3 Voorwoord Dit rapport is geschreven in het kader van het onderzoek naar ambities voor duurzaam bouwen. Het onderzoek is verricht ter afronding van de Masteropleiding Real Estate & Housing van de faculteit Bouwkunde aan de TU Delft en wordt uitgevoerd voor de specialisatierichting het Design and Construction Management. Deels vanuit persoonlijke ervaring met het onderwerp duurzaam bouwen en vele vragen die er zijn omtrent dit thema, maar ook vanuit de huidige noodzaak om duurzaam te ontwikkelen is gekozen om onderzoek te doen naar ambities voor duurzaam bouwen. In dit voorwoord wil ik mijn mentoren van de TU Delft, Rob Geraedts en Theo van der Voordt hartelijk bedanken voor hun ondersteuning tijdens het opzetten en uitvoeren van dit onderzoek. Daarnaast wil ik ook mijn twee begeleiders van het afstudeerbedrijf Search B.V., Joost Hoffman en Jan Willem Hennink bedanken, voor de begeleiding tijdens het uitvoeren van het onderzoek.

4 Samenvatting Onderzoeksopzet Aanleiding Het Brundtland Rapport stelt dat er behoefte is aan duurzame ontwikkeling als oplossing voor de kritieke staat van het mondiale milieu en de ontwikkelingsvraagstukken die daarmee samenhangen (WCED, 1987, p. 39). Daarbij is de bouwsector als focus sector aangewezen voor duurzame ontwikkeling omdat het aandeel van deze sector op de huidige milieuproblematiek aanzienlijk is (UNEP, 2006, p.4). Probleem Het blijkt echter dat er in de bouwsector niet op grote schaal duurzaam wordt ontwikkeld. Het ontbreekt partijen daarbij niet aan wil, er zijn genoeg ambities voor duurzaam bouwen. Maar obstakels in het bouwproces zorgen ervoor dat er minder duurzame gebouwen opgeleverd worden dan gewenst. Het probleem waar dit onderzoek zich daarbij op richt is: Er zijn opdrachtgevers die vroegtijdig in het bouwproces een ambitie hebben voor duurzaamheid maar er niet in slagen deze ambitie accuraat te formuleren waardoor het moeilijk is op deze ambitie te sturen, met als resultaat het afzwakken of verdwijnen van deze ambitie in de loop van het bouwproces. Doel en resultaat Het doel van het onderzoek is een methode te ontwikkelen waarmee opdrachtgevers ondersteund kunnen worden in dit proces zodat ze er wel in slagen hun projecten echt duurzaam op te leveren. Als resultaat van het onderzoek is daarom een handleiding ontwikkeld ter ondersteuning van de opdrachtgever in dit proces. Onderzoeksvraag en methode De volgende hoofdvraag staat centraal in dit onderzoek: Hoe kan een opdrachtgever die in een vroegtijdig stadium in het bouwproces de ambitie heeft een duurzaam gebouw te ontwikkelen, zijn ambitie voor duurzaamheid accuraat formuleren in de initiatief en definitiefase van het proces, zodat hij in het proces kan sturen op deze ambitie en het gewenste eindresultaat gerealiseerd wordt? Om deze hoofdvraag te kunnen beantwoorden zijn een aantal deelvragen opgesteld die beantwoord zijn binnen de verschillende onderdelen van dit onderzoek. Figuur 0.1 geeft de onderdelen van dit onderzoek weer, welke deelvragen er in dit onderzoeksonderdeel beantwoord zijn en in welk hoofdstuk van het rapport dit opgenomen is. 5 Conclusies Duurzaamheidsambities in de praktijk Uit de praktijk blijkt dat opdrachtgevers niet één manier hebben om te komen tot een ambitie voor duurzaamheid en dit op verschillende momenten plaatsvindt in het bouwproces. Niet altijd wordt veel tijd en aandacht besteed aan het accuraat formuleren van een ambitie en wordt vaak snel gestart met het kiezen van een architect en het maken van een ontwerp. Op basis van dit onderzoek kan geconcludeerd worden dat dit een gemiste kans is omdat een goed geformuleerde ambitie voor duurzaamheid vroegtijdig in het bouwproces aanzienlijk de haalbaarheid van de duurzaamheidswens van de opdrachtgever vergroot. Behalve het waarborgen van het projectresultaat worden aan de start van het proces de randvoorwaarden vastgelegd voor het gebruik en de exploitatie van het gebouw. Omdat deze keuzes zo n langdurig effect hebben en er grote investeringen mee gepaard gaan is het zeer opvallend dat opdrachtgevers hier niet bij stilstaan en er geen tijd uitgetrokken wordt om hun ambitie en eisen ten aanzien van duurzaamheid helder boven tafel te krijgen voordat doorgegaan wordt met de ontwikkeling van het project Goed geformuleerde duurzaamheidsambities Op basis van het onderzoek kan geconcludeerd worden dat ambities voor duurzaamheid goed omschreven zijn wanneer ze voldoende specifiek zijn. Daarvoor moeten ze een uitspraak doen over: De motivatie voor het hebben van de duurzaamheidsambitie (beweegreden van het streven), De aspecten die de opdrachtgever belangrijk vindt aan duurzaamheid (de richting van het streven), Wat hij per aspect zou willen bereiken (de mate van het streven) Ook wordt duidelijk dat ambities, in tegenstelling tot doelstellingen, niet op het project gericht en toetsbaar op haalbaarheid zijn, waardoor