Yes it can o o o o A full interruption of 30 % of EU gas supply (=Russia) could mean gas import prices that are 50 to 80% higher for first months and 10 to 20% later EU (+ Norway) will produce more gas itself and switch to coal in electricity production More import from the US via LNG ships is costly and the infrastructure is not ready Largest problem for those Eastern EU countries that largely depend on Russian gas (Baltic countries)

Will be costly as there are no easy alternatives in the short term It could decrease its dependence by putting an import tax on Russian gas imports (forces Russia to decrease its price) - this is better than a maximal share for Russian gas (where Russia can increase its price)

Other factors Foreign investments (and know how) are important for Russian gas and oil production o This is a more likely Western sanction than gas import boycott Ukraine depends for 50% on Russian

73 Other factors Foreign investments (and know how) are important for Russian gas and oil production o This is a more likely Western sanction than gas import boycott Ukraine depends for 50% on Russian gas it will try to develop shale gas but this requires foreign investment and this needs some guarantees Russia could also interrupt oil supplies but this shock is smaller as it is spread over the whole world (instead of Europe), there are suppliers that can increase their production (Middle East)
