niet alleen bogen op een rijke ervaring bij DHTC, maar ook op de ervaringen die hij bij de Koninklijke Nederlandse Redding Maatschappij (KNRM) heeft opgedaan. Ik ben naast mijn werk bij DHTC ook schipper op een reddingboot. Door deze combinatie van functies heb ik veel ervaring met allerlei typen boten en dat komt mij bij deze trainingen goed van pas. Re-run of on-thejob training in the Caribbean One very loyal customer who regularly calls in our expertise is Windstar Cruises. This company organises magnificent cruises in various parts of the world, including the Caribbean, on board marvellous, luxury sailing yachts. On behalf of this cruise line, we provide onthe-job proficiency training for passenger transfer and fast rescue boats. This time our Marine, Aviation and First Aid instructor, Ben van Küringen, was the lucky one to travel to Costa Rica, to join the MSY Windstar, a luxury sailing yacht, that every week carries passengers on a cruise through the Caribbean. The 37 year-old instructor spent a week providing theoretical and practical training sessions to thirteen crew members and two officers. During the period, we were able to carry out much practical training with the Zodiacs that are used every day for carrying passengers to and from the shore, and with the rigid inflatable boats used for water sports activities. We held man-overboard exercises, practised safe and as far as possible dry passenger transfers, how to safely cross breakers, landing techniques and approaching and tying up to the mother ship. The major strength of these on-the-job training programmes is that the course participants are able to train using their own equipment. This is the most effective method available, and the course participants themselves were extremely satisfied. Additional advantages are that it is always good weather during the course, that we were able to operate surrounded by dolphins and whales, and that the yacht was always anchored off the coast of a beautiful tropical island. As concerns handling fast rescue boats, Ben not only relies on the broad-based experience acquired with DHTC, but also his experience with the Royal Netherlands Sea Rescue Institution (KNRM). Alongside my work for DHTC, I am also skipper on a lifeboat. This job combination means I have acquired considerable experience in all types of boats, a fact that proves highly valuable during these training programmes. New building and renovation Following the previous expansion of the office facilities and the construction of additional classrooms at Kooypunt, a new project has now been completed. This involved both new building and renovation work for the training facilities. The parking problems have also been tackled, on a grand scale. The new building work involved the creation of a workshop in the existing garage, so that a whole range of tasks can now be carried out. The new workshop is for example equipped with special washing and drying equipment for testing, cleaning and repairing respirator masks. We have also invested in twenty new breathing-air apparatus, and special equipment for testing these sets and recording the test results. In addition, the 10-fts container for holding small-scale exercises, such as kitchen fires, has been replaced by a multifunctional fire exercise container, in which a range of exercises can be held. Using this new container, for example, it is possible to organise practical training for fighting fires in office units or chemical stores. In exercise hall B, the existing container complex was also thoroughly renovated. As well as replacing a number of containers, the layout and design were also completely revamped, in response to customer wishes. The outside exercise area alongside the fire exercise building has also been fully redesigned. Finally, the car park has at last been refurbished, doubling the number of parking spaces. At the same time, the car park at the Paleiskade location has also been resurfaced, and fitted with fencing and an electronic barrier.