het proces niet aangestuurd kan worden met alleen een ambitie. Prestatie eisen In tegenstelling tot een ambitie kan het proces wel gestuurd worden met een prestatie eis. Daarbij is het van belang dat deze prestatie eis SMART geformuleerd wordt (specifiek, meetbaar, acceptabel, realistisch en tijdsgebonden) ten aanzien van het projectresultaat. Hiervoor moeten de volgende dingen ten aanzien van duurzaamheid geformuleerd geworden: Specifiek: o De motivatie voor duurzaamheid o De aspecten voor duurzaamheid die belangrijk worden gevonden door de opdrachtgever o Wat de opdrachtgever wil bereiken per aspect Meetbaar: o De meetmethode om duurzaamheid te kunnen meten o Het te behalen niveau voor die meetmethode Acceptabel: o De visie en de missie van de organisatie en de daarbij passende huisvestingsvisie o De ambities van stakeholders en eventuele initiatieven voor samenwerking Realistisch: o De aangetoonde haalbaarheid voor duurzaamheid Tijdsgebonden: o Een planning waarin de momenten van controle op de realisatie van duurzaamheid aangegeven is o Een tijdstip waarop de eis gerealiseerd zal moeten zijn 5

6 Van ambitie naar prestatie eis Het vertalen van de ambitie voor duurzaamheid in prestatie eisen is de moeilijkste stap in het proces en essentieel om het proces te kunnen sturen op de ambitie voor duurzaamheid van de opdrachtgever. Voor de opdrachtgever blijkt het niet duidelijk hoe een meetbare en realistische prestatie eis geformuleerd kan worden. Er moet gekomen worden tot een meetbare en realistische eis voor duurzaamheid door: Een keuze te maken voor een meetmethode en te overwegen: o Welke meetmethode past bij de organisatie o Welke meetmethode gebruikt wordt in referentieprojecten o Welke meetmethode gebruikt wordt door concurrenten De financiële haalbaarheid te toetsen waarin gekeken wordt naar: o De investeringskosten voor het beoogde duurzaamheidsniveau o De terugverdientijden voor het beoogde duurzaamheidsniveau Duurzaamheid in het Programma van Eisen Om het proces aan te kunnen sturen op deze ambitie voor duurzaamheid dient de prestatie eis opgenomen te worden in het Programma van Eisen. Het blijkt dat de ambitie voor een duurzaam gebouw zowel benoemd moet worden in een apart hoofdstuk (waarin de ambitie SMART omschreven moet zijn) als geïntegreerd moet worden in de aparte hoofdstukken van het Programma van Eisen. Hoewel uit literatuur blijkt (Van der Voordt en Van Wegen, 2000, p. 46) dat eisen en wensen niet altijd meteen vastliggen, het veel tijd kost om alle informatie helder te krijgen en consensus te bereiken, en het niet efficiënt is om te wachten met de planontwikkeling tot alle informatie boven tafel is, kan op basis van dit onderzoek geconcludeerd worden dat het de meest efficiënte manier is om duurzaamheidsambities te kunnen realiseren door te wachten met de planontwikkeling totdat de prestatie eis ten aanzien van duurzaamheid duidelijk is. Sturen op de realisatie van de duurzaamheidsambitie Om te kunnen sturen op de ambitie voor duurzaamheid is het vertalen van de ambitie in prestatie eisen en opname hiervan in het Programma van Eisen niet genoeg. Uit het onderzoek kan geconcludeerd worden dat de gekozen organisatievorm, de geselecteerde partijen en het overbrengen van de ambitie voor duurzaamheid daarnaast ook belangrijk zijn om de ambitie daadwerkelijk te kunnen realiseren. Antwoord op de hoofdvraag Door de ambitie voor duurzaamheid vroegtijdig in het proces te vertalen naar SMART geformuleerde doelstellingen en deze op te nemen in het Programma van Eisen kan de opdrachtgever sturen op zijn ambitie voor duurzaamheid. Daarbij kan de opdrachtgever ondersteund worden door de een adviseur en met het doorlopen van de handleiding het opzetten van een duurzaam bouwproces. Het is naast het accuraat formuleren van de ambitie belangrijk dat de opdrachtgever de ambitie helder communiceert aan de betrokken actoren en dat hij een strategische keuze maakt voor ontwerpteamleden en organisatievorm, zodat het mogelijk is voor de opdrachtgever om te sturen op de ambitie voor duurzaamheid en het gewenste eindresultaat gerealiseerd zal worden. Resultaat van het onderzoek Uiteindelijk is de handleiding: Het opzetten van een duurzaam bouwproces gemaakt voor de opdrachtgever waar aan de hand van een schema op procesniveau uitgelegd wordt aan de opdrachtgever welke stappen er doorlopen moeten worden voor het accuraat formuleren van zijn duurzaamheidsambitie om hierop te kunnen sturen. Bij het doorlopen van deze stappen zal hij ondersteund worden door een adviseur die aan de opdrachtgever duidelijk moet maken hoe en waarom deze stappen genomen moeten worden. 6

7 Summary Motive The United Nations introduced the term sustainable development in their report known as the Brundtland Report (WECD, 1987, p. 39). They stated sustainable development is the solution for the current environmental and development problem. The biosphere will no longer be able to absorb the high levels of CO2 emission caused by human activity if we do not set limits to growth. Other research of the United Nations showed the share of the build environment in resource use and pollution emission (see Figure 0.2) and pointed that the construction sector is one of the focus sectors for sustainable development on large scale (WCED, 1987, p. 39). Research problem The two most important factors, according to Rietdijk (2011, p. 45), for realizing sustainable ambitions in the process are the formulation of requirements for performance and the choice for a particular cooperation model. Rietdijk (2011, p. 8) concludes from research that not one cooperation model is particular suitable for a sustainable project. There are many other factors influencing this choice as well. Next to this he concludes that ambitions for sustainability should be formulated as requirements for performance of the project result and should be made clear in advance of choosing a cooperation model. This research is focused on the formulation of the ambition and determines that bad formulation of the ambition is causing ambitions to disappear or weaken during the process: There are principals who have an ambition for sustainability in the early stages of the building process but do not succeed to formulate this ambition accurately which makes steering on this ambition difficult and, as a result, the ambition will weaken or even disappear throughout the process. Aim and final result The aim of the research is to develop a method by which the principal can be supported in realizing his ambition for sustainability in the building project. Therefore a manual for setting up a sustainable building process is developed as final result of this research. Figure 0.2 Share of build environment on resources use and pollution emission (UNEP, 2006, p. 5) Though this urge, practice does not show sustainable development on large scale in this sector. It seems the problem is not financial, technical or unwillingness, but is the process of developing a building itself. Obstacles occur in this process which cause ambitions for sustainable buildings weaken or even disappear through the process. Research question en methods In order to be able to develop such a manual literature and practice are investigated with the next research question: How should a principal accurately formulate his ambition for sustainability in the initiative and definition phase of the building 7

8 process, in order to be able to steer towards this ambition during the process and realize the aimed result in the end? To find the answer to this main question 5 subquestions are put up which are investigated in the several parts of the research. Figure 0.3 shows these research parts, the subquestions that are answered by means of these parts, the methods and the chapters of this report in which these research parts can be found. On headlines the research can be dived in a literature study, an investigation of practice, case research and the development of the manual, that will lead to the final result in the end. The building process The building process can be characterized as complex and unique. There is a large discrepancy between the influence on the process result and the costs that are made in this process. Besides this process can be controlled with a project based approach. This mean dividing the process into phases and controlling the phase results based on the aspects money, organization, time, information and quality. There are many methods to build sustainable and to measure the level of sustainability of a builing. This research therefore is not looking for one definition for sustainable building but considers what principals define as sustainable. Though it is concluded that there are 3 measuring methods that consider as good as all aspects of sustainability and therefore almost all ambitions for sustainability can be measured by means of those measuring methods. These are: GreenCalc+, GPR gebouw en BREEAM. One of the tasks of the principal is formulating the ambitions for the project result. 8

9 The program of requirements The program of requirements is the most important document to steer the building process in which the principal defines his ambitions and requirements for the project. With this document he is able to communicate this to other parties. From this theory it is logical that ambitions for sustainability will be included in the Program of Requirements and are placed in the first chapter, the project definintion, among the other ambitions for the project result. Investigation of practice After the literature study, practice was investigated by means of phone interviews with 36 principals of recent sustainable developed buildings. In this part of the research the answer was found to the next subquestion: Subquestion 1: Do principals have an ambition for sustainable building in the early phases of the building process and do they formulated this ambition in the Program of Requirements, in the current practice of sustainable building? It seemed there are many principals that do have an ambition for a sustainable building project in de early phases of the process. Besides the majority of the principals do formulate this ambition for a sustainable end result in their Program of Requirements. Though it cannot be concluded this is common in the current building practice based on these results. Case research Because this research wants to discover how these ambitions should be formulated and steered in the early phases of the building process a thorough investigation is done to the building processes of 4 projects. The ambition for sustainability was early determined in these processes and formulated in the Program of Requirements. The next questions are investigated in these case researches: Subquestion 2: How do principals come to, and formulate, their ambitions for sustainable building? Subquestion 3: What is the role of the formulated ambition for sustainability in the process of steering on the ambition for sustainability? Subquestion 4: What is the reason principals succeed or fail to realize their formulated ambition for sustainability in the building process? Answer to subquestion 2 First the cases are separately investigated and then compared in the crosscase analyses. Bases on the crosscase analysis it seemed that principals originately come up with an ambition for sustainability themselves. However these ambitions are not clear enough for steering a building process. With help of other parties these ambitions are then translated into requirements for performance. Not in all projects these requirements are already included in the Program of Requirements. When this is done, ambitions for sustainability are treated in a separate chapter or paragraph. This paragraph contains not only the requirements for sustainability but suggestions on how to translate this in the design as well. Answer to subquestion 3 Ambitions translated into requirements for the project result are strong instruments to steer the project result towards the realization of the sustainable ambition of the principal. Besides this it is important the principal defines priorities for subjects and to communicate these ambitions with the design team. 9

10 Answer to subquestion 4 There are multiple successes en problems in the building process that cause principals do or do not succeed to realize their ambition for sustainability. Because literature shows the building process can be controlled by means of Project Based Working (Wijnen et al., 1999, p. 63) the projects are analysed based on the 5 controle aspect of Project Based Working. Successen and problems in the 4 cases were found by investigation of how these 5 aspects are controlled in the initiative, definition and design phase of the projet,. A complete overview of these problems and successes can respectively be found in on page 71 and on page 74. Manual Development Finally research is done to the way a principal can be supported by the formulation of an ambition for sustainability in order to steer the building process to this ambition. Based on recommendation from case research, the analysis of existing manuals and expert interviews a new manual for this purpose is developed. In order to be useful in practice this manual is validated in an expert panel. Based on the development of the manual the next question could be answered: Subquestion 5: How can principals be supported by the formulation of their ambitions for sustainability in order to steer the building process towards the realization of this ambition? The principal should be supported by one or multiple advisors in this process. First it is necessary for the principal to gain insight in the character of the building process. Besides the principal should be assisted by the accurate formulation of his ambition, the translation of this ambition into SMART formulted requirements for performance and finally with arranging the building process to be able to steer to this ambition. A scheme on process level can show the steps and the order in which these steps should be made by the principal in this process. The advisors of the principal are responsible for the explanation of how and why these steps should be executed. This support is needed in the initiative, definition and design phase of the building process. Conclusions Sustainable ambitions in practice Practice shows there is not one way in which principals come to their ambition for sustainability and this is done on different moments in the building process. Not always much time and attention is paid to the ways ambitions are formulated. Much more commonly principals quickly select an architect and start with the making of the design. Based on this research it can be concluded this is a missed opportunity. Good formulated ambitions for sustainability in the early fases of the building process substantially enlarge the feasibility of the realization of these ambitions. The influence on the project outcome will strongly decrease when the design phase is started and integration of ambitions in this phase or even later in the process will therefore be difficult. A decision for a sustainable developed project should therefore be made in the early phases of the building process when such an ambition can have a strong influence on the project outcome (see figure 0.4). 11 Besides this the decisions made in the early phases of the building process also influence the way the building will be used in the exploitation phase. Because the long term influence and high investments that are related to these decisions (buildings can have an exploitation period of 100 years for example) it is remarkable principals do not consider these decision more extensively before continuing with the development process. aspects he considers important per theme and what he wants to achieve per aspect. Figure 0.5 Lonterm influence on the exploitation phase of requirements and ambitions put up in the early phases of the building process Well formulated sustainable ambitions An ambition is something one is striving for and points out what one want to reach. It is an indication of the way and the degree to which one strives for a certain goal and not a goal itself. An ambition for sustainability tells something about the reason for having the ambition, points out a focus for certain aspects and the extent to which this is aimed. An accurate formulated ambition for sustainability therefore is a statement of: The motivation for having an ambition for sustainability (the reason for having an ambition) Aspects that are considered important for sustainability (the focus for certain aspects) What the principals wants to achieve per aspect (the extent to which this is aimed) Because sustainability is comprised with the themes people, planet en prosperity (Duijvestein, 2006, p. 7), the principal should point out which Figure 0.6 Tree dimensions of sustainability acoording to the Brundtland report (Duijvestein, 2006, p. 7) Ambitions are, in contradiction to requirements, not focused on the project and therefore cannot be examined on feasibility. Requirements for performance In order to be able to steer the process to this ambition and to actually be able to realize this ambition it is necessary to translate this ambition into SMART formulated requirements for performance. This means a specific, measureable, acceptable, realistic and time phased statement is made about the goal for sustainability of the principal. 11

12 Specific The principal has pointed out which aspects are important for sustainability in his project based on people, planet and prosperity. Next to this he has made clear what he wants to reach per aspect and why he wants a sustainable project. Measureable The principal has made clear how the ambition will be measured. To be able to control this ambition in the building process the ambition needs to be measureable. The principal can use the existing measuring methods like BREEAM, GPR gebouw of GreenCalc+. Acceptable The ambition of the principal should be formulated based on the mission and vision of the organization and will therefore be internally accepted. Besides the ambition needs to be externally accepted by assuring there are no conflicting ambitions with other stakeholders. Realistic By means of a feasibility study the principal can formulate realistic financial ambitions. It is not easy to determine how high the required level of ambitions for sustainability can be because there are no benchmarks for costs of sustainable levels. An expert of building costs and sustainability can help the principal with a feasibility study. Time phased The ambition should be formulated time phased after all. The principal has to make a planning in which he points out when the progress of realization of the sustainable ambition will be checked an when it needs to be finished. Translating ambitions in requirements for performance The hardest thing in the process of formulating ambitions for sustainability is the translation of ambitions into requirements for performance. In the meantime this is also the most important step to take. It is concluded from research that it is unclear to principals how requirements for performance should be formulated measurable and realistic. This should be done by: Making a choice for a measuring method by considering: o Which method suits the organization o Which method is used in other projects o Which method is used by concurrent And by checking the financial feasibility by considering: o The investment costs of the aimed sustainable level o The payback time of the aimed sustainable level Sustainability in the Program of Requirements The requirements for sustainability should be included in the Program of Requirements in order to steer the process on the realization of these requirements. It is clear that sustainability must be included in the existing chapters of the Program of Requirements as well as included in a separated chapter. Development from global to detailed It is not efficient to start the development of the project after all requirements and whishes are made clear because most of the time these become clear during the development of the projet (Van der Voordt en Van Wegen, 2000, p. 46). Based on this research it though can be concluded that requirements for sustainability should be made clear before the design phase will start. In time this will maybe not be the most efficient way but it is the most efficient way in order to realize sustainable 12

13 quality throughout the process. The base Program of Requirements should therefore contain the requirement for sustainability. Figure 0.7 Interaction between the Program and the development of the project (Ten Dam et al., 1996, p. 26) Sustainability chapter To point out the sustainable character of the project a separated chapter about sustainability should be included in the Program of Requirements. The requirements of sustainability should be SMART formulated in this chapter. Although none of the cases investigated in this research had included sustainability in the existing chapters of the Program of Requirements. Next to this sustainability should be formulated in terms of requirements where solutions for design should be avoided. Steering on the realization of sustainable ambitions The inclusion of the requirements for sustainability in the Program is a condition to steer to the ambition for sustainability of the principal. It will then be possible to compare process results with this predefined requirements in the Program and to control the progress of the realization of this ambition. However is it concluded that this is not enough for proper steering of the building process on sustainable ambitions. A well chosen cooperation model, a strategic choice for involved actors and communication of the ambition is also very important in order to be able to realize the ambition of the principal. 13

14 Cooperation model Research shows no relation between the realization of sustainable quality and the choice of a certain cooperation model (Rijtdijk, 2011, p. 147 en Faes, 2011). However it is concluded that this choice is very important. It should be made clear to the principal that the way of influencing and controlling the process is different for every cooperation model (Faes, 2011) and sustainable quality can be realized in every cooperation model. The principal has to determine how many influence he wants to have during the process before making his choice for a cooperation model. The decision can then be made by means of using decision tools of project managers (Anholtz, 2011) or by using the guidebook made by Rietdijk (2011, p. 129) which is especially designed for choosing the right cooperation model in sustainable projects. Selection of involved actors A strategic choice of involved actors is also important in the steering process to a sustainable building. Actors with according vision to sustainability and the project should be selected by the principal. A Presentation of their vision on the project can be useful to select the right actors (Faes, 2011). This can also be done by letting actors point out where they see weaknesses and opportunities for the realization of sustainability in the project (Anholts, 2011). Communication of the ambition The way ambitions are communicated to the involved actors is at least as important as the what they are formulated in order to translate them accurately in the design (Barendz, 2011; Paes, 2011; Medic, 2011 en van Eerden, 2011). In this communication not only the requirements for sustainability should be made clear, the motivation and priorities should be explained as well (van Eerden, 2011). Manual for setting up a sustainable building process Based on the foundings of this research a manual was put up called Setting up a sustainable building process. By means of this manual the principal can be supported in the process of the well formulation and steering of his ambition for sustainability in order to realize this ambition. The target group for this manual consists of principals who have an ambition for sustainability. However the manual is to be used by advisors to support these principals in the initiative, definition and design phase of the building process. As shown in Figure 0.8 and 0.9 the manual consists of 3 parts. It makes clear to the principal what should be done for part 1, 2 and 3. However the manual cannot be used without the knowledge of the advisors who explains the principal, how thing should be done and why it is relevant to do this. Therefore part 3 is made to explain to the principal how ambitions can be translated in measurable and realistic goals: Pointing out priorities Calculate the score per priority group Choose a measuring method Do a feasibility study Answer to the research question The principal is be able to steer the end result of the building process towards his ambition for sustainability when his ambition is translated into SMART formulated requirements for performance in the earliest phases of the building process. Advisors can assist the principal in this process by means of the manual: setting up a sustainable building process. Besides accurate formulation of the ambition for sustainability, a well chosen cooperation model, a strategic choice for involved actors and communication of the ambition is also very important in order to realize the ambition of the principal. 15

19 Inleiding Dit onderzoek houdt zich binnen het domein van Real Estate and Housing bezig met de onderwerpen duurzaam bouwen en sturing van het bouwproces. De huidige wetenschap en praktijk laten zien dat er nog vele problemen in het bouwproces zijn waardoor er minder duurzame gebouwen gerealiseerd worden dan gewenst. Ambities voor duurzaam bouwen zijn er tegenwoordig genoeg maar de manier om deze te realiseren is nog niet gevonden tot frustratie van veel opdrachtgevers. Dit rapport beschrijft een onderzoek naar de reden voor het wel of niet realiseren van ambities van opdrachtgevers voor duurzaam bouwen en zoekt naar een manier waarop het voor hen mogelijk is deze wel te realiseren. Omdat voorgaande onderzoeken laten zien dat het vroegtijdig hebben van een goed geformuleerde ambitie een belangrijke succesfactor is analyseert dit onderzoek de eerste fases van het bouwproces en de manier waarop ambities tot stand komen en geformuleerd worden. De vraag die centraal staat in dit onderzoek luidt daarom: Hoe kan een opdrachtgever die in een vroegtijdig stadium in het bouwproces de ambitie heeft een duurzaam gebouw te ontwikkelen, zijn ambitie voor duurzaamheid accuraat formuleren in de initiatief en definitiefase van het proces, zodat hij in het proces kan sturen op deze ambitie en het gewenste eindresultaat gerealiseerd wordt? 19

20 Leeswijzer 1.Onderzoekopzet dit hoofdstuk geeft de manier waarop het onderzoek is opgezet weer. Daarbij wordt ingegaan op de aanleiding, de probleemstelling, de vraagstelling, het doel van het onderzoek, het resultaat, de relevantie, de methode en de focus van het onderzoek. 2.Literatuuronderzoek In het hoofdstuk literatuuronderzoek wordt ingegaan op de achterliggende principes van de onderwerpen die relevant zijn voor begrip van het onderzoek: het aansturen van het bouwproces, duurzaam bouwen, de rol van de opdrachtgever en de rol van het Programma van Eisen. 3. Praktijkscan Na het literatuuronderzoek is gestart met een inventarisatie van de praktijk. Er is een reeks telefonische interviews gehouden naar de ambities voor duurzaamheid van opdrachtgevers die onlangs een duurzaam gebouw hebben ontwikkeld. Deze interviews worden beschreven in dit hoofdstuk. 4. Case analyse Hier wordt een overzicht gegeven van vier praktijk cases die nader zijn onderzocht. Het uitgebreide verslag van de analyses is opgenomen in de bijlage. 5.Crosscase analyse Om een conclusie te kunnen trekken uit de situatie in de praktijk aan de hand van de vier geanalyseerde cases wordt een crosscase analyse gedaan in dit hoofdstuk. bestaande hulpmiddelen en de expert interviews. Op basis daarvan is een conceptversie gemaakt van de handleiding die gevalideerd is aan de hand van een expert panel. 7.De Handleiding In dit hoofdstuk wordt het uiteindelijke resultaat van het onderzoek weergegeven: de handleiding. Daarbij zijn in dit hoofdstuk regels opgesteld voor het gebruik van de handleiding en wordt een uitleg gegeven over hoe en waarom de handleiding gebruikt moet worden. 8.Conclusies en aanbevelingen In het hoofdstuk conclusies en aanbevelingen worden eerst de hoofdvraag en deelvragen beantwoord en vervolgens conclusies getrokken op basis van de verschillende onderdelen van het onderzoek. Uiteindelijk worden ook aanbevelingen gedaan voor de praktijk en voor het doen van vervolgonderzoek. 9.Epiloog In de epiloog wordt gereflecteerd op het onderzoek en het onderzoeksproces. Begrippenlijst Achterin het rapport is een begrippenlijst opgenomen met daarin de toelichting van een aantal begrippen die genoemd worden in het onderzoek, maar daarin niet specifiek toegelicht worden. Literatuur en bronnen In dit hoofdstuk is zowel een literatuurlijst als een bronnenlijst opgenomen die geraadpleegd zijn bij het doen van het onderzoek en waarnaar verwezen wordt in de tekst van het rapport. 6. Ontwikkeling van de handleiding In dit hoofdstuk wordt beschreven hoe de handleiding tot stand is gekomen en wordt ingegaan op de conclusies uit de case onderzoeken die meegenomen zijn bij het ontwikkelen van de handleiding, de analyse van 20

21 1 Onderzoeksopzet 1.1 Aanleiding De aanleiding van dit onderzoek is de huidige behoefte die er is voor duurzame ontwikkeling en duurzaam bouwen en het feit dat men er niet in slaagt dit op grote schaal toe te passen Behoefte aan duurzame ontwikkeling Als gevolg van menselijke activiteiten is de uitstoot van CO2 de afgelopen twee eeuwen explosief toegenomen met een veranderend klimaat als gevolg. Bovendien wordt er een groot beroep gedaan op natuurlijke bronnen die uitgeput beginnen te raken (IPCC, 2007, p. 36). Om toekomstige generaties nog datgene te kunnen bieden wat wij nu hebben is het noodzaak om nu duurzaam te ontwikkelen (WCED, 1987, p. 54). De noodzaak voor duurzame ontwikkeling is sinds de publicatie van het Brundtlandrapport voor steeds meer mensen duidelijk. Dit bewustzijn is versterkt en gegroeid door de vele rapporten, onderzoeken en milieutops die hierop volgden, en meer recentelijk door de film an inconventient truth van Al Gore (Gore, 2008) over klimaatverandering en de noodzaak voor verandering in onze levensstijl Aandeel van de bouwsector in de milieubelasting De bouwsector heeft een groot aandeel in de huidige milieuproblematiek en is daarom een focus sector voor duurzame ontwikkeling (UNEP, 2006, p. 4). Verduurzaming in deze sector kan leiden tot significante verbeteringen ten opzichte van de huidige uitstoot van CO2, afvalproductie en watergebruik. Figuur 1.1 laat in percentages het aandeel van de bebouwde omgeving zien in het huidige gebruik van bronnen en op vervuiling. De term duurzame ontwikkeling is in 1987 geïntroduceerd door de World Commision of Environment and Development, in het rapport our common future, ook wel bekend als het Brundtland rapport. In dit rapport wordt aandacht gevraagd voor het mondiale uitputtingsprobleem (WCED, 1987, p. 39). Het rapport schetst de kritieke staat van het mondiale milieu en de ontwikkelingsvraagstukken die daarmee samenhangen en stelt dat er grenzen aan de groei gesteld moeten worden omdat de biosfeer de effecten van de menselijke activiteiten niet meer kan absorberen als de ontwikkeling niet wordt omgebogen (Duijvestein, 2006, p. 6). Het rapport stelt daarom dat er behoefte is aan duurzame ontwikkeling: Duurzame ontwikkeling is gedefinieerd als ontwikkeling die voldoet aan de huidige behoeften zonder dat daardoor de mogelijkheden voor toekomstige generaties, om in hun behoeften te voorzien, worden verminderd (Duijvestein, 2006, p. 6). 22 1.1.3 Verduurzaming in de bouwsector Stimulerende rol van de overheid Vlak na de publicatie van het Brundtland rapport presenteerde de Nederlandse overheid in 1989 het Nationaal Milieu Beleidsplan waarin de term duurzaam bouwen werd geïntroduceerd en waarin maatregelen voor de milieuregelgeving in de bouwsector aangekondigd werden (Senternovem, 2008, p. 23). Hoewel de overheidsmaatregelen steeds strenger zijn geworden zijn deze slechts een minimum vereiste en stimuleerden deze niet tot duurzaam bouwen op grote schaal. Hulshoff (2009, p. 5) constateerde een gat tussen de koplopers op het gebied van duurzaamheid en een grote meerderheid die achterblijft met het toepassen van het nieuwe concept voor duurzaam bouwen. Hij laat dit zien aan de hand van een normale verdeling waar slechts een klein deel van de totale bouwsector zich aanpast en werkelijk duurzaam bouwt. zijn in Figuur 1.2 aangeduid. De wortel staat voor subsidies die de overheid kan verstrekken. De preek symboliseert voorlichting en educatie van de kant van de overheid. De achterblijvers kunnen tenslotte gestraft worden door middel van boetes die in Figuur 1.2 aangeduid zijn als de stok (Hulshoff, 2009, p. 7). Circle of blame Ondanks de middelen die de overheid in kan zetten is duurzaam bouwen op dit moment niet op grote schaal toegepast in Nederland. Dit is grotendeels te wijten aan een zogenaamde circle of blame, een vicieuze cirkel waarin alle actoren in de bouwsector elkaar lange tijd beschuldigd hebben van het creëren van ongunstige omstandigheden voor het realiseren van duurzame gebouwen, waardoor er weinig initiatief was om echt duurzaam te gaan bouwen (duurzaamgebouwd.nl, 2010). Gelukkig zijn koplopers er in geslaagd deze vicieuze cirkel te doorbreken en zijn er door hen inmiddels een aantal gebouwen duurzaam ontwikkeld. Steeds meer actoren in de bouwsector zien hierdoor in dat het weldegelijk mogelijk is een duurzaam gebouw op te leveren. In navolging van de koplopers ontstaan er steeds meer ambities bij verschillende partijen in de bouwsector om ook duurzaam te gaan bouwen.
